Insurgency: The Anti-Terrorism Act of 2020

The Anti-Terrorism Act of 2020 is a very contentious bill designed to replace the Human Security Act of 2007 and strengthen the government's hand in fighting terrorism. Opponents say the provisions are too broad and will ultimately violate the right to free speech and open the door to tyranny.

The draft law uses an overbroad definition of terrorism that can subject suspects, apprehended without a warrant, to weeks of detention prior to an appearance before a judge. A special body composed mainly of Cabinet officials appointed by the president would provide the authority to enforce the law. 
“The Anti-Terrorism Act is a human rights disaster in the making,” said Phil Robertson, deputy Asia director at Human Rights Watch. “The law will open the door to arbitrary arrests and long prison sentences for people or representatives of organizations that have displeased the president.”
The draft law also makes it a criminal offense to “incite others” to commit terrorism “by means of speeches, proclamations, writings, emblems, banners or other representations tending to the same end.” The law, which does not define incitement, poses a danger to freedom of the media and freedom of expression by providing an open-ended basis for prosecuting speech. The Anti-Terrorism Council would be the sole arbiter to determine whether a threat should be considered serious. Those convicted would face up to 12 years in prison.
Proponents say that is a wrong interpretation and simply misinformation.

Sen. Panfilo Lacson yesterday hit what he said were attempts at disinformation on the anti-terrorism bill that he stressed has enough safeguards against abuses and more tools to use against extremists. 
Lacson, an author and sponsor of the bill, said if critics would read the measure carefully, they would find that its provisions remain protective of human rights as enshrined in the Constitution, and less draconian compared with those of other countries in the region. 
“We followed the Bill of Rights, Article III, Section 4 of the Constitution, and not only that – we defined terrorism, qualified that its intent and purpose is clear. It also stated in the definition that advocacy, protest, dissent, stoppage of work, mass action or other similar exercises of civil and political rights are not included,” he told radio station dzBB.
It was Duterte who designated this bill as urgent so he will very likely sign it into law. Rappler has drawn up point-by-point comparisons between the Human Security Act of 2007 and the Anti-Terror Act of 2020. The act is of course intended to keep the country safe from terrorists.  One Solon claims that the Human Security Act of 2007 did not keep the country safe.

In her Facebook post on Thursday evening, Leyte 4th District Rep. Lucy Torres-Gomez appealed to understand the bill and its right target. 
She went on to share the double bombing of Our Lady of Mount Carmel Church in Jolo, Mindanao on January 27, 2019, while devotees were gathered for a Sunday Mass. The blast, which was claimed by Abu Sayyaf and Islamic State (IS) groups, left 20 people dead and 120 injured. 
The incident, she said, was not because there was no intelligence information on the arrival of Indonesian terrorists in Jolo. They were, in fact, red-flagged by the Immigration bureau. 
“The sad truth is, that bombing could have been prevented if only the Human Security Act (HSA) of 2007 provided for the arrest of foreign nationals suspected of terrorism,” she lamented. “It would be wise to review the Human Security Act of 2007 to understand its significant shortcomings, such that a new law to repeal it was deemed necessary.” 
She added that what is most glaring in the HSA is that it is not equipped to prevent a terrorist act from being undertaken. 
In fact, she said, after 13 years since the HSA was enacted into law, only one person of the four arrested suspects in connection to the 2018 Marawi siege was convicted. 
“Most cases involving terrorists were tried using the Revised Penal Code, a law that is predisposed to penalize acts already committed. Hence, we have no legal arsenal to stop terrorist plotters before they inflict widespread death and destruction.,” Torres-Gomez said. 
The HSA, she added, has no provision intended for foreign terrorists. 
She said the Philippines’ inability to arrest and prosecute suspected terrorists, keeps law enforcement’s hands tied until a terrorist event occurs. 
“It’s like giving the terrorists a free pass, telling them that we are just going to watch their acts of terror unfold first, and then we get our cue to run after them. The terrorists are literally having “more fun in the Philippines,” because our laws allow it so.,” she said. “This makes us a very conducive venue to undertake, plan, and prepare for terrorist activities.” 
“Contrary to popular belief, one cannot be easily called or “designated” a terrorist. This law is not meant to arrest regular protestors fighting for causes they believe in. This law is meant to prevent fatal and disastrous terrorist events from happening,” she said, adding that neither will it quell freedom of expression that is a basic human right. 
The bill, she said, is intended to prevent another Marawi siege, the bombing of public venues, and the Mamasapano massacre. 
“And lest we make this all about ourselves and our fears of how we may be held accountable for what we say or do as we exercise our civil rights, think of our soldiers who are dismembered by terrorists, remember, too, the SAF 44, that we were all so outraged about,” she added.
If the Indonesian terrorists were red-flagged by the Bureau of Immigration and military intelligence knew where they were then they should have been arrested. An anti-terrorism bill is not needed to nab immigration offenders. Securing the porous southern border should also be a priority for the government since many sneak in from Indonesia and Malaysia. It is also not clear how this bill or any bill would prevent terrorist acts. Terrorists don't care about the law. It's funny she brings up the SAF 44 when the MILF, who killed those men, are now in charge of the BARMM and refuse to surrender those responsible for the massacre.

That is all ridiculous scare tactics. In the matter of the Marawi siege the government knew about the planned attack a month in advance, knew about but did not take the presence of ISIS seriously, and did not act on the intel they had gathered! The AFP and DND failed miserably. As of now NO ONE has been held accountable for those failures and the Senate refuses to investigate exactly what happened. But they are sure this new bill will prevent terrorist attacks like the Marawi siege!

The PNP  also says this new bill will provide stronger legal measures to protect the people from terrorism.

Col. Leon Victor Rosete, provincial director, said the proposed measure will provide solid legal foundations to protect the community from extremism and terrorism. 
"It will also protect the rights of accused of the crime to have the due process of law since the bill requires law enforcement agencies to notify in writing concerned court, Commission on Human Rights and Anti-Terrorism Council, whenever terror suspects are detained," Rosete said in a statement. 
He said the proposed measure provides the police enough time to thoroughly probe and gather evidence against terror suspects with its 14-day reglementary period as compared to the 36 hours of detention under the present Human Security Act (HSA). 
"It also reinforces police powers of surveillance, arrest, and detention but limits the chances of terrorists to escape due to the inability of (the) police to complete the required evidence in courts," he added.
Aren't there already solid legal foundations to protect the community from terrorism? It's not like terrorism is not a crime already.

Leaders and members of the Kabataan Kontra Droga at Terorismo (KKDAT) in the province see the proposed anti-terrorism bill will protect them against illegal drugs and violent extremism. 
“Now more than ever, there is an urgent need for the proposed measure to be passed so that they would fall victim to the menaces of illegal drugs and terrorism,” the group said.

How the bill will keep the youth from falling victim to illegal drugs is not said. It seems that this bill is being flouted as a cure-all for the nation's ills. Many local executives think the law will keep their communities safer.

Davao Oriental Governor and chairman of the Regional Peace and Order Council 11 Nelson Dayanghirang expressed his strong support for the measure, saying this will boost the country’s campaign in the fight against terrorism. 
“This is an urgent and essential concern. Ensuring the safety and well-being of the Filipino people is an agenda that cannot be ignored and postponed. This will allow for the consistent strides toward peace and development," he said in a statement Wednesday. 
Dayanghirang added that only those who are indifferent and sympathize with the terrorists will oppose the bill.
Only those who sympathize with terrorists will oppose the bill. That is the kind of language that many are warning against. Groups opposed to the bill are being labelled as terrorist groups even as the government promised that would not happen.

Despite promises that the anti-terrorism bill would not target activists and critics, two of the national police's regional offices posted images accusing legal activist organizations of being communist fronts Sunday night, implying also that the bill pending President Duterte's signature would "put them out."  
Butuan City-headquartered Police Regional Office 13, on its official Facebook page, listed a number of activist organizations as "communist terrorists," including militant groups Anakbayan and League of Filipino Students along with Bayan Muna and Kabataan Party-lists.  
"The picture says it all," the caption reads in the post portraying the "Peace-loving Filipino" and the "Philippine government" putting out the "fire" of the "communist terrorist" by means of the anti-terrorism bill. Included in the supposed communist terrorist groups is the black flag used by the Islamic State of Iraq and Syria. 
An account called PNPBaguioStn4, which is followed by the Philippine National Police's official Twitter account, also published a post, singling out Kabataan party-list, which has one seat at the House of Representatives.  
The same account, in a post before Labor Day also accused the Alliance of Concerned Teachers, Gabriela Women's Party, Bayan Muna, League of Filipino Students, Kabataan Party-list, and Anakbayan of being terrorists.
If these groups are terrorist organizations why are they allowed to even exist and have members in the House? These groups always complain of red-tagging and being accused as fronts for the CPP-NPA. Under the new law they will certainly be targeted as the AFP says cutting off the source of funds for the CPP is one of the goals of the new law.

The proposed Anti-Terrorism Act of 2020 will allow the government to cut sources of financial and logistical support for communist terrorist groups, Philippine Army (PA) commander, Lt. Gen. Gilbert Gapay said Wednesday. 
"It would enable us because you know they (communist terrorist groups) are still espousing armed violence to bring about change in our society, in our country. And of course, in doing so, they need support, they need finance and logistics support from other sectors so this bill would also enable us to cut that umbilical cord so that it could, and we could prevent and hopefully, finally end this communist insurgency," Gapay said in an interview with ABS-CBN News Channel. 
Section 25 of the bill mandates that the proposed Anti-Terrorism Council "shall automatically adopt the United Nations Security Council Consolidated List of designated individuals, groups of persons, organizations, or associations designated and/or identified as a terrorist, one who finances terrorism, or a terrorist organization or group". 
Gapay added that the New People's Army (NPA) is well within the definition of terrorism in the proposed measure as they have killed civilians and uniformed personnel using treachery, and violence.
He does not specify how the law would enable them "to cut that umbilical cord" of financial support to the CPP. It is already illegal to finance them yet when the government says they have a list of politicians who have paid NPA taxes they do nothing.

Department of the Interior and Local Government (DILG) Secretary Eduardo M. Año today bared a watchlist containing 349 local and national government officials are allegedly providing support to the Communist Party of the Philippines-New People's Army (CPP-NPA) by form of extortion money and permit to campaign fees. 
Año says that based on intelligence reports received by the DILG, 349 local and national government officials ranging from congressmen, provincial governors down to the barangay councilors have been identified as source of financial aid and are tied to the communist rebels.  
"We now have a watchlist, we know you. So if you are supporting communist rebels, in any way, you ascertain yourself as a supporter of terrorism and an enemy of the state, you establish yourself as an accomplice to their cause," he says. 
“We cannot win the war against terrorism if these local officials continue funding the very source of terrorism in the first place," he adds.
How many of those people have been held accountable? I am guessing none. Columnist Rigoberto Tiglao continues to allege the the CPP-NPA receives billions from corporations and politicians.

THE Communist Party of the Philippines (CPP) has extracted P1.9 billion from private companies, the bulk of it from the country’s telecommunication (telco) firms, which explains to a large extent the survival of this armed insurgency. 
The data was retrieved from memory flash drives found in the quarters of party Chairman Julius Giron — known in inner party circles as Ka Nars — who was killed last March 13 in a Baguio suburb, allegedly by a military intelligence unit supported by local police. 
According to the data, “telecom” gave P1.4 billion to the CPP out of the P1.9 billion total from companies described as from the transport, manufacturing, tobacco and power industries, as well as from candidates for elective posts (“one-time deals”).
Tiglao claims all the proof is on flash drives recovered after the killing of CPP Chairman Julius Giron. This is not the first time he has made this accusation. What has the DOJ done about this claim? If the AFP recovered flash drives with the proof that the telco firms have given over a billion pesos in protection money why have they not made this information public and prosecuted these firms? If the AFP is serious about cutting the umbilical cord of financial support to the CPP-NPA then these corporations and politicians should be investigated and then prosecuted to the fullest extent of the law.

Two of the most interesting provisions in the Anti-Terror Act of 2020 is the aforementioned section 25.

Sec. 25. Designation of Terrorist individual, Groups of Persons, Organizations or Associations. - Pursuant to our obligations united Nations Security Council (UNSCR) No. 1373, the ATC shall automatically adopt the United Nations Security Council Consolidated List of designated individuals, group of persons, organizations, or associations designated and/or identified as a terrorist, one who finances terrorism, or a terrorist organization or group.
In plain words it means that the CPP-NPA will finally be designated a terrorist group. Even though Duterte signed a resolution declaring them to be a terrorist group what is needed is a formal designation buy the DOJ. They have been dragging their feet on the matter for two and a half years now.

A Manila court has approved the revival of a Philippine government petition seeking to declare the Communist Party of the Philippines - New People's Army (CPP-NPA) a.k.a. Bagong Hukbong Bayan as a terrorist organization under Rep. Act No. 9372 or the Human Security Act of 2007. 
Manila Regional Trial Court Branch  19 Judge Marlo A. Magdoza- Malagar, in an order dated February 7, 2020, granted a motion for reconsideration filed by the Department of Justice (DOJ), citing "higher interest of justice". 
The original petition was filed in February 2018. 
On January 3, 2019, the Department of Justice (DOJ) filed the amended petition before the  Manila RTC delisting 600 persons in the original petition. 
The court dismissed the DOJ petition on January 20, 2020 for the DOJ's failure to prosecute with the court citing that "despite the lapse of a considerable length of time, the petitioner had not yet caused the service of summons by publication".
Right now it seems the only group officially designated as a terrorist group is Abu Sayyaf.

A Philippine court has declared Abu Sayyaf a terrorist organization in a ruling that provides the government with another legal weapon against bandits who have survived years of US-backed offensives, state prosecutors said Thursday. 
The Abu Sayyaf is the first bandit organization to be officially outlawed in the Southeast Asian country under a rarely used anti-terrorism law. The brutal group, which has targeted Americans and other foreigners, has already been listed as a terrorist group by Washington. 
Philippine prosecutors said the terror designation will help the government hunt down and prosecute the Abu Sayyaf and get court permission to place suspected bandits under surveillance. 
Officials could impose sanctions against members and supporters and make it harder for the bandits to receive financial support because of their designation as outlaws, they said. 
"This is one more way to turn our country into a hostile ground for terrorists," state prosecutor Aristotle Reyes said. 
He said the court decision was crucial because a number of Abu Sayyaf commanders have expressed allegiance to the extremist Islamic State group, although there has been no evidence of any active collaboration or contacts.
Abu Sayyaf was given this designation back in 2015. Two years later the Marawi siege happened. Today the ASG is weakened but still active. Can it honestly be said that this court ruling changed anything? And will the new Anti-Terrorism Act of 2020 change anything? Or will it be business as usual?

Iglesia Ni Cristo Tree Planting: An Unbelievable Waste of Taxpayer's Money

In August 2017 I wrote about Iglesia Ni Cristo's tree planting activity. I followed up on that six months and then a whole year later documenting that it turned out to be a complete failure with all the saplings dying. I thought those posts were the end of the matter. I was wrong.

Tree-planting activities and clean-up drives form part of the Church Of Christ’s ongoing program on environmental protection and preservation.
The intention is good but the follow up tends to be poor and in this case nonexistent. At six months the saplings were mostly dead though some were hanging on. A year later basically everything was dead. Now two years later the whole area is being dug up to house squatters.  It has become a reclamation area.




What these photos show is a backhoe carving out roads and men digging drainage ditches. This is the area where the INC planted their trees. While I was taking photos one man approached me and I asked him if he knew that the INC planted trees there three years ago. He said yes. I asked if he saved any of the trees. He pointed way into the distance to two trees and indicated that those were the last remaining trees.


I thought it was interesting that the person I talked with knew about the INC tree planting in 2017 because you can't tell saplings were ever planted in that areas just by looking. But he was very wrong about the trees. Those trees in the distance are not trees planted by INC. Their tree planting looked like this:


Seeing this new development I had to get a statement from the local INC. This is not an official statement but it is what I was told.

I was told the tree planting was ultimately a waste. I was told the Department of Agriculture donated  1,500 trees for the INC to plant at taxpayer expense! I was told that they had planted trees before in a area that is also now being ripped up for construction. I was told the Mayor was present at the tree planting in 2017.


I was also told it was the city which is in charge of the reclamation project. That means the Mayor either forgot about the trees or is willingly ripping up the work of the INC! Or maybe he knows the tree planting was a waste because nobody tended to the saplings.

It also means the Department of Agriculture wasted taxpayer's money by giving the INC free saplings which ultimately died due to their negligence. How many more free saplings has the DOA donated to the INC which have ended up dead? How much more taxpayer money is being wasted on the INC?

The God Culture: "Solomon's Treasure" Book Cover Review

The God Culture is writing a book which will distill all their videos about the Philippines into one handy, portable source. Timothy Jay Schwab claims he has been working on this book for a few months now but it has yet to be published. However Tim is ready to go as soon as the book is finished. He has posted all the information on Google Books. The title is "The Search for King Solomon's Treasure: The Lost Isles of Gold & the Garden of Eden."

Did he discover the Palace of the Queen of Sheba or any of Solomon's mines or any physical evidence proving beyond a shadow of a doubt that the Philippines is Ophir, Tarshish, Sheba, Seba, Havilah, and The Garden of Eden? Will there be pictures of The Garden of Eden which Tim claims lies beneath the Sulu Sea? Or will it just be more of the same fraudulent nonsense as is in his videos?

The publisher is listed as God Culture. What does that mean? Is The God Culture now a publishing company? The ISBN numbers lead nowhere


Obviously it is impossible to do a book review because there is no book yet. What we can do is a book cover review. Believe it or not the cover reveals quite a lot.

It looks like Scotch tape font. The font shows a continuity between the book and the videos. Whatever is in the videos will be in the book. Perhaps a little tweaking and maybe even some new stuff. But I think overall the book will follow the video series quite faithfully.

Haggard's book is certainly the most famous of all the books about King Solomon's Mines. A real adventure story with Allan Quatermain set in Africa and not the Philippines. Why would Timothy choose the word "treasure" instead of "mines" or "gold" for the title of his book? His video series is titled "Solomon's Gold." And why isn't the word "king" in the same font size as "Solomon's Gold?" King should be right next to Solomon since that is his title and office. "The Search for King: Solomon's Treasure" does not sound right yet that is how the title reads. Maybe Tim will correct this major flub before the book goes to publication.

Leaning against the treasure chest is what appears to be a map. Or maybe it's an ancient book or two stone tablets. One page reads:

The other page has a map of the Philippines. That's because he claims the Philippines is all the places listed on the opposite page. Enigma solved!

There are two blurbs on the cover.
"The monumental case for the Philippines no one can disprove."
"No one can disprove?" Sure. Let's put this book in the hands of real archeologists, historians, linguists, and geologists and hear what they have to say. If the case is "monumental" I will except the evidence to be "monumental." Again I ask has Timothy been doing archeological research here in the Philippines to prove his case? Or will he be quoting the same materials and making the same faulty arguments as in his videos?

The second blurb is:

When was any of that lost? Tim just released a new video where he says:

If a true understanding of history leads to a true understanding of prophecy then by no means has Timothy restored prophecy because he has concocted a fake history of not just the Philippines but also the Kurds and Sub-Saharan Hamitic negroes who he claims are Semitic Israelites from the tribe of Judah! He claims that all three of those people groups are Israelites!

His most recent video is all about how Philippine Independence Day, June 12th, 1898, is seven days after Pentecost according to the Hebrew calendar. That is despite him telling us elsewhere he does not even know the real calendar!! Tim makes a big deal of these dates but does he realize that the Philippine Independence movement was run and led by Masons? 
It is quite interesting to note that despite the Masonic roots of the Philippine struggle for independence, the leaders were all Masons and the first constitutional program, written by Apollinaro Mabini, was dismissed as being too steeped in the principles of Freemasonry, they did not succeed while the revolutions in America and France, which were also led by Masons and steeped in the fraternal doctrines of Freemasonry, did succeed.

Is Tim telling us that God honors the declaration of Philippine independence which is rooted in Freemasonry? His point is actually quite dumb and ignorant because as even he acknowledges Philippine independence did not come until 1946. Tim has zero understanding of how the Philippines became independent or why the date was moved from July 4 to June 12 in 1962. It was moved because President Macapagal got mad when the US Congress refused to send a payment of $73 million.

Eventually the US Congress worked it all out and sent the payment but now the Philippines is stuck celebrating a lie every single year.  The same lie Tim attempts to infuse with a spiritual meaning! Tim also lies about the Greeks sailing to the Philippines for gold and misinterprets maps and directions to Chryse which is the Golden Peninsula aka the Malay Peninsula. Tim does not even have a correct understanding of the Earth because he thinks it is flat and motionless! He does not even believe the universe exists.

Timothy Jay Schwab does not understand the nature of reality yet he wants us to believe he has restored history? What a joke! He does not understand history in the slightest.

He also fails to understand that all the prophecies in the Bible do indeed revolve around the salvation of God's people through Jesus Christ. Tim lacks a throughly Christocentric view of the scriptures. Jesus Christ is the subject of the Bible. He is the great theme of the entire book. As Jesus Himself said:
John 5:39 Search the scriptures; for in them ye think ye have eternal life: and they are they which testify of me.
Such a view does not dismiss almost all of the Bible. Such a view is the teaching of Jesus Christ Himself.

He earned a Masters Degree in Divinity (1989) and his Doctorate in Ministry (1991) from Friends International Christian University, Merced, California, USA.
Belgica's story is too long to reprint here. Basically when he was a young man he killed a guy, spent time in prison, found Jesus, and turned his life around. He was even Speaker of the House at one point! What concerns us here is his doctorate. Timothy refers to him as Dr. Belgica on the cover of his book but does he possess a bona fide Phd.? Did the man write a doctoral dissertation?

The first clue that he did not is that there is no mention of his BA. Everybody knows you get your bachelors, then your masters, then your doctorate. The second clue is that the school he got these degrees from is an unaccredited diploma mill.

Pretty interesting that Tim knows all these powerfully connected people isn't it? All he did was make some Youtube videos about a subject Filipinos have been researching for years. Pedro Paterno came on the scene 100 years ago saying the Philippines was Ophir and everyone has forgotten him. In fact he was ridiculed during his lifetime. But Tim, a foreigner, is lauded and fêted! And much of his information is lifted directly from Filipino bloggers.

If The God Culture is a a research team then why is Tim getting all the credit? This lends further support to the notion that there is no team of researchers called The God Culture. It's only Tim and Anna. If there was ever a time to reveal the names and expertise of this supposed team it would be in this book. Tim is writing a book involving many scientific disciplines, claims he has a team of researchers familiar with those disciplines, and yet only Timothy Schwab gets authorial credit? It does not make any sense. Perhaps he will rectify all that before finally going to print. 

I cannot wait for this book to be published. It looks like it will be big, glossy, and colorful with many pictures. It will be fun to see what exactly is inside. I predict Tim will use my own research which is the English translation of Dionysius Periegetes and the three sources cited to claim Philippine gold was found in 1st century Egypt.  That would be Legeza, Peralta, and Villegas. Tim did not know about any of those resources until I used them in my rebuttals to him. 

I will certainly be buying this book (if it is for sale) and I will certainly be reviewing it here. Let's hope it is published soon.

A barangay chairman in Tondo, Manila is in hot water after his daughter-in-law was accused of taking cuts from the government’s cash subsidy for displaced workers amid the COVID-19 pandemic. 
Rose, real name withheld on request, told ABS-CBN News she was informed by Barangay 153 that she qualified for the Department of Labor and Employment’s program called TUPAD (Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers.) 
She stopped working in a boutique when the lockdown was imposed mid-March to curtail the spread of COVID-19. 
Joe Anne Felisa Dionisio, who was overseeing distribution of the cash aid, told Rose she would only get P1,000 from the subsidy. 
Joe Anne, the daughter-in-law of Barangay 153 Chairman Herman Dionisio, told Rose the rest of the funds would be used by the barangay. 
Rose claimed the money at a remittance center, only to learned she was entitled to an aid worth P5,370. 
“Ginamit nila ‘yung pangalan ko na wala akong kaalam-alam,” she said. 
Rose then confronted Joe Anne and asked the latter to sign a document certifying that she only got P1,000 and the remaining amount went to the barangay.
The daughter-in-law of a barangay captain was allegedly skimming from the SAP funds. She told one lady she would only get P1,000 with the rest to the used by the barangay.

The United Nations Office of the High Commissioner on Human Rights, in its report, called attention to supposed efforts to vilify dissent in the Philippines. It said that while there are thousands of rights advocates in the Philippines, they have been subjected to attacks, with some groups being associated with communists or terrorists. 
"Freedom of expression is not absolute; it is subject to derogation," Presidential Spokesman Harry Roque, a human rights lawyer, said in a Palace press briefing. 
He cited the Bayanihan to Heal as One Act, which has a provision that penalizes persons spreading false information "geared to promote chaos, panic, anarchy, fear, or confusion" while the country is in a public health crisis.
This is not the first time the Palace has said free speech is not absolute. But they are missing the point. Of course criminal speech like threats, libel, and speech geared to promote chaos (like yelling fire in a crowded building) will always be prohibited. What the UN is concerned about is activists being attacked or maligned for the things they say. "Freedom of expression is not absolute" is simply poorly worded and makes the administration look tyrannical.
A Manila cop was slapped with rape and induced abortion complaints for allegedly abusing a female criminology student, the National Capital Region Police Office (NCRPO) has said. 
Police identified the accused cop as Police Captain Heherson Zambale, who is assigned at the Sta. Cruz Police Station. 
Citing report from Manila Police District chief Police Brigadier General Rolando Miranda, the alleged rape incident happened last March 7. Police said the victim had initially applied for an internship. 
Aside from Zambale, complaints were also filed against the cop's wife Aliah Zambale and two other individuals before the Manila City Prosecutor's Office on June 1.
The fact that his wife has also had a complaint field against her makes this case even more egregious. She was in on it and wanted to protect him at any cost.

A total of 155 barangay captains and officials have been investigated and referred to the Office of the Ombudsman due to alleged anomalies in distributing cash aid from the Social Amelioration Program, Interior and Local Government Secretary Eduardo Año said.
It's not clear if these numbers are new or are part of the hundreds who have already been investigated.


Overseas Workers Welfare Administration (OWWA) Deputy Administrator Mocha Uson is in the hot seat again for allegedly calling yesterday's anti-terrorism bill protesters as terrorists. 
In a now deleted tweet yesterday afternoon, Mocha said: "Hahahahaha galit na galit na mga terorista nagtipon tipon na sila." 
Her tweet was screenshot by netizens and it went viral, making her a top trending Twitter topic today. 
Some Twitter users believe the OWWA deputy administrator taunted hundreds who protested in University of the Philippines yesterday for opposing the anti-terrorism bill certified as "urgent" by President Rodrigo Duterte. 
"Mocha Uson called the protesters 'mga terorista.' This further proves that anyone can be labeled a terrorist. Literally anyone!" A Twitter user said. 
Mocha is always putting her foot in her mouth and making the government look bad.  In this case it appears she justified the concerns of many who say hat the anti-terrorism bill would criminalize protestors as terrorists by calling protestors terrorists.

The National Bureau of Investigation's Death Investigation Division has filed murder and perjury complaints at the Quezon City Prosecutor's Office against Police M/Sgt. Daniel Florendo and four others over the killing of former soldier Winston Ragos. 
Aside from Florendo, others facing complaints are police trainees Joy Flaviano, Arnel Fontillas, Dante Fronda and Dalejes Gaciles, according to a copy of the NBI report posted by News5.  
The NBI's DID also filed complaints of planting of evidence against Florendo and Police S/Sgt. Hector Besas. 
NBI spokesman Ferdinand Lavin earlier said the .38-caliber handgun that police said Ragos was reaching for may have been planted after he was shot dead.

Based on the report reaching the regional headquarters of Eastern Visayas police based in Palo town, Leyte, Managbanag had a drinking session with four others on the street at about 10:45 p.m., June 5. 
Corporal Ronel Tapales, 32, who passed by the areas advised Managbanag and his companions to stop their session, citing a city ordinance that prohibits drinking liquor in public. 
But instead of heeding the warning of the police officer, Managbanag challenged Tapales to a fistfight. 
Tapales said he refused but Managbanag assaulted and attacked him. 
The policeman ran away but he was allegedly cornered near a bamboo fence. Managbanag, he said,  tried to grab his service firearm, prompting him to shot the man.
Cop sees a group of men drinking, tells them to stop, is assaulted, and runs away!  Then when he is cornered the man tried to grab his firearm causing him to get shot dead. Is this what they teach at PNP training school? To run away??

Five policemen from San Juan City were relieved from their posts for allegedly disregarding the standard health and safety protocols in Baguio City amid the COVID-19 pandemic. 
In a statement on Monday, National Capital Region Police Office (NCRPO) chief Police Major General Debold Sinas said he ordered the transfer of the five to the NCRPO's Regional Personnel Holding and Accounting Unit pending investigation on the incident. 
The five policemen were part of the convoy of San Juan City Mayor Francis Zamora.
The mayor and his entourage avoided a checkpoint in Baguio and 5 police men who were part of that group have been relived from their posts.

The entourage of San Juan City Mayor Francis Zamora violated health security protocols when they sped off from a checkpoint into Baguio City, Mayor Benjamin Magalong said Sunday. 
In a statement released online, Magalong said Zamora's six-vehicle convoy, including uniformed personnel, arrived in Baguio City around 2:30 p.m. on Friday, June 5, 2020. 
"When his group was flagged down for inspection, the driver of the lead vehicle just slowed down a bit, and merely told the checkpoint personnel that he was part of a convoy, pointing out the vehicles tailing his police car, then forthwith sped off with the Mayor's entourage in tow," the Baguio Mayor said. 
The convoy was then requested to undergo triage examination for the coronavirus at the BCC where a facility was set up by the City Health Service Office to accommodate them. 
"From this narration of facts, it can be reasonably sensed that Baguio's health and safety protocols have been violated and the regulatory mechanism of quarantine check and triage examination at the Naguilian facility was not followed," said Magalong.
The Mayor of Zamora has apologized and the Mayor of Baguio has accepted his apology but the investigation into the violation of the city's health protocols is continuing.

Health Secretary Francisco Duque III said he is taking responsibility for the delayed release of compensation to COVID-19 infected healthcare workers, hours after his remarks pinning the blame to his staff was aired on national TV. 
“While I expressed disappointment towards some members of my team, I acknowledge that this is still responsibility as SOH,” Duque wrote in a tweet Friday noon.
That's very nice of him to take the blame after shifting it to his staff.

A Quezon City police officer will face administrative charges for testing positive for illegal drugs, the National Capital Region Police Office (NCRPO) said Wednesday. 
Major Gen. Debold Sinas, NCRPO chief, said the urine samples of Staff Sgt. Arthur Santos II tested positive for methamphetamine hydrochloride (shabu) during a random drug testing of 70 police officers last May 28. 
After a confirmatory test, Santos again yielded a positive result. 
Sinas said he ordered Santos disarmed while police were preparing administrative complaints against him.
Several employees of the Bureau of Customs-Port of Ninoy Aquino International Airport did not follow safety protocols amid the threat of the coronavirus disease 2019 (COVID-19). 
According to Jun Veneracion's report on "24 Oras" on Wednesday, the employees were caught on camera neglecting social distancing measures and not wearing face masks properly. 
"Sometimes nakikita namin may nagbababa ng mask nila up to the nose level, which is very dangerous for our people as well," BOC spokesman Jet Maronilla said. 
So far, a total of 45 Customs employees tested positive for COVID-19, most of them were from BOC-Port of NAIA.
