The Public Attorneys’ Office (PAO) has filed another criminal complaint against former Health Secretary Janette Garin and 38 others for the death of a 12-year old girl who was a recipient of the Dengvaxia vaccine.
How many more cases will be filed? One every time a child is alleged to have died from the vaccine? At this rate these cases won't be resolved for decades.

A radio announcer gunning to be a barangay (village) councilor was gunned down by motorcycle-riding gunmen in Negros Oriental before dawn on Friday. 
Investigators are now looking at all possible angles in the murder, said Tataca. 
Tataca said Alburo’s death could also be linked to his job as a radio announcer. 
Tataca added that they are also looking into the angle that Alburo’s death was triggered by a heated argument he had with someone at the cockpit.
Election violence? Or just a heated argument? Why the need with the word play? Gunning to be councillor gunned down by gunmen? Totally unnecessary and more like a tabloid than what a real news outlet should be writing.

Responders rescued 250 families in a still ongoing “massive rescue” in Matnog town in Sorsogon province hours after flooding spawned by Tropical Depression “Usman” submerged houses in 19 villages starting Friday afternoon. 
Dionebel Figueroa, Matnog municipal administrator, said the flood reached neck-deep in certain areas and some residents were waiting for rescue on the roofs of their submerged houses. 
The villages of Tabunan, Sinebaran, Camcaman, Camachiles, Tablac, Banuangdaan, Manjumlad, Naburacan, Lajong, Pawa, and Bolo were among those that still needed rescue as of this writing. 
Figueroa said the families who were taking shelter at the parish church were also rescued and brought to higher ground. 
According to him, road constructions and high tide contributed to the rise of flood water.
Flood control projects that do not prevent floods! All over the country roads are torn up constantly in the name of flood control. How many of them are money pits, scams?  Here is an instance how corruption costs lives and literally destroys homes. Oh and who is working on these infrastructure projects in Sorsogon?

A company owned by the in-laws of Budget Secretary Benjamin Diokno cornered government contracts in Sorsogon province worth P551 million in 2018 alone, according to records of the Department of Public Works and Highways (DPWH).
Yeah nothing fishy about that. No corruption here. Just a coincidence! The whole article reads like a web of intrigue in typical Philippine fashion. It's all one big scam. When the House passed a resolution to ask Duterte to fire Diokno everyone came out of the woodwork vouching for his integrity. Turns out he is just as corrupt as the rest of them.

The leadership of Ako Bicol Party list wants Congressman Rodel Batocabe’s son, Atty. Justin Batocabe, to finish his father’s remaining six months in office. 
The proposal, however, must go through proper procedure set by the Commission on Elections (Comelec) and is subject to the approval of House Leadership.
Why? Because he is qualified? No. Because politics in the Philippines runs purely on tribal and dynastic lines.

Napoles argued that Revilla’s acquittal meant there was “no main plunderer, hence, there is no plunder.” 
The main plunderer requirement was imposed by the Supreme Court on prosecutors in its controversial July 2016 decision to acquit former President and now Speaker Gloria Macapagal-Arroyo. 
Lawyers of Napoles argued that their client could not have been the main plunderer because she was “not a public officer.” 
They also claimed that Napoles shouldn’t have been charged with plunder because the amount she and Cambe were accused of stealing did not breach the P50 million threshold.
This argument is very stupid but it is based on legal precedent set by the Supreme Court and authored by newly minted CJ Bersamin and as such I wish this lady all the luck in the world. If she goes scot free it is only due to the incompetent folks on the Supreme Court who bent the law to set GMA free.

A police probe into an estafa case blossomed into a romantic relationship between the lead investigator and the prime suspect that led the lawman joining her illegal activities – or so the story goes. 
Investigator SPO2 James Baluya “developed a romantic and working relationship” with suspect Dolores Barrion while looking into her case, said the Highway Patrol Group (HPG) in a press statement. 
According to Evasco, Baluya was apparently enticed to join Barrion’s illegal activities while closely investigating her case. He reportedly eventually began acting as her bodyguard and adviser in her transactions.
Oh to be a PNP officer and in love.  How romantic!

In a speech in Kidapawan City, Cotabato, the President attacked the doctrine of God the Father, God the Son, and God the Holy Spirit as he once again went into a tirade against priests and the Catholic Church.  
“Magdasal ka na sa isang Diyos, magdasal ka pa dito sa santong yawa. Isa lang ang Diyos. (You’re already praying at one God, then you’re going to pray these cursed saints. There’s only one God.) There’s only one God, period. You cannot divide God into 3, that’s silly,” said the President. 
Before attacking the Holy Trinity doctrine, Duterte said Jesus Christ is “unimpressive” because he had allowed himself to be nailed on the cross.  
“‘Yong Diyos mo, pinako sa krus. Tangina. Nakakawala ng bilib. Ako ang Diyos, tapos ipako mo ako? Putangina. Sabihin ko, ‘Lightning, ubusin mo ito. Sunugin mo lahat ng mga erehes,'” said Duterte.

How is there ever an appropriate time to blaspheme? Why did this subject even come up at an event where land grants were being distributed?

“We have 18 cities and municipalities in our list but not necessarily to be under Comelec control ... It will depend on the outcome of the weekly conferences. Updates will be tackled by the technical working group,” Albayalde said at a press conference in the Comelec office in Manila.

After berating the fictional Padre Damaso in Jose Rizal’s Noli Me Tangere and the American priest arrested in Biliran for committing abuses against women and children, respectively, Duterte segued into his “confession” to a priest when he was a freshman at the Ateneo de Davao. 
Duterte said he stammered at first, then told the impatient priest, “I went to the room of the maid.” 
When the priest asked why, the teenage Duterte said: “I lifted the blanket…. I tried to touch what was inside the panty…. I was touching [it]. She woke up so I left the room.” 
Then he said he went to the bathroom for the “usual.” 
Duterte then told the priest he went back to the maid and “I tried to insert my finger.” 
Responding to the priest's question, Duterte claimed the maid “was closing her eyes, fast asleep” the whole time. And then he said he went back to the bathroom for a second round of the “usual.” 
The confession ended with the priest admonishing him, “Oh my God, say 5 Our Fathers, 5 Hail Marys, because you will go to hell.” 
To unbelievers of his confession, Duterte told the audience, “Totoo man (It’s really true)!... It’s true.”

The unidentified seven police officers will be facing administrative cases, said Director General Oscar Albayalde, PNP chief. 
“As I have promised, there will be no mercy for errant personnel who will fire their guns to celebrate the holiday,” Albayalde said in a statement. 
The seven police officers were among 23 persons who were arrested for alleged indiscriminate firing over the holidays, a report from the PNP said. 
Also arrested were a member of the Armed Forces of the Philippines, another law enforcement agent, two security guards, and 10 civilians, the PNP said. 
The full might of the law will be applied to these trigger-happy gun owners upon observance of all requirements of due process,” Albayalde said.
An administrative case is not the full might of the law. All of these people including the PNP and AFP personnel need to be charged with criminal cases and dismissed from service. Indiscriminate firing of guns is dangerous and potentially deadly.

“The total ban [of firecrackers) cannot be executed without the benefit of really identifying alternative livelihood activities or programs,” Duque said in a press conference at the East Avenue Medical Center. 
Duque said that the government “cannot be reckless” and should be clear on what alternative livelihood programs would be provided for people who would be affected of the ban. 
“We cannot be reckless, we have to be very clear about what will be the alternative livelihood programs for people who will be displaced because of the ban,” he said. 
“I think that is the more compelling reason we ought to look into,” Duque added.
Every year people are injured and even die due to reckless usage of fireworks but instead of banning them altogether the government will allow them to continue to be manufactured because otherwise these people would be without a job. A job that results in the death and injury of others. It's like saying dealing drugs should not be made illegal because otherwise these people would be without jobs. Dumb reasoning.

Sarangani Rep. Rogelio Pacquiao was accused of mauling two minors for driving their motorcycles with loud mufflers in Barangay Apopong, this city on New Year’s Eve. 
The victims aged 14 and 15, reported to the Police Station 2 that the congressman’s bodyguard identified as PO2 Estrada flagged them down as they passed by the house of Pacquiao in Barangay Apopong past 10 p.m. before New Year’s eve.. 
The victims alleged the congressman’s aide confronted them for driving past their motorcycles with loud mufflers which reportedly irritated the lawmaker who was inside his house. 
The victims also alleged that Estrada brought them inside the compound of the congressman’s residence where they were allegedly mauled by Pacquiao and his bodyguard. 
On New Year’s Day, the victims and their parents were summoned to the barangay hall by the congressman. 
Congressman Pacquiao served as barangay chair of Apopong until he was elected congressman of Sarangani in 2016 replacing his elder brother, Sen. Manny Pacquiao. 
During the dialogue, the minors together with their parents recanted their earlier statements issued to the police saying it was a case of mistaken identity. 
The complainants said they were unsure if it was Pacquiao who hit them since it was dark at the congressman’s residential compound.
Teenagers too young to riding motorcycles are out riding motorcycles which are loud but not so loud that they can't hear the shouts  of Pacquiao's aide flagging them down so he can bring them into the residence where they are beaten up by both Pacquiao and his bodyguard. But later all parties are brought in to have a sit down at the barangay hall and they recant. It seems the PNP were not involved at all. This incident smells like a cover-up. Enough time had passed that Pacquaio could have contacted these boys families and paid them off to not press charges.

To raise additional revenues, the Social Security System (SSS) will sell nine condominium units in the cities of Makati and Pasig worth a total of P79.5 million. 
The SSS’s net income fell 38 percent year-on-year to P8.6 billion as of end-September 2018 as the increase in its revenues was outpaced by the faster jump of expenses due to higher pension payouts. 
Its fund life was already slashed by 10 years to 2032 from 2042 previously when the additional P1,000 a month were granted to pensioners since 2017. 
Implementing the second tranche of pension hike this year, as earlier promised by President Duterte, would further slash the fund life to only until 2026—which means that the SSS will no longer have funds to disburse benefits in seven years’ time, unless its fund is replenished.
The SSS is fund is quickly diminishing so in order to raise funds the SSS is selling off idle assets which raises the question: Why does the SSS own condominiums?

For the first time since 2010, the national government is now running on a recycled budget. 
Due to the failure of Congress to approve the proposed P3.757-trillion 2019 national outlay, the 2018 spending law was automatically reenacted on Tuesday, New Year’s Day, by operation of the Constitution. 
The Senate is expected to resume work on the 2019 budget when Congress reconvenes on Jan. 14 after a month-long Christmas recess.
If the House had not wasted time on drafting a federal charter then perhaps the budget would have been passed on time and approved by the Senate and the the nation would have a budget for 2019.

In the wake of Tropical Depression “Usman” and the low pressure area that wreaked havoc on the country in the past week, Senator Grace Poe on Thursday called for the urgent passage of the bill that would create the Department of Disaster Resilience and Emergency Management (DDREM). 
Poe made the statement after observing a lack of coordination between the national government and local government units (LGUs) during the onslaught of the weather disturbance. 
“Parang kulang pa rin ang coordination ng national government at ng local government units, kasi wala naman talagang point person sa NDRRMC,” Poe said in a radio interview. 
Poe said there must be enhanced coordination between the national government and local government units to effectively respond to the needs of communities before and after calamities.
The path to more corruption is paved with good intentions. It would be better to reform the NDRRMC and the Office of Civil Defense than to create a whole new department which will mean more allocation of monies and more opportunities for corruption. Remember last year when all those mayors visited Malacañang at the behest of Bong Go while their cities were bracing for a typhoon? A new DDREM won't fix stupidity like that.

Only two of his underlings have been arrested. So where is the mayor? Some members of Congress have asked to Duterte to PREVENTIVELY SUSPEND HIM FROM OFFICE!!!!

Majority Leader Rolando Andaya Jr., for his part, lauded the development, while he continues to call for justice for Batocabe. 
Well for one I’m happy solved na ‘yung kaso. Secondly nakakatakot naman na kapwa pulitiko na, umabot na sa ganyan ang sitawayson sana, well if he would be brought to justice, sana it will be a swift decision (na) siya talaga ang perpetrator (I hope,” he said in an interview here.

Rep. Andaya is a moron! The case has not been solved. Allegations have been made, the public has been shown a flowchart, and the alleged mastermind is still free! If he ever is arrested the trial will take years and seeing as how one of the masterminds of the PDAF scam was just set free I am sure the mayor will also go free. Oh well at least the PNP cancelled the mayor's gun permits.

Jeepney With No Working Windshield Wiper

It wasn't the jeepney ride from hell. It was just business as usual riding the cheapest form of public transportation in the Philippines. I should have been tipped off when the driver turned the key and it took about 30 seconds for the engine to rumble to life that this ride was going to be special.

The tropical storm brewing finally broke and the rain began steadily drizzling down but the jeepney did not have functioning windshield wipers to whisk the water away. It did not even have windshield wipers. It had a windshield wiper. Just one.




Look at that solitary wiper blade. Frozen in place. Not moving an inch. Not wiping away the water so the driver can see. Many jeepneys have only one wiper but at least they work. This one did not. 



Very clear and safe vision. I'm sure the driver has been at this game so long he can tell which blur is which. If not he can just stick his out the door and squint. Who needs functioning windshield wipers anyway? Safety is for babies.

Along the way he stopped to get gas and of course he did not turn off the engine.


Actually in the Philippines nobody ever turns off their vehicle when they fill up. No big deal though. It's not as if there could be an accidental ignition and a huge explosion. This driver might have had a hard time getting the engine to start if he had turned it off.


But who cares. I got to my destination safely right? Isn't that all that matters?

Why Are Foreigners Doing the Job of the Government?

Stories about foreigners and foreign NGOs setting up shop in the Philippines on a quest to eradicate poverty are numerous. But why is this even necessary? Are there foreigners investing in eradicating poverty in Compton or Harlem or the south side of Chicago? Plenty of local and national organisations take care of the poor in those cities. So why is the Philippines relying on foreigners to pick them up instead of doing it themselves? Take this man for instance:

With that headline one might think he's doing a nice thing helping out poor people. But much more is going on. Australian Bob Murray is the head of the Muravah Foundation. Here are some of their objectives and projects:
The Muravah Foundation was initially established in the slums in Manilla, Philippines to give opportunity to under-privileged kids to complete a university degree. Core to our philosophy is that we support ALL the children in each family. This complete family then has a chance in the future to move out of poverty permanently. 
This philosophy has grown to include the adoption of whole communities, by investing in education, health, environment, improved farming methods, irrigation and small business loans. We've established a community based farmers association (Mayon Farmer's Association) and introduced banking.

When I came to Barangay Sua, Bicol, on the East side of Luzon, the main Island, it was a case of sponsoring a whole family including creating work for the parents, and it soon became adopting the whole community. 
This meant re-building the Elementary school and fitting it out with everything necessary for a good education for the kids. It also meant introducing a feeding program to keep 150 of the 320 awake and alert. With no gas in the tank they would arrive at school exhausted. It meant building a brand new health clinic capable of serving all emergency needs including baby delivery. It meant increasing the income of the families and as the only form of employment was farming it meant increasing farmer yields. This meant forming a farmer association and providing input loans, water supply etc. It meant care for the environment and most of all, it meant restoring Hope. 
So the Journey began and so it continues. 
I’m now 67 and in perfect health (no drugs required) and we have a succession plan in place – just in case. 
As I have verbally informed the folk here “ this is a lifelong commitment. Not leaving ‘til the job is done.”

Muravah Foundation has now adopted the school and the school classrooms, roofs and windows have been re-built and painted. All blocks of rooms are now connected by a covered walkway and we have installed a new toilet block. 
Muravah Foundation has already supplied educational books, shelving and furniture for the library, and security windows for the office and library.  We supplied the best available English coaching manuals which were introduced into the curriculum in June 2011.

Last year we were feeling pretty pleased with the progress we have made by increasing production for 100’s of rice and vegetable growers. We then reflected on our motto “ We take people out of poverty permanently”. Hey! What about the families with no land? Still dirt poor living well below the poverty line, not enough food on the table, and here we are surrounded by them, and yes – we are still feeding 112 kids every day at the Tumpa Elementary school. The answer was staring us in the face. All around there is arable vegetable growing land not being farmed due to absent, old or sick owners. We formed a business unit called M.F.A. FARMS and approached the owners with the proposition that we farm it and in return we will plant the land with coconut. All agreed and we now employ several of the previously unemployed to work the land. The unemployed without farming skills will be included as apprentices as we grow. This is early days, and we’re still in the red, but we will make this work. Currently we have 11 hectares planted with potential for 35 hectares and that’s just in barangay Sua. The Mayor has organized tables for us in the farmer market in town for retail and wholesale sales of our produce. We are now well recognized and respected by the Government agencies.

Doesn't this strike anyone as weird? That a foreigner is adopting whole communities? That a foreigner is adopting schools and providing them with instructional materials? That a foreigner is working with famers to increase the crop yield? That a foreigner is creating jobs for the people? That a foreigner has established a banking system to provide small business loans?

What is going on here? This man is literally doing all the jobs the government is tasked with and he is doing it better than them! This NGO has taken over whole barangays and has effectively become the government providing healthcare, education, jobs, banking, and even teaching farmers how to farm more effectively. And he has the support of the Philippine government!

There is a Department of Education and a Department of Agriculture and a Department of Labor. Where are these government agencies? Why aren't they providing educational materials to poor schools or assisting farmers in increasing their crop yield or creating jobs and other economic opportunities for the people? Those tasks are actually part of the constitutional mandates of those agencies.

SECTION 17. The State shall give priority to education, science and technology, arts, culture, and sports to foster patriotism and nationalism, accelerate social progress, and promote total human liberation and development.
Article 14 
SECTION 1. The State shall protect and promote the right of all citizens to quality education at all levels and shall take appropriate steps to make such education accessible to all. 
SECTION 2. The State shall: 
(1) Establish, maintain, and support a complete, adequate, and integrated system of education relevant to the needs of the people and society; 
SECTION 4.  
(2) The control and administration of educational institutions shall be vested in citizens of the Philippines.
When a foreigner adopts a school, rebuilds it, and provides it with educational materials who is controlling that school? The foreigner of course. But no one sees a problem with that and in fact Bob Murray claims his organisation is recognised and respected by government agencies.

Those agencies should be appalled at this situation, aghast that an Australian has commandeered a whole barangay, and ashamed with themselves for allowing it to happen. This man, this Australian, with his NGO, is outperforming the government in the very areas they are tasked with overseeing! 

Apparently Filipinos are better off when foreigners are in control. Why isn't the government doing its job and why, when it does do its job, does it do so in a desultory and perfunctory manner? Why are schools lacking in proper educational materials and teachers underpaid? Why are famers not getting the best from their land? Why are people left without jobs and relying on handouts from their OFW relatives? Why are there homeless people and people living in shanties when the constitution specifically states that the State is to provide affordable housing to the underprivileged?

SECTION 9. The State shall, by law, and for the common good, undertake, in cooperation with the public sector, a continuing program of urban land reform and housing which will make available at affordable cost decent housing and basic services to underprivileged and homeless citizens in urban centers and resettlements areas. It shall also promote adequate employment opportunities to such citizens. In the implementation of such program the State shall respect the rights of small property owners.
A foreigner is also breaking into this market which should be covered by the government.

Not only is Engaard a capitalist he is also a philanthropist! He is in it for the money as well as to share in a vision to help Filipinos. The government is not a capitalist system at all. It is to have its power derived from the people and to serve the people. But the people are either not being served or they are being underserved. What power do the people really have when the government which is said to receive its power from them does not serve them the way it should? None! They have no power at all.

Why are foreigners doing the job of the government and doing it better than them?

The answer is simple.

The bureaucrats and politicians in the Philippine government are too busy stealing from the people and misspending or not spending their budgets. Maybe federalism and thus more government will fix this mess.

Martial Law: Predictions for 2019

It's a new year and a new extension but what will happen this year during martial law in Mindanao? Based on all that has happened so far here are a few predictions for 2019.

1. Duterte will continue his inconsistent and contradictory rhetoric in regards to the NPA.

The nation has been witness to this flip-flopping since the beginning of his presidency. First he says he will have peace and he even released many NDFP members who were in prison so they could facilitate with the peace talks. Later the peace talks collapsed and Duterte declared all out war against the NPA. But no war happened and the peace talks were revived only to collapse once more.  It is a cycle which keeps repeating.

2. Abu Sayyaf will remain a threat.

“I do not want a war. I do not want to kill Filipinos. I do not want the government to kill its own people,” the Philippines said as he activated the 11th ID in Sulu. “[But] there are certain developments, especially the entry of the IS (Islamic State jihadist group), which have influenced the people.”
Brig. Gen. Rey Pabayo Jr., the acting commander of the 11th ID, said he would sustain the campaign against the Abu Sayyaf. 
“We are optimistic that, with the activation of the 11th ID, we will end our campaign against terrorism and bring peace and order in Sulu,” he said.
Overlooking Duterte's remark that he does not want to kill Filipinos or for the government to kill its own people (happy to slaughter drug addicts) does this declaration that Abu Sayyaf will be finished off sound familiar?  It should.

“You will see very significant accomplishments as far as the suppressing the Abu Sayyaf is concerned," Aquino said on Wednesday, October 22. 
"I am just trying to stop myself because I might be revealing ongoing operations and warned them that, you know, ‘They are about to catch you,’ ‘You’d better leave.’ So let me cut myself short there." 
Aquino refused to give a deadline but later added, “I’m so tempted to tell you what to expect in the following days, but I think I will be compromising and putting at risk people undertaking my orders. Please await developments. They will be self-evident.”

3. The Philippines will retain its ranking in the top ten countries affected by terrorism.

Dubbed among the list's "emerging hotspots of terrorism," the Philippines is the only country in Southeast Asia in the top 10, which was topped by Iraq.
With a little luck and a few explosions the Philippines could climb the ranks to number one and be the most unique country in the world that is not only a tourist hotspot but also terrorist hotspot.

4. The BOL will pass the plebiscite thus forming the BARMM. The BOL will also miraculously be upheld as constitutional by the Supreme Court and the long slow process of secession will begin. Also terrorism will only increase between the various terror groups including in-fighting within the MILF.

The Bangsamoro Organic Law (BOL) will destroy the country and dismember its territories, a group of constitutional experts and framers warned as they asked the Supreme Court to declare the landmark legislation unconstitutional. 
The petition questioned the creation of a Bangsamoro Autonomous Region (BAR) in Muslim Mindanao to replace the existing Autonomous Region in Muslim Mindanao (ARMM). 
PHILCONSA argued the 1987 Constitution only recognizes one autonomous region in Muslim Mindanao.  
According to the group, the creation of a Bangsamoro political entity is contrary to the Constitution which created only provinces, cities, municipalities and barangays, and autonomous regions in Muslim Mindanao and the Cordilleras, calling BAR an “interloper” or a “stranger.”  
The group also called out the grant of legislative powers to the Bangsamoro parliament, such as the power to grant tax exemptions and incentives, to create government-owned and controlled corporations, and to declare nature reserves, aquatic parks, forests, watershed reservations and other protected areas – powers which are reserved to Congress.
PHILCONSA also objected to the grant of powers to the Bangsamoro parliament to enter into trade relations with foreign countries and to contract foreign loans. 
Its other objections pertain to the creation of a separate flag for the Bangsamoro Government and the omission of Lumads as among the Bangsamoro people.

On page 3 is the provision for a Bangsomoro flag, pages 67 discusses foreign loans, and pages 68, 69 and 83 and 84 discuss foreign trade. The BARMM will for all intents and purposes be its own autonomous an covering country. Article 3 sec. 1 declares that areas covered by the BARMM "shall always be an integral, indivisible, and inseparable part of the national territory of the Republic of the Philippines" but what does that matter to the MILF? If they decided to break away would the AFP invade and start a bloody and horrible war? 

Although the issues raised by PHILCONSA are very serious and will surely sink the BOL the MILF chairman is confident that the law will pass constitutional muster when it comes up before the Supreme Court. With Bersamin as Chief Justice why shouldn't it?

“We are very confident that the BOL will stand the constitutional test because it has been processed many times during the negotiations, during the crafting of the law, during the passing of the law in Congress,” Murad said in an interview over ABS CBN Channel. 
“Everybody made sure that the law will be constitutional,” he added. 
The MILF chief said that if the BOL would not pass the constitutional test, extremist groups could use this as a justification to continue their cause. 
“Ang tingin namin, it will be capitalized by extremist groups. Now, for the meantime, when the BOL succeeded in passing Congress, they have no more justification in their campaign,” he said. 
“Now, if BOL will not pass, they will again capitalize on its failure in order to campaign for more adherents to their campaign,”  he added. 
On the other hand, if the BOL was enforced, Murad said the nation would benefit from the peace and justice that it would bring. 
A vote for the BOL is a vote for peace and a vote for justice. The peace and justice will be enjoyed not only by the Bangsamoro people, it will be enjoyed by everybody and it will ultimately be a development for the Bangsamoro area. Everybody will benefit from it,” he said.
It would be silly to expect Murad to defend the BOL from a constitutional perspective. Leave that to the lawyers of course. All we need to know is the BOL means peace. Know BOL, know peace. No BOL, no peace. Pretty simple right? 

Except it's not true.
If MILF can't get their people in line then how are all the other groups supposed to fall in line and keep the peace? 

As long as Duterte has a man as Chief Justice of the Supremer court the future of the BOL is secure. The future of the Philippines, now that's a different matter.

4. The NPA will remain relevant.

Sison said President Duterte’s attempt to ridicule the armed revolution is contradicted by his more frequent rant that the CPP and the New People’s Army (NPA) are the principal threats to the counterrevolutionary state and are his scapegoats and pretext for his scheme to establish a fascist dictatorship through martial law nationwide and charter change to a bogus kind of federalism. 
He said the CPP has made great achievements in the field of ideology, politics and organization. It leads the millions of people who are in a comprehensive array of revolutionary forces, including the NPA, the National Democratic Front, the mass organizations and local organs of political power that constitute the people’s democratic government. 
“The photos of the New People’s Army in company or battalion formations in so many places all over the Philippines in celebration of the 50th CPP founding anniversary prove beyond doubt that the NPA is a vibrant and growing force,” Sison said. 
“They prove the utter falsity of Duterte’s claims that the NPA is being decimated by him and is on schedule to be completely destroyed before the current year ends or at the latest in the second quarter of next year,” he added. 
Sison said of all the revolutionary forces, the NPA is in the best position to take the most dramatic initiatives in the form of tactical offensives to further disprove the false claim that the armed revolution is already a failed rebellion. Whenever the NPA tactical offensives are successful, they resound on a national scale.
It's not so much that the NPA engages in tactical offensives as much as they engage in banditry and limited and occasional guerrilla warfare. The coffers of the CPP-NPA are filled with millions of pesos extorted from business owners. Once in a while the NPA will poke its head out of the jungle to snipe a few PNP or AFP men. But as of this moment they have hostages.

The CPP said all of the captured POW are "being treated leniently" and that they will be released soon if the government troops lessen their offensives too.
As wth Abu Sayyaf the AFP has repeatedly declared the CPP-NPA to be irrelevant and has been wrong every single time.

The gist of all these predictions is that it will be business as usual in 2019. Nothing will change. The AFP will continue to attempt to end both the communist and Muslim insurgencies by engaging in the same tactics and hoping to get different results. That is insane!
