Filipino Transgender Gang Kidnapped People to Pay for Sex Change Surgeries

Trannies are everywhere in the Philippines. They function as household help, beauticians, masseuses, and other employments. There are tranny beauty pageants and Ru Paul's Drag Race Philippines recently began airing. But all is not so beautiful in the Philippine transexual subculture. There are many who, as Gandalf says, shall not pass. All they need is a little surgery to remove their god-given sexual organs and add new ones. But how to get the money? Why not kidnapping?

Members of the Criminal Investigation and Detection Group (CIDG) dismantled a kidnapping syndicate whose members are transgenders.

In a press briefing at Camp Crame, Quezon City on Tuesday, CIDG director Brig. Gen. Ronald Lee identified the suspects as Francis Villa, Lawrenza Lingo, Johnas Belonio, Bernard Torres and Mark Joseph Pelonio, all members of the "Warla" kidnapping group.

They were nabbed in a joint operation with the PNP Anti-Kidnapping Group, National Capital Region Police Office and military troops on Oct. 1.

Lee said the modus of the group is to lure victims from dating apps and sites to meet up with their good-looking members.

Once abducted, the victims are brought to their safehouse and the suspects demand money from them in exchange for their release.

After receiving the ransom, the suspects drop off the victims in random places around Metro Manila.

The group is said to be operating in the southern part of Metro Manila, specifically in ParaƱaque, Pasay, Taguig, and Makati and has victimized around 14 persons.

They were able to collect total ransom money amounting to PHP4.2 million which will be used for their sex reassignment surgery or “sex change”.

Lee said the group was made known to the police after Taiwanese victim Michael Lee was rescued on Sept. 7 in ParaƱaque City, after he was abducted on Sept. 3.

The kidnapping group demanded a sum of money from the victim’s friends in exchange for his freedom. The victim’s friends were able to send money to five different digital wallets reaching a total of PHP308,000.

“For the longest time that I have been in anti-kidnapping operations, this is the first time we have encountered this group of transgenders who have already victimized 14 people. We are still backtracking to find out who they are and fortunately, Michael Lee complained and sought the help of the Taiwan police so that was the breakthrough in this case,” Lee said in Filipino.

Take note here. The reason this gang was found out was because the Taiwanese victim they kidnapped complained to the police. That means NOBODY else complained to the police!

Lee said the kidnapping group is led by a certain Mikey Ebol, a.k.a Mike Collado Ebol, who is now hiding.

After trailing transactions of the group, the police located four other suspects who had already surrendered -- Dewie Shaine Collado Garcia, Charlemagne Olunan Vargas and Christian Paredes.

In their statements, they said the SIM (subscriber identity module) cards they owned were bought by Ebol.

During the investigation, Lee said the group was formed in 2018.

2018!!! For four years this group has operated undetected because no one complained until now and the complaint happened to be a foreigner! 

Col. Hansel Marantan, CIDG National Capital Region field unit director, said the name of the group was coined from the gay lingo “warlalu” which means “let's get it on, let's go to war”.

“They will post themselves as beautiful women on Facebook to lure their prey. And that's it, once the victims are kidnapped, they will start negotiations like asking for PHP500,000 and the span of negotiations is very short. It takes only about three to four days and they use GCash as an avenue for the collection of money which is very hard to trace," he added.

Further probe revealed that the group is involved in the illegal sale of firearms.

"Let's go to war?" Who are they warring against? The straights? There is no information in this article as to what kind of firearms these "baklas," that's Filipino for tranny, were dealing in. Thankfully GMA has more information.

“The kidnapping group composed of particularly transwomen and their partners or we call them as the Warla criminal group. They have gained notoriety for posing as beautiful women before kidnapping their targets as soon as they agreed to meet them on a date,” CIDG chief Police Brigadier General Ronald Lee said in a press conference.

Lee added the group had been victimizing foreign nationals, particularly Asian nationals, since 2018. Some of the victims were POGO employees, though some were businessmen.

Meanwhile, the five other suspects - Jun Francis Pavillar Villa, Lawrenz Descartin Lingo, Jhonas Grimpula Belonio, Bernard Ty Torres, and Mark Joseph Dagame Pelonio - were arrested in entrapment operations involving illegal weapons.

The Warla kidnapping group was formed in 2018. Nine of its identified members are transgender women, according to the CIDG. It was led by a certain Mikey Ebol or Mike Collado Ebol, the police said.

Warla operates in the southern part of Metro Manila.

So far, the CIDG said the group already victimized around 14 victims and was able to collect P4.2 million in ransom money.

The CIDG said the arrested suspects told them that they would use the money for their sex reassignment surgery in Thailand.

Still nothing about the weapons found but from the looks of it they are ghost guns.

This is certainly the dark side of the tranny subculture in the Philippines. Not all of them want to cut off their johnson but those who do will go to extraordinary lengths it seems. And let's not forget they want to go to war? But against who?

The Philippines is Becoming Like Europe in the Worst Way Possible

The Philippines is becoming like Europe in the worst way possible. Allow me to explain. Shortly after Marcos was elected president there was a flare up of reports of kidnappings. The PNP said it was all bunk. One columnist claimed it was a conspiracy to make Bongbong look bad.  As if a man who continues to apologize for his father's bloody dictatorship, continues to lie about his Oxford diploma, and continues to deny that his family plundered the nation needs anyone to make him look bad. 

However, given that the kidnappings were actually not fake news and the Senate even began in investigation into the matter, the PNP were forced to come clean. Chinese gangs were kidnapping Chinese nationals.

The Philippine National Police is expecting a sharp decline in kidnap-for-ransom attempts that target Chinese workers of Philippine offshore gaming operator (Pogo) companies, after the arrest of some “Chinese gangsters” being linked to at least five crime syndicates believed to be operating in the country.

On Thursday, the PNP’s Criminal Investigation and Detection Group (CIDG) arrested five Pogo workers, four of them Chinese, following an operation to rescue a Chinese woman who was abducted on Sept. 14 in Pasay City.The five are now in custody facing charges of kidnapping and serious illegal detention, robbery extortion and possession of firearms and live ammunition without a license.

The suspects were identified as members of the Zi Criminal Group, a syndicate linked to kidnappings and illegal detention of Pogo employees in the southern part of Metro Manila, according to a February report of the PNP Directorate for Intelligence.

The syndicate is one of “more than five groups” involved in Pogo kidnappings, based on police intelligence, according to Col. Hansel Marantan, chief of the CIDG-National Capital Region (NCR).

CIDG director Brig. Gen. Ronald Lee said the successful operation was the latest in a series of positive developments against Pogo kidnappings.

In the past two weeks, the CIDG has arrested 15 Chinese nationals, with the first operation involving eight individuals who were armed with high-powered firearms when they were caught.

“The forecast should be – the kidnapping cases should go down [after the arrest of the Chinese suspects],” Lee said.

According to the CIDG chief, the Philippines became a hotbed for Chinese gangsters after they were forced to shut down operations in Vietnam and Cambodia when the two countries outlawed Chinese-backed online gambling and overseas casinos – similar to Pogos – to safeguard security and public order.

Lee warned Chinese working in the Philippines to think twice before engaging in serious criminal activity.

“I have instructed my operatives to not go easy on you, otherwise, you’ll suffer a greater consequence for your offense within the bounds of the law. The CIDG is committed to arresting and deporting these heinous criminals to put an end to their criminal activity,” he said.

The Philippines has been infested with Chinese gangs engaged in kidnap-for-ransom activities and who knows what else and the director of the CIDG says he has instructed his men to not go easy on them. That is a complete 180 the directions previously given to the PNP.

Philippine National Police (PNP) Chief, General Rodolfo Azurin Jr. revealed Friday, Sept. 16, that the police organization had been told not to meddle with matters concerning Philippine Offshore Gaming Operator (POGO).

Azurin said that the PNP, under his leadership, continues to address the sudden increase in POGO-related crimes such as kidnappings even though there was a previous “hands-off” order to the police organization when it comes to POGO matters.

“In the past, the PNP was given a hands-off directive to avoid meddling as far as POGO is concerned,” Azurin said in a DZRH radio interview.

The PNP Chief could not recall who or when the directive was given, although he said they were already doing a backtracking.

Now, he said the PNP has started coordinating with the Philippine Amusement and Gaming Corporation (PAGCOR), Department of Labor and Employment (DOLE), and Bureau of Immigration (BI) to solve the spate of POGO-related crimes in the country.

There is only one man who could have given that order and that is Duterte. He was the man calling all the shots and directing the PNP to execute his will. 

So, despite the rise in crime related to POGOs, despite the Chinese Embassy asking that POGOs be shut down, despite other countries making them illegal, and despite even the Bureau of Immigration engaging in scams allowing Chinese to enter illegally who then went to work for POGOs the PNP was told to keep their hands off. That is exactly like what is happening in Europe. 

In the UK Muslims gangs were grooming and sexually assaulting children for years. The cops refused to investigate because they did not want to appear racist.

A German state minister allegedly tried to pressure police in Cologne to remove the word rape from reports about the mass sexual assaults committed by asylum seekers on New Year's Eve. 

Cologne's Express newspaper claimed that the interior ministry of North Rhine-Westphalia pressured a senior police officer to delete 'rape' from an internal report issued on January 1.

'KHK told me that the state control centre wanted the report cancelled and the expression "rape" deleted,' read a document written by another police officer which was printed by the Express.

The number of instances of European cops and ministers covering up and downplaying crime committed by so-called refugees is almost innumerable. They do it out of fear for being racist. In the Philippines Duterte and the PNP have downplayed the crimes committed by Chinese nationals working at POGOs for a different reason. Money.

The chairman of the House Ways and Means Committee on Thursday said establishing a tax regime for Philippine Offshore Gaming Operators (POGOs) would help stabilize the industry, which was "wracked by the uncertainty" due to the Supreme Court’s (SC) temporary restraining order (TRO) on their tax treatment.

Albay Rep. Joey Salceda made the statement as he lauded President Rodrigo Duterte for signing Republic Act No. 11590, which imposes a 5 percent tax on gross gaming revenues (GGR) of offshore gaming licensees and a 25 percent withholding tax on foreigners employed by POGOs.

“President Duterte was very clear: He will only allow gaming if they pay the right taxes. This will make sure they do,” Salceda said.

He said the measure will help the POGO industry recover since the country lost some of them to Cambodia due to the "uncertain" tax regime in the past.

“As long as they pay the right taxes and comply with all our laws, they will be able to operate,” Salceda said, highlighting that the POGOs would be operating under stricter terms.

This money,  along with that earned by taxes on cockfighting were supposed to fund universal health care. But POGOs owe billions in back taxes. Now POGOs are being shut down and POGO workers are scheduled to be deported but, just like in the USA with the millions of illegal immigrants who get lost in the system the BI says they cannot locate these people!

The Bureau of Immigration (BI) admitted that they do not know the whereabouts of the over 40,000 employees of Philippine offshore gaming operators (Pogos) who are set to be deported by the government.

BI Deputy Commissioner Fortunato Manahan Jr. made the revelation at Monday’s hearing of the Senate committee on ways and means after the inquiry of Senator Grace Poe.

(They say, “We will deport 40,000 or more individuals.” Where are they? I’m not asking to deport them immediately. What I’m saying is, do you know where they are, or these are just promises?)

Manahan answered that the 40,000 figure is just an estimate, assuming that there are 200 workers in each of the more than 200 Pogo firms with terminated licenses.

Poe immediately questioned Manahan’s remark.

“I just want to make sure that I have this right. You’re just making a calculation but you don’t actually know where those individuals are at this point?” she quizzed, to which the commissioner responded, “Yes.”

According to PACGOR POGOs began operating in the Philippines in 2003 but it was Duterte who began regulating them.

The rapid expansion of Philippine Offshore Gaming Operators or POGOs is linked to rising Chinese influence on the government of Rodrigo Duterte. But this is a controversial, if not unmentionable, connection because the Chinese government has officially rejected POGOs, while the Philippines denies that it is giving preferential treatment to Chinese citizens for such businesses. For many Filipinos, however, POGOs have come to symbolize the dark side of state-backed Chinese investments in the country.

According to the Philippine Amusement and Gaming Corporation (PAGCOR), POGOs began operating in 2003 but it was only in 2016, after Duterte came to power, that the government began regulating online gaming hubs.

The nation can thank the destructive typhoon that was the Duterte administration for foisting this mess upon the nation by giving POGOs legal sanction. All that's left now is to clean up the debris. That will not be so easy.

Overcrowded Philippine Prisons Keep Inmates Beyond Sentencing Date

Imagine going to prison in the Philippines. You would be subject to all kinds of inhumane conditions including overcrowding.

Certainly you would want to leave once your time was up. But what if they refused to let you go? That is the accusation of the Supreme Court.

The Supreme Court (SC) has ordered the immediate release of prisoners who have served their jail terms even without release orders from the courts, unless they are being held further for other lawful cause.

“Any further delay in the release from imprisonment of a person deprived of liberty (PDL), except for reasons allowed by law, is nothing but unjust,” stated the circular issued last Thursday, Aug. 4, by SC Court Administrator Raul B. Villanueva.

Villanueva said the circular was issued when several government agencies “have expressed concerns over delays” in securing release orders from courts for PDLs who have served their jail terms and the delays also “delayed the release of PDLs from imprisonment.”

The circular issued to all trial courts also stated:

“Considering Release Orders are not necessary for the extinguishment of criminal liability and have no bearing on a PDL’s completion of his/her sentence of imprisonment, all first and second level courts need not issue any Release Order for a PDL who has (a) completed his/her service of sentence and (b) when there is no other lawful reason for him/her to stay incarcerated.”

It's a no-brainer that prisoners should be released once they have served their time. But in the Philippines employees of the BJMP have no brains and prisoners are held over for unlawful reasons. It's more evidence that the Philippine justice system is corrupt and inept beyond belief.

Dancing Inmates and the Soft, Forgiving Culture of the Philippines

Cebu Gov. Gwendolyn Garcia is bringing back the “dancing inmates” of Cebu Provincial Detention and Rehabilitation Center (CPDRC) to attract tourists and hopefully bring income to prisoners whose dance routines posted on YouTube became viral several years ago.

Garcia said she would also reopen the savings account for CPDRC inmates at Cooperative Bank of Cebu. Each inmate, she said, would be given a savings account passbook.

When she was governor of Cebu from 2004 to 2013, Garcia introduced livelihood programs at CPDRC to help inmates earn so they could use their savings once they were released from the provincial jail.

“The inmates, for one, have a community store. Whatever they earn will be divided so all of them will have an income,” she said.

CPDRC became popular because of its dancing inmates, who became a viral hit on the internet when their choreographed dance of Michael Jackson’s music video “Thriller” was posted on YouTube in 2007 by then prison consultant Byron Garcia, the governor’s brother.

The original post has so far earned more than 59.5 million views.

The detainees performed dance routines as part of their daily physical fitness program and rehabilitation, and many of their performances were filmed and released online, which attracted local and international audiences.

In 2010, the public viewing of the dancing inmates was suspended as the provincial government conducted an investigation into the donations and contributions allegedly received by the group.

This time, Governor Garcia said the provincial government had entered into an agreement with dancesport choreographer Edward Jayco to train the CPDRC inmates.

Why would tourists visit a prison in Cebu so they could watch criminals dance? And how is this world famous? The Pyramids, Macchu Picchu, and Stonehenge are world famous because they are mysterious and beautiful works of ancient men. Criminals in orange jumpsuits dancing? Well, many people did flock to Cebu to watch these jailbirds flap their clipped wings. In fact there is an entire Wikipedia article devoted to this subject which you can read here. What really caught my eye was the justification of this program given by former Tourism Secretary Ramon Jimenez Jr.

Tourism Secretary Ramon Jimenez Jr. lauded the Cebu Provincial Detention and Rehabilitation Center (CPDRC) dancing inmates saying it is  one of the unique tourist attractions in the world.

(You have to know that I spoke to a group of tourists and promised them that the most important tourist offering that the Philippines could give is the Filipino),” Jimenez said.

“(And you, inmates, is an example of that offering),” he added.

In an interview, Jimenez said the dancing inmates showed how the Filipinos value rehabilitation more than punishment.

He said such value is unique to the Filipinos so tourists are delighted when they see this trait among Filipinos.

“(They never thought that our values extend to the detention center),” he told reporters.

“I hope that these are values that we will carry with the rest of the country. Like I said, I mean it when I say that this is probably one of the most incredible tourist sites on earth. I hope the world learns more about it,” he added.

The most important tourist offering the Philippines can give is "the Filipino" and these inmates are an example of that offering? Would he say the same thing about Angeles? I hear you can be offered many Filipinas up there if you know what I mean. 

The real take away is that "Filipinos value rehabilitation more than punishment." Sure society would like to see criminals go into prison and come out reformed but that does not always happen. It should not be forgotten that punishment is also an end in itself which means the point of being locked up is being locked up. This especially pertains to the death penalty but there is no death penalty in the Philippines. 

Perhaps this value of rehabilitation over punishment can best be summed up by Lee Kuan Yew's comments regarding Philippine culture.

There is nothing soft about forgiving. It is easy to hold onto a grudge. The issue is not forgiving but forgetting. When tourists flock to watch drug dealers, murderers, and thieves dance they forget who those people really are and what they might do to them if they were to meet outside the prison walls. 

Wrong-doers need to be punished. That is the purpose of the law. But in the Philippines you can circumvent the justice system if you simply settle with your victim. Hit someone with your car and almost kill them? It's ok as long as you pay their bills and come to an agreement.

(The three parties settled their differences amicably. The SUV driver, who caused the collisions, promised to shoulder all expenses, the repair of the motorcycle, the taxi and the minor injuries of the female driver.)

It can be recalled that Villanueva was arrested on Thursday morning, April 7, outside his condominium unit in Barangay Guadalupe.

On the same day, he was also released from jail since all parties agreed to settle.

(We cannot hold him because no complaint was filed and it would be us who would be at a disadvantage… on the criminal aspect, there is none because the parties agreed to settle their differences.)

This man committed a crime and the police say there is no criminal aspect because the parties agreed to settle. That is soft. That is not just forgiveness. It is forgetfulness that this person actually committed a crime. Who knows but he will do it again knowing he can pay his way out of the situation? What is the purpose of having a state if it refuses to enforce the laws?

Putting dancing inmates on display for the public is harmful. It is a stupid spectacle that may get some Youtube hits but does nothing good for society in the long run. 

Nineteen-year-old Egan Torrecampo, a lead dancer, said, "When we are dancing we tend to forget why we were here in the first place."

"When we are dancing we tend to forget why we were here in the first place."  That is problematic. Rehabilitation does not mean one forgets what they have done. Is the Philippines really so morally bankrupt that dancing inmates are being touted as a world famous tourist attraction?  My goodness! Talk about commodifying people.

The Pandemic Lockdown Prevented the Police From Busting A Cybersex Den for Two years

Online sexual exploitation of children in the Philippines is nothing new. In fact the Philippines is the number one country in the world for that crime. So the following story would be nothing exceptional except for what the cops had to say concerning their methods.

Authorities here rescued at least seven minors, including an infant, from an alleged cybersex den on Wednesday, July 13, 2022.

Police Maj. NiƱo Lawrence Ibo, officer-in-charge of the Women and Children Protection Center – Visayas Field Unit (WCPC-Visayas), confirmed that enforcers raided what seemed to be a cybersex den in Barangay Luz, past 3 p.m. on Wednesday.

Ibo said they arrested a woman who will be facing charges for violating the Cybercrime Prevention Act or Republic Act No. 10175.

Law enforcers also rescued six children and a four-month-old infant. They are currently under the custody of the Department of Social Welfare and Development in Central Visayas (DSWD-7), Ibo said. 

The identities of the suspect and the rescued minors were withheld for their own safety. 

So far that is pretty ho-hum. Sick, but your standard rescue operation of online sexually abused children in the Philippines. Now, here are the details of this operation.

Wednesday’s raid stemmed from an anti-online sexual exploitation operation conducted last 2020, in which the arrested individuals told investigators about the female suspect’s illegal activities, too. 

Ibo said they were about to entrap her back then. However, lockdowns and mobility restrictions during the COVID-19 pandemic apparently prompted the suspect to halt any online sexual exploitation activities. 

“Nagtuo mi sa pagpandemic nga niundang kay wa na ni reply… After, nagbalik na, okay na (ni relax na ang lockdown), among gimonitor balik. Nagengage mi through sa bag-ong account,” explained Ibo.

On June 22, 2022, undercover enforcers from the WCPC-Visayas Field Unit confirmed that the suspect was active again. They dangled a $20 offer, roughly P1,100 in today’s rates, as bait to locate her whereabouts. 

Based on initial reports from investigators, the suspect would offer to send nude photos of herself to foreign clients and in some instances, photos or videos of minors. 

Ibo said the suspect even offered lewd photos of four of the seven children rescued during Wednesday’s raid. 

They knew exactly what this woman was up to but were stymied in their efforts because she shut down operations during the pandemic? And it took them two years to confirm she was back to work? Was no one watching her during that time? No doubt she started up again much earlier than that or, what is more likely, she never stopped operating. In fact during the height of the pandemic reports of online sexual exploitation of children skyrocketed.

The Department of Justice (DOJ) on Monday said reports of online sexual exploitation of children increased by 264 percent as the country is battling the coronavirus disease 2019 (Covid-19) pandemic.

In a statement, the agency's Office of Cybercrime (OOC) said the National Center for Missing and Exploited Children recorded a total of 279,166 cases from its Cyberline Trip Report (CTR) hotline from March 1 to May 24, from 76,561 reports during the same period last year.

Why would the cops think entrapment was the best way to go? They knew what she was doing, they had probable cause, why not go get a warrant and bust down her door? They certainly had enough probable cause to try to entrap her. It does not make a whole lot of sense. Perhaps these children could have been saved sooner. But instead this lady was given two years reign to do as she pleased. These children are more victims of the government's unnecessary COVID-19 lockdowns. Not only was it economically crippling but these children were directly harmed by it.

The Status and Disposition of the Recovered Marcos Assets

Social media is undeniably one of the biggest cancers to plague the modern world. But even outside the modern world in isolated backwaters like the Philippines Twitter remains a formidable threat to the collective intelligence of the nation. Just look at this tweet from someone who is 100% behind Bongbong Marcos so much so that she has lost the ability to think.

Has the PCGG ever produced an accounting of all sequestered and forfeited assets, proceeds from the sale of these assets, and what happened to the proceeds?

And then the response from way out of left field from some clown who apparently lives in Macau and has a troll name.

None that we've known of.

Everything about the answer and the question is wrong. Did the man forget that aside from civil cases Imelda Marcos is a bonafide convicted felon? The question is bait to get those who read it to think that the PCGG has never released such a list because no-ill gotten wealth was recovered. That is literally what this lady told me!

On July 15, 2003, The Supreme Court of the Philippines reaffirmed the Sandiganbayan’s initial decision, concluding over 25 Billion Pesos worth of Marcos Assets as ill-gotten wealth. In its decision, it reiterated a number of key facts: 

1.Throughout the proceedings of the trial, Imelda and her children had in fact admitted to the existence of said deposits and their ownership thereto. In one instance, Imelda and her children denied clandestinely stashing the country’s wealth in Switzerland, stating that such assets had been legally acquired.

2. The five foundations imputed into the case were established precisely to hide the money stolen by the Marcos spouses. Imelda did not deny the existence and authenticity of her own signatures on several files proving her ownership over said funds and said foundations. These included documents under the names of “Jane Ryan” and “William Saunders” – which actually referred to herself and her husband Ferdinand, respectively. She had even admitted in 1998 before the Sandiganbayan that she was the sole beneficiary of 90% of the subject matter in controversy with the remaining 10% belonging to the estate of Ferdinand Marcos. 

3. The assets acquired by the Marcoses and kept in these deposits are manifestly disproportionate to their salaries as government officials. The only known lawful income of the Marcos Couple from 1966 to 1985 was determined in the sum of US$304,372.43 – the equivalent of P2,319,583.33 at the time. It is keen to note that neither Ferdinand nor Imelda filed any Statement of Assets and Liabilities (SAL) as required by law, from which their net worth could be determined.

4. As public officials, neither Ferdinand nor his wife Imelda were even allowed to engage in the management of foundations. This was held by law under both the 1935 Constitution and the 1973 Constitution which was created under his administration.

This tweeter is pretty stupid. The proper way to resolve this question is to send an FOI request to the PCGG not shout out loud in Twitter for socmed points. Thankfully someone did this already and only a few weeks ago on May 16, 2022.

Here is a list of recovered Marcos ill-gotten wealth and the status of their disposition.

I can just hear this twitter person tweeting, "THIS IS NOT ENOUGH!!" And you know, I get it. This is not a detailed breakdown of every asset recovered and its disposition. But this is what we have to work with. So, there are several bank accounts and stock portfolios which have been remitted to the treasury. It appears that 5 of 11 recovered properties have been sold. 15 of the paintings have been fully remitted to the Bureau of Treasury while it's not clear where the other 693 are. In 2018 3 paintings recovered by the United States were sold at auction. It appears this happened without the knowledge of the PCGG.

“The OSG had no prior knowledge of the sale and the details thereof or the supposed court order. While counsel for petitioner has requested the PCGG for details, the documentation is still forthcoming,” the OSG said.

The OSG “profusely apologized” to the anti-graft court Sandiganbayan—the lawful custodian of the paintings—and vowed “to provide further information as they become available.”

It is unclear whether or not the proceeds were remitted to the Philippine government but because these paintings are from the USA and thus foreign assets it would seem that the money has been fully remitted to the Bureau of the Treasury per the graph above.  There were also painting auctions in 1987, 1991, and 1999. In 2019 the Marcos family was ordered to forfeit 160 paintings.

“In sum, petitioner Republic was able to establish the prima facie presumption that the paintings and artworks valued at $24,325,500 acquired by the respondent spouses were significantly out of proportion to their aggregate salaries of $304,372.43 as public officials,” the ruling, penned by Associate Justice Efren de la Cruz read.

“Aside from the unsubstantiated ‘lack of sufficient knowledge’ in their Answer, respondents failed to present evidence to overturn the presumption that the paintings and artworks were unlawfully acquired. Hence, the forfeiture of said properties in favor of petitioner Republic is warranted,” it added.

The jewelry is being appraised so it can be sold at auction. Duterte approved this back in 2019.

President Rodrigo Duterte has “officially” ordered the Presidential Commission on Good Government (PCGG) to auction the jewelry collection of former first lady and now Ilocos Norte 2nd District Representative Imelda Marcos.

Executive Secretary Salvador Medialdea, in a message to reporters, confirmed that the Office of the President (OP) has officially informed the PCGG about the formal order to auction the PHP700-million jewelry collection.

The PCGG first asked permission to auction the jewelry collection in November last year.

"OP has officially informed PCGG that it interposes no objections to the proposed activities relative to the disposal of the Marcos Jewelry Collections, subject to compliance with existing laws, rules and regulations,” Medialdea said.

Strangely enough Imelda Marcos' shoes are on display in a museum.

Now, of course, there is more to this story. The majority of funding of the Comprehensive Agrarian Reform Law (CARP) comes directly from recovered ill-gotten Marcos wealth. The PCGG's latest report has more info on this.

The PCGG has provided substantial funding for the CARP, one of the social justice measures of the 1987 Constitution.

Under Section 63(b) of Republic Act 6657 or the Comprehensive Agrarian Reform Law, among the sources of funds for CARP are receipts from assets recovered and from sales of ill-gotten wealth recovered through the PCGG. Pursuant thereof, the PCGG has remitted the net proceeds of the disposed surrendered assets, to the BTr for the account of CARP from 1987 to December 2020, the total amount of Seventy-Eight Billion, Nine Hundred Thirty-Four Million, Five Hundred Forty-Nine Thousand, Ninety-Three Pesos and 15/100 (P78,934,549,093.15). 

These remittances were used to implement various CARP related projects, such as: construction of farm to market roads, bridges, irrigation facilities, acquisition of post harvest facilities, rural electrification, potable water supply, school buildings, extension and training services, credit assistance, scholarships grants, creation of Agrarian Reform Communities nationwide, and farmer organizations, and other related agricultural projects.

In addition, the PCGG has recovered and transferred to DAR 1,650 hectares of agricultural lands which were later distributed to farmer beneficiaries of Cavite and Laguna. While another vast tract of land in Biliran Province consisting of 1,407 hectares was transferred to the provincial government and distributed to legitimate farmer beneficiaries of the province.

This same report has a whole section on the disposition of the recovered assets noting that several items went up for sale.

  2. Conducted Marketing and Sales Activities for 16 real properties with approximate value P59M for 2019.

  3. Assisted the Privatizations Division in Marketing to reach the potential buyers of the PCGG Properties.

  4. Posted Notices of Sale for disposable properties in different government offices bulletin boards.

There is also a section where the PCGG documents show they monitor and preserve the properties which remain in their possession.

In March 2022 the BIR announced they will be auctioning off 11 more properties formerly owned by the Marcos family.

This was disclosed by retired Tacloban City Revenue Regional Director Estrella V. Martinez whose information was later confirmed by revenue officials on condition that they should not be named.

Martinez said that when she was still with the BIR, she tried then to sell the properties in 1997 but disclosed that no one showed interest in buying any of them. The same happened to the other sequestered assets from the Marcos family located in Quezon City, San Juan and elsewhere.

There were also property auctions in 1993 and 2012. In 2013 there was another property auction announced which also featured stock portfolios and media firms once owned by the Marcos family.

The exercise, which will be held over two years, will auction off 16 properties, 28 share portfolios — seven of them in oil companies — and 400 pieces of jewellery owned by former first lady Imelda Marcos, now a congresswoman.

The PCGG is also offering a total of P4 billion (Dh355.3 million) for two media entities: P3 billion (Dh267 million) for the sale of assets and the franchise of the Intercontinental Broadcasting Corp (formerly Channel 13); and P1 billion (Dh88.8 million) for DWAN Radio.

Also included in the sale are seven shareholdings of business associates that fronted for Marcos in oil companies such as Atlas Consolidated Mining and Development Corp, Benguet Consolidated Inc, Lepanto Consolidated Mining Co, Oriental Petroleum and Mining Corp, Philodrill Corp, Philippine Oil Geothermal Energy Inc and Trans-Asia Oil and Mineral Corporation.

The PCGG is also selling the share portfolios of Marcos business associates in 11 other firms — Chemfields Inc; Imperial Insurance; Marcventures Holdings Inc; Philippine Airlines Holdings Inc; Philippine Long Distance Telephone Co; Phil Overseas Telecommunications Corp; Phil National Construction Corp; Puerto Azul Golf and Country Club; Oceanic Wireless; Radio Phils Network Inc; and Showa United Food Inc.

I would be remiss here if I did not mention the COA's recent accusations against the PCGG for not properly cataloging all recovered assets.

The Commission on Audit (COA) has called out the Presidential Commission on Good Government (PCGG) over 122 art pieces and P54.61 million in surrendered or recovered stocks which remain unrecorded in its books.

In its 2021 PCGG Annual Audit released recently, the COA noted “laxity in the monitoring and recovery efforts” in connection with the ill-gotten wealth of the Marcos family and their alleged cronies.

For instance, 772,594,488 shares of stocks worth P54.614 million, which were surrendered by the defendants or were recovered by the government, remain unrecorded in the PCGG’s books as of Dec. 31, 2021.

The COA said that while the PCGG reasoned out that a majority of the shares of stocks were already inactive, the entire amount should have still been inventoried in its books.

“The non-recording of the surrendered/recovered shares is tantamount to voluntarily giving away possession and control of what is due to the government and without due regard to existing accounting and auditing rules and regulations,” the COA report said.

It pointed out that instead of outright non-recognition of the surrendered and recovered stocks, the PCGG could have requested the inactive ones to be dropped off from its books but only after submitting the “appropriate documents to support its derecognition, pursuant to existing accounting and auditing rules and regulations.”

In the same audit report, the COA also called out the PCGG over 122 pieces of artwork which are not entered in its books as of end-2021.

“One hundred twenty-two pieces of surrendered artworks such as paintings, statues, jars, framed wood carvings, wood carvings, tapestries, lithographs, framed cross-stitch artwork, wine goblet, upright piano, decanter, collage, brass item, abstract, news clipping, framed news print, drawings, plaque, and brass sculpture found at PCGG station remained unrecorded in the books of PCGG, thereby understating agency’s Abandoned/ Surrendered Property/Assets account by its total fair market value which are yet to be determined,” the COA said.

The COA recommended that the PCGG direct its Asset Management Department to “verify the accuracy of the inventory report, cause the appraisal of properties and coordinate with the Chief Accountant for proper accounting/recording in the books.”

Meanwhile, the COA said the PCGG’s laxity in transferring titles over several surrendered or recovered shares of stocks to the government led to the non-collection of dividends since 2005.

First of all one should not be shocked that an office of the Philippine government is plagued with mismanagement. That is par for the course. Second of all this news item only serves to confirm that ill-gotten wealth was recovered. Some of it wasn't documented properly which means there is more recovered than what is listed in the official FOI information above. Hopefully the PCGG can set it's bearings straight and fully document everything recovered from the Marcos family. 

There you have it. That is the status and disposition of the recovered Marcos wealth. It might not be as detailed as one would wish but this is the information which is publicly available. To pose questions that seek to undermine the reality that ill-gotten wealth of various kinds from paintings to land to stock portfolios have been recovered from the Marcos family and that this was all done in a court of law does a grave disservice to the nation. The fact is the Marcos family robbed the Philippines blind and enriched themselves. The PCGG has recovered some of the assets acquired by the Marcos family. And now that Bongbong is in the driver's seat recovery of what remains will be hard going if not altogether impossible.
