This series posts on Friday and the weekend is usually slow but come Monday it's full blast and by Friday this space is once again full of the silliest things happening in Philippine politics.

THE Office of the Ombudsman Visayas has suspended for six months without pay two public officials in Asturias, Cebu for helping their relatives secure sand, gravel and quarry permits. 
“Respondents violated Sec. 7(a) of RA 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees). They have a material interest in the quarry business which required the approval (of the town council),” read Callao’s 11-page decision.
It's a major conflict of interest when you have the town invest in a business which will benefit you or your relatives. A very common scam here in the Philippines.

A phone conversation gave her away, President Duterte said on Friday referring to Filipino-American businesswoman Loida Nicolas Lewis’ allegedly conspiring with the International Criminal Court (ICC) to have him prosecuted for crimes against humanity. 
In a press briefing at the Matina Enclaves Residences here, Duterte claimed he had prior knowledge of the ICC initiative as early as Tuesday, based on the transcript of a phone conversation between Lewis and an unnamed individual. 
“I was already listening to the tapes of their conversation. It was provided to me by another country but the conversation was in Philippines and New York,” the President said at Friday’s press conference. 
“Loida (Lewis) was one of them. And there was this, ‘See you in the headquarters when the case is filed.’ Blah blah blah blah blah blah,” Duterte added. “From the looks of it, it’s all politics,” he pointed out, referring to the ICC initiative.
This story is problematic on many levels. First of all Duterte does not tell what the plot is. Allegedly he has a transcript of a conversation between Loida Lewis and an unnamed person where they say "See you at headquarters." Headquarters? Is that the secret NYC office Loida operates from or is that the ICC building or is that somewhere else? Secondly these charges before the ICC were filed months ago and Duterte welcomed them. 

Thirdly, if this true, Duterte is admitting that a foreign power, likely China, is monitoring telecommunications in the Philippines. That is extremely disturbing and if Duterte was really handed a transcript of a private phone call from a foreign power and willingly accepted it rather than excoriate and expose said nation for spying then he is complicit in spying on the Filipino people.

The case arose from the discrepancies in the registration of the deeds of sale for six parcels of land bought from November 1996 to July 1997, defrauding the government of the corresponding capital gains taxes.
This is a cut and dry instance of land fraud. The interesting thing is the case is 22 years old!

During her tenure as Governor of Cebu this lady purchased a property and then contracted some of it out.  Apparently the contract was not above board and she had no authority to enter into the contract. Now it's up to the Speaker of the House to implement the dismissal order.

"While we respect the findings of the Ombudsman based on the merits of the case, only Congress may suspend or remove its members based on the former's anti-graft and corruption rulings," Presidential Spokesperson Harry Roque said in a statement. 
In a press briefing, he said he considers Garcia his "best friend forever" and he cannot be impartial. 
Roque also said the House would have to get a vote of two-thirds to expel her.

Andy Bautista has been MIA since November 2017.  Rumour has it that he left he country and will never return. He's definitely in hiding somewhere doing the best he can to avoid answering for his alleged ill-gotten wealth.

Duterte did not elaborate what case he would file against Licuanan. To date, his administration is yet to file a case against officials he sacked for corruption. 
It's always interesting how the details keep coming on certain scandals.  Just when you think all has been revealed....wait! there's more! If this lady really was corrupt then a case should have been filed against her.  So much for Duterte being serious against corruption if he simply let's people get away with corruption.

Superintendent Gilbert Gorero, spokesperson of PRO-6, said on Sunday that police officers should double their efforts to provide much better services to the people as they are now well-compensated following their recent salary increase. 
“They know that sleeping and being lazy in their work are not allowed or else they’ll be penalized,” he added. 
Last Wednesday, four station commanders and their 14 men were caught either sleeping or having a drinking session while on duty, during the surprise inspection of National Capital Region Police Office director Oscar Albayalde in several police stations in Pasay, Makati and Muntinlupa.  
Really blows my mind that anyone thinks increasing the pay of corrupt and lazy cops is going to decrease corruption and laziness.


A worthless program which will absolutely not stop desperate and degenerate parents from selling their children online. A complete waste of time. Virtue signaling at it's finest.

The Davao City Council declared opposition Senator Antonio Trillanes IV "persona non grata" after the lawmaker called President Rodrigo Duterte's hometown the most dangerous city in the Philippines. 
Trillanes said Davao City was number one in terms of murder and rape cases when Duterte served as mayor, and that residents there were "so brainwashed into believing" that the city was among the safest places to live in the world. 
Al-ag said Trillanes' statement was "an insult to the 1.6 million Dabawenyos who are working hard every day to make our city safe."
Poor Sen. Trillanes. Not only has the ombudsman scrapped the investigation into Duterte's wealth but now he is persona non grata in Davao. Will the Davao City Council also be declaring the PNP persona non grata?

This lady has been travelling a lot and bringing useless companions like her make-up artist, driver, and office helpers to "conduct inventory of DOT foreign offices." Can she not apply her own make-up? Why are there DOT offices in other countries and why can't the employees of those offices do inventory themselves? Are they that busy or just that useless? What are they inventorying exactly? Office supplies? Will we be seeing those documents? A lot of questions to be asked here and it all stinks but don't count on this lady being removed from her office.

Is Duterte really going to withdraw from the GSP+ preferential trade program which abolishes tariffs on 60% of imported goods to the EU and is a boon to Filipino businesses?  Is he really going to put a burden on Filipino businesses just because of his pride? I have said before that he should withdraw from this program because otherwise he is massive hypocrite and I stand by those words.

The Philippines is so corrupt that the Ombudsman had to suspend all 4 executives of the ERC but then the CA and to halt the suspension because there was no one to run the ERC since no one has been appointed to replace them!  That is a catch-22.

The Electrical Post That is Also A Garbage Can

This electrical post is cracked wide open.  So wide that people have stuffed their trash into the crack.



How is this major hazard allowed to exist? How was it allowed to even get to the point where it is cracked open so wide that now it's used as a trash can?


Someone is using this as a place to dry their mop.

I will never understand how there aren't reports of falling poles and horrible deaths from electrocution all throughout the country on a weekly basis. 


Look at that marvel of Filipino engineering and technology.  Liable to kill anyone in the blink of an eye. Tiiiiiimberrrr!!

Here's a disgusting news item from Cebu dated July 2015. A truck caught in some dangling wires causing a pole to fall on and kill a 13-year old boy.  

Dangling wires got snagged by a passing truck, pulling the post down but no utility firm is claiming responsibility for the loosend wires or the accident. 
Bong Lintag, assistant vice president and PLDT Cebu business zone head, said the unidentified driver of the passing was the “real culprit.” 
Lintag said the wires may have been loosened by another vehicle earlier, making it easier for the truck to snag the cables and pull the post downward. 
“Our facilities, as well as those owned by other utilities, are standard. It just so happened that there are third parties, like the driver, which may cause this kind of incident,” said Lintag. 
Lintag said PLDT maintenance personnel go around different areas each day so they could not have missed the dangling wires in barangay Tinago.
The way these companies pass the blame and try to pin it all on the driver is reprehensible. I know in my city there are dangling and low hanging wires all over the place. If I heard that PLDT maintenance personnel drive around all over the city so they could not have missed any dangling wires I might just keel over from laughing too hard.

Season's Greetings!

Merry Christmas everyone! Is this a case of laziness, forgetfulness, or something else? Cherry Mobile is renting these billboards but do they not have time to coordinate their ad campaigns to be seasonly appropriate? Where is the Valentine's Day ad? These pictures were taken on February 12th. I know Christmas starts early in the Philippines but this is a little too early.

And those electrical wires!  Don't get me started. So thick and low that you can't see the billboard and in some cases you can't see the traffic lights either.  No wonder traffic here is slow.  With all the low hanging wires no one can tell if the light has changed.

Martial Law: Indefinitely

Clarity has finally come to the issue of Duterte's yearlong extension of martial law in Mindanao.

Te said that the Court held that:"The manner of Congress' deliberation with respect to the President's request for extension of martial law in Mindanao for one year is not subject to judicial review.
The SC also said that the two Houses of the Congress has the "full discretionary authority" to promulgate its own rules, and the said power is exempt from judicial review and interference, "except on a clear showing of such arbitrary and improvident use of the power such as would constitute a denial of due process." 
The high court also noted that there is no provision under the Constitution that prescribes how many times the proclamation of martial law may be extended or how long the extended period may be.
The Court also held that the extension had sufficient factual basis, as "the rebellion that spawned the Marawi incident persists."
This ruling of the Supreme Court follows the reasoning of SolGen Calida who said that the Court has no say in the matter as regards extensions. But by declaring there is no provision as to the number of times martial law may be extended or  the length of any extensions it also justifies the fears of those who opposed the extension.

One might think the key word here is "may" and that the Congress will certainly not do such a thing.  Indefinite martial law via extensions?  It's absurd. Especially if martial law were to be extended over the entire country which is a real possibility since the NPA has soldiers in every region of the country.  While this scenario is one which Calida has denied will happen Duterte has said such an option is not off the table.

The Supreme Court also ruled that rebellion still exists in Mindanao. However, that rebellion has existed now for 500 years more or less. It is not going away anytime soon. Nor will operations against the Islamic terrorists be ending anytime soon.

In the Pentagon's Lead Inspector General report, Operation Pacific Eagle was "conditions-based and will terminate when the AFP no longer requires U.S. military assistance to address its internal terrorist threat."
The AFP remains poorly equipped and poorly trained. They were not ready for urban warfare in Marawi and only now are they receiving any training for urban warfare. Abu Sayyaf, BIFF, Maute remnants and various other Islamic terror groups as well as the NPA remain well armed and well prepared for the fight ahead. The AFP will require U.S. military assistance for a long time to come. Unless Duterte inks a deal with India and gets the Indian army to assist in Mindanao.

In the meantime it's business as usual for the AFP in Mindanao.

The AFP was carrying out these kinds of operations before martial law and they will be doing so even after martial law is lifted. It's a good thing these terrorists are dead but if they had surrendered like members of the NPA have been doing they might have received a different treatment.

“(They will) go on an educational tour in Manila and have a dinner with President Rodrigo Duterte at Malacanang on February 7, 2018 at 5 o'clock in the afternoon,” Balagtey said in an advisory. 
“The surrenderers will have an educational tour at Intramuros, MalacaƱang, and other historic places to awaken their nationalism prior to their scheduled dinner with the President,” Balagtey explained.

Rather than death or jail time these rebels get fĆŖted by the President. 

What will be the fruit of the Supreme Court's ruling? As with anything we all must wait and see. War and rumours of war are brewing all around the nation and the region. From China's militarisation of the SCS which Japan is even concerned about, to the North Korea crisis, to the Muslims in Mindanao anything could happen at anytime. So why not have indefinite martial law in Mindanao until all the Muslim terrorists are dead? Why not have indefinite martial law nationwide until all the communists are dead?  Are you ready for war?  Duterte sure is.

Duterte, in a speech in Davao City Friday, said he is offering to train the indigenous groups for three months to kill the rebels. 
"If they are well trained enough, give me about three months, I will train them as CAFGU (Citizen Armed Forces Geographical Unit) and give them firearms and go out and hunt for those who killed their comrades," Duterte said.
What is this plan but an admission that the AFP is not strong enough to win on their own? With an offer of 20k pesos per dead NPA rebel the President is transforming the Citizen Army into bounty hunters and vigilantes.  That is not the purpose of the CAFGU.
SECTION 1. The Armed Forces of the Philippines shall include the Citizen Armed Force which is hereby constituted, to be composed of all reservists, and officers and enlisted men on inactive status. All able-bodied citizens shall become reservists with appropriate ranks. All reservists in a particular locality shall be organized into reserve geographical units subject to call and mobilization as the need arises, individually or as a unit. Reservists called to active duty shall serve with the regular troops as part of the standing force. The Secretary of National Defense shall prescribe and implement a continuing program of recruitment and training for the Citizen Armed Force to enable it to respond to all types of threats to national security. 
SEC. 3. The Citizen Armed Force Geographical Units shall consists of cadre of officers and men in the active force and qualified reservists residing in the locality. The cadre may, however, be assigned to another unit in the active force while the CAFGUs to which they are assigned are on inactive status.
SEC. 4. Whenever dictated by military necessity, and upon the recommendation of the Secretary of National Defense and approved by the President, the Citizens Armed Force may be called or mobilized to complement the operations of the regular force of the Armed Forces of the Philippines or to support the regular force formations or units. For this purpose, Active Auxiliary Units which shall be part of the Citizen Armed Force Geographical Units, may be utilized, to be constituted out of volunteers to be screened in consultation with the local executives and civic/business leaders. These Active Auxiliary Units shall mean a degree of activation of military reservists short of full active duty status. They shall not be vested with law-enforcement or police functions.
From reading executive order 264 which provides for the formation of a Citizen Army it would seem that the composition of said army is limited to reservists and other men already members of the AFP but on an inactive status. There does not seem to be any provision for training indigenous people and even if there were such a provision three months is hardly enough time to train properly. Such a military would need constant training to stay prepared. The purpose of this Citizen Army is to provide support to regular AFP operations not to hunt down rebels on their own.

Interestingly enough 19 years later in 2006 Executive Order 546 was signed into law. This EO provides for auxiliary PNP units to assist the AFP in fighting the insurgency.
WHEREAS, the National Democratic Front, the Communist Party of the Philippines and its military arm, the New People’s Army, have been waging an armed struggle against the Government and the Filipino people for more than thirty years
WHEREAS, the ongoing insurgency has a negative impact on the economy and resolving the insurgency will foster a climate conducive to economic growth and national development; 
WHEREAS, to effectively address this threat, there is a need for a “whole of government approach” to ensure sustained, consistent, integrated and coordinated international security measures against the Communist Terrorist Movement and other organized elements/groups engaged in armed offensives against the Government
SECTION 1. The PNP shall support the AFP in combat operations involving the suppression of insurgency and other serious threats to national security. 
SECTION 2. In the exercise of its responsibility, subject to the concurrence of the appropriate Local Chief Executive through the Local Peace and Order Council, the PNP is hereby authorized to deputize the barangay tanods as force multipliers in the implementation of the peace and order plan in the area.

Twelve years ago, and in official documents, we see the communists are labelled "the Communist Terrorist Movement" and that there is an ongoing insurgency. What is insurgency but rebellion? Official government documents declare that a rebellion has been ongoing for thirty years! Why no martial law in 2006? If martial law had been declared then would it have been found to be a valid declaration? Would Mindanao and the nation still be under martial law twelve years later via extensions?

Two years after this decree the PNP distributed 12,000 shotguns across the nation with the first 1,000 going to Mindanao.

The PNP earlier distributed 1,000 shotguns to auxiliaries in Mindanao to protect villages, especially those attacked in recent weeks by the Moro Islamic Liberation Front (MILF). 
"May safeguard ito, PNP ang pipili nito (There are safeguards, the PNP will choose the auxiliaries)," Bartolome said, but did not give further details about the safeguards.
In 2008 MILF were the bad guys in 2018 they are the good guys waiting ever so patiently for the government to pass the BBL so the violence can finally stop.  There are several problems with AFP and PNP auxiliary units the biggest problem being those safeguards the PNP did not divulge not actually being safe.  How else does one explain this:

Jeepney Repair in the Middle of the Road

In the Philippines when your vehicle breaks down in the middle of the street it is best to fix it right then and there without moving it out of the way. After all it's only a small thing. A problem quickly fixed.  You won't be long.  




I wonder what the trouble is. Maybe it's not too serious. Just a little overheating or something. Or perhaps a loose fan belt.

What do you think that guy on the motorcycle is doing? Looks like he and the jeepney driver are talking. Is he offering to help push the jeepney out of the road?  Just to the left and out of the camera frame is a gas station.  They could push it there and then proceed with the repair.


Well it's been two hours and the front wheel is off which means this guy is going to be tying up traffic for a long time. But it's not a problem because fixing his vehicle is way more important than worrying about a little thing like blocking the intersection.

How many times have you seen a jeepney just like that, with the wheel off and the seat acting like a warning barrier, parked in the middle of a busy street causing traffic to slow down and back up all because the driver is too inconsiderate to push his broken vehicle out of the street? I have seen this scenario too many times for it to not be a cultural thing.

New Basketball Nets

The neighbourhood basketball court was fitted with new nets.



They don't even look good because the newness of the nets highlights the dilapidated and rotten backboard. Why was this even done? Better contact the guy whose name is on the backboard.

Those pictures were taken on September 18, 2017. How long do you think the new nets lasted?

Not long at all.  Here they are on January 26, 2018.

That does not look like normal wear and tear or weather damage. How would a storm do that anyway? It would have to be one mighty onslaught of wind and rain to rip those nets to shreds. These nets have been destroyed by players dunking hard and hanging on the net. More likely hanging.

Nice things don't last long in the Philippines.
