Insurgency: More than 900 Members

The fallout from the AFP posting an erroneous list of captured or killed NPA fighters who were also UP students has been resulted in the sacking of the Intel Chief.

Maj. Gen. Alex Luna has been relieved as armed forces deputy chief for intelligence over the publication of an incorrect list of alleged communist rebels who the military claimed were killed or captured. 

Defense Secretary Delfin Lorenzana confirmed this in a statement sent to reporters Thursday afternoon. "I am relieving MGen Alex Luna from his post as Deputy Chief of Staff for Intelligence, J2, effective today (28 Jan 2021)," he wrote. 

"The publication of an erroneous list, originating from his office OJ2, of alleged NPA killed by the military is an unforgivable lapse. His negligence only shows a lackadaisical attitude towards his job resulting to confusion and damage to reputation," Lorenzana said in his statement. 

"We do not take these offenses lightly and I want to hold the people involved accountable," the defense chief also said. 

Funny that nobody was sacked for the massive failure of intelligence which lead to the Marawi siege. The General in charge of the AFP's Facebook account was also sacked.

Armed Forces of the Philippines (AFP) chief of staff Gen. Gilbert Gapay has removed deputy chief of staff for civil military operations (J7) commander Maj. Gen. Benedict Arevalo from his post while an investigation is ongoing on a false list of New People’s Army members that Arevalo’s unit had posted on social media.

Arevalo earlier asked permission to go on a leave of absence pending the investigation but Gapay, who commended the “magnanimity” of Arevalo, decided to fire him from the unit as well, according to AFP spokesperson Maj. Gen. Edgard Arevalo.

By all accounts these men have merely been removed from their posts and not demoted or removed from the AFP which would take a court martial.

While the AFP has been cleaning the mess left in the wake of posting that list the PNP has once again posted fake information on their Facebook page.

Under the controversial Anti-Terrorism Act, protesting, helping relief drives that aren't state-sanctioned, or even retweeting memes can be grounds to classify someone as a terrorist, a local police station said in a graphic posted over the weekend. 


Among the acts defined to be terrorism in the post by City of Batac Police Station on Facebook are:

  • Damage or attempted damage on government properties/facilities
  • Donating or helping relief drives that aren't government or state-recognized 
  • Participating in a rally or any movement that can cause a "serious risk to public safety"
  • Posting, writing, sharing and/or retweeting posts (even memes) related to "terrorist activities" 

This, supposedly according to Senate Bill No. 1083 or the Anti-Terrorism Act, which has seen 36 legal challenges before the Supreme Court. 

The graphic posted by the police station was also an edited and translated repost of an earlier graphic posted by AlterMidya-People's Alternative Media Network.

This is not the first time that the PNP has had a Facebook moment. It's interesting that what they posted is actually what opponents of the anti-terror bill said would happen. Sharing memes and attending rallies would be crimes. Now they say that is fake news even though they posted this kind of information last year as well.

The police station of Malaybalay City in Bukidnon province has put out an infographic on Thursday (July 16) that depicts people who campaign for press freedom and the continued operation of media giant ABS-CBN as rebels and terrorists.

Aside from posting on its Facebook page, the Malaybalay police also circulated the material in the Viber group of reporters covering the Northern Mindanao police command based in Camp Alagar here.

By Friday morning, the infographic gained the attention and drew flak from journalists, especially among those assigned to cover the regional police.

The post was taken down from Facebook and Viber around 11 a.m. on Friday, and the Malaybalay police chief has apologized for the controversy.

No doubt this will happen again.

Oral arguments will begin at the Supreme Court in regards to the anti-terror bill on February 2nd. General Parlade has not been shy to voice his support for the new law saying it will help end the NPA once and for all. In fact he says that with the new law "blood debts will be settled."

A group led by two retired Supreme Court justices has asked the High Tribunal to act on the “threats” made by a controversial army general against individuals who contested the constitutionality of the anti-terror law.

In a six-page manifestation they filed on Monday, retired Senior Associate Justice Antonio Carpio, former Ombudsman Conchita Carpio-Morales, and others who filed a petition against the Anti-Terrorism Act of 2020 urged the magistrates to require an explanation from the Office of the Solicitor General (OSG) regarding a social media post of Lt. Gen. Antonio Parlade Jr.

Carpio and his fellow petitioners were among the 37 groups that challenged the legality of Republic Act No. 11479.

In a Facebook post on Jan. 16, Parlade, the chief of the military’s Southern Luzon Command, called on the public to be “watchful of these individuals, groups and organizations opposing a law that will protect our citizens from terrorists.”

“The Day of Judgment is upon you and the Filipino people, who have suffered enough from the malignant hands of the [communists], sit in judgment,” read his message.

“Very soon, blood debts will be settled. The long arm of the law will catch up on you and your supporters,” warned the general, who is also the spokesperson for the National Task Force to End Local Communist Armed Conflict.

Carpio and his group said Parlade conveyed a “clear threat” against them for filing the petition.

In fact, the military official’s threatening message may actually be considered an act of terrorism as stipulated under Section 4 of the law, the petitioners said.

That Facebook post appears to have been deleted but Parlade has employed this same language against Bayan Muna Rep Ferdinand Gaite.

The Supreme Court (SC) has ordered the Office of the Solicitor General (OSG) to comment on the manifestation and motion filed by Anti-Terror Act (ATA) petitioners led by retired Senior Associate Justice Antonio Carpio and retired Associate Justice and former Ombudsman Conchita Carpio-Morales over a Facebook post of a military official that red-tagged those against the new law.

In its resolution dated January 26 but only made public on Friday, the high court gave the OSG 10 days from notice to comment on the post made by Lt. Gen. Antonio Parlade Jr., commander of the Southern Luzon Command of the Armed Forces of the Philippines and spokesperson of the National Task Force to End Local Communist Armed Conflict.

Oral arguments begin February 2nd and as much as the government dislikes the process it will certainly settle matters with more finality.

The MILF terrorists who run the Bangsamoro government say the BIFF and Abu Sayyaf are thinking about surrendering to them.

The Bangsamoro government is in talks with the Abu Sayyaf for the extremist group to return to the fold of the law, its chief minister said.

“We are both having dialogue with all the groups including the Abu Sayyaf also in the island provinces,” Bangsamoro Transition Authority chief minister Ahod Ebrahim told a media conference organized by the Foreign Correspondents Association of the Philippines.

Ebrahim also relayed that they are trying to convince the Bangsamoro Islamic Freedom Fighters (BIFF), a breakaway group of the Moro Islamic Liberation Front (MILF), to join the government.

“Two groups [of the BIFF] are open to the dialogue. We are working out now more than 900 members of these groups,” Ebrahim, MILF chairman and who is also known as Al Haj Murad Ebrahim, said. 

According the the Bangsamoro government there are more than 900 members just in two BIFF factions! That is about the same number of men who took over Marawi for five months. How many men are their in total including Abu Sayyaf? These were not the kinds of numbers given in the OPE-P reports or that the AFP has stated publicly. 

What role would BIFF or Abu Sayyaf play in the Bangsamoro government? And what about the MNLF? Would they be given Jolo as Duterte has discussed with Misuari? The MNLF is still very active.

The local government of Tawi-Tawi and the military on Thursday dismantled a camp of the Moro National Liberation Front that was illegally established in a village of Bongao town.

The dismantling of the camp prevented a potential security concern in the province, according to security officials.

Lt. Gen. Corleto Vinluan Jr., Western Mindanao Command (Westmincom) chief, said reports that the MNLF established a camp in Barangay Lakit-Lakit alarmed people nearby.

The camp, which was described to be accessible by boat, raised concerns among residents, who were worried about the continuous construction and about the presence of people who are not from the province.

Vinluan said the local government coordinated with military units in the area and held a dialogue with the MNLF. They agreed that the camp would be dismantled.

"This is a clear violation of the 1996 Final Peace Agreement between the government and the MNLF hence series of dialogues were conducted by the LGU Tawi-Tawi and the Joint Task Force Tawi-Tawi (JTF Tawi-Tawi) with the local MNLF for the dismantling of the said structure," Vinluan said.

Why would the MNLF be building a military camp? There is only one reason of course and that is for training to conduct operations. After such activities how can the AFP declare the MNLF as a "peace inclined group?" The NPA was once tagged as such back in 2017.

A new security plan dubbed as “Oplan Kapayapaan” or the Development Support and Security Plan Kapayapaan (Peace) will focus on supporting government development efforts to address internal security threats, an Army spokesman here said. 

“We are now focused in the support of nation building, support to law enforcement authorities in the fight against criminality and illegal drugs, civil military cooperation, peace building advocacy, and the application of military forces against terrorists and other armed threat groups,” said Capt. Rhyan Batchar in a press briefing on Wednesday, Jan. 18.

Under the new security plan, the armed-wing of the Communist Party which is the New People’s Army, the Moro National Liberation Front, and the Moro Islamic Liberation Front are now referred to as “peace inclined groups” as all three are currently in talks with the government.

That announcement is from 2017. What a difference a little time makes as only a few months later the talks with the NPA broke down and now the AFP is in a state of war with them. If only they would eradicate the other terrorists like they are attempting to do to the NPA.

A total of eight villages in this province and nearby Nueva Ecija have been declared cleared of insurgency.

This was disclosed during a meeting conducted on Wednesday by the Area Clearing Evaluation Team (ACET) composed of the Armed Forces of the Philippines, Philippine National Police, and local government units of Aurora and Nueva Ecija.

Col. Joseph Norwin D. Pasamonte, Deputy Brigade Commander of the Army’s 703rd Brigade, said the villages of Diteki, Dikapinisan, Ditumabo, L. Pimentel, and Dimanay in San Luis town, this province; Sawmill and Calabasa in Gabaldon town and San Fernando in Laur town, both in Nueva Ecija, have passed the deliberation and evaluation conducted by the ACET.

Pasamonte, who is also the ACET chairman, said the Communist Party of the Philippines-New Peoples’ Army (CPP-NPA) “is losing every square inch of position and influence in their hinterland strongholds where they seek refuge“.

Remember according to the AFP's own definition insurgent-free means:

“Insurgency-free”, according to Luga, means that they have received no more reports of armed men in the province.
