Reports of another Chinese pandemic have been making the rounds lately. The DOH says that information is false.

THE DEPARTMENT of Health (DOH)  debunked reports of an “international health concern,” stating that the World Health Organization (WHO) has not confirmed such an epidemic.

According to Dr. Albert Domingo, the OIC assistant secretary and spokesperson of the DOH, said the Philippines is an active participant in the network of WHO Member States that follow the International Health Regulations (IHR). 

The established system provides reliable updates about international health concerns. Philippine disease surveillance systems are in place and working. 

“The DOH is actively verifying all information and will keep the public updated. Please do not share questionable websites or online sources. Let us not spread misinformation and confusion,” he said. 

But who really knows? China is not very good at sharing information. 

Firecracker injuries have been on the rise since the end of the pandemic.

While most Filipinos end the celebration of New Year’s Day with bliss, some don’t, especially those who end up in hospitals with second or third degree burns, blown off limbs, or severed fingers.

The use of firecrackers, especially at 12 a.m. on the first day of the year, is believed to ward off misfortunes, but again and again, they can be dangerous, with risks that can be serious or even downright deadly.

The Department of Health (DOH) saw a downtrend in cases of firecracker-related injuries a few years ago, with only 122 cases from Dec. 21, 2020 to Jan. 2, 2021, but as COVID-19 restrictions eased, cases are swelling again.

Based on data from the DOH, cases of firecracker-related injuries grew to 188 on Dec. 21, 2021 to Jan. 5, 2022; 291 on Dec. 21, 2022 to Jan. 5, 2023; and 307 on Dec. 21, 2023 to Jan. 5, 2024.

This year, 163 cases have already been reported from Dec. 22 to Dec. 30.

As pointed out by the American Society for Surgery of the Hand, the devastation that firecrackers can cause is serious and alarming as it can lead to burns, which may result in excessive scarring.

Cases related to the use of firecrackers can lead to loss of a finger as well as amputation of the hand or legs, and surgery. The smoke from firecrackers can also be dangerous to the lungs.

You could say the past few years have seen an explosion in injuries. 

A pandemic era project is now being expanded to the Western Visayas.

Agriculture Secretary Francisco P. Tiu Laurel Jr. has ordered the expansion of the Protein-Enriched Copra Meal (PECM) commercialization project to Central Visayas’ neighboring region, Western Visayas, to boost local livestock production.

The PECM project was initially rolled out in CALABARZON (Regions IV-A) and SOCCSKSARGEN (Region XI) in 2022 as a response to supply disruptions caused by the COVID-19 pandemic and the ongoing Russia-Ukraine war.

The DA noted that the Russia-Ukraine conflict continues to disrupt global feed ingredient supply chains, keeping prices for essential commodities like soybean meal, feed wheat, and corn high.

Russia and Ukraine together account for about 30 percent of global feed grain supply, further exacerbating the pressure on feed prices.

According to the DA, the project is designed to mitigate the rising costs of animal feed as this uses copra meal—a by-product of coconut farming—as an affordable substitute for imported soybean meal, which has become increasingly expensive due to global supply chain issues.

PECM was engineered through a solid-state fermentation process, developed by the University of the Philippines-Los BaƱos’ Biotech Center, which enhances copra meal’s protein content to about 45 percent—comparable to soybean meal.

The enriched copra meal has been successfully incorporated into the diets of finfish and shrimp, with feeding trials showing that including 200 kilos of PECM per ton of finfish feed and 100 kilos per ton of shrimp feed leads to a 3.9 percent and 0.4 percent reduction in feed costs, respectively, compared to conventional commercial feeds.

With this, Laurel then ordered the expansion of the project to Western Visayas.

Copra mean is animal feed made from dried coconut. 

The Philippine Ports Authority is expecting passenger numbers to exceed pre-pandemic numbers this year. 

Busy local sea terminals saw growth in volume of travelers during the holidays and even early this month as passengers returned from vacations, according to the Philippine Ports Authority (PPA).

The ports regulator, in a statement on Monday, reported that passenger volume from Dec. 15 to Jan. 5 rose by about 7 percent to 4.67 million from 4.37 million in the same period in 2023.

This surpassed the initial estimate of 4.59 million passengers.

Most of the passenger movement was recorded in Batangas, with over 601,000 travelers.

This was followed by Bohol and Siquijor with 482,694 passengers and 433,282 passengers. Rounding up the top five are Davao with 442,929 passengers and Bicol with 312,530 passengers.

This year, the ports regulator projected passenger volume at sea terminals to exceed 85.4 million.

Achieving this projection will surpass traffic in 2019, or before the pandemic when mobility was curtailed. Back then, passenger volume reached 83.72 million.

Another statistic that life is back to normal. For now.

New Year's Garbage

The New Year brought with it a whole lot of garbage. In Cagayan de Oro there were piles of uncollected garbage left at the public markets.

Waste management in this city is the top priority after the New Year celebration, following reports of piles of uncollected trash in public markets.

In a radio interview on Wednesday, Allan Villalba, chief of the City Public Service Office, said the local government's third-party contractor for garbage collection has deployed workers in major public markets and streets to immediately collect the piles of garbage on the first morning of 2025.

"There's more garbage this year because more vendors were selling in the sidewalks than before," he said.

Villalba said two city government departments are already working to speed up garbage collection and street cleaning.

In major public markets, garbage has started accumulating on the sidewalks several hours before the New Year celebration.

Garbage collection in the city is observing a scheduled rotation of trucks by the third-party contractor under the management of Tencil company.

More sidewalk vendors means more people able to sell their products and make a living. It also means more garbage.

More than 75,000 kg. of waste were collected in this city a day after the New Year celebration.

In a radio interview on Thursday, Jermie Danuco, operations manager of Tencil, a third-party waste collector firm, said the estimated weight of collection came from five public markets in the city but the volume was lower this year than last year.

"Based on the previous action plan, the volume this year was lessened because as early as Dec. 24 (2024), we deployed trucks to collect the garbage in public markets," she said.

The city government awarded Tencil, a private company, to collect and manage waste disposals.

The City Economic Enterprises Department and the City Engineering Office have also been responding to keep the city streets free of garbage.

In another interview, Armen Cuenca, chief of the City Local Environment and Natural Resources Office, suggested limiting the number of vendors selling on the sidewalks to reduce garbage piling during the holiday season.

He said the vendors had been reminded earlier about the importance of waste segregation and keeping it tidy and ready for collection. However, despite these warnings, some still chose not to follow the rules.

75,000 kg of trash were collected mostly from the city's five public markets. The amount of garbage appears to be due to the number of sidewalk vendors which is why chief of the City Local Environment and Natural Resources Office has "suggested limiting the number of vendors selling on the sidewalks to reduce garbage piling during the holiday season." How did they not see this coming?

While the amount of garbage collected in CDO was lower than last year the amount of holiday waste in Iloilo City surged by 20%.

The City Environment and Natural Resources Office (CENRO) reported a 10 percent to 20 percent increase in garbage volume during the holiday season, driven largely by unsold fruits and packaging materials.

CENRO head Neil Ravena said most of the waste were rotten or overripe fruits, particularly those used for the traditional New Year displays, such as the 13 round fruits.

“On the other hand, we collected lesser firecracker debris this year. Maybe it was due to the campaign of the Department of Health and the Philippine National Police against the use of firecrackers,” Ravena said in an interview Thursday.

During the peak holiday period from Dec. 24 to Jan. 1, waste collection reached 480 tons daily, up from the usual 400 tons.

About 60 percent of the waste comprised biodegradables, 20 percent were packaging materials such as cartons and styrofoam, and 10 percent were firecracker remnants.

To manage the increase, the city deployed three additional garbage trucks alongside those of a private contractor, focusing on high-traffic areas, such as the terminal market, JM Basa, Iznart, and Delgado streets. By the morning of Jan. 1, major thoroughfares were clean.

Ravena urged residents to dispose of garbage responsibly at designated points and reduce reliance on plastic trays and styrofoam to minimize landfill waste.

The 13 round fruits made up the bulk of the trash. What are the 13 round fruits?

Is it 12 or 13? Doesn't matter. Eating these fruits are supposed to be for good luck. Yet the bulk of the garbage was rotten lucky fruit. Go figure. 

In Manila the holiday trash piled up real quick because the contracted garbage collector decided to stop collecting garbage.

The city government of Manila vowed on Saturday to hold its former garbage collector accountable for failing to perform its duties during the holiday season.

Mayor Honey Lacuna, in a statement, slammed Leonel Waste Management Corporation for abandoning garbage collection responsibilities amidst a 400-percent surge in waste volume during Christmas and New Year celebrations.

“Rest assured, I will not let this sabotage pass and those responsible will be held accountable,” Lacuna said.

She said two firms, MetroWaste and PhilEco Systems Corporation, are currently trying to clear Manila’s streets of garbage 24/7.

The mayor assured residents that those responsible for the lapse would face accountability.

"We will address the negligence of the previous garbage collector. Now, we have two contractors, MetroWaste and PhilEco, ensuring that the city is cleaned efficiently," she added.

Lacuna also encouraged residents to report uncollected garbage to the city’s Department of Public Services and Task Force Against Road Obstruction.

Lacuna said PhilEco Systems Corporation and MetroWaste have expedited the collection of garbage that piled up after the revelries as she assured the city government’s continued commitment to ensuring efficient garbage collection across all districts.

Leonel Waste Management Corporation says they did not abandon their duties. Rather, they claim the City of Manila owes them 561,440,000 pesos and they gave a notice in September 2024 they would not be doing trash duty after December 31st

The previous waste management contractor in the City of Manila has disputed allegations that it abandoned its duty to collect trash, maintaining that it informed the local government that it would no longer serve the city once the contract ended on December 31.

In a statement on Monday, Leonel Waste Management Corporation (Leonel) clarified that they met with Manila Mayor Honey Lacuna in September 2024 to tell her that they will not participate in the new contract bidding for the city’s trash collector, as the local government has failed to pay them for months.

“We are deeply concerned that news is circulating that we abandoned our duty with the City of Manila before our contract ended on December 31, 2024. We strongly refute this accusation, which grossly undermines the hard work and efforts of all our garbage collectors, who we thank deeply for their outstanding service,” Leonel said.

“Last September 2024, we met with Mayor Lacuna informing her that we will not participate in the 2025 bidding because of the City’s mounting unpaid obligations to Leonel, in order to give the City enough time to prepare and ensure a smooth transition to the new service provider,” it added.

According to the company, it instructed employees to continue working during the holiday season until the end of the contract period on December 31, even though Manila’s unpaid obligations had risen to P561.4 million.

“In fact, last December 23, 2024, when we announced to our employees that our contract of service is ending on December 31, 2024, we mandated them to continue doing our usual services until the end of our contract, especially in anticipation of the usual surge of garbage brought about by the holiday season,” Leonel said.

“Our company, Leonel, has always put our clients first and has never, nor will ever, abandon our duty of garbage collection. We have faithfully served our contract until December 31, 2024, despite the City of Manila’s total debt to our company amounting to PhP561,440,000,” it added.

Manila Mayor Honey Lacuna denies such a massive debt is owed. Either way these are just a highlights of the Holiday Waste problem which troubles the Philippines every year.

Insurgency: Reds Soon to Become Insignificant

No NPA attacks occurred during the holidays. The NTF-ELCAC says that only highlights how weak they have become.

The recent Christmas season unmarred by threats from communist insurgents is an indication of the continued weakening of the Communist Party of the Philippines - New People's Army (CPP-NPA).

"For the first time in recent history, the Filipino people are now confident in looking forward to celebrating Christmas and New Year without the looming specter of communist threats," National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) executive director, Undersecretary Ernesto Torres Jr., said in a statement Wednesday night.

This came as earlier reports said that about 88 out of 89 guerilla fronts have been dismantled by the government's combined military and civil operations.

Despite this development, Torres said, the country must remain resolute in its fight against the communist insurgents' deceit, exploitation, and violence.

However, he also acknowledged that much work needs to be done despite these victories against the communist insurgents.

"No system is perfect, and our nation’s progress demands constant vigilance and adaptation. Yet, the successes of the whole-of-nation approach demonstrate that unity, not division, is the key to lasting peace," Torres said.

This, he said, means that national leaders, agencies, and local chief executives must rise above political noise and focus on delivering essential services that foster trust and progress, particularly in conflict-affected communities as outlined in our National Action Plan for Unity, Peace, and Development.

"By aligning their efforts and remaining committed to this shared vision, we can build a stronger 'Bagong Pilipinas' where peace, unity, and development thrive," he added.

The NTF-ELCAC also says "the CPP, its underground forces, particularly the NPA, will soon become an insignificant threat."

A ranking official of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) said the Communist Party of the Philippines (CPP) and its armed wing, the New People's Army (NPA), will soon be an insignificant threat, as the country ushered in the New Year.

"Despite the CPP's denials, the NTF-ELCAC's achievements speak volumes. Through our concerted efforts, we have dismantled 88 out of 89 guerrilla fronts and benefitted 4,830 geographically isolated and disadvantaged barangays through the Barangay Development Program, effectively eradicating the CTGs (communist terrorist groups) in their traditional strongholds," NTF-ELCAC executive director Undersecretary Ernesto Torres Jr. said in a statement Wednesday.

Aside from this, Torres said the task force has successfully reconciled thousands of surrenderers with their families, facilitating their reintegration into their communities.

He added that these outstanding achievements significantly contribute to the country's journey towards stable internal peace and security.

"As we persist with our tried and tested strategy against the CPP, its underground forces, particularly the NPA, will soon become an insignificant threat. Its armed remnants are now disconnected from the masses, discredited, and incapable of launching meaningful offensives," Torres said.

He added that the government will continue dismantling the CPP-NPA’s financial and material support network.

This, Torres said, will ensure that extremist recruiters and propagandists are held accountable by the country's justice system.

"These 'ahas sa damuhan' (snakes in the grass) who exploit our legal and democratic spaces in order to sow division, are the last lifeline of the CPP. Alas, they have unmasked themselves as transactional operators, with their questionable alliances and cash-driven motives exposing them as mercenaries rather than true servants of the people," he added.

Not insignificant but an insignificant threat. So, still a threat. 

National Security Adviser Eduardo AƱo has called on the Reds to "recognize its defeat and consider a political settlement for the sake of its remaining members."

National Security Adviser (NSA) Eduardo AƱo has called on the Communist Party of the Philippines (CPP) to consider a political settlement to allow its remaining members to help the government in nation-building, as the communist movement continues to dwindle.

"It is time for the CPP to recognize its defeat and consider a political settlement for the sake of its remaining members, particularly its young cadres, who have talents and energy better suited to nation-building. There is no shame in choosing the path of genuine parliamentary struggle, free from the burden of armed violence," he said in a statement over the weekend.

He noted that the CPP is now a shadow of its former self while its armed wing, the New People’s Army, is reduced to sporadic criminal activities rather than credible tactical offensives.

"What remains is a disillusioned and depleted force – hungry, exhausted, and isolated. The CPP's business model, in refusing to recognize the evolving aspirations of Filipinos, is bankrupt and will, in no time, be relegated to the dustbin of history," he added.

AƱo, who is also the National Task Force to End Local Communist Armed Conflict vice-chair, added that territorial defense, climate action, social justice, sustainment of peace gains and other pressing challenges await those willing to contribute constructively.

"These are struggles worth fighting for – ones that do not sow destruction but instead unite Filipinos toward progress," the NSA added.

As the CPP celebrated its 56th anniversary on Dec. 26, the NTF-ELCAC vice chair urged its members and leaders to reflect on the irrelevance of their cause in the present day.

"From the CPP’s own teachings that 'the revolutionary must move amongst the people as a fish swims in the sea,' it is clear that the 'sea' or the Filipino people now demand peace, development, and unity. Persisting in a countercurrent and violent struggle serves neither the people nor the country’s aspirations," he added.

These kind of statements are nothing new. The NPA has been declared irrelevant many times over the past two decades.

A soldier was wounded after his group figured in an encounter with suspected New People’s Army (NPA) rebels in Barangay Canhandugan in Jaro, Leyte on Monday, Dec. 30.

Sgt. Ronald Gomez was immediately transported to a nearby hospital and is now in a stable condition.

The encounter, which lasted for more than five minutes resulted in the seizure of one .45 caliber pistol, three improvised explosive devices and ammunition.

The firefight stemmed from reports received from concerned citizens about the presence of unidentified armed individuals in their farmlands.

Acting on this information, troops of the 93rd Infantry Battalion (IB) located and confronted the suspected rebels.

Lieutenant Colonel Charlie Saclot, commanding officer of the 93rd IB, emphasized the crucial role of civilian cooperation in the successful operation.

“The information we received from the residents of Barangay Canhandugan about the presence of suspicious individuals in their area prompted us to immediately deploy troops to the area which resulted in the encounter,” said Saclot in a statement.

Brigadier General Noel Vestuir, commander of the 802nd Infantry Brigade, commended the troops of the 93rd IB for their swift response to the residents’ concerns.

“Once again, the NPA has failed in their terrorist activities due to the invaluable assistance of the populace who informed the soldiers about the presence of unknown individuals in their community,” he said in a separate statement.

He reiterated their calls for the remaining NPA members to return to the fold of the law and live a normal life.

“For the remaining few members of the communist terrorist group, it is high time to return to the folds of the law and avail themselves of the government’s services, such as the Amnesty Program, which offers forgiveness and a chance to start anew,” Vestuir added.

Fourteen New People’s Army rebels surrendered to the military in Maramag, Bukidnon on New Year’s Day and vowed to help the government ‘s peace and development programs.

“They wanted to embrace their respective families in a new beginning and a peaceful life,” said Police Regional Office 10-Regional Public Information Office chief Police Major Joann G. Navarro.

Their surrender was facilitated by the Bukidnon 2nd Provincial Mobile Force Company, 48th Infantry Battalion, Quezon Municipal Police Station (MPS), Damulog MPS, and Kibawe MPS.

Navarro said their surrender highlights the collaborative effort and sustained commitment of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) to fostering peace and ending insurgency in Northern Mindanao.

The rebel returnees turned over two grenades, one rifle grenade, two improvised 12-gauge shotguns, two magazines, and one 12G ammunition. These  have been secured and documented by the 48th IB.

The surrenderers are under the custody of the 48th IB for custodial debriefing and further processing under the Enhanced Comprehensive Local Integration Program (E-CLIP) that aims to provide former communist rebels with reintegration support and opportunities for a peaceful return to society.

PRO-10 Director Police Brig. Gen. Jaysen C. de Guzman lauded their surrender and reiterated the importance of collective efforts in maintaining peace and security in the region.

“I commend these individuals for choosing to lay down their arms and return to the fold of the law,” he said. “This achievement underscores the unwavering dedication of the AFP, PNP, and local government units in advancing peace and development in Northern Mindanao.”

For several years the AFP has been on the cusp of declaring victory and has in fact already declared a strategic victory over the CPP-NPA. They have also said that victory does not mean zero insurgents. Though the number guerrilla fronts is down to one the NPA remains an active threat. Will 2025 be the end of the insurgency? Not very likely.

New Year's Violence

The New Year started off with a bang in the Philippines. In one Cotabato town that bang was a grenade blast which killed one and injured five.

One person died while at least five others were wounded in a grenade explosion in a carnival here, minutes before the New Year.

Vice Mayor Ralph Ryan Rafael said the blast occurred at about 11:50 p.m. in a crowded carnival area in Sitio Condring, Barangay Marbel.

Police identified the blast fatality as Romel Presto Cabiso, a resident of Barangay Marbel.

The blast happened while revelers were preparing to welcome 2025.

Police personnel who immediately responded to the scene helped bring the injured victims to hospital.

“Sad to say, this heartbreaking incident happened just before the New Year – a time that should be filled with hope, joy, and togetherness,” Rafael said in a statement.

“The family of the victim deserves answers, and our community deserves to feel safe,” Rafael said.

“Let this be a reminder that peace is not the responsibility of one, but the duty of all. We must stand together, united by the desire for a safe and harmonious community,” Rafael added.

“I call on everyone to remain vigilant and supportive of efforts to strengthen security in our area,” Rafael further said.

What a way to ring in the New Year. No word on who tossed the grenade.

Two cousins were ringing in the New Year by drinking liquor. But then they got into an argument about a past argument and stabbed each other.

Two cousins shared liquor to welcome the new year.

But Lino, 50, and Berto, 45, ended up stabbing each other after one of them mentioned of a previous quarrel that they’ve had which started an argument that turned bloody on New Year’s Day, according to Police Lieutenant Colonel Wilfredo Alarcon Jr., chief of Toledo City Police Station.

Lino’s brother, Andy, intervened and ended up killing their cousin Berto.

The stabbing incidents happened in Sitio Puro, Brgy. Lower Awihao in Toledo City at around 2 a.m. on Wednesday, January 1, 2025.

All of the three men were from Sitio Puro, Alarcon said.

The police chief said that Lino and Berto shared liquor on New Year’s Eve, but they later on argued over a past disagreement.

Alarcon said that Lino brought out the kitchen knife that he was carrying with him and tried to stabbed Berto.  However, Berto managed to grab the knife and stabbed Lino several times which caused his immediate death.

The commotion caught the attention of Andy, came to Lino’s rescue.  Andy, who was nearby, grabbed the knife from Berto and stabbed him several times.

Berto also died from multiple stab wounds on his body.

Toledo City police are currently preparing for the filing of a homicide charge against Andy, whom they arrested in his residence on Wednesday morning.

Funny that the police are filing homicide charges against Andy. Did they consult the family first?

A couple in Naga City began the New Year with a murder/suicide.

A security guard reportedly took his own life after stabbing his wife on New Year’s Day.

According to a report on Wednesday, January 1, Naga City police stated that Erick Candare shot himself in the head with a 9 mm firearm in Barangay Tinago around 8 a.m.

Initial investigation shows that before he killed himself, Candare stabbed his wife, Editha, 42, due to a misunderstanding in their house in Barangay Balatas around 6 a.m.

He went back to his workstation and told the on-duty security guard that he would kill himself, knowing he would be jailed for stabbing his wife.

The investigation is ongoing.

That is some kind of misunderstanding which can lead to such a tragic outcome.

A 19-year-old woman was killed after being attacked with a jungle bolo by her 44-year-old stepfather on January 1 in Brgy. Sta. Ana, Taytay, Rizal.

According to Taytay Police Chief Lt. Col. Marlo Solero, around 4 a.m. on New Year's Day, both the suspect and the victim hosted guests and celebrated in separate groups outside the house where they worked as caretakers.

"The suspect had a guest, then there was a drinking party and then there was also a group that was the victim's group with her boyfriend and then her other guests," Solero said.

The victim and the suspect got into a heated argument before the suspect followed the victim and her boyfriend with a jungle bolo, which the victim's family said they regularly use for farming.

"So when the boyfriend went out to buy a drink, the suspect followed him with his jungle bolo and slashed the victim several times. The cause of death was the blow to the head," Solero said.

The boyfriend tried to intervene but sustained injuries on his right arm. He is currently recovering in the hospital.

Eduardo Apostol, a subdivision guard who witnessed the incident, recounted seeing the suspect chasing her stepdaughter's boyfriend.

"Someone came out of the gate chasing, one with a brain and the other with a brain." "That guy might reach him. When he got to the road, the person holding the itak was out of balance and couldn't reach the victim," he said.

He witnessed the suspect fleeing as the man called for help. Moments later, the woman, covered in blood , was seen stumbling out of the subdivision gate before collapsing.

Apostol added that there was a trail of blood inside the subdivision near the gate.

"It means the woman has already been reached. The woman has been raped," he said.

The victim's aunt believes jealousy was the motive behind the attack and shared that the victim had confided in her about being harassed by the suspect.

"Reported "The kid is really mine..all I know is that he's just being jealous," she said.

The victim's mother and father expressed their anger.

"I want to kill him instead of my life." "If only he could," the mother said.

"He's so cowardly that he would kill the child without realizing it," the father said.

The police have launched a manhunt for the suspect, who will face murder and frustrated murder charges.

Seems like he wanted to be much more than a stepfather.

A member of the Citizen Armed Forces Geographical Unit (Cafgu) was shot dead exactly at the turn of New Year 2025 in Barangay Poblacion, Sominot town, Zamboanga del Sur.

Bernardo Ganar, 35, resident of Midsalip town and detailed security of Sominot Mayor Johnriel Melo, was drinking with friends to celebrate the New Year when argued with a fellow drinker who shot him on the head at 12:01 a.m. on January 1.

Lt. Col. Rolando Vargas Jr., commander of the Philippine Army’s 53rd Infantry Battalion, said Ganar was rushed to a hospital in Pagadian City, but was declared dead by the attending physician.

Vargas said Ganar was also assigned to the Army’s Balunay detachment in Midsalip.

The Sominot police arrested a certain Jason, 51, who was identified as the gunman, according to Zamboanga del Sur Police Provincial Office Director Col. Restituto Pangusban. The suspect is a resident of Sominot town.

The suspect is still being held at the Sominot Municipal Police Station for further investigation and for the filing of appropriate charges against him.

Another was stabbed in the armpit after being warned about his loud motorcycle pipe.

27-year-old member of the Civilian Armed Forces Geographical Unit Active Auxiliary was allegedly stabbed to death by a carpenter on New Year’s Day in Purok Cubay, Barangay Santa Rosa, Murcia, Negros Occidental.

Police Capt. Honey Labaro, deputy chief of the Murcia Municipal Police Station, said the 33-year-old suspect warned the victim about the noise of his open pipe motorcycle.

A heated argument ensued and the suspect stabbed the victim in the left armpit. The victim was taken to a hospital where he was declared dead.

The murder weapon – a folding knife – was recovered in the crime scene and the suspect was arrested in pursuit operation.

At least these two CAFGU soldiers weren't killed by the NPA.

Despite all this violence the PNP says New Year's celebrations were "generally and relatively peaceful."

The Philippines welcomed 2025 in a "generally and relatively peaceful" way with no major untoward incidents, the Philippine National Police (PNP) said Wednesday.

“As of 6 a.m. of January 1, reports reaching us indicate that New Year’s day was generally peaceful. We did not receive any report of any significant untoward incident. We have 1,360 recorded cases of illegal possession, use and sale of firecrackers,” PNP spokesperson and information chief Brig. Gen. Jean Fajardo told reporters.

Fajardo said a total of 593,094 illegal firecrackers have been seized with an estimated value of PHP3,922,678 while 73 individuals were arrested.

The police also recorded 27 cases of indiscriminate firing that resulted in five injuries, while 21 persons were apprehended and 17 firearms were confiscated.

Of the 21 persons arrested, 18 were civilians while the rest are a security guard, a police officer from Calabarzon, and an officer of the Bureau of Corrections in Zamboanga Peninsula, said Fajardo.

There were also six stray bullet injuries, 297 firecracker-related injuries, and one death due to firecrackers.

Fajardo noted that the 27 cases of indiscriminate firing is higher than the 20 recorded last year, though the number of injuries was down to five from seven last year.

PNP chief Gen. Rommel Francisco Marbil previously ordered all police units across the country to prioritize public safety during the New Year celebrations

Up to a year-long wait for vital funding has plagued graduate science scholars due to delays at the Department of Science and Technology-Science Education Institute (DOST-SEI), with state auditors finding P1.748 billion in scholarship funds still unreported.

According to the 2023 Commission on Audit (COA) report, financial assistance to scholars of the Accelerated Science and Technology Human Resource Development Program (ASTHRDP) was delayed by one to twelve months. 

State auditors believe that the crux of the fund release delays lies in the lack of documented disbursements to scholars, pointing to the failure to establish a mechanism for effectively implementing the scholarship program.

“The SEI did not formulate policy and mechanism to ensure the efficient implementation of the ASTHRDP scholarship program, thereby the timely submission of reports by the member universities of the consortium was not observed, causing delay in the release of financial assistance to beneficiaries of the scholarship program,” COA said. 

This scholarship program aims to produce highly skilled science and technology researchers to boost the country's global competitiveness and innovation in the field.

While COA acknowledged that the scholarship funds for the program's 1,884 scholars from 2021 to 2023 were largely utilized, it also flagged a strikingly low liquidation rate for transferred funds.

In 2021, the entire P1.728 billion allocation was utilized, and in 2022, 97.75% of the P1.390 billion allocation was spent. By 2023, the utilization rate dropped to 79.71% — or nearly four-fifths of the P1.306 billion allocation — though this was still deemed high.

However, COA found a significant discrepancy in 2023. Of the P642.109 million released funds to universities, responsible for disbursing funds to scholars, only 16.40% was liquidated.

Meanwhile, the liquidation rate for previous years was 44.41% of the P2.179 billion in transferred funds.

This leaves the scholarship program with P1.748 billion in transferred funds, considered unspent or not yet received by scholars.

This high utilization, coupled with low liquidation, indicates that a significant portion of the released funds lacked proper documentation, raising concerns about whether the funds reached the scholars' pockets.

COA clarified the key distinction: transferring funds to universities does not count as disbursement. 

Citing National Budget Circular 590, auditors explained that disbursement occurs only when payment is made for rendered, inspected, and accepted goods or services.

However, to be eligible for these benefits, scholars must maintain full-time enrollment in their graduate program. They are also prohibited from being employed or practicing their profession.

The funds allocated for the DOST-SEI program are intended to support students in financial need, helping them pursue their education and contribute to the country’s development.

Due to COA's finding of low disbursement, the unexpended or undisbursed funds are expected to be returned to the National Treasury after a specified period.

The responsibility for disbursing and liquidating scholarship funds largely rests with member universities, as they are tasked with verifying student eligibility and ensuring compliance with the scholarship agreement.

COA pointed out that the issue stems from the lack of standardized guidelines for fund disbursement. Some universities release funds monthly, while others do so on a quarterly or semestral basis.

“Having no policy or guidelines on the frequency of the release of financial assistance to scholars affects the efficient implementation of the scholarship program,” state auditors said.

Due to the flexibility universities have in releasing financial assistance, scholars have reportedly been forced to take part-time jobs while pursuing postgraduate studies, which breaches their scholarship agreements.

“It is important to ensure the timely release of financial assistance to scholars to allow them to focus on their studies and comply with the terms of the scholarship agreement, as delays forced some scholars to seek part-time jobs/employment to sustain their daily needs,” COA said.  

The report also noted complaints from scholars about the SEI or coordinators failing to inform them of issues related to their scholarship status and allowances, and, at times, not responding to email inquiries.

The SEI explained that they release funds to universities only upon receiving status or financial reports on the scholarship program. However, since some universities fail to submit these reports on time, the agency said it is forced to withhold funds, resulting in delayed payments.

A solution the agency came up with is to centralize fund distribution through Land Bank of the Philippines’ weAccess platform, directly releasing financial aid to scholars instead of transferring funds to universities. 

It will also hold a "reorientation meeting" with staff involved in the graduate scholarship program to refresh and update the requirements for issuing scholarship funds, along with other relevant policies.

The agency agreed to comply with COA’s recommendations, which include formulating a policy and mechanism for the timely release of funds by universities and effective monitoring of report submissions. 

The SEI also committed to centralizing fund distribution, regularly updating scholars on delays or concerns, and providing clear instructions on how scholars can seek help with scholarship issues.

An off-duty policeman allegedly shot and killed a security guard who intervened during a marital altercation inside a bus in Bansalan, Davao del Sur before dawn on Saturday, Dec. 28.

Police identified the victim as Reynaldo Bigno Jr. from Makilala, Cotabato.

Investigation said the suspect, Police Corporal Alfred Dawatan Sabas, assigned to the General Santos City Police Station 7, and his wife were riding a bus from Barangay Batasan, Makilala, Cotabato when they figured in an altercation at past 2 a.m.

Bigno stepped in to diffuse the situation but the suspect, who was allegedly drunk, was irked and shot the victim in the head. The victim died on the spot.

Sabas fled with his wife and the bus driver asked assistance from policemen manning a checkpoint in Magsaysay, Davao del Sur.

The suspect fired at responding policemen – Police Corporals Kenth Maurith Ramos and Police Patrolman Russel Love Tapia – who sustained bullet wounds and taken to a hospital.

Sabas and his wife were apprehended in a pursuit operation. The couple faces appropriate cases.

The victim’s family, particularly his son, a graduating elementary pupil, expressed anger over his death in a radio interview.

According to them, the victim left money to buy gifts and food for media noche (New Year’s Eve repast) as he won’t be able to join them as he is on duty on Dec. 31.

Top police officers in Davao del Sur and the Police Regional Office-12 are monitoring the case.

An off-duty policeman allegedly shot and killed a security guard who intervened during a marital altercation inside a bus in Bansalan, Davao del Sur before dawn on Saturday, Dec. 28.

Three active cops and another on absent without official leave (AWOL) status were arrested for allegedly conspiring to rob an establishment in Bulacan on Saturday night.

Cpl. Jayson Medallada and Staff Sgt. Mark Raian Vicente, assigned at Caloocan City Police Station; Cpl. Jayson Medallada, assigned at Quezon City Police District; and Pat. Reiniel Basilio, who was previously assigned at Malabon City Police Station, were arrested at around 10:20 p.m. along El Camino Road, Barangay Perez in Meycauayan City, according to the Philippine National Police (PNP) Sunday.

An initial investigation revealed that the Meycauayan City Police Station received a telephone call from a concerned citizen regarding suspicious persons about to rob an establishment. 

Police officers who responded to the scene found the suspects in possession of a .45 caliber pistol, four .9mm pistols, and some 23 grams of suspected shabu. 

They also recovered PNP identification cards, nine mobile phones, three motorcycles, two Land Transportation Office motorcycle license plates, four motorcycle helmets, assorted items of clothing with three caps, and six bonnets. 

The four officers were turned over to the Meycauayan police and will face administrative cases for violations on Republic Act Nos. 10591 or the Comprehensive Firearms and Ammunition Regulation Act and 9165 or the Comprehensive Dangerous Drugs Act.

The Commission on Audit (COA) flagged the Department of the Interior and Local Government (DILG) for ‘maintaining’ four unauthorized bank accounts, stressing that “their creation and retention’’ as of 2023 “have no legal basis.’’

However following the COA’s report, the DILG closed its four trust fund accounts at the Landbank of the Philippines (LBP) with an aggregate amount of  over P12.98 million.

In a statement, the DILG explained the accounts were used as depository accounts for funds from other national government agencies, adding that “the accounts were created to ensure the prompt release of funds to support the implementation of various programs and projects.’’

Earlier, the DILG had closed the P1.73-million RO IX Trust Regular Account and the DILG-NCR Local Government Academy Special Project Account with P111,009.42.

Further, the DILG  is processing the closing of the  P1.116-million DILG-NCR Special Project Account and the P10.025-million DILG Central Office Trust Account.

For the latter, the Department has returned the unutilized P2.363-million balance to the source agency; and has utilized the P5.834-million from the Department of Trade and Industry and the Bureau of Fire Protection-Interagency Task Force.  

“As of today (December 28), the BFP-IATF fund balance of only P199,627.90  shall be utilized for unpaid claims, afterwhich, any remaining balances shall be remitted to the Bureau of Treasury (BTr) at year-end.

The DILG is now coordinating with the BTr to open the Modified Disbursement System Trust Account under the LBP. 

“This account will be used for fund transfers granted or entrusted to the Department and may take effect in January 2025,’’ the DILG explained.

Former fisheries undersecretary Eduardo Gongona has failed in his bid to reverse his graft indictment over alleged irregularities in the awarding of a P2.1-billion contract for vessel monitoring system (VMS) transceivers to a British company in 2018.

In a 13-page order, the Office of the Ombudsman denied Gongona’s motions for partial reconsideration for the reversal of the graft indictments against him, former Bureau of Fisheries and Aquatic Resources (BFAR) national director Demosthenes Escoto and Simon Tucker of SRT Marine Systems Solutions.

The ombudsman said the motions lacked basis.

“Succinctly, the respondent-movant did not include any newly discovered evidence that would materially affect the assailed findings of this office; neither was he able to show any errors of law or irregularities committed therein that would warrant its reversal,” the ombudsman said.

“The arguments he has put forth have either been already considered or passed upon in the assailed resolution, or better ventilated during trial proper than at the preliminary investigation level,” it added.

The complaint was filed by lawyer James Mier Victoriano after the contract to supply VMS transmitters and transceivers for BFAR’s Integrated Marine Environment Monitoring System Project Phase II (PHILO Project) was awarded to SRT-UK.

The supply contract was initially awarded to an unqualified bidder, SRT-France, before it was cancelled and awarded to the parent company, SRT-UK.

The PHILO project aimed to strengthen BFAR’s capability to monitor the country’s maritime resources by requiring all commercial fishing vessels to install a monitoring system showing their location at sea.

A police officer was detained after he allegedly shot dead a construction worker and wounded the victim’s father in Pulupandan, Negros Occidental on Christmas Day.

The 21-year-old victim was declared dead on arrival at the Valladolid District Hospital, where his father was also taken for treatment.

Reports said Cpl. Armin Alanza, 36, a member of the 604th Maneuver Company of the Western Visayas police, and the victims figured in a spat in a shop in Barangay Canjusa.

Police said Alanza drew his service pistol and allegedly shot the victims, killing one of them.

Alanza suffered an injury in the head after the victim’s father hit him during the commotion, reports said.

The Western Visayas police assured the family of the victims that a thorough and impartial investigation would be conducted on the case.

A member of Bureau of Fire Protection was shot and killed by unidentified gunmen in front of his house in Barangay Pantay Daya here on Sunday, Dec. 29.

Police identified the victim as Senior Fire Officer 1 Anthony T. Manuel, 40, assigned to the BFP-Vigan.

Investigation said that the victim was on his way out of his house to work onboard a motorcycle at about 10 p.m. when he was shot.

He was declared dead in the hospital from multiple bullet wounds.

Police recovered four empty shells and one fired bullet in the crime scene.

Follow-up investigation is underway.

The Philippine National Police has recorded 15 cases of indiscriminate discharge of firearms ahead of the New Year’s Eve revelry, with 10 of the lawbreakers taken into custody following the incidents between Dec. 16 and Dec. 29.

The 10 arrested included government personnel, one of them a police officer, the other a member of the Bureau of Corrections, and the third a security guard. The other seven were civilians.

A total of nine firearms were confiscated by the PNP.

By region, of the 15 cases of indiscriminate firing, six were from Calabarzon; four from National Capital Region; two from Central Visayas; and one each from Zamboanga Peninsula, Davao, and the Cordillera Administrative Region.

The PNP also reported that four people were wounded due to indiscriminate firing while a fifth person was hit by a stray bullet. There were also four incidents of stray bullets.

PNP chief Gen. Rommel Marbil on Sunday placed all police units nationwide on heightened alert to assist the public, particularly travelers and those facing emergencies.

He said that police units had been mobilized to maintain peace and order during New Year celebrations and ensure public safety.

“Our officers are trained and equipped to handle emergencies, from providing immediate first aid to assisting in fire response operations. We are ready to serve the public in every way possible,” Marbil said in a statement.

A PNP officer and a member of the Bureau of Corrections have been arrested for indiscriminate firing.

A police intelligence officer was killed while three persons were wounded after two unidentified gunmen shot them while they were sitting at a small store in Lebak town, Sultan Kudarat province on Monday night.

Colonel Bernard Lao, Sultan Kudarat police director, identified the victim as Staff Master Sgt. Louie Noble, who was assigned to the Lebak municipal police office.

Lao said Noble was conducting surveillance in the town’s amusement park in Barangay Poblacion 1 together with other civilian agents when they were attacked past 11 p.m.

Noble suffered a gunshot wound in the head and body.

The three other victims were Cresensiano Sia, 33; Ronaldo Fernando, 32; and Christian Pedro, 24.

Cresensiano sustained a gunshot wound on his left ankle, while Fernando was hit on his right biceps. Pedro was wounded on his back.

Police scene-of-the-crime operatives recovered 10 empty shells for caliber .45 and caliber .40 pistols.

Pursuit operation against the suspects is ongoing.

Initial police investigation revealed that the attack could be work-related.

An active member of the Philippine Air Force landed in detention after he was caught spending time with his alleged mistress in Lapu-Lapu City, Cebu on Monday, Dec. 30.

On Sunday evening, Dec. 29, police in Lapu-Lapu City responded to a complaint filed by a 42-year-old woman who accused her husband of having illicit affairs.

The husband turned out to be an active member of the Philippine Air Force.

According to reports from the Lapu-Lapu City Police Station, the wife told police that she received a tip from a friend, claiming to have spotted her 41-year-old husband with another woman. 

The victim also told the police that she had long suspected that her husband had a mistress, adding that she had been lied to multiple times.

The police then proceeded to Brgy. Agus, also in Lapu-Lapu City, where the suspect was reportedly spotted with his mistress.

A few hours later, at approximately 1 a.m. the next day, Monday, authorities managed to track down the suspect and his mistress inside the latter’s rented boarding house in Sitio Malinao, also in Brgy. Agus. 

Police said they caught the suspect sleeping with his mistress, who was a 38-year-old seamstress.

Both the suspect and his mistress are currently under the custody of Lapu-Lapu City Police Station.

The former may face charges of concubinage while adultery for the latter.
