Martial Law: Irrelevant

It's funny how in just a matter of two weeks the peace process with the communists has completely broken down. 
President Rodrigo Duterte said on Friday that he was no longer interested in resuming peace negotiations with communist rebels, given that intelligence services discovered a supposed plan by the insurgents to remove him from office by October. 
Chances for a negotiated end to the communist insurgency slumped last month after Duterte pushed the resumption of peace talks to a later date, saying he needed more time and more consultations on the matter. 
Sison, enraged by Duterte's move, said it would be better to work for his ouster and prepare for peace talks with the next administration.
The AFP has claimed to have been made aware of a plot to oust Duterte by October.

This week, Arevalo confirmed that communist rebels have a plan to oust Duterte by October. 
"They have that particular plan and they have hatched that during the period we were conducting peace negotiations. Their deadline based on the information is October of 2018," Arevalo said. 
Arevalo, however, said they have no information about presidential spokesperson Harry Roque's claim that the Catholic Church is conniving with the CPP-NPA to overthrow the Duterte administration. 
The military spokesman also did not answer when asked whether the opposition or critics of the administration were involved in efforts to oust Duterte. 
On the other hand, Arevalo clarified that the military remains on alert following such reports. 
"We cannot take chances ano po, if it's a threat not only to the liberties of our people but also the life of the president, we in the Defense department has to take that se­riously,” Arevalo said.
This plan was discovered through the testimony of NPA surrenderees and documents obtained by the AFP.
AFP spokesman Colonel Edgard Arevalo said Tuesday that the ouster plot was allegedly contained in documents recovered by soldiers and confirmed by testimonies of communist rebels who have surrendered.

Funny how seriously they are taking this plot. "We cannot take chances," Arevalo says but when specific information about attacks being planned in Marawi and elsewhere were discovered in April 2017 not a word was said to the public. No mayors were told. Nothing was done. The AFP sat on their butt until Hapilon showed up out of the blue in Marawi and then all hell broke loose. 

It's also funny how the AFP is eager to confirm this plot and the administration is eager to believe it but the AFP won't confirm the claim that the Church is working with the communists to oust Duterte as well.

(Maybe many of them do not accept the President so it's not farfetched to say they could unite with the CPP-NPA to oust President Duterte.)
That's because Roque did not say that the Church IS working with the CPP to oust Duterte. He simply said they COULD be working with the communists to oust to Duterte. Just like it's possible that Roque could have raped and murdered a 12 year old girl in 2010. It's certainly not impossible.

It's not just the title of a great best of collection of the best Brazilian psychedelic rock band, it's the modus operandi of the Duterte administration. To sow the seeds of doubt. To make the worst suggestions about people and institutions and say that's just their opinion. 

Of course the AFP cannot confirm this plot of the church working with CPP because it does not exist and no one has said it does it exist. It's just a hypothetical.

Despite Duterte saying he is no longer wanting to talk peace with the rebels it could be that these remarks are directed towards the CPP and NDFP leadership and not to the NPA or the communists at large.

The former rebels organized the Peace-Negros, with the help of the Philippine Army, the Departments of Interior and Local Government and of the Social Welfare and Development, and the Provincial Peace Integration Development Unit of the Provincial Peace and Order Council. 
Some of the former rebels shared their success stories during the dialogue, and one of them is now a member of the Philippine Army, three others are members of the Civilian Armed Forces Geographical Unit, while another one is a computer programmer.
Localised peace talks sounds like a good thing. It would be a war of attrition that could take a long time to win since the NPA would probably not buck the orders of their superiors. The Palace has taken the stance that localised talks are best and have relegated Joma Sison to irrelevance.

Presidential Spokesperson Harry Roque on Thursday said local government units should wait for the guidelines from the Cabinet security cluster before talking to members of the National Democratic Front of the Philippines (NDFP). The Palace eyes to finalize the guidelines on July 12. 
Roque added that the local government's talks with the NDFP have been proven successful in the past, as evidenced by the surrender of rebels. 
Roque, however, let out some harsh words against NDFP Chief Political Consultant Joma Sison, calling him "irrelevant" now that peace talks are still suspended. 
"I'm not under compulsion to comment on anything Joma says. Now that peace talks are not being held, he's completely irrelevant as far as I'm concerned," Roque said. 
Sison earlier said they would rather wait for a new government and participate in Duterte's ouster than talk peace with his administration.
Roque said the government is "laughing at" the supposed target of the rebels to oust Duterte by October. 
The government may be laughing at the alleged plot to oust Duterte by October but I am laughing at the government for this whole fiasco. They literally released murderers into the public so they could facilitate peace talks which have now been cancelled (maybe)!  What will happen to these men?

Looks like Sison's August vacation plans to visit the Philippines have been ruined.

Understandably Sison thinks Duterte is full of it.  He categorically states there is no plan to oust Duterte and that this is all lies with the end game of imposing martial law. He also says localised talks won't work.

The Party and NPA fully support the Negotiating Panel of the NDFP in its representation of all revolutionary forces in negotiations with the Government of the Republic of the Philippines,” said the CPP. 
Exiled CPP founder Jose Maria “Joma” Sison also slammed the proposed localized peace talks and branded it as a military tactic to create division and intrigues among revolutionary movement.
It could be this is all psychological warfare in preparation for the hot war which is certainly to come.

Speaking in Davao City on Friday night, President Rodrigo Duterte balked at the CPP’s alleged proposal to share power in a coalition government, declaring “I cannot give it to you. Let’s go to war.” 
Sison, however, said it was the President who expressed openness to a coalition government with the rebels when he was still a mayor in 2014.
Duterte has flip flopped all over with the CPP so much that nothing this administration does is indicative of a set plan. Despite everything above which indicates the talks are finished Duterte still has this to say:

“But for the small window I gave to myself and [CPP founding chairman Jose Maria] Sison, we have to have some common agreement [in] 60 days,” Duterte said. “Then after that, if nothing happens, I tell you, prepare for war because this rebellion of the communist party will go on.” 
Among his conditions were for the communists not to ask for power-sharing or a coalition government as well as the cessation of hostilities between government troops and the New People’s Army (NPA). 
The president would want the NPA to “surrender and restrict themselves in their camps.”” 
“I do not want to disarm them,” he added. 
Presidential peace adviser Jesus Dureza said the president would also want an end to the rebels’ extortion activities through the so-called revolutionary tax. 
The president would also want negotiations to be held in the country and that rebel commanders in the countryside could engaged in localized peace talks with local military and civilian authorities.
These are all impossible conditions that the CPP will not agree to and which they have already rejected especially holding the talks in the Philippines. And what is this about not wanting to disarm them? Why not? Or is that just to reassure the rebels that he is all in good faith? How can anyone put their faith in a man who does not have a stable plan? Compare this last headline and picture with the very first one and see what I mean.

When it comes to the CPP-NPA Duterte is a consummate flip-flopper.
