Insurgency: BIFF Carnap Gang

The NPA is once again on the brink of collapse. This time in Mindanao.

After a series of neutralization of leaders of the New People’s Army’s (NPA) Southern Mindanao Regional Command (SMRC), an official from the 10th Infantry Division (10ID) said the communist organization is on the "brink of collapse."

Capt. Mark Anthony Tito, the spokesperson of the 10ID, in an interview over SMNI's "Laban Kasama ang Bayan" program on Thursday, said the SMRC is one of the strongest units of the NPA but if fully dismantled, all other units of the NPA across the country will also crumble.

“It is the start of the end of the reign of NPA not only in the Mindanao but all over the country. They are already on the brink of collapse,” he said.

“These neutralizations have a very huge impact in the overall operation of the Communist Party of the Philippines (CPP)-NPA,” Tito said, adding that the Communist Party of the Philippines (CPP)-NPA in Mindanao has only three guerilla fronts remaining and is bound for collapse this year.

But how have they achieved this timeline to defeat the NPA when there are still three fronts remaining? They are counting their chickens before they are hatched. This is the same mistake the AFP has made countless times over the past 50 years.

NPA fighters and allies continue to surrender and avail of the government's bribery program. Last year 2,000 people surrendered in Leyte.

More than 2,000 members and staunch supporters of the New People’s Army (NPA) surrendered in Leyte, Southern Leyte, and Biliran provinces in 2021, stalling the rebel group’s attempt to recruit new members in these provinces.

The majority of the surrenderers were members of the NPA’s front organizations, tasked to support their armed struggle in these three provinces.

The return to the fold of the law of the Communist Party of the Philippines (CPP)-NPA- National Democratic Front (NDF) party members, white area operatives, and mass members is a clear sign that the people have gone sick and tired of the lies and deception of the communist terrorist group,” Oliveros said in a phone interview on Friday.

As mass supporters, residents served as contacts and couriers where they provide and facilitate the procurement and delivery of supplies, food, and medicines.

NPA combatants who yielded to authorities received financial assistance from the government through the Enhanced Comprehensive Local Integration Program (ECLIP).

The amount ranged from PHP25,000 to PHP75,000, with additional compensation for every firearm that was turned over.

Those front members who cut ties with the NPA have been formed into integrated peace and development workers association. They have been prioritized for livelihood assistance and skills training from the government.

Eastmincom, which is in charge of Eastern Mindanao, claims they neutralized 2,000 NPA fighters and supporters last year.

The Eastern Mindanao Command (Eastmincom) capped off the year 2021 by neutralizing more than 2,071 combatants and supporters of the New People’s Army (NPA), the armed group of the Communist Party of the Philippines (CPP).

In a statement Monday, Lt. Gen. Greg T. Almerol, commander of Eastmincom, said through their intensified focused military operations and the strong support of the communities, local government units, and former rebels and cadres, a total of 70 NPA rebels were killed in combat operations; 147 were apprehended, arrested and captured; 630 capitulated; and 1,224 allies withdrew their support for the CPP-NPA.

He said the government troops have also recovered 690 high-powered and low-powered firearms through combat operations and surrender, and around 97 landmines.

“Our troops have proven their true mettle not only in combat operations but also in times of crisis. Navigating through the pandemic and natural calamities while doing their mandated tasks as protector of the State and the people made our forces even more resilient and ready to come to the Filipino’s aid at all times,” Almerol added.

Around 192 NPA hideouts were also discovered by the troops in several parts of Eastern Mindanao through the aid of concerned citizens and former rebels who shared information with intel value.

Notice how the majority of those neutralized are not actual NPA fighters but NPA allies. Aside from killing regular NPA fighters the Eastmincom recently took down the Philippines' own Karl Marx.

The Department of the Interior and Local Government (DILG) congratulated the Armed Forces of the Philippines (AFP) for neutralizing Mindanao’s most wanted Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF) leader Menandro ‘Bok’ Villanueva, the so-called “Karl Marx of the NPA” in an encounter in Barangay Libudon, Mabini, Davao de Oro on January 5.

“(We can really say that the AFP caught a big fish because) Villanueva or Bok is the third in line in the CPP hierarchy next to Joma Sison and Julius Giron,” said DILG Secretary Eduardo M. Año in a news release on Friday.

“Congratulations to the AFP for an excellent job. Finally, you have closed the book of Villanueva. (This is another victory in our prusuit of genuine peace),” he added.

Villanueva is the Secretary of the Komisyong Mindanao (KOMMID), Commanding Officer of the NPA’s National Operations Command (NOC), and member of the Politburo of the Central Committee of the Communist Party of the Philippines (CPP).

Año said the neutralization of Villanueva is a significant victory in the government’s drive to end communist terrorism in the country for he is a known figure that has been wanted by the government for many years. He said that achievement brings the country one step closer to its goal to end local armed conflict and free communities that have been victimized by the terrorist group.

It's strange that Año would mention Julius Giron as he was killed in March 2020 during a raid. Did he not know this was the case?

Mindanao has more problems than the NPA and communist insurgency. They also have the Muslim insurgency with Abu Sayyaf and the BIFF among others. The AFP is attempting to turn former Abu Sayyaf members into farmers.

The Army’s 2nd Special Forces Battalion (2SFBn) has launched the “fighters to farmers” program to provide sustainable livelihood to formers members of the Abu Sayyaf Group (ASG) in Talipao, Sulu.

Lt. Col. Benito Ramos Jr., 2SFBn commander, said Wednesday that the program aims to put food on the table of ASG surrenderers and their families.

“This food on the table concept was a success in empowering communities in Basilan. We believe that this will also boost our PCVE (Preventing and Countering Violent Extremism) efforts here in Sulu,” Ramos said in a statement.

Ramos said the military and the Provincial Task Force in Ending Local Armed Conflict (PTF-ELAC) have constructed several enabling facilities to include a two-kilometer water system from Sitio Tubig Dakula, Barangay Upper Sinumaan to Barangay Bud Bunga in the municipality of Talipao.

The PTF-ELAC is Sulu’s version of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

He said that the ASG surrenderers from Talipao town are programmed to undergo workshops in agriculture workshops to be facilitated by soldiers who know practical and traditional farming techniques.

“They (ASG surrenderers) will also be acquainted with the use of technologies including motorized tillers to increase efficiency and yield,” he added.

Capt. Ron Villarosa Jr, 6th Special Forces Company commander and project convener of the “Fighters to Farmers’ program, said the project will help change the security landscape of the province.

“Food is peace served on the table. By empowering the ASG surrenderers and the community with the means to provide for their basic needs, we are reducing the vulnerability of the ASG surrenderers and the community to be dragged into the conflict in exchange for food, money, or other subsistence,” Villarosa said in a separate statement.

This program is part of the AFP's program of winning the hearts and minds of the people of Sulu.

Philippines’ Special Forces soldiers managed to lure two Abu Sayyaf fighters to return to the fold of the law in the southern province of Sulu where security forces are now engaged not in armed campaign, but in winning the hearts and minds of the locals in an effort to eradicate violent extremism.

Operators from the 6th Special Forces Company and Operational Detachments 14201 and 1403 of the 2nd Special Forces Battalion under Lt. Col. Benito Ramos Jr are currently conducting so-called “Mass Base Operations” and Community Support Programs to win popular support from villagers.

Mass Base Operations is a peculiar capability of Special Forces units and is conducted in challenging areas to enable a conducive environment favorable to government forces. It denies the enemy critical resources and isolates them from mass support, attacking critical vulnerabilities that empowers the enemy’s capabilities.

Through the conduct of development efforts, we are looking forward to eventually rendering the Abu Sayyaf group irrelevant in our area of operations. Together with the municipality of Talipao, the 1101st Infantry Brigade will be steadfast in promoting peace and development for our Tausug brothers and sisters,” Boquio said.

There's that word irrelevant again. That word should be excised from the AFP's vocabulary. The correct worse is eradicated not irrelevant. The goal is to eradicate the NPA, Abu Sayyaf, and the BIFF. It turns out the BIFF have been involved in a large scale carnapping operation.

The carnapping syndicate operating here has the backing of Moro extremists who traded shots with lawmen during the recent law enforcement operation in Barangay Gukotan, a police official said Friday.

Brig. Gen. Alexander Tagum, director of Police Regional Office 12 (Soccsksargen), said about 50 heavily armed Bangsamoro Islamic Freedom Fighters (BIFF) have been serving as security forces of Joel Manampan, the alleged car theft gang syndicate leader who maintains a warehouse in the village.

“These BIFF traded bullets with our operating troops during the 3 a.m. raid on Wednesday,” Tagum told reporters during a follow-up radio interview with reporters. “While the firefight was ongoing, Manampan escaped.”

The operation in Gukotan left five suspected syndicate supporters dead, three of whom were believed to be BIFF members, and four police officers wounded.

The police recovered 442 motorcycles of different models, high-powered firearms that included M60 machine guns, assault rifles, rocket-propelled grenades, improvised bombs, and bomb-making ingredients from the compound owned and managed by Manampan.

Tagum said after receiving reports about the presence of hundreds of stolen motorcycles, the North Cotabato police conducted intensive intelligence operations for more than a month.

“As soon as reports from civilians were verified, the law enforcement operation was conducted in partnership with the Army’s 602nd Infantry Brigade,” he said.

That's a lot of weaponry. Though plenty of BIFF have surrendered it seems they still remain active in the fight against the government.

Meet the 2022 Philippine Presidential Candidates

The Comelec has released the official list of candidates for President in the 2022 election. Some of these names are familiar to everyone but some are not. Let's take a look at each candidate and see what they have to offer the Philippines.

I created these profiles after the Comelec released a list of fifteen tentative candidates in December. I am leaving those who were cut from this list since then because I think it is important to hear everyone's voice. Some of these alleged nuisance candidates offer ideas very different from the status quo which is what the majority of the official candidates represent. Make no mistake, whoever is elected President will be someone who will tow the line and keep the status quo. Just look at Duterte who fooled everyone into thinking he would buck the system and make the Philippines great again. He turned out to be the same old fart as everyone else.

1. Ernesto Corpus Abella

Also known as Ernie Abella this liar was Duterte's spokesperson at the beginning of his term. He lied about who knew what and when they knew it about the Marawi siege. If he is elected don't expect anything but more prevarications and side stepping. The platform of this businessman and former evangelist includes pushing for the participation of the people in governance.

(For the longest time, the government and the big businesses have been running the country. The ordinary citizens, private citizens, and small entrepreneurs are not included in the discussion.)


If elected as the country’s leader, he also seeks to provide children and senior citizens better access to food and healthcare services.

2. Hilario Tuplano Andes (removed)

Also known as Larry Andes I emailed him for some autobiographical details but the email on his Facebook page, thebraveboyofbicol2022@gmail.com, is not working. Gmail was unable to deliver to that address. But what he lacks in personality he more than makes up for in program. His program is known as FLAG LAMP which stands for Free Our Lands Against Greed Larry Andes Movement for President. His seven point agenda includes agriculture; education, science, and sports; health & welfare, youth empowerment; massive countryside development through small and medium scale industry development; credible defense or respectable deterrence; environment repair; and justice & human rights.


But why does the Philippines need Larry Andes?

Our new leader must be a problem-solver. Recently, we have elected presidents with a conservative agenda or irrelevant to the pressing needs of the country. This election, how about we look for one whose agenda is just making things work? The paralysis within the past administrations has been harming the country and putting the future of Filipino people at risk. No wonder so many of us are pessimistic about the direction of the country. We DESPERATELY NEED A PRESIDENT who will strive tirelessly to identify and work for us in finding practical solutions to our manifold problems. We need  a president NOW who understands that those problems are so complex and so big that overcoming them will require massive cohesive  support and collaboration with  the  multiple private / non – government sectors and  all the various socio – economic structures of the country. The most important quality that we need for the next president : he must be a UNIFIER of all Filipinos. The nation is divided over how to deal with challenges such as pandemic and environmental issues, the quality of public education, economic inequality, our life security and more. Too many presidential candidates of all stripes are working overtime to deepen our divisions, to turn us against one another, to play to our fears. They are prepared to place all that holds us together as one people, as Filipinos, at risk for their own ambitions. The next president must lead in restoring civility to our political process. We must hope that the president we elect next year will again and again remind all FILIPINOS  of our common destiny, and that our fate as a nation and as a people is bound up with one another. Our new leader should appeal, in our hero Apolinario  Mabini’s words,  “.A nation will perish because not of evil men but of good men who just watch and did nothing ”

3. Gerald Balita Arcega


Gerald Arcega is a failed 2019 Senatorial candidate who is tossing his hat into the 2022 Presidential race. In fact a Google search pull up mostly information from 2019 and nothing about his 2022 aspirations. In 2019 he ran on the Labor Party ticket but this time he is an independent. Also known as Sultan Mohammed Issa (Issa is the name of Jesus in Islam FYI) Gerald has been a private citizen all his life and aims to end poverty, put to death corrupt politicians, and make government owned corporations people owned. He is also a Christian convert to Islam which explains his Islamic name.

4. Leodegario Quitain De Guzman

Leody De Guzman is a wholesome and hardworking man of the people. Just look at his family Christmas dinner photo for proof. He has been involved with the trade unions for almost three decades and fights for the rights of the common working man. He is the only candidate who is challenging the interests of the rich.

(Our platform is the only platform in this election that is ready to confront the wealth, interests, and influence of the billionaires, who got even richer amid a pandemic and recession, while millions of Filipinos are locked in poverty.) 

Their proposals include a P750-national minimum wage and the imposition of a “billionaire’s tax” on the country’s richest 250 families.  

They are also proposing to end contractualization by mandating the direct hiring of employees, an immediate salary hike for healthcare and other COVID-19 frontliners, and access to free and quality health care for all. 

“Our platform proves that we are the only force capable of stopping the Marcos-Duterte axis of evil and the only one with a comprehensive program for social transformation,” the vice presidential aspirant said.  

They said they will “demilitarize society, uphold human rights, and punish mass-murderers and plunderers.” 

They said they will do this by holding “accountable past and present public officials for their crimes against the public good, including the prosecution of Rodrigo Duterte and accomplices through the local judicial system and the International Criminal court for the thousands of extrajudicial killings during his term.”

Guzman also wants to exhume Ferdinand Marcos and repeal the 2020 Anti-terrorism law.

5. Francisco Moreno Domagoso

Isko Moreno Domagoso is currently the mayor of Manila but is riding a nationwide wave of mass support for his alleged reformatory and no nonsense ways. This former garbage collector and  porn star is hoping to give the performance of his life as he vies for the Office of the President. Public service is what Moreno has to offer if he is elected President.

His ten point agenda includes reforming and improving housing, education, labor and employment, health, tourism and creatives, infrastructures, digital transformation, agriculture, good governance, and smart governance. 

6. Norberto Borja Gonzales

Norberto Gonzales was Defense Secretary during Gloria Arroyo's administration. He is running on the Partido Demokratiko Sosyalista ng Pilipinas ticket. He is running on a platform of reform.

Addressing the media after he filed his candidacy, Gonzales said it is time to change the “rotten” politics he said is prevailing in the country.

“We have always been saying, as a party, that ang talagang sumisira sa kinabukasan natin at ang hindi magandang pagtakbo ng gobyerno ay yung hindi magandang paggamit ng pulitika dito sa atin,” he said.

(We have always been saying, as a party, that what is wrecking our future and the reason for the ugly way that our government is being run is the ugly way politics is being used here.)

Gonzales floated the possibility of changing the Constitution and shifting to a parliamentary form of government, but it was not clear whether he would actually pursue these reforms.

7. Panfilo Morena Lacson

Ping Lacson is a former PNP Chief and long time Senator whose political stances are based on whatever he is currently watching on Netflix. The absurd movie Life of David Gale is why he no longer is an advocate for restoring the death penalty. Starting off as a Duterte defender and "yes-man" Lacson gradually became a vocal critic going so far as to show him up by planting a flag on Pag-asa Island in the Spratlys which was clearly mocking Duterte's campaign promise to jet-ski to the Spratlys and do the same. Lacson is running with BFF comedian and accused rapist Vic Sotto in order to counter Duterte's brand of leadership calling themselves more competent and incorruptible which is laughable seeing as Lacson was involved in two destabilization plots against the Arroyo administration and has had many charges of corruption lodged against him over the years. 

In his own speech, Lacson took a swipe at the President, starting with Duterte’s admission that he thought leading the Philippines would be as easy as leading Davao City, where he was mayor for more than two decades.

“(We should not rest the future of our country on a wrong presumption),” the retired general said. 

Lacson and Sotto, both 73 years old, seek to challenge the Duterte brand of leadership by running on a similar platform – law and order – but packaging themselves as competent and incorruptible. Lacson is gunning for the presidency while Sotto is his vice presidential running mate.

Danilo Lihaylihay is a lawyer who believes the government owes him P12 trillion for his help in recovering some of Marcos' ill-gotten wealth. The Supreme Court turned him down.

The Supreme Court (SC) has dismissed the petition filed by tax informer Danilo Lihaylihay, which seeks to compel the government to pay him close to PHP12 trillion representing his 25 percent reward for his role in the recovery of the ill-gotten wealth of the Marcos family and their cronies.

There is not much to be found online about his platform. He appears to have delusions of grandeur believing he is the sole claimant of Marcos' Divine Wealth.

What little can be found about Danilo's reasons for wanting to be President revolve around recovering the Marcos wealth and using it  to pull the nation out of poverty.

9. Faisal Montay Mangondato

Faisal Mangondato lost his bid for the Senate in 2019 but thinks he's got what it takes to win the Presidency in 2022. There is not much about his platform to be found online. He is a proponent of Federalism and he would also like to see an end to EJKs and he is against political dynasties.

10. Ferdinand Jr. Romualdez Marcos

BongBong Marcos is a lot of things. He is a sore loser who lost the 2016 Vice Presidential race, he is a friend of The Beatles, he is the only son of dictator Ferdinand Marcos, and he is a convicted tax evader who was sentenced to seven years in prison. The only thing he really has to offer the nation is his name. But even if the Marcos dictatorship was a golden age of prosperity as so many revisionists claim Junior with his special diploma from Oxford is not his father who actually did graduate from college. This limp noodle's plan for the nation seems to be limited to a vague unifying of the country.

“I am today announcing my intention to run for the Presidency of the Philippines in the upcoming May 2022 elections. I will bring that form of unifying leadership back to our country. 11. Maria Aurora Busoy Marcos (removed)

Maria Aurora Marcos is a 61 year old business woman from Tarlac who thinks she has what it takes to run this kindergarten known as the Philippines. "Among Maria Aurora’s platforms were securing health and insurance for Filipinos, free hospitalization, eradicating corruption, and increasing wages." Being an unknown and an independent means she does not have the political machinery of many of the other candidates. What it does not mean is that she is resorting to gutter politics as the Marcos Jr. camp claims.

In a statement, presidential candidate Ferdinand “Bongbong” Marcos, Jr. commended Comelec for for its decision declaring Tiburcio Marcos and Maria Aurora Marcos nuisance candidates.

"We give it to the members of this august body for seeing through the schemes and machinations of certain political camps to make a mockery of the electoral process by resorting to gutter politics," Marcos spokesman Vic Rodriguez said.  

12. Jose Jr. Cabrera Montemayor

Jose Jr. Montemayor is a cardiologist and an attorney. He is also an economist and he hopes to apply all those skills to fixing what ails this nation.

Vowing to eliminate COVID-19, corruption, and criminality, cardiologist Dr. Jose Montemayor Jr. filed his certificate of candidacy for president in Eleksyon 2022.

“Our country is facing a very serious crisis, especially a pandemic, you know, one who is running for president must have ample knowledge on what is this virus and what are the effects of this virus especially not only in the health condition of our country but also on the economic side. I am also an economist aside from being a lawyer and a doctor,” Montemayor said after filing his COC.

He likewise emphasized that the Filipino people were “desperately looking” for a leader that was knowledgeable, had integrity, and had the trust of the people.

Edgar Niez is running for President because God told him to and God is angry.

Presidential aspirant Edgar Niez asked Filipinos to vote for him in next year’s general polls as he announced that God had told him to run for president. 

Niez was the sixth individual who filed a certificate of candidacy (COC) for president during the fifth day of the COC filing. He said that “with God, nothing is impossible.”

“God said to me that he’s angry…and he only needs repentance and reconciliation as I asked him ‘what will we do Lord?,’” said Niez.

“God instructed me to run as His representative,” he added. 

If the Filipino people elected him as president, Niez said he will fairly impose the laws of the country.

Vice Mayor Bernard Glenn Dao-as of Tabuk City in Kalinga province on Tuesday accepted his 1-year suspension without pay, which was handed down by the Office of the Ombudsman after he was found guilty of “conduct prejudicial to the best interest of the service.”

The Ombudsman said Dao-as was “administratively liable” for the illegal conversion of agricultural land into a commercial lot, which he bought when he was the village chief of Appas Centro in Tabuk several years ago. The case was lodged by a certain Jude Clint Escario against Dao-as.

Councilor Zorayda Wacnang temporarily replaced Dao-as based on the rule of succession.

Dao-as did not issue any statements about his suspension but his camp said he already filed a motion for reconsideration, which is pending at the Ombudsman.

A vice mayor has been suspended because he illegally converted agricultural land into a commercial lot.

An assistant city prosecutor in Trece Martires City in Cavite province was shot and killed on New Year’s eve in front of his home in his city.

Lawyer Edilbert Mendoza, 48, was at his yard at 7:38 a.m. at the Elysian Field Subdivision in Cabuco village when shot by a lone gunman. He died instantly, the city police said in a report.

A close circuit television (CCTV) camera footage released by the police showed that Mendoza, wearing a pink shirt and red shorts, was exercising with jumping ropes when a man in a black shirt, denim jeans, and a white hat ran towards him and shot him from behind.

The suspect immediately fled on foot carrying the weapon, police said.

Staff Sergeant Rene Bibon, the case investigator, said they were looking at the killing as either work-related or caused by a personal grudge.

An assistant city prosecutor was assassinated by an unknown man for an unknown reason.

FROM three barangays, now it is 12 barangays in Cebu City that are currently under investigation for not participating in the city’s “Oplan Barug Sugbo” on Thursday, Dec. 30, 2021, a city official said.

But lawyer Gerardo Carillo, who heads the Cebu City Disaster Risk Reduction and Management Council (CCDRRMC), said they won’t provide the identities of the nine other barangays until such time that a complaint will be lodged against them before the Department of the Interior and Local Government (DILG).

Oplan Barug Sugbo was initiated by Mayor Michael Rama to hasten the clearing operations of the city from the debris and garbage caused by the onslaught of Typhoon Odette.

Carillo said these certain barangays did not mobilize their dump trucks and did not give assistance to the personnel coming from the city government.

“We will just remind them, sunod ana it will be administrative sanctions,” said Carillo.

A former mayor of Anda town in Pangasinan was gunned down in Barangay Namagbagan yesterday.

According to an initial police report, Aldrin Cerdan, 50, was resting in his farm when William Cagampan arrived on a motorcycle and shot the former mayor following a conversation.

Cagampan is said to be a former driver and bodyguard of Cerdan.

Cerdan died while being treated at the rural health unit.

The suspect was arrested in a pursuit operation led by Pangasinan police chief Col. Richmond Tadina in Barangay Tondol. The firearm that De Asis allegedly used was recovered.

Initial investigation showed the suspect was drunk when he went to see Cerdan to ask the former mayor to lend him money.

The Public Attorney’s Office (PAO) in Kidapawan City is asking its clients for understanding as it cannot fully serve them due to a lack of electricity.

“Please bear with us, for more than a week we have no electricity at the Hall of Justice due to unpaid electric bills,” said the PAO-Kidapawan in an advisory on Thursday.

“This is being addressed and in due time power will be restored,” it added.

In the meantime, no court hearing has taken place since January 3 when government work resumed.

However, the PAO said that it still renders services like legal counseling and notarization of ready-made legal documents like Personal Data Sheet (PDS) and Statement of Assets, Liabilities and Net Worth (SALN) for notarization that no longer need printing or photo-copying.

The Cotabato Electric Cooperative (Cotelco) shut off power lines to the Kidapawan justice hall building that houses regional trial courts and the PAO after it failed to settle its electric bill amounting to more than PHP300,000.

“We have no choice but to cut the power supply,” Engr. Godofredo Homez, Cotelco general manager, said in a radio interview Thursday.

“We considered previous delays in payment due to the pandemic but the time has come that we need to cut off power in compliance to cooperative policy,” he added.
