Coronavirus Lockdown: Bent Curve, Armored Personnel Carriers, and More!

More news about the COVID-19 pandemic in the Philippines.

The number of COVID-19 cases continues to rise and the DOH continues to issue misleading statements about the nature of the situation.

Health Secretary Francisco Duque III has taken back his earlier pronouncement that the country’s COVID-19 infection curve has been “flattened” since April, this time saying it was “bent”. 
In a series of tweets hours after making the controversial remark, Duque “clarified” the statement he made during a pre-State of the Nation Address forum. 
“Our case doubling time in April passed the 3-day doubling time mark,” he explained. 
Forward to July 15, the Department of Health (DOH) chief said, case doubling time is eight days which is past the seven-day doubling time mark. 
“This means we bent the curve in April after the March ECQ but we are seeing an increase in cases due to the expanded testing capacity and community transmission as we allow movement of people,” he continued. 
(What’s important is we maintain the number of cases at manageable levels so that our healthcare workers will not be overwhelmed and overworked.)
Whether or not the rise in cases is to attributed to the "movement of people" due to the reopening of the economy or "expanded testing capacity" or it is certain that the number of infected continues to rise faster than predicted.

As of 4 P.M., we have crossed the 60,000 mark with 2,498 new confirmed cases out to 84.5 percent (71 of 84 labs) reporting. We now have 61,266 total cases with 75.5 percent or a whopping 1,886 cases coming from National Capital Region (NCR) alone. The remaining provinces that round up the top five: Cebu with 198; two provinces in Region IVA, namely, Cavite with 57 and Laguna with 44; and Davao del Sur with 44 cases. 
This is the most number of cases NCR has ever registered since the start of the pandemic. And if we review the breakdown of the data yesterday on the 708 cases in NCR, one should not be surprised at the hospitals hollering that they’re full to the brim with their COVID wards. 
Of the 1,310 new confirmed cases yesterday afternoon, 54 percent (708) were from NCR alone. The other contributors included Regions IVA (169 cases), VII (208 cases), Region VI (134 cases), Region X (47 cases), and Region IX (42 cases). Only BARMM did not have a case reported yesterday.
One  certainly would expect hospitals to be filled to the brim with COVID-19 patients but tens of thousands of actively infected patients are not being quarantined in a hospital.

Over 33,000 active cases of coronavirus disease 2019 (COVID-19) as of July 15 have not been admitted to hospitals, data from the Department of Health (DOH) showed 

According to Mariz Umali’s Thursday report on “24 Oras”, the DOH's data drop for July 15 showed that there were 33,786 cases of COVID-19 outside the hospitals. 

The number represented 93 percent of the active cases. 

According to the DOH Data Drop, 31,090 or 92 percent of active cases are mild, 2,551 are asymptomatic, while 2,184 are confined in hospitals. 

The GMA News Research team’s analysis of the DOH data found that the majority of active cases are in Metro Manila, followed by Central Visayas and Calabarzon.
If the NCR has the most number of emerging cases then why not go back to ECQ? Why not bring in armored personnel vehicles like in Navotas which has started a two week lockdown and is part of the NCR and Metro Manila area?

On the first day of the city-wide lockdown on Thursday, armored personnel carriers were deployed to Navotas City to assist in the strict enforcement of the lockdown measures amid the COVID-19 pandemic. 
National Capital Region Police Office (NCRPO) chief Police Major General Debold Sinas also visited the city to inspect the situation in the area. 
"Right now, our deployment and the rotation of our troops are good. Because we are training, this is the first day of deployment," Sinas said in Allan Gatus' live report on Dobol B on News TV. 
Sinas said the two armored personnel carriers are not meant to scare the residents but only to remind them about the presence of policemen in the area. 
"[We are not intimidating]. This is to show [that] the SAF (Special Action Force) helped us, to remind our countrymen that we are there, the SAF, that is also the police. .. with us ... reminded that we follow the directives of the city mayor of Navotas, "Sinas said.
A show of force by the SAF is not intimidating at all sure. They are just a reminder to "follow the directives of the city mayor of Navotas."
Duque mentioned making sure that healthcare workers won't be overwhelmed but how is that possible when they are undermanned?

A shortage of personnel remains the "biggest challenge" to the Philippines' coronavirus testing drive, an official leading the effort said Thursday.  
Lack of laboratories initially hounded the campaign. But the Philippines has increased its screening capacity to 85 laboratories that can run about 25,000 tests per day, said testing czar Vince Dizon.  
"Now that we already have 85 labs, our supplies are coming in, our biggest challenge now is personnel," he told ANC. 
As an example, Dizon cited the Research Institute for Tropical Medicine, the country's biggest testing lab, which recently downgraded screenings after some personnel caught the respiratory disease.  
"Getting more medical technologists, getting more lab personnel is a big challenge. And we have to really find a way to address this by even maybe asking for volunteers from our schools to provide us with skilled technicians," said Dizon, who is also deputy chief implementer of the National Task Force on COVID-19. 
There might not be such a shortage of medical technicians if many of them did not go overseas for better pay. But perhaps the golden lining of the pandemic is that some of those OFWs in the medical field will be repatriated.

The decline in cash remittances was attributed to the unexpected repatriation of some OFs (overseas Filipinos) deployed in countries heavily affected by the pandemic, and temporary closure/limited operating hours of some banks and institutions from both the sending and receiving ends that provide money transfer services during the lockdown,” the BSP said. 
“OFW remittances could remain relatively low/sluggish in May 2020 as many host countries remained in lockdown and also in view of the continued repatriation of tens of thousands of OFWs back to the Philippines,” Ricafort said. 
“The height of the lockdowns may have also hampered/disrupted the sending and receiving of OFW remittances through various non-digital/non-electronic channels, thereby also contributing to the reduction in OFW remittances volume/amounts,” he added.
Nurses are already feeling the burden of dealing with the pandemic and are demanding better working conditions.

The Filipino Nurses United (FNU) said yesterday that the continuing increase in COVID-19 cases is now taking its toll among nurses that have expressed fears for their safety and that of their families. 
FNU vice-president Eleonor Nolasco said yesterday that nurses are restless as they are being swamped with patients who may be infected. 
Nolasco said that the protest actions happening at the San Lazaro Hospital (SLH) in Manila are expected to “snowball” to other health facilities as more nurses are coming out to call on the government to improve their conditions. 
“Our nurses are very worried because the more the number of cases is increasing, the greater the chance for them to get the virus, especially if they do not have adequate supply of PPE (personal protective equipment),” she added. 
Aside from safety concerns the nurses also complained of the non-payment of hazard pay or inadequate compensation, extended working hours and the charging of required quarantine period on their leave of absence, among others. 
Nolasco added that if not sufficiently protected, more nurses would be infected by the virus, which is what is happening at SLH. 
Nolasco gave assurance that nurses are not about to give up but being in an environment where they feel they are not protected is demoralizing them.
No hazard pay, inadequate PPE, and long hours is demoralizing nurses who already weren't adequately compensated before the pandemic.

The Palace and the DOH both claim that the number of cases started rising once the economy was reopened. But how to balance fighting the virus and keeping the economy open?

The Taguig City government is focusing on the decisive and proactive localized lockdowns to balance the response to the coronavirus disease (Covid-19) and keeping the economy open, Mayor Lino Cayetano said on Friday. 
"Localized lockdowns are the key towards the MGCQ (modified general community quarantine) and the new normal. Where there is a high figure of infections, whether it is a building or just a floor, street or cluster of houses, we will implement a localized lockdown so that other areas will not be affected," Cayetano said in a Laging Handa briefing. 
He said such a measure was the consensus of all Metro Manila mayors, noting that putting a village or a city under lockdown is something that they cannot afford anymore.
Cayetano added that localized lockdowns help in keeping the economy open that result in continuity of jobs for the people.
 
"We are doing this in line with the direction of the national government. We were talking to DTI (Department of Trade and Industry) Secretary Mon Lopez, one of his reminders is to prevent closure of businesses and loss of jobs while we continue to battle the pandemic," he said.
Rolling, localized, lockdowns in areas with a high infection rate. Two weeks here, two weeks there, and the economy isn't completely shuttered.

The Armed Forces of the Philippines (AFP) can activate field hospitals and deploy medical units to augment public and private hospitals treating people infected with the coronavirus virus disease (Covid-19) should the need arises. 
"We can but we may need additional personnel. Our hospitals are also now treating Covid-19 patients and we have also fielded two teams to Cebu," Defense Secretary Delfin Lorenzana said in a message Thursday night when asked if the military can lend a hand should the number of Covid-19 patients continue to rise. 
Last June 28, the AFP deployed a military medical team composed of nine doctors, 10 nurses, and 13 medical aides in Cebu to help in ongoing efforts to contain the spike of Covid-19 cases in the city.
Last week DILG Secretary Año said:
"So what we will do, with the help of LGUs (local government units) and PNP (Philippine National Police) we will house that house and bring the positives to our COVID isolation facilities," he added.

Very clearly it means the PNP will be going house-to-house searching for those infected with COVID-19. Now Año says that is fake news.

Reports of police and military forces leading the house-to-house searches for coronavirus disease (COVID-19) patients to be taken to isolation facilities are fake news, Interior Secretary Eduardo Año said on Friday. 
In a statement, Año said the reports are “part of the disinformation campaign by unscrupulous individuals.” 
Año also reiterated that police officers will only be escorting local government and city health officials during the conduct of “Oplan Kalinga,” which aims to transfer COVID-19 patients with mild or no symptoms, to government isolation facilities to ensure that they will finish the quarantine period. 
“Again, I repeat, the police are there merely in a supporting role,” Año said.
Whether leading the searches of simply assisting LGUs the concern is that the PNP is involved in an capacity with house-to house searches. What exactly will their role be? Will the forcefully extract unwilling patients by gunpoint?

The BFP will also be assisting in house-to-house searches.

The Bureau of Fire Protection (BFP) has deployed its chemical, biological, radiological, nuclear and explosives or CBRNE teams to assist in the house-to-house search for coronavirus disease 2019 (COVID-19) patients. 
BFP chief Director Jose Embang Jr. said yesterday these special response units natiowide would help local government units in the implementation of Oplan Kalinga, a government program aimed at relocating COVID patients under home quarantine to state-run quarantine or isolation facilities. 
Embang said BFP personnel are well-trained in handling hazardous materials and are also equipped with protective gear. 
Interior Secretary Eduardo Año ordered the BFP to help local health officials in the search for COVID-19 patients.
Good thing BFP personnel have now been issued guns. At least the order has been given and they should be armed soon if not by now.

Wearing a mask is supposed to help deter the transmission of COVID-19 but what if there was a super mask which could prevent 99% of germs from reaching the wearer?

One development aimed at checking the spread of the SARS-CoV-2, the virus that causes COVID-19,  is the CopperMask, which is now here in the Philippines. 
It’s a special facemask made of infused copper strands that have natural anti-microbial properties that protect anyone wearing it not only from SARS-CoV2 but other harmful microorganisms as well. 
Most studies show that the coronavirus can last for some time on different surfaces — three to seven days on plastic and stainless steel, up to four days on glass and paper, and a day or two on wood and cardboard. 
But most viruses “don’t” stay long on copper surfaces,” according to a recent study conducted by the National Institute of Health in the United States. 
The study shows that SARS-CoV2 can last on copper for only four hours.
It's P350 plus shipping for a box of these masks if you care to test them out. Needless to say some experts are not keen to buy into the claims of these kinds of products. Either way Duterte thinks anyone who does not wear a mask of some kind should be jailed so as to be taught a lesson.

In this same speech Duterte also advised people to disinfect their masks with gasoline.

Those wishing to reuse masks can "spray it with alcohol" or "Lysol if you can afford it," and then hang the mask up to dry, Duterte said. 
But for those who can't, the president suggested they "soak it in gasoline or diesel." There is no evidence to suggest that gasoline or diesel can kill the COVID-19 virus, and contact with or inhalation of these fuels can cause other health problems. 
The U.S. Environmental Protection Agency list of COVID-19 disinfectants for use on surfaces does not include either gasoline or diesel. The Centers for Disease Control and Prevention warns that inhaling gasoline can cause asphyxiation, while repeated or prolonged contact with the skin can cause irritation, dermatitis and even burns. 
But Duterte appeared convinced of its effectiveness, though The Manilla Bulletinreported that the president was joking. "That son of a b**** COVID won't be able to fight that," he said of his advice. "It's true, if you want disinfection, look for gasoline. Soak your hands. Just do it far away, don't do it inside your house."
Just another joke? Jailing those who do not wear a mask appears to be no joke at all.

Why the tough talk about mask compliance when the majority of people wear them?

Malacañang on Tuesday was elated that majority of Filipinos are complying with the government’s protocol of wearing face masks to curb the spread of the coronavirus disease 2019 (Covid-19) in the country. 
This, after a survey conducted by a think tank from the United Kingdom (UK) found that most Filipinos wear face masks whenever they leave their homes. 
(Because the wearing of face masks lowers the chance of spreading the disease, congratulations Philippines. Let us continue wearing face masks, observing social distancing, and washing hands),” he said. 
From June 22 to 28, around 91 percent of Filipinos have worn face masks whenever they are outside of their homes, according to a survey conducted by UK think tank YouGov in partnership with the Institute of Global Health Innovation at Imperial College London. 
The study revealed that only 1 percent of Filipinos refused to wear face masks.
All that bluster over 1% of the people who refuse to wear a mask which offers little to no protection against the virus anyway.

We know that wearing a mask outside health care facilities offers little, if any, protection from infection. Public health authorities define a significant exposure to Covid-19 as face-to-face contact within 6 feet with a patient with symptomatic Covid-19 that is sustained for at least a few minutes (and some say more than 10 minutes or even 30 minutes). The chance of catching Covid-19 from a passing interaction in a public space is therefore minimal. In many cases, the desire for widespread masking is a reflexive reaction to anxiety over the pandemic.
That's medicine talking.  That's science speaking. And yet Duterte declares he is making his decisions based on science?

Lawless Philippines: Motorcycle Helmets

Only in the Philippines does a law meant to protect the people end up hurting them.  Ok maybe not only in the Philippines. Criminals around the world use the law to their advantage. But in the Philippines it sometimes seems as if laws exist to protect criminals. In particular I am referring to the motorcycle helmet law.

This law was passed as a protective measure for motorcycle riders but assassins were able to get away with murder because the helmets masked their faces. This prompted several cites to pass laws banning the use of full-faced motorcycle helmets.

Motorcycle riders in the municipality of Morong, Rizal, are not allowed to wear full-face helmets and bonnets that conceal their faces, according to a memorandum order by Mayor Armando San Juan. 
The order, dated June 2, says: "Concealment of one's face while travelling and moving around our area of jurisdiction is subject to inspection of authorities in Morong, Rizal." 
According to municipal administrator Danilo Mendoza, the order is meant to protect the lives of the general public. He cited the death of barangay captain Roger Canios, who was shot in the head by an unidentified suspect who fled on a motorcycle. 
Wearing motorcycle helmets, Mendoza said, is becoming ironic because they are used to protect the safety not of the riders or the citizens but of the killers.  
Even if Republic Act 10054 or the Motorcycle Helmet Act of 2009 mandates all motorcycle riders to wear a standard helmet, Mendoza said that the helmets are being used to conceal both the identities of the riders and their intention of attacking public officials. 
(Here, the Mayor saw that, instead of protecting the people from accidents, which is the real purpose of [Republic Act] 10054, the helmets give protection to the criminals in doing their criminal acts.)
Ironic? Definitely. Here is the reasoning of the law.
SEC. 2. Declaration of Policy. - It is hereby declared the policy ofthe State to secure and safeguard its citizenry, particularly the operators or drivers of motorcycles and their passengers, from the ruinous and extremely injurious effects of fatal or life threatening accidents and crashes. Towards this end, it shall pursue a more proactive and preventive approach to secure the safety of motorists, their passengers and pedestrians at all times through the mandatory enforcement of the use of standard protective motorcycle helmet.

Morong, Rizal is not the only city to have banned full-faced motorcycle helmets.

April will mark the month in which Dumaguete City will outlaw all motorists from wearing bonnets and masks. The law pertains to motorcycles but will also be enforced with drivers of automobiles as well. 
The law is to thwart robbers, killers and snatchers who conceal themselves before acting out their crimes.
The PNP lent their support to Mandaue's banning of full-faced motorcycle helmets.

THE Mandaue City Government secured two high-profile supporters of its ordinance that prohibits motorcycle drivers from wearing bonnets, full-faced helmets, and masks when passing by the city. 
In an interview yesterday, Cebu Gov. Hilario Davide III said he favors Mandaue City’s measure because it will help authorities identify people who use motorcycles for various crimes. 
Supt. Reyman Tolentin, information officer of the Police Regional Office (PRO) 7, said that enforcing the rule will help investigators do their jobs, and that he hoped other local government units, like Cebu City, will follow suit.
I am not certain at all how local laws can supersede national laws especially now in the new normal when everyone is required to wear a mask when out in public. It's not as if RA 10054 has any teeth though because the PNP does not enforce it. The cops are not patrolling the roads and pulling over helmet-less riders. Nor do the LTO officers standing around blowing whistles stop helmet-less riders. There are many riders without helmets.


What's worse is the fact that many young children are put in danger by their parents as they ride squished in-between mom and dad or right up front on the handlebars and with no helmet. But that's a law to feature another time in Lawless Philippines.

Insurgency: Vows to Crush NPA

Here we go again! Another of the AFP's top brass vows to crush the NPA.

The chief of the newly-assigned 901st Infantry Brigade (901Bde) in Surigao del Norte has vowed to "decisively address" the threat of the communist New People’s Army (NPA) in the region. 
In a statement to the Philippine News Agency (PNA) on Friday, Col. George L. Banzon said the recent deployment of the brigade to the Caraga region is "attuned to the President’s (Rodrigo R. Duterte) marching order to end the local communist armed conflict in the country." 
Based in the Surigao del Norte town of Placer, 901Bde welcomed Banzon as its new commander in a turn-over ceremony on Wednesday. 
Banzon underscored the importance of EO 70, saying it promotes participatory governance, "the synergy of government development efforts and enhancing the participation and responsibilities of local government units." 
It does not seem as if Col. Banzon actually vowed to crush the NPA. Instead he said he will "decisively address" the situation. To that end Col. Banzon said EO 70 is important to ending the insurgency. EO 70 is the whole-of-nation approach which aims to address and fix the underlying causes of the rebellion. Part of this approach is the E-CLIP program.
The E-CLIP (together with the Amnesty Program) was also aligned with the implementation of the NTF-ELCAC pursuant to EO 70.
While the AFP does engage the NPA in firefights it does not appear they want to crush the NPA at all. They would rather the rebels surrender and take all the benefits that come with amnesty which include housing, training, and money.

A former member of the Communist Party of the Philippines-New People's Army (CPP-NPA) has vowed to work hard to have a good future as he starts a new life with the PHP104,000 cash benefits given to him by the government. 
In a simple ceremony in Trinidad town on Tuesday, alias "Ben", a former rebel operating in Bohol who surrendered in 2018, received from Governor Arthur Yap a PHP15,000-cash assistance, PHP50,000-livelihood assistance and PHP39,000 representing the government remuneration of the firearms he surrendered to the authorities. 
"Ben" said he is grateful that the government gave him a chance to start a new life through the “abundant assistance”. 
Seeing the adverse effects of the atrocities committed by his armed group on the community, "Ben" eventually thought of ending his personal armed struggle and decided to turn himself back to the fold of law. He also surrendered his .45-caliber pistol. 
1st Lt. Elma Grace Remonde, 47th Infantry “Katapatan” Battalion’s civil military operations officer, said the financial assistance to "Ben" was given through President Rodrigo Duterte's Executive Order No. 70 implementing the whole-of-nation approach in ending insurgency. 
The program, she said, is also aligned with the Enhanced Comprehensive Local Integration Program (E-CLIP), a national program to help former rebels by way of livelihood and other assistance. 
EO No. 70 mandated the creation of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) to synchronize the use of resources and capabilities of government instrumentalities and private sector stakeholders in ending the atrocities by the communist terrorist group. 
Remonde, addressing the rebels, said the “Army in Bohol will never get tired of urging you to return to the fold of law and avail the programs of our governments for you”.
P104,000 surely is "abundant assistance" for one man. What atrocities did he commit with his group? Whatever they were he will never be held accountable for them now.

A total of 11 former rebels (FRs) received checks amounting to PHP86,000 each on Tuesday from the head of the government’s Task Force Balik Loob, which oversees the Enhanced Comprehensive Local Integration Program (E-CLIP).

Arnulfo Marcelo Burgos Jr., commander of the Philippine Army’s 2nd Infantry Division, said a total of 604 former rebels have already turned over 114 firearms to government security forces since E-CLIP’s maiden implementation in Luzon and Visayas on Aug. 14, 2018 at Tanauan City, Batangas. 
He said out of the total number of surrenderers, 144 surfaced this year, 109 of whom came from Region 4-A while the remaining 35 were from Mindoro Provinces. These returnees yielded 25 firearms to the government security forces. 
“All in all, around PHP16.262 million worth of grants, have been distributed to our former rebels,” he said. 
“The former rebels under our care, and those who will decide to give up the armed struggle in the coming days, will be assisted by our troops in claiming their benefits, ensuring their safety and promoting their well-being as they rejoin our society as responsible and productive Filipinos,” he added. 
Burgos expressed optimism that more terrorists will return to the fold of government in the coming days as many in the underground movement’s rank are demoralized because of the recent signing of the Anti-Terrorism Act. 
Under E-CLIP, qualified former rebels can avail up to PHP700,000 worth of government grants which they can use to start in living peaceful lives after turning their backs from the underground movement.
Maj. Gen. Burgos is not looking to crush the rebellion. He hopes the rebels are demoralized by the new Anti-Terrorism Law and will surrender. But why would they be demoralized? The insurgency has lasted 50 years. According to the opinion of former Supreme Court Justice Antonion Carpio the new anti-terrorism law will not pave the way to declaring the CPP-NPA a terrorist group.

Mr. Duterte and Lacson are both sadly mistaken, because under the ATA rebels are not terrorists and cannot be declared as terrorists. First, in defining terrorism the ATA deleted all the predicate crimes, like rebellion and coup d’etat, listed in the definition of terrorism in the Human Security Act of 2007 (HSA). The crime of terrorism in the ATA is now a separate and distinct stand-alone crime, unlike in the HSA where the predicate crimes, like rebellion and coup d’etat, were the means of committing the crime of terrorism. 
Second, the ATA has been carefully worded “to differentiate terrorism from coup d’etat, rebellion, and sedition.” This is clearly shown in the Senate deliberations on the ATA. 
Third, under the ATA, whether an act is rebellion, coup d’etat, or terrorism depends on the intent of the person committing the offense. 
Fourth, the House of Representatives adopted entirely, without amendment or discussion, the Senate version of the anti-terrorism bill. This means that the House also adopted the intent and interpretation of the Senate of the provisions of the anti-terrorism bill. 
There can be no dispute that the ATA does not criminalize as terrorism acts that constitute rebellion. If the acts constitute rebellion, then the crime committed will be rebellion and not terrorism. The intent of rebels is to remove any territory or military force of the Philippines from allegiance to the Government or its laws, or to deprive the President or Congress of any of their powers. The intent of terrorists is to intimidate the public and the Government, create fear, or destabilize the political, economic, and social structure of the country. 
CPP-NPA rebels, whose intent is clearly rebellion, are not terrorists under the ATA, and consequently they, individually or as a group, cannot be proscribed as terrorists under the ATA.
According to Carpio the CPP-NPA are classified as rebels and not terrorists under the new law while under the old law they could be classified as terrorists. That is a glaring deficiency in the new law. Perhaps this classification issue will be challenged in court by the DOJ. Regardless, this is an interesting opinion and is not unlike that of Duterte when he was mayor of Davao.

In Thursday’s trade expo, Duterte said, “I can talk, but I can’t talk them out of their ideology. You have to realize the Communist Party is entering its 45th year here. You have to admit there’s been historical injustice committed on the people.” 
Duterte said the national government should deal with the revolutionary groups by talking peace. 
“Crimes I can deal with it. But with the revolutionary (groups), I give it to the (national) government, but here, I advised government not to make arrests of revolutionaries” he said.
Even Duterte called them revolutionaries and advised against arresting them. He has seemingly changed his tune now. As ever it remains to be seen just what will happen with the status of the CPP-NPA under the new law.

The AFP was crowing earlier in the week about four high level NPA officers being caught.

Four alleged officials of the communist insurgents were collared in Barangay Magballo, Kabankalan City, about 103 km south of here, according to military officials. 
In a statement, the Army’s 15th Infantry (Molave Warrior) Battalion identified the four as Emmylo Cañares, 38; George Buga-ay, 42; Relyn Moreno, 22; and Raffy Patajo, 21. 
Based on the statement, Cañares, of San Fernando town, Cebu was said to be the secretary of the Second National Urban Center Party Committee (2NUCPC) of the New People’s Army (NPA). 
Buga-ay, who is from Kabankalan, was allegedly the finance logistics officer of the Regional Strike Forces. 
Moreno, also from Kabankalan, was identified as Regional Communication (RCOM) staff of KR-N while Patajo, of Ilog town in Negros Occidental, was the alleged squad leader of Platoon 2, South West Front, and a Regional Communication Staff of KR-N. 
Recovered from their possession were firearms and explosives including a. 45 caliber pistol, a .38 caliber revolver loaded with five ammunition, four hand grenades; P24,000 in cash, cellular phones, and chargers, USBs, subversive documents and personal belongings, the Army said. 
Lt. Col. Erwin Cariño, 15IB Commanding Officer, described the arrest as a “major setback” on the part of the NPA rebels operating on Negros Island.
Capturing these four high ranking officers sounds good but the CPP issued a statement saying these are not their people.

They are not even members of the NPA, rebel spokesman Ka Juanito Magbanua claimed, adding that those arrested are but victims of the government intensifying of state terrorism, targeting innocent civilians and labeling them as NPA top brass for bounty and to demoralize the revolutionary movement. 
Maj. Cenon Pancito III, Public Affairs Office chief of the 3rd Infantry Division, said yesterday that there is nothing new in the denial of Magbanua, stressing that they are masters in making excuses each time their group commits blunders and are now crippled by the series of combined operations against them. 
Maybe they are NPA members and maybe not. One thing's for sure the NPA assassinates ex-rebels suspected of being informants. The AFP caught one of those assassins this week.

Police and military personnel arrested on Tuesday a notorious member of the New People’s Army responsible for the mass execution in Leyte in the 1980s. 
Armed with a warrant of arrest, operatives of newly created Joint Task Force “Tandaya” nabbed Felomino Salazar Jr., 69, in Tinago village, Inopacan, Leyte. He is an executive committee member of the NPA Southern Leyte Front. 
The Philippine Army reported on Wednesday that the Regional Trial Court of the National Capital Judicial Region Branch 32 issued the arrest warrant for Salazar for 15 counts of murder committed during the infamous NPA purging in the late 1980s. 
The activity dubbed “Oplan Venereal Disease” has killed about 300 Leyte residents suspected by NPA as military informants. 
“Salazar was then part of the dreaded CPP (Communist Party of the Philippines)-NPA intelligence group whose main task during the implementation of the 'Oplan Venereal Disease' was to identify, arrest, investigate and execute suspected government informants within their organization,” said PA 802nd Infantry Brigade Commander Col. Zosimo Oliveros in a statement. 
Former comrades who already surrendered to government tagged Salazar as the executioner of the victims of the NPA purging by the CPP central committee to cleanse its ranks of suspected government agents. 
Based on accounts of the military and witnesses, most of the victims bore brutal marks of crushed skulls with eyes still blindfolded. They suffered severe flesh wounds and broken bones before they were shot multiple times. 
The skeletal remains of 67 persons were exhumed from shallow graves at Subang Daku village in Inopacan town on Aug. 28, 2006, through the help of villagers. 
Salazar did not resist arrest since he claimed that he already surrendered to the mayor. 
He also owned up to the murders without a feeling of remorse, the military said.
No E-CLIP benefits for this guy. No E-CLIP benefits for the 124 terrorists killed so far this year either.

Some 124 terrorists were killed in 279 armed encounters against communist and local terror groups in the first semester of 2020, the Philippine Army (PA) said on Saturday.  
In a statement, Army commander Lt. Gen. Gilbert Gapay said 95 others were captured while 422 firearms were seized from these operations despite the challenges posed by the coronavirus disease 2019 (Covid-19) crisis. 
"Moreover, the convergence of efforts of various government agencies, local government units, civil society organizations, local communities, and the security sector have facilitated the surrender of 1,705 terrorists with 378 assorted firearms with the aggressive implementation of the whole-of-nation approach through the National Task Force in Ending Local Communist Armed Conflict (NTF-ELCAC)," he said. 
The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.
Technically and legally the Philippines does not list the CPP-NPA as a terrorist organization as the DOJ has not designated them as such. Taken as a whole these numbers do not point to the AFP crushing the NPA. With 124 killed, 95 captured, and 1,705 surrendered it seems clear that the AFP is placing their bets on the rebels peacefully surrendering.

2GO Cargo Truck Hits Low Hanging Power Lines

I was walking along and heard a noise. Lo and behold a huge cargo truck ran into a problem when it got snagged in some low hanging power lines. This event is the culmination of many things that have been documented on Philippinefails. That includes dangerously low hanging power lines and bad traffic. In this instance a cargo truck decided to take a detour through a narrow neighborhood street instead of navigating the proper route along all the busy roads. In the process the truck got entangled in some low hanging power lines.

I regret not taking a video but these pictures do tell the whole story. The truck got caught in the wires, one of the guys with the truck climbed on top and without gloves or any PPE removed the wires, and then the truck drove off. The wires also fell on a taxi which pulled forward so that the wires fell off. Imagine if the wires had been hot and he was electrocuted! Imagine if the entire truck had become electrified!

Everything about this situation is messed up but that is the Philippines. Maybe 2GO will be held accountable. Probably not and that is not the point of this post anyway. The point is to document Philippine fails and this is a doozy!












These pictures were taken on a Wednesday.  On Saturday I returned to see the aftermath and much to my surprise the wires had been lifted off the ground and placed back in the sky.


Maybe it's hard to tell but the wires are still hanging low. While that is a problem in and of itself the problem is exacerbated by any high clearance cargo trucks which might try to cut through this area. No cargo trucks should be cutting down this narrow lane in the first place. But every driver in the Philippines is looking for a shortcut.
