“It is very irresponsible of Senator Trillanes and Congressman Alejano to say na walang patrol (that we stopped patrolling the WPS),” Cayetano told reporters. 
To illustrate his point, the secretary, who is fond of using analogies, said that what Alejano and Trillanes did was like a bank telling everyone that they’ve shut down their security systems and dismissed its security guards. 
“They endanger our security and standing sa dispute na ito,” Cayetano said.
Someone is definitely lying and whoever it is should be fired or resign. Cayetano's analogy falls apart because if there are still patrols then there is nothing to worry about. There is no danger to PH security. On the other hand if there really are no ships patrolling the area then it is not Trillanes and Alejano who have endangered the security of the PH but rather those at the top who have ordered such stoppage. All of this is easily verifiable and I expect to see  records and video soon enough.

Feeling alluded to, Speaker Pantaleon Alvarez declared that he had nothing to do with the June 7 murder of newspaper publisher Dennis Denora in Panabo City. 
“I don’t kill people, I file cases,” Alvarez told reporters on the sidelines of Tuesday’s Independence Day celebration here. 
He said he sued Denora, 67, publisher of the Davao del Norte-based weekly, Trends and Time, for libel but was prevailed upon by Tagum City Mayor Rey Uy, his and Denora’s mutual friend, to drop the case.
Manibog, however, declined to comment on the statement made by Communications Undersecretary Joel Egco, head of the Presidential Task Force on Media Security, that a “very influential politician” could be behind Denora’s killing.
So it's Alvarez who is the "very influential politician" alluded to in connection with this murder.

SPD director Chief Supt. Tomas Apolinario Jr. ordered the relief of Supt. Maurito Caraguian and Chief Insp. Ritchie Salem, assistant chief of police for operations of Taguig and Pateros police stations, respectively. 
Apolinario said the two police officials failed to deliver on the four parameters set by the District Oversight Committee, which is composed of SPD’s top officials. 
The four parameters, which were used to gauge the police officials’ performance from January to June, were: “crime solution efficiency, enhanced managing police operations, police community relations and war against illegal drugs.” 
Caraguian’s relief was also due to command responsibility for his failure to supervise Chief Insp. Juan Cipriano Jr., who was earlier suspended by the chief of the Philippine National Police himself, Director General Oscar Albayalde. 
Cipriano was among the two officials caught by the Inter-Agency Council for Traffic moonlighting as a driver of a colorum (no franchise) passenger van in April.
It's hard to tell but it seems they have been recycled and not actual fired as in sacked from the service and no longer PNP officers.

Superintendent Rodelio Marcelo, head of the Quezon City Police District’s Criminal Investigation and Detection Unit, said Negrito is allegedly a one-man investment scammer who primarily targeted his fellow police officers. 
His victims ranged from rookies to ranking officials, some of whom invested almost P1 million from their retirement funds. 
Aren't these cops trained to sniff out scams? There is a big problem if cops cannot tell the difference between a scam and something legit.

Puyat said that the Commission on Audit (COA) had already asked the Tulfos to return the money, and that the family has six months to reply.  
"It's really between the COA and the ones involved. And then once they return it they will give it to the Department of Tourism and then we will return it to the Treasury," Puyat explained. 
The Tourism chief hopes that the money will be returned by the end of the year.
But they said they already returned it! What happens if they don't return the money?

"The PDP-Laban delegation is charged with the task of forging closer party-to-party and people-to-people ties between our two countries," Cusi said. 
"We offer to the DFA our services to help establish more formal relations between our governments,” he added. 
The Philippines and North Korea established formal ties on July 12, 2000. 
"As part of our independent foreign policy, the Philippines should not hesitate to reframe our relations with countries that we have not significantly engaged with in the past," Cusi said.
The government does not need the aid of a private political party to strengthen diplomatic ties with a country. What happens when this party is no longer in power? For PDP-Laban to be allowed to do the work of the DFA sets a dangerous precedent and ought not to be allowed.

According to the Ombudsman's central records, Bello is undergoing preliminary investigation for case docket number OMB-C-C-17-0341 and administrative adjudication for case docket number OMB-C-A-17-0295. 
The records do not reveal any more than that, as pending cases at the Ombudsman are not available for public scrutiny. 
Section 5, Rule 4 of the JBC's rules and regulations states that a person who has "pending criminal or regular administrative cases" is "disqualified from being nominated for appointment to any judicial post or as Ombudsman or Deputy Ombudsman."
Labor Secretary Bello has been nominated for the post of Ombudsman but it turns out he has cases pending before the Ombudsman! Surely they will find a way around all this so he can get that spot.

Senate President Vicente Sotto III said online news site Inquirer.net will take down articles insinuating that he whitewashed the rape case of the late actress Pepsi Paloma in 1982. 
Sotto said this in a chance interview with reporters on Monday, June 18. 
"They will [take it down]... because it's fake news. It's [the] original fake news," the Senate president said when asked if he would pursue libel charges against Inquirer.net if it refuses to remove the articles.
Sotto does not realise that to bring attention to an issue will only make it that much more noticeable. And the internet never forgets. In a 14-page resolution dated May 18, the Ombudsman said the 4 commissioners failed to strictly implement rules on the nature of bill deposits as "mere guarantee in payment of bills" which must be returned upon termination of the distribution utilities service. 
"Meralco treated the bill deposits as part of its capital without the benefit of a reasonable return of interest to accrue to consumers – a practice which respondents appeared to have acquiesced in," the resolution states. 
The suspension order stemmed from a complaint filed by the National Association of Electricity Consumers for Reforms (Nasecore). 
"In fact, without the letter of Nasecore, as represented by complainant herein, respondents will continue to ignore their mandate in promoting, safeguarding and protecting the interest of the public consumers by regulating, monitoring or checking Meralco's utilization of the bill deposits, at the very least," states the resolution. 
According to Nasecore, consumers were allegedly robbed of about P34.84 billion. The group computed that consumers' deposits totaled about P61.36 billion from 2006 to 2016, while consumers' deposits amounted to only P26.5 billion in Meralco's financial statement. 
Meralco had argued that it engaged in an accepted practice when it used bill deposits in its operations. But the Ombudsman said this did not mean the practice was legal or to the public's advantage.
How many other government organisations are engaging in accepted but illegal practices?

Duterte has repeatedly said thousands of community officials were involved in the trade, without elaborating. 
But last week he vowed barangays will be provided with the same legal protection as soldiers or police, and they "will never go to jail" if they shot suspected criminals in the performance of their duty.
I love this sensational headline: "Give free guns to random members of the public." Hilarious but not true. It's not random members of the public but barngay captains who will be given free guns. And the DILG Sec. sees no problem with this proposal at all.

In the statement, Año said that barangay captains can buy firearms and they may be given a “permit to carry.”  Aside from that, they may also be included in the Civilian Armed Force Geographical Unit (CAFGU) or in the Special Civilian Armed Auxiliary (SCAA). 
DILG Assistant Secretary Jonathan Malaya also supported the proposal, saying that it is backed by legal bases. 
(Section 387 of the Local Government Code allows the issuance of guns for barangay officials.  The law states that in the exercise of the barangay captain’s job to maintain peace and order in the barangay, he or she has the right to own and bring a gun within the community, under regulations stated by the law.) 
However, Malaya also recognized the need for the department’s assurance that mechanisms are in place to prevent the abuse of such measure.
Of course abuses will happen if this program goes into effect. That is a no brainer. Let's take a look at section 387 of the Local Government Code.

CHAPTER 2 - Barangay Officials and Offices 

SECTION 387. Chief Officials and Offices. - (a) There shall be in each Barangay a Punong Barangay, seven (7) Sangguniang Barangay members, the Sangguniang Kabataan chairman, a Barangay Secretary, and a Barangay treasurer. 

(b) There shall also be in every Barangay a Lupong Tagapamayapa. The Sangguniang Barangay may form community brigades and create such other positions or offices as may be deemed necessary to carry out the purposes of the Barangay government in accordance with the needs of public service, subject to the budgetary limitations on personal services prescribed under Title Five, Book II of this Code.

Various government corporations and agencies owe the Public Private Partnership Center some P854.84 million representing costs of feasibility studies conducted on infrastructure and other projects that were not implemented. 
COA made the recommendation in the recently released 2017 annual audit report for PPPC, an agency that was created by the Aquino administration which made public-private partnerships part of its centerpiece agenda. 
However, last year, many projects were terminated as a result of the change in policy under the Duterte government. 
Public-private partnerships were abandoned as President Duterte pursued its “build-build-build” infrastructure program through official development assistance or foreign loans. 
COA said PPPC should recover the cost of feasibility studies for projects terminated as of 2017. 
COA said PDC refers to the costs of pre-feasibility and feasibility studies, which are initially charged against the revolving fund called the Project Development and Monitoring Facility. In cases of terminated projects, guidelines provide for the implementing agencies to reimburse 100 percent of the PDC. 
IN the audit report, COA acknowledged the PPPC’s efforts in pressuring agencies to pay up but “very low or non-collection of long outstanding receivables” remained unaddressed.
Interesting. Duterte's decision to rely on foreign loans terminated these projects. But how is it that these agencies are not returning the money? Where is the money? Is it all spent? This could be resolved with the Congress when they decide on the annual budget. Just compute the funds they supposedly have as being on hand.

The DOH is so incompetent that they need to call in outside help to manage a problem they should have had well under control a long time ago.

Alejano said he received information months ago from a "source of authority" in the Armed Forces that the president directed the military to stop its patrols in the West Philippine Sea. 
"I believe this is still the present situation in the West Philippine Sea as also affirmed by the fishermen on the ground," Alejano said. 
National Security Adviser Hermogenes Esperon Jr. is quoted in reports last November as saying the Philippine Navy had stopped sending ships to Scarborough Shoal, also known as Panatag Shoal and Bajo de Masinloc, to ease tension with China. 
He said, however, that Philippine Coast Guard ships were still being sent there.
Alejano's insistence makes it appear as if he is not the one lying. Only one way to find out. Call a Senate hearing and open the books. Or just open the books!

On Sunday, Sen. Sherwin Gatchalian said he filed Senate Resolution No. 759 calling for an inquiry on the financial requirements of the infrastructure program to ensure “judicious, prudent and sound economic planning” by the government. 
Gatchalian said the Senate should look into the country’s debt obligations closely, considering payments for these would otherwise go to important public services.
What will they find if they do a close inspection of this program and the loans funding it?

Bacarisas said he had plans to surrender but he explained that he just "cooled off" to clear his mind.
And the government wants to arm these people.
Six Pasig City policemen are facing administrative charges after being caught by their police chief sleeping on the job and abandoning their positions.

A TOTAL of 674 police personnel have been charged for various human rights violations since President Rodrigo Duterte took office in 2016, Philippine National Police (PNP) chief Oscar Albayalde said Wednesday, June 20. 
Albayalde said these charges show that the PNP respects human rights. 
Of the 674 police officers charged, 19 have been dismissed while the others have been meted penalties ranging from demotion to suspension. 
The charges were filed from July 2016 to May 2018 before the Internal Affairs Service and the Discipline, Law and Order Division of the Directorate for Personnel and Records Management. 
“(The) Most common human rights violation cases stemmed from homicide, illegal arrest with grave threats, violation of POP (Police Operational Procedures), violation of Anti-Torture Act, maltreatment and abuse of detained person,” he said.
How does having 674 PNP officers charged with human rights violations, WITH ONLY 19 DISMISSED, show that the PNP respects human rights? Just because they charged them? Pinoy logic at its finest!

The Ombudsman said the indictment stemmed from the unlawful issuance of National Budget Circular (NBC) No. 541 to implement the DAP involving P72 billion public funds. 
“A re-evaluation of the case establishes that the individual actions of respondent Aquino and respondent-movant Abad showed a joint purpose and design to encroach on the powers of Congress by expanding the meaning of savings to fund programs, activities and projects under the DAP,” the Ombudsman said, quoting a resolution issued on May 22, 2018.
THE Bureau of Jail Management and Penology (BJMP)-Central Visayas has placed all the personnel of Mandaue City Jail under investigation following the murder of inmate Steve Go, an alleged drug lord. 
Chief Inspector Dennis Aliño, the BJMP-Central Visayas information officer, said the focus of their inquiry on how the murder weapon, a .38 revolver, was sneaked inside the facility.
Following PNP Chief Albayalde's logic, if they find that it was a PNP officer who provided the weapon and they charge him this will prove that the PNP are not corrupt.

The COA said the properties have a total land area of 24,145.9407 hectares and were acquired either through a deed of donation or were turned over by the defunct Mindanao Development Authority. 
The biggest parcel of land is the 24,000-hectare property in Wao and Bumbaran, Lanao del Sur that was acquired in 1981 but is now occupied by informal settlers. 
The SPDA books also listed a 112-hectare fishpond project in Panigayan, Basilan and a 13.7915-hectare lot in Bagumbayan, Sultan Kudarat. Both properties were acquired in 1975 and 1982, respectively, but remain idle. 
Others properties included in the COA report are located in Butuan City, Cotabato City, Davao City, Zamboanga City, and in the towns of Pikit and Libungan in Cotabato province. 
The COA noted seven properties had no tax declarations, while two lots have no land title. 
The COA said the SPDA had informed the commission that it has yet to appraise the properties to assess their real property values. 
"The management also admitted the need to appraise the value of these properties as basis in recording for fair presentation in the financial statements, however, no action was made on the appraisal of these properties to date," the COA said. 
"Failure of the management to appraise these items at its fair value violated (Philippine Accounting Standard) 16 and understated the land account in the financial statements," it added.
Seems very suspicious but not too out of the ordinary for the Philippines. Real land reform would mean first of all finding out who actually owns it and what is the value thereof.
But he will continue to curse them very publicly.

Sleeping on the Job Again

A few months ago I was out for an early morning run when I saw through the dim lights at a water station a man asleep on the job. I did not have my camera so I ran as fast as I could back home, got my camera, and biked back to take a few snaps.




Isn't he adorable? Sleeping like a baby. Thankfully no one saw me and I sped off as quietly as I arrived. 

A few days later I saw him sleeping again so I again whipped out the camera, which I had with me this time around, and took a few snaps.




This time I was caught! The second picture is the guy waking up to his fellow employee shouting and pointing at me! I ran like the wind back home laughing all the way. I changed my route for the next few weeks because I did not want any trouble but soon enough I was back that way and what did I see? You guessed it. The same man asleep!


The difference this time was that they had turned out the lights so no one could see into the area. But I saw him because I was looking for him. If you notice in the above pictures the lights are on but in this picture I had to use my flash.

I have been back that way more than a few times since and have not seen anyone sleeping.

Why Segregate the Garbage?

Why segregate the garbage if the segregated garbage will not be taken?  

Why have a huge campaign informing everyone that they must separate glass and plastic or face a penalty when large bags of glass will not be taken? What is the point?  

I knew this campaign was worthless because I have never once seen a recycling truck in the area. Not once!  

Too many empty plastic containers and glass bottles have been sitting around the house for far too long so I bagged them up and set them out. The garbage men took the plastic the left the glass.


The next week came around and I set these bags out again and waited for them to ask why they would not take the bags.  

You know what this guy wanted?

100 pesos!  

Either I could give him 100 pesos or I could drive to the place they dump the trash and bribe the checker myself with 100 pesos to dump all this glass!  How's that for segregate your garbage and let's recycle!

It would just be easier to smash the glass and mix it with the garbage. No actually that would be a lot of work.  It would be easier to just toss it in the river or on the side of the road!

The next time the garbage truck came again I wanted to ask again about taking the glass. I wanted to be very clear on the subject. This time I was not asked for money. Instead I was told that they cannot take the glass but a truck will come on Sunday to collect it although I have to request it. Sounds like garbage to me. Why should I have to request the recycling truck to stop by my house?

Everybody's heard about the bird! 
So I've been looking up and reading about the "No Segregation, No Collection" drive going on in this town.  Guess what? ZERO compliance. But they are still taking the trash of course.

Seg-seg-seg-segregation's the word!
There are not a lot of specifics about this program online.  By specifics I mean what exactly is to be segregated and how is it to be collected or what is to be done with the segregated garbage. Is it really cardboard, plastic, glass, and aluminium they wanted segregated?  I don't think so.  It seems like the city wants to have all the bio-degradable garbage like organic waste segregated so they can shred it to bits and use it as fertiliser in "organic farming." But then why don't they come right out and say it? "Segregate all your bio-degradable garbage."

The city has invested big money in garbage shredders. 8 million pesos! But just how they are to be used I have no clue. I don't think the barangays they distributed them to know either because they are sitting idle as no one has been segregating their garbage! And how about the logistics of that? You got one shredder per barangay but how is everyone's waste going to be shredded? We are talking about thousands of households as well as stores and markets. Will the shredder be going from house to house? Must the waste be transported to the barangay hall? Or will all that bio-waste be collected and then shredded on site?

What seems to have happened is that the city got on an environmental kick, passed a resolution on garbage segregation, but did not implement a plan as to how this would actually work.  Then there is the issue of enforcement. Only the DENR or officials deputised by the DENR can enforce compliance. The mayor admits the whole thing is a FAILURE!

So I decided to go to the barangay office and get the scoop on what is going on. You know what the lady I talked to told me? Well first of all she said she did not have any flyers with the information I was looking for on what is to be segregated and what to do with it and that the barangay and not had the educational meetings about segregation they were required to have. Second of all when I told her that the garbage men would not take the glass I had she said it would be easier to put it in a bag and tie it up so they would not see it and then take it.

This lady just told me to do everything antithetical to garbage segregation.

Thinking I'd have better luck at City Hall, I went. What a mess. The office I was led to was very large and everyone was on their phones while Showtime blared on a very tiny TV. One guy behind me was burping at regular intervals as he played with his phone. No one was doing any work to speak of.

I told the secretary about my issue with the glass not being taken and that I wanted information on segregation. Thankfully she produced just the pamphlet I was looking for.




This pamphlet was really the only thing I wanted. But to my surprise the head of the department met with me and we talked about the issue I was having with the glass and what to do with it. He said the garbage men cannot take the glass. He also said there is no place to recycle the glass. Then he asked for my number and said he would call me and arrange for a junkshop to pick the glass up by Friday which was in three days.

He never called!

Instead someone else took the glass to do something with it, I don't know what.


I wrote that I have not seen any recycling trucks but that is not exactly true. I have seen trucks carrying large amounts of plastic.




Just take a moment to bask in the glory of these trucks. There are 14 huge bags of plastic stacked high on top of the already full beds! Amazing! I hope they don't encounter low hanging electrical lines. Where are these trucks going? No idea but they are probably headed for some kind of recycling centre. Maybe. Where else would they go?

I have also seen trucks and tricycles overloaded with cardboard so there must be some place to recycle cardboard. But not glass for some reason.

The point of all this is to say that this city's garbage segregation is a failure and will continue to be a failure. Local and national government agencies going hog wild with projects that sound good on paper but have no mechanism of implementation, that is just how it is in the Philippines.

Martial Law: Not Ready For That

Earlier in the week Joma Sison was elated to tell the media that the pace talks were pushing through and everything was moving on schedule for June 28th.

With regards to the stand down agreement between the GRP and NDFP, Sison said from June 14, the date will be moved to June 21 because of the delayed court permission for the six NDFF consultants to surface and travel. 
“So (there will be a ) one week stand down before the June 28-30 formal peace talks in Oslo, Norway,” Sison said.
But the very next day Duterte, instead of releasing a joint GRP - NDFP announcement, had this to say:

A little more time for what? Time to get the public's approval of the peace deal.
“In our common effort to make sure that we achieve a conducive and enabling environment for peace, President Rodrigo Duterte instructed us last night to engage our bigger “peace table” – the general public as well as other sectors in government as we work to negotiate peace with the communist rebels,” Dureza said. 
He said there is a need to “listen” to the public before finalizing the deal. 
“There is a need to engage the public all the more and get their support before we are able to put out certain agreements with the leaders of the Communist Party of the Philippines,” he said. 
Dureza said that coming up with a peace agreement would be useless without the support of the public, so the government peace panel “would go and listen to the public.” 
“[For] our peace efforts to succeed, [it] should have good support from the general public. Hence, it is necessary that all efforts be exerted to inform and engage them in the same way the government engages the rebels [to] address the root causes of conflict,” he said. 
He added that the government would like to take advantage of this “last opportunity and [ensure that] we don’t squander it.” 
Dureza likewise emphasized that the government is determined “to put a dignified closure to the armed rebellion [and that this opportunity] will not be squandered away.” 
“The government peace panel, in cooperation with the private sector, will continue its efforts to “engage” those who earnestly seek peace,” he said. 
“We are now at the cusp of some major breakthroughs in the peace talks, hence, the urgent need now to take deliberate steps to ensure that we do not falter,” he added.

What are these "certain agreements" of which the public needs to be informed? I would wager its the general amnesty upon which which the CPP is insisting.

A draft proclamation prepared by the National Democratic Front of the Philippines (NDFP) seeks amnesty for political prisoners in connection with the decades-old communist insurgency, a copy of the document showed. 
If granted, the amnesty would benefit more than 800 people, including top communist leader Jose Maria Sison, said NDFP peace panel consultant Rey Casambre, in a list to be provided by the group.
A general amnesty for "more than 800 people" many of whom are being held for murder would not sit well with any right thinking person.

Whereas, in order to promote an atmosphere conducive to the attainment of a just, comprehensive and enduring peace as a necessary component and integral part of the GRP-NDFP Interim Peace Agreement (IPA), there is a need to declare amnesty in favour of the said Filipinos;
How does it follow that in order for there to be an enduring peace that amnesty must be declared for murderers and terrorists? It does not.

Amnesty shall cover acts or omissions punishable under the Revised Penal Code or special laws in connection with the rebellion waged by the Communist Party of the Philippines (CPP) and the New People's Army (NPA), or for offences that will otherwise be common crimes but were committed or alleged to be committed in furthered of one's political beliefs; 
Provided further, that amnesty shall not cover crimes against chastity and rape.

Also the CPP wants this amnesty processed by the DOJ within a week of application!

The DOJ shall forthwith act on the same dispatch with in a period of seven (7) days from receipt. The applicants shall be processed for a period not longer than one week on the humane, fair and just presumption that they have been processed repeatedly upon their previous rest, detention and subjection to trial.
Good luck with that! The government moves slow. Very. Slow.

The other issue is the stand down agreement which the AFP understandably does not think the NPA will uphold as they have failed to abide by previous ceasefires.
At a briefing in Malacañang on Wednesday night, Harry Roque said Mr. Duterte had met with top military and police officials at a command conference and asked them to “give peace a chance.” 
“The President wants the cooperation of our men in uniform in the peace talks,” said Roque, former human rights lawyer and now presidential spokesperson. 
Roque said “it appears” that the Philippine National Police and Armed Forces of the Philippines were “fully supportive of the peace talks.” 
During the command conference, concern was raised over the possibility of rebels just taking advantage of the talks to “regroup and strengthen,” according to Roque. 
Another concern raised was the possibility that rebels would continue collecting revolutionary taxes during the talks, Roque said. This would violate one of President Duterte’s conditions. 
“But the President assured them that we needed to give the peace talks a chance,” Roque said.

Give peace a chance? Tell that to the NPA.  The PNP and AFP no doubt only appear to be supportive of the pace talks because to go against Duterte is career suicide. If the NPA wants peace they can show a little restraint and initiative. Why do they need a sheet of paper to declare a ceasefire? How hard is it to stop killing people?

Under a genreal amnesty these men would both go free. The AFP would have done everything in vain.

Aside from getting cold feet on the amnesty agreement and the ceasefire Duterte also wants a change of venue. Rather than Norway he wants to have the peace talks in the Philippines.

Malacañang on Monday said it prefers for the peace talks to be held in the Philippines than be held in a neutral country, even as Communist Party of the Philippines (CPP) founding chairman Jose Maria Sison warned this could result in the end of the negotiations. 
“Let’s just say as far as the President is concerned, venue matters. He does not understand why we should continue talking in Norway. Pare-pareho naman tayong Pilipino. Bakit kailangan lumayo pa?” Roque said in a press briefing. 
While Sison was preparing for a homecoming, he insisted that a third-party venue was still necessary for the formal talks. He said in an Inquirer interview that Duterte dictating the venue of the talks “where he can conduct surveillance and control” will spell the end for the negotiations. 
He says this AFTER the NDFP negotiators have already left the country! Will this be the end of the peace talks? Did Duterte ever really desire to restart the talks again or is he baiting the CPP to launch attacks so he can declare nationwide martial law? Does he even have a plan?

The PNP are preparing to take over Internal Security Operations against NPA and Islamic terrorists.

In fact, PNP chief Director General Oscar Albayalde said the police’s two elite forces are now regularly conducting operations against communist rebels in Luzon and Visayas areas. 
He is referring to the Special Action Force and the Public Safety Units in the regions and the provinces—the two well-trained and well-equipped units of the PNP. 
“This is already gradually being turned over to us with regard to Luzon and Visayas. Our police forces have been conducting operations in Luzon and Visayas,” said Albayalde. 
He said the PNP’s capability to fully assume the ISO from the military will be further boosted with the recruitment of five more battalions of the Special Action Force (SAF) which is expected to be completed next year. 
This is also the reason, according to him, the new police recruits are now mandated to take commando training courses in anticipation as the aim is to make all the incoming policemen ready for attacks by the communist rebels. 
“Kaya nga gagawin natin ito to train our new recruits on commando forces of SAF. Whether you will be assigned with the saf or not, they will now undergo the training because of that foredight that eventually the ISO will be returned to us from the military,” said Albayalde. 
But Albayalde was quick to stress that it may be a different case in Mindanao, as he insinuated that it will take more time before the PNP could take control of the law and order in Mindanao. 
Aside from extremist groups like Maute and Abu Sayyaf, Mindanao is home to two major rebel forces which is the Moro Islamic Liberation Front and the Moro National Liberation Front. 
Another group, the Bangsamoro Islamic Freedom Fighters (BIFF), is also yet to be finished off by the military despite several attempts to end it.
Maybe it's just me but I would delight in seeing the SAF deal with idiot drivers and other everyday offenders. Why can't the police take charge of ensuring law and order on a regular basis and leave the military operations to the MILITARY? The PNP used to be a branch of the military but that was decades ago. Time to move on?

Interesting this article calls MILF and MNLF rebel forces. These are the groups Duterte is negotiating with for peace via the BBL. Remember no BBL and the MILF will not be dropping their weapons.


"We are revolutionaries. We are not trained to talk much, but we are trained to do more," Jaafar said in front of an audience that included Defense Secretary Delfin Lorenzana and officers of the Armed Forces of the Philippines (AFP). 
"If there is no BBL, there is no decommissioning of troops," Jaafar warned. 
It can't be any BBL. Jaafar said they want "all the provisions retained" to make sure that the law complies with government commitments in the peace deal. 
"There are many amendments in the Senate version that were amended. I think it's over 100. We raised objections to some of those amendments when we were at the Senate," Jaafar said. 
Among the significant amendment in the Senate is the deletion of a section listing the reserved powers of the national government, effectively removing the Bangsamoro region's power over all other areas not on the list. 
"We realize the process of legislation but the interest of the Bangsamoro cannot be taken for granted. If people reject that in a plebiscite, what can we do?" said Jaafar. 
There is frustration among the people, especially with the Senate version, Jaafar said. 
The goal is an independent Islamic State. Never forget that. Never lose site of that because that is their true and stated goal. The sections removed from the Senate version which the MILF Is protesting is proof of that. Here is one example of what the MNLF wants.

Who will control untapped oil and natural gas reserves in the envisioned Bangsamoro region? 
The answer isn’t clear as there seems to be a disconnect between what President Rodrigo Duterte has promised Muslim leaders and what is stated in the proposed Bangsamoro Basic Law (BBL). 
“The government will not touch that. That’s yours. Nobody will interfere,” he said in Filipino during a speech in Davao City. 
But both the Senate and House versions of the BBL state that fossil fuels – including petroleum, natural gas and coal – would be “co-managed” by the Bangsamoro and national governments with the revenues “shared equally” between them. 
The two bills state that there will be “joint exploration, development and utilization” between the national government and the Bangsamoro government of any fossil fuels in the new Muslim-majority region. 
However, this is only true of fossil fuels. All other revenues from development of natural resources in the Bangsamoro region, including mines and minerals, “shall pertain fully to the Bangsamoro government,” according to the two bills. 
“In the case of fossil fuels (petroleum, natural gas and coal) and uranium, the same shall be co-managed and the revenues shared equally between the national government and the Bangsamoro government,” the Senate version states. The House version is the same except it states “may” instead of “shall.” 
The question of who controls oil and gas could be a sore point between Muslim leaders and the government, considering the vast potential for development of Mindanao, pockets of which have been riddled with conflict for decades. 
In his speech, the President said the resources “will remain in your (Moros’) control and possession but you just have to pay the taxes and the services that the government would spend.” 
But unless the bicameral conference committee adopts the President’s pledge and overhauls those provisions, the BBL will mandate equal sharing of revenues from oil and gas between the national and Bangsamoro governments. 
The MILF and MNLF will want to control not only the mineral deposits but also the fossil fuel deposits in the region. Duterte has promised them that this would be the case but neither bill in the Senate or the House gives total control of fossil fuels to the BBL administration. Will the MNLF accept a BBL that does not give them such control? The problem is Duterte keeps making promises that he has no right to make and so expectations from the MNLF that he keep those promises are high.

Can you imagine Christians blowing up a Christmas celebration? Has this ever happened in the history of Christianity? Ever? But BIFF, an Islamic terrorist group, was planning to blow up Eid Fitr celebrations.

“The operation was launched as information from the ground revealed that the BIFF is planning to conduct large-scale, simultaneous bombings in cities … before the celebration of Eid Fitr,” Lieutenant-General Dela Vega, commander of Western Mindanao Command, told Channel NewsAsia. 
Military intelligence sources told Channel NewsAsia that the cities targeted by BIFF militants include General Santos, Kidapawan and Cotabato on Mindanao island. 
“The (armed forces’) thrust is to rid the area of terrorist groups to prevent them from bringing havoc during the observance of Eid Fitr. They (BIFF) bring nothing but destruction,” said Dela Vega. 
“We have to perform our mandate to protect the people,” he added.
Wow.  The AFP had specific information and acted on it in a timely manner. They did not ignore it or pretend to not understand what it meant. If only that bad been the case in the months leading up to the Marawi siege. But they did not act on the specific information they had and the rest is history.

Starbucks Espresso Machine Broken

Only in the Philippines have I ever walked into a Starbucks wanting an espresso drink only to be told, "Sorry sir but the espresso machine is broken so no espresso drinks. We have brewed coffee if you like."

No I do not want overpriced brewed coffee. I have plenty of grounds at home thank you very much. What I do not have is an espresso machine. 


They said it would be fixed in the afternoon but does it look like anyone is working on it?  They did not even have the decency to put an "Out of Order" sign on the machine.


I left empty-handed.
