Bacolod Boy's Home is Illegally Dumping Garbage in the Woods

Just outside of Bacolod City is the Bacolod Boy's Home. As the sign says it's a home for orphaned and abandoned boys.




Usually the gates are shut and whatever is happening behind them remains a mystery to the outside world. The boys are probably going to school and growing up learning to become men. Many good men have spent their formative days in this place.

Thirty years later the Bacolod Boys Home has grown and eventually increased the number of orphans served to 200. At present it also provides free basic education to more than 2,000 boys with promising careers. Many of them are now in the Integrated Police Force; Armed Forces of the Philippines, United States Navy, different career path and 10 became priests.

It is certainly too bad then that these boys are not learning the best way to dispose of garbage.

I saw two boys cross the street dragging one of those large, round, low, black rubber garbage cans. Immediately I was curious as to what was going on though it was rather apparent. They were dumping garbage in the woods.


Just look at all that garbage. Those boys didn't dump all that trash on the day I saw them. It looks like they only dumped the pile of waste near the top. But seeing how much garbage has accumulated and having witnessed those boys do it once it is more than certain that the Bacolod Boy's Home is illegally dumping their garbage in the woods. In fact the next time I was in the area I saw some boys standing around outside and I asked them if they dump garbage in the woods.  They said yes.


In the center of the picture you can see the garbage can the boys were dragging. This road isn't exactly busy but it is well travelled and by massive sugarcane trucks. What irresponsible guardian told those boys to drag a heavy trash can across the street and illegally empty its contents in the woods? Just look at this guy. Did he tell them to dump the trash in the woods?


What other crazy stuff is happening behind those closed doors in the Bacolod Boy's Home?  I shudder to think.


I have been sitting on this story for a few months. Everything above I wrote back in March. But the other day I was in the area again and decided to take a peep and see if garbage was still being illegally dumped. It is.


That is fresh Christmas garbage. Wrappers from presents tossed out into the woods. Here's a close-up:


The Bacolod Boy's Home is still illegally dumping garbage down the side of a ravine or gully and will likely continue to do so. What a shame.

Insurgency: 32” Smart TV Sets From DILG

It's the end of the year which is the proper time for the AFP to release year-end assessments of the fight against the insurgency.

The Armed Forces of the Philippines (AFP) on Monday said it continues to win the war against communist insurgency in the country as it has neutralized over 7,000 members of the communist terrorist New People's Army (NPA) so far this year.

"From January this year, mahigit 7,000 na ang ating na-neutralize na NPA. Karamihan dyan ay nag-surrender, mga 6,600. Then 1,991 ang nasawi sa mga engkwentro with security forces at 250 naman ang na-apprehend. (we have neutralized more than 7,000 NPA members. Around 6,600 of them surrendered, 1,991 died in clashes with security forces and 250 were apprehended)," AFP chief-of-staff Gen. Gilbert Gapay said in a Laging Handa briefing.

He added that government troops have seized over 1,500 firearms in various security operations against communist terrorists.

"What we want to highlight is the confiscation of 491 improvised explosive devices (IEDs) used by communist terrorists. The NPA continues to use landmines and IEDs bagama't pinagbabawal ito sa (even if these are prohibited under the) International Humanitarian Law," Gapay added.

Gapay, meanwhile, reported that from Jan. 1 to Dec. 4 this year, government forces have neutralized 187 members of the Abu Sayyaf Group and seized 134 firearms from them in intensified security operations.

A total of 232 members of the Bangsamoro Islamic Freedom Fighters were also neutralized since the start of this year who yielded a total of 193 firearms.

He added that military troops has also neutralized 61 members of the ISIS-inspired Maute Group and recovered 52 firearms from them.

That number is rather astounding. How many are actual NPA fighters and how many are mere supporters? They do not say but that distinction is very important. I have written about this extensively and will not repeat myself here. See this article for reference. The gist is that when the AFP reports these numbers they do not make the distinction so it appears that the NPA is dwindling when the opposite is true. This number should be taken with a huge grain of salt until all the data can be viewed.

It should also be kept in mind that in February 2017 the DND said there were 5,000 NPA fighters in the country while in January 2018 the AFP said there were only 3,500 NPA fighters. For 7,000 to have been neutralized this year and to still remain a substantial threat means the NPA has experienced exponential growth. 

As far as the other numbers go BIFF and ASG still pose a serious threat but their actual numbers are not readily available. Some reports I have covered, like the US DoD's Operation Pacific Eagle quartlery reports, put the numbers at roughly 500-400 each.

Fifteen members of the Abu Sayyaf Group, including two of their sub-leaders, surrendered to Joint Task Force Sulu on Friday, the Western Mindanao Command said. 

“The two sub-leaders were identified as Alvin Yusop, a.k.a. Arab Puti under senior leader Radulan Sahiron; and Barahim Nurjahar under deceased senior leader Hatib Hajan Sawadjaan,” Wesmincom Commander Lt. Gen. Corleto Vinluan said in a statement. 

The military said Arab Puti was involved in kidnapping operations and was a close-in aide of Sahiron. His family convinced him to surrender because his mother had suffered stroke. He also wants to take care of his 4 children.

Meanwhile, Barahim Nurjahar was allegedly behind the kidnapping of the sister of a Sulu town mayor, Wesmincom said. For his surrender, he approached the Moro Islamic Liberation Front Jikiri faction who then linked him to the military.

One wonders if these men, very dangerous men who have committed heinous crimes, will be able to avail of the government's largesse via the ELCAC program. The answer is a big yes.

Maj. Gen. William Gonzales, commander of the Army’s 11th Infantry Division, said the surrendered terrorists would be given “full on-integration program” with livelihood aid. 

Gonzales told those who surrendered that the Army is coordinating with the Office of the Presidential Adviser on Peace Process and the governor of Sulu “so that you can start a new life.” 

“Tell the others that they are welcome so long as they are sincere, willing to face the rule of law, and most of all ready to cooperate in our fight for peace here in Sulu,” he told the surrendered ASG members.

None of these men are going to face justice for their crimes. Instead they will be given housing, job training, cash, and whatever other livelihood aid the ghvenrmt deems they deserve. These are not regular guys. These are not grunts. They are bonafide terrorists who have committed kidnapping, murder, and insurrection. And the AFP wants to integrate them into the community so they can start a new life! That is a rather sickening prospect.

The man Arab Puti worked under is a notorious terrorist and is on the FBI's most wanted list for kidnapping and murder. According to CNN:

Sahiron is one of the most of wanted terrorists listed by the Federal Bureau of Investigation in the United States. He played a role in the 2001 kidnapping of three U.S. citizens and 17 Filipinos from Dos Palmas, a resort in Palawan. Several of the hostages were killed.

The man Barahim Nurjahar worked under, Hatib Hajan Sawadjaan, is responsible for the Jolo cathedral bombing. The AFP reported that Sawadjaan likely died after a firefight on July 6th but they have found no body and no grave. It could be that he is still alive just like Hapilion was still alive even after the AFP reported on his death a few months before the Marawi siege. Whether he is alive or dead he still has his own faction in Abu Sayyaf. The other faction is controlled by Sahirion. The difference between the two comes down to methods. Sahirion is not keen on admitting foreigners while Sawadjaan is. It appears that these two men are collaborating and that is bad news.

Sahiron has seemingly avoided closer ties to Islamic State’s affiliates in the Philippines since the first ASG factions made their oaths to former Caliph Abu Bakr al-Baghdadi in 2014 due to an aversion to hosting foreign fighters and a predilection toward focusing on criminal activities and minimizing risks. Sawadjaan, meanwhile, has introduced foreign fighters—something Sahiron has opposed—and suicide bombing tactics to the insurgency in Sulu.

Increasing pressure from the AFP is pushing Sahiron closer to Sawadjaan’s IS-EA, as indicated by their recent collaborations. ASG factions are organized within familial and clan-based cells, so the fact that family members of both leaders have reportedly worked for the other side is indicative of a growing integration between the factions. Should the two formally combine their forces, it would change the dynamic of the insurgency for the worst, augmenting the number of fighters the insurgency is able to place in the field while potentially simplifying their chain-of-command. Furthermore, it could act as a beacon to other extremists in the Philippines and the wider region, especially should Sahiron acquiesce to Sawadjaan’s policy of allowing foreign fighters to join the group. Differences in policies, leadership styles, and the continued domination of familial-based faction within ASG are likely to keep these leaders and their followers from fully integrating their operations, but their cooperation will, at the very least, hurt the AFP’s mission of stabilizing this volatile province.

The Jamestown Foundation is an American think tank which engages in research about terrorism and other global trends especially in Eurasia. Does the AFP concur with this analysis? Are they even aware of this trend? One thing's for sure the general public is not aware of just how strong ASG is and the potential for more violence they pose. Instead we are continually told positive stories about the AFP's imminent defeat of Abu Sayyaf and how the establishment of the BARMM has for all intents and purposes put an end to the Islamic insurgency.

Indeed the government has given themselves a score of 9.5 out of 10 in the war against terrorism.

On a scale of 1 to 10, the government is now at 9.5 in terms of winning the war against the communist terrorist group (CTG), an official of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) said on Thursday.

Lt. Gen. Antonio G. Parlade Jr., NTF-ELCAC spokesperson, was one of the speakers during the first Panay Peace Summit hosted by Passi City and attended by around 1,500 participants on the ground and through video-conferencing.

In the press conference following the short program, Parlade said what is lacking is the filing of cases against the CTGs.

He added that they are always being asked why no cases were filed against the CTG, but he said it will follow.

Parlade was presented with 128 judicial affidavits of former rebels from Panay that were gathered by the legal cooperation cluster of the regional task force led by Prosecutor Flosemer Chris Gonzales.

The affidavits will be used to file cases against the New People’s Army (NPA) CTG.

It's not clear on what Parlade is basing this assessment but it is clear that he thinks filing cases against the NPA would take the score to a perfect 10. One does not want to belittle any gains the AFP has made but if 7,000 NPA fighters were neutralized this year while many more remain on the loose and in 2018 there were only 3,500 NPA fighters then it's pretty clear that hardly any gains are being made as the ranks of the NPA have more than doubled in the space of two years!

Funny that so many municipalities are declaring the NPA person-non-grata but not the BIFF or ASG.

A total of 1,546 local government units (LGUs) nationwide have declared members of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) as persona non grata in their localities, the Department of the Interior and Local Government (DILG) said Friday.

In a statement, Interior Secretary Eduardo Año said that out of the 1,715 LGUs nationwide, 1,546 of these — namely 64 provinces, 110 cities and 1,372 municipalities — have passed resolutions declaring members of the group as persona non grata. 

Meanwhile, the remaining 169 LGUs, Año added, are in “various stages of deliberation in their respective provincial, city, and municipal councils.”

The DILG said that based on its records, six out of the 17 regions nationwide have already reached a 100 percent declaration of persona non grata to the CPP-NPA-NDF members, namely Central Luzon, Central Visayas, Zamboanga Peninsula, Mimaropa (Mindoro, Marinduque, Romblon, Palawan) and Cordillera Administrative Region.

“Much like the battle against the COVID-19 pandemic, we need to finally end this very old problem using a whole-of-nation approach, and the support from our LGUs gives us great assurance that we are not alone in this war against these atheists, Maoists terrorists,” Año said. 

The DILG chief added that he is expecting more LGUs to declare  the communist rebels persona non grata.

“The DILG is looking forward to seeing more LGUs join us in this fight against Communist terrorism. We cannot allow these groups to continue killing people, the time has come to finally put an end to their wicked ways,” he added. 

Elsewhere in Negros Occidental the AFP claims 77 villages have been cleared of the NPA. They will all eventually be participating in the DILG's new TV Arlan Series.

An initial 25 insurgency-cleared barangays in Negros Occidental received television sets with learning modules during the launch of the Retooled Community Support Program (RCSP) TV Aralan Series of the Department of the Interior and Local Government (DILG) here on Wednesday.

The recipients are part of the first batch out of the 77 cleared villages in the province.

Governor Eugenio Jose Lacson said the activity is proof that the government works to further programs, services, and policies that empower Negrenses to attain common goals for peace and progress.

“I consider the RCSP as a great opportunity to address the root causes of local armed conflict and tensions,” the governor said in his message before the agency officials, mayors, and barangay officials during the launching rites held at the L’ Fisher Hotel.

Lacson noted the program prioritizes the delivery of basic services and social development assistance and facilitates participatory initiative of all sectors in the attainment of the country’s peace agenda.

As part of the RCSP, the TV Aralan Series is being implemented by the DILG-Western Visayas in partnership with the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC).

In using the TV sets and learning modules, the barangays will be guided in crafting their Barangay Development Plan as well as learn about the peace and development programs and projects that they could avail.

34 barangays in Iloilo also availed of this TV Aralan Series which is literally the DILG handing out 32'' TV sets to keep the barangays abreast of anti-communist programs.

What an incredible waste of money. Is there no other way for the DILG to provide this information to LGUs without providing them with expensive TV's which will no doubt be used for watching TV and movies! Or will the TVs be programmed to only receive programs from the DILG? The internet would be more cost-effective.

Former New People’s Army (NPA) rebels in Malapatan town, Sarangani province are taking up arms anew not to fight the government but help secure their own communities.

Malapatan Mayor Salway Sumbo Jr. said Thursday that the local government has enlisted over 20 rebel returnees from the Blaan tribe to serve as peacekeepers in its upland barangays, especially those situated in the border areas.

Dubbed as “Kamlung Banwe,” a Blaan term for defenders, he said the unit was created in coordination with the Archers Alpha Company of the Philippine Army’s 73rd Infantry Battalion.

“They will serve as our territorial boundary forces and will help our troops in maintaining peace and order in our mountainous borders,” he said in a report.

Sumbo said the peacekeeping units would be deployed to help counter the movements of rebel forces and other armed groups operating in the area.

He said its members are from Barangays Kinam and Upper Suyan, which are situated at the town’s borders with Don Marcelino and Jose Abad Santos in Davao Occidental.

Sumbo said they have supplied the members of the peacekeeping unit with uniforms and initial food supplies.

As approved by the municipal council, he said its members will receive a monthly allowance from the local government.

Sumbo said the creation of the “Kamlung Banwe” was prioritized by the municipal government to strengthen its peace and order initiatives as well as support the development efforts in its upland and remote areas. It is also part of the town’s flagship “Serbisyong Segurado sa Kalinaw” program and the task force to end local communist armed conflict.

Still More Coronavirus Signs and Situations

The pandemic is not going away. It's here to stay for good. That's what the government has told us. Along with the pandemic comes ridiculous and questionable safety measures set in place by moral busybodies.

For some reason everyone is under the impression that alcohol will kill the virus. Every time I enter a store a security guard spritzes my hands with an annoying mist which I invariably wipe off on my shorts. Apparently some people have been dousing an ATM with alcohol before they use it.

Pouring of alcohol or any liquid directly on the ATM is strictly prohibited.

We assure you that this ATM is already disinfected.

They must have seen customers doing this through the camera on the machine. The government is fully to blame as they have set forth all these protocols about keeping safe and washing with alcohol is high on the list.

Here is something that is most definitely NOT safe.

What's going on here is that these security guards are blocking the only entrance and exit to the building in order to take people's temperatures. The other door is STILL pad-locked! This whole exercise is pointless because in order to enter the stores upstairs and downstairs you STILL have to be scanned and sprayed with alcohol. They have created a major fire hazard and an annoying headache as now there is an unnecessary logjam.

Eventering stores has become a little tricky these days. Most of the have log book and a lot of rules to follow.  One store says you must scan a QR code to enter.


In order to contain the COVID-19 outbreak, you are required to scan the QR code below before entering this premises. 
Two things. One is, what about those who don't have the internet? I don't and was not able to log in when I scanned it.

Second of all it's just not true. You do not have to scan that code to enter the store because to enter the premises in the first place you already have to be scanned in since this is a store inside a store. An employee even told me to just go in and that I did not have to scan it. So what's the point? Believe me when I tell you that the narrow aisles in this store make social distancing impossible.

Another barricade to entering stores is the number of people allowed at any time. It varies from store to store.





What is the scientific basis for these restrictions? All 4 of these boutiques are the same size. It's just arbitrary nonsense.

Here is a sign I came across which is pretty weird.  This is for a bank, mind you.

Are they serious? Are there hospital workers walking around wearing PPE outside of their jobs? How ridiculous a notion! By the way who is to say that my face shield and face mask have not been exposed to the virus?

Some of these COVID-19 precautions are real head scratchers. I think this situation at the supermarket is the most puzzling I have seen yet.


This is the meat counter at a local supermarket. A barrier has been set up which means now you have to lean over and shout what you want and then hold out your basket so they can give it to you. Above the fish and pork is this sign:


CUSTOMER SAFETY FIRST

Due to  the increased alert of the COVID-19 virus, we would like to request for our customers to refrain from touching or sniffing our fresh and poultry products to prohibit the spread of the virus.

Aside from the bad grammar I have to ask, "Who is sniffing the meat!?" I have never done this and I have never seen anyone else do it. What is the science behind this anyway? It's just more annoyance as you literally have to stand behind a barrier and shout your order as loud music blasts over the speakers. That fact that everyone's mouth is covered with a face mask which obscures your speech only increases the frustration.

Oddly enough the fruit and vegetable section is not roped off and that is the one section where everyone is touching and sniffing the product to find the best ones. I am pretty sure this is the only store with this restriction. Here is SM's meat section.

Is this lady at risk for spreading COVID-19 because she's selecting her own chicken? It's preposterous. The whole idea of roping off the meat section to prevent the spread of COVID-19 boils down to busywork. Someone was forced to come up with an idea to make them seem useful.

Do you know the symptoms of COVID-19?  Well here they are:


Sore throat, Headache, Shortness of Breath, Fever, Cough, Diarrhea, Sneezing, Fatigue/Weakness

Wait a minute. Diarrhea, a gastrointestinal disruption, is a sign of having the respiratory illness COVID-19? It turns out...maybe. As with all things COVID-19 (masks, face shields, etc) the science is far from settled. The scary fact is that most who contract this virus, which has an over 90% survival rate unless you have existing co-morbibdites such as diabetes and obesity and heart trouble, will show no symptoms.

Diarrhea does happen to be a symptom but a very uncommon one according to the WHO. Strangely enough it is the first sign to show in some patients. The most common symptoms according to the WHO are:

Fever, Dry Cough, and Fatigue.

Headache, Chill, and Sore Throat are, like diarrhea, on the list of least common symptoms. Shortness of breath is on the list of symptoms of severe COVID-19. Sneezing is nowhere on the WHO's list of COVID-19 symptoms. 

What are we to really make of this list except that is more propaganda and scare tactics from the DOH especially in light of the fact that most carriers of the virus have no symptoms?

Mayor Ceasar Perez was shot by still unidentified persons at the premises of the municipal hall.

Laguna Governor Ramil Hernandez confirmed the death of Perez, who was once the province's vice governor as well.

According to a police report, Perez was supposed to be heading back to his office after getting a massage when shot twice at the back of his head.

The police could not determine who the culprits were and where the shots came from, although eyewitness accounts said they seemed to have come from afar.

Another mayor on the narco-list assassinated.  Of course this article does not tell you that. Why not?

Nine days after he was shot in Barangay Bukal here, former Pagbilao Mayor Romeo Portes succumbed to a gunshot wound to the face on Thursday night. 

This was confirmed by his daughter, incumbent Pagbilao Mayor Shieree Ann Portes-Palicpic, who said that her father’s remains has been brought back to the family residence on Friday. 

The elder Portes passed away at a hospital in Manila where he was taken after he was shot last November 24 by a still unidentified assailant.

According to a police report, Portes was sitting on a chair in front of the KGP building on J. P. Rizal Street here when a suspect arrived on a motorcycle, walked up to the victim, and shot him in the face.

An ex-mayor who was shot in the face by an unknown gunman succumbed to his wounds.

Police need to wear body cameras during operations, Sen. Francis Pangilinan stressed on Saturday, citing the case of peasant organizer Amanda Echanis who was arrested by police along with her infant son earlier this week based on what she and groups said were planted evidence and fabricated charges.

"We need to protect the public against the possibility of police abuse of power or use of violence such as planting of evidence, illegal arrest, and even killings," Pangilinan said in Filipino.

He further called for the immediate passage of his Senate Bill 427 or The Body Camera Act which requires law enforcers to immediately activate the recording devices at the beginning of their operations or at the first reasonable opportunity when there is an immediate threat to life and safety. The measure stipulates that the cameras shall not be deactivated until operations have been concluded.

In his statement, Pangilinan noted that the bill, if enacted into law, would be helpful in areas without CCTV and would serve as protection for policemen as well.

There have been calls for body cameras on the PNP for a long time now. It's not surprising it has not happened as there are monetary issues as well as technical issues. Funny that a Senator thinks the people need to be protected from the police.

There will be no more TikTok videos from Bureau of Immigration personnel in uniform.

BI on Monday banned its employees from post videos of them singing, dancing and performing other acts while in uniform on social media application TikTok.

Immigration Commissioner Jaime Morente said the prohibition order is in line with the bureau’s regulations on the wearing of uniform. Posting of such videos also undermines the reputation of the bureau and creates a negative image of its personnel, who are among the country’s frontliners, he added.

Morente also stressed that BI personnel are not allowed to use their mobile phones while on duty.

“As public servants and supposed model employees, employees must proudly wear their uniform at all times, present a professional image to the public and observe proper decorum and good taste in all their actions while they are on duty,” he added.

The BI chief warned that personnel who will defy the ban may face administrative complaints for insubordination and conduct prejudicial to the interest of the service.

Morente issued the order after videos of airport immigration officers on TikTok surfaced. He said these videos are “reckless” and “belittle” the bureau’s image.

TikTok is without a doubt the most stupid and worthless app of them all.

Edwin Cordevilla, secretary general of the Filipino League of Advocates For Good Government (FLAGG), lodged the impeachment complaint against Leonen before the Office of the House Secretary General.

Defeated senatorial candidate and lawyer Larry Gadon was present in the filing of the complaint as legal counsel of Cordevilla.

Cordevilla, in his complaint, alleged that Leonen committed culpable violation of the Constitution for supposedly failing to dispose of at least 37 cases within 24 months.

This, he said, is in violation of Section 16, Article III of the Constitution which mandates the speedy disposition of cases.

"Respondent’s track record of gross inefficiency as shown by the snail pace in which he resolves his cases casts doubts on his competency. No other sitting Justice has ever displayed the same inefficiency and incompetence," the complaint read.

Moreover, Cordevilla claimed that Leonen also violated the Constitution for "arbitrarily, willfully, intentionally, [and] deliberately" delaying the resolution of cases pending before him as chairperson of the House of Representatives Electoral Tribunal (HRET).

He cited a statement from Ako Bicol party-list Representative Alfredo Garbin Jr. that there were still "more than 30 pending electoral protests" pending before the HRET almost a year after Leonen was appointed to the body in October 2019.

"Since the resolution of election controversies are a vital factor in our democracy, it is incumbent upon the Chairperson to ensure that pending election cases before the HRET are timely resolved since clearly, these cases are imbued with public interest and are time sensitive," the complaint read.

"By failing to act on the cases pending before him both in the Supreme Court and the HRET, respondent has clearly betrayed public trust. His incompetence and inefficiency, has caused the erosion of the public’s faith in our judicial system," it added.

Lastly, Cordevilla alleged that Leonen betrayed public trust when he failed to file his Statement of Assets, Liabilities, and Net Worth (SALN) during his tenure at the University of the Philippines.

He claimed that Leonen spent 22 years in UP — from 1989 until 2011 — but, citing a "published article," the magistrate only filed his SALNs for the years 2004, 2005, 2006, 2007, 2010, and 2011.

This supposedly meant that from 1989 to 2003, and 2008 to 2009, or a total of 15 years, "respondent completely ignored the law" on the filing of SALN, he added.

For this same reason, Cordevilla argued that Leonen failed to meet the requirements set by the Judicial and Bar Council as he "failed to file his SALN for four years," from 2002, 2003, 2008, and 2009.

This was the first impeachment complaint filed against Leonen.

Ilocos Norte Representative Angelo Marcos Barba, a cousin of former senator Ferdinand "Bongbong" Marcos Jr., endorsed the complaint.

The former senator currently has a pending electoral protest against Vice President Leni Robredo, who defeated him in the 2016 elections, before the Supreme Court acting as Presidential Electoral Tribunal.

"Mang Ed Cordevilla came to me and as a constituent in my district, I entertained him, I heard his complaint and I believed in it. That's why I'm here as his congressman. I accompanied them, and that's it," Barba said.

The fact that he is endorsing the complaint against Leonen, while being a cousin of Marcos, "is secondary already," he added.

It can be recalled that Gadon was also one of the complainants for the impeachment of former Supreme Court Chief Justice Maria Lourdes Sereno in 2017.

Whatever the merits of this case may or may not be the fact is that it was pretty inevitable since Tiglao published an article about Leonen's SALN's, Calida's attempt to access those  SALN's, and Bongbong Marcos' complaints filed against him asking him to recuse himself from his poll protest case. It's just a another political hit job and has nothing to do with people trying to get to the truth of things. We shall see how this will play out in the same House of Representatives which denied ABS-CBN an operating license. Palace spokesman Harry Roque on Monday said President Rodrigo Duterte's list of politicians supposedly involved in illegal drug trade — which includes slain Los Baños mayor Cesar Perez — is not drawn "out of thin air," but also admitted that such is not enough to file charges.

Perez, who was shot inside the municipal hall last week, was the latest to be killed in what has been at least a dozen local chief executives murdered under the Duterte administration. 

In a regular press briefing, Roque, who was once known as a human rights lawyer, said he had inquired about the narco list's credibility in his years as a congressman.

And while he said there were leads pointing to those included, it had not been sufficient to charge them. Duterte, who himself is a lawyer, has also not provided evidence to support his allegations. 

"What I understand is there is really information to that, although it is not yet enough to stand as cases before our courts," Roque said in Filipino. "There is basis but what I know is charges haven't been filed yet as case build up is still ongoing."

The narco-list has been one of the most controversial things of Duterte's presidency because many on it have ended dup the victims of motorcycle assassins. Now the government admits that the list is not even strong enough to stand in court. One wonders why the government has not done more to build cases against those on the list and file appropriate charges. But no need to do so when the accuses is dead.

The Sandiganbayan has ordered the 90-day suspension of Vice Governor Marc Douglas Cagas IV of Davao del Sur in connection with the graft and malversation charges filed against him for the alleged pork barrel scam.

Cagas has been charged for alleged transfer of P7.55 million of his Priority Development Assistance Fund (PDAF) to entities owned by alleged pork barrel scam mastermind Janet Napoles.

A former soldier and five other suspects yielded PHP207,400 worth of illegal drugs in separate anti-drug operations in the region, police officials announced Tuesday.

The suspects were identified as Edmichael Ramos, 34; Edmark Ramos, 36; Bubai Ramos, 19; Alexan Demecillo, 27; Minardo Sarita, 39; and, Adrena Abraham, 31.

Maj. Elmer Solon, Zamboanga City Police Office’s (ZCPO) Station 11 chief, said the Ramos brothers were arrested in a buy-bust operation around 6 p.m. Monday in Barangay Baliwasan, here.

Solon said recovered from the three were some 3.67 grams of suspected shabu worth PHP25,000 and PHP200 marked money.

He added that Edmichael was previously arrested in an anti-drug operation in 2018.

Capt. Edwin Duco, Police Regional Office-9 (PRO-9) information officer, said Demecillo, a former soldier who was discharged in May, was arrested by a joint police and Philippine Drug Enforcement Agency (PDEA) team in a buy-bust operation around 1 p.m. Monday in Purok Duldol, Barangay FL Peña, Kabasalan, Zamboanga Sibugay.

Demecillo yielded some PHP54,400 worth of suspected shabu, a cellular phone, and PHP11,500 boodle money topped with PHP500 genuine bill as marked money.

Unidentified gunmen shot dead a barangay chairman and ex-officio councilor of Glan town, Sarangani province while visiting here Wednesday morning.

Maj. Rommel Constantino, chief of Lagao police station, identified the victim as Isedrito Poncardas Cañete, 56, chairman of Barangay Glan Padidu and the president of the Liga ng mga Barangay of Glan.

He said the victim and his driver were on their way to the city proper aboard a gray Toyota Fortuner (NCY-3259) when they were waylaid by two motorcycle-riding suspects around 10:10 a.m.

“The vehicle was at a traffic stop in front of the Robinsons Mall when the gunmen approached and shot the victim several times,” he told reporters.

Constantino said Cañete suffered gunshot wounds on the head and body and was declared dead upon arrival in a nearby private hospital.

A dismissed police officer assigned in Metro Manila involved in extortion was wounded after resisting arrest in an entrapment operation in Navotas City.

In a statement Thursday, Philippine National Police (PNP) chief, Gen. Debold Sinas, said Don Osias, 39, was shot in the leg by arresting police officers of the PNP Maritime Group Regional Maritime Unit-National Capital Region (RMU-NCR) during the operation at the Navotas Fish Port Complex on Dec. 4.

PNP Maritime Group director, Brig. Gen. Omega Jireh Fidel, said Osias, who was misrepresenting himself as a member of the PNP Maritime Group, has been the subject of complaints from four drivers of fish delivery trucks at the fish port for alleged extortion activities.

Acting on these complaints, Fidel said operatives of RMU-NCR fielded undercover operatives disguised as truck helpers to entrap the suspect.
