Two boys, six and seven years old, died after they were trapped when a fire hit their home in Barangay Irisan, Baguio City.

The children were with their two other siblings when the house caught fire afternoon on Saturday, October 19, 2024.

Their siblings managed to escape. One jumped out the window while the other were rescued by their neighbors.

The blaze spread quickly because the house was made of light materials, making the fire difficult to control.

According to the Baguio City Fire Station, the fire was not reported immediately because residents in the area attempted to put it out themselves first.

“Late na nai-report kasi nag-fire suppression muna sila. Then nailabas daw nila ‘yung dalawang casualty natin... pagkatapos nun, naalala nila kaming tawagan,” arson investigator SFO3 Benjie Cuyan said.

Based on investigation, the fire started when one of the boys, the older sibling, played with matches.

The children’s father, Reymundo Catablanca, was at work when he learned about the fire.

“Nagsindi siya ng posporo ‘yung anak ko... Naiwan ‘yung posporo,” he said.

Catablanca has called for help from those who may wish to assist the family.

“Kung sinong magagandang puso diyan na gustong tumulong. ‘Yun lang ang ating panawagan,” he said.

Authorities remind parents to avoid leaving children unattended.

https://cebudailynews.inquirer.net/603153/fire-in-quiot-cebu-city-razes-8-houses-displaces-45-individuals

An unattended lighted mosquito coil may have caused the late morning fire this morning, October 29, that destroyed 8 houses, damaged 4 others and displaced 45 individuals in Germilina San Carlos Heights, Brgy. Quiot in Cebu City.

“Katol gyod to gibiyaan nila,” claimed a certain Marcelo, who was interviewed by CDN Digital at the fire scene.

(It was probably a lighted mosquito coil that they left unattended.)

Marcelo owned one of the houses that was razed by the fire. His house was beside the house where the blaze started.

One of the fire victims said that they heard explosions when the fire started.

(We heard explosions. They thought that someone was shot. Then my child said that ma, there’s a fire. We run to the mountans (pointing to the other side of the hill away from the fire). We did not care about the things we left behind in our house.)

At the fire scene — a residential area situated at a side of the hill in San Carlos Heights — one can see the burned wreck of a parked car that was left behind by the owner when the fire hit.

As for the claims about an unattended mosquito coil started the fire, investigators have yet to verify these claims as they were still investigating the cause of the blaze.

FO2 Marie Grace Ambayan, fire investigator of the Cebu City Fire Office, said in her report that the estimated loss of property was estimated at P675,000.

“Some 12 houses were affected, 8 of these houses destroyed while 4 others were damaged,” said  FO2 Ambayan in her report of the fire.

The fire was reported at 10 a.m. today, October 29, was raised to the first alarm at 10:03 a.m.— which meant that more firetrucks were needed, aside from the responding firefighters in the area.

It took firefighters 35 minutes to put the fire under control or at 10:38 a.m. and it was declared fire out at 10:44 a.m.

According to Cebu City Councilor Francis Esparis, who was in the fire scene at past 10 a.m. today, that the personnel of the Department of Social Welfare and Services (DSWS)  would start identifying and verifying the victims of the fire.

Esparis told CDN Digital in an interview at the fire scene that food packs for the fire victims would be provided also later by the DSWS personnel.

As for the fire victims, Esparis said that they would probably be given temporary shelter in any of the evacuation centers in the barangay such as the area in a nearby grotto near the fire scene, the barangay hall or a school there.

He also said that the fire victims could be taken to any of the evacuation centers in the barangay such as the barangay’s gym or the schools there.

https://newsinfo.inquirer.net/1998869/pnp-recommends-dismissal-of-11-cops-for-alleged-moonlighting-cover-up

The Philippine National Police (PNP) on Tuesday recommended the dismissal of 11 officers for allegedly covering up the illegal activities of two moonlighting Special Action Force (SAF) personnel.

According to the PNP Internal Affairs Service (IAS), evidence showed a conspiracy among the 11 officers to make it appear that SAF commandos Corporal George Rojo Mabuti and Patrolman Roger Ramos Valdez were rendering official duties at the 52nd and 55th Special Action Companies Zamboanga, respectively.

Mabuti and Valdez, however, were allegedly serving as security escorts for a Chinese national said to be linked to a Philippine offshore gaming operator and were apprehended in a village in Ayala Alabang, Muntinlupa City following a fistfight last May.

The PNP IAS on Tuesday said it found the 11 officers guilty of grave misconduct, grave dishonesty, and conduct unbecoming of a police officer.

Of the 11 recommended for dismissal, six were police commissioned officers, including a lieutenant colonel; and five were police non-commissioned officers.

Meanwhile, the two SAF personnel were guilty of moonlighting, grave irregularities in performing their duties, and engaging in protective services to private persons without approval from the Police Security and Protection Group, the PNP IAS said.

“This resolution serves as a stern reminder that no police officer is above the law. The public has the right to expect the highest level of integrity from those sworn to serve and protect the public,” IAS Inspector General Brigido Dulay said in a statement.

“Any deviation from this duty will be met with the appropriate disciplinary sanctions,” he added.

Last July, PNP Chief Gen. Rommel Marbil warned that moonlighting officers would be caught and dismissed from the service.

She said she screamed and pushed the official away, but he continued with his advances and tried to kiss her in the lips.

The kiss landed in the forehead, the complainant said.

Former presidential spokesman Harry Roque is facing a complaint for qualified human trafficking before the Department of Justice (DOJ) over his alleged links to the raided Philippine offshore gaming operator (POGO) hub in Porac, Pampanga.

The Presidential Anti-Organized Crime Commission (PAOCC) as welll as the police Criminal Investigation and Detection Group (CIDG) yesterday filed a supplemental complaint, which included Roque in the human trafficking case earlier lodged against Lucky South 99 authorized representative Cassandra Li Ong and 53 others.

The PAOCC and CIDG alleged that Roque “participated in the furtherance of the illegal activities” of the POGO firm by representing Lucky South 99 when it applied for a gaming license with the Philippine Amusement and Gaming Corp. (Pagcor) in 2023.

Citing the judicial affidavit of Pagcor assistant vice president Jessa Mariz Fernandez, Roque allegedly made several follow-ups on the status of the online gambling permit of Lucky South 99.

The PAOCC and CIDG rejected Roque’s statement that he only lawyered for Whirlwind Corp., which leased a property to Lucky South 99.

The agencies said Roque’s involvement with Lucky South 99 is “further bolstered” by the fact that his executive assistant Alberto Rodulfo dela Serna, who has a joint bank account with the former presidential spokesman, lived inside the POGO compound for almost nine months for free.

Deputy City Prosecutor Darwin CaƱete said this is an opportunity for Roque to clear his name by submitting his counter-affidavit.

In a statement, Roque described the complaint as “nothing but a trumped-up charge,” adding that the evidence against him was “manufactured.”

Roque has denied involvement in the illegal activities of Lucky South 99.

He said he would face “the lies” peddled against him and “vowed to hold those responsible for this miscarriage of justice in due course.”

Coronavirus Lockdown: Malaysia Medical Tourism, Hub for Business, and More!

More news about how the COVID-19 pandemic in the Philippines is being handled by the public and the government.

According to Mayor Benitez Bacolod City has shown economic resiliency since the pandemic.

"This is a victory for all Bacolodnons as we continue to drive growth, innovation, and opportunities in our city."

This was stressed by Bacolod City Mayor Alfredo Abelardo Benitez after Bacolod was recognized as the Most Business-Friendly Local Government Unit (LGU) in the country emerging at the top of a select group of five cities—Baguio, Cagayan de Oro, Iloilo, and Mandaue on Wednesday, October 23.

The award was presented during the 2024 Philippine Chamber of Commerce and Industry (PCCI) Awards held at the Marriott Hotel in Pasay City.

Benitez, who personally received the award, said the recognition was based on four critical areas of evaluation: fast-tracking sustainable local economic development, ease of doing business initiatives, investment promotion efforts, and enhancing sectoral competitiveness.

“We are honored to receive this recognition, which reflects the commitment of Bacolod to creating an environment where businesses can thrive," he said.

Bacolod’s rise to the top of the list reinforces its reputation as a hub for business and economic activity in the Visayas region.

Councilor Jude Thaddeus Sayson, chairperson of the City Council committee on appropriation, said last week, that Bacolod also received an award for best in financial performance among local government units granted by the Department of Finance.

"With this award as the Most Business-Friendly LGU also tied up on the city's best in collection performance," he said.

He added the city's award was also based on the programs implemented by Mayor Benitez such as the online payments and the quick-response code.

Apparently revenge travel is still a thing even though the pandemic is long over.

https://business.inquirer.net/486952/revenge-travel-going-strong-8-month-passenger-volume-up-11

Ahead of the holiday season, Ninoy Aquino International Airport (Naia) continues to see a surge in passenger volume as travel demand remains on the rise, beating prepandemic levels.

Manila International Airport Authority said that based on its latest monitoring, he country’s primary gateway accommodated 33.68 million passengers in January to August.

This is equivalent to a nearly 11-percent growth from the same period last year and exceeded the prepandemic level of 32.38 million recorded in 2019, before the COVID-19 pandemic that halted air travel struck in 2020.

More than half of the passengers as of August this year were accounted for by local travelers at 18.07 million while international passenger volume reached 15.61 million.

Along with this, the number of flights serviced at Naia grew by almost 11 percent to 196,313 during the eight-month period from 177,398 last year.

A total of 119,490 flights were operated locally for the period. Airlines, meanwhile, flew 76,824 flights to international destinations from Naia in January to August.

The local carriers said the passenger volume was only expected to grow in the coming months due to the celebration of holidays.

Maybe this is just regular travel picking up and has nothing to do with revenge.

Perhaps some of these travelers are flying to Malaysia for affordable healthcare.

https://www.travelandtourworld.com/news/article/indonesia-philippines-china-australia-india-and-bangladesh-boost-malaysia-medical-tourism-industry-for-its-affordability/

Malaysia medical tourism industry is making a remarkable comeback after the COVID-19 pandemic, emerging as one of the top healthcare destinations globally. Known for its affordable and high-quality medical treatments, Malaysia is positioning itself as a leader in medical tourism, with patients from around the world seeking care in its state-of-the-art facilities. The industry, which had faced a significant downturn during the pandemic, is now seeing growth as healthcare travelers return in large numbers.

The country’s ability to provide top-tier healthcare services at competitive prices has made it a popular choice for patients from regions like Indonesia, China, Bangladesh, Myanmar, Australia, and beyond. According to the Malaysia Healthcare Travel Council (MHTC), Malaysia is leveraging its reputation for quality healthcare to attract international patients, with particular emphasis on specialized treatments such as cardiology, orthopedics, cosmetic surgery, and cancer care.

In 2019, Malaysia generated over RM1.7 billion (approximately $406 million) from medical tourism, with key markets including Indonesia and China. While the pandemic slowed growth, Malaysia’s proactive efforts in public-private partnerships have helped the sector recover quickly. In 2022, the medical tourism industry nearly returned to its pre-pandemic levels, generating RM726 million by the third quarter alone, indicating robust recovery.

Penang and Melaka remain the top hotspots for medical tourists, particularly from Indonesia, who account for over 70% of healthcare arrivals in these regions. With their world-class hospitals and clinics, these cities offer a variety of treatments, including reconstructive surgery, neurosurgery, and comprehensive wellness programs.

Penang is currently transforming into a global medical tourism hub, attracting significant investments to improve its healthcare infrastructure. The state’s focus on high-end treatments, such as robotic surgery, coupled with affordable pricing, has drawn patients from all over Southeast Asia and beyond.

Or perhaps they are flying to Switzerland and Monaco.

Two European countries are eyeing more Filipino tourist arrivals in the coming years, one of them in particular already seeing a huge boost in the post-pandemic era.

In an exclusive interview with Philstar.com during TravMedia's International Media Marketplace Asia 2024 in Singapore last October 22, Switzerland Tourism's Marketing & Communication Manager for Southeast Asia Nazrul Jumahat shared positive numbers about Filipino tourists.

He shared that in 2023, Switzerland saw a 600% growth in Filipino tourists compared to 2019 right before the pandemic, and this year so far is seeing a double-digit growth in arrivals.

Jumahat attributed the opening of a satellite office in the Philippines helping in the awareness of possible tourism opportunities in Switzerland, which go from food options like chocolates and cheeses, to experiences like mountain hikes and train rides.

Elsewhere during the International Media Marketplace Asia 2024, Benoit Badufle spoke to Philstar.com on behalf of the Promotion Bureau of the Principality of Monaco about the possibility of having more Filipinos visiting the world's second-smallest country.

Badufle said many maritime people visit Monaco during the summertime (June to August), though while it is a growing leisure market for Southeast Asia, there is still no huge incentive for visits.

He added that the return of Air France's direct flights between Manila and the French capital of Paris will be a huge boost to the possibilities of having more Filipinos in Monaco.

Additionally, Philippines Airlines' President and Chief Operating Officer Stanley Ng told Philstar.com in a separate inteview the country’s flag carrier airlines is studying whether to launch its own Manila-Paris route.

"Filipinos are aware of Monaco's possibilities, [there's] just really no flights," Badufle explained, adding his colleagues are working on bringing Tim Yap and Raymond Gutierrez to Monaco in order to boost awareness.

Well, maybe not Monaco since there are no direct flights yet.
