Coronavirus Lockdown: Karaoke Ban, Body Cameras, and More!

More news about how the COVID-19 pandemic in the Philippines is being handled by the public and the government.

The Bureau of Immigration has deported 129 foreigners in a bid to decongest their facilities and stop the spread of COVID-19.

The Bureau of Immigration (BI) on Thursday said it has deported 129 foreigners to decongest its detention center in Bicutan, Taguig City, and reduce the risk of coronavirus disease 2019 (Covid-19) outbreak. 
“Total (foreigners): 315. Total deported as of Sept. 15: 129 from BI Warden Facility for Persons Deprived of Liberty (PDL),” BI spokesperson Dana Sandoval said in a Viber message. 
The 129 deported foreigners include 88 Chinese, 14 Vietnamese, seven Americans, and five Pakistanis. 
Also deported were two Taiwanese, two British nationals, two Mongolians and two South Koreans, and one each from Germany, India, Israel, Italy, Netherlands, Saudi Arabia, and Sweden. 
The bureau’s legal division and other concerned offices have fast-tracked the resolution of deportation cases and secured the necessary clearances needed to facilitate the foreigners' departure from the country. 
He said overcrowding in the facility exposes both the inmates and their guards to the risk of getting infected with the virus.
This should be the norm. 

The PNP is finally getting body cameras! But it's not to police the police and assure the public that all their missions are above board. It's to keep an eye on the public!

Police officers in San Juan City who will be enforcing the city’s health rules while on bicycle patrols, are now equipped with body cameras to catch violators, Mayor Francis Zamora said Thursday. 
In a press briefing with reporters at Ortigas Avenue, Zamora said the bike patrols will go around dedicated bike lanes and smaller streets to apprehend those who will not be wearing face masks and face shields as well as those who will be spitting in public places. 
(Body cameras are important because they will not only apprehend those who will violate the bike lanes, they will also apprehend violators of ordinances on wearing of face masks, face shields as well as the anti-spitting ordinance.) 
Zamora said  30 police bike patrollers were issued body cameras to record videos or take photos of ordinance violators. 
(Why do we need body cameras? Because mostly the violators will make excuses which makes room for interpretation.) 
(If we have body cameras, we have videos, photos, and it is clear that there are violations. We will show these videos to you. If you want to contest the violations, traffic enforcers and Task Force Disiplina will show you the videos and photos of your violation.) 
At the same time, Zamora said the bike patrollers will also ensure the safety of cyclists who will be using the modified bicycle lanes along Ortigas Avenue in San Juan. 
(We launched San Juan bike patrollers today because we have bike lanes, we also have police officers on board bikes and their job is to check the bike lanes and ensure the safety of everyone who is biking and to make sure that everyone who is biking is wearing a mask.) 
Aside from bike patrollers, Zamora said they will also distribute body cameras to traffic enforcers and members of the city government’s Task Force Disiplina, which also implement the health rules.
The police now have body cameras to catch COVID-19 violators. But the same reasons they give, leaves no room for interpretation, is exactly why the PNP needs to be equipped with cameras when they go out on raids.

Some experts have issued seven commandments to public transportation drivers and passengers to ensure everyone stays safe.

Use anti-virus masks. Those who wear this are 6 times less likely to get infection compared to those who don’t, said Dayrit.  
Wear face shield. This will reduce the risk of infection by as much as 3 times, he said.  
No talking and no eating. Respiratory droplets from the mouth and nose can spread the virus, said the former health chief.  
Ensure adequate ventilation. Open the windows of vehicles every now and then to dissipate the still air, where the virus might linger. For trains, stopping at platforms and opening the door will promote airflow, he said.  
Practice frequent disinfection. Transport authorities should ensure that public vehicles are cleaned with bleach, which kills the virus, he said.  
No symptomatic passengers. People who feel unwell should refrain from using public transport, said Dayrit.  
Observe appropriate physical distancing. “It is possible to go below one meter. It is not dogma, but we have to look at all the packages in the 7 commandments for its proper implementation,” Dayrit said. 
Other experts, a group of doctors, says all lockdowns should be ended.

The 5,000 members of the Concerned Doctors and Citizens of the Philippines (CDCph) led by former health secretary Jaime Galvez-Tan called on President Duterte to adopt a national protocol for the prophylaxis and early treatment of COVID-19 as an alternative to community quarantines. 
“We proposed to the President for the Philippines to adopt a national protocol for the prophylaxis and early treatment of COVID-19 that aims to reduce hospitalization and prevent loss of lives,” the CDCph said in a unity statement read by Galvez-Tan during the launching of the “#Flatten the Fear” campaign. 
Galvez-Tan said the implementation of a national protocol for early treatment of COVID is an effective, safe, inexpensive and science-based solution to address the pandemic in the country. 
“With this solution in mind, we appeal to the President to lift all lockdowns,” he added. 
Galvez-Tan said the government should focus its efforts on early treatment and home quarantine for most patients and prophylaxis for high risk individuals such as frontliners under the proposed plan.
The lifting of lockdowns across the country will likely not happen but perhaps the government will adopt some of their other suggestions.

A total of 32 personalities, from business magnates to politicians, suffered a cumulative $17.4 billion drop in wealth to $60.6 billion as of September this year, Forbes said. Ten others saw some increases, two sustained their net worth from last year, four were returnees to the list, while two were heirs to the deceased.
These people are still billionaires so they will be just fine.

Duterte has extended the nationwide state of calamity for a whole year more.

President Duterte has extended for one more year the declaration of a state of calamity in relation to the COVID-19 pandemic, effective Sept. 13 this year to Sept. 12, 2021. 
Duterte signed on Wednesday Proclamation 1021, “extending the period of state of calamity throughout the Philippines due to Coronavirus Disease 2019” that was released to the media yesterday. 
The move extended the state of calamity first imposed by the President on March 16.
Duterte invoked the authority under the Constitution on the state’s policy to protect and promote the right to health of the people.
 
“Whereas, through the joint efforts of the government and the public, significant strides have been achieved in enhancing and improving the country’s capability to implement measures against the spread of COVID-19,” the two-page order read. 
The President added that the National Disaster Risk Reduction and Management Council has recommended the extension of the declared state of calamity throughout the Philippines. 
“Whereas, this extension, will, among others, effectively afford the National Government, as well as the local government units, ample latitude to continue utilizing appropriate funds, including the Quick Response Fund, in their disaster preparedness and response efforts to contain the spread of COVID-19, monitor and control prices of basic necessities and prime commodities, and provide basic services to the affected populations,” Duterte said in the proclamation. 
It also noted that the number of COVID-19 positive cases and deaths “continue to rise despite efforts and interventions to contain the same.”
Looks like rolling quarantines and a stalled economy will continue for the foreseeable future.

The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) has issued Resolution No. 71, which prevents the public from observing All Souls’ and All Saints’ Days on the traditional dates this year due to the COVID pandemic. 
“All private and public cemeteries and memorial parks, including columbariums and the like, throughout the country shall be closed to visitors from Oct. 29 to Nov. 4,” the IATF said in its order signed by Health Secretary Francisco Duque III and Cabinet Secretary Karlo Nograles, co-chairpersons of the task force. 
“Provided, that, the Omnibus Guidelines on the Implementation of Community Quarantine shall continue to govern burial and cremation activities during the said period,” the resolution read.
How will people cope? Will they be pouring into cemeteries the days before and after the closure dates? Masses can still be said inside the cemeteries but no one will be allowed to attend except the priest and his attendants.

The Catholic Church may hold Masses inside the cemeteries in Cebu City during the All Souls’ Day despite that the public is prohibited from visiting the tombs of their loved as part of the measures against the coronavirus disease COVID-19. 
Cebu Archbishop Jose Palma, in his homily during the Fiesta Mass in Danao City on Monday, September 21, 2020, said he asked Mayor Edgardo Labella to allow the holding of a Mass in the cemeteries on All Souls’ Day even without the attending public. 
The only ones who will be present in the Mass at the cemeteries, Palma said, are the officiating priests and the acolytes. 
Palma said Labella has already given them permission as long as there will be no other attendees for the Mass celebration.
This kind of Mass is known as Sine Populo or without the people.

An exclusive rooftop bar was shutdown by the PNP for violating health protocols.

A total of 34 curfew violators, including 9 foreigners, were arrested at a rooftop bar in Barangay Poblacion, Makati City on Friday night after police got wind of a live video shared by one of the customers on social media.  
The foreigners included 3 Koreans, an American, a Kazakh, and at least 3 Germans, one of whom was identified as a diplomat.  
Makati police chief Police Col. Oscar Jacildo said police arrived at the bar past the curfew hour of 10 p.m. and found patrons drinking, dancing, and failing to observe physical distancing. 
Police went to the bar after they were told of a live video being streamed by a customer. They noted that access to the rooftop was limited.  
Jacildo said this was already the third Friday police had called the attention of the establishment for operating the bar. 
Here's a tip: don't livestream your happy hour at an illegal rooftop bar! That guy ruined it for everyone else.

Karaoke has been banned in Cavite since the beginning of the pandemic. The Palace says they will leave it up to LGUs if they wish to follow suit.

Malacañang on Monday said it is up to local government units (LGUs) to decide on whether to copy the move of Cavite Gov. Jonvic Remulla to ban noisy, late-night karaoke amid the coronavirus disease 2019 (Covid-19) pandemic. 
In a virtual presser, Presidential Spokesperson Harry Roque said Remulla’s decision is a “valid exercise of local government power”. 
He cited Article 694 of the New Civil Code or the provision about the abatement of nuisance. 
(In the New Civil Code, we have what we call abatement of nuisance and of course, if karaoke is too loud, it can be a nuisance and abatement is in the hands of local government),” he said. 
In a Facebook post last Tuesday, Remulla urged the public to report loud karaoke singers to authorities to prevent noise pollution. 
This after his office received several complaints about the “tireless abuse” made by noisy karaoke singers. 
He emphasized that getting a good night's sleep will help strengthen the immune system against Covid-19. 
(Curfew isn't just made to reduce nonsense night strolls. It is also meant to strengthen the body through a good and sound sleep),” Remulla said. 
Remulla also said late-night karaoke is also considered as a violation of curfew hours under quarantine protocols. 
(Sorry, but even if you say you are inside your own homes, the noise it causes can be considered a violation of curfew hours),” he said.
It sounds like noisy late-night karaoke is already banned in article 694 of the New Civil Code. Either way karaoke is virtually banned across the nation due to social distancing rules.

DILG Secretary Año is boasting about the low crime rate since the lockdowns began in March.

Interior and Local Government Sec. Eduardo Año on Monday said the crime volume in the country decreased by 47 percent during the first six months that the country was placed under lockdown due to the coronavirus pandemic. 
Año, citing data from the Philippine National Police (PNP), said there were 16,879 reported incidents of crime from March 17 to present. 
This is almost half of the crime incidents logged six months before the lockdown, or from September 2019 to the earlier half of March 2020, where 31,1661 incidents were reported. 
"From 172 cases a day to 92 cases per day," Año said during the weekly meeting of Cabinet officials with President Rodrigo Duterte. 
Año also said incidents of robbery went down by 61 percent, while vehicle and motorcycle theft went down by 66 percent and 61 percent, respectively. 
Murder cases also went down by 22 percent, while rape cases went down by 24 percent. 
Año said the decrease in the incidents of crime can be attributed to police visibility and better coordination with the local government units.
Perhaps a stronger police visibility and constant coordination with LGUs should be the norm after the pandemic is over.  The decrease can also be attributed to the fact that everyone has been forced to stay at home.

Reminder: if you are doing shots with friends make sure everyone has their own glass!

Baguio City has recorded 43 additional cases of COVID-19 as several residents shared a solitary shot glass during a social gathering, Mayor Benjamin Magalong said. 
According to Darlene Cay's report on “24 Oras” on Monday, Magalong said most of the cases were from the Barangays Ferdinand and Sto. Child. The two barangays were already placed on lockdown since Sunday. 
“Yesterday we had 43 cases. But that was the result of contact tracing, 82% of that was the result of contact tracing because there was a drink in a barangay, a meal and then only one glass was used in the drink so this is the size of the implication, increase the infected in that barangay, ”Magalong said.
COVID-19 or not that is absolutely disgusting.

It appears a new requirement for contact racing may be imposed on the public.

Dumaguete-based businessman Edward Du, past president of NOCCI and currently the Central Visayas regional governor of the Philippine Chamber of Commerce and Industry (PCCI), in an interview on Monday said “the entire business sector is now pushing for the No QR Code, No Entry Policy to gradually eliminate the use of pen and paper for contact tracing purposes”. 
Du said the NOCCI has 200 members and along this line “we are united”, even if there is no approval yet from the province’s Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID). “We will push through because “the business sector is free to adopt its own health and safety protocols that will help increase sales,” he said. 
“It is just like the ‘no face mask, no entry’ policy and business establishments are required to generate or print a hard copy of the QR Code for free,” he said. 
Du said it is their advocacy to push for this contact tracing method, which will result to faster and convenient way for government workers/volunteers locating contacts of suspect or confirmed Covid-19 cases. He added that it will also benefit the public as they no longer have to stand and wait in long queues at establishments, stores, supermarkets, and even banks.
QR codes have already been placed in businesses in Manila and elsewhere now Dumaguete is seeking to impose them in all businesses. Perhaps the IATF-EID will make a pronouncement on this issue.

It really is too bad that the Offices of the President and Vice President cannot work together on any issue. Robredo can never do enough to please Duterte and Duterte can never do enough to please Robredo.

President Rodrigo Duterte's spokesperson dared Vice President Leni Robredo on Tuesday to come up with a solution to the COVID-19 pandemic, saying she might even become president if she has one. 
Presidential Spokesperson Harry Roque's challenge to Robredo comes after the opposition leader said the chief executive's plan to wait for a COVID-19 vaccine is "not enough." 
(I am challenging VP Leni. If she has a solution that doesn't need a vaccine and a cure, reveal it and I'm sure she might just become president immediately if she could find one that doesn't need a vaccine or medicine.) 
(Until there is no vaccine, no cure, there is really no solution to this pandemic.) 
Robredo had on Monday made suggestions on how to respond to the pandemic after President Duterte said in a late-night public address on Monday that only a vaccine could finally solve the health crisis. 
The Vice President said the Philippines could suppress the COVID-19 pandemic by "medical and non-medical" means, noting that the government needs to "overcome humanitarian emergencies" like poverty, hunger and unemployment caused by the pandemic. 
The Duterte administration has been criticized for its COVID-19 response as the President opted to rely heavily on retired military generals to impose pandemic response policies. 
The Philippines also has yet to completely flatten the pandemic curve despite having one of the strictest and longest lockdowns in the world.

Coronavirus Signs

You cannot go anywhere without seeing signs telling you to do this and that all in the name of protecting you from COVID-19. They are all pretty much the same but a few stand out. Let's take a look at some coronavirus signs.

These first two signs come from a house which was under quarantine.




What is the story here? I don't know! I heard the guy was a seafarer just back from abroad and was under a mandatory 2 week quarantine. But what about the second sign and fake news? Were people spreading rumors about him?  Perhaps.

Here's another warning sign on the entrance to a gated community.


I asked the guard if someone inside was infected and he said no. I guess it's just an unnecessary scare tactic.

These next signs comes from the post office.


There are signs like this all over the post office. It's overkill. Why so many signs inside and outside the building? You cannot get in the post office without wearing all these accoutrements so there really is no need for all the signs.

The same overkill is happening inside the mall. Let's go shopping at SM and take a look. To get into SM you must wear a face mask and a face shield.


You absolutely cannot be in the mall without wearing a mask and a face shield. Despite this fact practically every store has a sign indicating NO MASK, NO ENTRY. Funny they don't mention face shields too.  Many store also require you to log in.


This is all in the name of contact tracing of course. I do sign in but my hand writing is bad and so is the handwriting of others.

There are more pictures of the mall I could show but let's skip across town to the public market. Outside the entrance of the public market is a hand washing station. Next to the washing station is the following large sign.


This is totally unnecessary epal. It's just another shameless way for this guy to get his name out there. Believe me his name is on all kinds of stuff around town.

Perhaps the one thing that I don't think about during this silly crisis is the age limits of who can and cannot leave their houses.


This sign really drives the point home how stupid and arbitrary this policy is. No one was carding customers as they entered the store.

Speaking of arbitrary, not even gas stations are exempt from posting silly coronavirus signs.


So let me get this straight. If you are not sitting in your car wearing a face mask and a face shield then  they won't fill your tank? Of course not! I was able to get gas no problem without wearing all that. Why have the sign if it's not going to be enforced?

Let's end with a trip to the vet. The guy who was waiting outside and weighs the dogs said I needed a different mask to enter the clinic.  He pointed to the sign on the door.


I did not remove the cartoon character mask I was wearing, Instead I covered it with a blue mask like in the first picture which thankfully I had one in the car. Still just as ineffective at stopping any virus. Inside the clinic was a funny graphic about social distancing.


Keep four cats apart.  That is a rule of cat to keep in mind!

Insurgency: Snowballing of Surrenderees

It seems that the mainstream media in the Philippines does not report on everything regarding the insurgency. Kalinanews.com reports on incidents that the other outlets do not cover.

 According to Major General Juvymax R. Uy, Commander, Joint Task Force Central and 6th Infanry (Kampilan) Divison, government operating troops discovered an improvised explosive device (IED) cache in Brgy Pimblakan, Mamasapano, Maguindanao last Tuesday (September 15) at 6:00 in the morning. 
Major General Uy said that recovered were the following: One emylo receiver, One 9 volt battery (HW brand), One cap, blasting (converted electric), Half kilo flash powder, Assorted nails (Cut into small size used as shrapnel) and One 750ml empty bottle (zonrox) as a container of flash powder. He further said that when assembled, it can be very devastating if used in terroristic bombing attacks. 
Upon the discovery, 34th Infantry Battalion troops immediately cordoned the area, while the Army’s 3rd Explosive Ordnance Disposal Team successfully disrupted the IED. 
“The discovery of this IED is part of the campaign of the government against terroristic act. The prompt response of our ground forces led to the successful disruption of war materials”. Major General Uy added that the Joint Task Force Central will never cease to pursue these lawless groups in the area and prevent them from conducting terroristic attacks.
In light of the recent suicide attacks in Sulu this would seem to be a rather important story. But maybe it's not really. Except the next day 1 Marine was killed and 4 Marines injured when they drove over an IED in the same area.

A Marine was killed while four others were injured late Friday when a bomb hit their vehicle while en route to a secluded area to reinforce Army troops fighting Dawlah Islamiya bandits. 
The fatality, identified only as Private Angot, belonged to the Navy’s 5th Marine Battalion under the 1st Marine Brigade securing neighboring towns in the border of Maguindanao and Lanao del Sur provinces. 
The bomb went off while the vehicle carrying Angot and other Marines was motoring through a road leading to a hill in Barangay Limpongo in Datu Hoffer, Maguindanao. 
Major Gen. Juvymax Uy of the Army’s 6th Infantry Division said Saturday their combatants are trying to cordon in an upland area in Datu Hofer since Friday morning a group of Dawlah Islamiya terrorists tagged in deadly bombings in central Mindanao in the past five years. 
The powerful improvised explosive device used in Friday night's attack, detonated from a distance using a mobile phone, was packed with metal fragments with jagged edges.
The AFP is after a group of terrorists responsible for deadly bombings over the past five years. That sounds like a big story. Even bigger if they can actually catch those people. In Sulu more explosive material was found near the site of the recent suicide bombing.

The Philippine Coast Guard discovered abandoned explosive materials in Barangay Walled City in Jolo, Sulu Saturday evening,  nearly a month after the twin blasts in the same village on August 24 that killed 15 people and wounded more than 70 others. 
Lt. Col. Alaric delos Santos, spokesperson of the Armed Forces of the Philippines – Western Mindanao Command (Westmincom), said the Explosives Ordnance Division of the Philippine Coast Guard was conducting area paneling at the Jolo pier when they discovered a suspicious item abandoned in between the Harbor Master and Maritime Police Office at 6:02 p.m., September 19. 
“The PCG personnel were prompted when the bomb-sniffing dog sat beside the  item,” Delos Santos said. 
Upon inspection, they discovered two electric blasting caps, one rifle grenade, one spark plug, and concrete nails.
Clearly Abu Sayyaf still has plans to wreck havoc in Sulu.

Former Rebels condemn the New People’s Army (NPA) in a Peace Rally at Mawab last September 11, 2020. 
A total of one hundred fifty (150) people composed of former NPAs and Underground Mass Organization members assembled at Mawab Bus Terminal. 
They burned the flag of the CPP-NPA-NDF (CNN) and the effigy of Joma Sison. Further, they signed a declaration of persona non-grata for the communisty terrorist group. The CNN is no longer welcome in their communities. 
This also served as an avenue for the former NPA rebels to show their support in helping the government achieve peace and development. 
The said event was in partnership with the local government unit of Mawab, provincial government of Davao de Oro, national government agencies, and in coordination with the 71st Infantry (KAIBIGAN) Battalion.
This rally was held in partnership with the local government and the AFP? That sounds like a huge story! Why didn't the mainstream media cover it? Why is the AFP supporting a rally like this? Is it propaganda? Psy-ops? It cannot be grassroots if the military and local government are involved. Is this a way for the AFP to persuade more rebels to surrender?

Surrender seems to be exactly what the AFP wants. But why? One AFP commander says those who have surrendered deserve a better life.

Members and mass supporters of the New People’s Army (NPA) who decide to abandon the communist rebel movement deserve the "utmost support" of the government for them to return normalcy back into their lives, a military official said Wednesday. 
Lt. Col. Reynald Romel A. Goce, commander of the Army's 26th Infantry Battalion (26IB), issued the statement a day after the surrender of 321 NPA members and mass supporters in the town of Esperanza, Agusan del Sur. 
Goce, together with Agusan del Sur Governor Santiago Cane and Esperanza Mayor Leonida M. Manpatilan, welcomed the surrenderers in a ceremony held at the school gymnasium in Esperanza town. 
During Tuesday's activity, the former NPA regulars and supporters pledged their allegiance to the government and burned the Communist Party of the Philippines (CPP) and NPA flags to symbolize their abandonment of the communist rebel movement in the area. 
"We sympathize with the NPA supporters who have already realized the deception of this terrorist group, that is why our doors remain open in accepting them back to the fold of the law,” Goce said. 
With their decision to leave the communist movement, Goce said the government is ready to provide them with basic services that would enable them to uplift their economic conditions.
Why do NPA surrderrees deserve support from the government? Why don't they deserve prison time or even death? Millions have been spent on providing for these people. They get money for education, job training, housing, and even to start a business while many people in this nation live in poverty and filth. How exactly is the money allotted for this cause being spent? Some think the NTF-ELCAC should be audited.

“We are looking into it, kung kelangan ng special audit (if special audit is needed),” Aguinaldo said in response to interpellation by Deputy Minority Leader and Bayan Muna Rep. Carlos Zarate. 
The state auditor noted that the fund allocation granted to NTF-ELCAC is “quite big.” 
“This is quite big (funds given to NTF-ELCAC)…we have to look at it carefully because the amount involved is not typical,” Aguinaldo admitted. 
Zarate claimed that for 2020, the task force created by President Duterte received P36.34 billion fund coming from various agencies of the government. 
“The NTF-ELCAC, being an Executive-created body, must be transparent and accountable to Congress and to the people for the public funds that they are given for their operations. It seems though that it is not the case,” he said. 
For its 2021 operations, the anti-communist task force is getting P16.44 billion for its Barangay Development Programs.
The Barangay Development Programs are part of the whole-of-nation approach to ending the insurgency. If the people are given proper services from the government then the people will not was to rebel is the thinking underling this program. DILG Secretary Año says the money for the barangay development programs are to be spent only on those projects.

The barangays that will receive funds from the proposed P16 billion development project for communities cleared of insurgency will not be allowed to deviate the funds from the menu of programs specified by the government, Interior Secretary Eduardo Año said Monday. 
Año issued this remark when asked in an ABS-CBN News Channel interview if the funds can be used by barangays for other initiatives against insurgency, including propaganda campaigns against communist rebels. 
“No, they cannot do that. There is a specific menu for projects: farm-to-market roads, water and sanitation system, agriculture and livelihood and technical vocational training for the barangay people. These are specifics. You cannot do other things other than specified in the menu,” he said. 
Asked if the budget can be used for intelligence funds, Año replied: “No, definitely not.”
During a House hearing on the budget proposal of the Department of the Interior and Local Government for 2021, Año said a total of 822 villages which were affected by insurgencies due to lack of social services and programs from the national government will benefit from the said project of the National Task Force to End Local Communist Armed Conflict. 
He denied that the proposed budget for the program is a form of “pork barrel”. 
“This is not a pork barrel or lump sum because projects are itemized and there will be strict monitoring and evaluation of these projects,” he said.
If everything is itemized and there will be strict monitoring of the projects then it should not be so hard to do an audit. Even so the COA says such a task is too difficult.

"We are having difficulty also tracing what budget was actually used by the different departments (in the NTF-ELCAC budget)," Aguinaldo told the House of Representatives on Wednesday during deliberations on COA's 2021 budget. 
In the case of Duterte's intelligence funds, Aguinaldo said they are hard to audit precisely because they are confidential – citing as an example the case of informants whose identities will never be revealed because of the sensitive nature of their roles. This makes it impossible for auditors to check the agency's reimbursements and payments for these informants. 
The NTF-ELCAC was created in Decemer 2018 through Duterte's Executive Order No. 70, and was tasked to implement a whole-of-nation approach to end communism.
Its budget however is difficult to trace because the expenses are charged against the specific departments that carry out the tasks. 
NTF-ELCAC is composed of officials from different agencies, such as its spokesperson, Lorraine Badoy, who is an undersecretary of Presidential Communications Operations Office (PCOO). 
Zarate said it's like the NTF-ELCAC is given a discretion to come up with a menu of its projects, and award it to different agencies. 
Aguinaldo said it was not unusual for a task force created by the President to charge expenses against the department. For example, if a task force is made up of different Cabinet secretaries, the expense of one secretary is charged against his department. 
"But this (proposed budget) is quite big, so it's something we have to look at carefuly, the amout  of money involved is not typical when you have a task force involving different departments, those are issues we will really be looking at," said Aguinaldo.
It may be difficult but it's certainly not impossible. What the COA really needs to do is check up on all those terrorists who have surrendered and been given millions in aid.

More than P5.985 million cash assistance and livelihood support were received by 113 former New People’s Army (NPA) rebels in Surigao del Sur. 
The former rebels (FRs) were composed of 65 NPA regular members and 48 militias or members of the milisyang bayan (MB), 4th Infantry (Diamond) Division (4th ID) Public Affairs Office (PAO) chief Maj. Rodulfo S. Cordero, Jr. told The Manila Bulletin on Thursday.  
Gov. Alexander T. Pimentel of Surigao del Sur handed over the assistance during  the Enhanced Comprehensive Local Integration Program (E-CLIP) awarding ceremony spearheaded by the Caraga Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) in Tandag City on Tuesday. 
The Caraga RTF-ELCAC is chaired by Cabinet Secretary Karlo Alexei Nograles who is also the Cabinet Officer for Regional Development and Security for Caraga.  
Each NPA regular member received at least P65,000 (P50,000 for livelihood assistance and P15,000 immediate cash assistance), while the militia received P15,000 cash assistance. A total of 5.985 million pesos were awarded to 113 FRs, Cordero said. 
Those who surrendered their firearms also received P5,000 for low powered and up to P60,000  for high powered firearm. 
The Department of Social Welfare and Development and the Department  of Agriculture  also distributed livelihood assistance to the beneficiaries.  
That is a lot of money that could go to law abiding citizens. The people deserve to know exactly how the funds allotted to the NTF-ELCAC are being spent and if those projects are worthwhile.

The God Culture: Revelation 12 Series, Part 3: We Represent the Moon Cult Guild

This is the last part in my review of The God Culture's Revelation 12 series. Part 1 can be found here and part 2 can be found here. To recap the woman is both the nation of Israel and 144,000 women who give birth to 144,000 children in the throne room of God. The man-child is the 144,000 children whom the woman births. The land to which the woman flees is the Philippines. In this post Tim will examine the moon and star symbology which further identifies the woman and then he will tell us exactly who the dragon is.

I hope you have noticed that all my titles in this series are adapted from songs in the Wizard of Oz. That's because I thought it was funny but really when dealing with Timothy Jay Schwab and The God Culture you aren't in Kansas anymore. You aren't even in the Philippines. You are in a world of Pure Imagination.


As was said this next video, part 13 D, deals with the moon and star symbology which further identifies the woman.  What is the moon under her feet? What are the stars on her head?  First of all one has to understand that, according to Timothy Jay Schwab, the Philippine archipelago forms the shape of a woman.

Do you see it?  Do you see the woman? I do not and it is here that Tim's interpretation breaks down. He is going to base everything that follows on his SUBJECTIVE assertion that the Philippines is shaped like a woman.  I see a sleeping dog.


I wrote in a previous post that Tim suffers from apophenia which is the tendency to make connections between unrelated things. Now we see that he is also suffering from Pareidolia.
Pareidolia (/pærɪˈdliə/ parr-i-DOH-lee-ə) is the tendency for incorrect perception of a stimulus as an object, pattern or meaning known to the observer, such as seeing shapes in clouds, seeing faces in inanimate objects or abstract patterns, or hearing hidden messages in music. Pareidolia can be considered a subcategory of apophenia. 
Common examples are perceived images of animals, faces, or objects in cloud formations, the Man in the Moon, the Moon rabbit, and other lunar pareidolia. The concept of pareidolia may extend to include hidden messages in recorded music played in reverse or at higher- or lower-than-normal speeds, and hearing indistinct voices in random noise such as that produced by air conditioners or fans.[1] 
Pareidolia was at one time considered a symptom of human psychosis, but it is now seen as a normal human tendency.

While it is normal to see shapes in things this is no way to interpret the Bible. Especially as Tim had previously said the constellations are just a subjective connecting of the dots. I say seeing a woman in the Philippines is a subjective connecting of the dots. It also contradicts his assertion that there is no allegory in Revelation 12 as well as his previous interpretations of the woman. Now the woman in heaven is not just Israel and 144,000 pregnant women but the actual land of the Philippines on the earth! The woman in heaven and the wilderness to which she is sent in Revelation 12 are now bizarrely conflated into one and the same thing.

Tim takes his time to prove his case and concludes with the following:
52:40 The moon is Rachel or mother of the tribes of Israel which fits the mother of all living and all mankind. Both are the Philippines. Now what's really fascinating additionally if you want to go a little further with that specifically the moon is Rachel and again we said we've already located the Lost Tribes in the Philippines landing in the territory of the Ilocano's and we do even go further in our Lost Tribe series and we tie Ilocano's to the tribe of Manasseh. Manasseh is Joseph’s son. Joseph is the son of who? Rachel! An interesting tie. Awesome! 
And under her feet is a reference to Islam the Moon cult of which the largest population on earth is right there at her feet. No we are not saying Rachel is Islam any sense. We're saying it is yet another very distinct reference to the moon under her feet. That is all. And the crown of twelve stars are 12 tribes of Israel indeed but also found geographically on and literally as the twelve burning Islands the Babuyan islands. The gateway the portal in the east perhaps just above the figure of the woman forming a circle as a crown even. 
It all fits and it really is unthinkable that Yahuah would not include this land with all of its history, the most history of any land in all of earth, and that he wouldn’t include that in prophecy is unthinkable to us and we find he does in this case.
"The moon is Rachel" is a reference to Joseph's dream in Genesis 37 which Tim says refers to this passage in Revelation though without explaining exactly why except they share the same symbology. Just as Jacob, Israel, is the Sun, Rachel is the moon. Thus, as Jacob is the Sun and also the Philippines, so is Rachel both the moon and the Philippines. But the moon also represents Islam which Tim refers to as a moon cult after proving that Allah is the moon god. That he has to tell us that he is not saying Rachel is Islam goes to show he acknowledges that he is mixing his metaphors. Rachel is the moon which is the Philippines but the moon is also Islam. Make up your mind Tim!

The largest Muslim nation, moon cult, in the world is Indonesia which is under the feet of the woman. Ergo Indonesia, specifically Islam, is the moon under her feet. That is if you can see the womanly shape in the Philippines' outline.


The stars are a group of 12 islands north of Luzon which form a crown to the horribly misshapen and squat woman that is the Philippine archipelago.

These are the Babuyan Islands. Tim assigns this name a Hebrew interpretation meaning gateway or portal and links these islands to the 12 portals in the east mentioned in the book of Enoch but gives no proof that Babuyan is actually composed of two Hebrew words. He relies only on similarity of sound and not actual linguistic analysis.
44:48 But let's look first at the word Babuyan. Bab, in the upper left of this screen, means gate or gateway. You mean portal? And uyan in Hebrew means it was studied. A portal being studied. Hmm. Now that's odd in light of what we saw in Enoch in the last video. First from the scripture we shared earlier which says thy seed, Abraham’s seed, shall possess the gate of his enemies. Look at this location. Think about it. At the very top of the Philippines and the enemy is very close to there. Interesting. But Enoch says at the ends of the earth he saw 12 portals to heaven basically. Is there some association to a portal to heaven in the Babuyan Islands? Well we can't prove that but very odd that the name means a studied gateway in Hebrew. Hmm.
He also goes on to interpret the word as it is in Tagalog. Specifically he uses the interpretation as found on Filipiknow.net. As usual he does not properly attribute his source. He does not give the full URL from Filipiknow.net nor does he try to find the source Filipinknow.net used for their claims. His poor research skills are once more on full display. The original source is a book titled, "The Batanes Islands," and the relevant section can be found at this link though not in full.

47:38 According to a book by Dominican priest Julio Gonzalez, who had the patience to explore the history of the northernmost islands of the Philippines. Babuyan Islands got its name from one of its own. In other words, neither Miss Piggy nor Piglet had nothing to do with the name origin. Now that's because baboy is the word in, I guess Ilocano, but in Filipino languages for pig. So it's an assumed association but a wrong one. So let's keep reading. 
Among these islands Caruga Babuyan is the highest and northernmost island. It is also the most visible from Luzon and Batanes are the islands even further north just before Taiwan. Where it is known by the natives as Mabalbal. Probably said that wrong sorry. Or, in English, burning island. Interesting. Now this is assuming that's in reference to its semi-extinct volcano. Maybe. And that explains why the island had was named as such Curog or claro in Spanish which means clear while Babuyan is said to have evolved from "mabuy" or "mabuyan" which means "to see; a place which is seeing." Eventually the island group adopted the name of Caruga-Babuyan and became known as Babuyanes which literally means "the places which are seen." It is simply known today as Babuyan Group of Islands
Pick an etymology, Tim! Is it a Hebrew word or a local Filipino word?  It cannot be both. There are also actually 24 islands and not 12 so that messes up Tim's interpretation.
Babuyan Islands, island group of the Philippines that is a northerly extension of the Philippine archipelago. The Babuyan Islands lie in the Luzon Strait, south of the Batan Islands and Balintang Channel. They lie 20 miles (32 km) north of Luzon across the Babuyan Channel. With a total area of 230 square miles (600 square km), they comprise 24 volcanic-coralline islands, the chief of which are Babuyan, Camiguin, Calayan, Fuga, and Dalupiri.

Funny how on the slide for these islands he lists Wikipedia as his source and ignores that Wikipedia states there are 24 islands and not 12.

This is all total nonsense. The woman IN HEAVEN is wearing a crown of 12 stars. But Tim tells us these stars are 12 islands north of Luzon. So the woman in heaven is the Philippine archipelago?? Likewise the woman IN HEAVEN is clothed with the sun and has the moon under her feet but Tim applies all of that symbology not to a real woman but to the geographic Philippines which is on earth. His fanciful interpretation does not take into account the actual text of Revelation 12.

Let's do a quick rundown and try to sort this all out.
The woman in heaven clothed with the sun, with the moon under her feet, and wearing a crown of 12 stars is Israel. 
She is also 144,000 women who give birth to the man-child. 
The man-child is 144,000 newborn babies who are offered up as a first-fruit offering to God. 
The woman in heaven clothed with the sun, with the moon under her feet, and wearing a crown of 12 stars flees heaven on the wings of the Philippine eagle and is brought to the Philippines which is the wilderness prepared for her.
The wilderness prepared for the woman in heaven is also the woman in heaven who is clothed with the sun, has the moon under her feet, and is wearing a crown of 12 stars as evidenced by the Babuyan Islands, Islamic Indonesia, the sun symbology in the flag and national anthem, and that the Philippine archipelago is shaped like a woman.
The woman in heaven clothed with the sun, with the moon under her feet, and wearing a crown of 12 stars is thus the nation of Israel, 144,000 women who give brith, and the Philippine archipelago which is on earth and is the wilderness prepared for her by God.
Try to make sense of that if you can. Timothy Jay Schwab has given this woman three different identities. And he has the nerve to say there is no allegory in this passage when that is exactly how he interprets the whole thing. He does not even follow proper allegorical interpretation as each character in this chapter has been assigned multiple identities which all contradict each other. How can the woman in heaven also be the wilderness prepared for her by God? How can the woman in heaven be human beings and an archipelago on the earth? The woman in heaven flees to the woman in heaven on the earth? What incoherent nonsense!


While there are two more videos in the Revelation 12 series this is basically the end. In the final two videos Tim tells us who the dragon is. He claims it is China and goes through all the same sorts of fanciful explanations he does elsewhere to prove his claim. He even mentions a large particle collider the Chinese are planning to build and claims they want to open portals to other dimensions.

31:21 Remember Enoch which we shared before says there are 12 portals in the East? We identified what could be one location in the crown of stars over the head of the Philippines, the Babuyan Islands meaning gateway or portal even. Again even if we go there doubt we are going to be able to enter that portal even so. So not going to be able to prove that out but it is an interesting connection as is this. Could the Scarborough Shoal or somewhere around that area have some sort of markers to better identify this? 
For those who are familiar with CERN, an operation on the border of France and Switzerland which purpose is to open a portal in fact, the project is expanding but guess who just so happens to be planning to build the very largest particle collider to open a portal in history? Well, China of course! Now they haven't announced where they would build it but we sure do wonder if that is not a connection here as it's really intended to open a portal to another dimension to send things through or receive something or someone at least in the words of those who run the CERN project. It's an interesting thought we cannot prove out nor have we seen this operate but odd that in lieu of everything else China of all places is planning on building the largest portal at that. Now we can't say this for sure on this but we are telling you keep your eye on this one
If Tim cannot prove any of this then why mention it? It's all worthless conjecture.

In the end times China, which Tim claims is shaped like a dragon, will lead the attack against God's people who are being sequestered and protected by Him in the Philippines!

1:40:00 One last observation which also supports this. Remember we’ve looked at the Philippines map and it literally looks like the figure of a woman with legs and a crown. But what about China? When you take a look at that map what do you see? Talk about odd, are we the only ones that see the very head of a demon or dragon at the top of the map of China? We can even see the form of a goatee a face and horns and it is looking down at the land that protects the woman in fact the Philippines. Very odd indeed. 
Tim is nuts. China is very clearly shaped like fighting cock with his neck outstretched, his chest puffed, and his wings flapping.


That China is shaped like a rooster is a fact taught to Chinese school children.

In conclusion the great red dragon where Satan falls to earth will be China and Revelation 12 from that point on earth plays out in the Philippines which protects the woman and the South China Sea which China is attempting to take over perhaps prophetically. The Beast will rise out of that sea perhaps even in the area of Scarborough Shoal and the complete progression of the beast as demonstrated in his figure of the leopard Germany bear Russia and lion Britain tell the exact story of the migration of communism which ends in China the land of the great red dragon and the beast. Wow! 
This is fascinating. Again we know this is prophecy and some may not agree with our full interpretation and that's okay but we have certainly fully proven this out as far as we can at this point and we feel very comfortable with these conclusions. We firmly believe this is ground zero for the end times playing out and we fully identified it from Revelation 12 and the first part of 13. But as always test everything and prove this out for yourself.
Once again these imaginative explanations are all a bunch of nonsense. Revelation 12:9 clearly identifies the dragon as Satan, the devil! Not a nation. To interpret that any other way is for Tim to contradict the plain words of scripture.
Revelation 12:9 And the great dragon was cast out, that old serpent, called the Devil, and Satan, which deceiveth the whole world: he was cast out into the earth, and his angels were cast out with him.
Saying that China is the dragon is exegetically wrong. Interchange "Satan" with the phrase "great red dragon" and see how stupid this interpretation is.
"In conclusion the great red dragon where the great red dragon falls to earth will be China"
"In conclusion the Satan where Satan falls to earth will be China"
Tim ignores what the Bible actually says in order to push his own doctrines. He has not proved anything in these seven videos about Revelation 12 except that he is a cunning deceiver. I leave it to you to watch the last two videos as well as the other five. As always there is so much balderdash, claptrap, baloney, hooey, hogwash, blather, tripe, and gobbledygook in these videos that there is no way to properly deconstruct each laughable absurdity. The main points have been adequately covered.

I want to end on a different note.  All throughout his videos Tim makes the most unfounded, fanciful connections and then claims, "It fits, therefore it's true!" So I want to try an experiment. Using Tim's techniques I want to answer the question, "Are Timothy Schwab and David Koresh the same person?"  I think you will be surprised.

Both are men. Both wear glasses. Both keep the sabbath. Both live in special places. David Koresh lived in Waco and Tim lives in the Philippines which he claims is the land of creation. Both have fanciful interpretations of Revelation. Both have been persecuted.  David was killed by the FBI while Tim claims he is being censored by Google.

Let's chart this out.
