The Duterte Manifesto

History is littered with manifestoes of every shape and kind. From Valerie Solanas's S.C.U.M. Manifesto to Industrial Society and Its Future by Ted Kaczynski. Now we have The Duterte Manifesto to add to this illustrious literary tradition.


A very small blue booklet not unlike Mao's Little Red Book in form but very different in content.



The chapter titles read like Duterte's version of the ten commandments.

1. I cannot do this alone. This is our country. We must love our country. Period.

2. We are Filipinos before anything else.

3. We must be a peaceful nation.

4. Puro kayo rekalmo, e mutato kayong sumunod. Sumunod kayo, kundi, patayin ko talaga kayo.  (You are always complaining, you should learn to obey. You obey, if not, I will really kill you all.)

5. Hindi ako nananakot, that's not a threat, pag sinabi ko gagawin ko talaga 'yan. (I am not threatening, that's not a threat, if I said it I will really do it.)

6. To my friends and relatives, I love you, but you can't ask any favour from me. Don't use me as your leverage. 

7. I belive in love, yes. Forever, nah.

8. Don't fuck with my team.

9. Sinabi mo, gawin mo. Pag di mo napanindigan 'yan, ay....Patay-kang. Bata. Ka. (If you said it, you do it. If can't stand for it, ay you're a dead kid)

10. Itaga n'yo yan kung saan n'yo gustong itaga! Wala along pakialam. Basta gamin ko ang trabhao ka. (Carve it where you want to carve it! I do not care! Basta, I am going to do my job.)

These ten commandments are the themes and titles of each chapter.  Thankfully the book is very short and not encumbered with a lot of highfalutin words or ideas since Duterte is a simple man of the people.

Moving on to Chapter 3 which is titled "We must be a peaceful nation."


Prophetic. In January the Moros will be voting to establish an independent nation in Mindanao which will be called the Bangsomoro Autonomous Region in Muslim Mindanao.


Next there is a section of tweets to Duterte with the identity of the sender. Why the would choose to include the twitter handles of these people is a mystery. Now they are open to harassment if anyone were of a mind to do so. Their first names would have been enough.


Chapter 4 ends with this quote and this picture.
When I said I'll stop criminality, I'll stop criminality. If I have to kill you, I'll kill you. Personally. I had to act decisively. Let me just say there were things which I had to do because I had to do them.
Now that we are two years into his term how does this promise hold up? Has criminality stopped? Has he personally killed anyone yet?


Chapter 6 has this sweet story from Duterte's daughter Sara when she was having trouble in her studies at law school.  Excerpts:
I wanted to talk to a lawyer. I rarely talk to my father. We have a love-hate relationship and I can imagine Digong's surprise when told by his aide that I asked for him to call me. 
When I heard his voice, I couldn't speak. every word disappeared in the surge of emotions. I could only cry. His first question was "asa ka (where are you)?" I howled like a wounded wolf. Then I sensed he was alarmed as he repeatedly asked me where I was. 
At that point, I thought, he could be thinking I was raped. 
But you see, I was dejected. I cried non-stop - like a dying dog. 
I could hear the exasperation in his voice as he retorted: "The answers are not in your tears. Go back to your book!" 
Yes! That was the very reason I wanted to talk to a lawyer - no comforting words, no baby bunny stories. I just wanted to listen to the heartless stop-crying-because-it-will-not-get-you-anywhere answer. I ended the call.
Very heartwarming. 

Now for chapter 10 which is the meat of this book. This chapter is the blueprint to save the Philippines.






Hopefully you can zoom in and read Duterte's platform in detail.  Here are the main headings.

After two years of Duterte has any of those things happened or come close to being accomplished?

That's it for the contents of the book. It's not exactly a serious manifesto but it does give us a glimpse into Duterte's mind. A more serious review from 2016 has this to say about The Duterte Manifesto:

Interestingly this book is published by one of Duterte's nemeses, ABS-CBN.


Remember Duterte threatened to not renew their license when it expires in 2020.

At least the proceeds go to charity.

Incidents in the Lives of Fil-Ams and OFWs

Sometimes it's tough being an OFW or a Fil-Am. Especially knowing those remittances being sent home are what's keeping the economy afloat! This is a grab-bag of OFW and Fil-Am stories and headlines.

Consul General Claro Cristobal of the Philippine Consulate General in New York said in a statement that about 4,000 Filipinos are in Pittsburgh and the rest of Western Pennsylvania.
4,000 Pinoys in Western Pennsylvania!??  And just how many of them are Jews? How many of them would actually have been in this synagogue or have ever been to a synagogue? This DFA announcement is STUPID!!!

The DFA said the rescued OFWs were truck drivers who had been living and working in “deplorable conditions” in the southern part of the Scandinavian country. 
DFA officials expressed gratitude to Copenhagen for helping the afflicted Filipinos. 
The 22 truck drivers were rescued after Danish police raided their camp in the town of Padborg early Tuesday morning, the DFA said in a statement late Tuesday night.
Strangely enough this article does not define "deplorable conditions." Could be a relative thing. Could be that these Filipinos were living in conditions normal for the Philippines but deplorable to European standards. Finally a few weeks later we learn more.

Villanueva defined “social dumping” as a practice of  “high-wage” countries seeking to reduce operational costs by employing sub-contractors from low-wage countries. 
He noted that on October 31, Danish authorities rescued 22 Filipino truck drivers who were contracted to work in Poland but were transferred to Denmark instead “due to alteration in the contract signed by the Filipino truck drivers.” 
The contracts of the Filipino truckers, according to the senator, stated that they will work in Poland for a monthly salary of 1,060 euros (approximately $63580.39). 
The compensation also include meal allowance, free accommodation, overtime pay, medical benefits, and life insurance. 
However, the Filipinos were allegedly transferred to Denmark three weeks after their arrival in Poland with no appropriate accommodation, overtime pay, and medical benefits, according to Villanueva. 
The senator likewise mentioned that the truck drivers did not have access to decent sleeping quarters as they were allegedly “made to sleep on the container truck they are driving without a heater, bed, kitchen or toilet facilities.” 
“Their supposed accommodation is just a mere three square meters area with a kitchen inside the toilet,” the senator added.
It's sad but true that imported foreign workers always get the short shrift from unscrupulous employers. That is the reality of being an OFW.  Instead of investigating these practices the Senate should investigate how to grow the economy into a manufacturing based economy and not a service based economy. But the nation is so reliant on those remittances that they must keep this wheezing old beast propped up.

Two Filipino seafarers on board a Liberian-flagged container ship were among 11 crewmembers kidnapped by pirates who boarded their vessel on October 27, a DFA statement said, citing a report from the Philippine Embassy in Nigeria. 
Another eight Filipino sailors of a Panamanian-registered tanker along with nine other crewmembers remain unaccounted for after their vessel was seized by pirates on October 29. 
"It was not clear if the seafarers were taken by the same group of pirates who abducted seven Filipinos on board a Swiss-flagged vessel off Nigerian waters last month," the DFA said. The seven were released on Sunday. 
Piracy and ransom kidnappings of Filipino sailors have long been a problem for the Philippine government as it lacks the capacity to monitor their movements when at sea.
Argh matey! It be dangerous out on the high seas!

“The Philippine Consulate General in Guam is preparing teams to go to the island of Tinian and Rota to assist approximately 800 Filipinos there who were affected by the typhoon. There is now a team in Saipan distributing financial assistance to Filipino victims of the typhoon,” Consul General Marciano De Borja said in a video message sent to reporters over the weekend. 
Vice Consul Alex Vallespin and Assistance to Nationals (ATN) Officer Juliet Simbul led the distribution of relief assistance to at least 600 Filipinos, including those staying in temporary shelters after their homes were destroyed or damaged by the typhoon.
Well that is nice of the consulate to distribute relief assistance.  Seems like it went better than Yolanda relief assistance.
More than P500 million have yet to be claimed by overseas Filipino workers (OFWs) who, despite their exemption, paid terminal fees, an official of the Manila International Airport Authority (MIAA) said yesterday. 
“(It is) with the general fund of Ninoy Aquino International Airport (NAIA) and no one can take it except the OFW-holders of airline tickets,” MIAA general manager Ed Monreal said.
 “Our OFWs are our modern heroes for helping our country’s economy to grow through their remittances; hence their exemption from the terminal fee,” Monreal said.
Why doesn't the DFA make an effort to help OFWs recover this money?

Saudi Arabia is the top destination of job-seeking Filipinos in the Middle East, with a least 1 million workers mostly employed in the household service and construction sectors. 
There have been numerous reports in the past of abuses being committed against Filipino workers in the Arab state.
The monthly salary for nurses is pegged at P58,000, which could still increase on a yearly basis.
Pinoys are so desperate for good pay they will work in this evil kingdom. Why does the OEA allow them to work in a nation where so much abuse happens?

18-year-old Filipino-American student Alaina Punzalan Housley was killed in the mass shooting in a Southern California bar, the Department of Foreign Affairs confirmed on Friday.  
American actress and TV host Tamera Mowry-Housley and her husband journalist Adam Housley are mourning the loss of their niece Alaina, who is a freshman student in Pepperdine University in Malibu, California.
Now this an interesting story ethnically speaking. This girl, Alania, is a full blooded American meaning she was "born and raised in the US." It seems on her Father's side she is related to former Fox news correspondent Adam Housely who is the husband of actress Tamara Mowry who was very famous in the 90's alongside her twin sister Tia. Alania was attending Pepperdine University which is the alma mater of both Adam and Tamara.

There does not seem to be anything especially Filipino about this lady except her mother but Filipinos abide by the one-drop rule which is enough to make Rob Schneider a Filipino!

With a marginalized position in society and low income, the force of more than 300,000 maids, mainly women from Indonesia and the Philippines, can find it hard to access public facilities like libraries and leisure centers. 
Some NGOs say as well as difficulties meeting the cost, helpers also face discrimination -- especially if they are in groups -- and can have difficulties providing information for membership such as proof of address if their employers do not supply it. 
But Marilyn Maliglig has found an alternative way to spend her day off -- confronting her water phobia at a free swimming class for domestic helpers in Hong Kong. 
"I cannot float, that's the problem," the 41-year-old told AFP before her first class. 
"I really can't swim in the water at all." 
Although the city depends on domestic helpers to keep it running, some maids are barred from using swimming pools for their own leisure at the residential complexes where they work. 
They are only entitled to one day off a week which they spend setting up temporary camps around the city with music, food, prayers and dancing. 
British swimming enthusiast Simon Holliday said he was inspired to set up swimming classes for domestic helpers after he spotted a group one Sunday, looking bored and sitting on cardboard boxes on the pavement. 
His charity Splash offers free swimming lessons for marginalized communities in Hong Kong, including refugees. 
Helpers say they cannot afford paid-for lessons and the class gives them a chance to learn a new skill and to relax after a trying six-day week. 
"We want other things to do. Because we always do the same things at home," said Jasmine Arcana, from the Philippines, who has been working in Hong Kong as a helper for eight years. 
Nearly 1,200 domestic helpers have taken part in the program since it began three years ago.
Interesting that people can live in an island nation and not know how to swim. Funny to imagine Hong Kong on a Sunday or whenever it is everyone has the day off. "Temporary camps around the city!" That must be a crazy day.

The Department of Foreign Affairs on Sunday said 15 of the 21 Filipino seafarers who were abandoned by their Greek employers and stranded in India since June have finally returned home. 
The global shipping industry, which carries 80 percent of international trade, employs about 1.2 million seafarers and most of them come from the Philippines.
That is an interesting statistic.  

Those are only a few of the stories that come across the news every day. Filipinos are disbursed around the world in nearly very country being employed at various jobs.  Truly without their remittances the economy would be a lot worse.  We see the proof of that now since the peso has rebounded somewhat due to all the Christmas money being sent here. Stronger remittances means a stronger economy. 

What a burden for these brave men and women to bear knowing that they are the lifeblood of the Philippines economy.

Martial Law: Tourism Gains

The AFP will most certainly recommend another martial law extension but, as was pointed out in last week's martial law update, it will not be based on any legal and constitutional reasons such as to stop an invasion, rebellion, or prevent or quell lawless violence. The official recommendation has not come down as of yet but here is the latest statement from the AFP about how martial law is working and why it should be extended yet again.

Martial law has led to increased tourist and economic activity in Mindanao, especially in areas previously thought of as inaccessible to visitors from Luzon and Visayas,” he told reporters in his prepared speech ahead of a press conference. 
Because of the improved security, the AFP Chie of Staff said it was “no longer unusual” to find tourists in conflict areas like Zamboanga, Basilan, Sulu, and Tawi-Tawi. 
“The development created more jobs and empowered residents to become active players in the peace and security of their communities,” he said. 
The AFP chief also expressed hope that terrorists will be irrelevant by next year after their supposed successes in 2018. 
“A total of 5,685 loose firearms were surrendered in Mindanao. Movements of known terrorist groups such as the New People’s Army, Maute Group, and the ASG have also been constricted,” Galvez noted. 
“In Eastern Mindanao alone, 11,333 CPP-NPA members and supporters have been given an opportunity to experience a more peaceful and productive way of life. They are joined by over 300 members of local terrorist groups, 572 of which are ASG, who chose to abandon their illegal activities in exchange for reformation and reintegration,” Galvez also said. 
Martial law as an economic tool and as a way to attract more tourists. Who would have thought checkpoints and a heavy military presence would make people want to visit Mindanao. How's this for a new DOT ad campaign?  Imagine an older couple having the following conversation over dinner:
"Honey where will we go on vacation this year?" 
"I've always wanted to visit Mindanao, dear." 
"Oh but it's so violent." 
"Not any more. Martial law has cleaned up the violence and now the island is safe. We can visit with no problems." 
"Really?" 
"Why yes. You know I have always wanted to visit the beautiful island of Sulu. Why don't we check it out?"
"But honey Sulu is the home of the Abu-Sayyaf terrorist group."
"Don't worry dear. With martial law in place it's a guarantee we won't be kidnapped and ultimately beheaded when no one pays our ransom." 
"Great let's go! Mabuhay Philippines!"
That imaginary conversation is just as ridiculous as the notion that martial law has somehow led to an increase in tourism. Tourism from who? Filipinos? Foreigners? NGO's who are there to help rebuild the lives of those affected by the Marawi siege but are mistaken for tourists? Are there real numbers, facts and figures they can show us or are they making stuff up? Did they see a few posts on Facebook from people who visited Mindanao for the first time and said martial law made it safe? 

What exactly is the source of their data?  Surely it's not foreigners visiting Mindanao. Foreigners are advised by their own countries to stay away from Mindanao.
The Foreign and Commonwealth Office (FCO) advise against all travel to western and central Mindanao and the Sulu archipelago because of terrorist activity and clashes between the military and insurgent groups. The FCO advise against all but essential travel to the remainder of Mindanao (excluding Camiguin, Dinagat and Siargao Islands) and to the south of Cebu province, up to and including the municipalities of Dalaguete and Badian, due to the threat of terrorism.

If these "extremists," and its really Abu Sayyaf who does all the kidnapping, hate Westerners and are getting revenge for colonisation then they must really hate Filipinos as well and are getting revenge for their collaboration with the evil Westerners.

Helen Roda, wife of Rufo, was freed by the group of ASG sub-leaders Mujer Yadah and Injam Yadah around 2:30 p.m. Thursday in Anuling village, Patikul, Sulu following alleged payment of P1 million ransom. 
The Sulu Provincial Police Office said the ransom was reportedly delivered by two unidentified negotiators who at the same time accompanied Helen to Zamboanga City aboard a commercial ferry. 
Helen and her husband were seized on August 31 by five Abu Sayyaf bandits following a firefight in coastal village of Piacan, Sirawai town, Zamboanga del Norte. 
Six people, including a militiaman, were killed while a child was wounded in the clash that broke out when the militiamen responded to the reported arrival of five gunmen clad in camouflage uniforms. 
Rufo, a militiaman, was freed on October 18 following alleged payment of P1.2 million ransom. 
The release of Helen has brought down to six the number of hostages who are still in the hands of the Abu Sayyaf bandits. 
The remaining hostages included two foreigners--one Dutch and one Vietnamese--and four Filipinos.
FOUR FILIPINOS vs two foreigners only one of whom is a Westerner. Will anyone pay their ransoms? The AFP has a no ransom pay policy so why are private citizens being allowed to pay ransoms? This money will only ensure Abu Sayyf remains operational well past the DND's second quarter deadline for eradicating terrorism next year.

It's all messed up in Mindanao and there is no doubt the AFP and DND have no idea what they are doing.  Remember the AFP STOPPED training for urban warfare because they weren't using that skill and as a result they were unprepared for the Marawi siege.
"It's a skill we used to have but we lost along the way because we didn't use it. We keep training our people in what we call the military operations in urban terrain, MOUT.  But we seldom use it, we never use it, so we stopped teaching our people at the Marawi camp. So now we have to reacquire that skill plus the necessary equipment that goes with it.
Earlier this year the Supreme Court upheld the year-long extension of martial law which gave rise to the fear that there could be perpetual martial law via extensions. But the Palace, even before that ruling and as the issue was being raised, scoffed at the idea assuring the public it would never happen as it would be unconstitutional.

“Martial law in perpetuity is a scenario that neither the President, Congress or the Supreme Court will allow as it is patently unconstitutional,” Roque said in a statement. 
He was reacting to the petition filed by opposition lawmakers from the House of Representatives, asking the Supreme Court to stop the one-year martial law extension approved by Congress. From an original 60 days, government has now put Mindanao under martial law until the end of 2018. 
“On the petitioners’ allegations that martial law may lead to “extension in perpetuity,” these are mere surmises and conjectures and not supported by law and the Constitution,” Roque said.
Well the Supreme Court ruled that martial law can indeed be extended as needed at the President's discretion which means as long as the AFP recommends and the President asks Congress extensions will happen again and again and again. And there is nothing anyone can do about it. Perpetual martial law via extensions is 100% constitutional.

But there is nothing in the law and Constitution that supports martial law for economic reasons. NOTHING!

A policeman under investigation for alleged links to the illegal drug trade was killed in an ambush as he was driving his sport utility vehicle in Quezon City on Wednesday night. 

Police Officer 3 Rufino Gabis, 47, was at a stoplight along Kalayaan Avenue in Barangay Malaya when two men on a motorcycle attacked him at around 8 p.m., probers said. 

The backrider got off the motorcycle and fired shots through the driver’s side window of Gabis’ new Toyota Fortuner. Gabis died at the scene as the assailants sped away. 

Chief Superintendent Joselito Esquivel, QCPD director, said Gabis was “relieved” from his post at the Kamuning police station months ago following “reports of impropriety.” 

Esquivel added that there is no final report yet on Gabis’ alleged drug links.
This officer was relieved from duty months ago and the PNP still do not have a final report on his alleged drug links. Why not? Is someone preventing an investigation to be completed? Or is the PNP just that slow?

The law enforcers could then repeat the cycle by arresting another street pusher and finding his source of illegal drugs, he added.
"Finish the job by engaging those suppliers in a shootout"??? Is this Senator, a former PNP chief, really telling the PNP to actively engage suspects in a shootout and kill them? Yes he is. Is that not the essence of an EJK? To kill suspects? He also seems to forget that there have been no suppliers caught. Even Peter Lim is still on the run! It's all small time dealers and users who have been the casualties in the drug war.

Duterte led the distribution of 623 land ownership certificates to 484 agrarian reform beneficiaries for the 274 hectares of government-owned lots in Boracay and two towns in Aklan province. 
Specifically, the government turned over 3.2 hectares to 45 beneficiaries belonging to the Boracay Ati Tribal Organization based in Barangay Manoc-Manoc in Malay, Aklan.The rest of the beneficiaries were from Barangay Kabulihan in Malay town, Barangay Nazareth in Buruanga, Aklan and Barangay Tagas in Tangalan, Aklan.
In his speech, Duterte reiterated that the beneficiaries could sell their lots to commercial developers once the 10-year prohibition on selling the property has lapsed.  
Under the Comprehensive Agrarian Reform Program (CARP), the agrarian reform beneficiary cannot sell, mortgage and encumber his property during 10 years from award. 
"In the meantime, till the land, make it productive and when the prohibition period is over, maybe your children can sell it and it would be million[s]. May mga Ati dito na yayaman balang araw," he said.
The CARP is also known as R.A. 6657 which was amended by R.A. 9700. Here is the text of the law on transferring or selling land under the CARP.
"SEC. 27. Transferability of Awarded Lands. - Lands acquired by beneficiaries under this Act or other agrarian reform laws shall not be sold, transferred or conveyed except through hereditary succession, or to the government, or to the LBP, or to other qualified beneficiaries through the DAR for a period of ten (10) years: Providedhowever, That the children or the spouse of the transferor shall have a right to repurchase the land from the government or LBP within a period of two (2) years. Due notice of the availability of the land shall be given by the LBP to the BARC of the barangay where the land is situated. The PARCCOM, as herein provided, shall, in turn, be given due notice thereof by the BARC.

But placing Imelda, an octogenarian, behind bars would do the country no good, according to House Deputy Minority Leader Danilo Suarez. 
Suarez, a Quezon representative, said the proposals to exempt Imelda from serving the 77-year jail term handed down by the antigraft court Sandiganbayan were reasonable considering her age. 
“For us to have closure, don’t make this a big issue,” Suarez told reporters. “If you have her arrested, the issue will only become bigger.” 
In the House of Representatives, Suarez said critics of the late dictator had done nothing but look for the wrong that Marcos had done. 
“How about the good things they [Marcoses] had done?” the lawmaker said. 
Suarez said the country would not move on if people would dig up the past.
It's a mentality like this, that people should not have to pay for their crimes or that making someone pay for their crimes means digging up and dwelling on the past and not moving on, that makes the political and legal culture in the Philippines such a nightmare of impunity. In a radio interview, Igwas said he was forced to take a horse to work because Kidapawan Mayor Joseph Evangelista, in a memorandum, had stripped him of his service vehicle for allegedly refusing to support the mayor’s candidacy. 
He was singled out, Igwas said, “because there were reports I was supporting another mayoral candidate,” Vice Mayor Bernardo Piñol Jr. 
Igwas maintained he was “not supporting any politician because that is not allowed by law. As IPMR (representative), I’m supposed to be apolitical.” 
On Oct. 28, Evangelista sent another memorandum to Igwas telling him to vacate his office because it would be converted into the Office of the Deputy Mayor for Indigenous Peoples (IP). 
In a DXND radio interview, the mayor admitted ordering the recall of Igwas’ service vehicle and asking him to vacate his office, but stressed that there was “no politics” involved in those actions. 
Citing a letter that Igwas wrote him in February, Evangelista said the IPMR actually asked for funds from the local government for his office’s renovation. 
Igwas’ office, the mayor explained, will be turned into a livelihood training center for IP women and will be called Kidapawan City Tribal Hall and Training Center. 
As for Igwas’ service vehicle, Evangelista said it was aging and needed repairs, hence it was recalled. 
But Igwas said these were not the reasons given him when the vehicle was taken and he was evicted from his office. 
“The vehicle was recalled [supposedly] for the use of the city engineering, and the office for the use of the deputy mayor for IP,” Igwas said. “I guess I was stripped of these because there are things I would not do, jobs I simply cannot do because these are not within my mandate.”

He cited among the country’s diplomatic successes the handling of the West Philippine Sea dispute, mainly with China; the country’s reelection to the United Nations Human Rights Council despite some nations’ outcry against Mr. Duterte’s war on drugs; and the international cooperation to rehabilitate Marawi City.
Nothing in that list is a diplomatic success. China continues to ignore the 2016 UN ruling and to be aggressive in the WPS, the Philippines being elected to the UNCHR was due to there being no one else and is not an affirmation of Duterte's policies, and international cooperation to rebuild Marawi is not necessarily a good thing. It's fine to accept the money donated from foreign nations for the purpose but to have a Chinese construction company lead the rebuilding instead of a Filipino company is only going to cause complications.
President Rodrigo Duterte warned that the national government would take over facilities of Palawan’s lone power distributor and bring in a foreign company if recurring outages did not end. 
“On the extreme, maybe I will give you about toward the end of the year [to have] a new set-up that would provide enough energy so that it can operate and it can move,” the President said in a rambling hour-long speech at People’s Amphitheater in Mendoza Park. 
“You have to upgrade your source of energy. If not, I will find one with funding — China has been itching to get hold of developments here,” Duterte said.

Police chief Director General Oscar Albayalde on Monday said that they were looking into the links of some politicians to private armed groups (PAGs) in preparation for the 2019 midterm elections. 
“We cannot divulge the name of those politicians, but we have intelligence information that needs to be confirmed and validated.  Hindi lang natin basta-basta masabi ‘yung pangalan ng politko,” he said in a press briefing at Camp Crame. 
Despite this, Albayalde noted that known PAGs, especially in Northern, Central, and Southern Luzon, had politicians as clients. 
“Dun sa mga lugar na ‘yon, there are reports that they are being used especially during election time. Basically, ang information that we gather are mostly governors and mayors ‘yung mga candidates,” he said. 
He cited a certain “Peralta group,” which he said had been used by some politicians in the past.

The National Bureau of Investigation (NBI) yesterday filed graft charges against former Customs commissioner and now Technical Education and Skills Development Authority (Tesda) chief Isidro Lapeña over 105 shipping containers that are missing and believed to contain undervalued goods.  
In the complaint filed before the Department of Justice, a copy of which was obtained by The STAR, NBI probers said Lapeña failed to issue a “special stop order” against the release of the undervalued items from the Asian Terminals Inc. (ATI).

Gatchalian on Tuesday noted an April Jobstreet Philippines survey which found that only 24 percent of local employers are willing to hire K-12 graduates. 
In July, DepEd Secretary Leonor Briones said the agency will review the program after two years of its implementation. Initial results are expected to be released around February next year.
The K-12 program was only implemented two years ago so there is no way any real assessment can be made.  They would have to wait at least twelve years or more to get a real assessment. That anyone is questioning K-12 schooling, which is a standard used worldwide, is an admission that the Philippines education system is subpar. In the Philippines employers, ALL EMPLOYERS, want college graduates.  That includes McDonald's burger flippers and SM cashiers! And usually they all have the same worthless degree in tourism or hotel management.

The National Bureau of Investigation (NBI) has filed graft and malversation charges against 24 local officials of Aklan, including the governor and vice governor, as well as the mayor and vice mayor of Malay town in connection with the alleged misuse of P84 million in Boracay funds.  
In a complaint dated Oct. 22, a copy of which was obtained by The STAR yesterday, NBI Director Dante Gierran submitted to Ombudsman Samuel Martires the results of their investigation into the alleged misuse of millions of pesos in environmental and admission fees (EAF) collected from tourists entering Boracay. 
The fund was supposed to be allocated for the preservation of the island. ?Investigation showed the local government of Malay used the EAF to fund other projects like the solid waste management program of the entire municipality, which is composed of 17 barangays. 
The EAF was supposed to be used only for the waste management program for three barangays located in Boracay. ?“The purpose of the collection was for the sustenance of the island of Boracay. It was compromised and violated when the mayor, treasurer, vice mayor and members of the Sangguniang Bayan of Malay allocated the EAF for the entire municipality,” the complaint read.
Funds were misused by being spent on solid waste management?? That's a new one! At least they were using the money for something positive and not just lining their pockets.

Former Vice President Jejomar Binay on Wednesday said he wants a review of the power of  Congress to conduct investigations, as he lamented that some inquiries touch on personal matters. 
Section 21, Article VI of the 1987 Constitution states that the “Senate or the House of Representatives or any of its respective committees may conduct inquiries in aid of legislation in accordance with its duly published rules of procedures.” 
Binay, who is seeking election as Makati City’s First District Representative in 2019, said that the phrase “in aid of legislation” is too general. 
(I will convince my future colleagues in the Congress to review the investigation powers of Congress to determine its extent.)

If Binay gets elected he will hold and investigation into investigations conducted by Congress. Now that sounds good since the Senate has investigated crimes like the Ateno hazing incident. But the key here is him saying investigations can become too personal. He is certainly referring to himself.

The subcommittee earlier released its partial report on its investigation, which recommended the filing of plunder and other criminal charges against those involved in the alleged overpriced Makati City Hall 2 parking building. 
In particular, the body recommended the filing of plunder and graft charges against Binay, who was the mayor of Makati City before he became Vice President.
Charges were filed against Binary and he and his family were even told by the COA to return P2.29 billion! Who would vote for this man? Why would the Comelec allow him to run?

The Philippines will remind China that it has a mutual defense treaty with the United States, a complication in the dynamics between Association of Southeast Asian Nations (ASEAN) member countries and China. 
President Rodrigo Duterte, in an ambush interview with reporters before the start of the ASEAN-China Summit on Wednesday, said he will press for the conclusion of negotiations for a code of conduct (COC) in the disputed South China Sea during the meeting between Southeast Asian leaders and Chinese Premier Li Keqiang in Singapore.
The COC can dictate manners by which countries can deal with each other. 
“It’s [mutual defense treaty] not been abrogated. It’s there and even I don’t know [if] it's the decision of the President, Congress, the Armed Forces,” he said. 
“Yes, I will focus on the COC. Everything has been excellent between China and the rest of the ASEAN except for the fact that there’s friction between the western nations and China," he said. 
Duterte then mentioned the 1951 Mutual Defense Treaty between the Philippines and the US that obliges American troops to help defend the Philippines if it comes under attack. 
"And I am worried and I expressed it last night because we have a defense treaty, mutual defense treaty with the US,” he added. 
The President seemed to suggest that the Philippines may be in a bind if there are conflicts in the South China Sea or the West Philippine Sea, the name the Philippines calls that part of the ocean where it has claims. 
“[If]…there’s some serious miscalculation can…you know and because of the treaty I'd like to [tell] China that is why at all cost we must have the COC. So you’re there, you’re in possession, you occupied it, then tell us what route shall we take and what kind of behavior do you want,” he said.
There is a lot going on here. It sounds like Duterte is worried China might do something stupid and the USA would take that as an opportunity to enforce the mutual defence treaty and attack China. It also sounds like Duterte would gladly abrogate this treaty if he could. Just more evidence of Duterte's love for China but what about when he is gone?  Will his successor enforce the mutual defect treaty?

Albayalde said the PNP would write a letter listing the concerns of the police about the show to the Movie and Television Review and Classification Board (MTRCB) 
But ABS-CBN said in a statement that the program was “purely fictitious,” as it had always stated in a disclaimer at the start of the show. 
“FPJ’s Ang Probinsyano” assures the Philippine National Police (PNP) that the characters, places, and incidents in the program are purely fictitious as stated in the disclaimer aired at the start of the show every night,” ABS-CBN said.
This is funny because Bato praised Ang Probinsyano for being a good portrayal of the PNP and even met with Coco Martin. Also the PNP has a working relationship with the media to portray them in a good light. You can read about that relationship here.  It's also funny because officers who rape, extort, and outright murder citizens is what really gives the public a bad impression of cops.

“I said China is already in possession. It’s now in their hands. So why do you have to create frictions, strong military activity that will prompt a response from China?” he said. 
“I do not mind everybody going to war, except that the Philippines is just beside those islands. And if there’s a shooting there, my country will be the first to suffer. That is my only national interest there. Nothing else,” he said.

In a press briefing here, Foreign Affairs Secretary Teodoro Locsin Jr. initially did not want to comment on Duterte’s remark because he was not present when the President issued the statement to reporters in an ambush interview. 

But Locsin, who assumed his post as the country’s top diplomat in October, said the Philippines was not surrendering its claims to China in the West Philippine Sea.

Amazing to see the difference between the way the DOJ is taking a hands off approach with Lapeña and the PNP is hesitant to arrest Imelda should a warrant come with the way Trillanes was handled. There were officers stationed outside the Senate ready to arrest him at a moment's notice and the PNP even said they had a cell prepared for him! The DOJ venue shopped until they got the arrest warrant they wanted. Are there officers hanging around outside Imelda's house waiting to swoop in for the arrest? No. Is the DOJ actively pursing the NBI's recommendations against Lapeña? No.
