A 34-year-old police corporal was shot and killed by unidentified assailants here on Thursday (July 7) morning, police said.

The victim was identified as Marnix Baquiran, a native of PeƱablanca town, Cagayan province, and was assigned to Reina Mercedes police station in Isabela.

Investigators said Baquiran was driving his car when he was ambushed along the bypass road in Ugad village here, according to Maj. Rodante Albano, Cabagan police chief.

Police were still investigating the incident to determine the motive behind the attack and identify the assailants.

A cop was assassinated by unknown men for unknwon reasons.

The Commission on Audit (COA) has flagged the University of the Philippines System (UPS) over the non-utilization of funds for three COVID-19-related research projects amounting to P53.9 million.

Based on COA’s 2021 audit report, UPS obtained a zero utilization rate for five projects, three of which concern the procurement of COVID-19 equipment and research on the P.3 variant of COVID-19. These initiatives are funded by the Department of Health (DOH) and the Department of Science and Technology - Philippine Council for Health Research and Development (DOST-PCHRD).

The audit body found that the state university did not utilize the funding for the following projects that totals to P53,960,410.

“We would like to stress out that these research grants aimed to provide data and information if not innovative solutions that may aid the government in its fight against the virus, thus, it is of utmost important to complete the research projects on time and deliver the expected outputs,”  the report said.

Two other projects also had a zero utilization rate with funds sourced from the Commission on Higher Education.

State auditors urged UPS to conduct regular monitoring of the use of allotments and come up with catch-up plans to address issues of non-utilization of funds.

The audit body also recommended that the state university prioritize the implementation of COVID-19 research projects and to fast-track the procurement of necessary supplies, equipment and other testing-related needs in response to COVID-19.

In all, COA said that delays in the implementation of the projects "unnecessarily kept idle allocated funds, which could have been used to pursue other equally important government programs."

The UP has been flagged for not utilizing funds for COVID-19 projects.

The Sandiganbayan has consistently underutilized its annual budget since 2019, even before the COVID-19 pandemic, according to the Commission on Audit (COA).

In the annual audit report for 2021, state auditors noted for 2019, 2020, and 2021, an average of P42.264 million or 6.75% was utilized annually by the Sandiganbayan from its total allotments for maintenance and operations as well as capital outlay.

The auditors added that the low utilization resulted in the partial attainment of the court’s major programs, activities, and projects, contrary to the provision of the General Appropriations Act that agencies with fiscal autonomy should spend what is programmed in their respective appropriations.

The specific accounts with low utilization for 2021 were furniture and fixtures; repairs and maintenance of buildings and structures; and machinery and equipment outlay which includes information and communication technology equipment.

“These equipment were very crucial during pandemic time due to work from home status of officials and employees as a result of declared lockdowns or alert level status to minimize if not to eliminate the contagious virus,” the audit team noted.

The COA has flagged the Sandiganbayan for under utilizing funds during the pandemic.

The Makati Regional Trial Court (RTC) has sentenced to reclusion perpetua five Pasay City police officers for kidnapping an alleged drug suspect and demanding a ransom of PHP100,000 three years ago.

The 51-page decision of the Makati RTC Branch 148 that was released Friday imposed a jail sentence of 20 years to 40 years on Insp. Ronaldo Frades, S/Sgt. Rigor Octaviano, PO1 Anthony Fernandez, PO1 John Mark Cruz, and PO2 Sajid Nasser.

The five, who were with Pasay’s Station Drug Enforcement Unit (SDEU) and not wearing their uniforms at the time of the incident, abducted Jorge Revilla on the morning of March 5, 2019 along Bautista Street in Makati City.

Revilla was taken to the Pasay SDEU office and, later that night, was allowed to make a video call to his partner whom he asked to come up with PHP100,000 for his release.

The partner sought the help of the Philippine National Police Counter-Intelligence Task Force (CITF) in Camp Crame, which organized an entrapment operation.

“(I)n asserting alibi, all accused nonetheless failed to present evidence to suggest that they were of such distance from the place of the commission of the offense that it would have been impossible for them to have participated therein,” read the decision, which also noted that the witnesses’ testimonies were “credible” and “consistent in all material respects.”

Aside from the prison sentence, the Makati court ordered the accused to restitute the CITF the PHP100,000 used as boodle money and indemnify the victim PHP50,000.

The arrest was not recorded in the police blotter and the suspect has not been involved in any drug case.

The incident led to the sacking of the entire anti-drug enforcement unit of the Pasay City Police, the relief of then-chief Col. Noel Flores, and the dismissal from service of the five for robbery, graft, and violation of the Code of Conduct and Ethical Standards for Public Officials and Employees.

Five former cops have been convicted of kidnapping.

A former Metropolitan Manila Development Authority traffic enforcer was arrested in Rizal over a rape case.

The Quezon City Police District (QCPD) on Wednesday collared its tenth most wanted person, Reynaldo Rigor, from his residence in the town of Montalban.

(The arrest of the accused clearly shows that there is justice for their victims.)

Rigor was nabbed by virtue of a warrant of arrest for rape, issued by Hon. Angelene Quimpo-Sale of the Quezon City Regional Trial Court Branch 106

A former traffic enforcer has been arrested for rape.

A village councilor in Baleno town in Masbate was shot and killed by unidentified assailants on Sunday afternoon, police reported.

Masbate police said Noli Licup, 56, a resident of Barangay (village) Docol was shot by two unidentified gunmen in Barangay (village) Tinapian at around 1:40 p.m.

Initial investigation revealed that the victim was riding a motorcycle when he was attacked by the suspects who shot him multiple times in the back.

Licup died on the spot.

Another village councilor assassinated by unknown men for unknown reasons.

A Maguindanao Department of Education (DepEd) supervisor was gunned down in President Quirino, this province, Sunday, July 10.

Police Lt. Godofredo Tupaz, President Quirino deputy police chief, identified the victim as Maguid Mangudadatu, 63, the schools district supervisor for Central Buluan in Buluan, Maguindanao.

Mangudadatu had just arrived at his home in Barangay Poblacion at 4:30 p.m. when one of two gunmen barged inside and shot him using a .45 caliber pistol.

The attackers sped off aboard a motorcycle, leaving Mangudadatu dead, Tupaz said.

“Motive of the attack and the perpetrators remained unknown pending our ongoing investigation on the case,” the police officer said.

A DepEd  supervisor was assassinated by unknown men for unknown reasons.

The National Telecommunications Commission (NTC) has failed to use its P8 million worth of network coverage monitoring tool and communication equipment for disaster situations in 2021, the Commission on Audit (COA) said.

In its annual audit report on the agency, state auditors revealed that the P4.8 million Multiband Network Scanning Receiver and Post Processing Tool and the P3.2 million Rapidly Deployable Communication Equipment bought by its Region 1 and Region 4A offices in 2020 remained unused as of December 31, 2021 due to lack of guidelines issued by the NTC central office.

"Therefore, [such a situation of NTC not using them is] defeating the purpose for which the equipment were procured, resulting in wastage of government funds," COA said.

The NTC wasted government funds by not using equipment they bought.

The Commission on Audit has required the Department of Tourism to submit documents that would support the regularity and validity of its transactions totaling P3.837 million deemed "irregular, unnecessary, unconscionable, excessive and extravagant."

In the 2021 annual audit report on the DOT, state auditors told its management to strictly adhere to governing laws, rules and regulations to ensure regularity of transactions.

Among the flagged transactions that has to be justified by the DOT was the P236,500 contract of the Office of the Secretary (OSEC) with Grand Hyatt Manila in Taguig City for 75 persons despite the attendance of 13 persons only.

There was also P1.534 million irregular charging of financial assistance to Pacific Asia Travel Association.

DOT Region 1 also spent P697,854 for the Ridge and Reef Travel Corridor Launching in Baguio City, including an “extravagant” plated lunch for 60 persons at P1,100 each as well as payment for a cancelled lunch reservation at Pannzian Beach and Mountain Resort due to bad weather.

“Otherwise, demand full refund of the amounts considered as irregular, unnecessary, unconscionable, excessive and extravagant in nature,” the audit team said. 

The audit report noted a few comments from the DOT management, including the belated submission of additional documents to support the validity of transactions in relation to the PATA spending. 

The audit report also noted P49.270 million disbursement with delayed or non-submission of supporting documents, including payments for salaries of job order and contractual personnel of the OSEC as well as well as other regional offices.

The auditors however noted that the management of DOT offices agreed to their recommendation that chief accountants and other responsible persons submit the lacking documents. 

Other spending of the DOT amounting to P20.69 million did not adhere to the provisions of Republic Act No. 9184 or the Government Procurement Act “casting doubts on the integrity of the procurement processes and reasonableness of the awarded contracts.”

Among the mentioned contracts in the audit report is a P5 million procurement of Visitor Information and Travel Assistance VISITA Web-based Application by DOT Region 1.

Investigators faced a blank wall on the murder Monday night of a government employee near her residence in Barangay Buhangin in this city.

Probers found it hard to establish the motive in the killing of Ma. Elena A. Cordeta, an employee of the Home Development Mutual Fund, who was shot dead 45 minutes after she left her office.

Investigators said the killer did not touch Cordeta’s belongings inside her brown bag that contained her eyeglasses, two cell phones, and a wallet with her identification and automated teller machine cards, and P26,870 in cash.

The police report said Cordeta was on her way home when, upon reaching a waiting shed, a man wearing a black jacket and yellow helmet shot her several times. The killer then left  on a motorcycle.

Scene-of-crime-operatives recovered eight spent cartridges and two deformed slugs, which they theorized came from a .45-caliber pistol. The evidence were turned over to the police for ballistic examination.

The Sandiganbayan has convicted former Lingig, Surigao del Sur Mayor Roberto M. Luna Jr. and three others of their graft charges on ghost purchase of communications gadgets worth P18.9 million in 2007.

Luna, Sangguniang Bayan Secretary Jethro P. Lindo, Municipal Treasurer Ebrenico F. Indoyon Jr., and Philflex Trading and General Merchandise (Philflex) President Ma. Luzviminda A. Lopez were sentenced to six to eight years imprisonment with perpetual disqualification from holding public office for violation of Section 3(e) of Republic Act No. 3019, the Anti-Graft and Corrupt Practices Act.

They were also ordered to pay the municipality of Lingig P18,928,571.43, representing the amount paid for the gadgets, with a six percent interest per annum reckoned from the finality of the decision until full payment.

Case records showed that the municipality of Lingig purchased 36 sets of SENAO SN-6108 handsets and 35 sets of SENAO SN-568 super long range cordless radio/telephone double bases from Philflex worth P18,928,571.43 in 2007.

However, the court found there was no public bidding conducted and the gadgets were not received by the intended beneficiaries.

The court said that “the series of acts of the accused and their respective approvals despite the striking irregularities in the documents show that they had the ultimate goal to award the contract to Philflex and approve the payment despite the lack of delivery to the municipality of Lingig.”

An ex-Mayor and three others have been convicted of graft for anomalous purchases.

The Sandiganbayan has affirmed its ruling that denied the motion of former Department of Agrarian Reform (DAR) Secretary Nasser C. Pangandaman and three others to dismiss the P900 million graft and malversation charges against them for alleged violation of their right to speedy disposition of cases.

Aside from Pangandaman, also charged were former DAR Director Teresita L. Panlilio, Chief Administrative Officer Ronald De Juan Venancio, and Chief Accountant Angelita V. Cacananta.

They were accused of diverting P900 million from the Malampaya fund to fake non-government organizations in 2009.

The Malampaya fund was supposed to be used to help farmers who were affected by Typhoons Ondoy and Pepeng. However, Pangandaman and his co-accused reportedly diverted the funds to the alleged fake non-government organizations (NGOs) headed by businesswoman Janet Lim Napoles.

All the accused claimed that their constitutional right to speedy disposition of cases has been violated by the Office of the Ombudsman (OMB).

Denying their motion, the Sandiganbayan said:

“Taking into consideration the overall circumstances of this case as earlier discussed in the Court’s Resolution, whatever delay incurred in the proceedings cannot be taken against the prosecution because institutional delay, in the proper context, should not be taken against the State.

“Consequently, inordinate delays likewise make it difficult for the prosecution to perform its duty to prove the guilt of the accused beyond reasonable doubt when the case is filed in court, thus, it is not only the respondent who stands to suffer prejudice from any delay in the investigation of his case,” it said.

The Sandiganbayan has refused to dismiss the graft case against the former DAR Secretary and several others.

Coronavirus Lockdown: Don't be Talkative, Make COVID-19 Booster Shot Mandatory, and More!

COVID-19 vaccination, even the administration of booster doses, remains voluntary, the Department of Health (DOH) said Thursday.

The health agency’s remark came after state-run Philippine News Agency published a story, saying that President Ferdinand Marcos Jr. required the first booster shot, heeding the DOH’s proposal.

(Our government and the agency have not issued any statement that vaccination is mandatory. We also did not give any statements that boosters will become mandatory. That is not in our direction and that is not in our pronouncements.)

(What we are saying is we have to improve our booster doses uptake in the country because we, and even our experts, are saying that our immunity for our population is already waning.)

Meanwhile, Vergeire said that redefining the term “fully vaccinated” to include the first booster shot is still under review.

It's kind of odd that Marcos would say that boosters are required if the DOH did not make such a statement.

President Ferdinand Marcos Jr. has ordered the Department of Health to further study the COVID-19 alert level scheme being implemented by the government, the agency said Friday.

Health Undersecretary Maria Rosario Vergeire said the alert level system was discussed during the department’s meeting with Marcos.

(He had some form of guidance for us. He had comments and analyzed our current metrics. He also gave us an instruction to further study this alert level [system] for it to be more appropriate in our situation.)

What "appropriate in our situation" means is not clear. The government continues to fear monger about surges even though the virus is not deadly at all unless you are already sick. Marcos is living proof of this fact.

Despite testing positive for Covid-19, President Ferdinand Marcos Jr. is doing fine and continues to work in isolation, giving out directives to his cabinet officials in the comfort of his home, Press Secretary Trixie Cruz-Angeles on Sunday said.

Angeles said the President was visited Saturday afternoon by his lead physician, Dr. Samuel Zacate, who noted that the chief executive has greatly improved with only mild symptoms with “no fever, no loss of taste and smell sensation.”

Zacate’s physical examination indicated that the President’s throat was clear of any inflammation and most important, there was “no sign of respiratory distress or pneumonia.”

“His personal doctor, Dr. Zacate, reported Saturday that the President is doing well and very much in stable condition,” Angeles said.

To recall, the President tested positive for Covid-19 in an antigen test Friday, July 8.

At the time, he was experiencing mild fever, nasal stuffiness, nasal itchiness and mild occasional non-productive cough.

Marcos is a healthy man in his 60's and he is doing fine despite having this allegedly deadly virus. What more proof do we need that the pandemic is nonsense? Marcos thinks face masks could soon be optional if the vaccination campaign meets its goals. The DOH calls it "a wall of immunity."

President Ferdinand “Bongbong” Marcos Jr. said the government could make the wearing of face masks optional only if the booster rollout is successful and it’s clear that it’s already safe to do so.

Marcos made the remark as he encouraged the local government units to conduct large-scale immunization drives for booster shots targeting school children to safely resume face-to-face classes and fully reopen the economy.

(Let’s do this so we can ensure that, and once our booster shots become successful, we would see that, maybe, we could lower the alert levels, and we could also make face masks optional.)

(But we will not do that until it’s very clear that the situation is really safe. Because, so far, the situation is good, our hospitals are not getting full. But if we are not careful, we could return to the old situation.)

Marcos also said ramping up booster administration is necessary to prevent another lockdown.

(Let’s do this booster rollout and we will be assured that there will no longer be lockdowns. We really don’t want lockdowns. So this will serve as our counter against the spread of Omicron and its variants.)

Why is he talking about potential lockdowns? I thought we were past that. It's because the government is using fear mongering tactics to induce people to get vaccinated and boosters. Right now 40 million vaccinated Filipinos have declined to get a booster shot.

Around 40 million eligible Filipinos have yet to receive their first COVID-19 vaccine booster shot, the Department of Health (DOH) said Friday.

According to Health Undersecretary Maria Rosario Vergeire, around 55 million Filipinos are eligible to receive their first booster shot.

Of this number, only 15.2 million Filipinos have received the booster shot against COVID-19.

“We are looking at around 40 million eligible Filipinos who are still yet to receive their booster shot,” Vergeire said during the Laging Handa briefing.

Vergeire said the health department has presented to President Ferdinand “Bongbong” Marcos Jr. their strategy to increase the vaccination rate in the country.

(We will bring the vaccines to communities. We will go to far-flung areas and to our fellow citizens who really cannot access our vaccination sites.)

(We will go house-to-house for our senior citizens and of course, we will be mobilizing and asking for help from our Department of Education, Department of Labor and Employment, Department of the Interior and Local Government, and other government agencies so this will be a whole-of-government approach.)

What's the best way to get these people to get a booster? Make it mandatory.

The COVID-19 vaccine booster dose should now be made mandatory to boost the protection of more Filipinos amid the rising number of infections, an infectious disease expert said Monday.

Dr. Rontgene Solante, a member of the Department of Health (DOH) technical advisory group, said the Philippines’ uptake of booster shots is low compared to neighboring countries like Vietnam, Singapore, Thailand and Malaysia, which have reached the 50% mark.

The Philippines so far has only reached 20% of its target population. 

(Our booster uptake is very low, so I think it’s high time we must mandate the booster vaccination to the general population.)

Solante said another reason to mandate booster shots is the upcoming opening of face-to-face classes, which is eyed in November, as well as the opening of the workplace.

“Kailangan mandatory na siguro para lang ma-increase natin ang protection, especially now we are preparing for the face-to-face classes in November and workplaces are also open now,” he said.

Solante said he thinks the  “weak surge” of infections predicted by independent monitor OCTA Research Group is “starting now,” given the current spikes in COVID-19 positivity rates.

Wouldn't this necessitate getting the first shot and thus being vaccinated in toto mandatory?

Former Senate President Aquilino Pimentel gave this advice as there are reports now that even those who get sick from the existing new Covid-19  variants are not even immune from the other variants out there today.

Earlier, President Ferdinand Marcos Jr on Tuesday said his administration would ramp up the administration of an anti-coronavirus booster shot to children since the government plans a 100 percent face-to-face classes this year.

Vice President Sara Duterte was reported intent in  imposing full in-person classes by November.

Senator Pimentel is expected to be the Senate Minority Leader when the 19th Congress begins on July 25. 

‘’Learn to live with the Covid-19 virus (just as we, the human race, are currently living with around 3,000 other viruses out there), and observe basic health and precautionary measures: wear mask, keep distance, be healthy, be clean and hygienic. Don’t be talkative,’’ he said.

Pimentel, however, said there are reports now that  even those who get sick from the existing new Covid-19  variants are not even immune from the other variants out there today.

‘’That means that the supposed to be ‘‘natural immunity’’ from the variants does not work against the other variants out there. Now, these vaccines and boosters were formulated with the non-variant and the ‘’earlier variants’’ of Covid-19 in the mind of the scientists,’’  he said.

‘’How then can we expect these vaccines and boosters to provide ‘’artificial immunity’’ to the new existing variants for which even ‘’natural immunity’’ from actual infection does not even work?,’’ he asked. 

Did he just admit that the vaccines are worthless??  

Vaccines are not mandatory but that does not mean they are not required to do your job as a teacher without shelling out enormous expenses to make sure you are not infected. Not that vaccines prevent infection but that is no big deal for this government. Cebu Governor Gwendolyn Garcia is giving free antigen tests to unvaccinated teachers to offset those expenses.

Teachers in Cebu province who remain unvaccinated against COVID-19 will be receiving free antigen tests.

This after the Capitol turned over to the Department of Education in Central Visayas (DepEd-7) at least 10,000 antigen test kits last Tuesday, July 12, 2022.

A report from Sugbo News, the Capitol’s media arm, stated that the Capitol received at least 10,000 antigen test kits as a donation from a private firm.

The province, in turn, turned these over to DepEd-7 during a brief meeting and turnover ceremony last Tuesday. 

Cebu Governor Gwendolyn Garcia said the donations will spare unvaccinated teachers from shelling out their own funds to get tested for COVID-19, a requirement for unvaccinated teachers before entering school premises. 

“You will be given priority. You will be able to take the antigen test for free,” Garcia was quoted on saying. 

Garcia thanked Limdaqui Trading Inc. for providing the free antigen test kits. 

Earlier this year, the governor reissued a memorandum, instructing local government units in the province to ensure COVID-19 vaccination will not be a prerequisite for government transactions, including the hiring of teachers and student admissions. 

Garcia has been vocally opposing policies that make COVID-19 vaccination status a requirement in employment and education, saying it’s discriminatory and ‘ran contrary to the COVID-19 Vaccination Program Act of 2021’.

Are there other unvaccinated workers who are being given this kind of assistance? For all of Garcia's opposition to mandatory vaccination this is practically an admission that it is mandatory.

A True Filipino Delicacy

Some say Philippine food is the best in the world while others say it's absolutely disgusting. Whatever side of the fence you are on surely we can agree that Fried fish on a bed of green beans garnished with large blocks of cheese is umm, you be the judge.

What in the world is this??  From the context of the source it appears this was part of a Passover meal. Good-bye lamb, hello fish, cheese, and green beans. That cheese is likely processed cheese product and not actual cheese though I could be wrong.

Fish and cheese do go together on a sandwich but what kind of combination is this? It's like the cook took random foods and tossed them together. While each component on its own probably tastes ok this presentation is awful. Why not shred the cheese and give the fish a little sprinkling? Large blocks of cheese go with crackers. 

This meal is not an accurate representation of Filipinos cuisine as a whole. It is a gross anomaly. The Facebook page I found this on often posts the food their group eats and none of it has ever looked like this.

The AFP says Davao is almost insurgent free. The problem is the one pesky NPA unit remaining.

Only one New People’s Army (NPA) rebel unit remains before Davao Region can be declared “insurgency-free”, the Philippine Army's 10th Infantry Division (ID) said Wednesday.

“Even when President Rodrigo Duterte ended his term, the 10ID continues its efforts to push for the declaration of our areas of responsibility as free from insurgency. In Davao Region, there is just one left, the weakened NPA Guerrilla Front (GF) 18 that operates in Davao Oriental province,” Capt. Mark Anthony Tito, the 10ID spokesperson, said.

Tito said the military has cleared the barangays that were formerly influenced by the NPA GF-18, enabling it to be declared a “weakened unit.”

He also noted that Davao Oriental was the first to establish best practices that served as a benchmark for the military in its NPA clearing operations.

Other provinces and cities in the Davao Region have been declared only this year as insurgency-free.

Davao City was first to be declared insurgency free on March 24; Davao del Norte and Davao Occidental on June 13;  Davao de Oro, June 22; and Davao del Sur, July 1.

Meanwhile, Art Milan, the Philippine Chamber of Commerce and Industry area vice president for Mindanao, said businesses have started to flourish in the communities that were declared by the military as insurgency-free.

“To cite an example, in the highlands of Davao del Norte in Talaingod town, the resorts and restaurants have been sprouting just after it was announced that the area is cleared of NPAs. When the people feel safe, commerce will follow,” Milan said in a separate interview.

Encouraged by the positive impact on businesses, he said they will propose the continuation of the National Task Force to End Local Communist Armed Conflict under the new administration.

It is not only Davao where the insurgency has been reduced. The AFP says gains made under the Duterte administration were significant.

The number of fighters of the communist New People’s Army (NPA) is now down to 2,000 with active NPA guerilla fronts down to just 23 during the administration of former President Rodrigo Duterte, the Armed Forces of the Philippines (AFP) said.

AFP spokesperson Col. Medel Aguilar made the revelation during a press briefing at Camp Aguinaldo on Thursday.

“We have achieved significant gains in the conduct of military operations against the threat, I’m referring to the armed threat and [the dismantled guerrilla fronts are] almost 74 percent. There used to be 89 guerrilla fronts when President Duterte assumed office in 2016 but as of June 30 this year they were reduced to 23,” Aguilar said.

“Now as to the armed components, they [have been] reduced to less than 2,000,” he added, while pointing out that some 25,000 supporters of the Reds have also surrendered to authorities.

Former Philippine National Police (PNP) chief and now Senator Ronald Dela Rosa earlier explained in a Senate session that every NPA guerrilla front should have at least three platoons with around 100 armed combatants.

Aguilar noted that the military is just short of dismantling one more NPA guerrilla front to achieve “strategic victory” against the communist insurgents, saying the military is targeting to break down 75 percent of their guerrilla fronts.

“I think we have gained much as far as defeating the armed component is concerned and that’s why you can now seldom hear about attacks or harassment,” Aguilar said.

Those are incredible numbers as in they are not credible at all. Note that Aguilar claims there are now roughly 2,000 armed fighters. Back in April it was reported there were 5,000. At the beginning of 2016 there were an estimated 4,000 fighters and in 2021 the AFP claimed 5,526 NPA fighters had surrendered since the beginning of Duterte's term. The NPA may be in its twilight but they are not going down without a fight. This week 7 soldiers were injured by landmines.

At least seven soldiers were injured when members of the New People’s Army (NPA) detonated anti-personnel mines in the upland village of Magsaysay in Mapanas, Northern Samar on Tuesday morning.

Soldiers with the community support program (CSP) team were patrolling the area when rebels detonated the mines around 6:15 a.m., said Lt. Col. Joemar Buban, commander of the Philippine Army’s 20th Infantry Battalion.

CSP is a flagship program of the Armed Forces of the Philippines used to clear communities of NPA infestation while neutralizing the politics-military structure the rebels established in the villages.

“Of the seven wounded, two of them are in critical condition. All the blast victims suffered head injuries. Casualty evacuation is still ongoing since the mountain village is far from the highway,” Buban said in a phone interview.

After the explosion, the eight soldiers who escaped the blast engaged 20 NPA fighters in a 10-minute gun battle.

The enemies fled since their firepower is weak, according to the army official.

Magsaysay village is about 13 kilometers away from the highway and the farthest community in Mapanas town. It is considered a stronghold of the communist terrorist group after soldiers managed to rid several communities in Northern Samar province of NPA threats.

About 30 NPA fighters were sighted in the hinterlands of Magsaysay, identified as the remaining active platoon in the province.

It's a wonder how for the past 52 years these encounters always end the same with the NPA running off to their hideout leaving the AFP in the lurch. Why don't they call in an airstrike or pursue them in some other manner? The AFP says they will be deploying more troops to Samar

Four Communist Party of the Philippines-New People’s Army (CPP-NPA) rebels died in a clash with government forces in the remote Barangay Santol in Binalbagan, Negros Occidental on Wednesday morning.

Army and police troops engaged at least 14 rebels after identifying their location in Sitio Amilis at past 9 a.m., a report from the Philippine Army said.

Lt. Col. Van Donald Almonte, commander of the 94th Infantry Battalion (94IB), said they were able to launch a successful operation based on the “timely and accurate information” provided by former rebels and other residents of Barangay Santol.

“This is a manifestation that the villagers no longer support the communist ideology,” he added.

As of posting time, the fatalities have not yet been identified, but they belonged to the NPA’s Central Negros 2, Komiteng Rehiyong-Negros Cebu Bohol Siquijor.

Troops recovered the bodies of the four rebels along with several firearms, various supplies, and personal items at the encounter site.

According to the 94IB, the NPA rebels were involved in the ambush of personnel of the Binalbagan Municipal Police Station in Barangay Bi-ao last February.

Along with the recovery of these items the AFP has unearthed several NPA caches recently.

Recovered were M16A1 rifle, one M14 rifle, one M2 carbine, KG9 submachine gun (SMG), Beretta 9mm, three caliber .38, magnum caliber .22, caliber .22, various ammunition, 16 assorted magazines, one commercial radio, and medical and personal effects.

Troops of the 71st Infantry Battalion under the Joint Task Group Defender discovered a terrorists’ arms cache in the vicinity of Sitio Ramut, Zone 7, Brgy Salincub, Santiago, Ilocos Sur on July 3, 2022.

In a statement, Lt. Gen. Ernesto Torres Jr., Commander of the Northern Luzon Command revealed that “the 71IB recovered one (1) M16 rifle, eight (8) magazines (5-long and 3-short), 140 rounds of 5.56mm ammunition and one (1) bandolier from the said location.”

Lt Gen Torres furthered that “a former leader of the terror group Weakened Guerilla Front AMPIS which operates in the areas of Abra, Mountain Province, and Ilocos Sur tipped the troops of the whereabouts of the said arms cache.”

A high-powered firearm was recovered during a clash between the Communist Terrorist Groups (CTGs) and government troops under the 58th Infantry “Dimalulupig” Battalion this afternoon, July 06, 2022.

The said encounter happened at around 3:30 in the afternoon, in the hinterlands of Barangay San Juan in Balingasag, while the troops responded to the information from a concerned citizen following the presence of the armed group in their farm land. The firefight lasted for about ten (10) minutes, and the troops recovered. One AK-47 assault rifle, four (4) magazines AK47 with ammo, three (3) magazines M16 with ammo, five (5) bag packs with personal belongings, one rifle grenade, assorted medical paraphernalia, and subversive documents.

A gunbattle between government troops and rebels has led to the capture of a ranking Communist Party of the Philippines-New People’s Army (CPP-NPA) leader in the hinterlands of Calatrava town, Negros Occidental on Wednesday afternoon.

Arrested was Isabelle Necesario, 41, who goes by aliases “Maoline”, “Nad”, “Diane” and “Idel”, the deputy secretary of the NPA’s Northern Negros Front (NNF).

Lt. Col. J-jay Javines, commanding officer of the 79th Infantry Battalion (IB), said on Thursday the clash indicates the efforts of the remnants of the NNF to regain support and recruit more members.

“Thus, we will continue to advance our efforts in making the CPP-NPA vanish in northern Negros,” Javines said.

Necesario, a resident of Sitio Canipaan, Barangay Banquerohan in Cadiz City, is now in the custody of the Calatrava Municipal Police Station.

The NNF has already been declared dismantled by the Armed Forces of the Philippines and the Philippine National Police in April last year, and those who had figured in clashes with government troops are considered remnants of the dismantled front.

After the clash on Wednesday, troops recovered two rifle grenades, two .38-caliber pistols with seven rounds of live ammunition, and one .45- caliber pistol with five rounds of live ammunition.

They also found five USB flash drives, seven basic and one touchscreen mobile phones, three pocket wi-fi units, three civilian bags containing personal belongings, a hammock, assorted medicines, food items, subversive documents, and PHP3,740 cash, among others.

Javines said villagers provided information to the troops regarding the presence of the NPA rebels, prompting his men to immediately respond and engage them.

The NPA remains active and very much a threat. For AFP spokesperson Col. Medel Aguilar to talk about  targeting a "strategic victory" of dismantling 75% of the NPA's guerrilla fronts is ludicrous. It's got to be all or nothing. 100% should be the goal.
