Aguirre wants Tulfo and the editorial board of Philippine Daily Inquirer and its online arm, and editorial board of tabloid Bandera charged with violations of Republic Act No. 10175, or the Cybercrime Prevention Act of 2012, and Articles 353, 355 and 360 of the Revised Penal Code on libel. 
The former Justice chief cited 12 articles published in PDI and on its website, and 10 articles published in Bandila that he said contain the elements of libel: defamatory, malicious, given publicity and victim is identifiable. 
Aguirre wants to be paid P1 by the respondents. 
“Considering my social stature, previous position in government, reputation and other considerations involving my personal life, profession, and public service, the damages I seek represent a symbolic amount in principle to end the proliferation of fake news and its appurtenant lies and calumny against anyone in this country.” 
He added: “The articles hereunder complained of are also utterly false and were written in reckless disregard of the truth despite an overwhelming evidence establishing facts which are contrary to the vile, malicious, defamatory and insidious accusations against me.”
A symbolic amount. What a joke. The court is not the place to be making symbolic statements.

Oh boy! Financial anomalies in Robredo's office. I can hear DDS laughing right now.  I can hear their tongues clicking and their hands rubbing together as the prepare to post their opinions all over social media all the while ignoring the financial anomalies in all the other offices throughout the government.

The undelivered assets include 42 units of utility trucks, six units of light personnel carrier, four units of Integrator, 12 units of automatic grenade launcher, 3,300 units of poncho and 50 other related line items.  
The COA also said a total of P1.893 billion in government funds appears to have been wasted with the PNP’s purchase of 2,054 units of patrol vehicles in 2015. 
The police vehicles were found not suited for police operations and prone to frequent breakdowns.

The COA’s breakdown showed that of the unused budget for AFP modernization, a total of P1.676 billion was intended for acquisition of civil engineering equipment including dozer, grader, tractor and trailers, among others; P876.196 million was intended for acquisition of 50,000 units of pistol; P5.559 million for acquisition of 145 units reflex sight and a medium lift fixed wing aircraft; P520,450 for basing and hangar construction; P454.046 million for acquisition of 3rd Weather High Endurance Cutter (WHEC); and P5.901 million for a radar basing support system project. 
The COA said majority of the programmed modernization projects were not implemented due to delays in procurement activities. It noted that even the projects identified in 2016 are still undergoing procurement processes.
The PNP has billions worth of equipment that has been undelivered the AFP has billions for equipment that has not even been procured yet! What is going on with these two agencies? Nothing but corruption and laziness at the top no doubt. No wonder the forces both remain under-equppied and ill-prepared. The AFP just admitted a few weeks ago they don't have reserve ammo. Maybe they should use their allowed funds to actually buy some ammo.

Saying he can think and act like a gangster, President Duterte egged on vice mayors, by way of a joke, to replace their non-performing mayors in the localities by kidnapping or hexing them. 
“Kung gangster kayo, mas gangster ako (If you’re a gangster, I am more of a gangster),” he said during the 29th Annual National Convention of the Vice Mayors’ League of the Philippines last Thursday in Panglao, Bohol. 
Then Duterte delivered his punch line: “The earlier you do away with your mayor, the earlier you become the mayor.” 
The joke drew laughter from the local executives, and Duterte went on to recommend, albeit in jest, that they kidnap their mayors, particularly those who are members of political dynasties. 
“Kidnap them, to avoid any leak, just do it yourself. And tell (your mayor), ‘mayor, I will kill you and nobody paid me. Duterte directed me if I want so that you finish yourself earlier,” he said. 
At one point, Duterte gave credit to his criminal law professor, Victor dela Cerna, who taught him well. 
“Now, I have a criminal mind,” he said jokingly.
Hahahaha!  Hahahaha!  What a funny guy! Always joking about killing people and how he has a criminal mind.  What a funny joker. What a President! Why doesn't Leni Robredo kill Duterte so she can be President? Hahaha!  See how funny it is to joke about killing people? Try it yourself.

At least 55 local officials, including a barangay chairman, 11 barangay kagawads (councilors), three Sangguinang Kabataan chairpersons and 40 SK councilors face disqualification after failing to file their campaign finance reports on time. 
Lawyer John Paul Martin, head of Commission on Elections office in Baguio, said these winning candidates face disqualification proceedings due to the non-submission of their Statements of Contributions and Expenditures (SOCEs). 
About 344 candidates in the Barangay Elections and 114 for the SK have yet to submit their financial reports.
Looks like 458 candidates will not be able to take their posts.

Each jail inmate should be given at least 4.7 square meters of space, according to the UN, said BJMP Director for Operations J/Supt. Noel Pimentel Montalvo.  
Under this standard, only 21,342 inmates could be accommodated in Philippine jails, which have a total floor space of 100,315 sqm, he said.  
But inmate population is already at 144,871 which means that Philippine jails have breached their capacity by 582 percent, said Montalvo. 
Who cares about UN standards? F them right? These jails are up to Filipino standards and that's the only thing that matters.

This suit is in relation the "Little Narco" comment that made the rounds last year. Philstar published it and everyone picked up on it and posted and reposted and tweeted it all over the internet. I am not sure but I think Nieto was the only who did not apologise though he did scrub the post from his Facebook page. It looks like Trillanes wants to send a warning and has little concern whether or not he was actually defamed or his reputation marred. We will have to see just how it all pans out.

A Facebook live video of the flag-raising ceremony showed the mayor and city hall employees halfway done singing the national anthem "Lupang Hinirang" when one gunshot rang causing a commotion. Tanauan City Public Information Officer Gerry Laresma, who was taking the live video, said they were about to finish singing the national anthem when they heard the gunshot that hit Halili around 8:10 a.m.

To date, the Commission on Audit (COA) said, it is still using fire trucks bought as far back as the 1950s and lacks sufficient personnel and equipment to fulfill its mission to prevent and suppress destructive fires and protect lives and properties including the lives of its own men and women. 
In a 2017 report released yesterday, state auditors frowned at how the BFP continues to operate with ageing and insufficient vehicles and equipment for its undermanned plantilla who do not have ample protective gear. 
The COA report said the BFP is currently short of at least 26,250 firemen. It also said that despite the mandate to establish at least one fire station in each of the country’s 145 cities and 1,489 municipalities “with adequate personnel, equipage and facilities,” at least 349 municipalities still have no fire trucks as of Dec. 31, 2017.
How does this nation survive? Everything is so backwards and out of date and not up to code! Buildings made with substandard materials will be burning to the ground because the firemen are not up to date!

In an interview on dzBB, Batocabe, however, expressed concern that some STL operators are also involved in jueteng. 
He said the Philippine Charity Sweepstakes Office should tap jueteng operators and rescind the contracts of STL operators who have been shortchanging the government.

Solima was dismissed from the service on June 26, 1998 over charges of gross misconduct/grave abuse of authority and gross ignorance of the rules on inquest.
Solima's murder may not be related to his work as a prosecutor but he is still the latest in a string of murders of current and former prosecutors.

The New Bilibid Prison (NBP) continues to be a base of operations of crime syndicates, including one involved in the kidnapping of a Chinese national on June 24 which was orchestrated from inside the cell of its mastermind, a kidnapping convict, the head of the police unit fighting kidnapping said. 
De la Cruz, who has four other pending criminal complaints against him not only for kidnapping but also robbery, is currently detained in the NBP’s maximum security compound in the building for the Sputnik gang. 
Yet “he was able to continue kidnapping activities because he was able to smuggle in cell phones,” said Dumlao. 
The cell phones had already been confiscated from De la Cruz by the police, in coordination with the Bureau of Corrections, which is now headed by former PNP chief Ronald “Bato” dela Rosa.
Bato said he would clean up this prison but it looks like he's all talk and no action.  A tough guy before the media but in private just another jellyfish. Or he's on the take.

That makes two dead mayors in as many days. Why is this happening? Now mayors across the country are scared for their lives.
(They are afraid, especially our mayors who are in the list. It’s scary and I feel sorry, as they say, “Mayor, we are not really involved. Why were our names included?”) 
Brondial was referring to the administration’s list of personalities, including public officials, who are allegedly involved in the illegal drugs trade. The list has since been called the “narcolist.”
But they need not worry. The real target of these murders is not the mayors themselves rather it is the Duterte administration that is being targeted. Targeted for shame.

As if the weak peso and stock market and inflation rates aren't real numbers. The problem here is that they are using GDP as the sole measure of economic well-being and that is not very smart of them.

Lemonon confirmed to the Inquirer that she now works at the DOTr, after she signed a contract with the agency two weeks ago. 
According to a DOTr communications officer, Lemonon’s new task was to become “the ambassador for ‘Build, Build, Build.’” 
In a chance interview, Lemonon said it was actually her third time to attend a briefing on the infrastructure program. 
“It’s a really good experience because you know my incident from Binibini—I was really unaware of this program. But thanks to the DOTr, they really taught me what’s going to happen in ‘Build Build, Build,’” she said. 
“So I’m really excited for everything that’s happening because, of course, it’s about to change the lives of everyone,” she added.
Why does the DOTr need someone to be the face of the government's infrastructure program? And why must it be someone who does not even know a thing about it! What a complete waste of time and money. How much are they paying her? What exactly is she going to do? Why do people need to rally behind these government programs? It's bridges and roads! They are going to be built if the public thinks it's a good idea or not.

Puno described the proposed presidential step-in powers as "awesome" and "all-encompassing." 
"They allow the president to assume all the necessary powers of government – executive, legislative, and judiciary – to prevent the breakup," he said. 
The section on these step-in powers is in Article XI (Federated Regions and the Federated Regions of Bangsamoro and the Cordilleras). 
The idea is to make secession or separation of a region as undesirable or as difficult as possible, in order to keep the union of the federal republic "permanent and indissoluble."This is to address fears, said Puno, that a federal constitution will lead to the breaking apart of the country. 
Section 2 of Article XI reads: "All Regions are permanent and indissoluble parts of the Federal Republic of the Philippines. It is prohibited for anyone to advocate, demand for, or support the secession of any Region from the Federal Republic." 
Any attempt, or even any advocacy, of separation is considered an "actionable wrong" in the draft charter. 
"It is a duty of every citizen, a duty of every region to maintain the permanent union and its violation constitutes an actionable wrong," said Puno.
This measure included in the draft constitution is almost prophetic. Everyone against the federalist plan has rightly voiced concerns that federalism will split the nation into pieces. Now the committee has included what they think are measures to prevent that from happening.  But how will giving the President dictatorial powers of all three branches of government actually stop secession? How will any region successfully secede without an army to enforce such a move? I have a suspicion though that this measure is specially directed toward the Bangsamoro region (which does not even exist yet!) because the Muslims really do not want to be a part of the Philippines.

The Provincial Government of Ilocos Norte has millions in fabricated bid documents and questionable transactions, the Commission on Audit (COA) found. 
The discrepancies were detailed in an annual audit report. They include the supposed fabrication of bid documents worth ₱21.76 million and doubtful purchases and deliveries worth ₱154 million. 
The COA asked Ilocos Norte Governor Imee Marcos to address their concerns within 60 days from receipt of its letter, dated June 21.
Fraud on a massive scale in a province governed by Marcos' daughter. Go figure!

Does Hontiveros really think this bill will pass or not? There are other ways to start a "national conversation" about reducing pollution that filing a bill that has no chance of passing. If she wants to change the behaviour of Filipinos she would do good to seek out other ways than the legislative process. How about starting an anti-pollution campaign?

According to COA, the provincial government invited a certain Engr. Remy Cadiente, a member of the Laoag-Ilocos Norte Associate of Contractors, to observe the conduct of bidding processes for five infrastructure projects as a non-government organization representative. 
The COA did not state the amount of the projects in its audit. 
The COA, however, found that Cadiente is the owner of Remar Construction which happened to successfully secure two contracts — the improvement of Batac City Plaza and construction of a concrete pavement in the town of Bacarra — during the bidding proposals. 
“It is significant to note that an observer is allowed access to confidential documents not provided to prospective bidders giving undue advantage to the above mentioned NGO representative/bidder, thus, may affect the integrity of the procurement process,” the COA said.
Always a conflict of interest or fake papers or some anomaly somewhere.

Tugade ordered the suspension of Office of Transportation Cooperatives (OTC) Chairman Emmanuel Virtucio and two employees for failing to liquidate ₱2,729,744.64 in funds for the PUV Modernization Program. 
The DOTr said it gave the OTC ₱3.3 million to implement the program on December 15, 2017. However, a Commission on Audit report for 2017 said the OTC released the amount in cash advances: ₱2 million OTC Executive Director Eugene Pabualan, and ₱1.3 million to Finance and Administrative Division Chief and Special Disbursing Officer Wilfredo Clave Jr. 
The advances were deposited to their respective personal accounts. After that, Pabualan was able to liquidate only ₱33,000, while Clave liquidated only ₱537,255.36. 
"Bakit naman dineposito ang pera sa kanilang personal account? Pera ba nila 'yon? Ipaliwanag nila kung ano ang ginawa sa three million. Kung hindi ay hindi na sila muling makakatungtong sa kanilang opisina," Tugade said in a statement Wednesday. 
[Translation: Why did they deposit the money in their personal account? Was that their money? They should explain what they did to the three million, else they won't be able to set foot in their office anymore.] 
The COA report also revealed Virtucio had unauthorized travel expenses amounting to ₱200,000, claiming transportation allowances even with a transportation vehicle, as well as miscellaneous expenses for clothing, among other irregularities.
Instead of taking the cash advances to implement the programs the money was deposited into personal accounts! And one of them has unauthorised travel expenses and other financial irregularities.

A Response to Recent Criticism

It is not profitable to give a rebuttal to every bit of criticism that comes your way but sometimes a rebuttal must be made in the interest of truth and so it is in this case that I offer a rebuttal to an article posted at Joeam.com which concerns comments I made on Twitter.

A reader sent me a link to a JoeAm article about the conflict in the WPS. I thought it was a good article. Full of facts and information. I posted it on my Facbook page and then I followed JoeAm on Twitter. The next day I saw this tweet from JoeAm:

There is something fundamentally wrong with this thought which is that the Philippines has been an obscene , morally corrupt, ratty police state (corrupt PNP anyway) long before Duterte. The first anti-corruption laws were written in the 50's and the Sandiganbayan is the first court in the world dedicated to government corruption cases and was so for nearly 30 years! That is how corrupt this nation is. 

Later on in the day GMA posted a story about corrupt PNP officers so I posted a comment with a link to my article on PNP corruption and I tagged JoeAm. That resulted in a back and forth where I was called a racist Chinese troll.  You can read that whole conversation here:


This person blocked me and I took offence at that because I had done nothing worthy of being blocked except to give her facts about how the culture shapes the nation. Not a single thing I wrote was racist in nature or in tone. I logged into my second Twitter account and sent JoeAm a few messages indicating that she was being immature and childish for blocking me because she did not wish to deal with facts.

This person does not know how Twitter works and that anyone can have more than one account and simply use that to "override the block." But instead of thinking clearly JoeAm has declared I am part a malicious effort which is "being conducted by people with technical means." I want to take a moment to pore over this article and show you just how intellectually and factually bankrupt it is. 

JoeAm starts with this:
I’ve recently noticed a peculiar consistency of some commentary in my social media discussion threads that I find troubling.
But she offers no examples of this commentary. The reader is supposed to take her word for it.
Old racial quotes from Americans describing Filipinos as lazy and unable to govern themselves are among the materials being circulated.
Which quotes? Who said them? And in what context? Here is a link to a letter written in 1720 by a Spanish Jesuit which details Filipino character:

Are the quotes referred to of the same nature as this 300 year old letter? Are they saying the same things this Jesuit did in 1720?  She does not tell us what these quotes are so the reader is left guessing. How is anyone able to intelligently comment if they do not know exactly what is being discussed? 
I was so struck by three separate “racist” commentaries arriving in my discussions on the same day that I began to wonder if this is the latest Chinese-inspired trolling line. Denigrate Filipinos in racial terms, with the end point being “they are not worth saving”.
If this person is so struck by these comments you would think she would offer up a few examples but she does not. Why? How does China come in to the picture? Why does she think that whatever she has encountered is Chinese inspired trolling? She offers no explanation and the reader is left in the dark.
I suspect Filipinos of rich or recent Chinese heritage are put in an awkward place by such matters, as I am when old racist American quotes are hauled out and used as if nothing has changed since 1900.
Again what are these quotes? She does not say. But I refer to the 300 year old letter written by a Jesuit and you tell me if Filipino character and culture are not the same as ever. And if that does not suffice I refer you to this 30 year old Atlantic article about Filipino culture and you tell me anything has changed in 30 years!

Is this essay from The Atlantic racist? Basically all my talking points come from this article. A lot of them anyway. This article is pinned at the top of my Twitter feed.
I’ve taken to insisting that people drop the culturally insulting line or leave my discussion threads. I blocked one person who responded to my request with yet another denigrating line. He returned immediately, overriding the block somehow, to call me immature for blocking him. Clearly, this is a malicious effort and it is being conducted by people with technical means. 
It is a nasty world out there. We ought not be naive about it.
Here is where my part in the article comes in. What denigrating and insulting thing did I say? JoeAm declines to say. The reader is just supposed to take her words at face value. Go and read those Twitter feeds I linked above and tell me exactly what I wrote that is denigrating to Filipinos. If you read those feeds you will see that we were actually in the GMA discussion thread and not on the JoeAm discussion thread. No

Just because I know how to work my way around the internet does not mean I am part of a malicious effort. Such a charge is lazy. It indicates that this person does not want to interact with facts and is naïve.
How can we distinguish a manipulative racial argument from a sincere, pro-Philippines argument? 
  • I think one difference is hope. The manipulative arguments will say there is no hope for making anything out of Filipinos. The earnest arguments will seek to BUILD hope . . . and opportunities . . . for Filipinos, rather than make them carry the burdens of history as a racial stigma.
  • Another difference is facts. Earnest discussions will not be about adjectives but about nouns and verbs.
  • And a third difference is a clear willingness to listen. Genuine discussions have it. Trolls do not.
Pretty ironic list here. What are some examples of these manipulative arguments she mentions? I find it confounding that not one single example of a racist argument is given in this article which ask she question, "Is anti-Filipino racism rising?" If I was writing about the supposed rise of racism I would give some specific  instances of this racism to support my thesis.

You can't tell people they have to listen if you are not also willing to listen to them. Genuine discussion does not always happen on the internet but I have never blocked anyone on social media because I listen to and tolerate everyone. It appears JoeAm is the troll and not me.

"People on the internet are saying mean things about Filipinos and it's all Chinese inspired trolling." That is her article distilled to its essence. This whole article is one big fuzzy-wuzzy generality. There are no specifics. There is nothing to deal with. It's just assertions and feelies with no facts. The question: "Is anti-Filipino racism rising" is not even answered but the answer is assumed to be yes despite a complete lack of proof.

The point I was getting at is that Duterte did not arise out of a vacuum. He is a product of the culture. Anyone who will take his place will be a product of the same culture. It's not to say Filipinos are stupid and dumb or to beat up on them or denigrate them. It's to say Filipinos are Filipinos. Like all people they are products of their culture. It's right in the tweet, "The problem is the character of the people." That character is shaped by the culture. 

JoeAm did write a very nice and factual article about the dispute in the WPS and I'm sure there are adhere great articles on her website. President Aquino even quote her in his last speech before he left Malacañang. But when it comes to culture and race and how both shape a nation she does not get it. It's kind of funny that her very first blog post is about these issues of race and nationalism.

If you want to know why any people group nation is the way it is you must look at the culture. That is rather obvious but according to JoeAm that is racist. According to JoeAm nationalism has nothing to do with skin colour or place of birth, which are the qualities to which she reduces race, and there really is no such thing as race but it would be better if all races mixed because then we can live in peace and harmony since everyone will be a mongrel. What a contradiction.
It seems to me nationalism is important to: (1) live harmoniously according to commonly accepted rules, (2) gather enough resources to better oppose aggressor states, (3) huddle together for warmth and comfort, or (4) organize an economy that can compete fairly for prosperity. These are moral, military, security and economic needs and have nothing to do with the color of one’s skin or where one was born.
I’m not really sure why so many Filipinos believe it is somehow important to stay fundamentally Filipino. The morality is screwed up by widespread law-bending and corruption, the country can barely feed the ever-birthing hordes, the place is pretty warm already, and the economy can’t spit into the wind for distance. What are they trying to preserve? The hills have been cleared and are washing into the seas, the reefs have been dynamited to gravel, and the fish have been stripped so all that is left are those spiked little creatures that you should avoid stepping on lest you have to hop quickly to get a friend to pee on your foot.
Racial stereotypes are born of fear and misunderstanding and invariably lead to unfairness and punitive behavior. The sooner the whole world cross-breeds itself into a fine yellowish brown tone, the better off we will be.

Notice how JoeAm questions why Filipinos want to remain Filipino and then equates certain behaviours with being Filipino! How racist of her. Then she says racial stereotypes are born of fear! Racial stereotypes are born of observation not fear as she has just demonstrated!

JoeAm does not understand that race is much more than skin deep. It goes right to the DNA and is an essential part of any person and nation. A casual glance at the various people groups and societies around the world should be convincing enough. Racial unity, not diversity, is the strength of a people. Theories to the contrary are completely modern and we see what kind of societies those theories have formed in Europe and the USA where people now have virtually no history or identity except with the products they consume. This is not the place to get into theories of race or ethnos and nationalism and the connection between the two. You can find many useful studies online and in the library. Read Oswald Spengler and Arnold Toynbee for starters.


Next JoeAm outs herself as an old hippie who has drunk the Kool-Aid and thinks everyone is absolutely equal and ethnic nationalism is economically dangerous and culturally boring.
Now, on the other side of the big pond, the US, after its internally hard fought epiphany of the 1960’s, leads the world in setting race aside in favor of competency. The smarter you prove to be in an applied way, where smarts has value to the government or businesses, no matter where you are from or what you look like, or even how many legs you have, you have a shot at becoming a citizen.  
It seems to me that countries that consign themselves to a closet of culturally closed nationalistic prerogatives relegate themselves to: (1) energy wasted defending against imagined foreign ghosts, rather like Chicken Little’s friends running about shouting “the sky is falling”, and (2) non-competitive economic development, as high-skill competition requires getting the best available brains, wealth, technology and productive moxie, no matter where they are from. Not to mention, (3) culturally closed societies risk being really boring, and (4) stand as remnants of outdated thinking of man as a small animal.
Joe has obviously never heard of affirmative action which sets aside competency in favour of race and gender. In America to be qualified you have to be marginalised! There is really too much to comment on here. JoeAm is dead wrong. This kind of thinking is what has lead to the illegal immigration and refugee crises and the subsequent rise in crime in Europe and the USA. With all the rape going on in Sweden that country is no longer a boring place that's for sure. I wonder if JoeAm thinks any of the racially homogenous tribes in northern Luzon are boring.

Martial Law: Murphy's Law

A funny thing happened on the way to the war.

The firefight lasted for 20 minutes and ended when reinforcements from the police arrived. 
It was only then that the soldiers realized their mistake. 
Magaway could not say if the soldiers mistook the policemen for New People’s Army rebels. 
“We are conducting an investigation with our counterparts from the military to find out what exactly happened,” he said.
What a preventable tragedy this is. If the PNP stuck to being police and did not conduct combat operations then they would certainly would never be mistaken for NPA or Islamic terrorists. Many years ago the precursor to the PNP was a branch of the military but in 1990 this changed and the Philippine National Police was created.
The police force shall be organized, trained and equipped primarily for the performance of police functions. Its national scope and civilian character shall be paramount. No element of the police force shall be military nor shall any position thereof be occupied by active members of the Armed Forces of the Philippines.
Special Action Force. — Headed by a Director with the rank of chief superintendent, the Special Action Force shall function as a mobile strike force or reaction unit to augment regional, provincial, municipal and city police forces for civil disturbance control, counterinsurgency, hostage-taking rescue operations, and other special operations.
Traffic Management Unit. — Headed by a Director with the rank of chief superintendent, the Traffic    Management Unit shall enforce traffic laws and regulations.

When have you ever seen the PNP enforcing traffic laws and regulations? I mean with any regularity. With patrols on the road going after drivers not using headlights or making illegal turns? Not just when they set up random checks for motorcycles. And it is always and only motorcycles they check not all vehicles. What a joke! If the PNP went about doing normal police functions incidents like this and the one in 2015 would never happen. Leave the terrorist fighting to the AFP. It's pretty simple and it's in Republic Act 6975.

Now the PNP and the AFP have the burdensome task of sorting out this horrible mess.

In a statement shared through state-run People's Television Network, Gen. Carlito Galvez, AFP chief of staff, said the military and police "have already mounted joint and independent investigations and we assure you that these will be transparent and no cover-up will be allowed to happen."
Well that's great. But why bother? Better to just toss out the investigation because Duterte has already absolved all AFP and PNP personnel involved and declared no one is to blame except himself.

In fact the root of the whole incident can be chalked up to that invariable scientific law which governs all men and things: Murphy's Law.

But in last Monday’s incident, Farnacio said the coordination appeared to be “hazy.” He said the policemen contacted the Army detachment commander in the area to inquire if there is an ongoing Army operation in Sta. Rita. 
“There was coordination on the detachment level. They (police) coordinated there three days ago,” Farnacio said 
Farnacio said a 16-man team from the Army’s 87th Infantry Battalion was conducting combat operations for the last six days in the mountainous area of Barangay San Roque at the boundary of Sta. Rita and Villareal town. 
The military operation was in response to the repeated sightings of NPA rebels, he said. 
On the other hand, police troops from the PNP’s 805th Regional Mobile Force Battalion were also pursuing the same NPA group. They initially inquired from an Army detachment in Barangay Anibongon to find out if there is an ongoing Army operation in San Roque. 
“They only asked if there are military operations there. The detachment commander replied in the affirmative but the PNP only said ‘noted’ – they did not say if they are going in to operate in the (same) area,” Farnacio said.
Murphy's Law? Sounds more like bumbling incompetence from the PNP who did not inform the AFP they to would be conducting operations even while the AFP were conducting operations in the same area. 

Despite Duterte's humbleness and willingness to impute all responsibility for this tragedy to himself and hand out cash to the surviving families, the families are not having any of it.

The families of the six policemen killed by soldiers in what was reportedly a misencounter have expressed disappointment at being told by President Duterte that the incident was “not intentional and no one should be blamed,” even as he took full responsibility for the incident. 
The President conferred medals on the dead and the wounded policemen, and ordered the release of P225,000 to each of the families of the victims. 
But after a brief talk with the President, the families of the fallen policemen came out dejected after he told them that he was solely to blame for the tragedy as commander-in-chief. 
“However, this is the best opportunity for us to ask President Duterte to help us complete the investigation in the soonest possible time to give us justice. We still feel na hindi niya kami papabayaan (he will not abandon us),’ Rosario and Rachel said. 
Earlier, the Philippine National Police (PNP) released P100,000 in financial assistance to each family of the victims. 
Rachel said accepting the money does not mean they are already “fine and OK” because what they demand is “genuine justice for this unfortunate incident.” 
In his speech at the Sangyaw Festival of Lights at the Balyuan Ampitheater in Leyte, Duterte said he was assuming “ultimate blame” for the deadly misencounter since he is the commander-in-chief. 
“I told them just to forget it, they didn’t mean to do it anyway,” he said, recalling his appeal to policemen. 
“And you know, Murphy’s Law operates the way it is. If things can go wrong, they will go wrong,” he said. 
“I told the policemen I’m also your and the Army’s commander-in-chief. Let’s just say it’s all my fault,” he said. 
“But since you are all my soldiers, let us forget the hurts. Allow the investigation to go on, and let us see what develops in the future,’” he added.
The family members of these dead PNP officers will be receiving 325,000 pesos for their loss. Maybe to shut them up. Can you imagine being told by the President to "just forget it." That is unbelievably callous. Why is he so eager to shut everyone up and dismiss this tragedy as if it were jus the result of Murphy's Law? Imagine if he said this about all the men killed in the drug war. "Just forget it, it's Murphy's Law." There would be even more outrage than there is now.

The PNP and AFP better get their act together now that the peace talks with the CPP have been scrapped. The NPA will be out in full force. Whatever that means. Talk is cheap and the NPA seems to prefer small time terrorist and criminal activities to anything really revolutionary like storming the capital and ousting the President.

What kind of revolutionary talk is that!? Revolutions are not won through peace talks. They are won through force and the shedding of blood. Bolsheviks these people are not. Nor is Duterte up to the task of stamping out this evil group.

Duterte said the 46-year-old communist insurgency had to end and that it would be among his top priorities “should God puts me there (the presidency).” 
He said he would find a common solution to the communist insurgency and the Moro rebellion by inviting their respective leaders to talks. 
“Filipinos cannot continue on killing each other. This has to stop,” he said.
Don't expect the Reds to be "decimated" during Duterte's term. Don't expect there to be peace either.

Electric Pole Falls on Jeepney

I don't know how it happened but no one was hurt.  





From the looks of it the electrical pole buckled under it's own weight as the concrete base crumbled which lead to the fall.

By the time I arrived it was obvious this scene was not new. But where was the electric company? Who is this guy hooking up the pole to the backhoe? He is not from the electric company. There was also only one cop on the scene and he was not doing anything but looking around. Why weren't there more cops directing the flow of traffic away from the wreck?

By morning a new pole had been installed. This time off the sidewalk.


An electric pole fallen on top of a vehicle or in the middle of the street is something I knew I would see sooner or later. They are all rotten and in state of disrepair. It's surprising that they haven't all fallen down.
