Philippine National Police chief, Police Gen. Archie Gamboa has ordered the Directorate for Police Community Relations under PMGen Dionardo Carlos to investigate reports that official police social media accounts were used to post victim-blaming statements. 
Victim blaming, as defined by the Canadian Resource Centre for Victims of Crime, is "a devaluing act that occurs when the victim(s) of a crime or an accident is held responsible — in whole or in part — for the crimes that have been committed against them." 
The PNP specifically mentioned the controversial Lucban Municipal Police Station which drew widespread backlash over the past week for a post that said women should not wear short clothing and then report sexual harassment to them. 
“Recently, the Lucban Municipal Police Station social media post drew flak from netizens for allegedly being sexist,” read the Saturday PNP release. 
“The PNP strongly advocates the protection of women and children and maintains a strict set of guidelines for its personnel on the use of social media. Violators may face administrative and even criminal charges, if evidence warrants,” Gamboa said in the release.

“Yes, freedom has responsibility as an essential ingredient. One’s freedom is tied to the freedom of others. Our rights are not limitless, but is bounded on all sides by the rights of others,” he said. 
“With knowledge and responsibility we can move freely in that space. Without knowledge and responsibility, our actions affect the freedom of our fellowmen. Or their’s affect ours. And thus the evils of discrimination, prejudice, hate — destroy, rather than prove freedom,” he added.
Cayetano's point is that you can't just run around doing whatever you want. Not that anyone is equating freedom with anarchy. Over all he comes off as very wishy-washy definition of freedom. He is no Patrick Henry that's for sure. "Give me liberty or give me death."

Police are investigating an attempt on the life of Raul Palino, the mayor of Teresa, Rizal, who was previously named by President Duterte as among local officials tied to illegal drugs. 
Col. Renato Alba, Rizal police director, in a text message Tuesday, said Palino was unharmed, but his bodyguard Ruel Santos and driver Joel Balajadia were hurt in the shooting incident. 
According to a police report, the mayor was on board his van, and was on his way home, when the vehicle was shot at around 5 p.m. Monday at E. Rodriguez Ave. in Barangay Poblacion. 
Based on the initial investigation, the lone shooter escaped on foot towards Antipolo City. 
In 2019, Palino was included in the list of 46 politicians, who according to President Duterte were involved in the drug trade. 
Palino had denied the allegation and even sought out the regional police headquarters to clear his name.
The Department of the Interior and Local Government (DILG) on Tuesday said close to 400 barangay and local government officials are facing criminal charges for anomalies in the distribution of cash aid for families whose livelihoods were affected by the COVID-19 pandemic. 
Apart from this, a total of 663 individuals have been subjected to investigation by the police, including 267 elected barangay and local government officials. 
"The rest, 396, are other government employees or civilian accomplices of those elected local officials," said DILG Secretary Eduardo M. Año in a statement. 
Año said of the total 663 individuals, the DILG has filed criminal cases against 397.

AUTHORITIES arrested on Monday, June 15, a former policeman allegedly involved with the group behind the kidnapping-for-ransom of Bureau of Internal Revenue (BIR) officials since 2019. 
Police Officer 3 Allan Encina Formilleza, who was formerly assigned at the Quezon City Police District but went on absence without leave (Awol) in 2019, was arrested around 11 a.m. in Las Palmas Subdivision, Barangay Caypombo, Sta. Maria, Bulacan.  
Philippine National Police (PNP) Anti-Kidnapping Group (AKG) spokesperson Major Rannie Lumactod said law enforcers served on Formilleza three arrest warrants issued by the Regional Trial Court National Capital Judicial Region for charges of murder, theft and estafa. 
Lumactod said Formilleza is a member of what they called the “gapos gang” which operates in the National Capital Region and Central Luzon, primarily targeting wealthy BIR officials.
An ex-cop involved with a kidnapping gang but not charged with kidnapping. Maybe that will be forthcoming.

Ombudsman Samuel Martires has ordered an investigation on Health Secretary Francisco Duque III and other officials and employees of the Department of Health (DOH) over alleged irregularities on the agency’s response to the coronavirus pandemic. 
“I directed the creation of two more investigating teams who will jointly investigate alleged irregularities and anomalies committed by DOH officials and employees, including Health Sec. Francisco Duque, in relation to the response of the DOH during this pandemic,” he added. 
He said the two additional investigating teams will focus on the delayed procurement of personal protective equipment and other medical gear for healthcare workers, and alleged lapses and irregularities that led to the death of medical workers and the rising number of deaths and infected medical frontliners. 
The investigation will also focus on the alleged inaction in the release and processing of benefits and financial assistance for medical frontliners who have contracted COVID-19 and those who have died of the disease, as well as the “confusing and delayed” reporting of COVID-19 related deaths and confirmed cases, according to the Ombudsman.
Duque did said he accepted ultimate responsibility. He will probably issue a statement that he is innocent and welcomes the investigation.

A village chief in this city was shot dead by motorcycle-riding gunmen while he was on duty outside the village outpost on Tuesday night. 
Harrison Gonzales of Barangay 1 (Tinago) was gunned down by a lone gunman, who was accompanied by four other men, onboard separate motorcycles in front of village officials and watchmen, who had been on duty with him to implement the nightly curfew in the village. 
Gonzales’ death was the second consecutive shooting incident in this city this week. 
On Monday morning, unidentified motorcycle-riding gunmen also shot and killed a businesswoman in front of her husband in Barangay Mangnao, Dumaguete City.
Another assassination of an LGU official.

The Philippine Health Insurance Corp. on Tuesday sought the delay of the implementation of the Universal Healthcare (UHC) Law, as collections this year took a downturn due to the coronavirus pandemic.  
The state insurance agency in a joint hearing recommended the postponement of the implementation of the UHC and its primary care benefit expansion due to lack of funds.  
PhilHealth President Ricardo Morales said the agency was "taking a very prudent approach" on the delivery of new packages under the UHC as its collection of contributions was "about 10 percent" compared last year. 
"The collection from the direct contributors has dropped significantly kasi wala hong negosyo (there's no business). We are falling back on our reserve which we anticipated is going to take a hit," he said. 
"As we get more data, as we see how this pandemic develops, maybe we can begin to plan to deliver packages in the primary healthcare package depends on how things turn out with the COVID-19."
Excuse taxes certainly dropped. But if UHC is relying on booze, cigarette, and lotto taxes then there is definitely going to be a problem. That is not very sustainable.

The Philippine Institute for Development Studies (PIDS) has been flagged by the Commission on Audit (COA) for its failure to finish 24 research projects amounting to P81.23 million within the supposed timetable. 
According to COA’s 2019 audit report of the government-owned agency, the backlog was largely due to delays that PIDS encountered in interacting with other government agencies and with problems in hiring qualified staffers. 
“According to Management, the causes of the non-completion of the projects within the original timetable indicated in the projects’ work plans could be attributed to, among others, delays encountered from other government agencies in processing PIDS’ requests for data and difficulty in hiring qualified project staff,” COA said. 
“PIDS requested for time extension in consultation with the partner agencies, in the case of externally-funded projects,” it added. 
However, the COA report showed that at least one of the projects left unfinished dated back to 2017, while eight others started in 2018. Of the P81.23 million fund, PIDS has already spent P56.32 million. 
COA advised PIDS to exert more care in formulating a project plan, to ensure that research projects could be completed within a feasible timeframe.
So PIDS could not hire qualified people and had problems working with other government agencies. Sounds like the red tape culture has not abated.

A Maguindanao village official and his son were killed while another was wounded in an ambush in the North Cotabato town of Midsayap on Wednesday. 
Lt. Col, John Miridel Calinga, Midsayap municipal police chief, said police and elements of the Army’s 34th Infantry Battalion have launched a manhunt to get the perpetrators of the the incident. 
Calinga identified the victims as Paitin Lando, 53, a village official of Datu Piang, Maguindanao, and his 18-year-old son, Noron Mulod. They both instantly died from multiple gunshot wounds. 
Injured was Sued Kalambo, 21, driver of the motorbike hired by Lando and his son.  
“The attack could be related to a ‘rido’ involving the village official’s family and that of the ambushers,” Calinga said.
So there were three people riding the motorcycle. Just anther LGU shot dead.

Coronavirus Lockdown: Elder Abuse, DingDong Delivery, and More!

The lockdowns of the past two and a half months has been devastating to the economy. While there is a slow and positive recovery post-lockdown the extent of the damage is just now coming to light.

Unless one could work from home or one's job was considered essential it was probably lost.

Five million more Filipinos were left jobless by the pandemic and government-initiated lockdowns in April, in the clearest sign of socioeconomic damage from the health crisis that saw businesses getting shuttered and people staying home. 
While state officials said some job losses were temporary and could have since recovered with Metro Manila’s reopening, observers cautioned the situation may be far worse than the numbers are telling, with displaced migrant workers not counted in the official tally. Labor groups said the government shares the blame for growing unemployment.
The jobless rate hit 17.7% in April, surging from last year’s 5.1%, the Philippine Statistics Authority (PSA) reported on Friday. The figure was the highest since April 2005 when the government made methodological changes on how unemployment is computed.  
In absolute terms, movement restrictions threw 7.3 million Filipinos out of their workplace during the survey period, up from 2.3 million a year ago, PSA data showed.
Hopefully those jobs will come back. However the DOLE 2,068 establishments have shuttered due to the pandemic and only 69,000 people lost their jobs.

At least 2,068 establishments in the country have so far closed down due to the coronavirus disease 2019 (COVID-19) pandemic, Labor Secretary Silvestre Bello III said Wednesday. 
According to Bello, the closure of these establishments rendered some 69,022 workers jobless. 
The Labor chief issued the statement as he clarified the figures on the effect of COVID-19 on the labor sector. 
(The actual number of unemployed reached only 69,000 and those who said they have closed down were 2,068 companies or employers. The 7.3 million earlier reported was just an estimate, it is not actual or factual.)
The 7.3 million figure is from the Philippine Statistics Authority and is based on real data. Who is right and who is wrong? The DOLE or the PSA? Why can't these bureaucracies get their numbers straight?

The DEpEd is forcing classes online which is a huge problem for many who do not have internet access or proper devices for online learning.  The City of Manila is helping to fill that gap.

The Manila City government will buy 110,000 tablet devices equipped with SIM cards and 11,000 laptops with pocket WiFi devices worth P994 million for students and teachers in preparation for upcoming online classes. 
Mayor Isko Moreno announced this on Friday evening after convening the Local School Board of the city in preparation for this school year’s online classes. 
Moreno told members of the board he doesn’t want kids going to schools that are not properly equipped. 
“We are the capital of the nation… I want you to focus all your effort on this,” he said. 
He said that each educational tablet device will be equipped with SIM cards with 10 GB bandwidth monthly as well as free 2GB data allocation for YouTube. 
“I want to focus on the real problem that they need bandwidth,” he said. 
Likewise, Domagoso said that 11,000 laptops with pocket WiFi devices would be issued to public school teachers for the online classes. 
Domagoso said these devices would be distributed prior to the opening of school year 2020-2021.
Free Wi-Fi, bandwidth and tablets. Hopefully these devices get used properly.

Iloilo Governor Arthur Defensor Jr. has advised cockpit operators in the province to prepare guidelines and recommendations for their operation despite the continued ban on cockfighting. 
In an interview on Saturday, Defensor said he met with cockpit operators on Friday after he received an advisory from the Department of the Interior and Local Government (DILG) dated June 11 that bans cockfighting until it is allowed by the President, the department, or the Inter-Agency on the Management of Emerging Infectious Diseases. 
Cockfighting is a huge business in Iloilo province with at least one cockpit in almost all 43 local government units. 
“Our direction of the discussion is we have no option but to wait for the guidance from the national government but we better prepare guidelines,” he said.
Cockfighting is big business throughout the nation. What will the cockpit look like in a post-COVID-19 world? That is what they are trying to decide.

The Philippine Charity Sweepstakes Office (PCSO) has lost around P13 billion in earnings amid the implementation of the community quarantine due to COVID-19. 
Due to the threat of COVID-19, the gaming operation of PCSO has been suspended since March. 
Garma said they have already written to the Office of the President regarding the resumption of their lotto outlet operations. 
The PCSO will implement health protocols, including requiring the gaming public to wear face masks, as well as social distancing. 
It will also require betting booths to have a screen or protection between agents and bettors. 
Garma said the agency has also proposed a digital system for betting. 
Why not reopen the lotto? Everything else is reopening albeit with strict control measures.

As the entertainment industry is put on hold due to the COVID-19 pandemic, actor Dingdong Dantes is set to launch a delivery app to help out displaced showbiz workers. 
The app, aptly called DingDong PH, is the brainchild of Dantes, who admitted that he was not that in tune with technology prior to the pandemic. 
DingDong PH came about after Dantes got inspiration from a problem he and his wife, Marian Rivera, had to deal with involving the latter’s flower business. 
(One time, she had to deliver flowers to a client. The flowers were delivered to the wrong house, and then they got damaged.) 
Dantes shared that after he stepped up by delivering the flowers himself to the client, the idea for creating DingDong PH was born. 
“Doon nagsimula ‘yung idea, at lumawak na lang siya (That is where I got the idea, which expanded as time went by). In the past weeks, after talking with friends who share the same vision and passion, an idea was developed, hence the birth of Doorbell Technologies,” he said. 
“’Yung riders na gagamitin natin, ‘yung nawalan ng trabaho dito sa industriya namin (The riders we are going to hire are those who lost their jobs in our industry),” he added. 
Dantes has yet to announce when the app will exactly be launched, but Rivera has already given fans a teaser for DingDong PH via Instagram on June 7.
So it's just a motorcycle delivery service that will be staffed by those in the entertainment industry who have lost their jobs. But what happens when they get recalled to their jobs?

OFWs have been particularly hard hit by the lockdown and pandemic.

Since June 1, around 400 overseas Filipino workers (OFW) and locally stranded individuals (LSIs) have been forced to camp out in front of Ninoy Aquino International Airport (Naia) and under the airport’s elevated expressway while waiting for their flights to their respective destinations. 
Most of the stranded workers spent days and nights sleeping there, hoping to catch a flight home, before officials finally swept them up on Friday. 
While the last batch of OFWs and probinsyanos stranded for two weeks at Naia were finally transported on Friday to a quarantine facility here in Manila, their sorry ordeal brought to the fore anew vague and contradictory policies for these stranded individuals. 
For days, their bags and clothes were their only refuge against the elements, relying on the kindness of strangers who dropped offrelief goods for them. 
“We really couldn’t do anything, even when we requested that officials at least accommodate pregnant women and give them a comfortable place to sleep in,” Reiza Daquitan, an OFW hopeful who was supposed to fly out to Macau last March before the lockdown, told Radyo Inquirer in an interview last Wednesday. “Instead we’re living like pigs, like garbage here.” 
Most of them were OFW hopefuls like May Ann Cayog whose prospects of employment abroad were dashed by the pandemic. 
Cayog, who hailed from Davao, was supposed to fly out to Saudi Arabia via Manila to work as a domestic worker when President Duterte declared the entire island of Luzon under lockdown in March 17. 
Last month, Cayug successfully booked a flight back to Davao scheduled on May 23, she said. Her flight was later moved to June 1, then June 4, and then June 8, until she was told her next schedule was on July 1. 
“It’s like they don’t have any conscience, no hearts,” she said in an interview. 
As of Friday, transport officials swept up around 175 people toVillamor Air Base to be quarantined and be tested for the coronavirus. 
They would also be temporarily housed there while the Philippine Coast Guard (PCG), Department of Social Welfare and Development and the Department of the Interior and Local Government worked out travel accommodations for them. 
They were likewise provided facilitation assistance to secure necessary travel documents as required by the Inter-Agency Task Force on Emerging Infectious Diseases, according to the Department of Transportation. 
They were already brought home via Cebu Pacific flights to Visayas and Mindanao. 
Another 250 who took shelter under a flyover near Naia, are slated to be transported by the PCG transport team to appropriate accommodation facilities.
Well at least the government got those people out of those conditions. But why were they allowed to wallow in the mire for so long?

"It is also to point out to IATF that had they approved the Covid-19 Central Platform endorsed by both [DICT Secretary Gregorio] Honasan and [National Task Force against COVID-19 (NTF) chief implementer Secretary Carlito] Galvez submitted to them last April 29, this rise in the curve that we are experiencing now would not have happened. For the sake of our people and country, I hope IATF will listen this time," he added.
The DOH says the cause for the rise in cases is more testing and the clearing of a backlog of thousands of tests already done. They claim there are at least 2,200 more cases to clear.

In the country, we are still unaware of their actual situation within homes, institutions, and communities,” Karen Gomez-Dumpit, Focal Commissioner on Aging and the Human Rights of Older Persons, said in a statement, coinciding the World Elder Abuse Awareness Day.
If the CHR Is unaware of the actual situation then why are they making such statements? The don't provide any evidence whatsoever to bolster their claim.

An unemployed Filipina living in Dubai that has been giving 200 free meals every day to the city's jobless migrants during the novel coronavirus disease 2019 (COVID-19) pandemic was given a grant to cook 10,000 more meals for her Good Samaritan initiative. 
"Every day since Eid Al Fitr, the mother of three has been taking out more than Dh500 from her own pocket to feed over 400 people, who have lost their jobs because of challenges arising from the pandemic," Khaleej Times said in a report today. 
"She buys over 50kg of rice, 60kg of chicken, and nearly 25 dozen eggs to cook two meals a day. People in need can pick up the food directly from her apartment, practising social distancing at all times. But for some expats who cannot afford to pay for transportation, Feby personally delivers the free meals to their homes in Dubai's Satwa area." 
According to Khaleej Times, Feby calls her personal project "Ayuda" (Filipino for "help"), which began when she saw fellow Filipinos lining up for free food outside the building where she lives. She said she felt for her fellowmen because she thought, "What if it was my family who lost our income during the pandemic?" 
"We're poor, to be honest. But it's not a reason for me not to help, you know?" Feby told South China Morning Post in an earlier feature. 
"Life is so hard and they don't have anyone to depend on." 
Feby recalled that she started the effort when she was able to buy about 500 dirhams' worth of groceries, including 30 frozen chickens and sacks of rice, from her own family's month's worth of allowance. 
At first, she relied on her husband's income. But when the word spread about her initiative, many are now donating, including a famous Emirati blogger who donated 10,000 dirhams. 
This lady who has no job and money of her own and admits her family is poor used her husband's income to pay for her project. At least now people are donating and she does not have to take her husband's money.

Some teachers were got on video doing a very stupid stunt.

A viral video featuring pupils and their parents in what seemed like a graduation ceremony at a small village in Camarines Norte’s capital town of Daet is now being investigated by the Department of Education (DepEd) for possible breach of the new coronavirus disease (COVID-19) protocols. 
A source, who asked not to be named for lack of authority to speak to the media, confirmed that the video showing children being made to share a single face mask for their “graduation” photo happened at a makeshift graduation shed in Dogongan village.
The source, a DepEd local employee, said the department’s provincial office had directed the school’s principal to explain the incident in writing. 
In the video, at least three students who donned white togas were made to stand one by one in front of a tarpaulin as a graduation march song played. 
A woman was orchestrating the event. She posed with the first boy, who was wearing a face mask, for the photo with the boy holding what looked like a graduation certificate. 
The tarpaulin in the background for the photo session read “Daet North District, Dogongan Elementary School, 58th Graduation Exercise” with the time of 8:30 a.m. and date of June 10, 2020. 
Instead of leading the boy out with his mask on, the woman asked him to remove the mask to be passed on and worn by the next “graduate.” After the second pupil’s photo was taken, she removed the mask and placed it on the face of the next pupil waiting to be photographed.
Instead of giving each child their own face mask the teachers had them share a single one! Pretty stupid.

Robot doctors will be helping human doctors in Bulacan monitor their COVID-19 patients.

In this Bulacan capital, medical doctors will be getting an extra pair of hands, albeit robotic, to monitor the health condition of COVID-19 patients. 
These roving robot doctors are equipped with a camera to allow doctors and nurses to monitor their movements and sensor arms that can be controlled remotely to adjust to the position of the patient. 
The “Rovidocs” are programmed using a computer tablet and are outfitted with a thermal scanner to detect fever, a tray for medicines and a nozzle spray, and a liquid tank for disinfection. 
In effect, they will reduce the exposure of doctors and nurses to COVID-19 patients, said Prof. Jayson Victoriano, creator of the Rovidocs. 
“The robots will still be customized to get a patient’s pulse rate, blood pressure and body temperature,” Victoriano said while presenting the prototype at the provincial capitol here. 
The robots can make sure medicines are delivered on time and monitor the hourly status of the patients. 
Three of these Rovidocs will be commissioned by the provincial government and stationed at the Bulacan Infection Control Center in Bulacan Medical Center here. Each robot costs P150,000.

“Now there’s a pill — I hope it’s true — that will fight and it can, maybe, kill the virus. That’s good. When that arrives, when its already available, I will order it. I will distribute it I will personally supervise the distribution,” he added.

Local i*mart Illegally Burns Their Garbage

i*mart is a Philippine based convenience store not unlike 711 or Munsterific. As with every business you would think they follow the law but when it comes to RA 9003 one i*mart simply does not care.  RA 9003 forbids the burning of garbage yet this i*mart has a burn pile right out in front for all to see.



I did not catch the employee lighting this fire on camera but you can see his back as he enters the store to retrieve more garbage to burn. It's a rare thing to catch such a flagrant violation of the law in person. It appears they do it in the early morning as well.



The first picture shows the bag on fire and the second shows the large flame with i*mart in the background. 


A few days later the same thing. A burn pile in the early morning.  Who is burning the trash when the business is closed? The security guard on duty of course. I saw him do it with my own eyes. 

What is so hard about collecting the garbage and placing it in a secure location until it can be properly disposed of? The garbage truck passes by practically every day of the week.  Something could be worked out with them.  There simply is no excuse for anyone, especially a business, to burn  their garbage.

Insurgency: The Anti-Terrorism Act of 2020

The Anti-Terrorism Act of 2020 is a very contentious bill designed to replace the Human Security Act of 2007 and strengthen the government's hand in fighting terrorism. Opponents say the provisions are too broad and will ultimately violate the right to free speech and open the door to tyranny.

The draft law uses an overbroad definition of terrorism that can subject suspects, apprehended without a warrant, to weeks of detention prior to an appearance before a judge. A special body composed mainly of Cabinet officials appointed by the president would provide the authority to enforce the law. 
“The Anti-Terrorism Act is a human rights disaster in the making,” said Phil Robertson, deputy Asia director at Human Rights Watch. “The law will open the door to arbitrary arrests and long prison sentences for people or representatives of organizations that have displeased the president.”
The draft law also makes it a criminal offense to “incite others” to commit terrorism “by means of speeches, proclamations, writings, emblems, banners or other representations tending to the same end.” The law, which does not define incitement, poses a danger to freedom of the media and freedom of expression by providing an open-ended basis for prosecuting speech. The Anti-Terrorism Council would be the sole arbiter to determine whether a threat should be considered serious. Those convicted would face up to 12 years in prison.
Proponents say that is a wrong interpretation and simply misinformation.

Sen. Panfilo Lacson yesterday hit what he said were attempts at disinformation on the anti-terrorism bill that he stressed has enough safeguards against abuses and more tools to use against extremists. 
Lacson, an author and sponsor of the bill, said if critics would read the measure carefully, they would find that its provisions remain protective of human rights as enshrined in the Constitution, and less draconian compared with those of other countries in the region. 
“We followed the Bill of Rights, Article III, Section 4 of the Constitution, and not only that – we defined terrorism, qualified that its intent and purpose is clear. It also stated in the definition that advocacy, protest, dissent, stoppage of work, mass action or other similar exercises of civil and political rights are not included,” he told radio station dzBB.
It was Duterte who designated this bill as urgent so he will very likely sign it into law. Rappler has drawn up point-by-point comparisons between the Human Security Act of 2007 and the Anti-Terror Act of 2020. The act is of course intended to keep the country safe from terrorists.  One Solon claims that the Human Security Act of 2007 did not keep the country safe.

In her Facebook post on Thursday evening, Leyte 4th District Rep. Lucy Torres-Gomez appealed to understand the bill and its right target. 
She went on to share the double bombing of Our Lady of Mount Carmel Church in Jolo, Mindanao on January 27, 2019, while devotees were gathered for a Sunday Mass. The blast, which was claimed by Abu Sayyaf and Islamic State (IS) groups, left 20 people dead and 120 injured. 
The incident, she said, was not because there was no intelligence information on the arrival of Indonesian terrorists in Jolo. They were, in fact, red-flagged by the Immigration bureau. 
“The sad truth is, that bombing could have been prevented if only the Human Security Act (HSA) of 2007 provided for the arrest of foreign nationals suspected of terrorism,” she lamented. “It would be wise to review the Human Security Act of 2007 to understand its significant shortcomings, such that a new law to repeal it was deemed necessary.” 
She added that what is most glaring in the HSA is that it is not equipped to prevent a terrorist act from being undertaken. 
In fact, she said, after 13 years since the HSA was enacted into law, only one person of the four arrested suspects in connection to the 2018 Marawi siege was convicted. 
“Most cases involving terrorists were tried using the Revised Penal Code, a law that is predisposed to penalize acts already committed. Hence, we have no legal arsenal to stop terrorist plotters before they inflict widespread death and destruction.,” Torres-Gomez said. 
The HSA, she added, has no provision intended for foreign terrorists. 
She said the Philippines’ inability to arrest and prosecute suspected terrorists, keeps law enforcement’s hands tied until a terrorist event occurs. 
“It’s like giving the terrorists a free pass, telling them that we are just going to watch their acts of terror unfold first, and then we get our cue to run after them. The terrorists are literally having “more fun in the Philippines,” because our laws allow it so.,” she said. “This makes us a very conducive venue to undertake, plan, and prepare for terrorist activities.” 
“Contrary to popular belief, one cannot be easily called or “designated” a terrorist. This law is not meant to arrest regular protestors fighting for causes they believe in. This law is meant to prevent fatal and disastrous terrorist events from happening,” she said, adding that neither will it quell freedom of expression that is a basic human right. 
The bill, she said, is intended to prevent another Marawi siege, the bombing of public venues, and the Mamasapano massacre. 
“And lest we make this all about ourselves and our fears of how we may be held accountable for what we say or do as we exercise our civil rights, think of our soldiers who are dismembered by terrorists, remember, too, the SAF 44, that we were all so outraged about,” she added.
If the Indonesian terrorists were red-flagged by the Bureau of Immigration and military intelligence knew where they were then they should have been arrested. An anti-terrorism bill is not needed to nab immigration offenders. Securing the porous southern border should also be a priority for the government since many sneak in from Indonesia and Malaysia. It is also not clear how this bill or any bill would prevent terrorist acts. Terrorists don't care about the law. It's funny she brings up the SAF 44 when the MILF, who killed those men, are now in charge of the BARMM and refuse to surrender those responsible for the massacre.

Like this lady Bato also believes the new anti-terror law will prevent another Marawi siege. According to him without this law terrorism will only increase!

(You want another Marawi siege? You want another Zamboanga siege? Go ahead. You want to have bombings left and right? Go ahead junk this bill, just don’t blame the government if terrorism worsens in the country.)
That is all ridiculous scare tactics. In the matter of the Marawi siege the government knew about the planned attack a month in advance, knew about but did not take the presence of ISIS seriously, and did not act on the intel they had gathered! The AFP and DND failed miserably. As of now NO ONE has been held accountable for those failures and the Senate refuses to investigate exactly what happened. But they are sure this new bill will prevent terrorist attacks like the Marawi siege!

The PNP  also says this new bill will provide stronger legal measures to protect the people from terrorism.

Col. Leon Victor Rosete, provincial director, said the proposed measure will provide solid legal foundations to protect the community from extremism and terrorism. 
"It will also protect the rights of accused of the crime to have the due process of law since the bill requires law enforcement agencies to notify in writing concerned court, Commission on Human Rights and Anti-Terrorism Council, whenever terror suspects are detained," Rosete said in a statement. 
He said the proposed measure provides the police enough time to thoroughly probe and gather evidence against terror suspects with its 14-day reglementary period as compared to the 36 hours of detention under the present Human Security Act (HSA). 
"It also reinforces police powers of surveillance, arrest, and detention but limits the chances of terrorists to escape due to the inability of (the) police to complete the required evidence in courts," he added.
Aren't there already solid legal foundations to protect the community from terrorism? It's not like terrorism is not a crime already.

It is already illegal to commit terrorist acts, provide support to terrorists, and incite others to commit such acts. If one wants to do such things why would this new law stop them? Illegal drugs certainly contribute to destroying society's structures and one group claims the Anti-Terror Bill will help keep  the youth away from them.

Leaders and members of the Kabataan Kontra Droga at Terorismo (KKDAT) in the province see the proposed anti-terrorism bill will protect them against illegal drugs and violent extremism. 
“Now more than ever, there is an urgent need for the proposed measure to be passed so that they would fall victim to the menaces of illegal drugs and terrorism,” the group said.

How the bill will keep the youth from falling victim to illegal drugs is not said. It seems that this bill is being flouted as a cure-all for the nation's ills. Many local executives think the law will keep their communities safer.

Davao Oriental Governor and chairman of the Regional Peace and Order Council 11 Nelson Dayanghirang expressed his strong support for the measure, saying this will boost the country’s campaign in the fight against terrorism. 
“This is an urgent and essential concern. Ensuring the safety and well-being of the Filipino people is an agenda that cannot be ignored and postponed. This will allow for the consistent strides toward peace and development," he said in a statement Wednesday. 
Dayanghirang added that only those who are indifferent and sympathize with the terrorists will oppose the bill.
Only those who sympathize with terrorists will oppose the bill. That is the kind of language that many are warning against. Groups opposed to the bill are being labelled as terrorist groups even as the government promised that would not happen.

Despite promises that the anti-terrorism bill would not target activists and critics, two of the national police's regional offices posted images accusing legal activist organizations of being communist fronts Sunday night, implying also that the bill pending President Duterte's signature would "put them out."  
Butuan City-headquartered Police Regional Office 13, on its official Facebook page, listed a number of activist organizations as "communist terrorists," including militant groups Anakbayan and League of Filipino Students along with Bayan Muna and Kabataan Party-lists.  
"The picture says it all," the caption reads in the post portraying the "Peace-loving Filipino" and the "Philippine government" putting out the "fire" of the "communist terrorist" by means of the anti-terrorism bill. Included in the supposed communist terrorist groups is the black flag used by the Islamic State of Iraq and Syria. 
An account called PNPBaguioStn4, which is followed by the Philippine National Police's official Twitter account, also published a post, singling out Kabataan party-list, which has one seat at the House of Representatives.  
The same account, in a post before Labor Day also accused the Alliance of Concerned Teachers, Gabriela Women's Party, Bayan Muna, League of Filipino Students, Kabataan Party-list, and Anakbayan of being terrorists.
If these groups are terrorist organizations why are they allowed to even exist and have members in the House? These groups always complain of red-tagging and being accused as fronts for the CPP-NPA. Under the new law they will certainly be targeted as the AFP says cutting off the source of funds for the CPP is one of the goals of the new law.

The proposed Anti-Terrorism Act of 2020 will allow the government to cut sources of financial and logistical support for communist terrorist groups, Philippine Army (PA) commander, Lt. Gen. Gilbert Gapay said Wednesday. 
"It would enable us because you know they (communist terrorist groups) are still espousing armed violence to bring about change in our society, in our country. And of course, in doing so, they need support, they need finance and logistics support from other sectors so this bill would also enable us to cut that umbilical cord so that it could, and we could prevent and hopefully, finally end this communist insurgency," Gapay said in an interview with ABS-CBN News Channel. 
Section 25 of the bill mandates that the proposed Anti-Terrorism Council "shall automatically adopt the United Nations Security Council Consolidated List of designated individuals, groups of persons, organizations, or associations designated and/or identified as a terrorist, one who finances terrorism, or a terrorist organization or group". 
Gapay added that the New People's Army (NPA) is well within the definition of terrorism in the proposed measure as they have killed civilians and uniformed personnel using treachery, and violence.
He does not specify how the law would enable them "to cut that umbilical cord" of financial support to the CPP. It is already illegal to finance them yet when the government says they have a list of politicians who have paid NPA taxes they do nothing.

Department of the Interior and Local Government (DILG) Secretary Eduardo M. Año today bared a watchlist containing 349 local and national government officials are allegedly providing support to the Communist Party of the Philippines-New People's Army (CPP-NPA) by form of extortion money and permit to campaign fees. 
Año says that based on intelligence reports received by the DILG, 349 local and national government officials ranging from congressmen, provincial governors down to the barangay councilors have been identified as source of financial aid and are tied to the communist rebels.  
"We now have a watchlist, we know you. So if you are supporting communist rebels, in any way, you ascertain yourself as a supporter of terrorism and an enemy of the state, you establish yourself as an accomplice to their cause," he says. 
“We cannot win the war against terrorism if these local officials continue funding the very source of terrorism in the first place," he adds.
How many of those people have been held accountable? I am guessing none. Columnist Rigoberto Tiglao continues to allege the the CPP-NPA receives billions from corporations and politicians.

THE Communist Party of the Philippines (CPP) has extracted P1.9 billion from private companies, the bulk of it from the country’s telecommunication (telco) firms, which explains to a large extent the survival of this armed insurgency. 
The data was retrieved from memory flash drives found in the quarters of party Chairman Julius Giron — known in inner party circles as Ka Nars — who was killed last March 13 in a Baguio suburb, allegedly by a military intelligence unit supported by local police. 
According to the data, “telecom” gave P1.4 billion to the CPP out of the P1.9 billion total from companies described as from the transport, manufacturing, tobacco and power industries, as well as from candidates for elective posts (“one-time deals”).
Tiglao claims all the proof is on flash drives recovered after the killing of CPP Chairman Julius Giron. This is not the first time he has made this accusation. What has the DOJ done about this claim? If the AFP recovered flash drives with the proof that the telco firms have given over a billion pesos in protection money why have they not made this information public and prosecuted these firms? If the AFP is serious about cutting the umbilical cord of financial support to the CPP-NPA then these corporations and politicians should be investigated and then prosecuted to the fullest extent of the law.

Two of the most interesting provisions in the Anti-Terror Act of 2020 is the aforementioned section 25.

Sec. 25. Designation of Terrorist individual, Groups of Persons, Organizations or Associations. - Pursuant to our obligations united Nations Security Council (UNSCR) No. 1373, the ATC shall automatically adopt the United Nations Security Council Consolidated List of designated individuals, group of persons, organizations, or associations designated and/or identified as a terrorist, one who finances terrorism, or a terrorist organization or group.
In plain words it means that the CPP-NPA will finally be designated a terrorist group. Even though Duterte signed a resolution declaring them to be a terrorist group what is needed is a formal designation buy the DOJ. They have been dragging their feet on the matter for two and a half years now.

A Manila court has approved the revival of a Philippine government petition seeking to declare the Communist Party of the Philippines - New People's Army (CPP-NPA) a.k.a. Bagong Hukbong Bayan as a terrorist organization under Rep. Act No. 9372 or the Human Security Act of 2007. 
Manila Regional Trial Court Branch  19 Judge Marlo A. Magdoza- Malagar, in an order dated February 7, 2020, granted a motion for reconsideration filed by the Department of Justice (DOJ), citing "higher interest of justice". 
The original petition was filed in February 2018. 
On January 3, 2019, the Department of Justice (DOJ) filed the amended petition before the  Manila RTC delisting 600 persons in the original petition. 
The court dismissed the DOJ petition on January 20, 2020 for the DOJ's failure to prosecute with the court citing that "despite the lapse of a considerable length of time, the petitioner had not yet caused the service of summons by publication".
Right now it seems the only group officially designated as a terrorist group is Abu Sayyaf.

A Philippine court has declared Abu Sayyaf a terrorist organization in a ruling that provides the government with another legal weapon against bandits who have survived years of US-backed offensives, state prosecutors said Thursday. 
The Abu Sayyaf is the first bandit organization to be officially outlawed in the Southeast Asian country under a rarely used anti-terrorism law. The brutal group, which has targeted Americans and other foreigners, has already been listed as a terrorist group by Washington. 
Philippine prosecutors said the terror designation will help the government hunt down and prosecute the Abu Sayyaf and get court permission to place suspected bandits under surveillance. 
Officials could impose sanctions against members and supporters and make it harder for the bandits to receive financial support because of their designation as outlaws, they said. 
"This is one more way to turn our country into a hostile ground for terrorists," state prosecutor Aristotle Reyes said. 
He said the court decision was crucial because a number of Abu Sayyaf commanders have expressed allegiance to the extremist Islamic State group, although there has been no evidence of any active collaboration or contacts.
Abu Sayyaf was given this designation back in 2015. Two years later the Marawi siege happened. Today the ASG is weakened but still active. Can it honestly be said that this court ruling changed anything? And will the new Anti-Terrorism Act of 2020 change anything? Or will it be business as usual?
