Authorities have arrested a dismissed police officer in Quezon City for injuring a detainee 15 years ago.

The Philippine National Police-Integrity Monitoring and Enforcement Group (PNP-IMEG) said in a statement Thursday that former police lieutenant Mario Pascual was arrested on October 24 along Diamono St., Barangay Tatalon.

His arrest was made possible through an arrest warrant dated September 25, 2020. Quezon City Metropolitan Trial Court Branch 138 Presiding Judge Kristine Grace Suarez issued the warrant of arrest and set the bail at P2,000.

According to PNP-IMEG Director Brig. Gen. Warren de Leon, Pascual was accused of inflicting injuries to a detainee under police custody for an undisclosed offense 15 years ago. The PNP-IMEG also said that Pascual was dismissed from service only last year.

Pascual was detained at the PNP-IMEG Headquarters Custodial Facility in Camp Cram, Quezon City, pending his presentation before the court that issued the warrant for his arrest.

A cop wanted for hurting a detainee 15 years ago has been arrested. The warrant was signed in 2020 and he was dismissed from service last year.

An active member of the Philippine National Police (PNP) involved in a shooting of the brother of his live-in partner in Pasay City surrendered to authorities on Thursday, according to the National Capital Region Police Office (NCRPO).

In a report, the NCRPO said Staff Sergeant Ruel Lacuesta, an active member of PNP who currently serves at the Regional Personnel Holding Admin Section and undergoing mandatory Public Safety Junior Leadership Course, turned himself in around 10 a.m. to its office.

According to police, the shooting occurred around 1 a.m. on the same day along Don Carlos Village, Barangay 190, Zone 20, after Lacuesta and his live-in partner or complainant, Given Teves, got into a heated argument.

The suspect’s live-in partner dodged the bullet, but her brother Ramon Teves got shot in the chest instead.

After Lacuesta surrendered, authorities brought him to Pasay City Police Station for investigation, where he underwent paraffin and ballistic examination.

Police said Lacuesta will face complaints of murder and attempted murder and violation of the Republic Act (RA) 9262 (Violence Against Women and Children), and RA 10591 concerning RA 76166 (Omnibus Election Code).

Multiple murder and double frustrated murder complaints have been filed against a police officer, a candidate for village chief, and 10 others for Monday night’s killing of three people posting campaign materials for the October 30 elections.

Cotabato City Police Station 1 Chief Capt. Jemu Ramolete said people named on the complaint sheet were Juhalidin Ladesla Abdul, alias “Boyong,” candidate for chairperson of Barangay Rosary Heights 12; Police M/Sgt. Pauti Dianal Mamalapat of Maguindanao del Sur police; and their 10 relatives, many from Guindulungan, Maguindanao del Sur, for involvement in the attack that killed Nur Muktadin Butucan, Alffar Ayunan Pasawilan, and Faizal Abas.

The complaints against them were filed before the city prosecutor’s office here on Wednesday, October 25.

Butucan and Pasawilan were candidates for village council seats, the former in Rosary Heights 12 while the latter in Kalanganan 2. Abas was a supporter of Pasawilan.

Saipol Sapalon and Fayed Daud, both from Kalanganan 2, were injured during the incident.

All victims were displaying campaign posters when they were shot at around 9:30 p.m. on Monday.

In a hot pursuit operation, the police, backed by Marines soldiers, held for questioning Abdul, Mamalapat, and 10 others, and were later established to be suspects in the crime after authorities seized an M-16 rifle, two hand guns, and ammunition from them.

A clerk at the Department of Public Works and Highways (DPWH) pleaded guilty to lesser offenses, instead of graft and estafa through falsification of public documents, and was sentenced to one year imprisonment in 20 cases and three months and 11 days jail term in 20 other cases involving ghost repairs of vehicles in 2001.

The Sandiganbayan also disqualified clerk Edgar V. Agbunag from holding public office for life and ordered to pay DPWH P494,500.

Agbunag was one of the DPWH officials and personnel charged in the ghost repairs of vehicles.  He and the other accused were charged with falsifying 20 job order requests and disbursement vouchers.  The prosecution said the accused made it appear that the DPWH vehicles underwent repairs and replacement of spare parts although no such jobs were done.

Last April 14, Agbunag pleaded not guilty when arraigned on his graft and estafa through falsification of public documents.  He then manifested during the pre-trial that he would enter into a plea bargaining agreement which is a process of pleading guilty to a lesser offense for a lesser penalty.

During the Sept. 27 hearing, the Office of the Special Prosecutor confirmed the approval by the Office of the Ombudsman of the plea bargaining proposal of Agbunag. 

Instead of graft, he pleaded guilty to a lesser offense of violation of the Code of Conduct and Ethical Standards for Public Officials and Employees; and simple estafa instead of estafa through falsification of public documents.

"The motion of accused Agbunag to withdraw his earlier plea of not guilty in all charges filed against him, to be able to plead guilty to a lesser offense, is thus granted," the Sandiganbayan said. 

"The mitigating circumstance of the plea of guilty will be appreciated in favor of the accused as the change of plea was made prior to the presentation of evidence by the prosecution," it said. 

A DPWH clerk has pleaded guilty to lesser charges over ghost repairs of vehicles.

A police officer was relieved after he was involved in a traffic altercation with a truck driver and his helper that went viral on social media on Thursday afternoon, October 26, on the Maharlika Highway in Barangay Rizal, this town.

The police officer was identified as Police Chief Master Sgt. Reynan Luminario, assigned to the Gumaca Municipal Police Station.

Luminario, who was recently awarded the Medalya ng Papuri by the Quezon Police Provincial Office for the successful conduct of a manhunt operation that resulted in the arrest of two suspects in a robbery incident here, was not wearing a police uniform when the incident happened.

The truck driver and his helper were unidentified.

Investigation said Luminario temporarily parked his Toyota Grandia van in a “No Parking Zone” in front of a convenience store to purchase something.

Luminario’s vehicle impeded traffic, prompting the truck driver to blow his vehicle’s horn several times.

The police officer noticed the situation and returned to his van, resulting in a heated altercation among the truck driver, helper, and Luminario.

The incident was recorded in a video and circulated on social media. In the video, the helper was holding a metal rod while bystanders,  Non-Uniformed Personnel Febie Torculas, and a traffic enforcer pacified them.

Luminario slapped the back of the head of the helper and the driver and the helper left the area.

The relief order against Luminario was effective October 26 and he was reassigned to the Regional Holding and Accounting Section (RPHAS) of the Police Regional Office 4-A in Camp Vicente Lim, Canlubang, Calamba City, Laguna.

Luminario is undergoing investigation by the Quezon Police Provincial Office.

A cop involved in a traffic alteration has been reassigned and is under investigation.

A barangay kagawad running for chairman in the upcoming elections was injured after being shot by unidentified assailants in Gen. Luna, Quezon on Thursday night, Oct. 26.

A report reaching Camp Crame identified the victim as Ruben Ilagan, 63, a kagawad and resident of Barangay Malaya where he is also a candidate for barangay chairman.

Police investigation showed that Ilagan had just finished attending a meeting near the barangay hall around 9:20 p.m. when the two suspects approached and shot him point blank.

The suspects then fled on foot after the incident.

Ilagan sustained four gunshot wounds on the right chest, police said.

He was rushed to Magsaysay Hospital in Lopez, Quezon and transferred to Rakkk Prophet Medical Center, Inc. in Gumaca town for further medical treatment.

An investigation was launched by the police to identify the suspects behind the incident and determine if it was related to the nearing Oct. 30 polls.

A barangay kagawad running for chairman has been assassinated.

A barangay captain and ex-officio member of the municipal council and his daughter were shot and wounded in Barangay Butol here on Saturday afternoon, October 28.

Police identified the victims as Ruben Elefante, 50,  chairman of Barangay Gabao and president of the municipal Association of Barangay Chairpersons (ABC) and running for kagawad or councilor in the barangay elections on Monday, October 30, and his daughter, Rubiemae, 21, student.

Investigation said the Elefantes were onboard a tricycle when an man flagged and shot them.

Ruben sustained a bullet wound in the face and Rubiemae in the wrist. They were taken to a hospital in Candon City, this province.

A police officer surrendered to authorities a few hours after his car collided with a motorcycle being driven by a medical student on the Cebu South Coastal Road (CSCR) in Talisay City, Cebu on Sunday, Oct. 29.

Erno Kevin Lisondra, a 33-year-old member of the Aviation Security Group assigned on Panglao Island, Bohol, voluntarily appeared before the Talisay Traffic Office a few hours after hitting Samuel Villanueva, a native of Taguig City and a medical student here in Cebu.

According to Jonathan Tumulak, chief of the City of Talisay Traffic Operations and Development Authority (CT-TODA), the policeman admitted he decided to leave the victim for fear of being accosted by the public.

“Lisondra claimed that he fled because he was afraid of the bystanders. So, before reporting to his unit, he left the scene and surrendered himself officially,” Tumulak said.

Lisondra’s vehicle collided with the motorcycle driven by Villanueva at around 3:45 a.m. on Sunday.

Lisondra said Villanueva was driving a motorcycle at a high speed, but Tumulak said the police officer was also at fault.

“Based on our CCTV footage, he [Lisondra] committed an infraction. He was in the outer lane. He just suddenly crossed when he reached the intersection. If you’re making a U-turn, you should be in the inner lane, and he was in the outer lane,” Tumulak explained.

Villanueva was reportedly in critical condition in a hospital, according to Tumulak.

The city council suspended for three months two members of the village council of Barangay Old Cabalan after they reportedly falsified public and official documents.

A 5-page resolution of the city council obtained by the Inquirer on Oct. 21 said it suspended village Councilors Rolando Alba and Gerardo Andrade for falsifying the minutes of the session for the deliberation of the village’s 2022 annual budget.

The complaint was filed by Cabalan Barangay Captain Lester Nadong, who accused Alba and Andrade of the offense.

Nadong said the alleged falsification of the minutes of meeting took place when he was suspended from November to December 2021 and when Alba took over as the acting village chief.

Nadong said he found out about the falsified documents when he returned to his post and after discovering that there was no session held for the deliberation of the 2022 annual budget.

He said Alba and Andrade conspired to falsify the minutes of the meeting and convinced Nadong’s secretary to ask some of the other village councilors to sign the document.

This forced Nadong to file the complaint with the city council, which found Alba and Adrade guilty of the offense, suspending them for three months.

According to the city council, the minutes of the session were “totally falsified” after the accused affixed their signatures and some of their fellow councilors.

The council noted that the document was signed “despite the fact that they (village councilors) did not hold a session on the said date.”

Alba is running for barangay captain, while Andrade is seeking reelection despite the three-month suspension. Both were not immediately available for comment.

Two members of an Olongapo village have been suspended for three months for falsifying documents.

A candidate for village chair in Lanao del Sur was shot dead by his rival brother following an altercation inside the voting precinct in Butig, Lanao del Sur, on Monday morning.

Lanao del Sur police provincial director, Col. Robert Daculan, identified the victim as Madid Bao, a candidate for village chairman of Barangay Poktan.

Madid, who was running for the village's top post against his brother, Jamael, is the husband of the incumbent and last-termer village chairperson Conaipa Bao. 

Madid died while being transported to the Amai Pakpak Medical Center in Marawi City following the 7 a.m. shooting.

Initial investigation showed that Jamael was inside the voting precinct in Barangay Poktan when Madid arrived and confronted the latter about his presence in the area.

A heated argument ensued, with Jamael complaining that his brother had a .45-caliber pistol.

Police said Madid hit Jamael in the head using his pistol, causing a scuffle that ended with Madid being shot in the chest.

Relatives and supporters rushed Madid to the hospital while Jamael tried to flee but was immediately cornered by authorities, police said.

Meanwhile, in nearby Bayabao Central School, also in Butig, Lanao del Sur, two voters were shot dead by still unidentified gunmen before 7 a.m.

Police are still investigating the incident.

A man running for village chair was shot dead by his brother who was also running for the same position.

A barangay chairman and five others were wounded in a shooting incident during the barangay elections in Barangay Lahi-Lahi, Tuburan, Basilan on Monday, October 30.

The village official was identified as Ibrahim Atang of Barangay Lahi-Lahi. The other victims were reportedly relatives of Atang.

Basilan police chief Police Col. Carlos Madronio said the incident occurred outside a polling precinct before the start of voting where the suspects, one of them an active member of the Philippine Coast Guard, ran amuck.

Voters in nearby Barangay Sinulatan, Tuburan panicked after gunshots were heard during voting at the Sinulatan Elementary School.

The commotion was said to have been started by supporters of rival candidates.

Soldiers from the 101st Brigade and personnel from the Tuburan Municipal Police Station responded to the incident to pacify them.

Both incidents are under investigation.

Two voters were killed while three others were wounded in a Maguindanao del Norte shooting on Monday morning, police said.

Brigadier General Allan Nobleza, regional director of the Bangsamoro Autonomous Region in Muslim Mindanao’s police office, said the shooting occurred in Datu Sinsuat town’s Barangay Bugawas at around 6:00 a.m.

“May isa lang hong insidente kaninang umaga, six o’clock in the morning, the shooting incident in Barangay Bugawas, Datu Sinsuat, Maguindanao del Norte wherein two victims, dalawang biktima ang namatay at tatlo ‘yung wounded,” Nobleza said over radio dwPM.

(The lone shooting  at six o’clock in the morning in Barangay Bugawas, Datu Sinsuat, Maguindanao del Norte left two dead and three wounded.)

Asked if the incident is related to the ongoing Barangay and Sangguniang Kabataan Election or BSKE, Nobleza said: “Opo sir, kasi po boboto ‘yung mga victims na ito nang mangyari ang pamamaril.”

(Yes, sir, because these victims were going to vote when the shooting happened.)

Nobleza said the police identified the suspects, and a pursuit operation is underway.

A group of disruptors destroyed election ballots in voting precincts in Puerto Princesa, Palawan during the village and youth elections on Monday.

Commission on Elections chairman George Erwin Garcia confirmed the incident occurred in two precincts in Puerto Princesa Pilot Elementary School.

A number of people entered the precincts and then ripped the election ballots, according to Garcia.

The Comelec chair said the persons who performed these actions were arrested and are now detained.

Nineteen people were confirmed to have been killed in the last three days or since August 28, amid the barangay and sangguniang kabataan elections (BSKE).

Commission on Elections (Comelec) gave the figure on Tuesday based on data from the Philippine National Police.

The period also covers today, October 31, says the poll body.

The majority, or 11, of the killings, were recorded in the Bangsamoro Autonomous Region in Muslim Mindanao (Barmm), where a total of 13 election-related incidents took place.

Thirty (30) persons fell victim to crimes in Barmm.

Fourteen (14) of them were injured, while five were not physically unharmed, but they suffered other types of trauma.

Suspects in the 12 of 13 offenses were arrested.

Meanwhile, police in Bicol and Central Visayas listed two deaths in each region.

Ilocos, Calabarzon, Zamboanga Peninsula and Cordillera Administrative Region documented one fatality each.

Comelec chair George Garcia also said PNP logged a sum of 244 incidents of violence.

29 of the reports are related to the elections.

111 are “suspected” to be connected to the polls.

Meanwhile, 104 of the cases have nothing to do with BSKE.

The COMELEC has logged 19 murders and 244 violent incidents during the election season.

A reelected barangay captain, his wife, and poll watchers survived a gun attack by a losing candidate in the barangay elections in Lambunao, Iloilo on Monday, October 30.

Police Major Jogen Suegay, Lambunao police chief, said the incident occurred around 11:50 p.m.

Suegay, in a phone interview on Tuesday, October 31, said the attack against Barangay Captain Renato Lasado Lebuna of Barangay Pajo by Dioscoro “Utay” Lozada Jr. happened after Lebuana was proclaimed winner in the elections.

A second-termer, Lebuna was on board his Isuzu Crosswind with his wife and dropping off his poll watchers to their homes when Lozada appeared and fired at the victim’s vehicle.

Police recovered seven .45 caliber pistol slugs.

Suegay said Lebuana and his poll watchers were unhurt but the village official’s wife sustained a minor injury and was taken to the nearest hospital.

Lozada who escaped after the shooting overwhelmingly lost to Lebuana.

More than 1,100 votes were cast and Lebuna garnered more than 800 with Lozada only managing more than 180 votes.

Lebuna is reportedly set to file criminal charges against Lozada for attempting to murder him.

A governor and 13 mayors from Luzon are being investigated for alleged vote-buying activities in connection with yesterday’s barangay and Sangguniang Kabataan elections (BSKE).

Commission on Elections (Comelec) Chairman George Garcia said the poll body is “investigating one governor and 13 mayors because (the reported vote-buying incidents) were conducted right inside their houses and premises.”

The Comelec chief stressed that local government officials should not interfere with the BSKE.

“We have reminded them (LGU officials) to not interfere with the barangay and Sangguniang Kabataan elections because, if they do, it would only create problems in the election,” he said.

Garcia said the Comelec, upon receiving reports of vote buying, immediately deployed election officers to investigate. Several of these reports turned out to be “fake news.”

According to Commissioner Ernest Maceda, the Comelec received “a total of 168 reports of vote-buying,” with 28 cases of that number filed prior to the elections.

Maceda said the 168 vote-buying reports is much lower compared to the over 1,200 complaints received during the May 2022 elections.

As of yesterday, he said the Comelec was preparing the filing of vote-buying charges against 46 BSKE candidates, adding that 94 complaints are still being evaluated and remain pending for resolution.

A governor and 13 mayors are being investigated for vote buying.

A newly elected village councilman in Midsayap, Cotabato was shot dead by a cousin after a heated argument on Wednesday morning.

Lieutenant Colonel John Miridel Calinga, Midsayap town police chief, identified the victim as Suharto Antilino, newly proclaimed “Barangay Kagawad” of Poblacion 3.

Citing the accounts of relatives and other witnesses, Calinga said the unidentified gunman was the cousin of the 35-year-old Antilino.

He said the shooting occurred about 9:30 a.m. on Wednesday near the barangay hall.

“Witnesses revealed that there was an argument between Antilino and his cousin before the shooting,” Calinga said in a radio interview.

Calinga said relatives overheard his cousin as telling Antilino “don’t be like that, my cousin,’ in the Maguindanao dialect.

Some witnesses said Antilino ran but was chased by the gunman, who then opened fire, hitting him in the head.

He was pronounced dead on arrival at a local hospital.

Responding police found an empty shell for a .45 pistol at the crime scene.

Calinga said the shooting was not election-related but more of a “personal grudge” involving the victim and the attacker.

A newly elected councilman has been killed.

A barangay chairman and his two accomplices in the gun attack on Monday night in Lamitan City, Basilan that left two elders of a rival who contested his reelection bid dead surrendered to authorities Wednesday.

Abdullah Panglias, who lost in his reelection bid for the chairmanship of Barangay Balagtasan in Lamitan City, and his followers, Abzhar Panglias and a volunteer community watchman named Jhulbin Suntul, are now clamped down in a police detention facility.

Brig. Gen. Allan Nobleza, director of the Police Regional Office-Bangsamoro Autonomous Region, told reporters here on Wednesday that Panglias and his companions voluntarily surrendered to Brig. Gen. Alvin Luzon, commander of the Army’s 101st Infantry Brigade and Lamitan City’s police chief, Lt. Col. Arlan L. Delumpines.

The three suspects first turned in assorted firearms and ammunition as they arrived at the headquarters of the 101st Infantry Brigade in Isabela City and, subsequently, confessed to their role in the ambush late Monday of Unnang Alahas and Sagon Jailun in Barangay Balagtasan while the duo was on their way home from a polling site in a nearby area.

The slain Alahas and Jailun were both uncles of Arjun Jailun, a rival of the reelectionist Panglias in last Monday’s barangay and Sangguniang Kabataan elections. They were both defeated by a newcomer, a lowly tricycle driver, according to officials of the multi-sector Lamitan City Peace and Order Council and officials of the local police.

Nobleza said the three suspects yielded peacefully through the intercession of Luzon, Delumpines, local executives in Lamitan City led by Mayor Roderick Furigay and Basilan Gov. Jim Salliman and senior officials of the Moro Islamic Liberation Front in the province.

A barangay chairman and his two accomplices who attacked his rival have been arrested.

An Armed Forces officer with the rank of major was arrested for poking a gun to a bystander in a cemetery here on All Saints’ Day.

The Pangasinan Provincial Police Office identified the suspect as Major Leo Badua Luzano, 39, a resident of this town.

Investigation said the suspect sought the assistance of bystanders to enter the cemetery in Barangay Poblaction East.

Luzano allegedly suspect forced a bystander, Jerry Sagun Dalip, to board a vehicle.  Dalip ignored the suspect who was drunk.

The suspect drew and pointed his gun at Dalip’s head, resulting in a commotion.

Lawmen noticed the disturbance and nabbed Luzano who yielded his service firearm, bullets and four  magazines, and driver’s license.

He was taken into custody after he failed to present pertinent documents for his firearm and permit to carry from the Commission on Elections.

Luzano faces charges for violating the election gun ban disobedience to persons of authority.

A Major in the AFP has been arrested on election gun ban charges.

Kontra Corona is a powerful and moving film which documented and shed light on the challenges faced by Filipinos in Spain, Italy and UK during the Covid-19 pandemic, highlighting the crucial role Filipino frontliners have played in the battle, including those who have sadly lost their lives and those who have survived and continue to put themselves at risk while performing their duties.

It is a raw, real, and heartfelt portrayal of resilience and solidarity within the Filipino diaspora community. It is the first and only video documentation of its kind, emanating from the global Filipino diaspora estimated to be around 10 million, about 10% of the total population.

It was recognised by the Philippine Commission on Filipinos Overseas, Migration Advocacy and Media Awards when it won the Film Documentary award which was held at Manila Hotel in 2022. Distilled from a six-part, 3-hour documentary, the two-hour “Kontra Corona” was shown on Philippine DZMM Teleradyo and ABS CBN The Filipino Channel in 2022.

It was produced by a team of journalists and writers in Europe comprising Rose Eclarinal, Gene Alcantara, Crystal Dias, Sandra Sotelo and Mye Mulingtapang.

It's not actauly a film but a distillation of a larger six-part, 3-hour documentary which was shown on TV last year. 

Number coding in Manila was suspended during the pandemic and it has yet to be brought back except in a limited fashion.

The number coding scheme imposed on major roads in Metro Manila before the COVID-19 pandemic will be reinstated anytime soon, according to the Metropolitan Manila Development Authority (MMDA).

The schedule of the policy, also called the unified vehicular volume reduction program or UVVRP, will be from 7 a.m. to 7 p.m.

Acting MMDA Chairman Romando Artes noted that they have yet to announce when the 12-hour number coding scheme will be enforced as they will observe if traffic congestion will happen along major roads in Manila starting Nov. 6, when trips going to and around Manila will become more common during the Christmas season.

The 12-hour number coding scheme was suspended in March 2020, when the previous Duterte administration placed the country under total lockdown at the onset of the COVID-19 pandemic.

Number coding was restored in June 2020, but it exempted authorized persons like health care workers, TNVS and media practitioners.

It was revised to become effective during the afternoon rush hour from 5 to 8 p.m. starting the end of November 2021.

It was again adjusted in August 2022 with enforcement from 7 to 10 a.m. and from 5 to 8 p.m.

No word on why it has not been fully reinstated.

The number of passengers for Undas is on track to exceed pre-pandemic figures.

The number of passengers during the long weekend will exceed the total volume of commuters before the pandemic as the commemoration of Undas will coincide with the barangay and Sangguniang Kabataan elections (BSKE), a Land Transportation Franchising and Regulatory Board (LTFRB) official said yesterday.

Undas refers to the observance of All Saints’ and Souls’ Days on Nov. 1 and 2.

In a radio interview, LTFRB technical working group chief Joel Bolano said the board has issued special permits to at least 774 provincial buses in anticipation of the expected exodus of commuters from Metro Manila.

He attributed the exodus to the lifting of the national emergency in the country, the return of pre-pandemic routes and the holding of the BSKE on Oct. 30.

“The LTFRB will closely monitor the volume of passengers. If these (774 units) are not enough, we can issue additional special permits if there are additional needs (for buses),” Bolano said.

It's another sign that everything is back to "normal."

Revenge travel continues to boost Ilocos Norte’s tourism industry, with tour operators calling for additional English-speaking tour guides ahead of the expected arrival of over a thousand cruise ship passengers at Currimao seaport on Nov. 1.

Xavier Ruiz, officer-in-charge of the Ilocos Norte Tourism Office, told journalists Wednesday that revenge tourism, or post-pandemic travel, is “real” in this northern gateway, with almost 3 million visitors in 2022, way higher than the 800,000 in the previous year.

“Our tourism establishments would say there is no more lean season -- just peak and super peak,” he said.

Ruiz said this is the reason for further promoting the province as a premiere tourism destination to boost economic growth.

“There’s a huge potential in cruise tourism that is why, we are doing our best to spread the market,” he added.

The owners of 1521 Bistro Bar are gearing up for an expansion in Cebu, and are in fact, actively engaged in negotiations to secure new locations for the brand’s growth.

“The group aims to deliver on our promise to elevate the Cebu food and beverage scene. We look forward to introducing new concepts very soon,” said managing group partner Melissa Basubas Padayhag.

1521’s flagship outlet is located in Bonifacio District in Cebu City.

The owners put in a hefty investment knowing there’s a multitude of restaurants that have sprouted in the city post-pandemic, each wanting to get a good share of the dining market that is into celebratory spending.

"Celebratory spending?" How do they even measure such things? The pandemic has been over for about two years now. Who is still celebrating or getting revenge by spending money? 

It's an exceedingly silly term that hopefully goes away very soon.

The DOH says COVID-19 cases are plateauing.

The Department of Health on Thursday said the number of new coronavirus disease 2019 (Covid-19) cases nationwide is plateauing in the past four weeks.

“As of Oct. 23, 2023, Covid-19 cases at the national level are plateauing and have not observed marked increases or decreases in reported cases,” the DOH told the Philippine News Agency.

“The national seven-day moving average per week over the past four weeks has ranged from 164 to 187 cases.”

The DOH Covid-19 tracker’s latest data show that 152 new infections were logged on Oct. 25, bringing the total tally of cases to 4,119,152 with 2,912 active cases.

The number of recovered cases has reached 4,049,506 while the death toll has hit 66,734.

The Department of Health (DOH) on Tuesday said it recorded 1,088 COVID-19 infections from Oct. 22 to Oct. 29, lower than the previous week’s cases.

Based on the DOH’s latest weekly tally, the said infections translated to a daily average of 155, which is five percent lower than the 164 average cases recorded from Oct. 16 to 22, or a week’s total of 1,146 cases.

Ten of the total infections were also tagged as critical or severe.

On the other hand, 13 deaths were recorded by the DOH, all of which were recorded in the past two weeks.

Based on the DOH’s online COVID-19 tracker as of Oct. 31, the total deaths currently sit at 66,736.

Cases down and plateauing. Yet they still want us to act like it's a deadly disease.  

Being on lockdown caused one Filipino-American to take stock of his life. Now he is 3rd runner up in the Mr. Gay American pageant.

The pandemic came and it was his epiphany moment, and it’s when he started working on himself and eventually his weight goal.

At 38, Filipino-American Dave Valeriano became a professional fashion model. This year, he won two pageant titles consecutively – Mr. Washington D.C., and Mr. Gay America - Washington D.C.

Just recently in Las Vegas, he also finished third in the Mr. Gay America competition.

It may be a gross and repugnant title to hold but at least he isn't fat anymore.

A Prophetic Vision For The Philippines

In a previous article I took a look at several alleged prophecies concerning the Philippines. All but one was anything close to being a prophecy. It is that prophetic vision which I will be reviewing in this article.

Published in 1992 by Rev. Bill Perry this slim volume is the culmination of the author's many years of mediations upon and subsequent visions of the Philippines. The gist of it is that the Philippines will be used by God to spread  the Gospel across the globe in an End Times Army. What follows are some of the more pertinent passages and my commentary upon them. 

            It is my desire through this book to challenge people to make an impact on the “10/40 Window” with the Good News of the Gospel.  This window is a geographic area defined as the countries within an imaginary line starting at the 10th Degree Parallel North to the 40th Degree Parallel North stretching from N. W. Africa eastward to Japan.  Approximately 97% of the “Unreached People,” in the world needing to be touched by the power of the Gospel live within this window.  Also it is my purpose to encourage the Filipinos especially, to recognize their destiny and strategic geographic location as a doorway into this “10/40 Window.”  I believe they have an important work to do along within their Asian brothers and sisters.  They have a significant role to play in the tremendous revival that is happening in this part of the world!

Until the 10/40 window has been effectively evangelized, the Great Commission will remain significantly unfulfilled.  Nations still must be discipled and their nationals must begin teaching others to teach others.  Until then, most of the 1.3 billion “Unreached People” plus the 1.2 billion “Partially Reached People” in this region will remain isolated from the power and demonstration of the  Gospel.  This includes the Muslims, Hindus, Buddhists and other Eastern religions predominant in this “10/40 Window.”

Jesus, the highest authority of all, said, “And the Full Gospel of power and demonstrationof the kingdom” (the Gospel that Jesus preached) “shall be preached in all the world and then shall the end come!  (Matt. 24: 14, italics are my implied emphasis). This “world” includes the masses of the unreached in this “10/40 Window.”

The 10/40 window is as follows:


In a burst of end times evangelism Filipinos will be sending missionaries to this part of the world to preach the Gospel. The end cannot come before this happens. 

            So also, we as the Church must realize that a great End-Time spiritual war is about to take place.  We are hearing it in the spirit and in the message that the Holy Spirit is sounding throughout the earth in prophetic words and in the songs coming forth.  In the coming chapters, we will see that it is time for the Army of the Lord to begin rising up and preparing to take the Gospel throughout all the world.  Many agree that God is raising up an Army in this day and that it will be an End-Time Army doing those things which God has ordained.  Truly an Army is arising!

An end times army is rising.

            As Joel had prophesied, the Church was birthed in the flames of the Holy Spirit.  In fact, there was a time when every church as “Full Gospel,” practice power evangelism and moved in the gifts of the Holy Spirit.  The early Church had great power and great grace (Acts 4: 33).  The Church continued this way through the next couple of centuries or so.  Then Constantine became a Christian and made a decree that everybody was suddenly a “Christian.”  The only problem was that you cannot legislate Christians!  You cannot make everyone a Christian by law.  It has to be the result of a change of the heart through the blood of Jesus Christ.

            In the flow of events after 325 A.D., the Church started losing its power.  A structural church with the blessing of the state began to emerge and the spiritual Church began to loose its supernatural power.  One cause of this was that the pagan influence prevalent at that time was accommodated by the Church and encouraged by the State.  The Church began celebrating pagan holidays and observances and introduced idols into the Church.  Many traditions of men were also added to the Church.  The “spiritual” Church continued to “fall away” getting further and further from God’s pattern found in the New Testament.

            By the early 1500’s, near the end of the Dark Ages, the only vestige of New Testament Christianity left in the Church was the Apostles’ Creed.  Then God broke through and brought “Justification by Faith” back into understanding and spiritual experience.  God started a two-fold process.  First, He had to restore the Church once again to a full power Church.  Secondly, He had to prepare a mature bride, without spot or wrinkle, which would become the powerful End-Time Army.  THIS SO FAR HAS BEEN A 500-YEAR PROCESS!1

According to Bill Perry the Church lost its mojo after Constantine came to power, converted to Christianity, and declared everyone to be a Christian.  The power of the Church declined steadily until the Reformation. Since then the End Times Army has been in preparation. 

Of course the army will be deployed to a war zone which is the 10/40 window.

            When there is going to be a war, you want to know where the war zone is. If you don’t know where the war zone is, then you are likely to end up stepping into a minefield, or find yourself in serious trouble somewhere or you could even miss the war altogether.  I would like to suggest that the war zone can be found in the “10/40 Window.”  The term “10/40 Window” originated with Luis Bush, Argentine-born mission executive and International Director of AD2000 Movement and Beyond.  He introduced the concept at the Lausanne II Conference in Manila in July 1989 and missiologists have been using it ever since.  It refers to an imaginary line from the 10th Degree Parallel North to the 40thDegree Parallel North and covers the area from Japan over to Northwest Africa.  IT IS IN THIS AREA WHERE NINETY-FIVE PERCENT OF THE UNREACHED PEOPLE OF THE WORLD LIVE  (Fig. 1).  This is why I call it the “War Zone.”  This is a war zone for which we need to pray and into which we should take our “Swords of the Spirit” and take a harvest.

I was so excited when I saw this, because I realized the relevance of the “10/40 Window” in relation to the prophetic words coming forth over the Philippines and to what I have been sensing in my spirit for the past 5 years.  There is indeed a battle zone in the spiritual realm over this area.  Creation and the Garden of Eden, according to many scholars, happened almost in the center of this war zone.  Jerusalem is also near its center, as are Iraq and Iran.  Much of Ancient History and future history lies here.  It all began here and Scripture tells us that it will all end here.  Jesus’ return to earth will occur in the center of this war zone.  Perhaps this is the reason there is such an intense spiritual battle raging over the region and incredible spiritual darkness and strongholds dominating the area.

This “10/40” War Zone is composed of the areas we know as the “Near East,” the “Middle East” and then the “Far East” where the Philippines is geographically located.  It includes the nations of China, Japan, India, Pakistan, Philippines, Indonesia, Vietnam, Malaysia, Kampuchea (Cambodia), Myanmar (Burma), Thailand and many other Asian, Arabian and African countries.  Let us look at the position of the Philippines in this war zone and the critical part the Filipinos are destined to play.

The Philippines is the 14th largest country, population wise, in the world.  However, it has been like Gideon, who considered himself the smallest, youngest and poorest among the brothers, and from the least of families, yet he was mighty when used by God!  Even young David, the youngest, smallest and weakest, was mightily used of God with his small sling shot and five stones.  The Philippines has an abundance of natural resources.  Although much of the profits have been taken from the country through graft, corruption and exploitation, there are still great amounts of natural resources being discovered and potential wealth yet to be developed.  But I feel perhaps the Philippines’ greatest resource is its 68 million people, an untapped treasure of underemployed PEOPLE POWER.

Bill Perry says when he first came to the Philippines in 1987 he quickly realized how strategically located the Philippines really is, both geographically and spiritually. 

             In January 1987, when the Lord opened the door for me to come to the Philippines for the first time, I became aware of the strategic location of the Philippines in the natural.  Also during the trip I began to realize in the spirit how the Philippines was spiritually strategic as well.  I was surprised to find that so many people lived in the Philippines and that it was the 14th largest in population in the world and the second largest group of English speaking people.  I was amazed that it was less than 1000 miles to Vietnam, only 700 miles to Hong Kong and even closer to Borneo and parts of Indonesia (Fig. 2).

In fact as I studied the airline map of the Asia-Pacific area, I came to realize that two-thirds of the world’s population can be reached in about 2-5 hours by plane from Manila’s Ninoy Aquino International Airport.  (You can’t say that about the United States or Europe.  Trips from the East Coast of the United States to this strategic area often take 26 hours.)  With Indonesia to the South, China to the Northwest, Japan and Korea to the Northeast and the Indo-China countries and India to the West, the Philippines is in the center!  I was excited to realize that this is less than one-half to two-third distance from New York State to California.  It was also the first time I comprehended that the land space containing two-thirds the population of the world wasn’t much bigger than the United States and Canada.  I began to see in the spirit that the Philippines was indeed a spiritual launching pad or stepping stone to Asia and I began to understand the spiritual destiny of this country tucked between the Pacific Ocean and the South China Sea.  Excitement welled up in my spirit with unexpected joy and anticipation as I landed in Manila that January morning.  Having lived in the Philippines for five years, that excitement is still there and is growing as I witness the seeds of this vision already starting to come forth and grow.

Bill goes on to explain his vision of the Philippines as a man in military armor with a flaming sword which he reaches out towards Vietnam, China, and Hong Kong.


Then something happened.  Flames started blazing up in various areas of the Philippines, in Manila, Baguio and other parts of Luzon:  Cebu, Iloilo, Bacolod and other parts of the Visayas: and Davao, Cagayan de Oro, Zamboanga City and other parts of Mindanao (Fig. 4).  Then it became the burning bush of Asia with the flames of God’s glory all over the islands (Fig. 5).

Then in the vision an interesting thing happened.  The sword that was Palawan reached out and touched Vietnam and then flames burst forth in Vietnam also.  Then he saw the sword move on and touch China and Hong Kong and flames burst forth in these areas, too (Figs. 6 and 7).

Then the sword continued to touch other parts of Asia and Southeast Asia was ablazed in the Spirit, as was the Philippines (Fig. 8).

Bill Perry says that in 1991 the Lord brought to mind five reasons why Filipinos are strategically placed to be in this army. 

In the Spring of 1991, the Holy Spirit brought to my mind several reasons the Filipinos are in this strategic position and how they have everything needed to go into this area as an army.  The Filipinos can go in as an army of spies, like Joshua and Caleb went into Canaan.  They can also go in just as the children went into Jericho, fully seen and waging war!

The Filipinos can do both because they blend in so well.  First, as Asians, they have black hair!  Nearly everyone in the “10/40 Window” has black hair.  Blondes just don’t fit in.  Most of the people of the “10/40 Window” have brown skin and black hair.  Those with black hair and brown skin blend in better and are more quickly accepted than foreigners with the lighter hair and skin of European and Western origins.  They can move around without drawing much attention and without being noticed.  When traveling to Hong Kong and China with a Filipino team, I would often be asked to stay behind in Hong Kong, so as not to attract attention when they made critical trips to visit the underground church inside Mainland China.

Second, Filipinos eat rice that is a major food of most people of this area and Filipinos can handle eating rice three meals a day!

Third, the Philippines offers a microcosm (a miniature world) of preparation.  There are the cold mountainous areas of Benguet and Mountain Province to prepare them for cold countries like Tibet, Mongolia and Nepal and all those countries on the Northern edge of the “10/40 Window.”  We have personally experienced almost freezing in those mountains doing ministry in the Northern part of the Philippines during the cold months.  On the other extreme, there is hot Manila, the lowlands of Southern Luzon, and the thousands of Philippine islands to the South toward the equator to help them adapt well to all the other hot humid areas of the “10/40 Window.”

As there are still areas of unreached tribal people, Buddhists, Muslims and others to be evangelized there are many opportunities for learning to minister to these hard to reach people.  Many Filipinos have had experience as missionaries to their own country.

Fourthly, Filipinos have a natural ability with languages.  Most of them speak two, three or more different languages.  Everyone has his own dialect that his family taught him.  If this dialect is different from the major regional language, he will endeavor to learn that language as well.  Then there is Tagalog, the national language, taught in all the schools as a common language with which everyone communicates.  Throughout the Philippines there are one hundred and seventeen or more different dialects.  Also, most geographical moves by a family require them learning another language.  Clearly, God has given the Filipinos a bi-lingual and multi-lingual gifting.  Because they have well-exercised and developed their language gifting, most Filipinos can learn languages faster than Westerners can.

Finally, what is most important is that most Filipinos also speak English, the market language of almost every single country that the “10/40 Window” war zone.  English is the medium of instruction in most Filipino schools and is often used on television and radio as well as on street signs and billboards all over the Philippines.  South Korea is an Asian nation with about 30-35% born again Christians, but most cannot go out of their country to minister the Gospel effectively, because they do not speak English.  However, the Filipinos know and speak English well.  The importance of this cannot be overlooked as a command of the English is not only a requirement for many opportunities, but even the door-opener.  The former Eastern Block Communist countries and even the Russians are making the learning of English a priority in order to be able to communicate and get into the world market.  Even China has opened its doors to foreigners who can teach English.

Unlike most Asians, the Filipinos have not only the ability to read and write English, but they are easily understood when speaking the language.   I have English speaking friends from other Asian countries, but I sometimes have great difficulty understanding their English and often that of Africans and Europeans who do not speak English as their native language.  You sometimes have to listen three or four times to understand their sentences.  But the Filipino speaks very understandable English.  Very clearly God has equipped them to take an Army into the war zone this year, next year and the coming years.  As it is often heard in the Philippines and I know it to be true, “Yes, the Filipino can!”

Filipinos have black hair, eat rice, live in a varied climate, can speak multiple languages, and most importantly they speak English. Those are the five reasons Bill says the Filipinos have been chosen to be a part of this end time Army. 

Sadly though missions work costs money and the Philippines is poor. Therefore we need to pray that God will supply the dough. 

The Philippines has had an economic challenge.  However, while many are willing to go on missions, they are hindered by weak economy.  I believe that God can use a transfer of funds to the Philippines, through both supernatural and natural economic means to put things into place.  Let us pray that the Philippines will prosper and that the Church and Christian businesses will flourish.  We need to pray, act and believe that God will bless the Philippines in this way.  As mentioned in the Bible, God has given us the power to create wealth and jobs.  The Philippines’ resources are rich, but they have been exploited.  Let us “in Jesus’ Name,” claim this country’s wealth for the people and to send the Filipinos into the harvest.  Let us pray that many more people will have businesses and that as the Bible says…the wealth of the wicked will be transferred into the hands of the righteous (Prov. 13: 22).  Pray that they will get their funds and we will experience the Biblical promise of the blessing of God, because God has given us the ability to create wealth (Deut. 8: 18).  Then as a people of God, who have learned to give biblically, the Filipinos will spread the Gospel throughout Asia and the world.  Even as I am writing this book, I am encouraged by the news of rich oil finds here in the Philippines.

Please just give 1% of your earnings and the 10/40 window can be conquered for Christ. 

             The “10/40 Window” is the last frontier to conquer.  We must penetrate and establish beachheads for the Gospel in this war zone, but it cannot be done without money.  I would like to challenge every individual reading this book, every church and every businessman to give just 1% of their monthly or annual revenues, over and above their tithes and current giving to help take and evangelize this final frontier.  If we start now and give until the job is finished, the Gospel will go forth and the harvest will be completed.  It doesn’t matter into which organization or ministry involved in the “10/40 Window” you plant your money.  It will assist the common effort and ultimately will help to impact and reach 95% of the unreached people in the world with the Gospel.  The important thing is to decide to “make a difference” by giving your 1% to those ministering in the “10/40 Window.”

Though the “10/40 Window” may appear to be an overwhelming giant, an empowered Church, focused on its target like David with the stone in his sling, will cause this last great giant, the “10/40 Window” to fall.  We will see it ablaze with the Spirit and real Holy Ghost revival.

That is the sum and substance of this so-called prophetic vision for the Philippines. Filipinos will evangelize the 10/40 window as an End Times Army. They are fit to do this because they have black hair. eat rice, live in a varied climate, speak many languages, speak English, and are conveniently situated only a plane ride away. But this cannot be done without money which YOU need to send.

This is laughable. This is offensive auto anyone who understands the Bible, Church history, and Filipinos. Jesus Christ said he would build his Church and the gates of hell would not prevail against it and yet Bill Perry wants us to think the Church lost its Holy Spirit power after the conversion of Constantine. It's blasphemous. 

Not to mention there has historically been a lot of missionary activity in the 10/40 window. That is the area where the Church was born and where missionaries have been continually sent. This nonsense is the fruit of Bill's Pentecostalism which is a denial of the fulfillment of the book of Joel on the day of Pentecost 50 days after the resurrection of Jesus Christ and seeks signs and wonders. That search leads for outright lies such as the following:

The American church has tried at various times to have effective missionary work to reach the Navajo people but without much success.  Recently, some Filipinos tried to do the same thing.  This time the Indians related better because of their own Asian roots, and a more similar skin color and of course the same black hair.  But most importantly they heard the Gospel fluently presented in their own language for the first time.  The Filipino team learned Navajo in less than 6 months and have been able to start a growing church! Because of their natural gifting the Filipinos have turned a difficult situation into a success!

The first Christian missions to the Navajos began in the late 1800's and the Bible was fully translated into Navajo by 1986.

They were copies of the first complete Bible to be translated into a language of people who were the original natives of what is now the United States. And as the sun set behind the sandstone bluffs around this little reservation town Saturday night, several hundred of the Navajo faithful gathered in the basketball bleachers of the community center to receive them.

''It's done,'' said Lois Martin, the widow of Geronimo Martin, one of the pioneer Navajo translators who began the project 40 years ago. ''It does my heart good to see the complete word of God in Navajo hands at last.'' 

The New Testament was finished first and was published in 1955 with help from the Wycliffe Bible Translators, a California society that promotes the translation of Bibles into different languages.

It has been 30 years since this book was published and this vision has yet to come to pass. There is no reason to think it ever will.
