Former senator Jinggoy Estrada has asked the Sandiganbayan to allow him to leave the country for eight days to accompany his mother to a medical checkup in Singapore. 
In his motion filed before the anti-graft court’s Fifth Division, Estrada prayed to be allowed to travel to Singapore from Oct. 1 to 8. 
Estrada said his 87-year old mother Loi Ejercito-Estrada asked him to accompany her in a medical examination at the Singapore Brain-Spine Nerves Center at Mount Elizabeth Hospital for her “chronic lower back pain.” 
Estrada said it was his mother's personal physician in the Philippines, Dr. Regina Bagsic, who recommended that she be examined by a neurosurgeon at Mount Elizabeth Hospital. 
Estrada assured that as in his previous travels, “he will comply with all the conditions of the Court” should it grant his motion.
What the court should do is deny his request but they likely will not.

A still unidentified attacker shot Espina about 8 a.m. in Barangay Dolo in Bansalan. He was first rushed to the town’s Centeno Hospital, where doctors administered initial treatment and referred his case to another hospital in Digos City, about 17 kilometers away.

Mayor Alexander Buquing of Sudipen town in La Union died after being shot on Monday while traveling in Bangar town with his wife, Vice Mayor Wendy Joy Buquing, who was wounded.
The Philippines is so messed up that it would not be out of the realm of possibility that his wife, the Vice Mayor, put a hit on him just so she could be mayor! Either way it's another dead mayor in the Philippines. How many more before the end of the year?

With 181 affirmative and five negative votes, the Lower House approved House Bill 8056 seeking to create the DDR that will be the primary government agency to be tasked in leading, organizing and managing the national effort to reduce disaster risk, and prepare for and respond to disasters, recover and rehabilitate.
If this agency comes into being it will be just another corrupt government agency with missing funds and anomalous transactions and which will be totally ineffective. If the government can't get its act together now in responding to natural disasters what makes them think this agency will do any better?

Budget Secretary Benjamin Diokno said on Tuesday, October 2, that hitting a 6.8% inflation rate "won't make a big difference" now. 
In an ANC Headstart interview, Diokno said that economic managers estimate the increase of prices of goods to climb up to 6.7% in September. 
The latest figure is set to be announced this Friday, October 5. 
"The Department of Finance says 6.4%. BSP (Bangko Sentral ng Pilipinas) says 6.7%. I say wait let's just wait this Friday. Our expection is that inflation will peak this September," Diokno said. 
The budget chief also said that the government's gross domestic product (GDP) target of 7% to 8% this year will be missed. The GDP slowed downto 6% in the 2nd quarter of 2018. 
"Had it not been for the high prices, we couldve grown 7% because it was already corrected for inflation. Realistically, that's maybe out of prints, even the lower bound, 7 percent. We're probably shooting for 6.7 or 6.9 percent but not 7 to 8 percent," Diokno said.
What he means is so high we are already screwed! Funny how he is holding off making a prediction for the September inflation rate but still forecasts an expectation that September will be the peak. Sad they did not meet their target goal for GDP. Maybe next year?

Presidential daughter and Davao City Mayor Sara Duterte-Carpio on Tuesday tried her luck for the over P800-million Lotto pot, and then mocked opposition Senator Antonio Trillanes IV, whom she plans to “donate” P121 million “for legal fees” if she wins. 
In an Instagram post, Ms. Duterte showed her lotto ticket and captioned her photo with a list of people she plans to bestow money if she wins the lottery. 
At the bottom of the list was Trillanes. She said she would give him P121 million for his legal fees.
Totally unnecessary. Totally undignified. Totally Duterte.

TWO weeks after calling Senator Antonio Trillanes IV "paranoid" for claiming that suspicious-looking men were casing his residence in Antipolo City, MalacaƱang on Tuesday, October 2, said there was nothing wrong with some military men conducting a stakeout near the lawmaker's house.
At a Senate finance committee's hearing, Armed Forces of the Philippines (AFP) chief of staff General Carlito Galvez Jr. admitted before Trillanes that he had ordered some military officers to tail the embattled senator to ensure his safety. 
Presidential Spokesperson Harry Roque Jr. said the AFP's move was "perfectly legal" as long as the privacy of Trillanes and his family was not compromised. 
"'Yung casing the house (The casing of the house)? There's nothing wrong with that for as long as you do not violate the privacy of his house. Casing is perfectly legal," the Palace official said. 
"It's only proper to case individuals who have been openly advocating the overthrow of a duly-elected, democratically-elected President," he added. 
Trillanes first revealed on September 15 that his house was under surveillance. On September 18, Roque dismissed this as mere "paranoia." 
Roque clarified that his "paranoia" remark was meant to disabuse Trillanes of the idea that the senator's life was at risk. 
"He (Trillanes) felt that there was a threat to his life. We will not bother actually so that is why it's paranoia," he said.
First they call Trillanes paranoid and then they say it was all true but no big deal and he's still paranoid! Maybe I'll go for a drive or two or three or four at various hours past Roque's house.

Trillanes, however, is not covered by the PACC’s scope, according to Executive Order No. 43, series of 2017. 
Section 5 of EO 43 states that the PACC covers “presidential appointees in the Executive Branch of government and any of its agencies or instrumentalities occupying the position of Assistant Regional Director or an equivalent rank and higher, otherwise classified as Salary Grade 26 and higher.” 
Bringas, however, insisted that the PACC cannot be prevented from conducting an investigation and lifestyle checks against elected officials and lawmakers such as Trillanes. 
“What I'm saying is that under EO 43, we are given authority to conduct lifestyle check and fact-finding on all government officials, not necessarily presidential appointees,” Bringas said. 
He said they will forward the complaint against Trillanes before the Ombudsman or the Department of Justice as soon as they complete their case.
It doesn't matter if the PACC oversteps its mandate as long as its Triallnes on which they are stepping.

The P1.3-billion fund for the rehabilitation of Boracay has not been released more than five months after the island was shut down, officials said. 
“We have not received a single centavo” from the Department of Budget and Management (DBM), Environment Undersecretary Ernesto Adobo Jr. said at a public hearing of the House committee on natural resources held at Casa Pilar resort here.
“The agencies in charge with (sic) the rehabilitation of Boracay have current funds in their 2018 budget, which they can readily use,” said the DBM statement.
The funds were supposedly for various rehabilitation-related programs and projects, including the cleanup of Boracay waters, removal of illegal structures, infrastructure projects and financial and social support for residents. 
Half of the funds (P660.4 million) was allotted for safety nets including livelihood and employment assistance.
With Boracay opening soon one wonders how they have been able to adequately pay for upgrades and rehabilitation. Why force them to use money not intended for these projects? Why allot the money and then not release it?

Without elaborating, Duterte said that he just gave left-leaning people a chance to serve the country during the early days of his term. 
However, he said, they still want to establish their own government in the long run.

Duterte then said that he may order the arrest of left-leaning groups which “paralyze” the country’s economy. 
“Iyong mga labor-labor, ‘yang kasama ninyo and sa white area, ‘yung agitation ng ano, ‘yan paghuhulihin ko talaga ‘yan (Those labor groups, I will really arrest them all),” he said. 
“Kasi kung mag-strike sila nang mag-strike, sabihin mo sa kanila strike sila nang strike, they will paralyze the economy. ‘Pag wala ng pera ang mga trabahante tapos magkagulo, mapipilitan ako (Because they keep on doing strikes, tell them that they paralyze the economy. If workers are left with no money which will lead to disorder, I will be forced to arrest you),” he added.
If he arrests these labor leaders wouldn't that lead to more strikes and more economic paralysation?

President Duterte’s bloody campaign against drugs suffered one of its worst setbacks after a court dismissed drug and gun charges against a woman tagged as one of Mindanao’s biggest drug lords because of what the court said was planted evidence. 
In his order, Acebido gave credence to testimony that agents of the regional PDEA office planted evidence against the suspects during a raid on the Macabuats’ residence in the village of Kauswagan here on July 23, 2016, just weeks after the bloody war on drugs was launched by Mr. Duterte. 
Villanueva said it was “unfortunate” that Judge Acebido “swallowed the testimonies of the defense hook, line and sinker” and disregarded evidence presented by the prosecution. 
In his 25-page decision, Acebido said the legality of the search made on the Macabuats’ residence “is not gauged by its yield but also by the manner in which it was conducted.” 
“The prosecution likewise failed to prove possession of the accused of the items listed in the information in all these cases at the time of the arrest,” it read. 
Also, the decision said, PDEA agents carried out the raid prior to the arrival of village officials and media representatives as required by protocol.
The PDEA is so corrupt they have to have village officials and the media present before they can conduct a raid!

Brigadier General Antonio Parlade Jr., the AFP deputy chief of staff for operations, said prosecutors had been conspiring with members of the New People's Army to cause the dismissal of criminal complaints against leftist rebels. 
"They've done that long ago. In fact, they're fast in dismissing cases that we've filed even if give them lots of evidence," Parlade said. 
Parlade mentioned a complaint against NPA rebeles who were arrested with a van full of explosives. 
"It was dismissed after one week. We found out that the fiscal there and other of the court are conniving with them," Parlade said without going into the specifics. 
"They have a deep-rooted intelligence and this is what we are doing now, expose it. We should be careful because its the country that will suffer," he said of the communist rebels.
If they have been doing this for a long time then what has been done about it? Why is still happening?

Interior and Local Government officer-in-charge Eduardo AƱo will recommend the disqualification of more or less 600 local officials allegedly involved in illegal drugs and other corruption activities from the 2019 elections. 
In an ambush interview on Wednesday, AƱo said the number includes almost 300 officials relieved or suspended due to alleged corrupt activities, more or less 200 officials being probed, and 93 others who are supposedly linked to illegal drugs.

A retired police officer and three other cohorts, who were tagged as members of the “Salisi Gang,” were arrested in a police operation shortly after victimizing a Chinese national in San Juan City on Thursday. 
Reports from the Eastern Police District (EPD) identified the arrested suspects as retired SPO3 Nacasio Bautista, 57; Alma de Leon, 40; Arnold Aloja, 32; and Maricel Ocampo, 52. 
Investigation revealed that at around 12:00 p.m., Aloja stole the bag of victim Connie Que, 43, while the latter was unloading goods from a van. 
Police said the bag contained the victim’s wallet with P1,060, 36 pieces of Yuan currencies, a gold bracelet worth P5,000, cell phones, and identification cards 
Police found out that Bautista was a retired police officer during interrogation at the San Juan City Police Station. He has been retired since 2013.

A FORMER barangay councilor of Tulay, Minglanilla and considered as second of the town's high-value drug targets was arrested after he was caught selling and keeping illegal drugs inside his house earlier this morning, October 4. 
When police arrested him, Melchor Secuya, 54, yielded one big pack and six small packs of suspected shabu. 
Secuya's arrest was conducted after an initial drug bust at around 5 a.m. then through a legal search inside his house at 7 a.m. 
But Secuya denied owning the drugs recovered by the police, claiming it was planted by operatives. 
Chief Inspector VerniƱo Noserale, Minglanilla police chief, told SunStar Cebu that they initially conducted a sting operation on Secuya after receiving intelligence reports that he has been selling illegal drugs in the area. 
"We received reports that he (Secuya) has been selling illegal drugs after he lost his bid to run for a higher village post last May," Noserale said.
Funny how this guy lost his election bid and in only 5 months became the second biggest drug dealer in town. How likely is that? He's like Tony Montana.

The Philippine Political Scandal of the Week© is Congressman Berlitz's behaviour at the airport. He refused to take off his shoes and allegedly acted belligerently towards security. CCTV footage of this event was uploaded to the internet which is more problematic than the Congressman's behaviour as it is a major breach of security. Who accessed the CCTV footage and uploaded it? Did Berlitz act like a jerk? Lucky for us all the House is going to launch a thorough investigation.

Meanwhile both the Senate and the House have yet to launch an investigation of any kind into the Marawi siege.

The Department of Transportation (DOTr) has started a “thorough investigation” of the new controversial video involving ACTS-OFW Representative John Bertiz. 
In the CCTV video, Bertiz allegedly refused to remove his shoes as part of the security measures at the Ninoy Aquino International Airport (NAIA) Terminal 2. 
He was also seen shoving his ID to the airport personnel and tried to get the ID of the latter. 
Bertiz also recently drew flak after telling an audience in an oathtaking event that they would not be issued a professional license if they do not know Special Assistant to the President Christopher “Bong” Go 
Bertiz immediately issued an apology over his “inappropriate joke” during the ceremony.
“This is to sincerely apologize in what happened in the recent mass oathtaking ceremony of agricultural and biosystems engineers where the new 851 licensure examinees took their oath,” he said. 
I take the full responsibility of that joke. I apologize, I didn’t mean to anger, belittle or offend in any way. It was an inappropriate joke. I really feel sorry about it. Secretary Bong Go has nothing to do with the joke. Pasensya na po,” he added. 
Funny this guy made a joke that angered people and instead of screaming about free speech like Duterte he apologised!

I said 'I have a level 4 security ID, green color, I wasn't saying that he would ask them (Chinese looking persons) to remove their footwear but they should have asked those who went before me. However, Bertiz said the release of the footage poses a greater threat as it puts national security at stake since security videos can now be shared easily on social media.   
"This really involves a very high security threat lalong lalo na sa ating mga paliparan[especially in our airports], especially kung halimbawa [for example] that video can be shared to anybody at a price," he said.

Government officials should learn from the example of President Rodrigo Duterte, MalacaƱang said Monday, following the confrontation caught on video between an airport screener and a lawmaker who breached security protocols for refusing to remove his shoes. 
“For me, let’s learn by way of example from what the President is doing. The President does not ask [for] special treatment,” Presidential spokesperson Harry Roque said in a Palace briefing. 
“The President complies with security checks of the airport. He goes through the X-ray machine, and he does not ask for any special treatment,” Roque added. 
He said the President, even if he is in a presidential convoy, also follows traffic rules and regulation. 
“So if the President is like this, all officials of the land should follow this example,” he said.

“The issue here is his arrogance. Women should not be stereotyped as arrogant and entitled during their menstrual period,” Gabriela Rep. Emmi de Jesus said in a statement. 
“If that’s his reason, I think his apology is not sincere because you cannot relate ‘monthly period’ with his behavior which, in the first place, was really uncalled for and disrespectful to women,” Villarin told the Inquirer. 
“A woman’s menstrual period is a natural process and it’s demeaning to women when you compare your rude behavior to a monthly period,” he said. “While women may get angry when they have [their] menstruation, they do it in a dignified manner.”
Women who get angry when they menstruate do it in a dignified manner!

Filipinos Leave Garbage all over Cemetery

Whatever the occasion in the Philippines there is always food to be had. Be it a town fiesta or the death of a loved one. After lowering the casket and saying the last words it's snack time! Not meal time back at the church or elsewhere. Snack time right then and there at the cemetery.

That means juice boxes or small soda bottles and sandwiches wrapped in plastic. Being the careless people they are Filipinos toss the empty cartons and wrappers wherever they please with no regard to the environment or the sanctity of the dead. 








They might as well toss their trash in Lolo's grave.  It wouldn't be any less despicable.

No Safe Place Abroad?

Irony alert!  Incoming! The DFA has issued travel tips for Filipinos travelling abroad which state "No place is completely safe from people who try to take advantage of others."

The Department of Foreign Affairs (DFA) advises all Filipinos traveling overseas to exercise caution and vigilance when visiting key tourist destinations. No place is completely safe from people who try to take advantage of others, and tourists have a tendency to lower their guard while sightseeing. Filipino travelers should therefore be aware of petty crime incidents that normally spike during peak tourist seasons. 

To avoid falling victim to thieves, pickpockets, snatchers, scammers, and other petty criminals, as well as being inconvenienced during their travels, Filipinos are reminded of the following: 
  • Be mindful of and respect local laws and regulations;
  • Always keep alert in crowded areas such as popular tourist spots, airports, bus, train and metro stations, markets and shopping areas, large sports and concert venues, and onboard public transportation, among others, where petty criminals tend to congregate;
  • Be wary of con artists who use a variety of tactics to distract tourists while accomplices gain access to one’s personal items;
  • Be careful of one’s belongings. Never leave items that may easily be picked up, such as wallets, mobile phones and cameras, unattended. Always keep these close to you, especially in crowded areas;
  • As much as possible, distribute your cash, credit cards, important documents and other valuables in separate compartments in your bag; and
  • Keep both hard and electronic copies of your passport, IDs, credit cards and important documents handy while on travel.
Filipinos whose passports get lost or stolen should immediately secure a Police Report and contact the nearest Philippine Embassy or Consulate for assistance. The Embassy or Consulate can help Filipinos who lose their passports by issuing a travel document that will allow travel back to the Philippines. 
Our kababayan should keep in mind that there are more stringent requirements for the replacement of a lost or stolen passport as compared to securing a regular passport, especially while aborad. It therefore pays to take extra precautions while on travel to avoid this inconvenience. END

It's true that no place is free of scam artists and petty thieves who try to take advantage of tourists. One should always be alert when travelling and aware of thieving tactics. Of course scam artists and thieves abound in the Philippines. That is a no brainer. That is why all the houses are behind concrete fences toped with barbed wire and why there is a low degree of trust among people.

What's funny about this list is that it only mentions petty crime and not violent crime. There are plenty of places abroad safe from violent crime. Singapore, Hong Kong, Taiwan, even Europe and the USA, are all virtually safe and you are not like to get murdered, raped, or kidnapped in those places.

The same is not true for the Philippines. Foreigners, both residents and tourists, do end up murdered or kidnapped by terrorists before being horrifically beheaded. That is why there are travel warnings issued for the Philippines from the USA, Canada, Australia, and elsewhere. Remember the American who was murdered because he would not buy two guys a round of beer? His name is Eric Hendrickson. American businessman Peter La Barbera was also murdered this year. And don't forget about Lonnie Simon Weig who was gunned down while on his morning run. How can anyone forget that in 2016 South Korean businessman Jee Ick-Joo was kidnapped and murdered by the PNP!

There are 11 people on that list. Two of them are survivors of a attempted murder. 
Although not a fatality, Scot Tareq Naggar was lucky to survive after being shot in the chest by motorcycle-riding robbers who made off with just 500 pesos. The 44-year-old was due to marry his fiancee later on the same day in July. No arrests have been reported.
Shot in the chest over 500 pesos. And no one in the Philippines gives a damn when a foreigner is murdered. Filipinos aren't marching in the streets like people did in Slovakia after a Filipino was brutally beaten to death in the street.

Thousands of Slovaks rallied in the capital Bratislava on Friday to pay tribute to a murdered Filipino expat, beaten to death by man believed to be a neo-Nazi. 
The people of Bratislava organized a so-called “Justice for Henry” gathering at SNP square on June 6 to protest Acorda’s death. 
Organizers told the local Dennik N daily that around 3,000 protesters, mostly in their twenties, turned out for the memorial rally that began with a violinist playing a mournful tune. 
Some carried banners reading “Justice for Henry” and “Nazi brain burn in hell.” Others laid flowers and lit candles at an improvised memorial where the attack occurred.
That is life in the violent Philippines. No wonder this country is ranked high on the list of most dangerous countries for tourists.

OFW Runs Amok

Recently an OFW was killed in Saudi Arabia.

An overseas Filipino worker (OFW) was shot dead by a security guard in Saudi Arabia after he allegedly stabbed two people, according to a report on Saksi on Wednesday night. 
The OFW, who was not identified, was shot after he allegedly ran amok at the construction company where he was employed in Farasan Island in Jizan, some 800 kilometers from Jeddah. 
The OFW was reportedly restless after he was dismissed from work. 
"Na-terminate daw si kabayan kaya daw nagalit at nakipag-away sa mga katrabaho nito," said Consul General Edgar Badajos 
According to the Philippine Consulate in Jeddah, the OFW stabbed dead a Pakistani co-worker after an argument. Then he killed his manager while other co-workers were injured when they tried to pacify him.
What a crazy story. When is the last time you ever saw the word "amok" used anywhere? 

Remember if you ever fire an OFW make sure he gets on a plane immediately!

Martial Law: Dirty Business

These days it cannot be easy being a member of the AFP. It must be rather stressful having to deal with not only security threats to the nation but also with a President who publically questions your loyalty and accuses you of being involved in an ouster plot.

Lacson, a former police chief, said the military should check on its men through counterintelligence. 
"Even without the president directing it, the AFP leadership should already be doing the loyalty check by way of counterintelligence and other similar built-in mechanisms," he said in a statement. 
"Failing to do so would create more serious problems for them," he added. 
Lacson meanwhile noted that despite rumors of an alleged ouster plot, the President should not worry since he enjoys the "overwhelming" support of the majority of soldiers. 
"The President should not worry. Kasi sa sarili naming (based on our own) assessment, he has the overwhelming support of the vast majority of the Armed Forces,” he said. 
“We’ve been talking to many military officers, even police officers and most of them, lahat halos na nakausap namin, they are happy with the way the President is treating the AFP and PNP (Philippine National Police). Spoiled nga eh. Remember buhos sweldo, benefits, lahat binibigay niya,” he added. 
(Almost everyone we talked to in the military and even the police are happy with the way the President is treating the AFP and PNP. They are even spoiled. Remember they are showered with salaries, benefits, he has been giving them everything.)
The AFP is happy with Duterte but a loyalty check should be done anyway? What are these counterintelligence measurers? And who checks the loyalty of the loyalty checkers? The President has wrecked the economy with the TRAIN law just so the AFP and PNP could have their salaries doubled. He loves them and they love him. How many times does the AFP have to declare their loyalty?
Lt. Col. Louie Villanueva, Philippine Army (PA) spokesman, said that as far as the ranks of the PA are concerned, they have not monitored any of their personnel to be actively involved in hatching a plan to overthrow the Duterte administration under the so-called “Red October” plot. 
“Wala kaming namo-monitor na mga ganyang issue (We have not monitored such kind of issue). No recruitment; no intel reports that some or few of our army soldiers are planning to oust the President. 
At present, the Philippine Army has an estimated 96,000 personnel in its fold. 
Villanueva, at the same time, stressed that there is no need for a loyalty check among their ranks as they remain loyal to the government and their morale is very high. 
I guess there’s no need for that (loyalty check). We already have transformed into a professional army which is mission centric and dedicated to serve and protect the people,” Villanueva said.
No need for the loyalty check says the spokesman for the Army and the Navy, Marines, and Air Force concur saying there is no evidence that any soldiers are planning to participate in a plot to oust Duterte.

The AFP is so desperate to absolve themselves of being involved in a coup plot that they are going along with Duterte by agreeing that a coup is planned but pointing fingers elsewhere.

On Tuesday, however, the Armed Forces of the Philippines issued a press statement saying the search warrant served by the NBI was issued after “months of intelligence operations” against communist guerrillas hiding in the area. 
The AFP identified the targets of the intelligence gathering as Armando Lazarte, alias “Pat” and “Romano,” secretary of the Sub-Regional Military Area 4A of the communist New People’s Army; and Tirso Alcantara, alias Bart, a former NPA regional commander. 
The statement quoted Brigadier Gen. Arnulfo Marcelo Burgos Jr., commander of the 202nd Infantry Brigade, as saying that soldiers and NBI agents served the warrant on a farm believed to be providing “a safe house” for top NPA leaders in Southern Tagalog. 
“The presence of top NPA leaders and the proximity of Teresa town to Manila are indicators that the threat of Red October cannot be downplayed and that the plotters are just awaiting an opportunity to execute their plans,” Burgos said. 
But NBI insiders, who asked not to be named in this report lest they incur the ire of superiors, expressed surprise and dismay over the way the military reported the raid. 
For one, they complained about the phrase “joint operation” used by the AFP, saying the soldiers only served as security backup of NBI agents—a common arrangement when they are operating in far-flung areas. 
They also pointed out that the AFP was not part of the case buildup leading to the raid. “The military was never part of the surveillance. They did nothing. Nothing,” one of the insiders said. “This is disappointing. Is this the way our soldiers think?”
Is it really disappointing? Put yourself in their shoes. Duterte has publicly accused AFP soldiers of being involved in an ouster plot.

“I was hurt because some people in the military are communicating with the Liberal Party, those rebel soldiers. I can’t understand their loyalty,” the President said.   
“That’s my ill feeling toward those soldiers. I don’t mind if they get angry with me. That’s nothing. But to be in cahoots with the enemy? I can step down anytime. But the problem is the nation... If you are true to your country, do not bed with the enemy,” Duterte added.
No one in the AFP is going to stand up to Duterte and say he is crazy or lying. It's much better to go with the flow by saying, "Yes, Sir, there is an ouster plot" to Duterte and deflecting blame upon any group that can take it.  The AFP is covering their butts.

Perhaps the AFP would do well to use the counterintelligence measures advocated for the loyalty check to keep an eye on ISIS related groups in Mindanao.

Abu Sayyaf sub-commanders are regrouping after nearly two years on the run. 
Some top sub-commanders, who were believed to have been killed in Philippine President Rodrigo Duterte’s 2016 all-out war against the Abu Sayyaf in their Jolo island stronghold, have resurfaced and are now targeting the east coast to kidnap “high value” victims. 
A “resurrected” sub-commander is Indang Susukan, who was widely reported to have died when his wife and children were killed during a security forces’ attack on his home base in Talipao on Jolo island. 
Indang, according to a regional intelligence source, is working with another Abu Sayyaf sub-commander, Hatib Sawadjan, who managed to stay out of sight during the crackdown on the Abu Sayyaf. 
The source said Indang and Hatib received financing from southern Philippine political warlords growing edgy over the newly introduced Bangsamoro Organic Law (also known as Bangsamoro Basic Law). 
According to the source, the warlords – through Abu Sayyaf sub-commanders – have so far financed up to 1.7 million pesos (RM170,000) for two kidnap-for-ransom groups to carry out kidnapping in Sabah’s east coast waters.
Not only is Abu Sayyaf making a comeback but apparently they are being financed by Mindanaoan warlords who are not happy with the BOL. Who are these warlords? Who is the regional intelligence source for this article? Is it the AFP? With their track record, as evidenced by ignoring intelligence which could have prevented the Marawi siege, it would seem not. In fact from the response of the Palace it would seem as if they were caught off guard by this report.

“Well, what I can say is that we are ready to face the threats of the Abu Sayyaf,” Presidential Spokesperson Harry Roque said in a Palace briefing. 
“Expect it that whatever regrouping they do, the government can wipe them out,” Roque added.
Note that Roque does not say the government is aware of these threats and is dealing with them accordingly. He says "we are ready to face the threats of the Abu Sayyaf." That does not sound at all like they were aware of this situation. Now the Philippine government is back to where they were two years ago.

But the most important thing, according to Padilla, is the guidance of Duterte to rescue remaining hostages of the terrorist group and bring peace to the area.
They always talk about peace in Mindanao but peace remains ever elusive. Even the passing of the BOL has not brought peace but instead has lead to local warlords funding Abu Sayyf! How many all-out wars conducted by the AFP have resulted in a decline with a resurgence following only a few months later? How many times will the AFP claim victory only to have the same cycle of violence repeat itself?

How many more hostages will be taken this time around?

His family is rumored to have paid a ransom of P200,000 for his release. 
Mijares said probers are still validating the alleged payment of ransom to the kidnappers. 
"The government doesn’t allow that. We are to verify that yet," he said.
The government doesn't allow a lot of things but they still happen. Who can blame this family for paying Abu Sayyaf so they don't behead their loved one??

Even when the AFP does go after Abu Sayyaf they end up inciting the ire of the local population.

Seven Tausug men killed in what the military said was a clash between soldiers and terrorists were civilians, according to results of an investigation by two human rights commissions. 
...findings made by the Commission on Human Rights and Human Rights Commission of the Autonomous Region in Muslim Mindanao showed that the slain men — aged 16 to 30 years old — were all civilians and not Abu Sayyaf members, as claimed by the military. 
The families of the men said the seven had sought permission from soldiers to harvest fruits from their trees on the day they were arrested. 
The military said the men were among some 70 members of Abu Sayyaf who clashed with a group of Scout Rangers belonging to Class 205-18 in the village of Bakong in Patikul town, Sulu.
What's a solider to do? He's in the heat of battle pursuing a group of terrorists through the jungle. Is he supposed to put down his weapon and affirm the identity of everyone involved in the clash? Just because these men were civilians does not mean they were not helping Abu Sayyaf in some way. Why else would they be in the same area? Harvesting fruit? Really? What a coincidence that they happened to be harvesting fruit in the same spot where Abu Sayyaf was hanging out and a clash with the AFP occurred.

It is best not to jump to conclusions about the affiliation of these seven civilians, some of who were children under 18, with Abu Sayyaf. The AFP so hated by local population and terrorists lauded as heroes by children and adults with some children even working with ISIS that it would not be surprising at all if these men were affiliates of one kind or another. In fact just this week two child soldiers surrendered to the AFP.

Security officials said 16 members of the New People's Army—including two alleged child soldiers—surrendered to the military in Guipos town, Zamboanga del Sur on Wednesday.  
The Philippines is signatory to the Optional Protocol to the Convention on the Rights of the Child on the involvement of children in armed conflict, which also prohibits non-state armed groups from recruiting anyone under the age of 18 for any purpose.
Why would a group of terrorists care about whatever international agreements to which the Philippines is a signatory?

Peace has not come to the area. Not with warlords unhappy with the BOL financing Abu Sayyaf. Ironic that the AFP has to play teacher to educate the people about the BOL.

Why should the AFP be educating anyone on the BOL? That should be the job of the MILF. It screams of partisanship in a bad way and it takes away from the work the AFP should be doing which is protecting the nation from the very real threat of ISIS, other Muslim terrorists, and the communist NPA. Don't these soldiers realise that the BOL will be an Islamic State? That it's existence is the goal that ISIS is working towards? Imagine being a solider who has taken an oath to protect your country and you have to educate people about a law which compromises your nation's security.

It sure is a hard knock life for an AFP soldier. Your loyalty is questioned, you have to promote a law which will ultimately harm your nation, you have to fight real threats from terrorists, and you have to face up to the fact that you are not enough. The organisation you belong to, the AFP, needs a much larger nation to prop you up.

Galvez said the meeting with Davidson, held at the Tejeros Hall, AFP Commissioned Officers Club in Camp Aguinaldo, Quezon City, ensured the continued robust relations between the Philippines and the US militaries with both agreeing to conduct 281 security cooperation activities for 2019, an increase over 2018. 
We have been doing this year after year and yet there is still so much left to learn. We hope that this year would be another fruitful interaction that will lead to favorable outcome. May our discussions lead to actions, and may these actions thereby lead us to success,” Galvez said.
Still so much left to learn? The AFP is both the teacher and the student!
