Retards in the Government Part 41

In this week's edition of Retards in the Government we finally get official recognition that the Philippines is a cesspool through and through as the DENR cracks down on tourist establishments throughout the country.

“To those who say that the President just does not want to be held liable, I say, ‘He’s not doing it for himself because we still have obligations during the time’ [the Philippines was a member of the ICC],” Cayetano said on Wednesday night.
He said it was really for the soldiers and police who had been opposed to ratifying the Rome Statute in the first place since it could be used to charge them with crimes against humanity in the ongoing conflict with communist and Moro rebels.
Cayetano said Mr. Duterte must have also considered the country’s internal conflict “like what happened in Marawi” when he ordered the Philippines’ withdrawal from the ICC.
Cayetano is lying.
Given the baseless, unprecedented and outrageous attacks on my person as well as against my administration, engineered by the officials of the United Nations, as well as the attempt by the International Criminal Court special prosecutor to place my person within the jurisdiction of the International Criminal Court, in violation of due process and the presumption of innocence expressly guaranteed by the Philippine Constitution and recognized no less by the Rome Statute, I therefore declare and forthwith give notice, as President of the Republic of the Philippines, that the Philippines is withdrawing its ratification of the Rome Statute effective immediately.
Go read the official statement. It is all about Duterte. There is nothing said about soldiers or policemen. Duterte withdrew from the ICC because of what he perceived as attacks against him.  Not out of some principled desire for Philippine sovereignty.

Probers are looking at robbery as the motive for the killing, noting that Alicaway’s necklace and cell phone were missing. The councilor’s relatives said he has no enemies.
Chief Inspector Adrian Nalua, San Fernando police chief, said Alicaway was not included on the drug watchlist.
Alicaway is the second Cebu local government official killed in less than a month.
On Feb. 19, Ronda Vice Mayor and lawyer Jonnah John Ungab was killed in an ambush while attending the promulgation of the charges filed against his client, self-confessed drug lord Kerwin Espinosa.
I am going to start including murdered politicians in this series.  It happens way too often that some obscure councilman is gunned down by motorcycle riders and then no one is ever brought to account.

https://www.philstar.com/headlines/2018/03/16/1797353/failure-uphold-justice-solons-slam-move-turning-napoles-state-witness
Senate President Aquilino “Koko” Pimentel III called the placement of Napoles under the DOJ’s Witness Protection Program “an unbelievable crazy development.”
“Do some people in the DOJ really believe that Janet Lim-Napoles is qualified to be a state witness in the Priority Development Assistance Fund scam which she herself invented, organized and perpetuated?” Pimentel said.
Magdalo party-list Rep. Gary Alejano said the move showed how “skewed” the justice system in the country has become.
“The most guilty now becomes the state witness,” Alejano said.
Alejano also called on Aguirre to step down from his post, as his presence is an insult to the Filipinos.
“I call on Secretary Aguirre to resign and spare the whole DOJ from further destruction and embarrassment. His failure to perform his duties with utmost competence and fairness has been a huge disappointment,” he said.
You know the justice system is no good when Senators start calling out the DOJ's bad decisions and for the secretary to resign.

And you’re saying that the President was playing out a drama? I tell you, when the President found out about it, he punched the wall in Malacañang and his hand went swollen out of anger.
For those saying that our war on drugs is just a sham, I am mad at you. Comedy your face.
How about the 108 policemen killed? Many have already died. That bogus  label is distasteful, we are dealing with lives. 4,000 people have died, but you still call it a comedy?
Funny if true. Show us the swollen hand.

Police had launched a manhunt against a former mayor of Calanogas town, Lanao del Sur province for wounding a relative during a shooting on Thursday.
That's one way to end an argument.

The accuser, a 7 month pregnant lady, withdrew the charges but Bato says the matter is still being investigated. It will be a fruitless investigation if the accuser refuses to cooperate.

Dela Rosa said the police and the Department of Justice (DOJ) should work as a team, especially on such a high-profile case.
(Why were we not advised that the case was weak? They should have warned us that it would be dismissed so that we could have strengthened it.)
(They might not be duty-bound to advise the CIDG, but they should at least listen to their conscience. They could have just sent a text message to CIDG director Roel Obusan to warn him that the case would be dismissed because it is weak.)
Earlier, Reyes said they were just being fair because advising the CIDG that the case was weak would mean they are biased.
Again Bato shows a complete ignorance of the law and a willingness to flout it. The PNP messed up on this case by not presenting all the evidence like Espinosa's Senate testimony.

“We received information from his constituents that he is in possession of various firearms and his civilian companions are often seen with high powered firearms. When we checked with the Firearms and Explosives Unit (FEU), we found out that he is not authorized to possess firearms,” Neron said.
He will probably never be able to regain his political position now.

https://news.mb.com.ph/2018/03/17/poe-calls-for-review-of-ph-sports-devt-programs/
Poe recently filed Senate Resolution No. 678 which asked the Senate committee on sports to conduct an inquiry, in aid of legislation, on the efforts of the Philippine Sports Commission, Philippine Olympic Committee, and the entire sports community “to achieve the ultimate goal of winning the country’s first gold medal in the Olympics.”
Poe said this as she cited the Philippines has yet to receive a gold medal since it joined the annual sports event in 1924.
After participating in 20 editions of the Olympics, the Philippines has won only 10 medals — three silver and seven bronze — the latest being the silver medal of Filipina weightlifter Hidilyn Diaz in the 2016 Summer Games.
“We need to take a deeper look at how these agencies are implementing existing laws on sports development and see what it will take for the Philippines to bring home the gold this time,” Poe said.
“It’s time to up the ante on sports development, including training for international competitions, with the ultimate goal of winning the Olympic gold, which remains one of the unrealized dreams of our sports sector,” she added.
And still no call for an investigation into the Marawi attack!
Duterte claimed that the Rome Statute, which established the ICC, was sponsored by the European Union because the bloc is making up for its "past sins." He said the EU, which has expressed concerns over the deaths tied to his brutal war on illegal drugs, stole the oil of the Arabs and sowed division in the Middle East.
The EU, formed after World War II, has former colonial nations among its member states but not all member states had colonies in the Middle East or elsewhere.
According to a history of the treaty prepared by the Coalition of for the International Criminal Court, it was actually Trinidad and Tobago, "motivated in part by an effort to combat drug trafficking", that revived a post-war proposal for the establishment of an International Criminal Court.
"I will convince everybody now under the treaty, get out, bastos yan (that is disrespectful)!" the president said during the graduation of the Philippine Military Academy "Alab Tala" class of 2018 in Baguio City.
Not only does Duterte not know the history of the ICC by linking it to the EU but he actually thinks any of the 123 member nations will be convinced by him to withdraw.

https://www.philstar.com/headlines/2018/03/19/1798155/politics-sabotage-espinosa-case-doj
The dismissal of drug charges against businessman Peter Lim and self-confessed drug trader Kerwin Espinosa has been blown out of proportion, Justice Secretary Vitaliano Aguirre II said yesterday.
Aguirre lamented that some quarters are out to destroy him, seeing political agenda in the attacks.
Critics called out for Aguirre’s resignation over the preliminary dismissal of complaint by the Philippine National Police (PNP) against Lim, Espinosa and others.
Aguirre said he sees political agenda in the calls for his resignation due to the possibility of him and his son joining the midterm elections next year.
“I think there’s already politics involved here,” Aguirre stressed in a phone interview.
Aguirre also believed that the resolution of prosecutors dismissing the charges against Lim and Espinosa was leaked to the media by some people in the DOJ with ill motive.
He said the resolution was leaked because it was not final yet as DOJ rules provide for automatic review by his office on dismissed drug charges.
A hallmark of Philippine politics is blame shifting and the inability to own up to one's mistakes. It's never your fault because someone is obviously out to destroy you.

https://news.mb.com.ph/2018/03/19/palace-falls-for-duterte-impersonator/
This morning, the News and Information Bureau-Data Processing Center (NIB) of the Presidential Communications Operations Office (PCOO) sent a transcript of a supposed phone interview of DZRH with President Duterte to Malacañang reporters titled, “INTERVIEW WITH PRESIDENT RODRIGO ROA DUTERTE BY DEO MACALMA/RICA HERRA/ISYU/DZRH.”
However, it was only confirmed at around 1 p.m. that the interview was with an impersonator of the President named Jun Alegre, a radio correspondent based in Bicol.
Beautiful!  And this after PCOO Secretary Martin Andanar told the Senate that the government does not engage in fake news. Did the PCOO not coordinate with Malacañang to make sure this was actually Duterte giving an interview? Are they not aware of his official events? Do they not get a schedule?
According to the DENR, commercial establishments and residential areas in Bacuit Bay had been built over the  three-meter easement zone, bringing them too close to the sea.
In places like Barangay Masagana and Barangay Buena Serte, sewage could be seen being discharged towards the sea.

To address the problem, the DENR has issued eviction notices against 32 commercial establishments in the area.
The agency ordered the establishments to "self-demolish" within 30 days.
"Nagkaroon ng notice na 32 sa mga establishment na kung saan sila po 'yung nag-encroach doon sa mga established easement and salvation na three meters na doon sa coastal areas," said Felizardo Cayatoc of DENR Penro, Palawan.
Resort owners meanwhile appealed for a delay and asked that the demolitions would be carried out after the summer season.
Another instance of local government not enforcing laws.  How were these establishments built? Surely not in the dark of night. Too close to the sea and spewing sewage into the sea and these resort owners have the gall to ask to be allowed to operate all summer? They are probably used to paying bribes to get their way!
http://newsinfo.inquirer.net/976560/pnp-chief-asks-grab-drivers-to-help-fight-crime
“If you see any armed men on motorcycles whom you think are not policemen, report them to the nearest police station so that the policemen can respond immediately,” Dela Rosa said, admitting that tandem-riding criminals remained a problem.
Grab drivers who volunteered to become road safety marshals were expected to police their own ranks and encourage their fellow drivers to practice road discipline.
Is the PNP so strapped for men that they are deputising Grab drivers? Does Bato think tandem motorcycle killers are going to be riding with their guns in their belt on full display like it's the wild west?
Gonzales said the task force reported that majority of the structures found within easement are concrete pathways, native cottages, residential cottages, concrete stairs, swimming pools, and seawalls owned by private business establishments.
If the government enforced the law these violations would not happen.
The police said Fernandez was arrested around 12:30 a.m. Sunday at Purok 3 in the village of Lumponid, Midsalip town. Fernandez has standing warrant of arrest for attempted murder with recommended bail of P120,000 issued by the court of Aurora, Zamboanga del Sur dated March 2, 2018.
This village councillor was wanted for attempted murder.
http://news.abs-cbn.com/business/03/20/18/denr-calls-out-49-resorts-restaurants-in-siargao
At least 49 resorts and restaurants in the tourist island of Siargao were found operating without sewage treatment facilities and did not have environmental compliance certificates, the Department of Environment and Natural Resources said Tuesday.
They might as well shut down the whole country and close it off to all tourists. The funny part about all these revelations of code violations is all the business owners calling foul and pleading for leniency to operate during the summer tourist season because closing will be a hardship! Such is the end result in a culture of corruption.

Filipino politicians will use religion to defend anything. Even the tearing asunder of what God has joined together!
Ronald Holmes, president of polling body Pulse Asia, said only a small percentage of Filipinos are knowledgeable on the Constitution and changes on the charter appear to be absent from the public's major concerns.
"There is no clamor, the urgency of change in constitution is something were not getting in public opinion polls," Holmes said.
Filipinos do not care about federalism and yet the government has allotted 100 million to propagandise the public to accept federalism.

http://www.sunstar.com.ph/bacolod/local-news/2018/03/20/city-told-explain-method-killing-impounded-dogs-594582
THE Department of Agriculture-Bureau of Animal Industry (BAI) required the Bacolod City Government to justify the method of killing impounded dogs, which is through the use of firearms.
City Veterinarian Ma. Agueda dela Torre said in January this year, they requested the deputation of police officers from BAI national office to euthanize the impounded dogs.
BAI recommended to the city to only use a tranquilizer or any medicine to terminate the dogs, but Dela Torre said using a firearm is cheaper than using the injectable procedure to euthanize the dogs.
She said killing a dog using a firearm is also legal, based on the Animal Welfare Act.
What is the protocol for executing a dog with a firearm?  What kind of firearm is to be used? Shotgun? Pistol? How many shots? Which part of the body? Head? Heart? Where is the execution to take place? It may be a cheaper method but it's undoubtedly messier and more biologically hazardous.

Chief Inspector Simplicio Pasaol Jr., Guipos police chief, said Jerson Reyes, 33, also turned over an improvised 12-gauge shotgun, which he reportedly used in killing Mario Bustamante, a village councilor of Barangay Sikatuna in Guipos around 9 p.m.
Pasaol said Bustamante was passing by Reyes’ house in Barangay Sikatuna when shot. He died from multiple pellet wounds
The motive, he said, was personal grudge but did not elaborate.
An improvised 12-gauge shot gun loaded with...birdshot?

Aguirre vs Hontiveros

A not-so-random encounter in Filipino Fantasy.

http://newsinfo.inquirer.net/976671/aguirre-threatens-to-file-libel-case-vs-hontiveros-aguirre-hontiveros-doj-libel-senator-drugs
Justice Secretary Vitaliano Aguirre II is poised to file a complaint of libel against Senator Risa Hontiveros for calling him a “manufacturer of fake news” and “cook of fake cases.”
“You could see libel cases filed against her,” Aguirre said in a text message.
Aguirre on Tuesday declared that he would file a libel case against Hontiveros after the latter earlier called him a “peddler of fake news” and a “cook of fake cases.”
But Hontiveros asked: “Hindi ba totoo (Isn’t it true)?”
“Huwag pikon at balat-sibuyas si Mr. Aguirre kapag kinokompronta sila ng katotohanan. If Mr. Aguirre can’t take it, he shouldn’t dish it. At hindi ba totoo?” the senator asked.
(Don’t be too sensitive Mr. Aguirre when you are confronted with truth.)
Blocks with Truth Shield. Counterattacks with Truth Blade.

Aguirre runs away. Drops 5 million pesos. Hontiveros earns 200 exp points.

“These [Philippine patrol] planes, every time that they fly over these features of Chinese, they will challenge,” Lorenzana told “The Source,” a CNN Philippines program.
“They will say that you are entering Chinese airspace. Just exchange of words. Then we will say: ‘No, we are passing over Philippine airspace.’ It’s just a play of words every time we have patrols,” he said.
Teehee it's just a a play of words. It's like a lovers quarrel. You're in MY airspace. No YOU'RE in MY airspace. *Giggle-giggle*

http://news.abs-cbn.com/news/03/21/18/metro-sewerage-problem-10-times-worse-than-boracays-mwss
The region, home to 15 million people, has only met 14 percent of its required number of sewerage treatment plants, which remove contaminants from the wastewater before it is dumped in rivers and bays, said Patrick Lester Ty, chief regulator of the Metropolitan Waterworks and Sewerage System (MWSS).
(This is about 10 times worse that Boracay. Metro Manila's problem is not just waste water, but also solid waste. We inspected Manila Bay and Pasig River up to Laguna Bay yesterday -- they were polluted. Diapers, shoes and various trash were floating there.)
This is what inefficient government looks like.  Maybe if Imelda Marcos had been building sewage plants instead of cultural centres the mess wouldn't be this bad.

(Look at how stupid the Canadians are, very stupid. They agreed to sell the helicopters. But when these were due to be delivered, they said, 'Ah but you cannot use these for military or punitive actions bu the police. This is only good for evacuation and humanitarian operations. You cannot use these against your own citizens.')
"My God, you Canadians how stupid can you get? Our citizens are joining the ISIS so we have every right to kill our citizens because we do not want to destroy the community with apathy," he added.
Duterte forgets that Canada did not cancel the deal, HE cancelled the deal setting back modernisation efforts by who knows who many years!  So who's the stupid one now?

Based on the complaint, Singson allegedly requested payments for the claimants based on spurious documents submitted by the regional office of Department of Public Works and Highways (DPWH).
He also allegedly authorized the payment in favor of the claimants who turned out to be bogus.
When sought for comment, Singson, who is currently out of the country, said he would first have to get details of the complaint.
According to Aguirre, the modus operandi of the syndicate was to claim compensation for the road right of way intended for land owners affected by the construction of a highway in General Santos City.
During a Senate hearing, Singson denied involvement in the alleged scam which reportedly defrauded the government of P8.7 billion during previous administrations.
Defrauding the government is nice work if you can get it and you can get it if you try!

http://newsinfo.inquirer.net/977245/house-just-a-step-away-from-abolishing-pcgg
On Tuesday evening, the 292-member chamber approved House Bill No. 7376 repealing the law that allowed government to run after billions of pesos of alleged ill-gotten wealth during the Ferdinand Marcos dictatorship.
The bill, principally sponsored by Speaker Pantaleon Alvarez, will be put to a nominal vote when Congress resumes session on May 14.
Under the proposed law, the powers and mandate of the PCGG, as well as the Office of the Government Corporate Counsel, shall be transferred to the Office of the Solicitor General (OSG), whose head, Jose Calida, campaigned for Marcos’ son, Ferdinand “Bongbong” Marcos Jr., in the 2016 vice presidential election.
There is nothing fishy about this at all!

http://news.abs-cbn.com/business/03/21/18/new-boracay-casino-resort-construction-set-in-2019
Macau casino giant Galaxy Entertainment and its Filipino partner, Leisure and Resorts World Corp, are building a $500 million integrated resort on a 23-hectare property.
Oh! I understand now. Duterte wasn't serious at all about fixing the mess in Boracay. It was all just sound and fury signifying nothing in an effort to scare and push out local businesses and make way for the Chinese. If there is one thing the small, delicate island of Boracay needs to fix its environmental crisis it's a huge casino owned by a Chinese company. Oh what's that you say?  The application begun in 2014 and was approved since then? So what? If they are serious about fixing Boracay there should be a moratorium on any new projects. Even projects that have already been signed off but have not yet commenced. In fact there should not be any projects which will bring in thousands of more tourists and exacerbate the problem. Read this analysis for more about China's involvement in Boracay.

The waters of Coron Bay, a major tourist destination in Palawan province, is literally teeming with feces, the human kind, according to results of tests made by the Department of Environment and Natural Resources (DENR).
In a report on its test results, the DENR said the level of water pollution in the bay had exceeded the safe limit.
“Coron has no centralized sewage treatment facility,” said Natividad Bernardino, DENR director for the region of Mimaropa (Mindoro, Marinduque, Romblon and Palawan).
“What makes the situation worse is there is no regular desludging of septic tanks,” Bernardino said. Desludging is emptying the septic tank.
Day by day it is becoming a matter of official government record that the Philippines is quite literally a shithole. Mabuhay!

https://www.philstar.com/headlines/2018/03/22/1799308/palace-loida-lewis-can-conspire-icc-because-shes-rich
Malacañang on Thursday said the Filipino-American philanthropist whom President Rodrigo Duterte earlier accused of conspiring with the International Criminal Court has the means to do so.
"The ICC accepts donations from private persons and organizations and I do know that particularly on the reparation fund... the ICC welcomes donations from everyone," Roque said.
Ridiculous conspiracy accusations based on alleged wiretapping of Loida Lewis' phone by an unnamed foreign country. If Duterte really was given a transcript proving these allegations he should release them. It would embarrass the ICC and justify his actions and charges. What has he got to lose?

Walking the Dogs and the Little Girl

I was taking the dogs out for their usual walk on a very hot afternoon. Three dogs at one time. Looks intimidating to some even though they are not mean dogs. Up ahead I saw an older lady and a young child walking towards me. As I approached them, though still more than 100 yards away, they veered out of my path and onto the sidewalk.

I thought for sure they were just trying to get out of the way of me and the dogs but lo and behold the child, a girl, pulls her pants down, squats, and does her business right in broad daylight. She did not even bother to go further into the woods or behind a tree or at least off the sidewalk. Instead she did her business plainly and openly without shame for all the world to see.

Dried up little girl piss
I eventually made my way to the spot where she stopped to piss and seeing her mark was peeved that I did not bring my camera. So I finished walking the dogs and returned with my camera only just in time as the proof was nearly evaporated in the heat of the afternoon sun.

What makes this incident all the more baffling and stupid is that the old lady and the child live in a house not far from where they stopped. Maybe 300 yards? Not far really. Maybe less than that. Instead of instructing the girl to hold it until they got home she allowed her to piss openly and in public.

In this case it is very tempting to think about Freud's anal stage of psychosexual development and speculate that this little girl will grow up to have an anal-expulsive personality. But really it's probably a lot more simple than that.

In the Philippines if you gotta go, go!

Snack Review: Twiny's

I bought this snack because it looked like Twix.

That shiny red package really builds up the expectations. Can't wait to bite into a chewy chocolate roll with a gooey chocolate centre.  Turns out the package is a lie.

Does that look remotely delicious? Does it resemble in any way what is on the package? No.

The gooey chocolate filled centre is empty!

This snack was absolutely horrible.  It was supposed to be crunchy but the crunch was stale. The taste, the look, the feel, it was all disgusting. If you ever see this product for sale be sure to buy something else.

Martial Law: Cooperation

The wars in the Middle East have slowed down and ISIS has effectively lost the battles of Iraq and Syria. Men from all over the world made their way to those countries to fight in the jihad. Some of them from Southeast Asia. Now the battle has shifted to the Philippines as those men who survived return home and as new jihadis heed the righteous call to war.
http://www.atimes.com/article/isis-alive-well-philippines/
Security analyst Rommel Banlaoi, chair of the Philippine Institute for Peace, Violence and Terrorism Research, noted that while the fresh firefight in Maguindanao was an offshoot of a regular military operation, threats from Islamic State-inspired militants remained real.
“Mindanao, particularly the ARMM, is deeply penetrated by ISIS Philippines,” Banlaoi told Asia Times.
“ISIS Philippines is discreetly recruiting members like wild fire and it has established strong sleeper cells in key vulnerable cities in Mindanao,” Banlaoi claimed.
This news is not new. It is only a confirmation of what has been playing out since rumours of ISIS establishing itself in the Philippines began to be whispered about in 2014 and since the end of the Marawi siege and what analysts have been saying would be the resultant aftermath. It also puts into context the intermittent fighting happening in Mindanao. Fighting against terrorists is nothing new but now there is an urgency in the matter to root out what is a growing threat.

Five here, six there, while hundreds, maybe thousands remain in hiding waiting for the right time to launch an attack.  What is the best way to fight these terrorists? Cooperation between nations?

http://globalnation.inquirer.net/165084/experts-push-for-collaboration-between-nations-agencies-to-prevent-another-marawi-siege
“A lot of what was discussed was how do we build resilience in Southeast Asia region…Marawi was a surprise so you have to learn how that did that come by…..What’s happening in [other countries] it could happen in your just country, it just hasn’t come around yet.. It’s a preventative way to be more resilient,” he also said.
“The collaboration, sharing of networks, information sharing, and better understanding between agencies and military is gonna be critical in order to identify these, who’s coming to your country, and who’s coming to your region,” Gumataotao said.
“I believe terrorist groups are cooperating and collaborating, and governments should also do the shift from cooperating to collaborating. If you don’t, the threat will persist,” Gunaratna said.
Nations cooperating together and sharing information to combat ISIS, which threatens the entire SEA including Australia, sounds wonderful but this is the Philippines and the fact is sharing information was not able to prevent the Marawi siege because the officials in the DND did not verify any of the intel reports they received.
https://www.philstar.com/headlines/2017/07/27/1722033/dnd-admits-lack-intel-validation-marawi-siege
Defense Secretary Delfin Lorenzana admitted that there was a lack of validation on the government side regarding intelligence reports on the siege in Marawi City.
Malaysia, Indonesia and Singapore have earlier warned the Philippines of the possible presence of ISIS-inspired local terror groups in the country, according to a report from UNTV.
Lorenzana said that the incident in Marawi City would serve as a lesson for the Department of National Defense and the military to validate intelligence reports.
"Maybe what we can do in the future is restudy what we are doing [in the] intelligence sector... so that we can be better prepared if something like this happens again," Lorenzana said.
Gunaranta is wrong that Marawi was a surprise.

But he is right that "you have to learn how did that come by." Only no one in the Philippines Senate can be bothered to launch an investigation into how it came by and so the nation remains unprepared for whatever horrors lie in its future.

It's not as if the Philippines has been going it alone. The presence of ISIS in the country has been known since 2014.

What good has cooperation done for the Philippines? None it seems. Despite cooperation with Australia ISIS has maintained and increased its foothold in the Philippines. Even with a continuing American presence (they have never fully gone away) ISIS has grown in leaps and bounds.

The AFP will welcome the hardware and firepower of the USA with Operation Pacific Eagle and the training from the Australians to fight urban warfare as well as maritime patrols in Mindanao but other than that the Philippines appears to want to chart its own course in the way it handles terrorism.

It's like a beggar who only wants your money and will curse you if you give him food. The Philippines wants weapons and hardware.

The Philippine Air Force (PAF) has upped the ante on its aerial intelligence gathering with the acquisition of six unmanned aerial vehicles (UAVs) from the US worth $13.36 million.
The DND Is lax to verify foreign intel reports but if you question the intelligence the Philippines has gathered about alleged terrorists then all hell will break loose.

“This list is a product of research and evidence supplied by police authorities and intelligence agencies,” he told reporters at the DOJ.
Recall that this list features a UN special rapporteur for indigenous peoples. The UN is not pleased with her inclusion which led to a spate of words between the Human Rights chairman and Duterte culminating in his withdrawing the Philippines from the ICC. The UN is adamant that the Philippines remove her.

The Forum expressed its belief that the charges against the indigenous human rights defenders are “unsubstantiated” and that they are being targeted for their advocacy and efforts to promote and protect the rights of indigenous peoples.
“We find this unacceptable in a country that is based on principles of democracy and good governance,” the UNPFII said.
Leave it to China to defend their new found ally and plaything.

“Relevant sides of the international community, including the Office of the United Nations High Commissioner for Human Rights, shall respect the sovereignty of the Philippines and the will of its people, view the outcomes of the Philippines’ fight against drug and terrorism in a comprehensive, unbiased and objective way, and support its efforts to move forward its human rights cause in light of its national conditions,”  Lu said Monday in a press briefing in Beijing.
What does sovereignty even mean in the case of the war on terrorism? If the Philippines has evidence on Corpus they should show it. They should share this information with the nations they are partnering with on the war against terrorism. Even if it is NPA and not ISIS. The NPA is listed as a terror group by the USA so any information regarding them will certainly help out with Operation Pacific Eagle. By all means they should at least show it to the U.N. Who wants a terrorist on their payroll?

It's not that the Philippines is completely insincere in wanting to cooperate with other nations to fight ISIS-Philippines.

“We must recognize that national security cannot be achieved in isolation from regional security,” Dutton told a counterterrorism conference that coincides with a special ASEAN leaders’ summit in Sydney.

“We had very good discussions with … Turnbull where we both reaffirmed, among others, our desire to strengthen our cooperation in the fight against violent extremism,” Cayetano said.
“The Philippines cannot fight and win this war on its own. We need to work with the rest of the international community in the fight against terrorism,” he added.
That sounds good coming from Cayetano but how is cooperation really working out in practice? What are the real world results except that the Philippines receives discounted and/or free weapons and training from the USA and Australia? Mindanao remains an area of extreme Islamic violence.

The problem is that the Philippines seems to be very touchy about wholeheartedly cooperating and sharing information it has gathered and validating information it has received. From the looks of it they want access to either free or discounted training and weapons from any nation who will offer them be it China, Russia, India, Australia, or the USA. Getting freebies won't necessary transform the AFP into a world class army.

Bautista said the implementation of the system was “in keeping with our vision of becoming a world class army by 2028.”
But it will give them the gear to look like one.

Blackout

There was a blackout from 4am until 3pm on Sunday. I didn't think they would really start so early but they did. I was awake in the dark for a few hours but thats ok because with no lights anywhere, not even on the very busy street/highway, the stars were more clearly visible than ever.  You could stare deep into the heart of the galaxy and marvel at the thin wispy band of the Milky Way sweeping across the sky.

Beautiful isn't it? If only I had a camera that could photograph the miracle that is the night sky.

A blackout means no internet! (Some would say Globe also means no internet.)

Being cut off from the internet is not so terrible. I spend too much time here anyway and I have many obligations that need taking care of.

The biggest hardship of any blackout where I live is that the water station pump is hooked into the grid so that means no water for as long as the blackout plus as long as it takes for the water company to turn it back on. Until then you have to conserve the buckets you filled up the night before. (Thankfully the electric company gives notice of blackouts before they happen.)

The water did not turn back on until an hour and fifteen minutes after the electricity.

This blackout was planned but the next one will unexpectedly occur when the transformer up the street randomly explodes in the middle of the night as it does too often.

Jeepney Art 10

The subject of most jeepney art is usually popular whether movies, cartoons, or famous singers and even religious matter. I have yet to see an airbrushed image of Duterte grace the side of an exhaust belching jeepeney and that is odd considering how popular he is.

Retards in the Government Special Edition: Inflation

In American politics there is an old saying, "It's the economy, stupid." In Philippine politics there is a similar saying, "It's the stupid economy." Actually I just made that up. Kind of like how it seems the Philippine government is making up it's economic policies as it goes along. Let's look at a few headlines and see how this story is developing.

The inflation numbers for February were released recently and they were a bit high.
https://www.rappler.com/business/197498-philippines-inflation-rate-february-2018
But not too high.
http://news.abs-cbn.com/business/03/06/18/espenilla-faster-february-inflation-in-line-with-expectations
Bangko Sentral ng Pilipinas Governor Nestor Espenilla said Tuesday the rise in consumer prices last month was "in line" with expectations.
The consumer price index rose 3.9 percent in February, higher than 3.4 percent in the previous month based on 2012 prices. The January CPI was computed using 2006 costs.
"The elevated February inflation figure is in line with our updated forecast for a temporarily higher inflation than target range in 2018 due to transitory factors," Espenilla said in a statement.
"Our forecast remains that inflation will decelerate back to well within target in 2019 whether based on 2006 or 2012 index," he said.
The message is don't panic. Everything is fine. We have taken factors into consideration and were expecting the inflation rate to be higher. It's a hiccup and will adjust itself soon enough.

But even though this is expected to be temporary the BSP said they were going to investigate to see if policy changes were warranted.

http://www.gmanetwork.com/news/money/economy/645644/bsp-to-study-if-inflation-rate-calls-for-policy-change/story/
“The operative word is temporary. How temporary is temporary is what needs careful analysis,” he said.
Yes how temporary is temporary? Is it perhaps four more years? That is the time Duterte has left in office and much of the recent economic rollercoaster has been attributed directly to his infrastructure programs.

With these projects on the fast track imports of capital goods have increased, exports have decreased, and the peso continues to weaken.
http://business.inquirer.net/247402/trade-gap-widened-3-32b-january
The surge in imports had reversed the current account to a deficit, which had the market worried and pulled the peso weaker in recent months.
At end-January, the peso depreciated to 51.341:$1 from end-2017’s 49.958:$1.
A component of the balance of payments, the current account was expected to swing to a $100-million deficit in 2017 from the $600-million surplus in 2016 amid the government’s push to ramp up infrastructure investments leading to a surge in imports of capital goods.
This year, the current account deficit is seen to swell to $700 million.
Economic managers had said that as the administration embarked on the “Build, Build, Build” infrastructure program and with expectations of sustained robust economic growth, demand for imports would remain strong in the near term.
The peso has been weakening slowly and steadily since 2016. Despite that fact economists have been quick to reassure everyone that this is only temporary and that it is actually a good thing.
http://news.abs-cbn.com/business/10/02/17/peso-weakness-vs-dollar-temporary-bdo-unibank
The peso's decline to 10-year lows against the dollar is "temporary" and does not signal trouble for the economy, an analyst said.
A weak peso also makes the Philippines more attractive to foreign investors, Ravelas said.
"The weaker peso, in the eyes of foreign investors, makes it cheaper for them to invest in the Philippines," he said.
"A weaker peso is good for OFW families because they have more money to spend," he said.
Could the weak peso be one of the reasons the Philippines has been listed as the number one country to invest in in the world? If so then that means any growth in foreign investment will also be temporary.

According to the DOF the weak peso is one of the reasons for increased inflation.

http://business.inquirer.net/247358/dof-blames-weak-peso-profiteering-high-february-inflation
Beltran also said “only a little less than 10 percent could be attributed to excise tax adjustment under TRAIN.”
If there is one thing the government does not want to blame for inflation it is the TRAIN bill which has raised excise taxes and increased consumer prices.

The TRAIN law is only 2 months old so it would be better to give it a few more months before it's impact can truly be assessed but it does seem as if it is having a negative impact on the economy and contributing to the rising inflation. And after all the reassurances that the February numbers were just fine now the narrative is that inflation will continue to rise.

https://business.mb.com.ph/2018/03/11/inflation-likely-to-stay-above-4-bsp/
The average inflation rate for this year will exceed four percent and breaking the government target, based on data and trends that the Bangko Sentral ng Pilipinas (BSP) keeps track of for the 2018 path.
“The BSP expects inflation, using the 2006-based CPI (consumer price index) series, to average slightly above four percent in 2018,” according to BSP Governor Nestor A. Espenilla Jr.
Espenilla has already stated that despite breaking the target, inflation will not top five percent for this year and that average inflation “is expected to return to within target range in 2019, settling slightly above the midpoint of the same target range.”
Will the rising inflation be temporary? Will the rate not top 5% this year? I doubt the DOF and BSP can say this without a note of caution on their tongue. After all this is the same song they have been singing about the peso since 2016.
http://business.inquirer.net/211439/peso-weakness-seen-as-temporary
The peso’s weakness amid a stronger US dollar following the United Kingdom’s “Brexit” vote will only be temporary even as the local currency hit its weakest level since the national elections here last May.
On Monday, the peso closed at 47.03 to $1, the softest close since hitting 47.09 last May 6, the last trading day before elections were held on May 9. It was also weaker than last Friday’s close of 46.95:$1, which reversed gains made the previous day.
If election jitters weakened the peso more than a month ago, the UK’s vote to leave the European Union last week was to blame this time.
But moving forward, the peso is seen bouncing back amid a robust domestic economy.
The peso at 47:1 was alarming enough to some people but now that it is at 52:1 I don't think we can call it's weakness temporary.  Nor do I think the positive forecasts of these economists cant be taken with anything but a grain of salt.
