A lone gunman shot dead on Thursday night a staff member of Cotabato City Mayor Mohammad Bruce Matabalao as he was walking home in Datu Odin Sinsuat town in Maguindanao del Norte.

Major Regie Albellera, Datu Odin Sinsuat town police chief, identified the victim as Faizal Malagiok, 40, more known as “Popeye,” an office staff of Matabalao, and a resident of SPDA subdivision, Barangay Semba, Datu Odin Sinsuat.

“He died on the spot from about five gunshot wounds in the head and body,” said Albellera of the shooting that took place at 7 p.m.

“We are still facing a blank wall as to the motive and identity of the lone attacker,” he added.

Albellera said Malagiok, a singing artist, was walking along a poorly lit alley leading to his boarding house when a lone gunman opened fire.

Quoting witnesses, Albellera said the gunman fled on board a motorbike.

Matabalao was saddened by the news and called for a speedy probe into Malagiok’s death.

“Justice for Popeye,” Matabalao said in a social media post, describing Malagiok as “a reliable staff at the office of the city mayor and a good friend.”

A policeman and three alleged contract killers yielded some PHP306,000 worth of illegal drugs and firearms after being separately arrested in this city, a top police official bared Thursday.

Col. Alexander Lorenzo, Zamboanga City Police Office (ZCPO) director, said the three alleged contract killers were arrested by joint police and Philippine Drug Enforcement Agency personnel in an anti-drug operation around 9:15 a.m. Thursday in Barangay Cabatangan.

Lorenzo identified them as Jonathan Espina, Rodel Julian, and Dexter Herrera. Another cohort, Yamato Francisco, managed to escape.

Seized from the suspects were some 15 grams of suspected shabu worth PHP102,000, a .45-caliber pistol, a .38-caliber revolver, a .45-caliber replica, and other pieces of evidence.

Two of the suspects, Julian and Francisco, were involved in two recent shooting incidents in Barangays San Roque and Talisayan here, Lorenzo said.

Meanwhile, Master Sergeant Marlon Demaisip was arrested Thursday afternoon at the office of the Special Investigation Unit-Criminal Investigation and Detection Management Unit (SIU-CIDMU) of ZCPO.

Demaisip, 40, was arrested while in possession of a sling bag containing some 30 grams of suspected shabu worth PHP204,000.

Lorenzo said Demaisip was ordered to report to the SIU-CIDMU to shed light as the three suspects arrested in the buy-bust operation in Barangay Cabatangan pinpointed him as the group’s alleged mastermind.

Also seized from Demaisip were his service sidearm, two lighters, and other pieces of evidence.

Demaisip is currently assigned to the ZCPO Station 7 anti-illegal drug enforcement team.

An anti-drug cop has been busted for drugs and tagged as the mastermind of a criminal group.

The National Bureau of Investigation (NBI) has charged a village chief in this city and two others in Kabankalan City, both in Negros Occidental province, for alleged involvement in the illegal operation of the Small Town Lottery (STL).

The filing of criminal charges against Noli Villarosa, barangay chair of Tangub here, as well as Joel Alibango of Barangay 5 and Franz Leonard Siguero of Barangay 6 in the southern city, before the Kabankalan City Prosecutor's Office on Wednesday was confirmed by NBI-Bacolod agent-in-charge Renoir Baldovino.

Villarosa immediately denied the charges. "I have no involvement in illegal gambling. I'm willing to be investigated," he told reporters in a telephone interview.

Baldovino said the investigation showed that in Kabankalan, Villarosa is the "financier" while Alibango and Siguero are the "protectors."

Also charged was an alias "Ma'am" or "Jane Joe", tagged as the "manager."

Villarosa said he cannot be a financier since he does not have the money, adding that it should be proven that he is receiving bet money from the illegal STL operations.

Asked for his reaction on Thursday, Bacolod City Mayor Alfredo Abelardo Benitez said Villarosa's alleged links to illegal gambling surprised him.

"I'm surprised since I have no reports towards that. Probably the NBI has a basis of what they are doing," he said.

With the charges filed against Villarosa, the village chief will be given the chance to clear his name and defend himself from the accusations in a proper forum, the mayor added.

Baldovino said the criminal charges filed against the four respondents are for violation of Presidential Decree 1602 as amended by Republic Act 9287, which penalizes persons involved in illegal numbers games.

He said the charges are supported by the testimonies of the village watchman and the bet collectors arrested during an entrapment operation on Feb. 15 in Kabankalan City.

A local official has been charged with operating an illegal gambling game.

Police arrested in General Santos City on Friday morning a municipal councilor of Tantangan, South Cotabato who is facing rape and sexual abuse charges.

Tantangan Vice Mayor Cesar Dasilao told DXOM Radyo Bida-Koronadal that councilor June Seneca, 60, did not resist arrest when law enforcers presented him a warrant for his arrest in Barangay Bula, General Santos City.

Dasilao said Seneca has not been attending the town council’s regular sessions, special sessions and other legislative activities since January 16.

After learning that a warrant had been issued against him, Seneca, who is on his  third term as municipal councilor, went into hiding.

Seneca served three terms as chairman of Barangay Poblacion before getitng elected to the town council.

The court has recommended no bail for the local official.

Anti-narcotics operatives arrested four suspected drug personalities, including a barangay tanod (village watchman), and recovered P102,000 worth of “shabu” (crystal meth) in a buy-bust operation in Caramoan town in Camarines Sur province on Saturday morning, March 11.

Mark Anthony Viray, chief of the Philippine Drug Enforcement Agency (PDEA) in Camarines Sur, said in a report that Jose Fernan Llagas, 33; Gesel Angeles, 23; Cyrus Kim Hernandez; 30; and Richard Dianela, 47, were arrested in Barangay (village) Orocosoc at around 10:05 a.m.

Dianela, the village watchman of Barangay 4 in Garchitorena town, was a visitor at the alleged drug den operated by Llagas.

Viray told the Inquirer in a chat message that Llagas was identified as the supplier of illegal drugs in the said town and to some tourists in various beach resorts.

Recovered were five sachets or 15 grams of shabu, five transparent plastic sachets with traces of illegal drugs, aluminum foils with a residue of shabu, and other drug tools.

The suspects were facing charges of violating the Comprehensive Dangerous Drugs Act of 2002.

A village watchman has been arrested on drug charges.

In the second criminal conviction of law enforcers for drug war killings during the term of President Rodrigo Duterte, a dismissed Caloocan policeman was convicted on Monday for the murders of teenagers Carl Angelo Arnaiz and Reynaldo de Guzman in 2017 and sentenced to 40 years in prison.

“After careful examination and perusal of the several pieces of evidence presented as well as the testimonies of all parties, this court finds accused [former Police Officer 1] Jefrey Sumbo Perez guilty [beyond reasonable doubt]…,” Judge Romana Lindayag del Rosario of the Navotas Regional Trial Court (RTC) Branch 287 said in her 80-page decision.

The court ruled that Perez “intentionally killed” the two teenagers based on medical findings that showed Arnaiz had five bullet wounds while De Guzman was stabbed 28 times.

It sentenced him to suffer the penalty of reclusion perpetua, or 40 years in jail without eligibility for parole. On top of this, he was ordered to pay the kin of each victim P100,000 for civil indemnities, P200,000 for moral and exemplary damages, and P45,000 for actual damages.

Criminal charges were filed before the Department of Justice (DOJ) Monday against police officers who allegedly killed or witnessed the death of three young men in Sultan Kudarat province in December last year.

Lawyer Ronald Halilid Torres said evidence suggest that at least one of the victims was kneeling when he was shot.

Murder, planting of evidence, falsification of documents, grave misconduct, conduct prejudicial to the best interest of the service, and irregularity in the performance of duty were slapped against Lambayong Municipal Police Station chief, Maj. Jenahmeel ToƱacao, and seven others.

The co-accused are Senior Master Sgt. Syril Mahaddi, Cpl. Elpedio Garlit, Cpl. Joffrey Apalla, Pat. Nicol Dion Toreja, Pat. Basser Mako, Pat. Mario Rombaoa Jr. and Pat. Roldan Claveria.

The complainants thanked the National Bureau of Investigation for pursuing the cases.

Police claimed it was a shootout after Samanudin Ali, 19; Horton Ansa Jr., 20; and Arsad Ansa, 18, who were on a motorcycle, escaped a checkpoint.

“Based on the documents that we have, they were shot. We have a post mortem report, we have an autopsy, we have ballistic reports. So we have complete documents showing their misdeeds,” Torres said in a media briefing outside the DOJ office in Manila, in disputing the police version.

Policemen have arrested a municipal councilor wanted for violation of anti-terror law during a law enforcement operation at the Cotabato airport in Maguindanao del Norte province Monday afternoon.

Abdulwadod Sangki, a member of the Ampatuan town council in Maguindanao del Sur province, was served with an arrest warrant for violation of Republic Act 11479 or the Anti-terrorism Act of 2020 as he was about to disembark from the plane that landed past 1 p.m. at the Cotabato airport.

Sangki, 27, did not resist arrest, according to Brig. Gen. John Guyguyon, police regional director for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Sangki was the town’s most wanted man and also the fourth most wanted at the regional level, Guyguyon said.

“Subject wanted person was allegedly involved in the bombing incident during the May 9, 2022 National and Local Elections at the Datu Abdullah Sangki Elementary School, Barangay Poblacion, Ampatuan, Maguindanao,” the police official said in a statement.

Sangki is the president of the Sangguniang Kabataan Federation and sits as an ex-officio member of the Ampatuan town council. He had just attended the 11th Councilors League 2023 National Convention held at World Trade Center in Pasay City.

Sangki is detained at the detention facility of the Criminal Investigation and Detection Group-BARMM in Cotabato City.

A barangay captain and his wife were shot dead by two motorcycle-riding assailants along the national highway of Asturias town, Cebu on Tuesday.

Manguiao barangay captain Mario Delfin Tundag was riding a motorcycle with his wife Edna when two persons on board another motorcycle fired at them.

Police said the still unidentified assailants may have been trailing the couple and got the chance to fire on them at Barangay Poblacion.

In his report, Asturias town police chief Major Alden Zambrano said that the Tundag couple came from neighboring Balamban town and were on their way home to Manguiao in Asturias.

After the shooting of the couple, the two suspects immediately fled towards Balamban.

Zambrano told reporters that the shooting could have been political in nature though they were still looking at other possible angles.

The investigators are now checking who are the political opponents of barangay captain Tundag.

Footage of a closed-circuit television secured by the police showed that the suspects were wearing black helmets and white long sleeve shirts.

A hot pursuit operation was already launched by the police following the incident.

Another barangay captain has been assassinated.

Unidentified gunmen shot dead a village chairperson of nearby Datu Hoffer Ampatuan town on Tuesday afternoon, police said.

Colonel Ruel Sermese, Maguindanao police director, identified the victim as Hadji Basit Zangkala, village chairman of Barangay Labu-Labu 2.

Quoting a report from Shariff Aguak municipal police office, Sermese said Zangkala was sitting inside his car parked beside the highway while waiting for his wife who was buying rice at a roadside store.

Two men on a motorbike approached the victim’s car at past 5 p.m. and opened fire using a caliber .45 pistol.

Major Haron Macabanding, Shariff Aguak town police chief, said responding police and civilians rushed the victim to the provincial hospital where he was pronounced dead.

Police found seven empty shells for a caliber .45 pistol.

Sermese on Wednesday ordered the creation of a Special Investigation Task Group (SITG) to speed up the probe.

He said police are still clueless as to the identities and mastermind behind the killing of Zangkala.

Another village chairman has been assassinated.

The Philippine National Police-Criminal Investigation and Detection Group has filed criminal complaints against Rep. Arnolfo “Arnie” Teves Jr. and his two sons over loose firearms seized in the house of the lawmaker.

PNP Col. Jean Fajardo, spokesperson of the agency, said in a streamed press conference that the complaint was filed before the Department of Justice on Wednesday afternoon.

Fajardo said the complaints are for illegal possession of firearms, and of explosives.

The PNP spokesperson said that they have secured ten search warrants for different properties in Negros Oriental province. The complaint filed before the DOJ this afternoon stemmed from the search warrant implemented in Teves’ house in Bayawan “where [we] seized high-caliber unlicensed firearms and explosives.”

Fajardo said the lawmaker and his sons will undergo preliminary investigation.

The PNP-CIDG on Tuesday said they have filed illegal possession of firearms and of explosives complaints against the lawmaker’s aide and five others. This was following the raids conducted in five different addresses in Basay and Bawayan City, in Negros Oriental on March 10.

In a March 11 statement, the CIDG said they conducted simultaneous implementation of search warrants through its intensified campaign against loose firearms or Oplan "Paglalansag Omega" in the province of Negros Oriental.

Fajardo explained in the press conference that they sought search warrants from the courts following the filing of multiple murder complaints against Teves and “associates close to him” over 2019 killings. This, the police spokesperson said, prompted them to check whether the respondents are keeping loose firearms.

Representative Teves and his two sons have been charged with possession of loose firearms and explosives.

A panel of prosecutors from the Department of Justice (DOJ) indicted suspended Bureau of Corrections (BuCor) Director Gerald Bantag and several others over the killing of broadcaster Percival Mabasa, who was popularly known as Percy Lapid, and Bilibid inmate Jun Villamor.

In a resolution, the DOJ panel, also named Sr. Supt. Ricardo Zulueta and inmates Alvin Labra and Aldrig an Galicia as respondents for two counts of murder alongside Bantag.

Likewise named respondents for Lapid’s killing are Joel Escorial, a certain Edmon Dimaculangan, a certain alias Orlando, inmates Denver Mayores and Alfie PeƱaedonda, and Bureau of Jail Management and Penology (BJMP) detainee Christopher Bacoto. Escorial is the confessed hitman in the veteran broadcaster’s ambush slay case.

For Villamor’s murder, the panel has also named as respondents Mario Alvarez, Joseph Georfo, Christian Ramac, Ricky Salgado, Ronnie dela Cruz, and Joel Reyes.

“The preliminary investigation established that the murders of Mabasa and Villamor were attended by conspiracy between and among the respective respondents. The plan of the respondents to kill them both, includng its execution, was shown by the evidence for the complainants,” read the DOJ briefer.

“The prosecution notes that the death of Villamor were intertwined with the death of Percival and that the death of the former was used to cover-up the death of the latter,” the briefer stated.

Lapid was killed on October 3, 2022, near the gate of the subdivision where he lived in Las PiƱas City.

The chief of the Criminal Investigation and Detection Group-National Capital Region (CIDG-NCR) and 12 other policemen were relieved from their posts over allegations of extortion on a group of Chinese businessmen in ParaƱaque City.

CIDG chief Brig. Gen. Romeo Caramat Jr. said Thursday the move was based on the complaint of the victim who sought the assistance of Lt. Gen. Rhodel Sermonia, Philippine National Police (PNP) deputy chief for administration, after the operatives allegedly took expensive watches and other personal belongings from their group on March 13.

Sacked were Col. Hansel Marantan, director of the CIDG-NCR, two other officers and 10 police non-commissioned officers.

The victims also told Sermonia that the CIDG operatives took PHP3 million from a vault and also demanded money from them in exchange for their freedom.

Caramat, however, clarified that the relief of Marantan was based on the concept of command responsibility since those involved were his officers.

“In fairness to Col. Hansel Marantan, I just received a courtesy resignation from being the regional chief of the NCR field unit. Maybe so as not to influence the investigation we are doing regarding the robbery extortion activity,” Caramat told reporters in a chance interview.

“The matter is now being investigated. Their relief is an SOP (Standard Operating Procedure) so as not to have undue influence over the case,” he added.

For his part, Sermonia said the policemen entered one of the houses of a Chinese businessman who was then playing mahjong with friends and fellow businessmen.

He said the cops told the victims that they went to the area over noise complaints of the neighbors.

“They started arresting those people and then allegedly, their offense was illegal gambling,” Sermonia told reporters.

He said the policemen allegedly took two expensive watches, a Patek Philippe and Richard Mille and other pieces of jewelry.

“The 13 arrested personalities were brought here at the CIDG-NCR office (Camp Crame) and then in exchange for their freedom, according to the complainants, they gave money to our operatives,” said Sermonia.

Some of the jewelry, including the two expensive watches, were recovered.

Sermonia said as the PNP's second highest official, he has a duty to ensure internal discipline is being upheld at all times.

“If they (police) caught them and they have violations, they have should have charged them immediately. Then, it also involves expensive possesions and a big amount money. This is why I immediately summoned the CIDG director if they have records of the operation. The CIDG director's action is swift about this matter and I also told the Chief PNP (Gen. Rodolfo Azurin Jr.) about this. He immediately ordered a probe and if there is a lapse on the part of our police officers, they are going to be charged,” he explained

The country’s COVID-19 vaccine wastage may reach 50 million doses by the end of March, Health officer-in-charge Maria Rosario Vergeire confirmed on Thursday.

“I confirm that this would be the amount if we already include those to expire until the end of March of this year,” Vergeire replied when Senate blue ribbon committee chairperson Senator Francis Tolentino asked if 50.74 million vaccine doses are expected to expire (44 million already expired and 6.74 million that are about to expire).

Tolentino further pressed if the figure may still soar due to vaccine hesitancy.

Vergeire responded: “Yes, that might happen.”

The Department of Health, however, is carrying out measures to intensify vaccine coverage, Vergeire said.

“We are doing all things possible now so that we can intervene and be able to ramp up again the vaccination,” she said.

“Unfortunately, until now, the rates are still the same but we’ve tried to integrate already the COVID-19 vaccination in our regular community programs whereby the vaccines now are more accessible to our Filipino people anytime and anywhere, they can already access the vaccines through their health facilities,” Vergeire added.

According to Vergeire, COVID-19 immunization averages 46,000 weekly.

Based on latest government data, 73.8 million individuals or 94.62 percent of the qualified population are fully vaccinated against COVID-19.

Meanwhile, only 27.65 percent of the eligible population or 21.5 million persons have received a booster shot.

To prevent this the DOH says they will intensify their vaccination program.

The Department of Health (DOH) assured the Senate Blue Ribbon Committee (SBRC) on Thursday to ramp up its coronavirus disease 2019 (Covid-19) vaccination campaign using new strategies to prevent more wastage.

During the SBRC's fourth hearing in its investigation into the reported vaccine wastage and the non-disclosure agreements entered into by the national government through vaccine procurement contracts, DOH Officer in Charge Undersecretary Ma. Rosario Vergeire told the committee that Covid-19 vaccinations in the country currently average 46,000 per week or 6,000 to 10,000 per day.

"We are now partnering with our national government agencies and the private sector so that we can also expand our vaccinations. Also, we have intensified our information campaign in our communities where we have partnered with local governments so that we can improve on the awareness of our people in our vaccines," Vergeire said.

She said 94.62 percent or 73.8 million of the eligible population are already fully vaccinated, which is at par with or way higher than other countries.

However, Vergeire reported that only 27.65 percent or 21.5 million took their booster shots, which Senator Francis Tolentino, chair of the SBRC, observed to be very low.

"Unfortunately, until now the (vaccination) rates are still the same. But we have tried to integrate already the Covid-19 vaccination in our regular community programs whereby the vaccines now are more accessible to our Filipino people. Anytime and anywhere, they can already access the vaccines through their health facilities," she noted.

At present, 15.3 million doses are still stored in the DOH national warehouse wherein 13,000 doses are set to expire by the end of May 2023 while the succeeding expiry date of other vaccines would be on September 2023.

"What we are hoping for, that when the bivalent vaccine comes in and becomes integrated with our Covid-19 vaccination program, we will include it as part of our dosing schedules and therefore, we are expecting that people will have their first boosters before they can avail of the bivalent vaccine. Hopefully, this strategy also will work so we can improve on our first booster shots," Vergeire said.

But it seems no one especially wants to get the booster shot. 

If the DOH has to dispose of the wasted vaccines they have assured that it will be done safely.

The Department of Health (DOH) assured the public on Thursday that the disposal of wasted COVID-19 vaccines is safe.

“The vaccines that we have procured or the vaccines for COVID-19 that we have in the country are all non-live, meaning all of these vaccines, their components had been modified, including mRNA, so the probability or the risk of having this kind of transmission even after it is buried is very, very minimal,” DOH officer-in-charge Maria Rosario Vergeire said during the Senate blue ribbon committee hearing.

“As far as the Department of Health is concerned, based from the standards given by the environmental bureau, the DENR (Department of Environment and Natural Resources), and the process for which this is being stored and disposed of, we can say that it is safe,” added Vergeire.

DENR Environmental Management Bureau’sHazardous Waste Management chief Gerry SaƱes noted that the vaccines undergo thermal decomposition.

“It is being treated through thermal decomposition by pyrolysis by the Integrated Waste Management Incorporated (IWMI) situated in Barangay Aguado, Trece Martires,” SaƱes said.

Vergeire further explained that the waste turned into ashes and chars will end up in a landfill in Tarlac.

“The process of this pyrolysis would include transforming all of these waste into gaseous components and then these gaseous component in turn becomes transformed into ashes and chars. Then after that, it is placed in drums and sealed tightly. Then after which it is brought to the landfill in Tarlac, which is also an accredited landfill,” she pointed out.

“Nowhere in this process should there be any gaps so that it will not affect the population or the communities surrounding this area where we do this,” she added.

So, injecting it is safe and healthy but disposing of the mRNA vaccine requires the strictest security because it is now hazardous waste.

This town’s Bagoong Festival returns this March after years of hiatus due to the pandemic.

The main events scheduled on March 16 to 18 are the Taway-Taway Cooking Exhibition featuring Chef Stries Casallo, free guided Tour to bagoong Factories, Lingayen Cooking Competition, and the Street Dancing Competition.

Municipal Tourism Officer Michelle Lioanag, in an interview Friday, said in the cooking competition, participants will showcase the versatility of bagoong (fermented fish), veering away from the usual seasoning for vegetable dishes of "pinakbet" and "dinengdeng" to be demonstrated by Chef Casallo.

Bataoil said Lingayen’s "bagoong" industry also went through a difficult time because of the pandemic plus the strict international rule of manufacturing. 

“We believe that many of the manufacturers had complied with the international standard. In fact, they are allowed to export already. But with or without export, they can survive because of local consumption. I believe the industry survives,” he said.

He added that bagoong factories here are producing export quality both in bottles and sachet form.

Lingayen is known nationally and internationally for its "bagoong" production.

Negros Occidental province launched on Tuesday afternoon the return of the Panaad sa Negros Festival after a three-year hiatus due to the Covid-19 pandemic.

Set from April 17 to 23 at the Panaad Park and Stadium in Barangay Mansilingan here, the 27th edition of the "festival of all festivals" is themed "The Promise Renewed."

"Panaad" is the Hiligaynon term for “vow” or “promise".

In rites held at the Capitol Lagoon and Park here, Governor Eugenio Jose Lacson said Negrenses are extremely grateful that through God's favor and grace, they can gather to launch the year's most awaited event.

"This year's festival is more than just the resumption of the festival we were compelled to abandon during the pandemic. This is the commemoration of our province's resilience, perseverance, hope and faith after all we went through for the past three years," Lacson said.

Speaking before Vice Governor Jeffrey Ferrer, other provincial officials, and city and municipal mayors, the governor said he is confident the Panaad Festival will be "a huge success and will mark the revival of better and brighter days" for the province and its people.

Three years ago, on March 11 2020, World Health Organization (WHO) director-general Tedros Adhanom Ghebreyesus first formally described COVID-19 as a pandemic.

The impact of the pandemic on all aspects of society has been enormous, but we’ve come a long way since March 2020. The toll of this novel coronavirus has been blunted thanks to responses across science, healthcare and public health.

At this point, it’s not unreasonable to wonder when the pandemic will be over. But the WHO continues to regard COVID as a pandemic. Let’s take a look back at how we got here and explore where we might be heading.

The term “pandemic” can have slightly different definitions depending on where you look. However, perhaps the most common use of the term applies to an emerging threat that is spreading across multiple countries: “an epidemic occurring worldwide”.

Essentially, a pandemic is one level above a public health emergency of international concern (PHEIC). The WHO declared COVID a PHEIC (pronounced “fake”) on January 30, 2020.

Interestingly though, in contrast to a PHEIC, the WHO doesn’t have the power to officially declare the start or end of a pandemic. This is because the term is not a category in the International Health Regulations, an important legal instrument. However, the WHO’s labelling of COVID as a pandemic carries a lot of weight and it has become widely regarded as such.

On January 30 2023, exactly three years after the PHEIC declaration, the WHO released a new statement indicating that COVID should still be regarded as a PHEIC, but noting that “the COVID-19 pandemic is probably at a transition point”. This recognizes the fact that high levels of immunity to COVID are now limiting its impact.

The transition point refers to the de-escalation of COVID as a PHEIC, which some have speculated may happen in April. Indeed, Adhanom Ghebreyesus said in December 2022 that the WHO was hopeful that “we will be able to say that COVID-19 is no longer a global health emergency” at in some point in 2023.

As the WHO indicate in their recent statement, there needs to be a continued focus on COVID beyond any defined end of the public health emergency. This focus must remain even as countries consider how to mainstream their disease control into more routine public health and health service infrastructure.

The COVID pandemic may never be over. However, the public health threat of this virus should continue to decline. The need to learn lessons from this pandemic ahead of the inevitable next time is essential. History has shown us that infectious diseases have the capacity to evolve and emerge unpredictably. The next pandemic may be just around the corner – and we don’t know which corner.

"The WHO doesn’t have the power to officially declare the start or end of a pandemic." What can one say to that except shake your head in disgust at what has happened in the past three years and is continuing to happen.

There are still traces of the severe and scathing impact of the COVID-19 pandemic on the economy of this city, the leading economic hub of Mindanao.

The iconic Marco Polo Hotel has yet to operate after it shut down in July 2020 as large gatherings were called off to prevent the spread of the virus.

Prior to the pandemic, Marco Polo and other hotels in the city were kept comfortably afloat by the continued stream of tourists, mostly arriving for meetings, incentive travel, convention, and exhibition (Mice) events.

In the 11 months of 2019, tourist receipts in the city amounted to P51 billion, generated from some 2.34 million arrivals. The revenues were almost double that of P26.2 billion in 2015, or within just four years.

If not for the pandemic, the arrivals could have increased by 10 percent in 2020, based on the projections of city tourism officials then.

As the crisis continued, another local tourism icon, Apo View Hotel, closed, eight months after Marco Polo did.

Given the attractions and amenities it can offer, Davao City has been a major host for regional and national events, both by the public and private sectors.

The activities of Mice tourists spill over into other areas in the Davao Region, especially the resorts in the Island Garden City of Samal which is just 10 minutes across the Davao Gulf.

In 2019, tourist arrivals in the city accounted for at least half of the entire region.

Today, three years into the pandemic, signs of recovery are also evident. Among others, Apo View has already reopened, and the buildup of vehicular traffic in major junctions of the city, while posing a challenge to the management capacity of the local public safety agency, indicates an increased influx of people in this premier urban center of Mindanao.

While dependence on Mice was the local economy’s Achilles heel during the pandemic, the local government remains steadfast in making the city a mecca of Mice in the country in the years ahead.

And the prospects are good.

In time for the city’s 86th founding anniversary, it was swamped with Mice events that pump-primed its reentry into the market. First, the convention of the Integrated Bar of the Philippines, then the Mice Conference (MiceCon) 2023, which is the country’s largest gathering of tourism experts and professionals whose work helps influence the direction of the industry’s development.

Being that so many countries prohibit their citizens from traveling to Mindanao Mice conferences will have to play a key role. But why have business meetings in Davao? Why not just keep it local and save money?

The God Culture: Who is Hashem?

Timothy Jay Schwab of The God Culture is a hypocrite through and through. Not just a simple hypocrite but an out and out liar. I have claimed that many times and shown several examples. Here are two more. In a recent video about the name Hashem, which the Jews use when addressing God, Tim shows us a live chat he did with a Rabbi on a Jewish website while pretending to be a Messianic Jew in order to get the Rabbi to admit to Tim's thesis. In fact he touts this on the title card!

Let's take a look at this exchange between Tim and the Rabbi.

But we asked him about Genesis 6:4 and told him it appears Hashem is the origin of the Nephilim, the father of it. Hmm. He answers with a question of course. To that he wanted to know what translation we were using. Okay so we told him we are using the Masoretic text not a translation and the Hebrew says the Giants were the men of Hashem though it is translated renowned in error. Now, of course that's from the KJV. He essentially agreed that's wrong, renown is wrong, asking where we got the word renown in fact and of course we told him the KJV. Uh, we gave him an out though saying well this means the Giants would have come from Hashem which cannot be true, can it? Uh, oh this is good look at his response. 

The rabbi then admits this is the word Hashem, which it is we showed you Genesis 4 is Men Of Hashem. That's what he's saying too. Uh he's not being dishonest in that at all. Uh, of course with a question, uh, "Why wouldn't the Giants come from Hashem?" Again he doesn't have a problem with that. In other words he has no issue because he doesn't believe the sons of God or Benha Elohim are angels. Now, he says they don't translate it that way which is as wrong as a Rabbi can be but no surprise and we know this we've covered this uh in many videos. Uh ,we'll show you some videos at the end where we prove this out. He distances himself from the Christian perspective of course and then we mention Enoch. Oh now he dismisses it immediately. "We did not canonize Enoch." Indeed they did not. That's true. It's not in the Pharisee Canon of Josephus which is what the modern Jewish Canon is and the Churches are following that Pharisee Canon largely in ignoring the original Bible Canon kept by the biblically ordained sons of Zadok who were exiled to Qumran, Bethabara where Yahusua was baptized, where John the Baptist the son of Zadok operated and we found their Library there which is Bible Canon. 

This Rabbi was respectful and the conversation was fine but revealing indeed and that's what we were looking for as he admits it appears that our first passage in Genesis 6:4 most certainly says the Nephilim Giants are the men of Hashem. He affirmed we're reading the Hebrew correctly there. Of course we know we are because it's direct. Hashem is the word used. The name he calls his God but he's okay with that understand that. Are you? See, we aren't. We could have pressed further but he would have figured out we probably weren't good friends. So, anyway we'll leave this at that

There is quite a lot of projection going on here. Tim says this Rabbi was not confrontational as if he was expecting him to be so. He also says he could have pressed further but he did not because the Rabbi would have figured out it was all a ruse. If the situation was reversed Tim would have immediately called the Rabbi a communist agitator and blocked him. And answering a question with a question is NOT Talmudic, it's the Socratic Method and is an invaluable part of learning to think critically something Tim does not know how to do.

This whole video is a ridiculous and dishonest attempt to prove that the Nephilim were men of Hashem meaning men who came from the god Hashem or Ashima. That is all bunk. The Hebrew does not say they were men of Hashem. The phrase is "ish Shem." It's two words. "Ish" meaning men and "Shem" meaning renown. 

Inspired by Tim I had a live chat with this very same Rabbi Keyak and he explained to me that the proper name Hashem is not to be found in this text.


Me: But when Hashem is used that is a proper name is it not? Are you saying that in both Genesis 6:4 and Numbers 16:2 this very same exact proper name which is used to address God is in the text?

Rabbi Keyak: No, but it refers to the same Hashem

Me: Ok yes I understand that. I understand there is a milliniea long debate about the identity of the Nefilim but I am not asking about them. I am asking about that very last phrase. Is it Hashem as in the name used when praying to God or is it a phrase with a different meaning?

There you go. It is not Hashem but "anshei Sheim." Lest Tim cavil here the word "anshei" means men the same as "ish." 

The bottom line is Hashem as a proper name is NOT in the text of Genesis 6:4. If he had taken the time to actually ask questions instead of doing some kind of hit and run to get a soundbite then perhaps Tim would have learned that.

Not only is the proper name Hashem not to be found in Genesis 6:4 but that is not the meaning of the text. The text is not saying the Nephilim came from anyone but they they were noteworthy or famous men. The phrase translated "men of renown" is found elsewhere in the scriptures translated in the same manner as it is in Genesis 6:4. 

Numbers 16:2 And they rose up before Moses, with certain of the children of Israel, two hundred and fifty princes of the assembly, famous in the congregation, men of renown:

Funny that Tim ignores that verse. The entire video is built on Tim's imagination.

If you listen to Tim enough you get a sense that he is being actively persecuted by Facebook and Youtube for his beliefs. But that is not the case. In a speech given on November 27th Tim divulges the exact reason Facebook recently "banned" him.

Is Timothy Jay Schwab so stupid as to not know that Facebook has protocols in place to detect suspicious activity? If Facebook cannot get a lock on your true location alarm bells are going to go off. If one day your IP address is in South Africa and the next day it's in India that will get their attention. From the sound of it Tim is using a VPN and that will definitely cause trouble for anyone using Facebook.

The reason Facebook sometimes blocks accounts using VPN is because it also keep lists of IP address ranges that are for know for VPN usage. Facebook checks your IP address every time you log in. It's one of the ways they confirm that you really are who you say you are. Another reason Facebook is so stringent about security is because a percentage of their accounts are always under attack by hackers. When you sign into your account using VPN, your IP address suddenly may not fall into the range Facebook has associated with your location. Facebook often treats this scenario as though someone's trying to hack your account.

Insurgency: Families Evacuate

Recall that last year the entire Davao region was declared insurgency free in 2022. That means there have been no sightings of NPA fighters or any terrorist attacks. Now the Governor of Davao is touting that status.

Governor Dorothy Gonzaga highlighted the positive gains of being an insurgency-free province during the opening of the Bulawan Festival here Monday.

Gonzaga underscored the importance of the declaration of the province, as well as the entire Davao Region, as free from the active presence of communist rebels, in attaining peace and promoting development, especially in the far-flung areas.

“We thank the police and military forces for making Davao de Oro safe and free from the presence of the rebel group. We commit to providing you with our all-out support or whatever ways we can help you in return,’ the governor said.

Davao de Oro was declared insurgency-free in June last year.

Four months later, the Davao Region was also declared insurgency-free following the peace and order initiatives that dismantled the remnants of the communist New People’s Army (NPA) in the area.

In a separate interview, Col. Felix Ronnie Babac, the newly-installed commander of the Army's 1001st Infantry Brigade, said that sustaining the peace in the province has been very challenging.

“There’s a saying that it is more difficult to sustain peace than fight a war. We have to ensure that they should always have the basic services given by the government for them so as not to be deceived by the NPA anymore,” Babac said.

Sustaining the peace has been very challenging? That does not sound good at all. Nor does the prescription of ensuring people have basic services provided by the government so the people are not "deceived by the NPA anymore."

If the government is not providing basic services which the people pay for through their taxes then that is a problem. Yet we see time and time again the government proudly declaring that the building of new roads will stop the insurgency.

President Rodrigo R. Duterte said Tuesday there is a need to improve barangay (village) roads in Mindanao, especially in the Caraga region, to address the insurgency there.

“I need the barangay roads to improve the insurgency problem sa lahat dito, lalo na sa (especially in) Mindanao. The pinaka-malakas is Caraga, sa Eastern Visayas (It is strongest in Caraga and Eastern Visayas),” he said in a situation briefing in Tandag City, Surigao del Sur.

Sure that article is from 2021 but the problem remains. The Philippines is incredibly underdeveloped. If the solution to the insurgency is to build roads it would seem to be rather easy to start getting to work constructing roads. But nothing is that easy and the insurgency persists despite the constant road building and the bribery program known as the ELAC.

THE Philippine Army's 1001st Infantry Brigade (IB) has a new commander more than a month since its former chief was involved in the killing of a Davao-based businesswoman and model.

In a press release, Colonel Ronnie Babac took over the post as the new 1001st IB commander during a formal ceremony held at the Brigade Headquarters on Friday, March 3, 2023.

The ceremony was presided over by 10th Infantry Division (10ID) commander Major General Jose Eriel Niembra.

In his speech, Babac said he will lead his brigade in serving the community.

"I promise to uphold the mandate given to me," he underscored.

The new commander also said that his leadership would continue the peace and development in the region, and would ensure that insurgency groups will not be able to return and cause terroristic and violent activities.

"We cannot allow the rebels to be back again and regain their former strongholds,” Babac said.

Oh man the first sentence. Hahaha. Wow. But how can the rebels regain their former strongholds if Davao is insurgency free!! That is ridiculous and belies the fact that Davao is actually insurgency free!!

The newly installed commander of the 1003rd Infantry Brigade which is based in Davao has promised to sustain these alleged gains.

A new commander of the 1003rd Infantry Brigade (1003IB) has promised to continue the gains that his predecessor has achieved in preventing the resurgence of the New People’s Army (NPA).

Col. Marion Angcao, who replaced Brig. Gen. Consolito Yecla as commander of the 1003IB, made his promise during the Change of Command rites at Camp Don Mariano in Barangay Malagos, Davao City on Saturday.

"We will continue to adopt innovative approaches and evolve to overcome whatever challenges posed before this unit -- to continue the gains in preventing the resurgence of the New People’s Army. [We] will collectively strive for excellence as we carry on the legacy set by my predecessor," he said.

Well that is news from Davao. They say keeping the peace is hard and we have to prevent the resurgence of the NPA. Now let's take a look at Bohol. 

In 2022 Bohol was declared to be insurgency free.

The communist terrorist group (CTG) of the New People’s Army (NPA) have been dismantled in Bohol. 

This forms the gist of the report which the 47th Infantry Battalion shared to the media during the weekly Capitol Reports featuring Bohol’s peace and order situation.

Speaking for Lt. Col. Allysion Depayso, commanding officer of the 47th Infantry Brigade (IB) based in Camp Rajah Silatuna in Katipunan Carmen, 47IB Executive Officer Major Jason Torino reported on the dwindling number of armed terrorist group members in the province. 

“Based on the periodic reports status which the Army and police joint task force receive, from 18 members of the armed terrorist group in Bohol, there are now only 10,” Torino said. 

“They cannot conduct anymore offensives against the government,” he continued, adding that they have also recently recovered the harbor site of the communist terrorist guerillas.

Bohol Provincial Commander of the Philippine National Police (PNP) based in Camp Dagohoy said that the situation in Bohol, “based on the joint letter directive of the PNP and the AFP, states that the communist terrorist group of the CPP-NPA has been dismantled and that this group has not been considered a threat.”

“They are not anymore considered a threat.  They now have 10 men and some 11 firearms,” the top police chief said.

10 men and 11 firearms is not dismantled!!!  Dismantled means there are NO NPA fighters left. Let's cut to the present day which is only six months later.

The Visayas Command (Viscom) has confirmed that more than 30 families evacuated as soldiers from the 47th Infantry Battalion clashed with an armed group in the hinterland village of Hanopol Norte in Balilihan town, Bohol province on Thursday afternoon.

Maj. Israel Galorio, Viscom public information officer, could not confirm the identities of the group whether they are members of the New People’s Army (NPA) or just “lawless elements” operating in the area.

However, the Balilihan Police Station identified the armed men as members of the NPA.

There were no casualties reported in the clash.

Galorio said the families that evacuated due to the encounter have returned to their homes on Friday. Soldiers are staying in the area “to make sure the residents are safe” while security operations are ongoing, he added.

Some of the villagers sought refuge in the house of the barangay chairperson while others went to the barangay hall when the clash erupted, he noted.

“We have recovered a rifle grenade, a magazine of AK-47, and several ammunitions left in the area. We have a sustained security operation to clear the area of any armed elements,” Galorio told the Philippine News Agency in an interview.

For his part, Chief Master Sergeant Ralph Renoblas of the local police said the exchange of gunfire occurred in Sitio Lusad, Purok 3 at around 4:50 p.m.

He added that seven armed men retreated after shooting it out with the government troopers for about 10 minutes.

Hanopol Norte barangay chairperson Teodico Mancha said there had been no previous reports of NPA presence in his village prior to the encounter.

Oh look. Now the NPA is back!! The thing is Bohol was declared insurgency free back in 2010.

As Bohol commemorates the 8th year of being insurgent-free on Sunday, the top Army official in the province said he is ready to accept the challenge to sustain that status.

Col. Ignacio Madriaga, commander of the 302nd Infantry Brigade, said on Friday the AFP is ready to cooperate, coordinate and be a partner to all the programs of the government in Bohol as he accepts the bigger responsibility to sustain the insurgent-free status of the province.

Madriaga lauded the leadership of Governor Edgar Chatto for sustaining the status of Bohol since it was declared insurgent-free on February 11, 2010.

Well apparently they have not been able to sustain it.  It really goes to show that the AFP should not declare  any region to be insurgency free until the insurgency is actually defeated.
