The numbers this week: 52 PNP officers dismissed for criminal activity, 6,401 PNP officers disciplined for criminal behaviour since 2016, 1 politician assassinated, and P295.8 million paid out for a toilet project that was ultimately flushed!
The Commission on Elections’ (Comelec) decision to back Vice President Leni Robredo’s argument to use a lower shading threshold in the vote recount is not only “illegal” but also “meant to justify the cheating” of the Vice President in the 2016 polls, the camp of former senator Ferdinand “Bongbong” Marcos, Jr. said on Thursday.
The former senator’s camp also said that they are “not at all surprised with the Comelec position. The conspiracy is so clear and the co-conspirator is not expected to admit it.”
Marcos is so full of it. If he has a problem with the Comelec's decision he can take it up with the chairman who is a Duterte appointee.
Are we really supposed to believe that this man who was only recently appointed by Duterte is continuing to carry out a conspiracy from 2016 at the behest of the LP!?? Especially when EVERYONE in the 2016 election benefited from the 25% shading rule?
If it took that long to arraign her just think how long it will take for her case to actually go to trial.
At a national assembly of the PDP’s National Capital Region chapter, Willy Talag, president of PDP-Laban Makati City council and chair of the membership committee of the NCR chapter, said the current leaders of the party have “committed violations” such as conducting mass oath taking of members “without proper basic seminar” and swearing in officials that are “involved in illegal drugs.”
You do remember all those mass oath taking events right? They also assured the public no one involved in drugs will be inducted into the party. The ruling party of the Philippines appears to be in turmoil. Now there are rumours that members will defect to Sara Duterte's newly formed political party. What a lot of needless drama! Just one more reason to avoid party politics.
"We did not foresee this growing interest of other politicians from other regions," Duterte-Carpio said in a text message sent to CNN Philippines.
She said the party is not ready to go national, adding that it only aimed to "create a strong region 11 (Davao region)."
"But we are set to create alliances with other groups to help each other," Duterte-Carpio said.
Really? She did not foresee an interest in her party? The daughter of the President, and a whispered candidate for the Presidency herself, did not foresee that others would be interested in her party? Give me a break!
"I sincerely apologize to these two great gentlemen for ruffling their feelings when I said that the PCA ruling in our favor is an empty victory. Both have reasons to be miffed for they worked hard to win our case before the PCA. It was not my intention to denigrate their achievement," Lorenzana said in a message to reporters Friday.
"The phrase 'empty victory' does not pertain to the efforts of Mssrs. Carpio and del Rosario in successfully winning our case in the PCA but rather, to the outcome of the ruling. With the realities on the ground, the victory being claimed is premature and incomplete since the ruling has no enforcement mechanism," he added.
The Defense chief explained that until our exclusive economic zone (EEZ) is under the country's complete control, and until the ruling is fully enforced, it remains just "a piece of paper."
"If it is a victory, then why is the (West Philippine Sea) not under our complete control? If we are victorious, why are the Chinese still in the (West Philippine Sea)? Lest we forget, the Malaysians and Vietnamese are also within our exclusive economic zone, occupying many islands which they have improved through the years," he said.

“I will never allow myself to be used by politicians to persecute their political enemies,” Martires, 68, told the Inquirer.

The Palayan City Regional Trial Court (RTC) two weeks ago ordered the arrest of former Bayan Muna Representatives Satur Ocampo and Teodoro Casiño, former Gabriela Rep. and now National Anti-Poverty Commission (NAPC) Chair Liza Maza, and former Agrarian Reform Secretary Rafael Mariano on double murder charges.
Their lawyer, Rachel Pastores, said the charges were based on testimonies of “discredited” witnesses, who lost countercharges filed against them by Ocampo and the others. She said they would ask the court to reconsider its arrest order.
Ocampo and the three others were accused in 2006 of conspiring to kill Carlito Bayudang on May 6, 2004, in Bongabon, Nueva Ecija, and Jimmy Peralta on Dec. 3, 2003. Peralta, who was run over by a car, was allegedly mistaken for his brother, Ricardo, the alleged real target of the attack.
In July 2008, Judge Evelyn Atienza-Turla ordered the charges remanded to the prosecutor’s office, citing irregularities in the preliminary investigation. In 2017, the Supreme Court ruled the remand was improper and that the RTC must decide if there was probable cause. On July 11, Turla issued the warrants after finding probable cause.
This case has been in the system for 12 years now and is now back in the spotlight. These people say the charges are fabricated and that it is a strange coincidence that these charges are being brought back right as Arroyo becomes Speaker of the House. No matter. It will be years before this case is ever resolved.

Go confirmed that they received information of an assassination attempt on Thursday while he and the President were on their way to Zamboanga City on board a helicopter to visit fire victims.
“Actually, we received the threat report while on our way there. You know, our President is not afraid to die. He said ‘Go ahead, make my day’,” Go said in an interview with radio dzRH.
Asked where the threats possibly came from, Go said it could be the handiwork of individuals who are against the President.
“Of course, there are many who (are) against him and (are) making threats. So anyway, me and the President, we are not afraid to die. We are here to do our work and our responsibility,” the President’s top aide said.
There seems to be a lot of confusion here. So first it says there was an assassination attempt. Then Go says they received a threat report. Which one is it? Was there an assassination attempt or just a threat? Either way Go cannot name anyone involved in an alleged threat or attempt! What kind of intel is that? Who did he receive it from? What kind of credible threat report names no names!?
“Sa mga nagsasabing isauli ang pera at hinihintay daw ang P60 million, mamuti na ang mga mata ninyo! Wala kaming isasauli (To those saying we should return the money and waiting for the P60 million, may your eyes turn white! We will return nothing),” Tulfo said.
Presidential spokesperson Harry Roque earlier said he expected Tulfo’s company to return the money to the government as stated by their lawyer, Ferdinand Topacio.
“They are the ones who said they will return it … They said and we expect them to comply with what they said,” Roque said.
It's the scandal that won't die. By the time this case is resolved all that money will have been spent.

A village councilor survived an assassination attempt early on Monday and his bodyguards were able to kill one of the assailants — an antidrug police officer.
An accomplice of the officer, an antidrug asset, was arrested.
Jesselou Cadungog, village councilor of Tejero, was unhurt and sought the help of Mayor Tomas Osmeña and the National Bureau of Investigation.
He was riding a Toyota FJ Cruiser when the assailant, PO3 Eugene Alcain Calumba, drove his motorcycle near the councilor’s P3-million vehicle and opened fire.
Cadungog’s bodyguards returned fire, killing Calumba, a member of the Drug Enforcement Unit of the Parian Police Station in the city.
His alleged accomplice, Michael Banua, a police asset, was arrested.
The story took a bizarre twist when the Central Visayas police sought to turn the tables on Cadungog, saying it was the village official and his bodyguards who attacked Calumba.
Chief Supt. Debold Sinas, head of the Central Visayas police, ordered the arrest of Cadungog and his bodyguards for allegedly attacking Calumba.
What a tangled story. A PNP officer tries to assassinate a politician but his bodyguards killed the would be assassin and bystanders caught and attacked the driver who just happened to be a PNP asset! But then the PNP says it was the officer was murdered and is the real victim! So the PNP is in effect protecting their own! How many other politicians have been assassinated by PNP killers-for-hire?

It has been Duterte’s policy to destroy smuggled luxury vehicles to discourage smugglers. The President believes car smugglers still rake in profits from the selling of seized cars.

Questions remain unanswered on the alleged irregularities in the 2016 national elections during the Senate inquiry on Tuesday (July 31).
Senator Aquilino Pimentel III, the chairman of the Senate Committee on Electoral Reforms said they were “frustrated” with the explanations of the Commission on Elections (Comelec) on the matter, especially the alleged transmission a day before the elections, supposedly “a quiet time.”
It was a concern earlier raised by Senate President Vicente Sotto III who claimed that a reliable source handed him confidential information regarding the activities that altered election results.
Based on the resolutions released by the Comelec, the final testing and sealing were conducted from May 2 to 6, but can be extended to May 9 if necessary. The transmission test was done on May 9, the day of elections.
But Sotto claimed that as early as May 8, there was already a transmission of data happening in Bicol areas.
Citing his source, it was done by an IP address which was of a clustered vote counting machine or precinct count optical scan (PCOS).
During the inquiry, Sotto asked the Comelec for the transmission logs from May 8 to May 9 but the poll body presented logs only on the day of the elections on May 9 and none on the day before.
There sure are a lot of questions surrounding this ALLEGED fraud by Comelec. That's what you get when you use anonymous sources, confusion. Why should anyone believe anything this source of Sotto says? If Sotto has not seen the records then how can he make these claims and more importantly why is his claim being taken seriously to the point of having an investigation when his claim has not even been verified!? He is parroting the claim of a source whom he will not divulge. This whole investigation will doubtless turn out to be fruitless. No one has yet proved any fraud in the 2016 elections but they do then the validity of every politician elected in 2016 will be called into question. I wish they would investigate the Marawi attack which is a matter of national security.
Sotto said the additional allowance aims to help Senate employees cope with the surge in prices of basic commodities.
What a bunch of heartless bastards. They pass a law, TRAIN, which causes prices to surge and while the common man has to bear the brunt the Senate decides to give their employees P5,000 more of taxpayer money so they can deal with the price surges they created!
Rank and file employees of the Senate will receive an additional P5,000 monthly allowance for groceries and transportation in recognition of their hard work and dedication, and to cushion the impact of rising price of commodities, Senate President Vicente Sotto III said Monday.
“Upang maipakita ng liderato ng Senado ang pagkilala sa inyong dedikasyon at kasipagan sa trabaho at bilang pag unawa sa mga sitwasyong dulot ng epekto ng pagtaas ng mga bilihin. Sotto said during the flag raising ceremony.
“I would like to announce that we have considered the request of the SENADO union for an increase in the grocery and transportation expense allowance … in the additional amount of P5,000, effective July 1, 2018, rank and file only,” he said.
Asked if the additional allowance was triggered by inflationary effect of Tax Reform for Acceleration and Inclusion (TRAIN) law, Sotto said the request was made by the union even before TRAIN was enacted into law.
“Hindi naman directly siguro. Kung tumataas ang mga presyo, hindi natin maiiwasan na tulungan ang mga empleyado natin …akadagdag na lang ‘yun kasi matagal na nilang hinihiling ito, wala pang TRAIN,” he said in an interview after the ceremony.
The employees’ union had long been asking for an increase, and that the amount that was given was in fact lower than what they’ve requested for, according to the Senate President.

On Tuesday, the U.S. Department of Justice said Napoles and the five other defendants allegedly diverted Philippine government funds intended to benefit poor Filipinos.
Prosecutors say the money was used to purchase assets in the U.S., including property and luxury vehicles.
“We have been collaborating with the US Department of Justice (DOJ) on this money laundering charges against Napoles,” Justice Secretary Menardo Guevarra said Wednesday.
“We welcome this development as it paves the way for the return of the people’s money to our national treasury,” he added.
The DOJ chief said he is expecting his US counterpart to act on Napoles and her family’s extradition.
However, he said “until the case against [Janet Lim] Napoles in the Philippines have been resolved and terminated, we cannot extradite her to the US.”
A. They will never see this money again.
B. The case against Napoles will take YEARS to resolve if ever.
THREE police officers were arrested on Tuesday, July 31, for extorting money from junkshop owners in Valenzuela City, an officer said.
Philippine National Police (PNP) Counter-Intelligence Task Force (CITF) spokesperson Chief Inspector Jewel Nicanor said Senior Police Officer (SPO) 4 Seraffin Adante, Police Officers (PO) 1 Ryan Paul Antimaro and Rey Harvey Florano, along with their civilian cohort identified as Amado Baldon Jr., were arrested in an entrapment operation conducted by the anti-scalawag cops around 9:15 p.m. Tuesday along Mindanao Avenue Extension, Barangay Ugong, Valenzuela City.
The policemen were all members of the Police Community Precinct 8 of the Valenzuela City Police Office.
Nicanor said the operation stemmed from the information forwarded to the CITF by the PNP intelligence group that the suspects were collecting P200 to P500 each night from all the junkshops in Valenzuela City.

The Palace earlier ordered Carandang suspended for 90 days while the investigation on the complaints was ongoing.
But then Ombudsman Conchita Carpio-Morales refused to enforce the suspension order, citing the Supreme Court ruling in 2014 which voided the power of the President to discipline the Deputy Ombudsman.
This is the guy who illegally disclosed Duterte's financial records. Interesting that he is being fired now after Morales has resigned. If Duterte does not have the constitutional authority to discipline the Deputy Ombudsman does he have the authority to dismiss him? If so why did he not do that in the first place.
Despite the memes that the odd-looking bathroom inspired, the KBK toilet venture had previously been flagged by the Commission on Audit because it remained uncompleted after three years of implementation.
The toilet facilities reportedly cost P295.8 million that started during the Aquino administration, but only had a 53.17-percent physical delivery rate, based on the COA report in 2016.

The sticker on the motorcycles will be used to verify the identity of their legitimate owners. Police officers will scan the stickers through a phone application that would show the motorcycle's official receipt and certificate of registration, and the owner's identification.
The police will also use the stickers for a quicker scanning of existing violations committed by the vehicle owner.
Officials said the stickers are non-transferable and their validity can be checked through a serial number that is provided and which should be attached to the back of the rider's license.
However, PNP chief Oscar Albayalde said the screening test is voluntary, which raises the question of how criminals will be apprehended if they do not opt to undergo the procedure.
Albayalde said motorcycles without the sticker will automatically give the wrong impression to stationed road marshals.
[Translation: If you don't have a criminal mind, then you will register your motorcycle, so it's better if it is registered so you won't have any problem since the police have already cleared it, so probably those that have criminal minds won't register. That would be the impression on our law enforcers.]
The police chief assured that the PNP will exercise its mandate to protect the people with the implementation of the new campaign.
"This is a stern move by the PNP to protect the Filipino people, to make our streets safe to the public, and to dismantle organized groups and those motorcycle-riding suspects," he said.
It's all voluntary therefore its all a lot of sound and fury signifying nothing. A stern move to protect the people? A sticker?? A sticker you don't even have to have! The PNP loves to talk big.
“When we say deadly, we will be sharp in identifying these scalawags in uniform,” the police chief said.
Albayalde said policemen in illegal activities would eventually face sanctions.
“Yung iba sa inyo na pasaway, there will come a time na tatamaan din kayo,” he said.
(To you who are unruly, there will come a time when you will face the consequences.)
He said the PNP “hates” to see its members gunned down in shootouts but hoped it would “send a strong signal” that it was “dead serious” in cleansing its ranks.
“Let us effectively remove them from our ranks. Let us show to the public that we are capable of change, […] that we are a professional police service,” Albayalde said.
He urged policemen who couldn’t follow the rules of the PNP to resign and save the image of the police from ruin.
But it's always the same old tune with the same old results. The PNP remains corrupt. There were kidnapping gangs in the PNP back in the 90's and now just scroll back up and see that 39 officers were relieved for being part of a KFR gang! RELIEVED!!! Not tossed in jail, not neutralised or terminated. Merely relieved. Very chilling and deadly, eh?
“If I am not mistaken, yesterday (Tuesday), one of our own again, was involved in robbery-holdup sa [in] Tacloban City,” he said during the awarding ceremony for some personnel of the National Capital Region Police Office (NCRPO).
The PNP chief, meanwhile, lamented the crimes committed by policemen despite their doubled salary.
“Bakit hanggang ngayon – despite the fact na nadagdagan, na na-doble na ‘yung ating sweldo at napakahirap maging pulis – and yet marami pa rin sa ating hanay na gumagawa ng hindi maganda?” he asked.
(Why is it that until now – despite the fact that our salary has been increased, doubled already and it is really hard to become a policeman – there are still many in our ranks who do bad things?)
It would not be surprising in the least if these robbers were actually PNP officers.

PNP spokesperson Superintendent Benigno Durana said a total of 6,401 police personnel were meted administrative penalties since 2016 over various violations, such as involvement in criminal activity including illegal drugs and extortion, grave misconduct, serious neglect of duty, involvement in criminal cases, serious irregularity, malversation, dishonesty and graft and corruption.
Of which, he said 3,589 personnel were suspended, 362 were demoted in rank, 403 were reprimanded, 147 were penalized with salary forfeiture, 43 had withheld privileges, and 29 were restricted to quarters.
Durana said since 2016, 498 more personnel were investigated for drug related cases including 266 who tested positive for drug use and 232 for involvement in drug activity in their areas of responsibility.
He said of which, 261 uniformed and non-uniformed personnel who tested positive for drug use and 92 of those involved in the illegal drugs operation were dismissed from service.
6,401 bad cops! 6,401 bad eggs! 3% of the 190,000 strong PNP force !
This week features an unusual amount of stories about crooked cops. The numbers are very high. 53 dismissed just this week with 6,401 disciplined since 2016. Now might be a good time to reread these stories which the Palace has labelled fake news. Keep in mind that this week a would-be assassin turned out to be a PNP officer! That practically verifies some of the info in these reports.
