A FORMER policeman believed to be under the influence of drugs has been blamed for a fire that hit Barangay Labangon, Cebu City, early dawn on Monday, Sept. 20, 2021, which left 113 families and 460 individuals homeless.

Witnesses said the ex-cop, identified as Richard Sumalinog Tagadiad, set his house on fire while hallucinating that ants were out to kill him.  

“Nangita siya sa mga hulmigas nagbitbit sa lighter kay duslitan niya. Nasugatan sa among silingan tama daw kaayo (A neighbor saw him looking for ants bringing a lighter and saying that he will burn them. He was so high on drugs),” said Carol Mosqueda, a daycare teacher in Barangay Labangon.

The fire which started in Tagadiad’s house at around 2:39 a.m. quickly spread to 80 other homes and damaged P1.5 million worth of properties along 229 F. Salvador Ext. Sitio Labsalex.

The blaze was put out by firefighters more than an hour later at 4:13 a.m.

Witnesses said after setting his two-story house on fire, the former police staff sergeant ran off and stayed at a nearby bakeshop smoking and simply eating “puto” (a Filipino steamed rice cake).

Neighbors who saw him there beat him up.

This was not the first time Tagadiad tried to burn his house, police investigators said.

He reportedly burned several candles on the second floor of his house each time he was very high on drugs, witnesses told police.

Neighbors would then rush to his house and put out the fires while reminding him of the danger.

Two masked motorcycle-riding gunmen shot to death a village treasurer in Barangay 8 here yesterday noon.

The 41-year-old Jose Servano Jr. of Barangay Del Pilar, Hamtic town was walking in front of the Old Capitol building with punong barangay Adrian Macuja when attacked.

The motorcycle back rider shot Servano at close range on the head.

Servano was rushed to the Angel Salazar Memorial General Hospital where he expired.

Macuja said the victim had no known enemy or someone he had grudges with. He also brushed aside allegations of the incident being politically related.

Despite having no known enemies or grudged the PNP are eyeing personal grudge as the motive of this assassination.

A mayoralty candidate in Mountain Province was arrested after he was allegedly caught with P2.28 million worth of marijuana bricks and leaves at a checkpoint in Sadanga town on Wednesday.

Operatives from the Philippine Drug Enforcement Agency and the Philippine National Police identified the suspect as a former policeman and candidate for mayor in Sabangan, Mountain Province in the 2022 elections. 

His four companions were also arrested, including a 17-year-old.

Besides the marijuana stash, ammunition for a 9mm gun was also confiscated.

    Officers of the Manila Police District (MPD) have arrested six of their colleagues for alleged extortion.

    According to a report from MPD, the six police officers were arrested inside the P. Algue Police Community Precinct (PCP) in Jose Abad Santos, Tondo on Thursday.

    They were identified as Staff Sgt. Jeffrey Mejia, Cpl. Jigie Azores, Cpl. Johndee Toledo, Cpl. Kevin John Villanueva, Pat. Danny Rangaig, and Pat. Kenneth Cordova, who are all stationed at the said PCP.

    The arrest stemmed from the complaint of Jericho Laniog, SK chairman of Barangay 313, Zone 31 in District 3 who, along with his two companions, was arrested by the said police officers for alleged violation of curfew.

    The officers also claimed that a tube or pipe used for drugs was found from one of Laniog’s companions.

    The accused police officers  brought Laniog and his companions to their PCP where they allegedly demanded P50,000 for their immediate release. The victims were then released after shelling out P47,000.

    Two policemen were found dead on the spot in Naga City, Camarines Sur after they were shot in different places last Saturday night. 

    According to the report of Police Regional Office 5, Police Master Sergeant Romeo B. Padua of Police Station 1 was walking home from his duty. 

    As he passed Padi-an Street, Barangay Dinaga, he was suddenly beaten on the head by the suspect, Jerico Cano, 33-years-old. 

    After being beaten, Padua lost consciousness and fell. 

    The suspect immediately took the police gun and shot it in the head.


    The suspect allegedly walked from the scene of the shooting as if nothing had happened. 

    While the suspect was walking, he passed another policeman, Police Corporal Juarez Del Valle of Police Station 5, in Zone 4, Barangay Tabuco, who immediately shot him in the head. 

    According to Police Regional Office 5, after the second policeman was shot, the suspect went home to Sabang, Naga City and was even able to shout that he was the "hit man". It was here that the police caught up with him to respond.

    Two related shootings in barangays Cubay North and Cubay South in Bugasong town on Friday left three people dead: a policeman, a village councilman and a man reportedly suffering from nervous breakdown. 

    Police identified them as Police Staff Sergeant Elvin Agting, 42, of the Bugasong police station; 60-year-old barangay kagawad Efren Florendo of Cubay South; and 33-year-old Roy Jalipa of Cubay North.   

    According to Police Lieutenant Fritz Padroncillo, chief of the Bugasong police station, a group of policemen from their station led by Agting responded to an alleged shooting in Florendo’s house around 5:40 p.m. 

    Florendo was shot by Jalipa who allegedly went berserk, according to Padroncillo.


    Policemen did not chance on the suspect as he reportedly ran home to Cubay North. 

    Police went to Jalipa’s house to negotiate his surrender.    

    Jalipa reportedly agreed but shot Agting on the face using a 12-gauge shotgun. 

    The police retaliated and shot Jalipa to death.

    A village councillor was assassinated in his own house. The suspect also shot a cop in the face and was killed by the other cops.

    A village secretary died after being repeatedly stabbed inside the barangay hall of Binanalan, Sta. Rita town, Samar at 3:15 p.m. Sunday, Oct. 17.

    Suzette Palicte, 49, was working even on a Sunday when the suspect barged into the barangay hall, said Major Neil Fernando Cerdeña, chief of the Sta. Rita Police Office.

    Their investigation showed that a short confrontation transpired between Palicte and the suspect, after which the latter pulled out a bladed weapon, commonly called “pisaw,” and stabbed her in different parts of her body.

    The suspect, Jonelo Besco, fled through the back of the barangay hall into the rice paddies and was cornered in one house by some residents.

    Cerdeña said the residents were not able to arrest Besco because he was armed.

    “The suspect fired a single shot from an improvised gun, prompting the residents to wait until the policemen arrived in the area,” Cerdeña said.

    A village secretary was stabbed to death in her own office.

    The police here has launched a manhunt for two “persons of interest” who shot dead an off-duty police officer on Tuesday afternoon.

    Lt. Col. Joan Muyco Maganto, Tacurong Police chief, has condemned the murder of Police Executive M/Sgt. Augusto Braganza, 53, of Barangay Baras who died from two gunshot wounds in the head.

    “We strongly condemn the killing of PEMS (Augusto) Braganza. When a police officer is killed, it is not the agency that loses an officer, it’s an entire nation,” the Tacurong City Police said in a statement of condemnation posted on their Facebook page on Wednesday.

    Investigation showed that the off-duty police officer was driving his motorbike on his way to his farm in Barangay Baras at about 4 p.m. when gunmen on a separate motorbike shot him from behind along a barangay road in Purok Summer Snow.

    Maganto said police investigators are eyeing personal grudge as the motive behind the incident.

    Anti-narcotics agents, backed by police and military forces, arrested Thursday morning a mayoral candidate for possession of illegal drugs.

    Lt. Col. Rolly Oranza, Midsayap town police chief, identified the suspect as Tom Nandang, also known as Datukon Nandang, 52, who is temporarily residing in Barangay Upper Glad 1 here.

    “Nandang is a registered voter of Northern Kabuntalan, Maguindanao, and is seeking the mayoralty post in that town for the 2022 polls,” he said.

    Oranza said agents of the Philippine Drug Enforcement Agency (PDEA) 12 (Soccsksargen), the Midsayap police, and elements of the Army’s 34th Infantry Battalion jointly served the search warrant against Nandang at about 4 a.m. Thursday.

    Nandang did not resist arrest but vehemently denied he was into illegal drugs.

    The Department of Health (DOH) on Wednesday was urged to investigate the procurement of Basic Life Support (BLS) equipment for ambulances in Calabarzon, including alleged overpriced mobile phones and dashcams. 

    At a Senate budget hearing, Senator Panfilo Lacson said local government units (LGUs) might be “shortchanged” by the DOH supplier as the ambulance purchased at P2.5 million each, only contains 21 pieces of BLS equipment even though the DOH specifications require 30 pieces of equipment. 

    (Now my question is, are you not going to conduct an investigation on the supplier because it seems that the LGUs were shortchanged because the DOH specified 30 BLS equipment but the ambulances delivered only have 21 pieces of equipment each.) 

    Lacson enumerated the pieces of equipment included in the P2.5-million ambulance which he earlier claimed to be overpriced. 

    He mentioned the procurement of mobile phones, dashcams, ambulance collapsible stretcher, and automatic external defibrillator (AED) which had “huge discrepancies” if the retail price is compared to the bidding price for DOH Region IV.

    DOH allegedly purchased more overpriced equipment.

    A graft complaint was filed against Quezon City Mayor Joy Belmonte and other local officials on Monday over allegedly overpriced food packs procured by the local government. 

    Task Force Kasanag President John Chiong filed the complaint against Belmonte, QC Officer-in-Charge Ruby Manangu, LXS Trading representative Angelica Solis, and employees of the LGU and the company at the Office of the Ombudsman 

    Chiong alleged that the local government bought 250,000 food packs for P287,475,000, a price of P1,149 per unit, in November 2020. 

    However, he said the food packs should have been purchased at P715 per pack, amounting to a total of P178,808,000. 

    “Thus, there is a clear and blatant overprice amounting to more than P108,000,000 for the 250,000 food packs purchased by the Quezon City Government,” Chiong claimed.

    A graft complaint has been field against the Quezon City Mayor and other officials for overpriced food packs.
