A barangay chairman of a remote village in Las Navas town in Northern Samar was shot dead by one of the two men riding a motorcycle on Thursday. 
Apolinario Lebico, 63, the village chief of San Miguel in Las Navas, died on the spot after he was shot in the head about 4:30 p.m. at the boundary between Barangays Quirino and San Jorge in Las Navas.
A barangay (village) chairman in Isabela province was arrested on Friday morning for possession of assorted loose firearms, police said. 
Police identified the suspect as Reynaldo Hope, barangay captain of Barangay Gud, San Isidro, Isabela province. 
Among the guns seized were a Norinco M16 Rifle with tampered serial numbers, an Armscor .45 caliber pistol, and a Daewoo caliber .380 pistol. 
Police said the suspect was also involved in gunrunning activities in the 4th District of the province.
Another local official arrested over firearm violations.

One of the campaign leaders of  Lapu-Lapu City mayoral candidate, Junard “Ahong” Chan, was shot in the stomach past 8 p.m. on Saturday, April 27. 
Staff Sargeant Galser Reales, the investigator of the case, said the victim, Cesar Ybañez Siaton, was tending to a car outside the Babag barangay hall when an unidentified assailant onboard a motorcycle shot him in the stomach. 
Initial report by the Police Station 3 of Lapu-Lapu City said that Siaton was shot dead.
But Reales clarified that Siaton was immediately brought to the hospital for medical attention. 
Siaton was brought to the Lapu-Lapu City Hospital  but the attending physician advised that the patient be brought to Vicente Sotto Memorial Medical Center in Cebu City. 
“Ang nakapait kay pagdala nato sa Lapu-Lapu City Hospital ni advise ang doctor nga ipadala sa Vicente Sotto apan walay driver ang atong ambulansya. Kapait aning ospitala,” said Chan in the post. 
(It was unfortunate that when we brought him to the Lapu-Lapu City Hospital, the doctor advised that he be transferred to Vicente Sotto Memorial Medical Center. But the ambulance does not have a driver. How unfortunate this hospital is!)
The man was shot in the stomach but couldn't be transferred to the hospital the doctor recommended because the ambulance does not have a driver.

The Commission on Audit (COA) has called out the Philippine International Convention Center Inc. (PICCI), the company that runs the PICC, for failing to remit some P150.32 million to the national treasury in 2017. 
The amount, which represented half of its P300.65-million net income for 2017, was instead remitted to the Bangko Sentral ng Pilipinas (BSP), the parent company of PICCI.
But in its audit report released on April 16, the COA said the amount should have been submitted to the national treasury pursuant to Republic Act No. 7656, or the Dividends Law. 
In its report, the PICC claimed that it was not covered by the Dividends Law because its annual budget came from the BSP and not from the General Appropriations Act. 
But the COA said the national government indirectly owned PICCI through the BSP.
The PICCI does not know they are owned by the government? Seems strange.

The Cebu City Police Office are conducting an investigation on the alleged police brutality allegedly done by Talamban police officers against a drug suspect during an anti-illegal drug raid in Barangay Carreta on April 18 in Cebu City. 
The beating of the drug suspect, Eddie Basillote and two others, by six men during the drug raid on April 18 was caught on the security camera of Basillote’s house. 
The video footage of the alleged beating was posted on Facebook and went viral. 
Garma said that police substations had been allowed to conduct operations outside of their area of responsibility, with the coordination of the concerned police station commander. 
“It’s still the area of Cebu City. I give clearance to all police station commanders that they can conduct drug bust operations outside their area of responsibility,” said Garma.
That the cops beat the man seems to be open and shut since it was caught on video. But why would this lady authorise all police station commanders to conduct drug raids outside of their area of responsibility? That seems like a recipe for disaster.

If you search "philippines driving investors away", but not in quotes, you will see that this excuse is brought up offend in order to detract from the policies of politicians or actions of undesirables. Seeing as foreign investment continues it would seem this accusation is a red herring meant to silence.

Speaking before young athletes and their parents at the opening of the 2019 Palarong Pambansa in Davao City, the President said the country was not a dumpsite for other nations’ garbage. 
He was reading from his prepared speech when he veered off-topic upon saying the words, “patriotic fervor.” 
“Together, let us nurture the talents and patriotic fervor of our youth so that… See, patriotic fervor. There are about 200 containers there sent by Canada, we are being treated like a dumpsite,” Duterte said Sunday afternoon. 
Recalling his threat to ship back Canada’s garbage himself, he added: “I will tell them to load it onto ships next week. If you don’t accept your garbage, I will dump it on your beautiful beaches.”
How very patriotic of him.

Former Llorente Mayor Tito Balois Codoy Jr. of Eastern Samar decided to plead guilty to a lesser offense before the Sandiganbayan First Division after initially being charged with graft in relation to his unauthorized travel expenses. 
He was slapped with a violation of Section 3(e) of R.A. 3019 or the Anti-Graft and Corrupt Practices Act for taking advantage of his position and causing undue injury to the government in the amount of P81,954.04 from September 2013 to March 2014. 
On March 12, 2019, Codoy moved to plead guilty for violating Article 218 of the Revised Penal Code for failure of an accountable officer to render accounts instead of graft. 
There are several provisions to his plea bargain, such as his commitment to return P81,954.04 to the municipality. He will also be meted with a penalty of P2,000. Codoy also asked that the accessory penalty of perpetual disqualification from holding office and forfeiture of benefits not be imposed. 
The Ombudsman approved the plea bargain of Codoy on March 28, so the Sandiganbayan found him guilty for failure to render accounts. 
“Wherefore, in view of the plea of guilty of accused Codoy and taking into consideration, the terms and conditions of the plea bargain agreement by both the prosecution and the accused, the court hereby finds the accused guilty,” the decision read. 
Considering that the penalty meted for the crime that he has committed does not include any accessory penalty, the anti-graft court decided not to impose any on him. 
“It should be noted that the leniency of this court in imposing penalty upon the accused also is conditioned on the fact of the willingness of the accused to pay the civil liability, which he promised and undertook to deposit,” the decision added.
An interesting decision. Instead of graft he pleaded to a lesser charge and because he did so he can still run for office. In fact he pleaded with the court to not be perpetually disqualified from holding office. But who would vote for this man again?

John Lloyd Pacete ceased to be mayor of Bugasong town in Antique province as he is now behind bars for violating the gun ban during the May 2016 elections. 
“He is no longer the town mayor,” said Bernard Pesayco, the elected vice mayor who has been elevated as acting mayor of Bugasong since Monday. 
It was last February when the court convicted Pacete for having possession of a gun involved in an April 2016 criminal incident. Pacete, who was the incumbent vice mayor and mayoralty candidate at the time, hid the gun instead of turning it over to police.

A police officer, who allegedly killed six-year-old Gian Habal, underwent inquest proceedings at the Caloocan City Regional Trial Court (RTC) on Tuesday afternoon. 
P/Cpl. Rocky Delos Reyes is charged with murder and attempted murder cases before the fiscal’s office. He is also charged for violation of the election gun ban. 
P/Col. Restituto Arcangel, Caloocan City police chief, said Delos Reyes already faced two administrative cases before. One is for firing his gun in a birthday party last year, while the other is after “admitting” that he went on duty while he was drunk. 
Delos Reyes was reportedly chasing a wanted drug personality identified as Joevannie Mosquito on a path walk in Barangay 178, Camarin, Caloocan when he opened fire on Sunday at around 2:20 p.m. 
Delos Reyes said there was a firefight between him and the person he was chasing. But witnesses said, they only heard one gunshot. 
Habal, who was then playing outside their house, was hit by a stray bullet allegedly from the police. 
Habal was rushed to the Caloocan City North Medical Center by his mother, but he was pronounced dead on arrival. 
Meanwhile, Elsa Montañez, his grandmother, was also wounded after Delos Reyes allegedly shot her in her left feet when she tried to stop him from escaping. 
Delos Reyes told the police that when he “felt that people would mob him, his only resort was to fire his gun.”
This guy sounds like a bad egg who should have been tossed after he went on duty drunk last year. This is what happens when bad cops are recycled.

“Those named in the matrix demand proof of their participation in the ouster plot. Such is totally unnecessary,” Presidential Spokesperson Salvador Panelo said in a statement. 
Duterte has previously said he got the information from a foreign source, which he refused to identify. 
“It does not conclusively mean however that the information was originally obtained by the foreign country by an unlawful method that violates the privacy of an individual,” Panelo said. 
“The information,” he said, “may have been acquired by a Filipino citizen who shared the same to the foreign country which then transmitted to PRRD pursuant to the global policy of intelligence information sharing between countries.” 
“It is also erroneous to speculate that the information was obtained through wiretapping or any similar device prohibited by laws as it could have been personally heard or witnessed during a conversation between plotters in a place where there is no reasonable expectation of privacy, which according to jurisprudence is not violative of our privacy laws,” he added. 
He further mentioned that the information in the matrix “could also have been heard by one of their colleagues who does not agree on the ouster plan, who then shared the information to another, who in turn also relayed the information from whom PRRD received it.” 
“The possibilities are endless,” Panelo, who also serves as Duterte’s chief legal counsel, pointed out.
The gist here is that Duterte is free to accuse citizens of conspiracy without any proof and is under no compulsion to offer proof and nobody knows where Duterte got this information.

Presidential Spokesperson Salvador Panelo admitted Thursday that the “Oust Duterte” matrix he released to the media in a Palace briefing came from an unknown number. 
Panelo said President Rodrigo Duterte personally talked to him over the phone during the Holy Week to discuss the matrix in his next press briefing. 
“Apparently, there is an ouster plot against me and there is a matrix,” Panelo quoted Duterte as saying during their phone conversation. 
“He asked me to discuss it in the briefing, ‘yung matrix. Oh sinabi niya nga, ‘You touch on the matrix in your press briefing tomorrow,’” Panelo added. 
He said he was then not yet aware of the said matrix. 
He then revealed that he received a copy of the matrix through a message to his phone sent by an unknown number. 
In his Palace briefing on April 22, Panelo said the matrix he showed to the media came “straight from the Office of the President.”  
But why did he not verify the matrix? 
Panelo said, “Because I believe the President when he said there is. He’s an authority. He is the Chief Executive of the land. He has unlimited sources of information.” 
“I don’t have to verify what the President told me because he is the President. The President does not lie about these things,” he added. “The President does not lie on anything, on serious matters, especially it involves the work of the President. He is a very honest man.”

Panelo lied to the media when the told them his information came directly from the Office of the President, the truth being that an unknown number sent him a phone message containing the matrix. What else are they lying about?

Pajo barangay captain and mayoralty aspirant Junard “Ahong” Chan believes his former allies are being used by the camp of incumbent Lapu-Lapu City mayor Paz Radaza to destroy his reputation. 
According to Chan, his former allies, ex Department of Interior and Local Government undersecretary Lito Ruiz, and radio block timer Rufo Bering, were paid by the camp of the Radaza to destroy his image, especially with the elections just around the corner.  
“Mga binayran! Mga tawong mga binayran. Lito Ruiz? Binayran. Wala namay laing mahimo. Rufo Bering? Labaw na binayran,” Chan said in an interview at the barangay hall of Barangay Pajo. 
(They are all being paid. Lito Ruiz? He’s being paid. He has nothing else to do. Rufo Bering? He is also being paid.) 
Chan will be going up against Arturo Radaza, the husband of the current mayor, this May 13 elections.
There is certainly a a lot of drama happening in this particular mayoral election. One of this candidates assistants was shot on Saturday.

Grass Fire

Shortly before noon today a fire broke out in a grassy field near the highway as the result, I am told, of someone tossing a cigarette butt. Whatever the cause the hot and dry conditions of summer allowed the fire to spread rapidly.




While there may be a 911 system in place it was the Barangay Hall which was called and who alerted the fire station. Since it was only a small grassfire a two man team with a water truck arrived and bravely extinguished the blaze.



Here are they are after returning to the station. I did not get their names.


Their battle against the blaze lasted eight minutes but I have drastically sped up the video and added an abridged section from the William Tell Overture for the soundtrack.


Remember, don't litter.  Don't toss bottles and trash out of your car window and absolutely never toss a cigarette butt into the grass.

CIA Front Groups in the Philippines

CIA adventuring in the Philippines is as old as the organisation itself. The list of CIA actions in the Philippines is rather extensive and if you want a quick rundown then read the Wikipedia page on the subject. This post is about CIA fronts in the Philippines and in particular groups that receive money from the National Endowment for Democracy which is linked to the CIA.


Recently well known blogger Thinking Pinoy has put his research skills to the test to unmask the covert CIA funding of Rappler, Vera Files, the PCIJ (Philippine Centre for Investigative Journalism), and the CMFR (Centre for Media Freedom and Responsibility) through NED awards. These organisations have received a substantial amount of money via NED in increasing increments since 2016.  TP's thesis is very cut and dry. These organisations receive funding to write anti-Duterte black propaganda which is in the interests of the US.
I have always wondered why Rappler, PCIJ, Vera Files, and CMFR have been very critical of the Duterte Administration since Day One.  
In light of the massive funding these four outfits have been receiving from the US Government, however, I finally stopped asking why.

Of course he neglects to tell us exactly what they are writing which is blatantly in the interests of the US. Why are news articles critical of Duterte pro-US? Why are accusations that Duterte has billions in hidden wealth really in the interests of the US? Is he aware that the Duterte administration is still heavily dependent on the US especially in the war on terrorism? Does he even know what Operation Pacific Eagle is? Why would a destabilised Philippines be in the interest of the US when the Philippines acts as barrier between China and the greater Pacific? He also neglects to tell us that there are quite a few other organisations in the Philippines receiving NED funding.  Let us take a look at all of them except for the four he has cited.

With these additional 16 groups that makes 20 Filipino organisations receiving funding from the NED.  That is 20 alleged CIA front organisations in the Philippines. But how many of these groups have you heard of?  I have only heard of the four TP cites.  If the CIA is looking to subvert the Philippines through these organisations then they are not doing a good job. Some of these groups do not even have a proper webpage.

Most of these groups are human rights organisations. Only one, Mindanews, is a journalistic enterprise.  Are they publishing anti-Duterte and pro-US propaganda or are they publishing real news from Mindanao? If I am to believe TP's analysis then they must be publishing anti-Duterte black propaganda.
I have always wondered why Rappler, PCIJ, Vera Files, and CMFR have been very critical of the Duterte Administration since Day One.  
In light of the massive funding these four outfits have been receiving from the US Government, however, I finally stopped asking why. 
There are problems with this snarky assessment because Rappler did not even begin receiving money from the NED until 2018 and then it was a paltry $142,000 compared to other organisations which have been receiving funding for years. VeraFiles has only received $197,600 since 2016. The PCIJ has received $242,631 since 2015.  The CMFR has received $349,034 since 2014.

In contrast the CIPE has received $912,732 since 2015, INCITEgov has received $511,670 since 2014, and IRI has received $600,010 since 2016. Those are the top three biggest receivers of donations and with a total of $2,024,412 they dwarf the combined total of the big four TP cites which sits at a paltry $931,265.

The big four who are allegedly publishing all this black propaganda which is anti-Duterte and pro-US have not even received half of what INCITEgov, IRI, and the CIPE have received. Does this make sense? If the goal of the NED in funding these groups is to be a backdoor CIA organisation with the purpose of overthrowing Duterte why would they underfund these four organisations? Shouldn't Rappler have been getting big bucks for years now?  Why have they only been receiving funding since 2018?

Thinking Pinoy is not thinking very well.  Let's take this observation for instance:
President Rodrigo Duterte assumed office in 2016. A known US critic, Duterte has made it clear from the onset of his term that he wants a independent foreign policy [TheDiplomat], characterized by lesser dependence on the US and greater co-operation with China.

The USA absolutely did not RECOGNISE Philippine independence in 1946. In 1946 the USA withdrew all claims to the Philippines and the Philippines BECAME independent. This was the result of a 12 year process beginning in 1934 with Manuel Quezon and others visiting the USA and lobbying for independence. A plebiscite was held thus making independence the resultant will of people. I have written about this here. To say otherwise is to obfuscate history and deny the hard work of Quezon and the will of the Filipino people. Thinking Pinoy does not even know the history of his own nation.

It is also not true that Duterte has attempted to depend less on the US.  The Marawi siege was won because US forces helped the AFP.  DND Secretary Lorenzana admitted this.



For all his research skills in digging up these figures TP fails to provide any evidence that Rappler, the PCIJ, Vera Files, and the CMFR were critical of the Duterte administration from day one BECAUSE they receive funding from the NED. Many have been critical of Duterte since day one and it has nothing to do with the CIA. On the contrary it has to do with his constantly foul mouth, his disdain for human rights, his disdain for the constitution, his flirtation with martial law and revolutionary government, his bloody drug war which has killed thousands, his unwillingness to stand up to China in regards to the WPS, and his willingness to shuffle around the cabinet his friends who are tainted with corruption. Can TP pull up a single article from Rappler, the PCIJ, Vera Files, and the CMFR that is critical of Duterte and is wholly without basis and is outright slander? Can he pull up any article that is written at the direction of the CIA or promotes American foreign policy? If he can then Duterte should sue for libel. But he has not done so because such articles do not exist.

TP is not alone in his criticism of these organisations receiving funding from CIA fronts. Bob Tiglao, a man who has praised TP for being part of "a new breed of real investigative reporters" had this to say about the NED:
THE National Endowment For Democracy (NED), accused of being a channel for Central Intelligence Agency (CIA) propaganda and destabilization operations in Eastern Europe and elsewhere, has stepped up its funding for three local media outfits that have been publishing articles in the Internet very critical of President Duterte and his administration. 
These media outfits getting substantial amounts from NED are the Philippine Center for Investigative Journalism (PCIJ), the Center for Media Freedom and Responsibility (CMFR), and Vera Files. 
Even if NED wasn’t a CIA conduit, it is an institution funded by the US government, and therefore advances US interests. Shouldn’t we be outraged that the US government is funding anti-Duterte media outfits here?

Bob does mention Rappler saying:
PCIJ, Vera, and CMFR appear to be 90 percent funded by foreign entities, while Rappler,  about 50 percent.
He offers no proof for these allegations.

Bob ends his piece with this:
They claim to be objective, but any casual reading of the posts of these outfits will show beyond any doubt that they are merely following the agenda of the Yellow Cult based on that worn-out EDSA playbook: To demonize Duterte so much for public outrage to unseat him. That they are funded by an alleged CIA conduit is huge slap on our nation, and my profession.
He fails to provide any post or article to verify his statement that the goal of these groups is to demonise Duterte in a bid to unseat him.

Now let me be real clear here.  I am not apologising for these organisations. I am not excusing anyone for receiving funding from CIA front organisations. I am not apologising for the CIA. I am not denying that the CIA as well as other spy organisations such as Mossad regularly and clandestinely interfere in the affairs of foreign governments. I am not denying that the CIA is involved in shenanigans in the Philippines. What I am questioning is the conclusion of TP that BECAUSE these four groups receive funding from the NED they are thus critical of the Duterte administration.  TP has not provided a shred of evidence to back up that assertion.

In a follow-up post focusing exclusively on the funding of Vera Files which he claims receive more than 50% of their funding from CIA fronts TP writes:
That is, NED and TAF tripled Vera Files’ revenues starting in 2016 which, by the way, is the same year President Rodrigo Duterte assumed office. 
This is especially relevant in Vera Files context because the Duterte Administration, i.e. the government of the jurisdiction within which Vera Files operates, is currently clashing with US Foreign Policy as Duterte’s independent foreign policy “upends Washington’s Pivot to Asia”.

Again Duterte's foreign policy is pretty scattershot but it is by no means one that clashes with the US as the US remains intimately involved with this nation especially in a defence capacity. It's a bit hard to ferret out what he is getting at in this article because he doesn't make any bold or snarky claims but it seems that his point is that Vera Files is critical of the Duterte administration BECAUSE they receive funding from CIA linked organisations. He does not provide a shred of proof for that accusation. Basically all he does in this follow-up article is detail Vera Files funding and the reader is supposed to be shocked and think Vera Files is a CIA front doing the bidding of the CIA. It is a classic case of guilt by association.

What is TP's real goal? Because he fails to discuss all the other groups receiving funding from the NED, much more substantial funding, I think all he wants to do is muckrake. He is a muckraker not interested in truth for truth's sake. He only wants to unmask Duterte's detractors. That is exactly why Bob Tiglao praised him. If he were interested in truth for truth's sake he would discuss the CIPE, INCITEgov, and IRI and investigate just how the CIA is using those groups to subvert the Philippines and promote US foreign policy. Heck if he were really interested in truth he would investigate prior knowledge and intelligence failures in the lead up to the Marawi siege which information I have repeatedly posted on his FB page and Twitter feed. No one, not even Rappler, wants to touch the subject of Marawi prior knowledge.

But that is TP for you.  What else can you expect from a guy who was tapped by the AFP to give a presentation on "The Power of Social Media in Influencing Perception?"


Sounds like TP knows a thing or two about psyops. Perhaps he is one.
