A number of congressmen, political figures and show biz celebrities were also enjoying  autumn in Moscow. 
Speaker Alan Peter Cayetano took part in the expanded bilateral meeting with Russian Prime Minister Dmitry Medvedev in the Kremlin in Moscow on Wednesday and was also expected to be part of the bilateral meeting with Russian President Vladimir Putin on Thursday in Sochi. 
He reportedly brought with him his wife and fellow Taguig representative, Lani Cayetano. 
Camarines Sur Rep. Luis Raymund Villafuerte was also traveling with the President
A group photo posted on Facebook on Thursday from Moscow showed that the next Speaker, Marinduque Rep. Lord Allan Velasco, was also in the Russian capital. 
The photo also included sacked tourism official Cesar Montano, actor Philip Salvador, controversial lawyer Larry Gadon and comedian Moymoy Palaboy, with a few others.
When asked, presidential spokesperson Salvador Panelo, who is also in Russia, said he did not know whether the congressmen were part of the official delegation. 
He said the show biz celebrities as well as Gadon were not part of the official delegation and paid for their way and living expenses in Russia. 
He also denied that the show biz celebrities would be paid a talent fee for entertaining the Filipino community when the President meets them on Saturday, his last official activity.
“As for the congressmen who are here, it’s the protocol [office] who can tell you whether they are part of the official delegation or they are here on their own,” Panelo said. 
“With regard to the show biz [celebrities] who are here, as far as I know, when they entertain the Filipino community while waiting for the arrival of the President, they are not paid. They have been doing that during the presidential campaign. They just happen to be genuine and rabid fans of the President,” he said.
It should be easy enough to find out who paid for what but otherwise it sounds like another junket trip. Why is Larry Gadon tagging along? Does the mean if I pay my way I too can come along on one of Duterte's trips abroad?

Police are pursuing several leads in the strafing on Wednesday night of the house of a village councilor in Polomolok town, South Cotabato province, that left two persons dead and another wounded. 
Lt. Col. Lino Capellan, public information officer of the Police Regional Office-12, said Thursday the incident happened while the family of Koronadal Proper barangay councilor Aliman Macabangin Jr. was having dinner around 8 p.m. at their house in Purok 3 of the same village. 
Citing a report from the Polomolok municipal police station, he said the victims were gathered at their terrace when an undetermined number of suspects suddenly opened fire using high powered firearms. 
Capellan said the village councilor managed to duck and took cover but three of his relatives were hit. The official said one of them, Razil Macabangin, reportedly died on-the-spot due to multiple gunshot wounds.
Lt. Col. Marvin Duadua, Polomolok police chief, said among the angles they are pursuing is personal grudge related to a land conflict in the area.
Lucky for the councillor but not for his relatives. Will they try again?

Police Regional Office in Central Visayas (PRO-7) dismissed nine police officers from service after testing positive for illegal drugs. 
In a report given by PRO-7 Director Police Brigadier General Debold Sinas on Friday, October 4, 2019, the officers who were dismissed had ranks from Patrolman to Police Master Sergeant. 
These officers were identified as Patrolman Merlo Daclan Laborte, Patrolman Frances Maucesa, Patrolman Greggy Gica, Patrolman Jayrome Solano, Patrolman Joseph Tabo-tabo, Police Corporal Jose Marie Garcia, Police Corporal Gilfredo Carungay, Police Staff Sergeant Joffrey Mulat and Police Master Sergeant Darwin Gonzales. 
They tested positive in drug tests held in 2018 and 2019 and have been relieved from their post since then.  Now, they have been officially dismissed from police service. 
Aside from being dismissed from service, these ex-cops will also be facing administrative charges and a case for violating Republic Act 9165 section 11 or the possession of dangerous drugs. 
According to Sinas, these officers were among those called “ninja cops,” or those who have been recycling illegal drugs they confiscated from anti-drugs operations of the police. 
Sinas already assured the public that there are no longer active “ninja cops” syndicates in the region. 
However, Sinas revealed that he is not 100 percent sure if there are no longer individual cops involved in drugs in Central Visayas. But the PRO-7 chief said their internal cleansing program is still ongoing.
If any of these cops are really ninja cops then they need to face criminal cases not administrative cases. They also need to be in jail. But this guy sounds like he doesn't even know what's going on. First he says there are no more active ninja cops then he says he is not sure if that is true or not!

Newly installed Bureau of Corrections (BuCor) director general Gerald Bantag yesterday relieved more than 300 jail guards at the maximum security compound of the New Bilibid Prison (NBP). 
“We have a directive coming from the President for a total revamp and to clean up the BuCor. There are allegations of irregularities, so we relieved them,” BuCor spokesperson Wena Fe Dalagan said. 
Relief orders were sent to the personnel who have been put on floating status as the reports of anomalies are reviewed, Dalagan added. 
In the meantime, officials of the Bureau of Jail Management and Penology (BJMP) and Philippine National Police (PNP) will take over NBP custodial functions. 
In an interview with reporters, NCRPO chief Maj. Gen. Guillermo Eleazar said at least 552 NCRPO policemen will be deployed at the BuCor as augmentation
Eleazar added that the deployment of police personnel at BuCor is temporary, as Bantag requested for an augmentation force to maintain peace and order in the area while reforms take place.
But how temporary? A few days? Weeks? Months? 552 cops off the beat and into the jail means the community is less safe. Of course it's not as if the PNP actually keeps the people safe anyway.

The two whistleblowers who exposed the “ghost dialysis” scam that had defrauded Philippine Health Insurance Corp. (PhilHealth) were arrested Thursday night, shortly after losing immunity from suit under the government’s Witness Protection Program (WPP), according to their lawyer. 
Lawyer Harry Roque on Friday said his clients—Liezel Santos de Leon and Edwin Roberto—were arrested and detained in connection with the estafa charges earlier filed against them and Bryan Christopher Sy, their former employer at the Quezon City-based WellMed Dialysis Center. 
“What’s happening is meant to silence them,” Roque said, adding he was not informed that his clients had been released from the WPP.
This is how it goes in the Philippines. You expose corruption and instead of going after the corrupt they go after you. It happens with journalists and lawyers and now it is happening with these guys.

A member of the Philippine Marine Corps with a standing arrest warrant was nabbed by joint police operatives in Fort Bonifacio, Taguig City on Friday. 
The suspect was identified as Corporal Erickson Obias, a member of the Philippine Marine Corps assigned at the Marine Security Group. 
Obias’ arrest stemmed from the complaint of Maria Theresa Obias who sought police assistance for his arrest.
No details on what the charges are but it seems like it is domestic.

A former police officer was shot dead inside a restaurant-bar in Pasay City, police said Monday. 
Joselito Lopez, 46, was inside the establishment with his son and a friend when a gunman wearing a cap and a face mask suddenly appeared, pulled out an unidentified caliber of gun, and shot the victim to the head, according to a report from the Pasay City police. 

Police also said the gunman escaped towards Protacio Street onboard a get-away motorcycle driven by a cohort.
Another ex-cop assassinated. This happens often. Maybe he knew too much?

Yeah ok. Let's give her the benefit of the doubt. Maybe she knows some PNP officers who are decent and honourable. That does not change the fact the the PNP is historically a very corrupt institution. Read here.
The San Juan City government on Tuesday said it is currently launching an investigation into the alleged waste of government funds by some erring city government officials. 
San Juan City Mayor Francis Zamora disclosed that the city had purchased a “spider excavator backhoe” worth P40 million that was never used. 
He explained that the backhoe was bought to clean rivers and creeks but was later found that it could not fit into the waterways. 
[The backhoe cannot fit the waterways which was why it was not used. It was bought to be used for cleaning creeks at San Juan.] 
Zamora also noted that they discovered falsified receipts from the San Juan Medical Center wherein a big amount of cash has not been returned to government funds. 
Zamora said they will collect pieces of evidence hold accountable those who are behind the alleged corruption in the city government.
Falsified receipts. Expensive equipment that was never used and was never appropriate for the job to begin with. Just your typical government corruption in the Philippines.

Elections Commissioner Ma. Rowena Guanzon on Tuesday claimed that some party-list group seats are for sale. 
Guanzon made this revelation during the hearing of the Senate Committee on Electoral Reforms headed by Senator Imee Marcos on various bills, including a proposal strengthening the party-list system in the country. 
“I’m personally against the gaming of the party-list rules because I’m sorry to say that in truth, a lot of party-list or some of them, sell their seats,” she said. 
“After they win, they change their representatives or nominees,” Guanzon added.
Selling party-list seats is nothing new. Seems the Comelec can't fix these problems. Or maybe they don't want to.

Six years after he reportedly blocked the sacking of these so-called "ninja cops," Albayalde announced that they could now be facing summary dismissal. 
"I have directed the Directorate for Investigation and Detective Management to take the lead in reviewing the administrative cases involving the so-called ninja cops in coordination with the PNP-Internal Affairs Service to initiate possible summary dismissal proceedings against these errant personnel," the top cop said in a media briefing.
First he blocked the dismissal of the cops and now he is being forced to dismiss them himself.

The vice mayor of Batuan town in Masbate died while two other companions were hurt after unidentified gunmen shot them in Manila on Wednesday morning. 
Sampaloc police identified the victims as Batuan, Masbate Vice Mayor Charlie Yuson III; Wilfredo Pineda, 44; and Alberto Alforte, 23. 
Police said victims were having breakfast in front of a house along V.G. Cruz Street in Sampaloc when suspects alighted from a van and shot them at 8:45 a.m.
Another LGU shot dead. This time it's the Vice Mayor and not just a barangay captain or city councilman.

Philippine National Police (PNP) chief Oscar Albayalde had recommended the one-rank promotion and recognition for himself and 13 of his subordinates for their “outstanding performance” during the controversial 2013 drug raid in Pampanga. 
At Wednesday’s resumption of the Senate justice committee investigation into the “ninja cops” controversy, panel chair Senator Richard Gordon presented a copy of the recommendation supposedly signed by Albayalde himself when he was still Pampanga police director. 
Gordon, reading the document, said the 13 police officers were recommended to the next higher rank and given recognition for “having demonstrated outstanding performance… of duty for the successful buy-bust operation in… Mexico, Pampanga as manifested by the courage, professionalism, and devotion of duty.” 
Albayalde was to receive a distinguished conduct medal, Gordon said citing the document. 
“You’re giving yourself an award?” Gordon asked Albayalde. 
In response, Albayalde said: “Yes, Sir.”
Albayalde is one shameless man.

The mayor of Tago town in Surigao del Sur and a barangay (village) chairperson were found guilty of graft and malversation by the Sandiganbayan for misuse of government resources in 2014. 
In its decision dated October 4, the anti-graft court’s Fourth Division said the prosecution was able to prove that Mayor Rogelio Pimentel and Barangay Unaban chairperson Herminigildo Reyes conspired in disadvantaging government, and that there was evident bad faith and manifest partiality demonstrated.
The graft and malversation of public property cases stemmed from Reyes’s decision to allow Pimentel use of 280 bags of cement and 286 round steel bars for the construction of the latter’s private resort. The construction materials were intended for a barangay solar dryer project. 
“Accused Reyes, who had custody and control over the said construction materials, knowingly consented or permitted accused Pimentel to take the same from the Multi-Purpose Hall of Unaban, Tago, Surigao del Sur, to the private property of accused Pimentel in Soccoro, Surigao del Norte, and to use them in the construction of his private resort,” Sandiganbayan said.
The mayor used construction materials intended for a barangay project to build his private resort!

Prohibited drugs, sex toys and cell phones were among the items seized as shelters or kubol inside the maximum security compound of the New Bilibid Prison (NBP) were demolished by authorities yesterday. 
Elements of the National Capital Region Police Office (NCRPO,) Bureau of Corrections (BuCor), Department of Public Works and Highways and Bureau of Jail Management and Penology (BJMP) conducted the demolition. 
BuCor Director General Gerald Bantag said the inmates “abused their privileges” by erecting the illegal structures to hide their use of contraband. 
All four quadrants of the maximum security compound, which houses some 18,000 inmates, have illegal structures. 
NCRPO chief Maj. Gen. Guillermo Eleazar said the demolition of the structures will help solve the illegal drug problem inside the prison. 
“The problem is, these structures are set up like a dormitory and they were there like mushrooms,” Eleazar said. 
He also said the national penitentiary “created monsters” which, in turn, made authorities afraid of them and not the other way around. 
He said the demolition is a good start in turning things around. 
Bantag said that he would really want to demolish illegal structures in all seven penal colonies of the BuCor, as long as he has the help and personnel from the government.
The demolition yielded illegal drugs, weapons, sex toys, disallowed appliances such as televisions and electric fans, machinery and cash.
The questions here for Faeldon and Bato are numerous. Both promised to clean up the prison but here we see the did not even do something as simple as demolishing illegal structures which were hiding drugs and money and other paraphernalia. We also learn that all seven prison in the system have these illegal structures! When where they built? Will any past BuCor officials be held responsible?

Police in Central Visayas are pursuing a former police officer, who escaped after he and his cohorts engaged lawmen in a shootout during an anti-illegal drug operation in Cordova town on October 9. 
Two were killed in that incident and two were arrested, but former Police Master Sergeant Lowell “Boyet” Pacolaga managed to escape pursuing police officers by swimming into a mangrove area where his pursuers lost him. 
Police Brigadier General Debold Sinas said in a press briefing on October 11 that Pacolaga, who was once assigned in the City Intelligence Branch of the Lapu-Lapu City Police Office (LLCPO), went on absent without official leave (AWOL) in 2016 after he learned that his name was already in the watchlist of police officers allegedly involved in the illegal drug trade. 
“Pacaloga is in the watchlist. This is the reason why he went AWOL,” said Sinas.
How did he find out his name was on the watchlist? Was it made public? Was it not made public but not classified? Did someone inform him? This situation makes a great case for keeping these lists private and classified.

Teddyboy Locsin is the current Secretary of the Department of Foreign Affairs. Before that he was the Philippines' representative to the United Nations. He has been a member of the House and even a journalist. One would think he is a seasoned diplomat who knows the art of detente and how to talk smoothly. This last tweet is particularly interesting because he is basically affirming that Duterte is a killer. This tweet was posted towards the end of the 2016 presidential campaign when allegations of death squads were hounding Duterte. But while I was out looking some men kidnapped me!  The stripped me and hog-tied me and then they shot me dead. Afterwards they dumped me in an old quarry. I don't know why. No one knows why. That's probably the scariest part of all. 
Hi, my name is Romeo Dimaano. I am a security guard at a bank. At least I was. You see I was buying a house and I needed some cash. A lot of cash. Who has more cash than a bank? What luck that I just happened to be working as a security guard for a bank.  So I decided to rob it.  But all did not go according to plan.
Police said Prestige Bank had just opened past 9 a.m. when the guard on duty, Romeo Dimaano Jr., 34, declared a hold-up and ordered bank tellers to stuff his bag with cash. 
“At first the tellers thought he was joking,” said Lt. Col. Eugene Orate, Sta. Rosa police chief, in a phone interview. The tellers, Orate said, realized that Dimaano was serious when the guard aimed his gun at the tellers. 
One of the tellers, according to Orate, was able to divert Dimaano’s attention by telling the guard to move over nearer the vault. This gave one teller and a client to slip out and seek help. 
When police arrived, they found Dimaano pinned on the floor and disarmed already by the bank employees.

I was sleeping peacefully on a wooden bench outside my house next to my stepfather when, unbeknownst to me, a man quietly approached us and shot me in the jaw. The noise woke up my stepfather and he saw the man walk off and board a waiting motorcycle. I don't know why the man shot me.  It must have been a case of mistaken identity because I haven't gotten into trouble with anyone.



Hi, my name is Hermogenes Rusiana. My brother and I have been fighting over our water connections for some time. This week it all came to a head. My brother pulled out a gun and fired it at my head but thankfully it did not fire. I could not let this aggression stand so I got my bolo and hacked him on the head. When he fell to the ground I hacked him a few more times. It's an open and shut case of self-defence naturally.

Martial Law: Further Delay

For the past few weeks I have taken a look at the Philippines war on terror historically going over the failed techniques of the AFP which has resulted in a fifty year long insurgency.  This week let's just look at some current events.

MILITARY operations are expected to further intensify in the province of Sulu following the arrival of more soldiers there and the death of the last remaining captive of the Abu Sayyaf Group (ASG). 
The deployment of the Army’s 1st Brigade Combat Team (1st BCT) over the weekend has made Sulu as the most military saturated province in the country, given that the 11th Infantry Division (11th ID) has also been predeployed or based there. 
As of now, we are really saying there is no more [captive]. In the past, we have records but, without the proof of life, there is no more report [that] they are still there,” Armed Forces Western Mindanao Command Spokesman Col. Gerry Besana said. 
Horn, who was snatched in Tawi-Tawi along with another foreigner in 2012, was the last remaining captive of the ASG in Sulu, according to Besana. More than a week ago, however, Defense Secretary Delfin N. Lorenzana said that the ASG is still holding 11 captives, including the Dutch. 
With the absence of any kidnap victims in the hands of the ASG, Besana said nothing will no longer hold the military from further intensifying its operations in Sulu in its effort to stop terrorism in the province.
That announcement was made on June 3rd.  Shortly after the Abu Sayyaf kidnapped some sea gypsies but let them go almost immediately because they are so poor no one would pay for their ransom. Now they have some real bonafide kidnap victims.

The family of one of three recently abducted Indonesians fishermen has received a ransom demand from their kidnappers. 
Sabah Police Commissioner Datuk Omar Mammah said according to their Philippines counterparts, the kidnappers had made the call a few days after the Sept 23 incident. 
“But we were not told how much the kidnappers demanded in ransom, ” he said. 
The kidnappers had urged the family to raise money to make payments as fast as possible, he added. 
Seven heavily-armed kidnappers from the Philippines grabbed three Indonesian men from a Sandakan-registered fishing trawler in waters off Tambisan at about noon, on the day of the incident. 
Meanwhile, on Oct 2, the Eastern Sabah Security Command (Esscom) has mobilised assets to key areas after Philippine intelligence reports indicated Abu Sayyaf-linked gunmen were on their way to kidnap high-value targets. 
Esscom commander Datuk Huzani Ghazali said they are on high alert following the intelligence report on Sept 30. 
The intelligence report indicated nine Abu Sayyaf gunmen left their Jolo stronghold and were heading towards Sabah’s Mataking and Pom Pom island in Semporna. 
According to the reports, the group was targeting tourists and crew members of fishing vessels.
Abu Sayyaf kidnapped these three Indonesian fishermen on September 23rd. A week later intel was received that Abu Sayyaf was on their way to kidnap more and high-value targets. What is more high-value than a British businessman and his wife?

The Philippine military has created a task force to rescue a British man and his Filipino wife who were abducted from a beach resort in the country's troubled south, a spokesman said on Sunday (Oct 6). 
Mr Allan Arthur Hyrons, 70, and Ms Wilma Paglinawan Hyrons, whose age was not known, were kidnapped on Friday from the resort they owned in Tukuran town in Zamboanga del Sur province. 
The gunmen fled with the hostages in two motorised boats going in different directions, and it was not clear whether the couple were in one vessel or separated. 
The military has "created a joint task force to effect the rescue of Allan and Wilma Hyrons", Major Arvin Encinas, a regional armed forces spokesman, told Manila radio station DZBB. 
"We are looking into leads on their whereabouts," he added. "With the help of the community, by giving vital information, we hope to ensure that the couple are safe in the rescue operation." 
Maj Encinas said the suspects' identities have not yet been determined, but noted that kidnap-for-ransom groups are active in the area. 
There was so far no indication that the terrorist Abu Sayyaf group was behind the abduction, he added.
One would think this case was tragic but really it's just part of the large comedy that is the war on terror and the desperate attempt by the DOT to paint the region as being safe.

Alabado particularly mentioned Zamboanga which boasts its Intramuros-like forts and the pink beaches of Santa Cruz island. 
If you go to Zamboanga, I don’t think that it’s a troubled area. I go there for bird watching. If we have the Intramuros here, you should see the old forts that they have in Zamboanga. It’s a city where you would see the interplay of Muslim culture, the American heritage (and) the Spanish heritage,” Alabado told reporters 
“I would encourage our Filipino tourists to visit Zamboanga and you would be pleasantly surprised at how nice the pink beaches of Santa Cruz Island,” he added.
Granted these two are not tourists.  They are businessmen who have been in the area for a long time likely.  They knew the risks. Did they get lazy? Why would a British man open up a resort in an area where foreigners are known to be kidnapped? The response from the Palace is absolutely hilarious in its callousness and aloofness.

The abduction of a British national and his Filipino wife in Zamboanga del Sur can still happen despite Mindanao being under martial law since “isolated cases” as such cannot always be avoided, MalacaƱang said Monday.  
(Well sometimes that happens even if there’s martial law. Isolated cases as such sometimes can’t be avoided. Otherwise, there should have been more incidents like this. 
“There is only one incident lang naman eh. The PNP [Philippine National Police] there and the army can take care of that place,” Panelo said. 
Panelo also advised tourists who plan to go to Zamboanga del Sur to “take care of themselves” and “avoid places where danger lurks.” 
Major Encinas says kidnap-for-ransom groups are active in the area, Abu Sayyaf has kidnapped fishermen recently and foreigners visiting Zamboanga in the past, and Panelo calls this kidnapping an isolated incident which is a complete and utter lie. Just look at these search results from the day marital law was declared in May 2017 to December 2018.


And to top it all off Panelo does not warn tourists to stay away from the area but to just keep themselves safe and avoid places where danger lurks. At least Duterte was honest enough to say avoid the area because danger lurks everywhere!

Police investigation found that a day prior to the abduction, two of the gunmen checked in as guests at the Hyrons' resort. 
"And when the victims arrived at their resort Friday night, the suspects pointed a gun at and the two victims and forcefully pulled them and brought them to the other suspects waiting at the other side of the beach on board two motorized boats,” Galvez said. 
Galvez said PRO9 and the military are coordinating with the Moro Islamic Liberation Front to assist in the interdiction of the suspects and the safe recovery of the victims.

No group may have claimed responsibility but this kidnapping has all the hall marks of Abu Sayyaf. They have kidnapped quite a few tourists and foreigners in Zamboanga over the years. At 70 years old it is not likely Allan Hyrons will handle the stress of captivity for long. Maybe he will die in a botched rescue attempt? What a terrible way to spend your old age.

Interesting that now Philippine security forces, the PNP and the AFP, will be coordinating with the MILF to find these people. Not so unordinary though. If you want to catch a group of terrorists who better to ask then a group of terrorists? Make no mistake the MILF are a band of terrorists which adds to the hilarity of the situation of BIFF fighters killing 7 MILF fighters and the Philippine government vowing justice for those MILF fighters killed.

Presidential Peace Adviser Carlito Galvez Jr. on Monday said the government will exert all efforts to ensure justice will be served for the seven Moro Islamic Liberation Front members killed by an ISIS-linked local terror group. 
ISIS-linked group Dawlah Islamiyah attacked an MILF camp near Shariff Saydona in Maguindanao last Friday, killing the seven former rebels. The Turayfe-Dawlah faction is a faction of the Bangsamoro Islamic Freedom Fighters, which is opposed to the peace deal between the government and the MILF. 
As the Philippine government conveyed its condolences to the families of the slain MILF members, Galvez also said the government will assist the kin of the slain former rebels in every way possible. 
"We will exert all efforts to make sure that justice will be served to the perpetrators of this dastardly act," Galvez said in a statement. 
The Cabinet member also pointed out that the government recognizes the gallantry of the slain MILF combatants as they fought against the local terror group. 
"For us, they are heroes who made the ultimate sacrifice so that their people can live in peace," the presidential adviser said.
From terrorists to heroes who have fought gallantly against the BIFF. How disgusting is that? What about the SAF 44 who were slain and who's corpses were mutilated by MILF terrorists? They will never see justice yet the government assures justice for these MILF terrorists. Just think how backwards that is. Or better yet just laugh!

The MILF via the Bangasmoro parliament have their hands full. Along with attempting to form a working government they have also formed a committee to investigate the Marawi rehabilitation.

The special committee created under Resolution No. 122, will gather data and monitor the status of the recovery, reconstruction, and rehabilitation efforts planned and implemented for Marawi City. 
The committee is also tasked with recommending actions that the Bangsamoro regional government should take.

Neophyte Senator Imee R. Marcos said on Thursday the rehabilitation of battle-scarred Marawi city faces further delay unless the government works out a plan to speed up the titling of lands for the city’s displaced residents. 
Marcos pressed defense officials for a comprehensive plan beyond clearing Marawi of unexploded ordinances (UXOs) and debris by the end of October, two months past the August 30 deadline.
The problem of issuing proper land titles causing delay in the Marawi siege is part of a much larger issue which is that most land ownership in the area is based on ancestral claims. From a privilege speech delivered by Lanao del Sur 1st district Rep. Ansaruddin Adiong at the House of Representatives on 11 December 2017 we read the following.
Mr. Speaker and honorable colleagues, adding to the internally displaced persons fear and suffering is the thought that they have no land that they could really claim their own. Many IDPs have openly and exclusively possessed their residential lots prior to 1953 but they do not hold/ titles to them. Of the Marawi City’s total land area of 8,396 hectares, 6,625 hectares was reserved for military purposes. On Dcember 23, 1953, then President Elpidio Quirino issued Proclamation 453, series of 1953, reserving for military purposes a portion of the public domain situated in the city of Dansalan (now Marawi City), island of Mindanao.

Last year when the issue began coming to light and Marawi refugees started to realise they won't be getting free government housing anytime soon because they do not have land titles and the lawful ownership of the land ancestral domain was invoked as a legitimate way to claim the land.
“With Muslims, if the house that you live in is from your ancestors, it is also yours, even without titles,” she added. 
Dr Potre Dirampatan-Diampuan, senior interfaith representative for the Philippines at United Religious Initiative and a Maranao herself, shared that her family too is burdened by the issue of land ownership as their ancestral house in Marawi, built since 1948, was also inherited without formal titles.  
“I know very well who lives on the house on my left, and on my right because their houses were also just as old as ours. Is that not a guarantee? That I know who has lived there? And they know who lives in mine? Can’t we use that?” Diampuan asked.

Whatever plans the government comes up with for speeding up the issuance of land titles will be worthless to people  have no way to claim their land. No proof of ownership, no land title. Ancestral claims is no proof.  

While land titles are a huge problem what will set back the Marawi rehab even more is the delay in clearing operations.

The military said that about 40 unexploded bombs still needed to be recovered from underneath the rubble of this war-ravaged city, which was still being cleared of debris almost two years after it was freed from the hands of Islamic State (IS)-linked militants. 
Oamil revealed that based on information provided by the Air Force, some 70 bombs were recorded to be unexploded. Some 28 of these were already recovered since debris clearing started last March under a private contractor. 
Apart from bombs, the once urban war zone is also littered with unexploded grenades, mortar and artillery shells, and improvised explosive devices. 
Oamil said many of the remaining large bombs have already been located but it would take time to dig pits to expose parts of these for purposes of detonation.
40 unexploded bombs need to be recovered? 40!? That's amazing because in August the AFP said only 30 more bombs needed to be recovered.
Authorities estimated that 30 more bombs were needed to be recovered to ensure the safety of teams conducting clearing operations and to avoid problems in rebuilding work.

Where did those 10 extra bombs come from?  What a mystery! 40 bombs coupled with unexploded grenades, IEDs, and mortar shells lying about means the work will only take longer than expected. There is no way the area will be cleared in just a few weeks with reconstruction starting in December.
The rebuilding of war-ruined sections of Marawi will be delayed until December, after the military finishes clearing the southern city of unexploded ordnance left over from a 2017 battle with Islamic State-linked militants, an official in charge of reconstruction said. 
Apart from unexploded bombs, the delay in reconstruction is also being caused by a reluctance among homeowners to allow army engineers to demolish their badly damaged structures, he said. 
Del Rosario, who arrived here to inform residents at one relocation site, said he expected the government’s search for unexploded ordnance (UXOs) and the demolition of the ruined buildings to finally be completed before early November. 
“I was told that all the debris and unexploded ordnance will be cleared by late October,” del Rosario said Thursday.

A special investigation body formed by the Police Regional Office (PRO-12) on Thursday has filed charges of multiple frustrated murder before the Provincial Prosecutor's Office against seven suspects linked to the Sept. 7 bombing in Isulan, Sultan Kudarat. 

He said five of the suspects were suspected to be sympathizers or members of the Islamic State-linked Dawlah Islamiya group. 

He identified the four suspects nabbed in Bagumbayan, Sultan Kudarat on Sept. 23 as Normia Antao Camsa, Norshiya Joven Camsa, Abedin Camsa alias “Beds,” and the Swedish national, Hassan Akgun. Guns, bullets and improvised bombs, including a black ISIS flag, were seized from them.
Wow a Swedish national involving himself in the global jihad in the Philippines. But wait is he really he Swedish?  If the name Hassan is not enough to tip you off here is his mugshot.

LGU's Are Finally Removing Road and Sidewalk Obstructions

All across the nation cities and barangays are tearing down road and sidewalk obstructions. This all started with Mayor Ikso Moreno clearing the roads in Manila. The whole nation was talking about this man with such political will. Inspired by Moreno's actions President Dutere ordered LGU's to clear the roads and sidewalks of obstructions giving them 60 days to get it accomplished.

Looking around the city I live in, Bacolod, I must say I am impressed with the effort. Not that I am impressed what the city is doing. The city should have been keeping the roads and sidewalk cleared of obstructions as it is their job to do so. It is more than pathetic that it took an order from the country's top executive to finally get the law executed. I do not applaud the city and say, "Great job!"  Instead I roll my eyes and say, "It's about time."

What I am impressed with is the number of buildings and vendors who have disappeared. I had no idea that these people, especially at the market, were illegally occupying space. Take a look at one of the markets here in town.


I do not have a proper before picture to show but imagine the space where cars are parked filled with vendors and tricycles. As far as I know they have always been there. But it seems they were never supposed to be there. So why allow them to take up space? Kickbacks? Clearing the market has a downside too.


There used to be a large metal, rectangular garbage container here but now it seems trash will have to be tossed on the street.

Trash is definitely one of the drawbacks of removing road obstacles.  There are parts of town where houses are built right on the side of the road. The property comes right up to the street. But now the owners of these shanties have been forced to tear them down and there is quite a bit of rubble.




There is rubble all over the place with people demolishing the fronts of their buildings to move them back a few feet. I regret that I do not have so many pictures of people tearing down structures. What I do have are pictures of the aftermath of the demolition at the central market.



Each one of those piles of rubble is a little stall that vendors were able to use. According to a man I spoke with they were perfectly legal and even built by the city but they city decided to get rid of them to make the market more spacious. That means unnecessary overkill from the city and still many areas do remain crowded or built too far forward blocking sidewalks.

I asked the man who spoke with me (he asked why I was taking pictures) why he thought they are doing this now and why did it take Duterte to get everyone to move? He said what everyone else has said, "He has balls."

That is not a good answer at all. The fact is that Mayors and councilmen and barangay officials across the nation are scared to enforce the law.  Scared of losing kickbacks and sacred of losing votes. That is just how backwards it is in the Philippines. Politicians are elected so the law will not be enforced. So the city will remain looking like garbage. So business can go on as usual.

When someone does decide enough is enough and starts enforcing the law he is hailed as a wonder, as a hero, as someone with balls. I can't and won't congratulate the country or city for cleaning itself up.  All I can say is it's about time. How about after removing road obstructions they start replacing the leaning electrical poles, get rid of the hanging electrical wires, make sure the traffic lights are on 24/7, start filling in potholes in the roads and crumbling sidewalks, and place stop signs at every intersection? How about making the city not just look good but also safe?

But hold the phone!  Already we have Cebu reversing the work they have done in clearing sidewalk obstructions even asking President Duterte for "compassion and mercy."

THE more than 100 vendors who were affected when the Cebu City Government launched its clearing operation can return to vending their wares on sidewalks. 
This was the assurance Mayor Edgardo Labella gave to some 50 vendors at the Plaza Sugbo on Tuesday, Oct. 1, 2019.  
Just a day earlier, Interior and Local Government Undersecretary Epimaco Densing III had commended Labella for clearing the city’s sidewalks of vendors and urged him to keep them free of obstruction. 
City Administrator Floro Casas Jr., Market Administrator Jonil Matuguina and Raquel Arce, Prevention, Order, Beautification and Enhancement chief, will meet on Wednesday, Oct. 2, to identify areas downtown where the vendors can sell. 
The vendors have complained that they don’t earn enough every day at the Tabo sa Banay, where they have been relocated. 
But upon their return, vendors will have to use smaller tables so they don’t block pedestrians, among others. 
The mayor sought the permission of Sen. Bong Go to let the vendors return to the sidewalks and asked the latter to make President Rodrigo Duterte understand the City’s actions. 
“If I don’t follow the President’s order, I will be suspended. But I told the senator about my principle of political will tempered with compassion and mercy,” Labella said in Cebuano. 
“You should thank Sen. Bong Go. Without his help, you will not be able to return to the sidewalks. The important thing is you don’t block the sidewalks,” Labella told the vendors in Cebuano.
When Duterte is gone will we be seeing even more of this "compassion and mercy" across the country? No doubt!
