Philippine Politics in my Candy Crush Game

Candy Crush is a very fun game. Addictive for some. I prefer Candy Crush Soda. A new feature Candy Crush has introduced in the past year or so is the ability to gain extra power ups or lives by watching an ad. Thankfully they are mostly very short and all of them can be muted. Most of these ads are for games or food. However, one ad I was first shown on Friday, September 17th 2021 was very unexpected. It was a political ad for Vilma Santos-Recto.

What is this political ad doing in my Candy Crush game? No one had yet filed their candidacy and campaigning before the allotted time is illegal. Yet, here is this 10 second ad touting the public service of this woman who is currently the Deputy-Speaker of the House.

Given her history it is unlikely this is simply a testing of the waters. She served as governor of Batangas and the Mayor of Lipa for 9 years in each office and has spent the last 5 years in the House of Representatives. Before embarking on a political career she was a successful actress. One could say the stage and screen are the prefect training ground for anyone who hopes to become a successful politician. 

Next year she is facing a big decision. Retire or run for the Senate. It's a false dialectic. She could just as easily go back to acting or get a job as a fry cook at Jollibees.

House Deputy Speaker Vilma Santos-Recto is looking at two options for the upcoming 2022 elections—a senatorial run or retirement from politics.

Santos-Recto said as of the moment, she is discerning on her move for next year. Currently, she is serving as the representative of the 6th district of Batangas.

“As of now, I’m still  discerning on my plans for 2022. I may run for Senate or retire from politics,” Santos-Recto said in a text message.

Santos-Recto is the wife of Senate President Pro Tempore Ralph Recto.

She was the mayor of the City of Lipa from 1998 to 2007 before she was elected as the governor of the province of Batangas in 2007.

Santos-Recto then ran for a congressional seat in 2016 and won.

Oh, look! Vilma is married to the current Senate President Pro Tempore Ralph Recto. He was first elected to the Senate in 2010. That means his two term limit is coming to an end next year. With his wife taking his place the Recto family will keep a toehold on one of the most powerful branches of government. Why wouldn't she run?

Frankly, I don't care what this lady decides to do. What I do care about is her political ad in my Candy Crush game. This ad, debuting on Friday September 17th, 2021, is a vision of things to come. I fully expect to see ads for Duterte, Go, Pacquiao, and everyone else who runs for office next year. Thank goodness they can be muted.

Authorities on Friday arrested an official of the Commission on Elections (Comelec) in Caraga for allegedly selling Chinese medicines not registered with the Food and Drug Administration (FDA). 

Francisco Pobe, Comelec Regional Director for Caraga, was nabbed during an entrapment operation by the police Criminal Investigation and Detection Group's Surigao del Norte Field Unit, local police, and the FDA Caraga office. 

Pobe was arrested for alleged violation of Republic Act 9711 or the Food and Drug Administration Act of 2009 for selling unregistered capsule Lianhua, which has gained popularity in the Philippines for supposed treatment of COVID-19. 

Authorities confiscated 500 boxes of Lianhua capsule worth P100,000 from the suspect.

A Comelec official was caught with 500 boxes of an unapproved and banned medicine.

A Manila police officer accused of pulling a gun on a group of teenagers who broke quarantine curfew is now under custody, the Philippine National Police (PNP) said on Saturday. 

In a statement, PNP chief Guillermo Eleazar identified the accused officer as Corporal Medel Biloan, assigned to the intelligence section of the Manila Police District (MPD) Station 2 in Moriones, Tondo. 

Biloan was caught on closed-circuit television (CCTV) video threatening to strike four male teenagers — aged 18, 17, 14, and 12 — with his gun on Friday, according to a separate report from the MPD. 

The MPD quoted Biloan as saying: “Pag hindi kayo pumasok pupukpukin ko kayo ng baril sa ulo at pag naabutan ko kayo dadamputin ko kayo.” 

(If you don’t go back to your homes, I will hit you with my gun and I will arrest you.) 

Another CCTV footage later showed Biloan, now in civilian clothes, drinking liquor outside his house on Friday, said Eleazar. The police officer was also not wearing a mask at the time. 

“The fact that he himself was violating the protocol when he was caught drinking and not wearing a face mask along the street was not only a violation of the quarantine rules and police protocols but also put the entire police organization in bad light,” Eleazar said in a statement. 

Eleazar said Biloan was disarmed and is currently under the custody of the MPD which is also conducting an investigation.

Philippine National Police (PNP) chief Gen. Guillermo Eleazar on Sunday directed the PNP Academy (PNPA) management to review its existing rules and regulations and academic policies following the death of a cadet allegedly punched by his upperclassman as punishment for violating rules. 

“I have already directed the Director, PNPA Maj. Gen. Rhoderick Armamento, and Director, DHRDD (Directorate for Human Resources and Doctrine Development) Brig. Gen. Arthur Bisnar, to conduct the necessary review and adjustments on the existing rules, regulations and academic policies to further strengthen the moral foundation of our cadets in the PNPA,” Eleazar said in a statement. 

Armamento earlier reported that Cadet 3rd Class George Carl Magsayo collapsed inside a dormitory room after he was repeatedly punched in the body by Cadet 2nd Class Steven Ceasar Maingat on September 23. 

Magsayo was immediately brought to a nearby hospital but was pronounced dead by the attending physician. 

He said similar incidents happened in the PNPA in the past and charges were filed against the violators of the Anti-Hazing Law. 

(There have been casualties before and many have been punished and kicked out of the PNPA for assaulting fellow cadets. So, it is unfortunate that this tragedy happened again because there are still few cadets who are stubborn and do not seem to understand the rules and law especially the Anti-Hazing Law),” he said.

This is not the first time and will likely not be the last time that a PNPA cadet has died from hazing. Clearly the problem is not regulations but the cadets themselves. Just imagine the dreck that makes it through the cracks and become actual PNP officers.

A policeman serving as intelligence warrant officer was gunned down in Albay, the Philippine National Police (PNP) reported Monday.

PNP chief Guillermo Eleazar said the victim was identified as Police Staff Sergeant Allan Madelar assigned at the Guinobatan Municipal Police Station.

Eleazar said Madelar was gunned down on Saturday night by still unidentified suspects in Barangay Peñafrancia where he attended a birthday party.

An intel officer was shot dead by unknown persons for unknown reasons after attending a birthday party.

A councilor of Liloy town, Zamboanga del Norte was shot to death in broad daylight along the town’s national highway on Monday, Sept. 27.

Liloy Police Chief Police Major Alexis Bahunsua said Ernesto Bihag Jr., 46, and resident of the town’s Causwagan village, was driving his white Toyota Fortuner on his way to Communal village when men aboard a maroon Toyota Innova overtook him along the highway and opened fire. As a result, his car skidded off the shoulder of the road and bumped into a mahogany tree.

The victim sustained gunshot wounds in different parts of his body and was rushed by the local rescue team to the nearest hospital, where he was declared dead by Dr. Geraldine Pamunag, the attending physician.

A town councilor has been assassinated by unknown men for unknown reasons.

Authorities on Monday enforced the freeze order on properties of personalities linked to the smuggling of suspected shabu seized at the Manila International Container Port (MICP) a few years ago. 

The properties of suspects Julie Hao Gamboa, and Ruben and Teresita Taguba are located in Barangays Lourdes and Sto. Domingo in Quezon City, and are estimated to cost at least P70 million, the Philippine Drug Enforcement Agency said. 

(We submitted these properties to the Court of Appeals for a freeze order. Ultimately, our objective is to freeze these properties so they can't enjoy the fruits of their drug trafficking activities and drug smuggling.) 

The freeze order covers 173 bank accounts and credit accounts and insurance policies, to include 17 properties and five motor vehicles of the suspects, PDEA chief Wilkins Villanueva said. 

On May 31, 2019, the PDEA filed a criminal complaint before the Department of Justice against Chinese national Xu Zhi Jian, alias Jacky Co, and 16 others for the alleged importation of P1.8 billion worth of shabu. The contraband was intercepted at the MICP. 

Xu, tagged as the owner of the drug shipment, allegedly managed 70 bank accounts with no registered businesses and properties under his name, according to the AMLC. Gamboa, and father and son Ruben and Mark Taguba were tagged as cohorts. 

Gamboa was also identified as Xu's co-accused in the smuggling of 276 kilograms of shabu at the MICP in 2018. The AMLC said it has found 81 bank accounts under Gamboa’s name which transacted millions of pesos. 

Former Customs police officer Ruben Taguba and his son Mark were also found to have 21 properties and had hundreds of millions in bank transactions using 21 different accounts. 

The PDEA has frozen the assets of several people involved in drug smuggling. One, Ruben Taguba, is a former customs police officer and another, Julie Has Gamboa, appears to also have been a former customs employee as she was "allegedly responsible for the illegal release of 105 containers from the Port of Manila back in 2018."

A grenade was thrown at the house of Deputy Speaker Rufus Rodriguez in his district in Cagayan de Oro early Wednesday but did not explode.  

Rodriguez said the grenade was thrown at 1:12 a.m.  

"The grenade was lobbed in front of my residence. There were 2 motorcycle riding persons. The grenade did not explode," he told ABS-CBN News.  

The congressman broke the news in a family statement he tweeted Wednesday morning, claiming it was an attack by unknown men. 

"Lives were put at risk in the grenade attack at the ancestral residence of the Rodriguez family in Barangay Nazareth in Cagayan de Oro earlier today. We condemn in the strongest terms this act of violence perpetrated by unknown men," the statement read. 

"The authorities are currently conducting the investigations and justice will be served against all those responsible for the crime."

Looks like election violence has come early this year.

Unidentified gunmen riding in tandem on a motorbike ambushed Wednesday a vice mayoral aspirant for Maguindanao town while traveling along the national highway here.

Col. Jibin Bongcayao, Maguindanao police provincial director, said Sam Zailon Esmael, who was seated in the passenger seat of a silver Toyota pickup vehicle, escaped unhurt but one of his armed escorts was killed.

The escort who has yet to be identified was seated at the cargo bed section of the pickup truck died on the spot.

The first casualty in the all too deadly Philippine election season.

Philippine National Police (PNP) chief Gen. Guillermo Eleazar on Thursday reminded all police offices to intensify the campaign against illegal gambling activities in their respective areas.

This came after two station commanders and seven police community precinct chiefs of the Quezon City Police District (QCPD) were relieved from their posts under the "one-strike policy" in addressing illegal gambling.

Eleazar warned that more police officers could be sacked from their posts if they fail to address this issue.

“(May this serve as a warning to all our police to intensify the fight against illegal gambling especially now that there is a pandemic. The sworn duty and mandate of every police officer includes the suppression of this illegal activity),” Eleazar said in a statement.

He added that it is the responsibility of every police officer to make sure that there is no illegal gambling of any kind in their area as it also becomes the main cause of other types of crimes.

Eleazar also issued a strong warning against those cops who “protect” those behind illegal gambling activities.

“(I will hold you accountable if you actually provide protection to these gambling lords. You will be charged and you may face dismissal from the service),” Eleazar said.

It's pretty dumb to sack cops for the actions of criminals. Its basically an admission that the cops are protecting gamblers but without addressing the problem.

Adherence to safety protocols and vaccination are key elements to the success of the government's Covid-19 pandemic responses, National Task Force (NTF) Against Covid-19 chief implementer Secretary Carlito Galvez Jr. said on Friday.

The vaccine czar repeated anew his appeal to strictly observe minimum health protocols as the threat of Covid-19 and emerging variants persists.

"(As we see, most of our hospitals are in full capacity, so let's have discipline This pandemic will only be resolved if we work together. At the same time, if our citizens will be responsible)," he said in a media interview during the arrival of the private sector-procured 661,200 AstraZeneca doses at the Ninoy Aquino International Airport (NAIA) Terminal 1 in Pasay City.

Galvez said it's not yet time to be complacent "because the new Covid-19 variants like Delta are highly transmissible”.

"The participation of the people will be the core of our response so we encourage you to continue adhering to health and safety measures," he said.

Galvez also urged the public to get vaccinated. 

"(Most of the infected patients in the hospitals are in critical condition because most of them are unvaccinated and most of the intubated patients are unvaccinated)," he said.

Given that the virus has an over 90% recovery rate one must wonder what are the statistics of those who have been infected and hospitalized? Are they fat? Old? Have any disease at all? It is comorbidities that exacerbate the effects of the virus. Putting people in a perpetual state of fear over an imaginary "deadly pandemic" is not good for the public health. Right now there have been 2.4 million infections with 37,000 dead which means only 1.5% of those infected have died while only .03% of the total population has died from the virus. It's all a big joke but it isn't funny at all.

The Philippines has received millions of doses of vaccines. Only 10,000 of those have spoiled due to temperature problems.

Some 10,000 doses of COVID-19 vaccines have been wasted primarily due to “temperature excursion,” the Department of Health (DOH) said yesterday.

According to DOH Undersecretary and National Vaccine Operation Center head Myrna Cabotaje, some 10,000 jabs have already been registered as “wastage.”

Cabotaje said the “biggest wastage” was incurred in a storage facility at a major vaccination site in Filinvest, Muntinlupa City.

The temperature in the facility changed reportedly due to mishandling by the local government unit and vaccine safety officers. This resulted in temperature excursion.

She noted in a radio interview that vaccine wastage also took place when some vials were dropped and were found to have no labels.

The wastage includes the vaccines that were damaged during a fire incident in South Cotabato, and jabs that were spoiled after being left in a freezer that was unplugged in North Cotabato.

Cabotaje said that while 10,000 doses is “small” compared to the more than 40 million doses already administered, it is still regrettable that there is vaccine wastage.

“It’s too bad. That’s why for every incident, we study the reasons so we can avoid it from happening again. We want to avoid any wastage,” she maintained.

10,000 today but who knows how many doses will be wasted due to negligence in the days to come. Not only vaccines have gone wasted but so have testing kits.

Information emerging from the Senate blue ribbon committee investigation of COVID spending by the Procurement Service of the Department of Budget and Management (PS-DBM) and Department of Health (DOH) said at least P550 million worth of testing kits had expired last year without being used.

A committee member, Sen. Francis Pangilinan, presented documents showing that Pharmally Pharmaceutical Corp.—a foreign-owned firm now at the center of the ongoing Senate investigation of P8.7 billion in contracts for COVID supplies—delivered 4,800 kits on May 2, 2020 and 3,200 on May 4, 2020.

Citing documents, Pangilinan said inspection reports would show that the test kits were manufactured on April 5, 2020 and had an expiry date of Oct. 5, 2020—a shelf life of just six months.

It was much shorter than what the DOH had required—24 to 36 months, which had been confirmed by Health Secretary Francisco Duque III but explained by him as benchmarks set prior to the pandemic.

Presented during the blue ribbon committee hearing was a letter by Assistant Health Secretary Nelson Santiago addressed to then PS-DBM chief Christopher Lloyd Lao dated Dec. 7, 2020 which confirmed that 7,925 test kits had expired without being used.

These would have been good for at least 371,794 COVID tests last year.

According to the DOH data tracker, weekly testing nationwide from May 2020—when the COVID test kits were reportedly delivered—to October 2020—before the kits expired—was between 59,000 and 260,000.

For comparison, weekly testing in 2021 from August 30 to Sept. 5 was 574,980 and 566,281 from Sept. 6 to 12.

And who is to blame for the low testing rate? The people or the government?

So far roughly 38,000 people have died from the virus. This fact has not stopped Davao from preparing a mass grave site for COVID-19 victims.

As the cases of coronavirus disease 2019 (Covid-19) continue to rise here, Mayor Sara Z. Duterte bared Monday that the city has already prepared a mass burial site at the Tagakpan Public Cemetery in Tugbok District.

In a radio interview, she reiterated that in March last year, during the early days of the pandemic, they already prepared the site for those who have succumbed to the infection.

“We are ready since last year and we already announced it also. It is expected that if there is a surge, there will be numerous deaths and our hospitals will be overwhelmed,” Duterte said.

About 160 lots are available at the cemetery and each lot can accommodate up to six corpses or 960 corpses in total.

On the other hand, she also said the city’s crematorium could process about four cadavers per day.

Since April last year, Mayor Sara said the number of cremations has reached 2,101.

“We have 22 cadavers who are still scheduled for cremation. Our crematorium is always fully booked because of the surge. If there is a surge, many will get sick (and die),” she said.

The Davao Region has so far recorded 48,271 patients who have recovered from the coronavirus disease 2019 (Covid-19) since the pandemic struck in March last year, representing a recovery rate of 84.5 percent of the total 57,135 confirmed cases.

An 84.5% recovery rate. And Sara Duterte is talking about building a mass grave site? It's just fearmongering propaganda.

The Congress would need to pass a law requiring Filipinos to get fully vaccinated against the coronavirus disease 2019 (Covid-19), Malacañang said on Tuesday. 
 
Presidential Spokesperson Harry Roque made this remark after President Rodrigo R. Duterte broached the idea of using the government’s police power to compel citizens to get their jabs.
 
“(As long as there is a law, we can implement that so let’s put it into the proper context),” he said in a Palace press briefing.
 
Asked to clarify if Duterte’s new pronouncement meant he was urging the legislative branch to pass a law compelling the public to get vaccinated, he responded in the affirmative.
 
“Yes, of course. That’s the jurisdiction of Congress but the President can always certify an administration bill for such a law,” he added.
 
Roque said several countries have turned to vaccine mandates to increase vaccination rates.
 
 "(The state really has the power to use police power to promote the good of the majority. But when it comes to the vaccine, let us wait, because we need a policy first),” he said.
 
Roque also reiterated Duterte’s statement asking government workers who refused to get vaccinated to leave public service.
 
“(I guess the President will start requiring mandatory vaccination among those working in government. But) this is without prejudice po to Congress passing a law,” he said.

What would the penalties for breaking such a law be? Jail time? Fines? The government is looking to administer booster shots to some sectors just in time for the 2022 elections.

The government is mulling to start the administration of Covid-19 booster shots to priority sectors before the May 2022 national and local elections.

Secretary Carlito Galvez Jr., chief implementer of the National Task Force (NTF) against Covid-19, said part of the government's second phase of vaccine procurement is to acquire reformulated booster jabs for use of those vulnerable sectors -- primarily the healthcare workers.

"(We are also planning to finish the inoculation of at least 90 percent by February or before the elections)," Galvez reported to President Rodrigo Duterte during prerecorded Talk to the People on Wednesday night.

The government is now readying the procurement of the next-generation vaccine boosters which will extend the efficacy of the Covid-19 jabs to fight emerging coronavirus variants.

"(Before the elections, at least those who should be given booster shots, will get their booster shots. Everyone should be protected before the elections)," Galvez said.

Those booster shots will probably be very necessary to prevent breakthrough infections. Former Health Secretary Janette Garin says the DOH is lying about breakthrough infections.

The former Health Secretary and now Iloilo 1st District Rep. Janette Garin that the Department of Health lied in providing data on breakthough infections of COVID-19 in the country. 

In the plenary debates of the House of Representatives on the DOH budget on Tuesday, Garin asserted that the number of breakthrough infections is higher when looking at the situation in hospitals than the data released by the department. 

“The data is still being collected by the DOH, so it is not complete. The summary that we have based on the available data that we have, there are a total of 242 cases that were reported as breakthrough infections, 87% of which are mild, and asymptomatic while 10% are hospitalized and 2% are dead, ”he replied. by Quezon City 5th district Rep. Duke Frasco, was the sponsor of the DOH budget when Garin requested DOH data. 

Garin replied: "I am telling you that is a big lie."  

“(Only) 242 cases? Eh at San Joaquin Hospital alone, they already have 60 cases. In our district hospital, we have probably 50 cases and we know for a fact that in PGH, the breakthrough infections will not be less than 50. So 242 is impossible. ” 

He said he was not saying that the vaccines against COVID-19 available to the government are no longer effective but that the DOH should be transparent in its data so that local officials can respond to the infection situation in their areas. 

“I do hope that the DOH will have it in their conscience to be transparent to our people. Because 242. This is a war, and our decisions are based on the transparency that you are showing, ”said Garin. 

“I am not saying that we failed. I am saying we need to recalibrate information because we owe it to our people to be transparent. ” 

Frasco replied that the DOH does not yet hold the total number of breakthrough infections because it is still gathering additional data. 

Garin, on the other hand, believes that the concept of "herd immunity" is no longer true when counting those vaccinated with COVID-19. 

This is due to the more contagious Delta variant that is already infiltrating the protection of vaccines. 

“There is no herd immunity to talk about at this point in time because of the waning immunity and the inadequate protection of the currently recommended primary series. This is not the fault of government and this is not the fault of the Department of Health. This is science that should be explained to our frontliners and decision-makers, ”he said. 

Garin stressed that the DOH must admit that the country seems to be "back to zero" when it comes to herd immunity in order to take the right steps in the midst of the pandemic. 

“I think the answer is no. We are not back to zero with respect to herd immunity. The purpose of the vaccination program is to reduce the transmission of the coronavirus, and it is shown that if a person is vaccinated, they have less of the viral load, and that will help in terms of transmission, ”Frasco defended.

If there is anything the pandemic has taught us it's that the DOH is not very transparent whether with finances or hard data. After all, they recommend face shields even though they don't provide a bit of protection from the virus.

Insurgency: A Boney Ritual

The end of Duterte's term as President is imminent. That means the troops need to speed up their operations to meet the June 2022 deadline to defeat the insurgency.

Troops under the Philippine Army’s 3rd Infantry (Spearhead) Division (3ID) on Tuesday were told to serve the people using the development programs of the national government but to also be aggressive in the battlefront to be able to put an end to the insurgency.

“Go where the enemies are by establishing forward operating bases, increase intelligence efforts to improve operational efficiency and instill the culture of discipline among yourselves. Take all these into account in serving the people of Central and Western Visayas because these will give us the edge to win,” he said. "Focus on (the) main task, be mindful of (the) deadline set by the President, which is to defeat insurgency by June 2022."

During the change of command ceremony, Maj. Gen. Benedict Arevalo assumed as acting commander of the 3ID, replacing Brig. Gen. Noel Baluyan.

In his message, Arevalo said while they would continue to win the hearts and minds of people through their civil-military activities, they would be feared by their enemies through relentless, aggressive, and offensive operations.

“We should not be coward or down-hearted because of the comments of our enemy and the friends and supporters of our enemy. We will continue to negate the lies and deception that our enemy is trying to propagate in our provinces, especially in the far-flung barangays,” he said.

Arevalo also raised the importance of their commanders to continue engaging stakeholders, local government units, national government agencies, civil society organizations, academe, and different sectors to sustain their operational momentum and accomplishments.

He also urged the people of Western and Central Visayas to support the armed forces.

“It might be difficult but with the trend nationwide, the CPP-NPA actually is collapsing but has not yet collapsed. Hopefully, if we can sustain it, we can really see the time that they are not capable of engaging us in frontal combat operations. With our relentless operations, I’m sure that we will be able to neutralize the threat they are posing not only to us but also to our countrymen,” he said.

So, the plan is to win the hearts and mind of the people through development programs and to instill fear in the CPP-NPA "through relentless, aggressive, and offensive operations." Operations this week resulted in the death of several NPA fighters.

Army soldiers on Wednesday found five bodies of suspected New People’s Army (NPA) rebels, who were believed killed in a gunfight on Tuesday, during the clearing operations in Barangay Dungeg, Sta. Teresita, Cagayan.

Army Maj. Jekyll Dulawan, 5th Infantry Division (5ID) spokesperson, said aside from the bodies, the soldiers also found and recovered three high-powered firearms, three anti-personnel mines, five handheld radios, four mobile phones, assorted medical supplies and equipment, anti-government documents and personal belongings.

He recalled that soldiers uncovered a rebel hideout where anti-personnel mines were manufactured by the NPA-Komiteng Rehiyon-Cagayan Valley after Tuesday's firefight.

The Army did not suffer any casualties in the firefight against some 40 communist rebels.

“The accurate information provided by the locals and the timely, precise and well-coordinated actions of the ground troops and the Philippine Air Force led to this decisive engagement against the NPAs without any casualties on the government forces and the civilians,” Dulawan told the Philippine News Agency in a phone interview.

The Army engaged 40 NPA fighters and only 5 died. That is 12.5% dead. Is that an acceptable kill rate? Six more NPA fighters died in two other clashes with government troops.

Six suspected communist rebels were killed in separate clashes with the military in Bukidnon and Agusan del Norte provinces, the military said.

In the first clash, five suspected members of New People’s Army were killed in Malaybalay City, Bukidnon around 6:46 a.m. on Monday (Sept. 20), the Army’s 4th Infantry Division said.

Eleven high-powered firearms were found at the clash site. No casualties were recorded on the government side.

Another communist rebel was killed in a clash with policemen and soldiers in Butuan City, Agusan del Norte on the same day.

No word on how many total NPA fighters were engaged in each encounter. 

The AFP has their way of dealing with the NPA and so does the Manobo tribe.

Leaders of indigenous peoples (IP) communities in Surigao del Sur gathered Sunday afternoon for a ritual called “boney”, a ceremony intended to impose penalties on fellow tribe members who committed offenses.

Different IP Mandatory Representatives (IPMRs) in the province want Bayan Muna party-list Representative Eufemia Cullamat punished for the insults and transgressions she committed against the Manobo tribe where she belongs.

Datu Rico Maca, the IPMR of San Miguel town, said 50 tribal leaders from different towns expressed their outrage against Cullamat and wanted to make her accountable for her wrongdoings against the tribe.

“A number of tribal leaders wanted to show up and join the boney but we limited the attendance due to the strict health protocols in the province,” Maca told the Philippine News Agency (PNA) on Sunday night.

He emphasized that Cullamat committed three major offenses against the tribe -- misrepresentation, lack of concern for the IP youth and children, and dishonor against the National Commission on Indigenous Peoples (NCIP).

Cullamat is no longer allowed to enter and step into the ancestral domains of the Manobo tribe in Surigao del Sur, Maca said.

“She is not a recognized leader of the Manobo tribe in Surigao del Sur. She does not represent us. For years, Cullamat has been advocating the doctrines and advancing the cause of the Communist Party of the Philippines (CPP), the National Democratic Front (NDF), and the New People’s Army (NPA),” Maca said.

No word on what the "boney" ritual entails but from the picture it looks like they might have sacrificed a pig.

Another way the insurgency is being fought is through good old fashioned censorship. Last week the AFP and PNP showed up at Kalinga State University and confiscate materials related to the insurgency. The librarian got so sacred that she gave up the material and then got rid of some of what they left behind. She said she reservations about it but did it anyway to protect the students. This censorship of university libraries is now spreading. First in Isabela.

After the Kalinga State University (KSU), the Isabela State University (ISU) has become the second public school in the Philippines to purge books authored by or related to the communist movement in the country supposedly to “protect” the youth and students from insurgent ideology.

ISU president Ricmar Aquino said he had directed the ISU’s main campus in Echague town and 10 other campuses in the province to pull out of their libraries handbooks from the National Democratic Front of the Philippines (NDFP) and books by Jose Maria Sison, the self-exiled founding chair of the Communist Party of the Philippines (CPP).

“ISU supports the government’s ‘whole-of-nation’ approach to [communist insurgency]. As an academic institution, ISU has its mandate to protect the Filipino youth and ensure their future by providing them quality and relevant education,” Aquino told the Inquirer by phone on Tuesday.

The ISU library pulled out 23 NDFP handbooks and works by Sison, including “Building People’s Power,” “Defeating Revisionism & Opportunism,” “Crisis Generates Resistance,” “Building Strength through Struggle” and “Continuing the Struggle for Liberation.”

The move came three weeks after KSU in nearby Tabuk City removed several reference materials on the aborted peace negotiations between the Government of the Republic of the Philippines (GRP) and the NDFP.

Aquino said the books were turned over on Monday to Dennis Godfrey Gammad, regional director of the National Intelligence Coordinating Agency (Nica). The agency directs, coordinates and integrates all national intelligence activities.

He said the books would be brought to the Nica office for safekeeping.

Col. Leandro Abeleda, deputy commander of the Army’s 501st Infantry Brigade (IB), witnessed the turnover at the ISU library.

According to Aquino, the decision to ban these books from the ISU libraries is part of its commitment to “protect the university and its students from the harm that the communists might inflict.”

“Our students should not be exposed to anything that will destroy their future,” Aquino added.

In a statement, Brig. Gen. Danilo Benavides, commander of the 501st IB, said withdrawing the NDFP books from the ISU “will save our youth” from being recruited by the CPP, its armed wing, the New People’s Army (NPA), and the NDFP.

“The action of the officials and leadership of the ISU indicates that they are against the CPP-NPA-NDF ideologies and want to safeguard the institution from communist infiltration,” Benavides said.

He said the move would help put an end to the communist insurgency in the region, one of the goals of the National Task Force to End Local Communist Armed Conflict.

Gammad praised the university’s move, saying that “libraries play a fundamental role in society.”

“The books you read become part of you. Therefore, commitment and accountabilities lie in every page you read,” Gammad said during the turnover.

The second university to pull out "subversive materials" is Aklan State University.

The Aklan State University (ASU) in the municipality of Banga made history as the first higher education institution in the Visayas to turn over subversive documents and textbooks to the government.

The reading materials were mostly donated to the ASU and have been in its library since 2012, before the term of current president, Dr. Emily Arangote, who was appointed last year. 

“The APPO (Aklan Police Provincial Office), with the full support of RTF-ELCAC 6 (Regional Task Force to End Local Communist Armed Conflict 6 [Western Visayas]) reached out to ASU for them to turn over also books that are not mentally healthy for students,” task force spokesperson, Prosecutor Flosemer Chris Gonzales, said during the dialogue and turnover ceremony held at the university cafeteria on Friday.

The books and documents, which are now under the custody of the APPO - Provincial Investigation and Detection Management Unit, include one authored by Communist Party of the Philippines (CPP) founder Jose Ma. Sison titled Foundation for Resuming the Philippine Revolution.

In exchange, Gonzales donated a book from the RTF-ELCAC-6, The War Within.

He noted that turning over the books to the government is not a restriction of academic freedom.

“Academic freedom is always subject to control and supervision by the state when the welfare of the people or overriding public welfare calls for it. We are at war with terrorism and of course, our university officials exercising sound discretion and good judgment can always decide for the welfare of their students,” Gonzales said in his message.

In an interview on Saturday, APPO spokesperson, Staff Sgt. Ma. Jane Vega, said even if Aklan has been declared insurgency-free in December 2011, there are still sightings of insurgents as neighboring Antique and Capiz provinces are still infiltrated.

Vega said APPO Director, Col. Ramir Perlito Perlas, pursued the turnover so students would not be influenced by the communist ideologies.

“We are very active in our campaign. Col. Perlas pursued this initiative because he does not want to see atrocities that are happening in other provinces to happen here,” she said.

Vega also encouraged other schools in the province to “not hesitate to surrender” similar materials to the police.

This is just stupid. Everything about it is stupid. The authorities are justifying this 1984 tactic by saying they are protecting students. "The books you read become a part of you," says one moron Ricmar Aquino who is actually president of Isabela State University. Now that is true and not true. While certain books have stuck with me for years I have also read a lot of books that have not become a part of me  So, what other books are they going to pull to protect students? How about the Koran? They do know that the Philippines is at war with Islamic militants right? 

The situation with Akaln State University is even worse. They say they are turning "over also books that are not mentally healthy for students." What does that even mean and who can define such a thing in the first place. Again, what about the Koran? What about any Islamic material on the shelves of the library? Waht makes pulling books from Aklan State University is that it has been declared insurgency free for a decade!

To top it all off in exchange for getting rid of NDFP propaganda the state donated their own propaganda, The War Within. I have no idea what this book is. A Google search brings up too many hits to be able to narrow it down.

This is not the last we will see of Filipino universities banning books. Not with the police telling schools they should "not hesitate to surrender" so-called subversive reading material. It appears books have become the newest enemy in the insurgency. But will they receive any benefits upon being surrendered to the military or police?
