Six members of the Caloocan City Police’s anti-illegal drugs unit were recommended to be dismissed from service by the Philippine National Police – Internal Affairs Service (PNP-IAS) for allegedly assaulting a sidewalk vendor and robbing his “ayuda” worth P14,000 in March.

In a report Friday, June 3, PNP-IAS chief Alfegar Triambulo said he recommended the dismissal of Corporals Noel Espejo Sison, 33; Rommel Toribio, 29; Ryan Sammy Gomez Mateo, 32; Jake Barcenilla Rosima, 35; Mark Christian Abarca Cabanilla, 31; and Daryl Calija Sablay, 29, who are all members of the Caloocan City Police Drug Enforcement Unit (DEU).

The suspects were found guilty of administrative charges for grave misconduct and conduct unbecoming of a police officer, according to Triambulo. They were also facing a criminal charge for robbery which was filed by the victim, Eddie Yuson, 39.

According to the PNP-IAS’ investigation, Yuson, 39, was walking along Barangay 117, Caloocan City on March 27 to buy food for his family after obtaining cash assistance from the government when he was approached by the suspects.

Yuson was then frisked by the suspects before being allegedly assaulted and robbed of his cash as they boarded a white pick-up truck to escape.

Yuson is a widow and a single parent to four children.

The Sandiganbayan convicted a former provincial governor of graft over the anomalous purchase of fertilizers worth PHP4.9 million in 2004.

In its decision dated June 3, the anti-graft court's Second Division sentenced former Quirino Gov. Pedro Bacani to up to eight years in prison for violation of Republic Act 3019 or the Anti-Graft and Corrupt Practices Act.

Two private individuals, Edilberto and Kevin Apostol, both officials of fertilizer supplier Akame Marketing International, who were implicated in the transactions, remain at large.

The case stemmed from the purchase of two batches of fertilizers totaling more than 2,000 kilos in 2004 from Akame for implementation of the province's Farm Inputs and Farm Implements Program.

The Ombudsman found, however, that the transaction did not undergo public bidding.

The absence of a competitive public bidding resulted "in giving unwarranted benefits, advantage and preference" to the supplier, the court said.

A former governor was been convicted of graft over an anomalous fertilizer purchase.

The Office of the Ombudsman (OMB) has ordered the suspension of Anti-Red Tape Authority (ARTA) Director General Jeremiah Belgica and four other officials for alleged irregular practices.

Aside from Belgica, also suspended for six months by Ombudsman Samuel Martires were ARTA Deputy Director General Eduardo Bringas, Division Chief Sheryl Pura-Sumagui, Director Jedreck Ng and Director Melamy Salvadora-Asperin.

The order was issued on May 24, 2022.

Charges of grave misconduct, gross neglect of duty and conduct prejudicial to the best interest of the service were filed against Belgica and his subordinates. The case stemmed from the complaint of Dito Telecommunity, Inc. over the grant of frequencies to Now Telecom Company.

Now Telecom purchased bidding documents for the selection of a third major player based on the directive of the National Telecommunications Commission in September 2018. Now did not participate in the selection process but in 2020, it filed a complaint against NTC Commissioner Gamaliel Cordova before the ARTA, seeking the automatic approval of its requests for frequency assignment that had already been assigned to Dito. ARTA issued an order for the assignment of contingent frequencies for Now Telecom, a move questioned by Dito and the NTC.

The Ombudsman, in its order said that the guilt of the respondents "is strong" and the charges against them "may warrant removal from office."

"The six months preventive suspension is necessary for the Ombudsman to secure the documents and to prevent possible harassment of witnesses and considering further that the continued stay of the five ARTA directors in office may prejudice the case filed against them," the OMB said.

Officials from the Anti-Red tape Authority are facing charges of grave misconduct and irregular practices and are facing dimissal.

A village councilor, husband of their incumbent barangay chair, was gunned down by riding in tandem suspects in front of the barangay hall in Magsaysay Sur here at around 7:50 p.m. Monday.

A police report on Tuesday identified the victim as Ronald Castillo, 51, husband of Jacqueline Castillo, chairperson of the village.

Witnesses said the victim, himself a former village chief, was talking to a local peacekeeper by the roadside when the suspects arrived and shot him repeatedly using a short firearm.

The suspects were described only as both wearing white t-shirts.

The victim was rushed to nearby Wesleyan Hospital but was declared dead upon arrival by an attending physician.

"The suspects immediately fled on board a motorcycle, heading towards the north," the police reported.

Probers, however, have yet to establish the motive behind the killing.

A village councilor has been assassinated for unknown reasons.

The Office of the Ombudsman has indicted dozens of Bureau of Immigration officials and staff over the "pastillas" bribery scheme, where foreigners were allegedly whisked past airport counters in exchange for money.

The scam was the subject of hearings at the Senate, which looked into whether it had been used for sex trafficking and for letting Philippine Offshore Gambling Operations workers into the Philippines. President Rodrigo Duterte summoned the immigration officials to Malacañang for a dressing down and incorrectly claimed at his last State of the Nation Address in July 2021 that they had already been fired.

The Ombudsman said that the bribery scheme "allowed the entry of foreign passengers into the country without going through regular and stringent profiling or screening processes in violation of existing immigration rules and procedures, to the prejudice of the government and public interest."  

Bail for the 43 immigration officials and staff indicted has been recommended to be set at P90,000 each.

The Ombudsman said that the "pastillas" scam involved collecting P10,000 from 143 foreign passengers, particularly from Chinese nationals, to be let through the immigration checks at the Ninoy Aquino International Airport. The money was said to have been wrapped in paper, like the "pastillas" sweets.

Foreigners were referred to the immigration officers by "bosses or Chinese suppliers" who got the names from travel agencies, the Ombudsman also said. 

The operations of the "pastillas" scheme, including client lists, were discussed in Viber groups that were also run by immigration personnel.

The scam was done with the help of Chinese interpeters, who received a share of the grease money, and of Empire International Travel and Tours, which provided the client list to the immigration officers and staff.

43 immigration officials have been indicted over the pastilles scheme which allowed foreign nationals to enter the Philippines illegally.

The Supreme Court (SC) has affirmed the conviction by the Sandiganbayan of a former vice mayor in Iloilo province for graft and falsification in connection with a spurious council resolution passed in 1996 to authorize quarrying.

The SC’s Second Division dismissed the appeal filed by ex-Maasin vice mayor Arnaldo Partisala who was charged in 1999 for making it appear that a municipal resolution was passed to authorize private individual Helen Lee Tan’s firm to engage in massive quarrying in the guise of rechanneling the Tigum River.

Also sued were former mayor Rene Mondejar; Sangguniang Bayan secretary Francisco Tolentino; and Sanggunian members Ildefonso Espejo, Margarita Gumapas, Manuel Piolo, Roberto Velasco.

Residents of Barangay Mabini-Rizal sued them over the destruction of the river due to quarrying activities in Barangay Naslo.

In 1997, the provincial government said Maasin violated ordinances by quarrying without the necessary permit from the governor.

Tan was acquitted in 2016 for the failure of the prosecution to prove conspiracy beyond reasonable doubt.

Partisala was meted out a sentence of up to eight years imprisonment and a fine of PHP5,000.

He previously failed to appear during arraignment and was later apprehended, allowing the Sandiganbayan to resume the trial.

The other co-accused were sentenced by the Sandiganbayan to up to 10 years in prison.

In upholding Partisala's conviction on June 2, the high court “considers as conclusive the factual findings of the Sandiganbayan as it had the better opportunity to examine and evaluate the evidence presented before it”.

An ex-vice mayor's conviction for graft has been upheld by the Supreme Court.

Angelika Dela Cruz, barangay captain of Longos, Malabon, expressed her dismay over Philippine politics after she received a death threat that came with four gun bullets.

The actress-politician showed a photo of the torn letter warning her through her Facebook page yesterday, June 7.

(Philippine politics is really messy. This letter along with the bullets was sent to our barangay XO, which says that four people will be next and that an unknown individual is roaming around our house. Whoever you are, this is too much.)

It is not immediately known if Dela Cruz will take actions over the death threat as she did not give further details on her post. She then received messages of support from netizens who are hoping for her safety, via the comments section.

A barangay captain has been receiving death threats.

Two barangay employees of Pajo, Lapu-Lapu City, tested positive for illegal drugs in a random drug test that was held on Monday, June 6, 2022.

This was confirmed by Garry Lao, head of the City of Lapu-Lapu Office for Substance Abuse Prevention (CLOSAP).

Lao said that around 120 employees in Barangay Pajo have submitted themselves to the drug test, including Pajo Barangay Captain Lyndel Bullos.

“Unfortunately there are two full employees in the barangay who were found out to be positive of shabu. I have already informed the captain of the result of the drug test, ”Lao said.

Lao, however, said that he would leave it to the barangay captain what sanction to impose on the erring employees.

Surigao del Sur Rep. and former Local Water Utilities Administration chairman Prospero Pichay Jr. was found guilty of 3 counts of graft by the Sandiganbayan 4th Division for the misuse of P780 million funds of the utilities agency in 2009.

In the decision of the anti-graft court promulgated on June 7, 2022, Pichay and former acting deputy administrator of investments and financial services Wilfredo Feleo, Jr. who was likewise convicted by the anti-graft court, were sentenced to 6 to 10 years imprisonment for each of the 3 counts of graft, as well as perpetual disqualification from public office.

In the informations filed by the Ombudsman before the Sandiganbayan, Pichay and other LWUA officials gave undue advantage to Express Savings Bank Inc., an insolvent bank owned by The Wellex Group and Forum Pacific.

A total of P700 million LWUA funds were deposited to ESBI in 2 tranches under Pichay’s chairmaship.

Some 445,377 shares of stocks in ESBI amounting to P80 million were also purchased by LWUA, resulting in its control of at least 60 percent of the voting stock.

All transactions were without the necessary approval from the Bangko Sentral ng Pilipinas and the Department of Finance.

In its ruling, the court noted that LWUA was already getting “gentle reminders” from the BSP and the DOF to secure proper approval from the Monetary Board.

A current representative and former head of the LWUA has been convicted of graft and faces 6 to 10 years in prison.

The Court of Appeals has affirmed the conviction of retired Army Major General Jovito Palparan, who was convicted in 2018 for the kidnapping of two disappeared University of the Philippines (UP) students, and modified the interest of the penalty.

“IN VIEW WHEREOF, the Joint Decision of the Regional Trial Court, Branch 15, Malolos City in Criminal Cases Nos. 3905-M-2011 and 3906-M-2011 are hereby AFFIRMED with MODIFICATION as to penalty and interest only: Accused-appellants are sentenced to the penalty of reclusion perpetua without eligibility for parole. The damages imposed are subject to six percent (6%) interest per annum from the date of finality of this Decision until full payment of the same,” the decision read.

Aside from Palparan, the accused-appellants are Lieutenant Colonel Felipe Anotado and Staff Sergeant Edgardo Osorio.

In Criminal Case Nos. 3905-M-2011 and 3906-M-2011, the three accused-appellants and Major Sergeant Rizal Hilario were charged for the kidnapping and serious illegal detention of UP students Karen Empeño and Sherlyn Cadapan, respectively.

The decision cited Article 267 of the Revised Penal Code (RPC) which states that penalty of reclusion perpetua to death if the kidnapping or detention lasted for more than three days and when the victims are females.

It also noted that applying Article 63 of the RPC, the penalty imposed should be death as allegations of taking advantage of nighttime and use of a motor vehicle were proven during trial.

“However, with the prohibition on the imposition of the death penalty, the penalty must be reclusion perpetua without eligibility for parole,” the decision said.

Army Major General Jovito Palparan's conviction for kidnapping two UP students has been upheld by the Court of Appeals.

Whistle-blower Rodolfo “Jun” Lozada Jr. voluntarily surrendered to the National Bureau of Investigation (NBI) on Thursday, according to bureau spokesperson Ferdinand Lavin.

“Yes, we confirm that Jun Lozada is in the custody of the NBI. Still checking on other details,” Lavin told the Inquirer in a Viber message.

Lozada, along with his brother Orlando, turned himself in to the NBI after the Sandiganbayan reportedly issued an arrest warrant against them in connection with the Supreme Court decision affirming their conviction for a land deal involving the state-owned Philippine Forest Corp. (PFC).

In a ruling dated July 28, 2021, but made public only recently on its website, the Supreme Court denied the Lozada brothers’ petition for review of the Sandiganbayan decision finding them guilty of graft and sentencing them to 6-10 years imprisonment and perpetual disqualification from holding public office.

A family member of Lozada, who requested anonymity, also confirmed that Lozada and his brother are now at the NBI office along Taft in Manila.

The relative, who claimed they learned of Lozada surrendering to the NBI only in the news, was also asking for prayers for the kin’s safety.

Last week, Lozada, an IT expert and former president and CEO of the PFC, said he has no regrets for “siding with the truth” even as the Supreme Court affirmed his conviction.

“My enemies made good with their threats that they will make me regret telling the truth,” Lozada said in a statement addressed to his family and friends and informing them “with sadness” that the high court had denied his appeal.

“Yes, they succeeded in sending me to prison. But they will not succeed in making me regret my decision to side with the truth and the people. Hindi ko pinagsisisihan ang ginawa kong pagpanig sa katotohanan [I will not regret my decision to side with the truth],” he said.

He asked his family and friends to “accompany me with your prayers,” and thanked them for their support.

It was Lozada who blew the whistle on the supposed cost-padding and bribery involved in the NBN-ZTE deal, which was to have resulted in a telecommunications network linking government offices nationwide.

His testimony at a Senate inquiry in 2008, in which he tagged then President Gloria Macapagal Arroyo and her husband as the “masterminds behind the NBN-ZTE crime,” led to the cancellation of the deal.

He also testified that then Commission on Elections Chair Benjamin Abalos Sr. stood to gain a huge commission from the deal.

Four years after his testimony, the Sandiganbayan filed graft charges against Lozada and his brother.

A whistle blower has been convicted of graft over a deal he made while president and CEO of the Philippine Forest Corporation. He claims he is innocent and that his conviction was payback for testifying against President Gloria Macapagal Arroyo.

Coronavirus Lockdown: Institutionalized Vaccinations, Lifting State of Calamity, and More!

More news about how the COVID-19 pandemic in the Philippines is being handled by the public and the government. 

While there has been a slight uptick in cases there has been no serious cases recorded.

No severe coronavirus disease 2019 (Covid-19) cases so far have been recorded by health authorities despite having an uptick of active cases, Vaccine Expert Panel member, Dr. Rontgene Solante, said Wednesday.

In a televised public briefing, Solante cited those Covid-19 patients needing oxygen treatment and experiencing respiratory failures have been significantly reduced, following the surge caused by the coronavirus variant.

“Well, one good thing, one good news is that despite na nakikita natin na may kaunting uptick ang mga kaso ngayon (seeing a slight uptick now in cases), we have never seen any more Covid cases na talagang nagsi-severe (that are really severe),” he said.

The OCTA Research Group earlier said Covid-19 cases in Metro Manila have climbed to 1.4 percent this week, compared to 1.2 percent in the previous week.

The one-week average daily attack rate also increased from 0.51 to 0.52, however it remained at low risk.

“So our assumption to this is that, yes, this new variant of concern, the Omicron, can be highly transmissible. But I don’t think this is the same variant of concern that we had with Delta na talagang mas malala ang presentation, na mataas din ang mortality (has really bad presentation and the mortality rate is high),” Solante said.

So, the new variant is highly transmissible but its effects are negligible. Of course the DOH will go on to say that the vaccination program has made this variant manageable and then bring out 3 unvaccinated people who died from the virus.

The city government issued a warning anew to those who remain unvaccinated, citing three recent deaths from the coronavirus disease 2019 (Covid-19) involved individuals who chose not to get the jabs.

Data from the City's Covid-19 Task Force showed the deaths occurred from May 22 to 28.

Dr. Michelle Schlosser, the task force's spokesperson, said two of them were senior citizens and the third was an adult.

"They all suffered from the severe type of Covid-19 and, since they were unvaccinated, they were not protected from the severity of the disease," Schlosser said over the Davao City Disaster Radio on Thursday.

By this time hopefully everyone knows that COVID-19 by itself is not deadly. That makes this news report more fear mongering. See how they do not tell us anything about these people except they were unvaccinated? How old were they? What comorbidities did they have? Without that information its pointless to talk about them dying from COVID-19.

Now is not yet the time for government to lift mask mandates in the country, a health expert said Friday.

On Thursday, an expert said the Philippines should wait a little more before lifting the requirement to wear face masks in public spaces, despite the relatively low numbers of new coronavirus infections.

    (That's what we are suggesting, let's not remove our mask mandates yet.)

    (We have seen how important and effective face masks are. In fact, we were talking among ourselves about how we don't have a spike in cases despite the presence of more infectious COVID-19 subvariants in the country, Primarily because the wearing of face masks helps.)

    (Look at the other countries, because they lifted mask mandates, they now have a lot of COVID-19 cases.)

      (We still have a low number of cases. So we support the lifting of the state of public health emergency.)

      “We approve of it na alisin na para sa ganoon ay medyo maging masigla na rin ang ating ekonomiya (so the economy can be lively again because) kasi we have to really lift up our economy,” she said.

      The DOH said that the proposal needs to be studied because lifting the state of emergency will have an effect on the government's response to the virus.

Health Undersecretary and Spokesperson Maria Rosario Vergeire said Saturday that the government should properly study the effects of lifting the state of calamity brought about by the onset of COVID-19, as it will have implications on policies related to the pandemic.

"There are many operational implications if we lift the state of calamity because there are policies, such as the emergency use authority of vaccines and medicines for COVID-19 which will be affected," Vergeire said Filipino during a Laging Handa briefing on Saturday. 

The Department of Health official added that the benefits of public and private medical workers are also tied to such status. 

"There is a need for the government to study this well," she said.

Vergiere noted they are also closely monitoring the infections, citing projections of experts who said the waning immunity of the population amid the low uptake of booster jabs may raise hospitalization rates this August. 

Now the DOH is predicting that the surge will come in August because of waning immunity in the population. There is no end to this circus.

Face masks will definitely be staying place for the foreseeable future.

Health Secretary Francisco Duque III on Monday said he will convince the next administration to retain the COVID-19 mask rule.

While it would be up to the next administration to set up their own COVID-19 protocols, Duque said there is a need to “build on the gains” of the outgoing administration in terms of the pandemic response.

“We will still convince them [next administration] to continue on and build on the gains of this administration,” Duque said in an ANC interview.

 As far as the Duterte administration is concerned, Duque said the face mask requirement will stay until the President’s last day in office.

According to Duque, Filipinos’ compliance with the wearing of masks “synergizes” the government’s efforts in curbing the spread of the virus.

This was among the reasons Duque attributed to the Philippines’ increased ranking in Nikkei Asia’s latest COVID-19 Recovery Index, where the country climbed to the 33rd spot among 120 nations.

“It really synergizes or compliments our vaccination to curb the transmission. That’s why it is no wonder that our transmission rate is very low,” Duque said.

The vaccine will also be here indefinitely even after the pandemic has ended.

The Department of Health (DOH) plans to institutionalize the coronavirus disease 2019 (Covid-19) vaccination program into its regular programs for public health.

In an online media forum Tuesday, Health Undersecretary Maria Rosario Vergeire said they want the inoculation program against Covid-19 to be part of the routine work of the local governments or the local health units.

"(We’re no longer using the large-scale vaccination centers now because we brought to the community the vaccination centers. When it’s closer to the community, it’s closer to the people, it’s more accessible to them, they’re more likely to get vaccinated),” she said.

DOH – Technical Advisory Group member and infectious disease expert Dr. Edsel Salvaña noted bringing the centers closer to more targeted communities would make the country’s vaccination drive more efficient.

More people could be inoculated through private clinics and doctors once Covid-19 vaccine manufacturers pursue their certificates of product registration.

Salvaña said this would “decrease the amount of burden on the government.”

“(That’s a big help and more convenient also) if the people can get it from their doctors, the same way that any of these large vaccine programs in the country are already done by both the private and the public sectors,” he added.

Sounds like COVID-19  vaccinations will become a yearly thing much like flu vaccinations. It's no surprise since this is what was being talked about back in 2020.

Mindanao is Dangerous, That is a Fact

Journalist Raissa Robles tweeted about the incoming Department of Tourism Secretary's plans to promote Mindanao as a tourist destination. This tweet set off Sara Duterte who called her tweet irresponsible and reckless.

Vice President-elect Sara Duterte on Saturday night lambasted the social media post of a journalist who is a known critic of the Duterte administration, saying it demonized Mindanao and insult its people.

In her Twitter post on June 2, Raissa Robles said that as incoming Tourism Secretary Christina Garcia-Frasco would like to open Mindanao to tourists, she is sure “the extremist Abu Sayaf and other bandits would be pleased by the prospects of so many potential kidnap victims”.

Robles asked Frasco to “prep yourself for ransom negotiations” as the ASG (Abu Sayyaf Group) might ask for her.

In a statement, Duterte said the views expressed by Robles on Mindanao in reaction to Frasco’s plans to develop the region as a tourist destination are “replete with journalistic recklessness and irresponsibility -- something that calls for our collective condemnation as it grossly discriminated against all Mindanawons, especially those living in Moro communities”.

The VP-elect pointed out that Robles clearly wanted to undervalue everything that the Duterte administration has done in keeping peace and security in Mindanao and ensuring that concerns caused by terrorist organizations, including kidnap for ransom groups, are addressed appropriately with the help of local governments and leaders of communities.

“As a Filipino, Robles should be ashamed of herself for dangerously trying to stoke and encourage terrorist groups to target tourists in Mindanao,” Duterte added.

She said that since 2016, the kidnapping operations by the ASG in Mindanao have been significantly reduced compared to the previous years and authorities have successfully rescued all victims.

“In Basilan, as confirmed by Rep. Mujiv Hataman himself, there had been zero kidnapping incidents since President Duterte came into office. All other incidents concerning ASG have been about the arrests and surrenders of their members and leaders,” the younger Duterte added.

Sara Duterte is out of her mind. Raissa Robles did not encourage terrorists groups to target tourists. She merely pointed out the fact that tourists get kidnapped in Mindanao. Here is her tweet.

There may have been zero kidnapping incidents in Basilan since 2016 but that does not mean there have been zero kidnappings in Mindanao. In 2019 a British national and his wife were kidnapped by armed men in Zamboanga del Sur.

A British national and his Filipina wife have been abducted from a resort in the southern Philippines.

Armed men took the couple from a resort they own in Tukuran town, Zamboanga Del Sur, at 6.50pm on Friday.

The man is a dual national who has lived in the province, where he and his wife own and operate several businesses, since 2013.

A police spokesperson, Maj Helen Galvez, told the Guardian two of the suspects checked into the resort a day before the abduction and waited for the couple to arrive.

“They own a lot of properties and business so they are always moving. The suspects waited for the victims to arrive at the resort,” Galvez said.

More gunmen arrived and entered the resort on Friday, taking the couple to the shore, and forcing them into two motorboats. The vessels left in two directions but it was not clear if the couple were in one boat or were separated.

In 2020 a group of Indonesian fishermen were kidnapped and taken to Sulu.

The military’s Western Mindanao Command (Westmincom) has confirmed that the five Indonesian fishermen seized on January 16 off Lahad Datu, Sabah, Malaysia, were taken to the province of Sulu.

Lt. Gen. Cirilito Sobejana, Westmincom chief, said Wednesday two of the six gunmen involved in the kidnapping, who turned out to be Abu Sayyaf Group (ASG) bandits, have been killed in an airstrike off Sulare Island, Parang, Sulu.

So, let's not pretend that kidnapping has ceased under Duterte. It still happens and is a real possibility and threat. And that does not include the general  lawlessness which abounds in Mindanao. On May 26th there was another bus bombing. This is why so many countries warn their citizens to not travel there.

Insurgency: Lapses in Security Measures and Intel Gathering

Last week I wrote about how the citizens of Marawi are demanding the full truth about what happened before during and after the Marawi siege. The government had prior knowledge but there were lapses in intelligence which caused them to completely fumble the ball. And here we are again. After another bus bombing in Mindanao the PNP say they will be investigating any intelligence lapses.

The Philippine National Police (PNP) is looking into possible lapses in the security measures in the wake of four bomb attacks in Mindanao, as police commanders are warned against sloppy work in protecting their areas of responsibility (AORs).

PNP director for operations Maj. Gen. Valeriano de Leon said the Regional Director of the Police Regional Office 9 is doing an assessment if there were lapses in the intelligence-gathering and security measures in Isabela City in Basilan where two people were injured in Monday’s twin explosions.

"We cannot sacrifice that every day we suffer bombs in your respective areas o baka meron mas magaling na kailangan humalili doon sa mga commanders (or there are better ones who can replace the commanders),” de Leon said in a media statement Thursday.

De Leon said PNP officer-in-charge Lt. Gen. Vicente Danao Jr. has ordered police regional directors to continuously investigate the blasts to find out if there were lapses in the intelligence units and personnel.

After the two bus bombings in Tacurong City and Koronadal City last week, de Leon issued a memorandum to all regional directors and unit Commanders to intensify the security measures in their areas to prevent a repeat of the incident.

Three days later, two separate explosions occurred near a fast food restaurant and near the garage of a bus terminal in Isabela City.

The PNP is not admitting that there were intelligent lapses but only that they are looking into the possibility there were such lapses. And with good reason. Even after the Marawi siege the AFP and PNP continued to downplay the seriousness of the remnants of ISIS in Mindanao.

In August 2018 there was a series of suicide bombings for which ISIS claimed responsibility but which the AFP downplayed as mere propaganda.

Hataman also downplayed claims by the Islamic State, saying, it was propaganda by the terror group. “Mahilig naman mag-claim mga yan. Mga yan mahilig din mag-propaganda. Hindi naman suicide yun kasi nasita,” he told the regional newspaper Mindanao Examiner. 
The province is also a known stronghold of the militant group Abu Sayyaf whose leaders have pledged allegiance to the Islamic State. Several foreign fighters had been killed in clashes with soldiers in Basilan in recent years.

Military authorities today announced the death of a suspected terror group member believed to be behind the bombings in central Mindanao.

Another Dawlah Islamiya (DI) terrorist group member was also arrested.

Lt. Colonel Rommel Mundala, commander of the Army’s 90th Infantry Battalion, said the joint police and military operations Wednesday morning in Mlang town, Cotabato province led to the killing of a certain Monir Lintukan and the arrest of his companion, identified as Randy Saro.

Government forces recovered from Saro and the slain gunman assorted firearms, bullets, and improvised bombs, Mundala added.

The operation was launched in Barangay Dungguan after intelligence agents confirmed the presence of the two suspects in the marshland area, according to Colonel Jovencio Gonzales, 602nd Infantry Brigade commander.

Citing intelligence information, Gonzales said the suspects were involved in the recent bus bombing in Koronadal City, the blast in Tacurong City, and the previous bomb attacks in Mlang and Aleosan towns of Cotabato, and the one in Parang, Maguindanao.

The two reportedly belonged to the DI faction headed by Commanders Almoben Camen Sebod and Omal Kamsa, a member of the Islamic State-affiliated Bangsamoro Islamic Freedom Fighters.

Brigadier General Eduardo Gubat, 6th Infantry Division commander, assured the public that the military would continue pursuit operations against terrorists operating in Central Mindanao.

He lauded the operating troops and directed them to maintain an offensive stance against local terrorists hiding in the marshland of Maguindanao.

We can see here that it is indisputable that ISIS had a hand in these bus bombings. Leave it to the PNP to downplay the seriousness of these events.

The recent bombings in the cities of Koronadal and Tacurong, may be the handiwork of local lawless groups out to sow terror and impose their presence in the area and are not targeting Vice President – elect and incumbent DavaoCity Mayor Sara Duterte-Carpio, the Philippine National Police (PNP) said on Thursday.

Danao said the individuals or groups behind the bombing may just want to sow terror in the area or may just want to make their presence felt.

“Ang isa siguro diyan is to sow terror and isa siguro is just for them to be felt that their presence is there,” he said.

The PNP is looking at extortion as a possible motive for the explosions but they have not yet ruled out terrorism.

Danao said the explosions “could be more of the extortion activities” especially as some individuals or some groups might have been affected by the result of local elections there.

This article was published BEFORE it was revealed that ISIS was involved but it shows how the PNP is not taking the threat of terrorism seriously. Local crime groups? Is that really how they describe the local ISIS regiment? It's a no-brainer that Sara Duterte was not a target as these bombings took place nowhere near her! These cops are stupid. Or maybe worse they are dissimulating. The insurgency won't be defeated with lies.

A member of the Islamic State-linked Dawlah Islamiyah-Torayfe group was killed in what the military called a “preventive military operations” in Datu Salibo town in Maguindanao on Monday morning, authorities said.

The Joint Task Force Central and 6th Infantry (Kampilan) Division, in a statement on Monday night, identified the fatality as Sadam Salandang alias Sadam.

The cadaver was turned over to local officials of Datu Salibo for proper burial, the 6ID added.

BGen. Eduardo Gubat, acting commander of 6ID and JTF Central, said the team’s field artillery conducted indirect fire aimed at the area where the armed members were hiding at Sitio Patawali, Barangay Ganta.

“Their forces were further weakened after the close air support was conducted in the right place of the target,” Gubat also said in the statement.

In 2017, police reported that the Islamic State-influenced Abu Torayfe was injured and eventually died after a joint military and police operation in Maguindanao.

Torayfe was blamed for the series of bombings in Maguindanao, Cotabato, and South Cotabato, targeting government forces and civilians.

Here we see the AFP carrying out preventative operations against the DI which means they recognize the threat but for some reason the PNP downplays it by calling the bombers "local crime groups." Where is the communication between the AFP and PNP? They should be working together but it seems they are not. 

Less than a month remains for the AFP to fulfill Duterte's order of defeating the NPA on his watch. Can they do it?

The Philippine Army’s 102nd Infantry Brigade (102nd IBde) has repositioned its forces to defeat the remaining New People’s Army (NPA) rebels in Misamis Occidental.

Dubbed the final push, the 102nd IBde aims to bring down by June the Guerrilla Front Sendong, the last remaining organized front of the NPA’s Western Mindanao Regional Party Committee (WMRPC).

The active NPA members are scattered in different areas in Misamis Occidental.

“The additional forces will support the 10th Infantry Battalion in all of its operational activities in Misamis Occidental,” Brig. Gen. Leonel Nicolas, 102nd IBde commander, said in a statement on Saturday.

The 102nd IBde is the primary unit of the 1st Infantry Division tasked to defeat the NPA’s WMRPC operating in the Zamboanga Peninsula and Misamis Occidental.

Nicolas said the people of Misamis Occidental have nothing to fear as additional soldiers will ensure that they are protected.

He urged communities to remain vigilant and actively support the campaign to end the insurgency.

“This is a battle that cannot be won alone by the barrels of our gun but by the unification of the government and the people against an ideology that has brought terror and cost the lives of many throughout the years,” he said.

Samar appears to be where much of the fight is happening.

The recent surrender of a team leader and a member of the New People’s Army has further weakened the communist terrorist group in Eastern Samar, an official of the Philippine National Police (PNP) said on Friday.

Lt. Col. Joy Leanza, commander of the PNP’s 1st Eastern Samar police mobile force company (ESPMFC) based in Dolores town, said the strength of the NPA has been weakening almost daily.

"Clearly, a large portion of the communist membership was reduced as almost every day, NPAs ceded to the government forces in all parts of the country. Their organization has weakened due to the aggressive campaign of the task force to end local communist armed conflict and the attractive full package guaranteed by the government's livelihood program for former rebels,” Leanza said in a statement.

The official issued the statement two days after the surrender of "Ka Ebir", a team leader of NPA’s squad in Eastern Samar, and "Ka Ogis", an active NPA member in the province. They are both residents of Dolores town.

"Ka Ogis" handed over a fragmentation grenade while "Ka Ebir" gave up his 9mm pistol to authorities when they showed up at the ESPMFC headquarters.

The two admitted that testimonies from their former comrades about the government’s sincerity to help rebels has encouraged them to lay down their firearms.

“Both surrenderers admitted to being swindled by ideologies fed by the NPAs that were all hoaxes and devoid of truth. They were recruited and became full-time members of the NPA when they were still minors,” Leanza added.

The surrender of rebels to the authorities is a wake-up call to their comrades who are still hiding in the mountains to abandon the NPA, the official said.

The support of villagers in Northern Samar in the fight against the New People’s Army (NPA) has contributed largely to the government’s bid to end the communist armed struggle.

Lt. Col. Joemar Buban, commander of the Philippine Army’s 20th Infantry Battalion, said former NPA allies in the community have been sharing valuable information that led to the discovery of NPA lairs and recovery of rebels’ firearms. They also convinced some NPA members to surrender.

“Their show of support to end local communist armed conflict (ELCAC) is a manifestation of their rejection to the atrocities of the communist terrorist group in their areas,” Buban said in a phone interview on Monday.

Clashes happen in some parts of Northern Samar as soldiers respond to information from villagers about the presence of armed men.

“Because their organization have been weak, the NPA resorts to use of banned explosives since they have no capability to face soldiers in an armed encounter. You will notice that recent encounters only last for few minutes since NPA fighters are outnumbered,” he added.

Universal Healthcare is a Fake Duterte Accomplishment

In these last few weeks of the Duterte administration the public is being treated to a hagiography of Rodrigo Duterte. Specifically Duterte's men keep repeating a list of his accomplishments. One of these accomplishments is universal health care.

One month before President Rodrigo Duterte steps down from office, members of his Cabinet and other government officials gather on Monday for a two-day summit showcasing his administration’s achievements and accomplishments that changed the lives of Filipinos.

The “Duterte Legacy Summit” at the Philippine International Convention Center (PICC) in Pasay City wraps up a two-year information drive by the Presidential Communications Operations Office (PCOO), through its Office of the Global Media and Public Affairs.

The summit features some of the “realized” key campaign promises of the Duterte administration such as the Universal Health Care Law and Malasakit Center, Universal Access to Quality Tertiary Education, Bangsamoro Organic Law, the anti-illegal drugs campaign and migrant workers’ protection.

But wait a minute. It turns out that universal health care was not actually realized under the Duterte administration.

The Department of Health said the next administration should focus on the implementation of the Universal Health Care Act, which seeks to expand people’s access to health services.

In a briefing, Health Undersecretary Maria Rosario Vergeire said the agency will brief President Rodrigo Duterte’s successor on its strategies for the implementation of the UHC Act, which was signed into law in 2019.  

(When the pandemic started, what we were doing for UHC was temporarily delayed. But it became an opportunity for all of us. We realized toward the end that what we're doing during the pandemic were all attuned to the implementation strategies of UHC.)

The department will also provide the country’s next leaders with its plans for moving forward from the pandemic which is “to live with the virus.”

Universal health care was signed into law but never implemented? Then how did online cockfighting fund it?

President Rodrigo Roa Duterte on Thursday said e-sabong or online cockfighting in the country contributes to revenue that can be used to fund the government’s Universal Health Care (UHC) program.

In a speech in Palo, Leyte, Duterte reiterated that the government has earned over PHP640 million monthly since January from the online gambling activity.

“E-sabong gives the government PHP642 million a month. In one year, it gives the government billions,” he said.

Aside from providing funding for hospitals and medicine, he said revenues generated from e-sabong can also be used for education and infrastructure.

Duterte said temporarily closing down the businesses of operators without any violations would be unfair.

“It's not the fault of the management...it's the fault of evil men doing something wrong,” he added.

It did not. Not only was universal healthcare not implemented but the taxes from online cockfighting were never collected.

Senator Francis Tolentino on Monday, March 21 chided the Bureau of Internal Revenue (BIR) and the Philippine Amusement and Gaming Corporation (PAGCOR) for allegedly failing to withhold the 20 percent tax from the winning profits of online cockfighting (“e-sabong”) operations.

“(It appears that the government doesn’t receive any taxes from the e-sabong industry, unlike, listen BIR, in sweepstakes winnings. In Lotto operations, they get taxes when one wins, right? Even in horse winning. But why is there no tax being taken from e-sabong?)” Tolentino asked during a Senate inquiry on the mysterious disappearances of 34 cockfighting aficionados.

The lawmaker also found that the government earnings from the e-sabong industry, which has been operating for about two years, only came from the regulatory fee being collected by PAGCOR from license operators on every match. A regulatory fee costs only P12,500 per match or “sultada”.

“We are in a state of disarray by letting go of a big amount that should have gone to the coffers of government and used as ‘ayuda’ for drivers, farmers and fisherfolks,” Tolentino said after also finding out that some e-sabong operations only remitted a scant amount of fee from the billions of pesos they would earn monthly.

What more needs to be said? Universal health care was neither implemented nor funded during Duterte's term. He signed the bill on February 20, 2019 which means there was plenty of time between then and now to implement the law. But it was not done. That makes universal healthcare a fake Duterte accomplishment.
