What is the point of releasing a list of celebrities who are suspected of being involved with drugs? With the political narco-list the government could hide behind "informing the voters" but with this celebrity list there is no benefit. It's disgusting that the PDEA chief has even resorted to blind item gossip. How about charge these people with a crime and arrest them?

At a press briefing, Nathaniel Gleicher, Facebook's head of Cybersecurity Policy, said a total of 67 pages, 68 accounts, 40 groups and 25 Instagram accounts were taken down due to "misleading behavior." 
"The people behind the activity attempt to conceal their identities and make them look like their independent but in fact our investigation could confirm that this was a cluster of coordinated behavior that has links to a network organized by Nic Gabunada," Gleicher said, noting that the accounts usually post local and political news about the upcoming elections. 
"What we saw is this cluster of these pages, groups and accounts, a combination of authentic and fake accounts that were basically being used to drive messaging on behalf and related to political candidates," Gleicher added. 
He also said these fake accounts usually post candidate updates and views, alleged misconduct of political opponents as well as controversial events that were purported to occur during previous administrations. 
Earlier reports said Gabunada had directed Duterte's social media campaign team for the May 2016 presidential elections. 
According to Gleicher, about 3.6 million accounts followed one or more of these Pages, about 1.8 million accounts joined at least one of these groups, and around 5,300 accounts followed one or more of these Instagram accounts 
He added that around $59,000 was spent for the advertising.
$59,000 is a lot of money to advertise your independent pro-Duterte accounts which means of course these accounts were likely being financed by the PDP-Laban. Don't worry though the troll army will continue to march on.

Supreme Court Senior Associate Justice Antonio Carpio on Thursday said that he was aware that China was monitoring phone calls and emails. 
According to a report in GMA News TV's State of the Nation with Jessica Soho, Carpio made the remark after the power went off at a convention of the Integrated Bar of the Philippines in Iloilo City. 
He was giving a lecture and presenting a video on China's claims in the South China Sea and the arbitral tribunal's 2016 ruling which favored the Philippines when the power outage occurred. 
"I knew that my email and my phone conversations are being monitored by China but I didn't know they have the capability to tinker with our video now," Carpio said.
"[It is] not surprising, Globe and Smart use Huawei network services since before," Sotto said in a text message to GMA News Online without elaborating. 
Huawei, a Chinese tech firm, has been accused of allowing its devices to be used for exfiltration of data and espionage in the United States.
It could be that Carpio is making a joke but that does not excuse Sotto's ho-hum reaction.

A graft complaint has been filed against Sto. Tomas, Batangas, Mayor Edna Sanchez for allegedly demanding kickbacks from an information technology contractor in a case that the mayor decried as “purely political harassment” because the allegations were nine years old already. 
Gerry Laresma, spokesperson of the mayor, said in a phone interview that the timing of the case was suspect and “malicious as they claim it happened in 2010.” 
“Why file it just now?” Laresma said. 
The complaint alleged that on Sept. 1, 2010, Sanchez sent her police bodyguard to WeDo to receive a Bank of the Philippine Islands check for P1,211,592.82 and P1 million in cash. The bodyguard allegedly presented an authorization letter from Sanchez along with her postal ID.
Interesting.  Even if it is politics perhaps she will pay for her crime if a crime was committed.  The chickens always come home to roost.

A municipal councilor in Negros Occidental who was running for a third term was shot dead while sleeping inside his house in Moises Padilla town, about 49 km south of here. 
Councilor Jolomar Bañares Hilario, 51, was sleeping when armed men barged into his house in Barangay Inolingan and shot him around 6 a.m. on Saturday. 
According to the police report, the armed men arrived on board a truck and identified themselves as members of the New People’s Army.
This incident is interesting in light of the accusations against the Vice Mayor of Moises Padilla who has been charged with murder and, as a member of the NPA's kangaroo court, added names to the NPA's hit list.

Osmeña’s open support for Go fueled speculation that it was meant to appease the President. 
Sources told the Inquirer that Osmeña met with the President after the latter’s public rant against Osmeña in speeches last year. 
The same source said the only condition allegedly asked by the President to restore broken relations was for Osmeña to include Go on the mayor’s list of senatorial candidates.
The mayor of Cebu is being blackmailed by Duterte into supporting his candidates or continue risk facing his wrath.

The police Criminal Investigation and Detection Group (CIDG) announced on Monday the arrest of 23 local government officials in a series of operations against organized crime and loose firearms across the country. 
In a press briefing at Camp Crame, PNP chief General Oscar Albayalde identified Mayor Romeo Vargas of Tubajon, Dinagat Island, and Vice Mayor Antonio Adlao of Tagbina, Surigao del Sur, as among those arrested for alleged violation of the Comprehensive Firearms and Ammunition Regulation Act. 
Aside from Vargas and Adlao, the CIDG also arrested a member of the sangguniang barangay, nine village chairmen, 10 village councilmen, and a general service officer in operations conducted from March 22 to 28. 
During that period, the CIDG seized 137 firearms, 34 explosives and arrested 168 people, including the local officials.
That's a fair amount of weapons and explosives.

A village chairperson of Cotabato City survived an ambush Saturday night in Makilala, North Cotabato, authorities said. 
Citing report from local police of Makilala, Provincial Police Director Colonel Maximo Layugan identified the victim as Datu Bimbo Ayunan, chief of Barangay Mother Kalanangan in Cotabato City. 
The 37-year-old village official was driving his pick-up truck with his wife, heading to Davao City, when unidentified gunmen on board a motorbike opened fire at them.
He survived this attack but will they try again?

A police officer assigned at the Northern Police District-Traffic Enforcement Unit was arrested on Tuesday for alleged extortion and illegal possession of firearms. 
Police Chief Master Sergeant Kaiser Mijares, investigator on the case, identified the suspect as Patrolman Arnel Agustin. 
Mijares said the suspect has been complained of extorting money from truck drivers at the Manila North Harbor since 2016, but was only arrested this morning at Road 10, Manila North Harbor Southbound.
Three years of extorting truck drivers and now he is finally apprehended.

The Philippines has no history of defaulting on its loans. So why are people saying now that we will default? They have no faith in the Philippines? I don't know why people are saying 'There might be a default.' That means to say those people have no faith in their own country," Dominguez was quoted saying in a statement released Sunday.

But Carpio said the Philippines "declared a moratorium on its foreign debt repayments" in 1983 "because the Central Bank did not have sufficient foreign exchange to service its foreign debts." 
"So, it is not correct to say that the Philippines never defaulted on its debt because the mere suspension of repayment, like declaring a debt moratorium, is already an 'event of default,'" he said.
Is Dominguez lying or forgetful or does he think the debt moratorium is not technically a default?

I suppose the reason why he continues to fire allegedly corrupt officials is because there is no corruption in his cabinet.

Police Capt. Neil Mark Quipanes, deputy chief of the Iligan city police station 1, said Al Daud Cali, a businessman selling construction materials, was arrested after three medium-sized sachets believed to contain shabu (crystal meth) worth about P105,000 was recovered inside his house during the search operation. 
“He was included in the narcolist that PRRD (President Rodrigo Roa Duterte) previously released,” Quipanes noted.
It begs the question why he was not arrested and charged earlier if his name is on that list.

Armed with a search warrant, operatives from the Provincial Intelligence Branch (PIB) of Cebu raided the house of siblings Aly Arquillano and Al Arquillano on Thursday morning, April 4, 2019.  
Weapons seized included an explosive hand grenade, a caliber .22 rifle – with license Aly claims to have been reported as missing, a caliber 45 pistol, an AR15 rifle, 68 empty shells of a caliber 45, 50  empty shells of 9mm, three units of cellular phones, and several live ammunition.
How does one obtain a hand grenade and why would you want it? Where would you ever use a hand grenade except in a war zone?

Ombudsman Samuel Martires has ordered the dismissal of Manila Police District (MPD) Station 7 Police Officer 3 Gerry G. Geñalope from service due to the killing of 23-year-old Djastin B. Lopez on May 18, 2017. 
In a 10-page joint resolution, Martires found Geñalope guilty of grave misconduct for which the penalty is dismissal from the service, including cancellation of eligibility, forfeiture of retirement benefits, and perpetual disqualification to hold public office, is imposed. 
Djastin’s family filed the complaint against the policemen on Sept. 28, 2017. According to the complaint, the boy was just sitting on the railroad tracks with his friends when the police swooped in and accosted everybody on their way. 
Records said that Djastin bumped a police officer, who then shot him. Djastin then appeared to have an epileptic seizure, but the police reportedly shot and slapped him. When the police reports came, the cops alleged that it was a buy-bust and a follow-up operation for the murder of a tricycle driver a week earlier. 
In the joint resolution, Martires said that there is probable cause that Geñalope is probably guilty, particularly of murder. He invoked self-defense, and he admitted inflicting fatal injuries that caused the death of Djastin.
“This Office is left with no sufficient lead to determine whether the May 18, 2017 incident was a legitimate police operation and who may be held accountable thereof,” the resolution read. “As such, there is a need to conduct a fact-finding investigation to ascertain what truly transpired and whom to hold accountable.”
This might look like some kind of victory but this ruling is actual unjust and awful. Has he actually been found guilty or is there only probable cause that he is probably guilty? He should get the benefit of a trial before he is sentenced. That the family had to file a case is also awful. That should be the discretion of the local DA but there are not any so families have to navigate the justice system all on their own.

President Rodrigo Duterte on Thursday threatened to suspend the privilege of the writ of habeas corpus and have critics arrested over a senator's comment on his order to review state contracts. 
"I have enough problems with criminality, drugs, rebellion and all.. Pero pag ako ang pinaabot ninyo nang sagad [But if you push me to limit., I will declare the suspensioin of writ of habeas corpus and I will arrest all of you. Kasama kayo sa mga rebelde, mga kriminal pati mga durugista [You are part of the rebels, the criminals and the drug addicts]," Duterte said in a speech in Palawan on Thursday.
Known for issuing exaggerated statements, the President also threatened to declare a "revolutionary war" if push comes to shove on his policies. 
"Then pahirapan mo ako [if you make it difficult for me], I will declare a revolutionary war until the end of my term. Then pasesnsyahan tayo [you'll have to excuse me]," he said. 
Duterte responded to Senate Minority Leader Franklin Drilon's statement Wednesday where he urged the government to exercise caution in the review of government contracts and loan agreements as ordered by the President. 
Wow.  He must really be deep in China's pockets to issue this kind of response.

The mayor of Daraga town in Albay is facing murder and attempted murder charges over the killing of AKO BICOL party-list Rep. Rodel Batocabe. 
Justice Secretary Menardo Guevarra on Thursday confirmed that Mayor Carlwyn Baldo and five others were charged with two counts of murder as well as six counts of attempted murder in a court in Albay.
It took them long enough! After public outing him as the mastermind it took 4 months to charge him with the crime!

Sugarcane Truck and Car Accident

Traffic was backed up and moving slow and I couldn't take it any longer. My destination was just up ahead past the next light. At this speed I figured I walking would be faster so I said, "I'm going. Just meet me up there." Because there are no sidewalks I was forced to march on the edge of the road squeezed between traffic and businesses. Motorcycles attempted to sneak on by. One false move and I could have been squashed.

Finally I reached the light and the cause of all the traffic problems was revealed.



An empty sugarcane truck and a car had gotten into an accident. No one was hurt and the drivers and occupants of both vehicles were standing off to the side as the PNP took pictures and noted the scene.



From the looks of it the truck got a little too close to the car and its wheel smashed the side mirror and took off the front bumper. Or maybe the car got a little close, sheared its bumper, and then the truck smashed the mirror. It's hard for me to tell and I didn't ask at the scene. Someone dun goofed that's for sure.


It's strange that an empty sugarcane truck was involved in this accident. I am always on edge waiting to see an accident with a full truck which has spilled all its overflowing contents onto some hapless driver crushing him in an instant.

Martial Law: Aspirations and Principles

Even though the law establishing the BARMM was ratified in a plebiscite in February and BTA officers have been chosen to guide the transition period it was only this week that the BARMM was officially inaugurated.

Before I would start reading my prepared speech, may I just express in front of you my extreme happiness that...It gives me the high that we were able to realize at least a part ---maybe not all, but a part of what the entire country would have wished for the Moro people of Mindanao. 
Maybe in due time with the prayers to our Allah that we’d able to fix also the western part and I hope to talk to our brother Nur Misuari on the western side. I pray for success and the guidance of Allah in our endeavours. 
Today, we proudly open a new chapter in our history as we inaugurate the Bangsamoro Autonomous Region in Muslim Mindanao, the new autonomous entity that we had envisioned to address the injustices of the past and plot the new course towards a more promising future for Mindanao and the rest of the country.  
This momentous event brings us a step closer to the realization of our decades-old dream of a peaceful region that is governed by the autonomous government that serves all Muslims, Christians,lumads,and other indigenous peoples,and every Filipino who also call Mindanao their home. 
It is my sincere hope that the new Bangsamoro regional government will not just live up to its aspirations and principles embodied in the past peace agreements with different Morofronts, but also promote good governance, transparency, accountability, and inclusive political empowerment. 
Before I end, let me repeat and reiterate my solemn promise to you, a sacred one which I promised also to Allah for his blessings, that in my term and for the next three years, we will all work and truly work for the benefit of the Bangsamoro people.
Surprisingly this whole speech is in English and can be read at the link above or watched here and its only 8 minutes. It is a very short speech and it is full of howlers.  How about:

Does the entire country really wish for a limited autonomy for the Moro people? Is that what the Moro people wish for themselves? Remember the BARMM is part of the peace deal made with the MILF and the MILF only. There was already a peace deal with the MNLF which culminated in the ARMM. It is ironic that the MILF accepted a deal of limited autonomy when they separated from the MNLF over that very issue of the MNLF accepting limited autonomy rather than holding out for full independence. Therefore when he says:
"Today, we proudly open a new chapter in our history as we inaugurate the Bangsamoro Autonomous Region in Muslim Mindanao, the new autonomous entity that we had envisioned to address the injustices of the past and plot the new course towards a more promising future for Mindanao and the rest of the country.  "
and:
"It is my sincere hope that the new Bangsamoro regional government will not just live up to its aspirations and principles embodied in the past peace agreements with different Morofronts"
it's hard to know what he means. The ARMM was supposed to stop the violence and inaugurate peace and be a "new chapter in our history." What is different about the BARMM? The peace agreement with the MNLF ended up being scrapped because Misuari ultimate rejected it.  Now he is threatening war if he does not get federalism and Duterte is praying to Allah that he can secure a deal with Misuari.

As for the historical injustices the ARMM and BARRM were and are supposed to rectify what are they? Colonisation! The MILF wants the whole of Mindanao given to the Moro people because of ancestral domain claims. They want the invading kafir, the Christians, gone. That was the sum and substance of the Memorandum of Agreement on Ancestral Domain which the government actually signed but the Supreme Court ruled unconstitutional.

Elsewhere we read about this event:
Bangsamoro Chief Minister Murad Ebrahim told the President the MILF had already submitted to the President’s office last week the complete list of their combatants and firearms for the first phase of the decommissioning process.
History is repeating itself. Disarmament and eventual absorption into either the PNP or AFP or transitioning to a normal life was exactly what MNLF fighters were supposed to do.






Such were the provisions in the 1996 Final Agreement between the GRP and the MNLF. These provisions are not at all different form the Annex on Normalisation signed between the GRP and the MILF which were previously documented here. From Stanford University's Mapping Militant Organisations we read the following:
After 1996, the MNLF demobilized. The MNLF’s primary purpose and structure during this period are unclear, but it seemed to function almost as a form of political identification. The 1996 agreement originally had provisions for including a certain number of MNLF members in the regional government as well as special programs providing education and technical skills for MNLF forces that did not integrate into the AFP or the PNP. The MNLF’s alliance with Lakas enabled its members to run for elected office more effectively, and the networks between members continued to exist. The MNLF did not disarm, although some MNLF members who integrated into Philippine society chose to surrender some of their weapons through a buy-back program called Balik-BARIL (Return Gun). Approximately half of the MNLF’s fighters entered the PNP and the AFP.  
However, discontent began to rise in the early 2000s as the MNLF began to view the 1996 agreement’s implementation as flawed. Many MNLF members believed that the 2001 New Organic Act for the ARMM, initiating the 1996 agreement’s second stage, contradicted the Final Peace Agreement’s stipulations of authority over mineral resources. The MNLF fractured into various new factions, including the Executive Council of 15 (EC-15)—established in 2001—that emerged in opposition to a faction still loyal to and led by Misuari. Before ARMM elections in November 2001, Misuari’s dissatisfaction with the 1996 agreement’s implementation and his own waning influence caused him to lead an armed attack in Sulu and Zamboanga City. This attack—carried out by Misuari’s MNLF faction, sometimes called the Misuari Breakaway Group (MBG)—was meant to stop the ARMM elections that Misuari did not believe he would win. Misuari escaped to Malaysia after the rebellion failed. However, he was arrested and deported back to the Philippines, where he was jailed.

The MNLF did not live up to the aspirations and principles embodied in any of the peace agreements made with them. Will the same be true of the MILF? Only time will tell but history says yes.

Peace talks with the NPA have been called off but that's not stopping them from celebrating their 50th anniversary.

In a nation plagued by armed groups ranging from kidnap-for-ransom outfits to Islamist secessionist movements, the communist New People's Army (NPA) is among the deadliest. 
Yet after decades of failed peace efforts, there is no end to the killing in sight as the campaign marks its 50th year. 
The NPA's staying power and deadly reach are rooted in the Philippines' deep poverty and the group's ability raise large sums of money, even after the US labelled it a terrorist group in 2002. 
It imposes a so-called "revolutionary tax" in its strongholds, the equivalent of two percent of any business project, that police say generates a minimum of 200 million pesos ($3.8 million) per year. 
Failure to pay results in violence, like torching a company's heavy equipment or facilities. 
This year promises to be a particularly lucrative one due to legislative elections set for mid-May. Candidates are hit with "permit-to-campaign" fees if they want to hold events in NPA areas.  
The government has already warned politicians and businesses not to pay those fees (though Duterte said back in 2013 to just pay them) but that likely won't deter them from paying the fees.

As the campaign period for local bets kicks off on March 29, the Department of the Interior and Local Government (DILG) and the Union of Local Authorities of the Philippines (ULAP) on Wednesday reminded candidates not to pay permit to campaign fees to the New People’s Army (NPA). 
In a joint statement, the DILG and ULAP reminded aspirants in the May 13 mid-term polls that “financing the NPA and their terror activities will make them criminally and administratively liable under our laws”. 
“We will not hesitate to file criminal and admin cases against politicians who will support terrorism. And we will expose your names to the public,” Malaya said.
Perhaps the government should release their list of NPA tax payers so voters won't vote for those people. Aside from politician and business paying extortion directly there is the problem of CPP front groups receiving money and passing it on to the NPA. The EU has been unwittingly guilty of this practice but now has been officially warned.

National Security Adviser and Vice Chairman of the National Task Force to End Local Communist Armed Conflict (NTFELCAC) Hermogenes Esperon formally wrote to the European Union (EU) to “immediately cease” its funding being funnelled to groups acting as legal fronts of the Communist Party of the Philippines-New People’s Army. 
Esperon underscored that the funds are being used “to propagate terrorism” through international alliances and networks, and are utilized to finance terrorist front organizations to recruit, traffic, and exploit children to become child warriors. 
He added that EU funds are also being used “to recruit and exploit vulnerable sectors such as indigenous people (IP), the systematic destruction of the latter’s culture and value system, and the murder of their leaders.”
Hopefully they can dry up the funds of the CPP-NPA. In the meantime NPA fighters continue to surrender.

“These rebel surrenderees are now free to rebuild their lives and enjoy peace and prosperity with their families and take the opportunity to avail of the government’s amnesty program and livelihood assistance under the  E-CLIP,” Philippine National Police (PNP) chief General Oscar Albayalde said in a press briefing at Camp Crame on Monday. 
The program features the establishment of halfway houses or receiving facilities where the former rebels can stay during the facilitation of their surrender, said Albayalde.

Nineteen members of the Communist New People’s Army Terrorists (CNTs) returned to the folds of the law on the day of its founding anniversary, March 29, 2019. 
The 19 former rebels also laid down 13 high powered firearms, explosives, and various ammunition. They are from the various CNT units operating in the provinces of Cotabato, Davao Del Sur, Sultan Kudarat and South Cotabato provinces. 
“Their surrender on the very day of the NPA’s supposed founding anniversary is a very clear indication that its ranks continue to decline due to the relentless efforts of the troops on the ground to hunt them down while providing space for them to peacefully surrender”, Col Efren Baluyot, the Brigade Commander of the 1st Mechanized Infantry Brigade, said.

She added that Ka Vic is joining 10 other former rebels who will soon avail of the Enhanced-Comprehensive Local Integration of the Department of Interior and Local Government.  
Ka Vic is also expected to receive cash assistance, the amount of which is equivalent to the firearms and explosives she had surrendered, Veluz also said.
Nice.  More NPA fighters who will be given taxpayer money and won't be held accountable for their crimes.

This is supposed to be a martial law update but it has become a catch-all for the Philippine government's dealing with various terrorist groups. Let's end with some recent news about martial law.

Yeah. Sure. The indigenous peoples of Mindanao love martial law because it protects them from the NPA. Martial law forever!

Religious Grab-bag

I found a few interesting religious signs around town I want to share and comment on.  First up is this banner from the Philadelphia Christian Church.


Philadelphia is one of the seven churches John writes to in the book of Revelation and it is the only Church Jesus has nothing against but I bet he would have something against this church. "The Greatest Show for Jesus Christ?" If there is one thing I hate and that would make Jesus spue thee out his mouth it has to be circus church. That is some lowest common denominator Protestant trash. 

For either 20, 50, or 100 pesos you can get a ticket to....I'm not sure exactly. Looks like a dance ministry so there will probably be dancing and singing which is what constitutes Protestant worship these days. But the problem is compounded with Filipinos because they have a song and dance culture. Can you imagine Filipinos chanting the Liturgy of St. Basil in reverence or singing the Psalter unaccompanied? No way. Filipino church is noisy like everything else here.

Let's move on to the Catholics and see if they fare any better.


Nope!

"Enjoy an evening of music, laughters, and dancing!"? Really? We read that Jesus wept and that he got angry but we never read Jesus laughed. In fact that is a big plot point in Umberto Ecco's book "In the Name of the Rose." In the centre of this banner Jesus is holding up a book inscribed with "I am the way, the truth, and the life" in latin and he is surrounded by....strippers, sexy lady dancers?  That's what it look's like.

Token Lizares (who is a Charity Diva), Angel of Mistress (who it seems is actually Angel Mistress and was apparently part of a transgender singing trio which participated in Asia's Got Talent back in 2015 and was subsequently kicked out of the band), Cosmic Angels (who appear to be just a regular sexy girl singing group), and Moments Band (you can watch a performance here) all gathered together to celebrate the greatest love which is the death of Jesus Christ who said:
John 15:13: Greater love hath no man than this, that a man lay down his life for his friends.
Just kidding!  This show wasn't about Jesus.  It was about a van.
The concert aims to raise funds for a badly needed mission van and the repair of the home for elderly and sick nuns of the Daughters of St. Paul. 
Lizares said the home for the elderly and sick nuns of the Daughters of St. Paul needs to be renovated because it is already congested and the ventilation is poor.  
The nuns also need to purchase a van for the delivery of religious books, magazines and materials in Bacolod, as part of the mission of the Daughters of St. Paul to spread the good news of salvation to all, she added.

Next up is the PNP!  This is a picture of a PNP Officer's motorcycle license plate.


Have you ever seen a licence plate like this anywhere in the world? Ever? I have not. Is it even real and valid? Does the LTO issue this plate? I don't know but I do know it was on a motorcycle belonging to a PNP Officer. Imainge being pursued by this guy. "The power of Christ compels him to take you out!"

And now: "In nomine Patris et Filii et Spiritus Sancti." Remember to cross yourself left to right if you are in the Western tradition and right to left if you are Orthodox. And if your are Protestant just forget all that and say, "Amen!"

Picture of the Week: Urchin

This week's picture is of a street urchin waiting for cars in the drive-thru lane to toss her their change. I took this photo at about 9 am on a Friday when she should have been in school.  But instead she's out begging for change.


She is leaning against the wall like a tiny hooker and undoubtedly will put on her best face when she spots her mark. Inside is a security guard who probably knows she is there but likely does not care much. Every time I pass this McDonald's there are always children waiting for drive-thru customers or sit-down customers hoping to score a few pesos. I have even seen a few intrepid little urchins sneak inside and eat someone's leftovers because Filipinos do not bus their tables.

The danger of standing in the drive-thru lane is obvious but perhaps not to her. That this situation keeps repeating shows that McDonald's is not doing enough to stop it. Are they even doing anything?
