More news about how the COVID-19 pandemic in the Philippines is being handled by the public and the government.

It's finally happened. Monkeypox has come to the Philippines.

The Philippines has detected its first case of the monkeypox virus, the Department of Health announced Friday.

The infected person is a 31-year-old Filipino who arrived from overseas on July 19. Beverly Ho, the agency’s deputy spokesperson, said the case had prior travel to countries with documented monkeypox cases.

The case who tested positive on July 28. The patient’s clinical information and gender were not disclosed.

According to Ho, the country’s first monkeypox case is undergoing strict isolation and monitoring at home.

Authorities identified 10 close contacts, including three from the case’s household. The close contacts are not manifesting any symptoms and are being monitored.

“The DOH assures everyone our public health surveillance systems are able to detect and confirm monkeypox cases,” Ho said.

The health official added the government is securing vaccines to protect people from getting monkeypox. But she stressed that not everyone needs to be immunized against the virus.

Isn't it great that nothing meaningful about the patient was disclosed? That information is especially relevant because it is being spread predominantly among homosexual men. Despite monkeypox not being much of a threat there are calls to form a national task force to deal with the virus.

A party-list lawmaker is calling for the urgent creation of a national task force to monitor the status and combat monkeypox to proactively prevent community transmission and infection.

In filing House Resolution No. 134 on Aug. 1, AGRI Rep. Wilbert Lee said a national task force, composed of relevant government agencies in partnership with the private sector, must be established to enhance preparation and develop strategies to proactively combat monkeypox.

A copy of the resolution was sent to the media on Tuesday.

“The said national task force against the monkeypox virus shall also update the public on the status of this disease, implement robust decisions to fight the continued threats of the monkeypox virus and develop education and strategic communication materials that will equip and prepare the general population to mitigate the risk of being infected by the virus and qualm the potential panic and misinformation that can affect the public,” Lee said.

Lee said the government should apply the lessons learned from the "painful experience" of dealing with the coronavirus disease (Covid-19) in addressing monkeypox, stressing the need for a "whole-of-nation approach in this battle".

(We need a fast and aggressive approach especially now that we are still in a pandemic. It is necessary to be educated regarding this matter so that Filipinos would be aware to prevent getting infected)," he said.

He said the country could not afford to suffer another economic standstill, especially for vulnerable sectors such as farmers and fisherfolk.

President Ferdinand “Bongbong” Marcos Jr. said monkeypox is not as alarming as Covid-19.

“I want to be very clear to everyone: This is not covid…Hindi nakakatakot kagaya ng (It is not alarming like) Covid. Yung monkeypoxparang (Monkeypox is like) smallpox. Marami namang gamot (There are medicines to cure it),” Marcos said in an interview with reporters in a Pasig City event on Monday.

Why not form a task force against dengue instead? That virus is deadly and does pose a real threat. Dengue cases are on the rise. 

The government continues to warn us about surges in a bid to get people to get vaccinated but the DOH also claims the Philippines' risk for COVID is low.

The Philippines is still at low risk for COVID-19 despite the increase in new cases, the Department of Health (DOH) said on Saturday.

In a statement to media, the DOH said the country has an average daily attack rate of 2.52 cases per 100,000 population, and a bed and intensive care unit (ICU) utilization rate of less than 29 percent and 24 percent, respectively.

“Even with the observed increase in cases, it is more important that our bed and ICU utilization rates stay low -- meaning our hospitals stay open and not overwhelmed,” the DOH said. 

But preventive health education and health reform advocate Dr. Tony Leachon said the government should not be complacent with the low hospital utilization rate.

He said there is still a need to prevent the spread of infection albeit mild to increase the country’s economic productivity. 

“Kasi itong parang ginagawa natin right now, ‘Okay lang maraming cases tayo basta’t wala lang magla-land sa hospital.’ That’s the approach to prevent it. You have to decrease the number of cases as well. And how do you decrease the number of cases? You have to protect the population to become resilient. ‘Pag kokonti ang cases mo, then you have a productive workforce,” Leachon said. 

The DOH acknowledged there is still a need to improve vaccination and booster coverage to help prevent severe and critical cases, as well as follow proper sanitation and health protocols.

The country remains at low risk despite the rise in cases. See how they just can't help themselves? They must always warn of a rise in cases even if that rise is hardly significant and the majority of cases are not deadly. In fact, 12 towns in Quezon are now entirely COVID free.

With the continued spread of coronavirus infections in Quezon province, only 12 towns out of 41 municipalities remained COVID-19 free as of Thursday, July 28.

The Integrated Provincial Health Office (IPHO) listed 50 new COVID-19 patients, the highest single-day tally in recent months. It said the current active virus carriers in the province jumped to 174.

The IPHO did not provide information on the COVID-19 variants of the active cases in the province.

The health authorities also reported that 19 infected patients have recovered while a virus carrier in Tayabas City died. No further information was available.

On May 5, Gumaca town was the only locality in the province with an active COVID-19 case. The locality had only one recorded infected resident then.

The 12 municipalities with no active COVID-19 infected residents are Buenavista, Pitogo, Macalelon, San Andres, San Narciso, San Francisco, General Nakar, Real and the island towns of Perez, Burdeos, Panukulan and Patnanungan.

Those previously infected in the localities have either recovered or died, the IPHO report showed.

The fact that alert levels are decreasing also shows how low risk the Philippines is at this point.

More areas have been de-escalated to Alert Level 1 while the National Capital Region stays in the same classification.

The Department of Health (DOH) said Saturday the alert level status will be effective August 1 to 15.

The DOH said these areas maintained their case classification and total bed utilization rates at “low risk” and have reached or neared the vaccination thresholds for the target population and target A2 (senior citizens) priority group.

The rest of the Philippines is under Alert Level 2.

"Our continued compliance with the minimum public health standards keeps us safe -- wearing the best-fitting mask, isolating when sick, doubling up protection through vaccines and boosters, and ensuring good airflow," said Undersecretary Maria Rosario Vergeire, DOH Officer-in-Charge, in a statement.

Ah, so now we, that is the public, are complying with the minimum public health standards. But if there is a rise in cases you can bet these jokers will lament that no one is following those same standards.

Millions of doses of the vaccine are set to expire and the DOH is blaming the private sector.

The Department of Health (DOH) has questioned why the private sector did not make use of its COVID vaccines to boost all eligible economic frontliners, thereby avoiding vaccine wastage.

The DOH, in a statement yesterday, said providing first booster shots to eligible economic frontliners would have prevented the expiration of millions of COVID-19 doses.

“At the time these private sector-procured vaccines came in, there were 8.1 million working Filipinos – economic frontliners – already due for their first booster. This demand grew to as high as 14 million economic frontliners as of July 26, 2022,” the agency said.

“Even if all the economic frontliners due for first boosters were given their company shots in December, there would still be around 1.6 million workers waiting for their first boosters after all near-expiring private doses have been consumed,” the DOH pointed out.

Citing data from the Zuellig Pharma Cold Chain Warehouse, the DOH noted that beginning Dec. 19, 2021, the private sector received 12.4 million AstraZeneca and Moderna vaccine doses procured through government mechanisms. These doses, it pointed out, have expiry dates of July and August 2022.

Despite the private sector’s frustrations on the expiration of vaccines it purchased, Go Negosyo founder Joey Concepcion stressed the need to move forward and focus on the goal of keeping the economy open.

In an online town hall meeting yesterday, Concepcion said part of the 4.2 million doses of vaccines purchased by the private sector expired on July 27, while the remaining will expire on July 31.

“Despite some frustrations on our part, I think we should look at the bright spot. We have been able to reach this point, whereby the economy has totally opened,” Concepcion said, citing that almost every business is fully open.

“Tourism is back. You can see our restaurants, our malls, all of that are back as to what it was pre-pandemic. And this is, in a way, what we wanted to see. Now, the goal is to maintain an open economy,” he added.

The Go Negosyo founder had been leading private sector appeals to the Health Technology Assessment Council (HTAC) since April to allow second booster vaccination.

“The lack of urgency on the part of the HTAC and the DOH at which the vaccination advisories, policies and implementation progressed, caused the bulk disposal of these hard-earned COVID-19 vaccines,” Concepcion said earlier.

“We first sounded the alarm about low booster uptake in March, and about the expiring vaccines in early April. This could have easily been prevented had the HTAC simply listened and learned from the guidance of the CDC back in March when it recommended additional boosters for those as young as 50 years old,” he previously said, referring to the US Centers for Disease Control and Prevention.

The DOH blames the business sector and the business sector blames the DOH for not taking their warning about low booster rates seriously. Let them devour each other. Risa Hontiveros wants an investigation as to why wastage was allowed to happen.

Sen. Risa Hontiveros is seeking a Senate investigation into reports that COVID-19 vaccines supposedly worth billions of pesos have gone to waste in the hopes that the government will manage and distribute its portfolio of jabs better.

“It is imperative for the government authorities to strive for less COVID-19 vaccine wastage, to accurately and transparently report vaccine wastage, identify drivers of wastage, and implement effective interventions to reduce it,” Hontiveros said in Senate Resolution No. 92 filed Monday but only released to media on Wednesday.

Hontiveros told reporters at a press briefing that while it is understandable for a portion of the vaccines to go to waste due to various reasons, she questioned why billions of pesos worth of the shots are not being used and are simply expiring.

(Do we just say goodbye to billions of pesos? It looks like we are going to be throwing money and vaccines in the face of yet another rapid rise in COVID-19 cases.)

She added that had they known that vaccines would just be wasted, they could have allocated funding for aid for other sectors adversely affected by the pandemic like farmers, fisherfolk, drivers and other frontline workers instead.

(A lot of sectors are clamoring endlessly for aid from the government, and then the managers of our vaccines would just be throwing money away.)

According to the government people simply do not want to get booster shots. Unless that problem can be solved then vaccines will continue to go to waste. 

Baguio is using game theory to improve the city's response to COVID. Barangays will be ranked and scored on how they are dealing with the virus.

The city government will start naming villages that are exerting effort and those that are not performing well in terms of convincing residents to be jabbed against the coronavirus disease 2019 (Covid-19)

"We will be having a dashboard posting the top 20 barangays with the top booster doses. And unfortunately, we also have to post the 20 with the lowest booster doses," Dr. Celia Flor Brillantes, the assistant city health officer, said on Tuesday.

She said there will be a daily countdown of booster doses that will be made public to let the people know the vaccination rate in their communities. 

"Our toll order from the city health officer is to do 500 booster vaccines a day," she said. 

Brilllantes said the city has been trying to convince the people to have a booster shot, adding that the local government aims for a 100-percent or booster vaccine accomplishment or higher, the same as fully vaccinated, which has reached over 105 percent. 

She said they used to do 200 vaccinations a day. 

"We can do that if we do it six days and in the next 10 weeks, that will give us 30,000 booster doses before October 8 increasing the booster doses from 51 to 61 percent," she added.

"We have not laid low, we were not waiting for people to come to the vax areas, but we have been utilizing the mobile vaccination teams from district jab sites to mobile groups to the big vaccination sites," Brillantes said.

How has the number of fully vaccinated people reached over 105%? That does not make any sense. If people don't want the booster shot then they are not going to take it even if vaccination teams go door to door. Why don't they go to door making sure people are engaged in heart-healthy habits since heart attacks remain the biggest killer by far?

The City Health Office (CHO) on Monday said heart attacks and animal bites were the two most recorded health cases in 2021 here.

Dr. Rachel Dilla, head of the CHO, said heart attack was the top cause of mortality with an average case of 202.23 last year, and 127.58 deaths in a five-year average from 2016 to 2020.

“This means that there are 28 deaths weekly because of heart attack,” Dilla said in a media briefing here.

Deaths related to Covid-19 ranked second on the data in 2021, with 172.53.

Hypertension or high blood strokes would rank third in 2021 with 132.3 average cases.

Are they really trying to give a five year average death rate for COVID-19?  It has only been around for two years!

One Pasig barangay has begun a free monthly art class to help residents cope with the stress of the pandemic.

Having in mind the therapeutic and calming effects of art creation, especially nowadays when many people have to fight pandemic-related stress, a barangay in Pasig launched on July 30 the “Sining Galing” monthly art lesson/workshop for residents.

Barangay San Antonio (BSA), Pasig chairman Raymond U. Lising has been hands-on in pushing for the barangay’s newest initiative to bring the community closer and provide mental wellness initiatives amid the trying times.

The program, which showcases Filipino artists’ talents aimed at creating awareness of the different forms of art, is spearheaded by the barangay committee on tourism led by Councilor Venus La Putt through a collaboration with other stakeholders, civic society organizations, and community members of the barangay.

“We were inspired to add a new attraction to the People’s Street (Carless Weekend) at Emerald Avenue. We wanted something that has aspects of tourism, culture, and arts. Something that would involve all ages, resident or not of BSA,” he added.

Moreover, the barangay chairman believes that the Sining Galing program not only promotes art and supports Filipino artists but also gives every participant a breather amid the chaos brought about by the pandemic and the ongoing crisis.

“Art, in general, is good. It is a worthwhile hobby. It can contribute to mental wellness and personal development, which we all need in this time of chaos brought about by the pandemic,” Lising said.

Let's be clear. The pandemic did not bring about chaos. The government's heavy handed response did and continues to do so.

The God Culture: Secret Two Day Conference in Baguio

On August 1st and 2nd Timothy Jay Schwab of The God Culture gave a secret conference at the Crown Legacy Hotel in Baguio City. Aside from the host he was the only speaker for the short two day affair. 

I say this is a secret conference because despite this flyer existing Tim never advertised the conference on his webpage or his Youtube channel. That is rather odd seeing as Tim is a self-proclaimed Apostle to the Philippines sent by God, excuse me Yahuah, to restore the identity of Filipinos as members of the Lost Tribes of Israel and the Philippines as Ophir, Tarshish, Sheba, Seba, Cattigara, Antilia, and Havilah which means curse. But actually it's not so odd at all because Timothy Jay Schwab, as I have previously noted, is paranoid.

Seriously, who has threatened this man's life or wife? He might say me but that would be completely disingenuous and false. I have never threatened the man but he has threatened me not only with a libel suit and prison time for writing my opinions but also with physical violence for pointing out that his marriage to a twice divorced woman is forbidden by Jesus Christ in Matthew 5:32 and 19:9 and puts him in a constant state of adultery.

How dare he. He better hope I am able to follow the commandments if I ever meet him, that's for sure.

Whatever the deal is about why Tim did not advertise this conference it is available to watch on Facebook if you know the secret page on which to find it.  My secret decoder ring never leaves my finger which is why I was able to find out about this two-day affair a few weeks ago.

As you can imagine it is the same old schlock. Same old maps. Same old charts. Same old claims. What I am digging for here is for anything new. Anything remotely new. Let's see what we can find. 

Day one consisted of three sessions. This time around the camera is steady and fixed on the projection screen without showing Tim in full on guru mode. However, here he is at breakfast just before the conference began.

Tim claims he is part Native American. Does he look it?

Picture this man in his loud plaid shirt holding a microphone and walking around, gesticulating, perhaps wiping away some sweat, and holding palaver with the select few of his cult members who made it to his presence. But before he begins speaking the host reads Psalm 119. That is the longest Psalm in the entire Bible and it takes him 18 minutes to read all of it. Don't forge that at heart The God Culture is a law keeping cult and Psalm 119 is all about keeping the law. Then there is the national anthem. Next is almost an hour of announcements and prayer and whatever else and then Tim finally takes the stage. He rambles on and mentions the recent earthquake.

Was it really, uh, not that magnitude or are they just trying to minimize what it was, right? And one must wonder if maybe they see where Yahushah said that we will see an increase in earthquakes in the last days, especially large earthquakes and then all of a sudden you see science fudging numbers and saying, "Oh no, no, no that wasn't a 7.3 it was a 7.1, no it's 7.0, no it's 6.9 and you know it just keeps going down.

Now that is the Timothy Jay Schwab we all know and love. The atheist God hating scientists actually know God is real and are downplaying the severity of earthquakes in a bid to cover up the fact that it is the last days. You can't make this stuff up. But Tim can! He does it all the time.

After a bit more rambling he screeches out a Casting Crowns song, Praise you in the Storm. It's a nice bland song that does not mention Jesus one time. 

But what are you doing Tim?  Why do you call the Church the Synagogue of Satan and yet sing their modern songs? The same spirit in you is not in them. They are not sabbath keeping Trinity deniers who teach "the law is what redeems us" as you do.

He does not have an answer. He cannot justify using this song which belongs to the modern Church which Tim left long ago. Then he says something that is definitely directed towards me:

Let me once again clarify that I never, ever said Tim does not believe the New Testament is scripture. What I said is he has no epistemic right to use it as such because his test for canonicity is whether or not a book was found at Qumran. The New Testament was not found there but was compiled by the Church which Tim calls the Synagogue of Satan. My exact words are as follows:

Everything in these next three sections concerns the testimony of the Church and because Timothy considers the Church to be the Synagogue of Satan it should really be trashed. Why does he care about the testimony of the Synagogue of Satan? He cannot even appeal to the New Testament because the Church chose which books and which texts of those books to accept. With his criteria for what makes scripture, that a book must have been found at Qumran because those schismatics kept the true canon, Timothy Jay Schwab has no epistemic right to the New Testament. 

Why would he use the Holy Book of the Synagogue of Satan? Tim simply does not understand the argument or the consequences of his own logic. 

In this introduction he continues on to talk about my blog in discreet terms and says my arguments against him amount to, "Nu-uh." What a load of bollocks. I fill these articles full of facts that contradict him and he simply does not wish to engage them. He would rather heap scorn and ridicule. The difference between me and Tim is that while I do ridicule him I also take him seriously which is why everything I write has been researched as much as I am able to do using the internet since I have no access to libraries.

There is really nothing new in the first session. Most of the time was taken up by the introduction which left Tim with only an hour and 15 minutes. There are these two silly slides towards the end:


How do you lose the Land of Gold? Duh! I don't know. Lost since 1891.

Yeah, because everyone in the world knew the Philippines was Ophir until 1891. Sure thing except that is not true. Josephus, 8.6.4, wrote long before 1891 and told us that Ophir was the Golden Chersonese or Malay Peninsula. The problem is, and Tim does mention this extensively in the second session, just because explorers were tasked with finding Ophir and Tarshish and they ended up in the Philippines does not mean the Philippines is either of those places. It does not follow that because Columbus was tasked with finding a route to India that he actually found it. The same goes for Magellan. He landed in a lot of places and just because he was tasked with finding Ophir and Tarshish does not mean he actually found them in the Philippines. Just because he scratched out Lucoes and wrote Ophir does not mean he found the real genuine Ophir in Luzon.

Now for the first day's second session which is shorter than the others.

This is more of the same stuff Tim has taught before concerning the presence of gold in the Philippines.  Here is a slide where he is talking about Pigafetta's testimony and alluvial gold deposits.

Tim claims that the Philippines was littered with so much gold that one could simply pick up large chunks from the ground in a valley where it was a numerous as the hairs on the head. But he fails to cite the rest of Pigafetta's testimony.

That which is most abundant is gold. They showed me certain valleys, making signs that there was more gold there than hairs on the head, but that as they had not iron to dig it out, it required great labour to acquire it, and which they did not choose to undergo.

While there was an abundance of gold because they lacked iron implements great labor was needed to dig it out so the natives left it alone.  That is a totally different story from what Tim is telling. 

The third session was after lunch and is the longest coming in at 3 hours. Tim only speaks for about two hours. He starts off discussing Jonah and as a matter of course talks about the alleged trade route between the Philippines and Israel which circumnavigated Africa.

Tarshish is the Philippines in Tim's worldview so this is more confirmation that he does indeed teach Filipinos were engaged in trade with Israel by circumnavigating Africa which can be clearly seen in the  slide above. The only thing is there is no historical proof for this whatsoever. I have written at length about this elsewhere

Next Tim gives some interesting testimony from Spanish monks, whom elsewhere he calls liars, about how the Philippines is Ophir and Tarshish.

Why does he trust what these men say when elsewhere he calls them liars and claims they destroyed real Filipino culture and burned their writings? It makes no sense at all.

What Tim fails to grasp is just because the Jesuists say a thing is a thing does not make it that thing. Tim also brings up Pedro Paterno and says he claims in his book Conjectural Anthropology that the Philippines is Ophir. This is wrong. There is no book called Conjectural Anthropology. The book is titled "El Cristianismo en la Antigua Civilización Tagálog." This translates to "The Christianity of the Ancient Tagalog Civilization" and it is a work of conjectural anthropology. That Tim still does not know this just goes to show how poor his research is and that he has not actually read Paterno or bothered to read about him.

For the second day of the conference Tim wore a more subdued red golf shirt.

The first session began with an hour of the host exhorting the audience and then Tim sang How Great is our God by Chris Tomlin. This song contains the line "The Godhead three in one, Father Spirit Son."

Unlike the previous day Tim gives no excuse as to why he sings the lyrics of a doctrine he emphatically rejects. 

This song transitions into the chorus of How Great Thou Art which transitions into Hallelujah and then Timothy offers a prayer.  Afterwards he discourses about the letter "J" and tells the audience that the name of Jesus cannot be Jesus. Of course that means a large part of the first session of day two is devoted to the True Name of God. After spending 40 minutes on that subject Tim then discusses the flood and his Rivers From Eden Theory.

There is nothing new at all in this video or anything interesting except for the fact that Tim sings a Trinitarian song despite teaching that the Trinity is false. I have already dealt at length with Tim's Rivers From Eden Theory proving it to be false in an article and a video.

This is it. There is one more session but it doesn't matter. This right here sums up the entire reason for the conference and Timothy Jay Schwab's mission. The name of the conference is Restore Philippines and he is on a mission to restore the law. To get Filipinos and others to trade faith alone in the blood of Jesus Christ for law keeping, sabbath keeping especially. There is nothing else to say here. This is the epitome of why The God Culture must be rejected. They reject Christ and His work on the cross. 

This foolish notion that Jesus Christ came and kept the law as an example for us of how to keep it and that the law is what redeems us is not going to save anybody. It's only going to damn people. Tim has a fundamental misunderstanding of what Jesus has done for mankind. Take this slide for instance.

That is fundamentally wrong. The law is a type and shadow of Jesus Christ. Jesus Christ has come and now the shadows have been dispersed by the heavenly light of the Son of God. Time would fail me here and I am not going to explain this. Galatians and Hebrews explain it in full detail. In Galatians 3 Paul writes:

24 Wherefore the law was our schoolmaster to bring us unto Christ, that we might be justified by faith.

25 But after that faith is come, we are no longer under a schoolmaster.

26 For ye are all the children of God by faith in Christ Jesus.

The law is our schoolmaster which brings us to Christ that we might be justified by faith. Faith has come and now we are no longer under the law. End of story. 

This is the end of my review of The God Culture's secret two day conference in Baguio. It's the same heresy and nonsense as in Tim's videos and books. There is nothing new. As a consequence there is nothing new in this article. It's the same rebuttal I have given and will continue to give against Timothy Jay Schwab.

Insurgency: NPA-Linked Schools

Another day another rebel surrenders. Except this is not just any rebel. This is a guy who has been at it since 1986 and who is only surrendering now at the pleading of his wife who is a village councilor.

Convinced by his wife who is a village councilor, a New People’s Army (NPA) rebel involved in “agaw armas” (weapon grabbing) surrendered to authorities in Zamboanga Sibugay province, an official said Tuesday.

Col. John Francis Encinareal, Criminal Investigation and Detection Group-Zamboanga Peninsula (CIDG-9) chief, said Belandro Guilayan, 54, surrendered around 7 p.m. Monday at the CIDG field office in Ipil, Zamboanga Sibugay.

Encinareal said Guilayan surrendered after his wife, a councilor in Barangay Lacnapan of Kabasalan town, convinced him to turn himself in so that he could live as a free man.

The CIDG official withheld Guilayan's wife's identity.

Guilayan told authorities that he was recruited in 1986 by Joseph Pandi alias Kumander Kulong and Pandi’s wife, Risky, an NPA medic.

He served as an “agaw armas” to collect firearms for NPA rebels targeting personnel of the municipal police in Siay, Zamboanga Sibugay.

Guilayan also served as a member of the NPA’s Guerrilla Yunit Propaganda Uno in the towns of Kabasalan, Siay, Diplahan, Buug, and Naga, all in Zamboanga Sibugay.

Encinareal said Guilayan “was still involved in rallies conducted by the white area's movement of the NPA” although he returned to Lacnapan village in December 2017.

There are a lot of questions raised here that this article does not answer. How did this couple meet? When did they meet? Was this lady part of the NPA too? How was she elected to office when she has a direct connection to the NPA? Did anyone know her husband was in the NPA? If anyone knew was she ever harassed about it by the authorities? Was she ever red-tagged? 

We will never get the answers of course but we can thank God knowing that this man will now get a free benefit package from the government. Here are some others availing of those benefits.

Two farmer associations here composed of former rebels received some PHP1.3 million worth of farm production equipment from the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), in partnership with the city government.

In a statement Thursday, Mayor Jose Paolo Evangelista said the city agriculturist turned over the equipment to the Nagkahiusang Barangay Linangkob sa Kaunlaran (NABALIK) and the Sikitan Multi-Sectoral Association (SMSA).

Both farming organizations were formed by ex-New People’s Army rebels residing in Barangays Linangkob and Sikitan—two of former NPA–influenced villages in the city. They received the farm equipment on Wednesday afternoon at the city hall grounds.

NABALIK received a mobile rice mill equipment and hand tractor amounting to P954,000, while 114 units of shovels and 114 units of sprayers worth PPH280,000 were given to the SMSA.

The program is under the Capacity Development Related to Agriculture Development that focuses on programs for former rebels in the city to enhance their livelihood and capability.

Ex-rebels are now rice farmers. That gives whole new meaning to red rice. They could package their rice as former-NPA grown! It might be a hit.

Some rebels who do not surrender have not been so lucky as to get free farming equipment paid for by the taxpayer.

Three fighters of the Communist Party of the Philippines-New People’s Army (CPP-NPA) were killed Tuesday during an encounter with troops of the Philippine Army's 62nd Infantry Battalion in the hinterlands of Barangay Budlasan, Canlaon City in Negros Oriental.

The slain rebels were identified as Cristina Jacolbe alias Chave, 40, finance officer of CN1; Ernie Jacolbe alias Frezy, 42, vice commanding officer of Section Guerilla Unit, CN1; and Everly Kee Jacolbe alias Kaye, 18, a member of CN1.

Government soldiers clashed with their group of more or less 10 NPA members of the Central Negros 1 (CN1) of the Komiteng Rehiyon-Negros, Cebu, Bohol, and Siquijor (KR-NCBS) at around 6:30 a.m. in the remote sub-village of Natuling in Barangay Budlasan. The firefight lasted for about 10 minutes.

The soldiers were patrolling the hinterland area of Barangay Macagahay in Moises Padilla, Negros Occidental, when they received a report from a civilian on the presence of armed men in the adjacent village of Budlasan.

Aside from the recovery of the bodies of the three rebels, the soldiers also seized a KG9 semi-automatic firearm loaded with a magazine; two caliber .45 pistols with two magazines; a caliber .38 revolver; one shotgun; assorted ammunition; suspected subversive documents; and personal belongings, the report said.

The engaged with about 10 NPA fighters and only three were killed. Those are not good numbers. But it is the usual outcome. If more die or surrender the AFP can declare the village cleared. 15 villages in Northern Samar have now met that criteria.

At least 15 more remote villages in Northern Samar have been cleared of New People’s Army (NPA) threats based on the recent evaluation by the Philippine Army and local government units.

These villages are Quezon and San Jose in Mapanas town; Anito, Bangon, Cabarasan, Dao, Lonoy, and San Antonio in Gamay; Cabatuan, Campedico, Magsaysay, Maragano, Natawo and Bagacay in Palapag; Can Omanio and Pio del Pilar in Lapinig.

2nd Lt. Joyce Ann Bayron, Philippine Army’s 20th Infantry Battalion spokesperson, said in a phone interview Friday that these areas attained the status through an area clearing evaluation held from July 12 to 13.

After a thorough evaluation of the panel, these communities were found to be clear, peaceful, and resilient from conflicts.

These 15 villages were cleared after it was found that locals have stopped providing any support to the communist terrorist group, hence, driving away the armed rebels from communities.

“Community Support Program (CSP) team members presented what they have found, and this was confirmed by village chiefs. Local officials were given the chance to raise their concerns to the members of the municipal task force to end local communist armed conflict,” Bayron said.

These villages are cleared not because all the NPA are actually gone or have not been seen in the area but because the village chiefs claim they are not giving them any assistance. It's another in a long line of metrics used to declare an area insurgency free.

Schools catering to Indigenous People which are allegedly recruiting grounds for the NPA will not be allowed to reopen.

With the help of the military, the Department of Education in Davao Region (DepEd-11) is confident that the schools under the Salugpongan Ta'Tanu Igkanogon Community Learning Center, Inc. (STTICLCI) will not be able to resume operations.

“Before, we would quarrel with the military on who to blame for the existence of these schools. However, through the creation of the National Task Force to End Local Armed Conflict, we were able to work together to close down these New People’s Army-affiliated schools that also became a breeding ground for child warriors,” DepEd-11 spokesperson Jenielito Atillo said in a press briefing Wednesday.

The military and Salugpongan's former students have long accused the tribal school system of being a training and recruitment ground for the New People's Army (NPA).

In August 2019, DepEd-11 ordered the closure of 55 STTICLCI schools in Davao Region. The decision was grounded on the findings of various regulatory violations, deficiencies, and compliance issues on the part of the school management, apart from its alleged NPA links.

Atillo noted that STTICLCI's closure came “after careful consideration, analysis, and thorough evaluation of the testimonies of the resource persons, key informant and documents submitted.”

Before the closure Salugpongan schools, Atillo said DepEd-11 managed to place its former students in government-accredited schools.

“Not all children enrolled in the Salugpongan schools hailed from Davao Region. Some were from Luzon; they were taken there and brought here so the kids were confined in the schools because they had nowhere else to go,” Atillo said.

This is the culmination of a years long campaign of harassment against these schools.

The Salugpongan School started as a literacy-numeracy school for the Talaingod Manobo children. Volunteer teachers were facilitated by the Rural Missionaries of the Philippines (RMP).

2007

Salugpongan Schools was established as a formal learning institution aiming to provide basic education to the Manobo and was accredited by the Department of Education.

Its full name, Salugpongan Ta Tanu Igkanogon Community Learning Center, Inc. (STTICLCI), was derived from its founders, the Salugpongan Ta Tanu Igkanogon (Unity in Defense of Ancestral Land), an organization formed by Talaingod Manobo leaders.

They envisioned to provide the Talaingod Manobo and other IP communities free, quality and culturally relevant education. They said this is the “concrete expression of their collective effort” to defend the Pantaron Mountain Range in their ancestral territory.

2009

Salugpongan school administrators joined in the consultation held by the DepEd for the creation of the Indigenous Peoples Education (IPED) framework.

The framework has become what is now the DepEd Order No. 62 series of 2011, or “Adopting the National Indigenous People’s Education (IPED) Policy Framework intended to be “an instrument for promoting shared accountability, continuous dialogue, engagement, and partnership among government, IP communities, civil society, and other education stakeholders.”

Salugpungan schools encounter the first red-tagging incident from the 60th Battalion, as the DepEd presents evidence that Salugpungan was granted a permit.

2019

July 8 — The DepEd Division released a memorandum calling for the suspension of 54 Salugpongan schools. The issuance was based on the recommendation of National Security Adviser Hermogenes Esperon Jr. that accused the school of not following the DepEd curriculum and teaching “ideologies that advocate against the government”.

How these schools went from being fully accredited by the DepEd to being red-tagged and accused of teaching “ideologies that advocate against the government” is a long complicated story. It is also what makes Sara Duterte's wearing an IP costume at the SONA ridiculous.

Despite the facts of the matter former listed briefly above a former NPA rebel claims the IP schools shut themselves down because they decided to teach rebellion.

The Indigenous Peoples (IP) themselves decided to put an end to tribal schools linked to communist rebels, not former mayor and now Vice President Sara Z. Duterte.

This was the assertion of Arian Jane Ramos, former secretary of Guerrilla Front 55 of the New People's Army (NPA) based in Southern Mindanao, following the brickbats hurled at the Vice President by certain quarters believed to be allied with communist rebels.

In particular, Ramos, known as Ka Marikit when she was in the NPA, was reacting to allegations that the closure of the Salugpongan schools in Davao and the rest of the region was the handiwork of Duterte.

“The IPs became decisive for the Salugpongan closure and other 'lumad' schools because they knew the real goal of the Communist Party of the Philippines (CPP)-NPA,” Ramos said Monday.

She said the Salugpongan tribal schools were “supposed to shape the future of the children and the development of the tribe, “but they  turned out the other way.”

In October 2019,  the Department of Education in Region 11 (DepEd-11) ordered the closure of the controversial Salugpungan Ta'Tanu Igkanogon Community Learning Center, Inc. (STTICLCI), the school system that managed the Salugpongan schools, for lack of permits and alleged links with the NPA.

Jenelieto Atillo, DepEd-11 spokesperson, made it clear that the decision did not rest solely on STTICLCI's alleged links with the New People's Army (NPA) but also based on the findings that showed various regulatory violations, deficiencies and compliance issues on the part of the school management.

DepEd's probe on STTICLCI came after then National Security Adviser Hermogenes Esperon alleged that STTICLCI-run schools were being used as training and recruitment centers for the NPA.

Esperon's allegations were based on the testimonies of former STTICLCI students and teachers.

Various tribal councils in Mindanao also issued a resolution demanding the closure of Salugpongan schools, accusing them of turning their children into rebels.

For Ramos, Duterte's decision to support the DepEd's findings and the eventual closure of Salugpongan schools was a reflection of her “motherly love” for Davao City, saying the former mayor was just “looking out for what's best for the majority.”

Duterte's "motherly love for Davao City?" How sickening. As can be seen above these schools were red-tagged by the Army despite being certified by the DepEd back in 2009. There was a constant campaign of harassment from the beginning. The timeline at the link gives a fuller picture. To say the schools shut themselves down is absolutely ludicrous and simplistic. This is the same lady who also claims that Spotify is being used to recruit minors into the NPA.

The PDEA Vows to Continue the War on Drugs Despite Bongo Not Mentioning it in His SONA

One of the biggest questions people was whether or not the war on drugs would continue once Duterte left office. I always thought this was a stupid question because possession of certain drugs is illegal in the Philippines and it would not be reasonable to think the agencies tased with fighting drugs (the NBI, PNP, and PDEA) would suddenly stop enforcing those laws because no one told them to do so. This week President Bongo gave his first SONA and made no mention about the war on drugs. So does that mean the war on drugs is over? Of course not!

THE Philippine Drug Enforcement Agency (PDEA) in Central Visayas vowed that nothing will change in the government’s war against illegal drugs despite it not being mentioned in the State of the Nation Address (Sona) of President Ferdinand “Bongbong” Marcos Jr.

Marcos delivered his first Sona on Monday, July 25, 2022, wherein he talked about tax reform, tourism, infrastructure projects, education and energy, among other things. He, however, did not mention the fight against criminality and drugs, as well as corruption.

PDEA-Central Visayas Director Levi Ortiz said Tuesday, July 26, that the war on drugs will continue to be implemented nationwide.

He said they will, in fact, strengthen the campaign against illegal drugs in Central Visayas.

(We are under the Office of the President, so we will follow whatever is the will and pleasure of the president.)

(He might have a plan about the fight against illegal drugs and he has yet to discuss it, but we in PDEA, we will continue the fight.)

“If you know of any addicts, go ahead and kill them yourself as getting their parents to do it would be too painful.”

Duterte ordered not just cops but everyone to kill drug users. Bongo has not given such an order yet. But should that really put the drug war in limbo? The war on drugs has been going on since Marcos Sr. enacted the Dangerous Drugs Act of 1972. Why would anyone think that it is going to end now?
