Why is There so Much Child Rape in Pangasinan?

Good news from Pangasinan.  Rape is down 18.27% during the quarantine!

The Pangasinan Police Provincial Office (PPPO) recorded 161 rape cases from March to August this year amid the stricter implementation of the community quarantine in the province. 
In an interview Wednesday, PPPO Women and Children Protection Desk chief Capt. Jairilyn Camangian said cases this year were 18.27 percent lower than the 197 recorded in the same period last year.

Of the total rape cases this year, Camangian said 21 were violations of women while 140 were violations of children.
She said there might still be unreported abuses involving women and children.
Out of 161 reported cases 140 involved children and there might be even more unreported cases. That means of all the reported rape cases 86% involved children! That is horrifying. Why is there so much child rape in Pangasinan? This crime is so prevalent in Pangasinan that the PNP were happy to report child rape cases were down 29% in 2018.

The Pangasinan Police Provincial Office (PPO) reported 251 child rape cases in the entire province from January to October this year, 29 percent lower than the 353 cases recorded over the same period last year. 
In an interview on Monday, PPO police community relations officer, Chief Insp. Norman Florentino, said rape cases accounted for almost half of the total child abuse and violation of children’s rights during the period followed by physical abuse. 
Florentino said there were 584 child abuses reported in the province from January to October this year, 10 percent lower than the 649 cases recorded last year. 
Between January and October 2018 there were 584 child abuses cases and 251 of those were rape cases.

Strange as it may be the same exact number of child rape cases, 251, was also reported in 2015.

Rape cases involving children in Pangasinan increased by 36.41 percent last year, according to records of the provincial police office. 
Documents obtained by The STAR showed there were 251 cases in 2015 compared to only 184 in 2014. 
Most of the victims were aged 17 while the youngest was six years old. 
Most of the suspects were either the victim’s father, grandfather, uncle, text mate, playmate, cousin, boyfriend or stepfather.
Most of the suspects are relatives or people the victims knows. In 2014 it was also reported that most of the perpetrators are the children's own fathers!

At least 45 of 107 rape cases involving children in this province this year were allegedly committed by their own fathers or stepfathers, according to a report of the Women’s and Children Protection Desk  (WCPD) released yesterday. 
The suspects in at least four cases were grandfathers, while boyfriends were involved in 20 cases; relatives, 49; and neighbors, 17. 
Nineteen victims were six years old and younger, 17 were aged 15, 13 were 16 years old, 10 were 13 and 10 cases involved 14-year-old victims. 
Most of the suspects were between 36 to 45 years old and were either unemployed or self-employed.
While adults make up the majority of suspects children are also committing child rape. Last year the police noted the rise of juvenile delinquents in Panganisan.

Senior Insp. Ria Tacderan, PPPO public information officer, disclosed they have recorded 232 CICL in 2016, which rose to 260 in 2017, and 265 last year, excluding unreported cases. 
Tacderan said commonly committed offenses of CICLs are petty theft and rape cases. 
“Rape cases involving minors as offenders amounted to 85 in 2016, a total of 75 in 2017, and 80 in 2018, while there were 44 in 2016, a total of 33 in 2017, and 36 in 2018 who were involved in theft,” she said in an interview Friday. 
The number of CICLs involved in illegal drugs numbered 16 in 2016, which dropped to 10 in 2017, but increased to 28 in 2018, she added. 
Tacderan expressed alarm over the trend, especially as the delinquents are 15 years old and below. 
Based on 2018 data, seven of the CICLs were aged six to nine while 20 were between 10 years and 12 years, and 171 were between 13 years and 15 years.
Why are young teenagers out raping small children?  Earlier this year a 13 year old boy was arrested for raping his neighbors aged 6 and 4.

Police arrested a 13-year-old boy after he allegedly raped two children in Pangasinan, Tuesday. 
The suspect was a neighbor of the victims’ who are ages six and four years old. 
According to the initial investigation, the young victims were playing when the suspect called them. The suspect first raped the six-year-old and then the four-year-old victim.
While Panganisan certainly stands out this problem is endemic throughout the Philippines. A study released in May documented this crime among others.

The Philippines has become the world's largest known source of online child sexual exploitation, with endemic poverty helping drive a surge in abuse, a report said Thursday. 
Parents and relatives were responsible for facilitating the abuse in nearly all cases, according to the International Justice Mission aid group's seven-year study. 
The report said of the victims it identified had been preyed upon for years and the youngest was less than a year old. 
That study focused on online exploration of children. In such cases this exploration is done for money. But in the cases above in Pangasinan no monetary transitions are being made. It is simply rape for rape's sake if such a thing can be said.

Why is there so much child rape in Pangasinan?  I don't think anyone can answer that and that is just as horrifying and nihilistic as the crime itself.

I see children sleeping on the sidewalk very often. Where do they come from? Where are their parents? What is their story? Sometimes they are in groups but most times they are alone. A sad and troubling state of affairs.

Parents Leave 5-Year Old In Theatre Lobby So They Can Watch R-rated Movie

Found on Reddit.  Not sure of the source.  Parents decide to watch an R-rated movie and leave their daughter sitting outside in the lobby for two hours.  Management said nothing.  How nice of them

This poor five-year old figure was made to wait outside the cinema hallway because her companions, composed of four adults including both of her prints, all went to watch the R-13 movie, The Nun. 
While cinema porters and even the guard on duty suggested to just have their tickets refunded because they cannot bring the 5-year old with them due to MTRCB restrictions, still, the adult group pursued what seemed to be, an unplanned movie viewing and left the poor girl waiting outside the hallway for two hours. 
Matters like this should have been brought to the attention of the cinema management but it seems, nobody did; no one realised the risks in allowing this girl to wait alone in public.
Cinema should have refused on this, citing security reason.
Cinema manager is nowhere in sight. 
As simple as it may look, to parents leaving your child out and unsupervised is negligence and abusive. To the cinema's management, you are very strict about brining in shwarma, pizza, pasta and canned drinks, you ought to be stricter in accepting "valuables" too.

Street Kids Harassing Jeepney Riders

Don't be fooled by the wide-eyed, dirty urchins you see roaming about begging alms whether by hawking towels or handing out envelopes or by holding out their hands and saying, "Give me money." These children can be wild animals.

(The kids begging for alms went inside the jeep. There were about 12 to 15 of them in the group. Suddenly there was a commotion in the jeep. The kids were able to steal from the passengers and one mother, who was with her child, was also affected). 
I first noticed those kids hanging out under a tree, there were about 12 to 15 of them,” said Bagatcholon. “When the stoplight hit and the cars slowed down, the group went inside the jeep, I believe they were asking for alms [because] my cousin said they handed out a box.
Bagatcholon shared that the kids got rowdy after a few seconds and the passengers inside the jeepney started shouting. Bagatcholon then said that one of the kids, a girl with cropped hair, got off the jeepney and started hitting the woman with a child. The kid, too, started banging on the jeepney’s sides. 
As per Bagatcholon, the kids “stole junk food and a piece of clothing from the passengers.”  
Bagatcholon also said that there weren’t any law enforcers around the area to quell the ruckus.  
He said, Everyone was in their cars. There was a bus though, but no one ever tried to stop them. Not even the jeepney driver went down to reprimand them, he just looked back at the commotion.
It's doubtful these kids know they are fully protected by the law and will never be held accountable for any crime they commit.

Operatives of the Manila Police District (MPD) have rounded up the street kids who mugged an elderly jeepney passenger on Taft Avenue. 
The incident was caught on video that went viral on social media on Friday. 
Based on a report by the MPD Station 5, the incident took place Friday at 1:15 p.m. along Taft Avenue near Pedro Gil, Paco, Manila.
Watch as these kids pull an old man out of the jeepney and try to steal his bag.



Notice how that man is left all on his own?  None of the other passengers offer any help nor does the driver get out and fight off the children.  Passers-by keep passing by. Absolutely no assistance of any kind was offered to this old man.

In the Philippines you are all on your own.

If you ever see a group of street children it's best to pick up a stick and be prepared to fight to the death. Or just get out of their way and avoid them altogether.

Child Trafficking in the Philippines via Facebook

The Facebook page babies home.ph is a clearinghouse for illegal adoption in the Philippines.

The lady who runs the page claims she is just a page.


But this claim is not true at all. She is a facilitator between birthmoms and would be adopters. Here is her first post from November 5th, 2017:



Here she is saying "We accept gay couples."


Who is "we"? If she is just a page and not a facilitator then how can she accept anyone? She is lying because she knows what she is doing is 100% illegal.

It is rather evident that whoever runs this page has a well connected network of buyers and moms and the demand is there.

But no matter how you cut it this is nothing short of human trafficking. The buyers are not going to be properly screened, birth certificates are likely to be forged as this is the way it is with nearly all paperwork in the Philippines, and the child is left in a dangerous situation. Remember the nurse who wanted a baby to trap her boyfriend into staying with her! Did this lady screen her? How did she get through? 

The lady who runs this page has no idea who the people she adopts to are and she is operating wholly outside the law. She is also putting these children at risk for what amounts to a few thousand pesos. What is the value of a baby? 30,000 pesos? 

The following is a partial list of names and Facebook page links of people who have commented and on the Babies Home.Ph page.  All of these people are either adopters, willing to adopt, or birth mothers willing to sell their babies for cheap. The pages for some of these people show them with children. I have no way of knowing if they bought those children or not. I was going to post the name sof every person who posted on this page but there are way too many. 

I am concerned that shutting this page down would only drive this lady further underground or that another page would pop up in its place. The best thing to do would to be to entrap her by pretending to be a buyer. But that is out of my league.

According to this man's profile he is from and lives in Islamabad Pakistan! This begs the question of how many babies have been trafficked overseas by whoever runs this website. How would this man even know about this page if international trafficking was not happening?
