The former mayor of Isabela, Negros Occidental and two others charged in connection with the death of Moises Padilla town councilor Jolomar Hilario surrendered yesterday.

Former mayor Joselito Malabor, Armando Cordero and Amy Locsin turned themselves in to Vice Gov. Jeffrey Ferrer at the provincial capitol.

The three were accompanied by their legal counsel, Atty. Jomax Ortiz.

According to Ortiz, the accusations against his three clients were malicious, baseless and likely “politically motivated.”

A former mayor charged with murdering a town councilor has surrendered to the police.

Hawaii's former state representative, Fil-Am Ty Cullen, reportedly plans to plead guilty after he was charged with accepting bribes worth tens of thousands in exchange for legislative actions. Cullen was charged along with former Senate Majority Leader J. Kalani English.

Cullen resigned on Tuesday. His lawyer says Cullen takes responsibility for his actions and is cooperating with federal investigators.

Retired state senator William Espero is dismayed by the developments. "Many people looked up to him and, for the Filipino community, it's a very sad day for us, and for his district, and for the whole state for that matter. You'd never expect this, I never expected it. There was no hint or no reason to even think it," Espero said.

According to court documents, Cullen received casino chips and four cash payments totaling $23,000 from September 2019 to March 2020. He allegedly received the largest amount in 2014 during a gambling trip to New Orleans.

Cullen was charged with one count of honest services wire fraud, a felony punishable by up to 20 years in prison, with a $250,000 fine. His initial court appearance is scheduled for Tuesday in federal court.

Five policemen are believed to be behind the kidnapping of a businessman from Naga City in Camarines Sur and the killing of his sales agent.

The Criminal Investigation and Detection Group (CIDG) is set to file charges of kidnapping with homicide, kidnapping with serious illegal detention and violation of Republic Act 10883 or the Anti-Carnapping Law against the policemen.

Businessman Jaime Faramil Jr. and sales agent Rodrigo Duena, who left Naga on Dec. 26 for a business transaction, failed to return to their homes.

Duena was found dead in Tayabas, Quezon on Dec. 30. Faramil remains missing.

A security official, who spoke on condition that he is not named, said some of the policemen are members of the Highway Patrol Group (HPG) in Calamba, Laguna.

“We expect the charges to be filed this month,” the official said.

Operatives of CIDG-Quezon led by Lt. Col. Ariel Huesca, who raided the HPG office in Barangay Pciano on Feb. 4, found the identification cards of Faramil and Duena as well as Duena’s cell phone.

Five cops have been charged with kidnapping and murder.

A policeman is in hot water after he shot a college student in Quezon City.

Cpl. Reymark Rigor, 28, who is assigned at the Kamuning police station, surrendered to his superiors on Thursday afternoon, two days after he went into hiding following the shooting incident on Feb. 8.

He was disarmed of his 9mm service firearm and is currently under investigation.

Rigor is accused of shooting Adrianne Castor, 22, a student of CIIT Kamuning Campus, along Scout Rallos Extension in Barangay Sacred Heart at around 9:47 p.m.

Probers said Castor was on his way home in a Grab car when Rigor, who was riding a motorcycle, blocked their way.

The policeman, who was allegedly drunk, alighted from his motorcycle and approached the car.

Rigor then pulled out his handgun and pointed at Castor. For unknown reasons, he returned to his motorcycle and drove off, but crashed in the middle of the road.

Trying to avoid an altercation, Castor got out of the car to guide the Grab driver to a U-turn slot in an attempt to avoid Rigor.

Without provocation, Rigor shot Castor once in the chest and escaped towards an unknown direction.

A drunk cop shot a man for unknown reasons.

A former Bureau of Customs officer was sentenced to serve up to eight years in prison by the Manila regional trial court (RTC) for failing to declare her business interests in her statement of assets, liabilities and net worth (SALN) in 2010.

Delia Morala, who held the rank of Customs Operations Officer V, was found guilty of falsification by a public officer after the court discovered that Morala failed to state that her husband was an incorporator and stockholder in a real estate firm.

The court sentenced Morala to two to eight years in prison and fined her P50,000.

Morala claimed she never knew that the company existed and that her husband was part of it since she and Mariano were separated.

The court, however, noted that the company’s principal office was located in Morala’s conjugal home.

A former customs official has been sentenced to eight years in prison for failing to declare her business interests in her SALN.

The Sandiganbayan has affirmed the conviction of former Iloilo second district representative Judy Syjuco over the misuse of her Priority Development Assistance Fund (PDAF) worth P20 million in 2006.

In a resolution promulgated on Feb. 3, which was released yesterday, the anti-graft court’s second division said Syjuco and her co-accused former Technical Education and Skills Development Authority (TESDA) director- general for field operations Santiago Yabut Jr. failed to raise new arguments in their respective motions for reconsideration to warrant the reversal of its earlier decision.

Syjuco, Yabut and Maria Nela Yniesta, president of Tagipusuon Foundation Inc., were found guilty of two counts of graft.

They were sentenced to six to eight years in prison for each offense, perpetually disqualified from holding public office and ordered to pay P6.985 million in civil liability to the government.

A former representative had her graft conviction upheld.

An official of a hospital in Tagum City, Davao del Norte was arrested after allegedly being caught with suspected shabu on Wednesday night.

According to the police, they conducted an operation against the suspect in Purok Sampaguita, Barangay Magugpo West where he was caught with two packages of shabu worth P13,600 and weighing 2 grams.

Tagum City Police identified the suspect as a disease surveillance officer at a public hospital in Davao del Norte.
A DOH official has been charged for having drugs.

A Bureau of Customs employee was shot dead by an unidentified gunman in Manila on Friday evening, authorities said. 

According to the BOC and police, the victim was parking in front of his home in Pedro Gil Ave. past 8 p.m. when the armed man, who was on a motorcycle, approached and shot him. 

The BOC said he was fourth worker to be attacked since December. 

Earlier, a grenade was thrown at the house of a Customs deputy commissioner, resulting in four destroyed vehicles. No one was hurt in the incident. 

Last month, the BOC's headquarters in Manila was also attacked with grenades.

A customs officer was murdered in what appears to be an ongoing attack against the Bureau of Customs.

At least five suspects were believed to have a hand in the killing of a barangay councilor (kagawad in Cebuano) and her husband in San Fernando town, southern Cebu on Sunday evening, February 13.

San Fernando police identified the victims as Ma. Louela Dela Cerna Baringui-an and her husband, Pedro Parba Baringui-an. 

Louela, 45, was an incumbent kagawad of Barangay Panadtaran. 

Based on police reports, several witnesses pointed out that they saw no less than five individuals, all wearing bonnets, entering the Baringui-an’s residence in Sitio Tapok-Tapok, Barangay Panadtaran, shortly before they heard gunshots. 

The Baringui-an couple reportedly were with other family members when the men barged in, and started shooting Louela and Pedro. 

Five unknown men barged into a councilors house and assassinated her for unknown reasons.

A couple in General Emilio Aguinaldo town, Cavite, died after being shot by their son-in-law, who is an incumbent barangay kagawad, police reported.

Nelie Pareja, 57, and her live-in partner Rogelio Borlagdan, 44, succumbed to multiple bullet wounds, according to a report from the Cavite provincial police.

The incident occurred around 11:20 p.m. Thursday, at the couple’s home in Brgy. Castaños Cerca.

Pareja’s daughter reported to police that her live-in partner Arnel Notario went to that house and shot to death both her mother and the latter’s partner, using a caliber-.45 pistol.

Notario, 37, is a resident and kagawad of Brgy. Batas Dao, police said.

Investigation indicated that the killings stemmed from a family problem.

Police personnel serenaded and gave flowers, chocolates and balloons to commuters and motorists in front of the Police Regional Office-Bicol (PRO-5) headquarters in Camp Gen. Simeon Ola here Monday morning.

Maj. Malu Calubaquib, PRO5 spokesperson, in an interview, said the activity is part of their celebration of Valentine’s Day.

“Spearheaded by the personnel of Regional Community Affairs and Development Division, cops hailed vehicles not to give tickets but to give free roses, heart-shaped balloons, and chocolates,” Calubaquib said.

She said the "Kasurog" cops want to bring happiness to Bicolanos amid the challenges of the pandemic, especially this Valentine's Day.

For his part, PRO5 Regional Director, Brig. Gen. Jonnel Estomo, said in a statement: (From the personnel of PRO-5, our warm greetings of Happy Valentine's Day to each one of you. May the love that is always the root of our unity towards achieving our goal of a safe, peaceful and progressive community always prevail)”.

People who received flowers, balloons, and chocolates were pleasantly surprised and thankful for the policemen's gesture.

The PNP does this every year. It is a waste of time and resources. You know what would really make the community safe, peaceful, and progressive? If the cops actually did their jobs.

Nine police officers facing criminal charges over the killing of Calbayog City Mayor Ronaldo Aquino and some of his staff members in March last year have already surrendered to authorities, the Criminal Investigation and Detection Group (CIDG) said on Wednesday.

In a message to reporters, CIDG spokesperson Lt. Col. Mon Sawan said that aside from the nine police officers, three other persons who were not identified surrendered to the CIDG’s Detective Special Operations Unit (DSOU) in Camp Crame on Tuesday night.

This came after the Calbayog City, Samar Regional Trial Court Branch 32 issued a warrant of arrest against the suspects on February 14.

Last January 20, the panel of prosecutors conducting the preliminary investigation resolved to file criminal charges in court against Lt. Col. Harry Sucayre, Maj. Shyrile Tan, Capt. Dino Goles, Lt. Julio Armeza Jr., Staff Sgt. Neil Cebu, Staff Sgt. Edsel Omega, Staff Sgt. Randy Merelos, Cpl. Julius Garcia, Pat. Niño Salem and several John Does.

They were charged for the murder of Aquino, his security aide Staff Sgt. Rodeo Sario, driver Dennis Abayon and passerby Clint John Paul Yauder, and for the frustrated murder of another security aide Mansfield Labonite.

The National Bureau of Investigation (NB) on Thursday said it has formally filed multiple murder charges before the Department of Justice (DOJ) against police officers implicated in the death of a 28-year-old rent-a-car driver and two others in Oas, Albay in July last year.

Evelyn Samson Bautista, the mother of the victim Jose Maria Arvin Bautista, and his widow Frances Louissie Bautista, were accompanied by the NBI-Death Investigation Division in filing the cases before the DOJ on Wednesday for murder and planting of evidence charges.

Charged were Oas town police chief, Maj. Jerald John Villafuerte, Maj. Ray Anthony Villanueva, Capt. Raul Racho, Lt. Victor Borjal, Staff Sgt. Mark Anthony Reblora, Master Sgt. Nestor Salire Jr., Pat. Geofrey Avila, Senior Master Sgt. Romeo Raro Jr., Chief Master Sgt. Marvin Boral; Staff Sgt. Henry Ballon and Staff Sgt. Mark Jay Sevilla.

Investigation showed that the victim left Valenzuela City on July 19, 2021, driving a silver Suzuki Ertiga (NEK-1508) for a trip to Quezon Province to fetch two passengers, Ramon Mutuc Jr. and Gregorio Garcia.

The next day, the Albay police contacted Evelyn and informed her about the death of her son along with two others in a shootout.

The NBI, in its 211-page complaint affidavit, noted that all three men tested negative for powder burns in paraffin tests.

There was also no gunshot damage on the vehicle and the trajectory of the wounds was downward, suggesting the victims were on their knees when killed.

A re-autopsy by the NBI also noted bruises on the wrist of Jose Maria which may have come from having his hands restrained.

A police officer was arrested in Caloocan City shortly after he allegedly stole a motorcycle in Malabon City on Tuesday evening, Feb. 15.

The Malabon City Police Station (MCPS) identified the suspect as Corporal Jomar Castillo, 32, assigned to Pasig City Police Station and a resident of Caloocan City.

According to the police, the victim, Niño Joseph Adriano, 27, an information technology (IT) personnel, immediately reported to the MCPS after he noticed that his motorcycle was stolen at the corner of Gen. Luna and Bernardo Streets in Brgy. Concepion, Malabon on Tuesday at around 11:35 p.m.

With the help of the Global Positioning System (GPS) installed on the motorcycle, joint operatives of the MCPS and Caloocan City Police Station Tuna Substation located the suspect on Tuna St. in Caloocan at around 11:50 p.m., leading to his arrest.

A cop has been arrested for stealing a motorcycle.

Some village leaders in Sta. Cruz, Davao del Sur cried foul over alleged harassment by still unidentified suspects after they expressed support for a certain mayoralty candidate.

In a statement sent to the Philippine News Agency on Sunday, Barangay Tagabuli chief Manuel Lim, also president of the Association of Barangay Captains, said he was among those harassed.

He could only link the incident to politics.

“It really has something to do with the upcoming elections,” he said.

Lim bared that three men on two motorcycles approached him on February 4 at aroun 4:30 p.m. and warned him to stay out of politics to spare his family from troubles.

He does not know the suspects.

The following day, he received a similar threat through text message from an unknown sender, prompting him to file a complaint and seek protection from the Philippine National Police.

“I was confused about what he really meant as he said he is just in the corner, always on the lookout,” Lim said.

Lim, however, asserted his right to support whom he likes.

"They can harass me all they want. Just don’t include my family,” he said.

Lim also confirmed that village chiefs from Barangays Coronon and Tuban have the same experience.

He said they will issue a resolution, addressed to the PNP and Armed Forces of the Philippines, to strengthen and heighten monitoring and checkpoint operations to counter such incidents.

Several barangay captains are being threatened after expressing support for a mayoral candidate.
