Using the cash assistance he got from the Makati City government, a 42-year-old welder — one of the many who lost their jobs due to the new coronavirus disease (COVID-19) — built a cart and started selling street food. 
According to Mario Lutang, a resident of Barangay Valenzuela, he has been earning around P500 to P600 a day since he started selling fish balls, “kikiam,” hotdogs, squid balls and juice drinks on July 15. 
He said he took on different jobs when he was laid off from work in March after Metro Manila was placed on lockdown. 
In May, the Makati City government launched its Makatulong 5K economic relief program to help residents affected by COVID-19. Lutang and his wife, Veronica, were among the 500,000 beneficiaries who received P5,000 each. 
To ensure a regular source of income for his family, Lutang decided to invest his share in a food cart which he built with his own hands. He then borrowed P1,000 from his wife to buy the street food they would sell to customers.
As long as the city does not lockdown under ECQ again he should continue making money. But isn't the very nature of a street food cart antithetical to the strict sanitary protocols the city is attempting to enforce?

COVID-19 cases continue to rise. Experts at the UP are predicting 375,000 total cases by mid-September.

The number of COVID-19 cases in the Philippine may rise to up to 375,000 by the end of September, according to the newest projection made by experts from the University of the Philippines. 
In their August 27 forecast report, the UP-OCTA research team said the projected total number of cases is 330,000 for a "lower" estimate, 350,000 for "median," and 375,000 for "upper." 
The researchers reported that the reproduction number of COVID-19 and the number of new cases per day have both decreased near the end of August. 
The reproduction number, which indicates the average number of people who may contract COVID-19 from an infected person, is at 1.03 from August 20 to 26. 
The researchers have said the ideal reproduction number is less than one, in which each existing infection causes less than one new infection and means "the disease will decline and eventually die out." 
They also observed that the average number of daily new cases is 4,073 from August 19 to 25, lower than 4,300 in the previous week. 
This trend is also true for the National Capital Region, where there was a "surge" last July, according to the researchers. 
The research team said the number of daily new cases is at 2,192 from August 21 to 27, down from 2,684 in the previous week. The reproduction number has fallen below one at 0.95. 
The positivity rate has also decreased from 16% to 14% in the last two weeks.
Even though this downward trend is slowly picking up the battle against COVID-19 is far from over.

The coronavirus disease pandemic is far from over even with the apparent “flattening of the curve” of new cases in the country, an expert from the University of the Philippines said. 
In an interview with “The Chiefs” on One News/TV5 on Wednesday, mathematics professor Guido David urged the public to maintain the momentum to prevent a resurgence of cases. 
“The truth is we’re already seeing the flattening, but we were just being a bit more conservative (when we said that we will see it) by the end of the month,” said David, a member of the OCTA Research team that regularly releases projections on the pandemic. 
“I have to caution our viewers that flattening does not mean that the pandemic is over. It’s just the start of the recovery period,” he stressed.
"Just the start of the recovery period." Men with guns all still be needed to continue the battle.

Where did COVID-19 originate? How did it make its way to the Philippines. Some say China. Others say no.  The DOH says its too early to tell.

While an analysis of the circulating strains of the coronavirus in the Philippines showed that their makeup differed from that contracted by the three Chinese tourists who visited the country early this year, the Department of Health (DOH) stressed on Wednesday that it was still too early to conclude that they did not help spread the infection that has already sickened more than 200,000 Filipinos. 
“Although [the] RITM initially showed the gene sequence of the three Chinese tourists were different from the rest of the population that they have studied, again let us try to be cautious in interpreting. We need more details, we need more data,” Vergeire told reporters in her regular online briefing. 
“We need to further study so that we can accurately say that the Chinese [tourists] weren’t the ones who spread [the virus] and that we had other sources of our infection,” she added.
So the RITM sequenced the strain of the virus in the country and compared it with the strain contracted by three Chinese tourists who visited the country earlier in the year. The sequences are different ergo COVID-19 did not spread in the Philippines from China. But the DOH says the sample size is too small and way more data is needed to make a definitive  pronouncement on the matter.

DOH Secretary Duque has ruled out any possibility of more strict lockdowns.

Health Secretary Francisco Duque III yesterday ruled out placing the National Capital Region (NCR) again under stricter lockdown despite the continuing rise in cases of COVID-19, saying doing so would irreparably damage the economy. 
“We can no longer afford to revert to higher quarantine status of MECQ or ECQ because that will irreversibly injure if not damage the economy beyond repair,” Duque said. MECQ or modified enhanced community quarantine is a relaxed ECQ. 
Instead of lockdown, Duque stressed the importance of stricter implementation of contact tracing and other measures to prevent further transmission of the virus.
With 47% of adults reporting that they have lost their jobs it would seem the economy is already irreversibly injured.  Certainly nothing will be the same for a long time to come.

Short term investments in local financial markets continued to leave the Philippines in July as investors repatriated their assets due to the economic uncertainties caused by the coronavirus pandemic, according to the latest data from the central bank. 
As of the Bangko Sentral ng Pilipinas’ (BSP) latest figures, more of these so-called hot money investments left the country than entered it in the first seven months of 2020. 
Central bank-registered foreign portfolio investment transactions from January to July 2020 yielded net outflows of $3.8 billion resulting from the $10.2-billion gross outflows and $6.4-billion gross inflows for the said period. 
“This was larger compared to the $706-million net outflows noted for the same period last year brought about by uncertainties due, among others, to the impact of the COVID-19 pandemic to the global economy and financial system, and other key events earlier in the year such as the geopolitical and trade tensions, and corporate governance issues invol­ving the water concessionaires,” the BSP said. 
Meanwhile, year-to-date transactions for all investments—Philippine Stock Exchange (PSE)-listed securities, peso-denominated government securities and other investments—resulted in net outflows. 
For July 2020 alone, BSP-registered foreign portfolio investments yielded net outflows of $453 million resul­ting from the $1.2-billion gross outflows and $719-million gross inflows for the month. 
This was larger than the recorded net outflows of $235 million in June.
The outflow of hot money is a trend that has been happening for some time. It seems the pandemic has caused even more money to leave the country.

For its latest tally update Sunday, the Department of Health added 4,284 new coronavirus cases and 22,319 new recoveries on the 166th day since the first implementation of enhanced community quarantine.  
There are 56,473 patients who are still infected with the coronavirus when factoring in the 3,520 total deaths and 157,403 total recoveries after 102 additional deaths were added in the department's latest case bulletin.
As of now the test for COVID-19 consists of sticking a swab way up your nasal cavity. By all accounts it is rather uncomfortable.

The Department of Health (DOH) is looking into whether saliva-based tests can be an “acceptable and feasible” method to detect new coronavirus infections. 
Health Undersecretary Maria Rosario Vergeire said that studies were still ongoing to determine if the country could supplement its current testing efforts by using saliva-based tests for COVID-19. 
Vergeire said the Research Institute for Tropical Medicine (RITM) was conducting the studies. 
Currently, samples are collected using nasopharyngeal or oropharyngeal swabs, which are “really inconvenient for a person” as a stick is inserted through a person’s nose or throat. 
Vergeire noted that sample collection would be much easier for saliva-based tests since the health worker needed only to rub a sponge on the sides of a patient’s mouth. 
The disadvantage, however, is that current studies on this collection method show that the samples obtained from patients may be contaminated. 
“Some articles are saying that there are always food particles so it contaminates the specimen. Second, to get accurate results you should collect a lot [of saliva]. So you should correctly rub the sides of a person’s mouth to get enough yield,” Vergeire said 
“As soon as RITM gets initial results, we’ll share it with everybody because this is something worth pursuing if it could really help and we see that it is acceptable and feasible for our testing strategy,” she added
Just have people wash their mouth out with water before taking the test to wash away all the contaminates.

There is no treatment or cure for COVID-19 as of yet but doctors continue to search.

Science and Technology Secretary Fortunato dela Peña said the trials would involve about 200 volunteers in the quarantine centers of the Quezon Institute, Philippine National Police, both in Quezon City, and Sta. Ana Hospital in Manila. The trial will be conducted by the Philippine General Hospital. 
Dela Peña announced the start of the study after the Food and Drug Administration (FDA) approved last week the clinical trials for lagundi as a treatment for COVID-19. 
“Our goal is to address symptoms, such as cough, fever and sore throat. because it is important if our patients who are mild cases would get relief from these symptoms,” he said at the government’s Laging Handa briefing on Saturday.
Hopefully the trials yield positive results.

The Subic Bay Metropolitan Authority (SBMA) Fire Department is responding to fight an unseen global disaster that already took millions of lives around the world. 
It is a fight in a different scenario with the use of neither fire trucks nor powerful water nozzles. 
They respond with handy sprayers filled with solutions to decontaminate and disinfect facilities to help stop the spread of the unseen pandemic disaster, the coronavirus disease (Covid-19). 
"The action is all part of the contingency plan of the Fire Department. We need to be proactive, it’s the way risk managers should think,” SBMA Fire Department chief Ranny Magno said in an interview Friday. 
For disinfectant and decontaminant solutions, the firefighters use chlorine granules mixed with clean water, an ingenuity done three months before the Department of Health (DOH) officially endorsed chlorine solution as an effective disinfectant against Covid-19. 
When all preparations were completed, the project commenced on March 14 with SBMA Pass and ID Building the first facility disinfected. 
From that day on until June 30, the SBMA Fire Department had conducted decontamination and disinfection on 110 buildings and offices, including 34 SBMA properties.
This time they aren't using water to put out fires.  They are using disinfectant to kill germs.

The newly-appointed chief of the embattled Philippine Health Insurance Corporation on Tuesday admitted he has no prior knowledge or experience when it comes to public health 
PhilHealth President and Chief Executive Officer Dante Gierran, former National Bureau of Investigation director, said this in an interview with ANC's "Headstart" Tuesday morning. 
"I'm very scared. I'm scared because I don't know the operations of PhilHealth. Unlike NBI, I knew the operations of NBI. But PhilHealth, wala. I do not know about public health," he said. 
"I don't have experience about public health. What I know about is financial management, having been a certified public accountant, and insurance," Gierran added. 
Despite his lack of experience in public health, Gierran asked the Filipino people to give him "a chance to lead." 
"I would like to succeed. I am scared but I am not cowed," he said. 
Section 14 of the Universal Health Care Act stipulates "that the Board cannot recommend a President and CEO of PhilHealth unless the member is a Filipino citizen and must have at least seven (7) years of experience in the field of public health, management, finance, and health economics or a combination of any of these expertise."
Great idea to appoint a man to lead PhilHealth who has no experience in public health. Is his appointment even legal?  Is it void ab initio?

Gym receptionist Jen Caindoy did not think twice about pawning four pieces of jewelry right after Malacañang announced the start of the enhanced community quarantine (ECQ) on March 16. 
“I was in a state of panic,” said Caindoy, 33, of San Isidro, Parañaque City. She said she was afraid all stores would be closed and her savings would not be enough to sustain her and her family. 
The family consists of her father and elder brother who are cockfighting aficionados with no regular source of income, her brother’s three children, her sister, and herself. 
She was the only one with a stable income, earning P12,000 a month until the gym, considered a nonessential establishment under the ECQ, was closed. She now earns P450 a day working part time at a milk tea shop. 
Caindoy went to the pawnshop in Barangay BF Homes before the ECQ began and was able to get more than P23,000 for a white gold necklace, a yellow gold ring, and two yellow gold bracelets. 
Speaking to the Inquirer by phone, Caindoy said she had a friend who advised her years ago that it would be good to invest in gold jewelry. 
“My friend was correct,” she said. “I experienced pawning my jewelry for the first time when we needed to repair the third floor of our house. And I was able to pay back that loan quickly.”
What is more pathetic? That Filipinos "invest" in gold jewelry so they can pawn it during hard times? That this woman was the only one with a stable income and was supporting her loafing father and brother who were too occupied with cockfighting to get a real job? That her brother has three children but is unable to support them?  Is it any wonder that Filipinos are getting desperate and that many have no savings when this is a perfectly normal situation?

Some health workers have been evicted from their homes by scared landlords. Duterte says the government will take care of them.

Medical front-liners who have been evicted by their landlords from their homes will be provided with food and shelter by the government, President Rodrigo Duterte said Monday.  
In a taped public address, Duterte said it hurts him to see how health care workers on the front lines of the battle against the coronavirus disease 2019 (Covid-19) pandemic are being mistreated due to the “unfounded fear” that they are carriers of the disease. 
“They are summarily dismissed from the residence whether it is leased, rented. Iyan ang nakaka-ano ng loob. Kaya itong mga 'to, we must have a mechanism. Sasaluhin natin ito dito(It pains me. That’s why we must have a mechanism. Let’s help them),” he said. 
Duterte said health care workers evicted from their homes may seek help from the office of Chief Implementer of the country's National Policy Against Covid-19, Secretary Carlito Galvez Jr. 
“If this happens, you can call directly the office of Secretary Galvez and we will provide you with the necessary billeting and pati pagkain (even food), and we will choose a place nearest to where you are working,” he said. 
Duterte said the government could easily provide health care workers with a room in a hotel or motel to stay in the meantime. 
“It behooves this government to do something about it. We will find a house, a hotel, a motel,” he said.
Hopefully these workers will be put up in a nice hotel.

China Does Not Respect The Philippines

Neither China, that is to say the government of the PRC, nor the Chinese people respect the Philippines and Filipinos. Why should they? The Philippines is not only militarily weak but the current administration thinks showcasing this weakness is a sign of strength. This display is manifested most strongly in Duterte's unwillingness to enforce the arbitral ruling in favor of a supposed friendship. During the recent SONA he literally admitted that he is "inutile" when it comes to the issue of the SCS.

“Now, plenty of critics, both sides, claim about nothing has been done to retake forcefully or physically the South China Sea. Alam mo (You know), unless we are prepared to go to war, I would suggest that you better just call off and treat it as a diplomatic endeavor,” he said. 
Duterte reiterated that the Philippines is claiming certain areas in the sea but China is in possession of the disputed waters. 
“China is claiming it. We are claiming it. China has the arms, we do not have it. So? It’s simple as that…  China is in possession. So what can we do?” he said. 
We have to go to war and I cannot afford it. Maybe some other president can but I cannot. Inutil ako diyan, sabihin ko sa inyo. And I’m willing to admit it: Talagang inutil ako diyan. Wala akong magawa (I’m useless, I tell you, and I’m willing to admit it: I’m really useless in that part. I cannot do anything),” he added.
Shortly after this Duterte banned the Philippine navy from participating in maritime drills in the SCS with the USA and Australia. Flag Officer-in-Command Vice Admiral Giovanni Carlo Bacordo justified this action citing an agreement signed in 2002.

The countries conducting exercises in that area – (the) US, Australia, and Japan – are not signatories to the 2002 DOC, hence, are not legally and politically bound to the agreement," Vice Admiral Giovanni Carlo Bacordo said in a message to the Philippine News Agency (PNA) when asked whether naval exercises are barred in disputed parts of the West Philippine Sea (WPS). 
Citing Section 5 of the 2002 DOC of Parties in the South China Sea, Bacordo said self-restraint is of paramount importance in the issue. 
"One guiding principle that we want to champion is adherence to the rule of law. That, I believe, is the same principle we put forward in our arguments during the arbitration hearing," he added. 
Section 5 states, "The Parties undertake to exercise self-restraint in the conduct of activities that would complicate or escalate disputes and affect peace and stability including, among others, refraining from action of inhabiting on the presently uninhabited islands, reefs, shoals, cays, and other features and to handle their differences in a constructive manner."
Just from this brief article it is patently clear the China has been ignoring this agreement for some time. Probably since they signed it. Otherwise they would not be militarizing the SCS and harassing Philippine fishermen. If it is illegal for the Philippine navy to take part in drills in the SCS then why did they do it in 2015 with Japan?  Why did they do it last year with the USA, Japan, and India?

In fresh show of naval force in the contested South China Sea, a U.S. guided missile destroyer conducted drills with a Japanese aircraft carrier, two Indian naval ships and a Philippine patrol vessel in the waterway claimed by China, the U.S. Navy said on Thursday.
Why all the mixed signals?  It's because the Philippines has no strategic framework for the region. The have no idea what they are doing.

A top military official on Monday lamented the inadequate support of the government to Filipino trawlers fishing in the West Philippine Sea, noting that the country is losing billions-worth of resources in the area annually. 
During a confirmation hearing by a panel of the Commission on Appointments (CA) on Monday, AFP Southern Luzon Command chief Lt. Gen. Antonio Parlade Jr. cited the lack of maritime or fishery policies that could back Filipino fishermen in the West Philippine Sea. 
To ensure protection and support for Filipino fishermen, the military official said the country’s Armed Forces of the Philippines and the Philippine Coast Guard should be strengthened. 
“By that, we are able to protect our fishermen, and then we support our fishermen, supplement them or subsidize them so that they will be able to harness the $79-billion worth of fish annually,” he said. 
“That’s what we are missing in the West Philippine Sea because we don’t have a strategic framework to follow here,” he added.
All the while Duterte is trying to be friends with China so he can avail of their resources, China is laughing at him. Mocking him and the nation in fact. While Duterte barred the Philippine navy from participating in naval drills in the SCS and the Navy's top brass defended the move citing a 2002 agreement China responded with elation and by practicing their own drills!
The Chinese government has welcomed President Rodrigo Duterte’s order to ban the Philippine Navy from joining maritime drills of other navies in the South China Sea, a move that appeared to be in favor of Beijing’s claim of ownership of almost the entire area. 
We appreciate President Duterte’s remarks and stand ready to properly resolve maritime disputes with the Philippines through friendly consultations to jointly safeguard peace and stability in the South China Sea and the entire region,” Chinese Foreign Ministry spokesperson Wang Wenbin was quoted as saying in a report by China Global Television Network website on Tuesday (Aug. 4). 
He said that China’s position on the South China Sea issue has been “consistent and clear.” 
“As has been proven, properly handling this issue is in the interest of both China and the Philippines and regional peace and stability,” Wang said.

China's postion has certainly been clear: the SCS and all geographical features in it belong to them. While China welcomed Duterte's barring of the navy from engaging in drills in the SCS, China decided to conduct their own drills!

Hainan Maritime Safety Administration announced that the waters southeast of Hainan island would be sealed off for an exercise running from Monday to Saturday. 
The Chinese People’s Liberation Army (PLA) will hold large-scale, live-fire exercises in the Yellow Sea from Saturday to Wednesday. The Chinese military predicted that the drills could feature anti-ship, air defense and anti-submarine exercises to prepare for possible military conflicts with the US. 
China has stepped up the pace of its war games in recent weeks, after the US sent two aircraft carrier strike groups in the South China Sea twice last month.
Adding to the mockery China also accused the Philippines of encroaching on Chinese sovereignty for patrolling their own territory!

Beijing has accused the Philippines of infringing on its security and sovereignty by sending military aircraft over the West Philippine Sea, the portion of the South China Sea within the Philippines' exclusive economic zone. 
China’s foreign ministry spokesperson Zhao Li Jian issued this statement at a press briefing in response to Manila’s diplomatic protest over the Chinese Coast Guard allegedly confiscating Filipino fishermen’s fish aggregating devices in the area. 
"China urges the Philippines to immediately stop illegal provocative activities," he said. “The Philippines infringes on China’s sovereignty and security by sending military aircraft into air space adjacent to Nansha islands and reefs garrisoned by China."
This was in response to the DFA filing a diplomatic protest over the Chinese coast guard messing with Philippine fishermen and the Philippines continually monitoring the area with spy planes.

It seems as if many people think there is only war or capitulation. That is a false dichotomy. Recently the USA blacklisted Chinese firms which were involved in reclamation projects in the SCS. DFA Secretary Losin urged Duterte to follow suit.

“I’m not sure that any of those listed companies are among those that we are directly dealing with…If I find that any of those companies are doing business with us, then I would strongly recommend we terminate that relationship with that company,” Foreign Affairs Secretary Teodoro Locsin Jr. said in an interview over CNN Philippines. 
“If they are in any way involved in the reclamation, then it becomes consistent on our part to terminate any contract with them,” he added. 
Locsin, however, cautioned that these Chinese companies could sue the Philippine government should it pushes through with the termination of contracts that are already entered into. 
“Of course, since the contact is already entered into, they could sue us back,” he noted.
Refusal on the Philippines part to stop any economic activities with China would send a message and is a proper course to take in lieu of a hot war.  The Palace has rejected any such notion as what Locisn proposed.

President Rodrigo Duterte will not follow the lead of the United States government in terminating contracts with Chinese companies involved in Beijing’s reclamation activities in the highly-contested South China Sea, Malacañang said Tuesday. 
The US government recently announced sanctions and restrictions on 24 state-owned firms of China as well as associated officials for taking part in building artificial islands in the disputed waters. 
These firms include China Communications Construction Co. Ltd. which in a joint venture with Lucio Tan’s MacroAsia Corp., bagged the initial phase of the Sangley Point International Airport (SPIA) project in Cavite, a province south of Metro Manila. 
Cavite Governor Jonvic Remulla said he would seek Duterte’s guidance on whether or not to go ahead with the project. 
But presidential spokesperson Harry Roque said the Sangley project, along with other projects involving Chinese firms will push through.
Lucio Tan, one of the richest men in the Philippines and a friend of Duterte, is partnered with a Chinese construction group to build an airport and this same company is assisting in reclamation projects in the SCS. What a tangled mess. How deep does the rabbit hole go?  Is it any wonder that POGO workers disrespect Philippine laws and that drugs and illegal cigarets continue to be shipped from China? Is it any wonder that the Chinese do not respect Filipinos when they allow themselves to be walked all over?

On August 24th a suicide attack in Jolo killed 14 people and wounded 75 others.

Muslim militants allied with the Islamic State group set off a powerful motorcycle explosive followed by a suicide bombing that together killed 14 people on Monday, many of them soldiers, in the worst extremist attack in the Philippines this year, military officials said. 
At least 75 soldiers, police and civilians were wounded in the midday bombings in Jolo town in southern Sulu province, regional military commander Lt. Gen. Corleto Vinluan said. The bombings were staged as the government grapples with the highest number of coronavirus infections in Southeast Asia. 
Vinluan said most of the victims, including children, were killed and wounded in the first attack, when a bomb attached to a motorcycle exploded near two parked army trucks in front of a grocery store and computer shop in Jolo. 
“It was a vehicle-borne improvised explosive device which exploded while our soldiers were on a marketing run,” Vinluan told reporters. 
A second blast, apparently from a female suicide attacker, occurred about an hour later and killed the bomber, a soldier, a police commando and wounded several others, a military report said. It said the suspected bomber walked out of a snack shop, approached soldiers who were securing a Roman Catholic cathedral and “suddenly blew herself up.” 
Snipers were deployed in the area to guard against more bombers as the victims were carried to an ambulance. 
A third unexploded bomb was reportedly found in a public market. Jolo was immediately placed in a security lockdown by troops and police.
Two suicide bombings plus a third bomb that was found before it could be exploded causing even more destruction in the public market. And who is responsible? The bombers were two women, widows of dead Abu Sayyaf terrorists.

The military has said that two local women who are widows of Abu Sayyaf bandits in Sulu carried out the twin bombings in downtown Jolo on Monday, Aug. 24. 
Major General Corleto Vinluan, chief of the Western Mindanao Command, said the first bomber was identified as a certain Nanah, a native of Basilan, and widow of Norman Lasuca. 
Lasuca was the first local suicide bomber who blasted himself inside an Army detachment in Indanan, Sulu in June last year. 
The second bomber, according to Vinluan, is identified as Indah Nay, wife of Abu Sayyaf fighter Taha Jumsa, alias Abu Taha, or Abu Talha. Jumsa was killed in a military operation in November last year. 
Apart from serving as a liaison of local affiliates to the Islamic State leadership, Jumsa also trained bomb-makers and suicide bombers.
It seems as if "suicide bomber" is a career that runs in the family. Hopefully these women don't have children who will follow in their footsteps. But who were these women working for? Who is the mastermind?

He was referring to the March 24 twin blasts and also the January 2019 Jolo Cathedral bombings that killed 20 and injured at least 100.
The AFP was well aware of the plans of both the women and Sawadjaan to conduct suicide bombings. The problem is that the intel officers tracking them were brutally murdered by PNP officers in Jolo before they could be stopped.

The death of four military intelligence operatives in the hands of Jolo police officers last June 29 disrupted ongoing operations against the two suicide bombers involved in Monday's twin blasts, Armed Forces of the Philippines (AFP) chief-of-staff Lt. Gen. Gilbert Gapay said on Thursday. 

"Aside from missing the opportunity of capturing these two suicide bombers, it has caused disruption in our intelligence operations in the area, so this disruption in our intelligence coverage for these suicide bombers and activities of Abu Sayyaf in Jolo and in other parts of Sulu somehow led to this incident," Gapay said in an interview with CNN Philippines' The Source. 
"The two female suicide bombers are the same targets being tracked by the group of Maj. (Marvin) Indammog before they were killed by policemen on 29 June 2020," Sobejana added. 
Indammog, Capt. Irwin Managuelod, Sgt. Jaime Velasco, and Cpl. Abdal Asula were conducting intelligence and monitoring operations against two suspected suicide bombers when they were gunned down by nine police officers in Jolo, Sulu. 
Saying that the murder of those 4 intel officers "somehow led to this incident" is an understatement. Their murder directly led to this incident and those PNP officers who killed them likely have ties to the bombers. Maybe even blood ties.

Armed Forces' Western Mindanao Command (WestMinCom) chief Major General Corleto Vinluan Jr. said Monday there is a possibility that the nine police officers may have conspired with the two suicide bombers being tracked by the four soldiers who got killed in Jolo, Sulu last June 29. 
During the Commission on Appointments' deliberation on Vinluan's nomination, Senate Minority Leader Franklin Drilon asked if the Armed Forces of the Philippines thinks the cops, who killed the military men carrying out an intelligence operation to thwart a bombing attack, connived with the two suicide bombers . 
"That is possible, your honor because there are almost relatives in Sulu. There are ASGs (Abu Sayyaf) with relative police, and then with MNLF (Moro National Liberation Front) with relative police, Sulu is small, "Vinluan said. 
Pressed further who among the police officers were related to the alleged bombers, Vinluan said: "I cannot answer you definitely because our investigation is still ongoing." 
"Rido" or family feud, and illegal drugs were also among the possible motives for the fatal shooting, he added.
It should not be too hard to determine whether or not these men are related tot he bombers.

The twin bombings in Jolo, Sulu that caused heavy casualties will not deter the Armed Forces of the Philippines (AFP) from its commitment to end the threat posed by Abu Sayyaf Group (ASG) terrorists. 
"The Abu Sayyaf Group will not deter us from nor shake our resolve to bring an end to their violence," said AFP chief-of-staff, Lt. Gen. Gilbert Gapay, in a statement to reporters Wednesday. 
Earlier, Philippine Army commander Lt. Gen. Cirilito Sobejana said that two female suicide bombers were probably motivated by ASG leader Mundi Sawadjaan. 
He added that troops in the ground will continue to be on high alert to prevent similar attacks. 
"Combat and intelligence operations were also ramped up to pursue those responsible," Gapay said.
Remember in 2017 when the AFP sad they were aiming to defeat ASG in six months? Three later Abu Sayyaf is still wrecking havoc in Mindanao. Resolve without action is worthless yet there AFP has seen plenty of action against Abu Sayyaf. What is holding the AFP back from defeating this group? Politicians and AFP brass have said that they don't have the proper tools which is why they passed an anti-terrorism law in 2007 and in 2020.

Dela Rosa, chair of the Senate public order and dangerous drugs committee, also zeroed in on critics of the controversial anti-terrorism law. 
“To the critics, I dare ask this question: with the recent Jolo bombing, have you not realized that terrorism is indeed in our midst, with its clear, imminent and present danger, ready to devour anyone in its path?” he said. 
(What matters to you more? Your imagined threat on what the government may do to its critics or this real, clear and present danger that we are seeing now with the bodies of our soldiers, policemen and civilians all torn up.) 
Dela Rosa defended the anti-terror law saying that many groups and individuals have raised “frantic concerns” on the “conceived abuses” that may possibly be committed by the government in implementing the measure. 
“This is the piece of legislation that seeks to prevent, prohibit and penalize terrorism in the country,” he said.
Bato's speech is a perfect display of the idiocy which has a tight grasp on every single Filipino politician. Of course no one denies that there is actual terrorism in the country but the threat of "what the government may do to its critics" is also very real.

Southern Luzon Command chief Lieutenant General Antonio Parlade Jr. on Monday said he supports the proposal to regulate social media under the anti-terrorism law. 
Facing the Commission on Appointments, Parlade claimed that the platform is being used by terror groups to recruit the youth and also to teach how to create explosives. 
"We all know that the social media is being used by elements, by organizations to destabilize the government. As we speak even, the social media they are talking about how to make bombs, Molotov bombs," he told lawmakers. 
"We are speaking here of some organizations, legal organizations discussing about how to make Molotov bombs in social media... It's happening in social media and we're able to monitor it but we cannot do anything about it," he added. 
Maintaining that AFP chief Lieutenant General Gilbert Gapay was right in proposing such with the end goal of preventing terrorism, Parlade said the anti-terror law could be used to foil the "preparatory acts" of those planning terror attacks. 
"Social media per se should be accessible for all but the actions of people using this platform should be regulated. I don't know exactly how we can do that," Parlade said. 
Senate Minority Leader Franklin Drilon, however, pointed out it can be classified as "prior restraint" which is against the Bill of Rights. 
"I submit to the wisdom of the senator. We should not suppress freedom of expression but we have to do something about people who are irresponsible in using or accessing social media," Parlade responded.
Are these people aware that there are plenty of places online detailing how to make bombs and other weapons? Regulation is dependent upon the platforms. It is they who decide what can and cannot be posted and shared. Any regulation by the government of speech is a stepping stone to tyranny and no one wants that. 

So what now? How will the AFP and the DND respond to the Jolo bombings? While some have advocated imposing martial law in Sulu others have said there is no need. The AFP says more immediate measures.

"The re-imposition of Martial Law in Mindanao is one of the options that we are considering but we need right now are measures that can be immediately implemented so we could right away arrest and check on activities of terrorist groups operating not only in Jolo, Sulu but in the entire island of Mindanao," he said in an interview with CNN Philippines. 
Gapay said the proposal to place Sulu under martial would still need to undergo a thorough legislative process which could take time. 
He added that what the AFP is pushing for now is the strict implementation of Proclamation 55 where President Rodrigo Duterte placed Mindanao under a state of national emergency due to lawless violence after the September 2016 bombing in Davao City, which killed 14 people and wounded over 60 others. 
Another option, he added, is the newly-enacted Anti-Terrorism Act of 2020. 
"Another thing we now have Anti-Terror(ism) Law of 2020 which will be put to test since we already have a case now, we had twin blasts in Jolo, so we are recommending and proposing the implementation of Presidential Proclamation 55 and as well as the implementation of the Anti-Terror Law, that’s what our immediate action to address immediately the threat of terrorism in Mindanao," Gapay said. 
He added that these two measures are more than sufficient for the AFP to go after terrorists.
It's been four years since Duterte placed the entire country under a state of emergency. Why didn't they push for strict implementation of this proclamation then? Why wait until now? And what does that strict implementation even look like? The AFP says both of those "measures are more than sufficient for the AFP to go after" Abu Sayyaf.  But they only had Proclamation 55 when they claimed they could defeat ASG within 6 months. Perhaps what is needed is for the AFP to augment their forces in Sulu, do more patrols, and kill them one by one.

A soldier and a suspected Abu Sayyaf gunman were killed in a 30-minute clash in Patikul town of Sulu on Saturday, the military said. 
Major General Corleto Vinluan Jr., chief of the Western Mindanao Command, said the clash occurred at around 9:55 a.m. in Kabbon-Takas village while troops of the 9th Scout Ranger Company were on combat operation. 
Vinluan added that the government troops encountered about 30 armed men believed to be led by Radullan Sahiron and Mundi Sawadjaan. 
“We will employ all military assets to destroy the fleeing Abu Sayyaf members who are the perpetrators of the Jolo bombing,” said Brigadier General William Gonzales, commander of Joint Task Force Sulu.
With these two bombings in Jolo there could be more one the way.  Time is of the essence as the AFP chases down three would-be bombers.

Two Indonesian members of the terror group Abu Sayyaf – including a woman – and a Filipino militant may have slipped into the Zamboanga peninsula to launch terror attacks, officials said yesterday. 
The city government issued the warning as it offered a bounty of P3 million to any civilian who would be able to provide information that could lead to the capture or neutralization of the three terrorists. 
City Mayor Maria Isabelle Climaco-Salazar identified the three as Mundi Sawadajaan, a Filipino; and Indonesians Andi Baso, about 17 to 25 years; and Reski Fantasya alias Cici, 17 to 22 years old and wife of Abu Sayyaf leader Hatib Hajan Sawadjaan. 
“From blue to red alert, we have to increase our alert status because we were given information by National Intelligence Coordinating Agency (NICA) regional director Ariel Perlado that the suicide bombers in Jolo have escaped and are posing a terror threat in Zamboanga peninsula,” Salazar said. 
“Whether it’s a vehicle attack or suicide bomber we’re asking our security forces down to the barangay level to be on alert so that we will be able to prevent, preempt and deter acts of terrorism in our areas of jurisdiction,” Salazar said.
It really is only the security forces, AFP and PNP, who can deter acts of terrorism by going hard after ASG. The new anti-terrorism law is really nothing more than a paper tiger compared to the weapons of the AFP. Even Duterte says it is not a time for war.

A fight until everyone is depleted? There are only a few hundred ASG terrorists. Surely it can't be that hard to deplete their ranks. But it seems they have continued to outsmart the AFP at every turn since they were founded in 1991.
