Little Mr. and Ms. Day Care Coronation

Here's something disturbing and weird to walk into: a beauty pageant for day care children.

The Vice Mayor, El Cid, was the emcee.

I have no idea what is going on with this pageant but it seems pretty straight forward. A young boy and girl are both coronated King and Queen of Day Care. Seems a little creepy though. Very Toddlers and Tiaras.

I suppose this pageant is just a further manifestation of Filipino's obsessiveness with beauty pageants.

Proud Filipino Running For Parliament In Canada

Meet Jaeden Dela Torre. At 18 years old he is the youngest candidate running for a seat in the Canadian Parliament. He is also a proud Filipino.

https://www.straight.com/news/1311121/18-year-old-ndp-steveston-richmond-east-candidate-jaeden-dela-torre-proud-his-filipino
Jaeden Dela Torre is one of the youngest candidates in the ongoing federal election campaign.
At 18 years of age, the Richmond-born and –raised contender has an early start in politics, which is quite rare among his peers.
Politics means making progress and change, and generally setting a positive vision for the country,” Dela Torre explained to the Georgia Straight in a phone interview about his interest in politics.
Dela Torre grew up in a tightly-knit Filipino family, which can be seen in his campaign.
Family members come door knocking with him. They are also active on social media.
“They’ve been providing love and support, and they’re there when I need them,” Dela Torre said.
His parents came from the Philippines, and built a new life in Canada.
“I am very proud of being Filipino,” Dela Torre said.
According to Dela Torre, he wants to inspire other young Filipinos to seek elected office and get involve the public life of the country.
If you can't tell already this story is not one to celebrate. What you have here is a no-nothing young man who is dubiously Canadian running for a seat in the Canadian government. He is running on the NDP ticket and his mentor is Jagmeet Singh.

https://en.wikipedia.org/wiki/Jagmeet_Singh
Jagmeet and Jaeden are both faces of the New Canada. Sons of immigrant parents they face the challenge of living in two worlds. Jagmeet lives in the world of Indian Sikhs and Jaeden in the world of Filipino immigrants.

Jaeden saying he is "proud of being Filipino" is confusing for anyone who would vote of him as well as for himself. Why would any Canadian vote for someone who says they are proud to be anything but Canadian? What does he mean exactly by being proud of being Filipino? He was born and raised in Canada. He should be proud to be Canadian right? No because his immigrant parents are thoroughly Filipino and likely raised him as such.

A glance at the headlines about this young man show that only the Philippine media is referring to Jaeden as a hyphenated Canadian.

https://usa.inquirer.net/42953/fil-canadian-18-running-for-parliament
They do this for every person living overseas who has even a single drop of Filipino blood. Perhaps it makes them feel proud as Filipinos. Notice how the Canadian news says Jaeden is proud of his Filipino heritage while Jaeden actually says he is proud to be Filipino and the Inquirer calls him a Fil-Canadian.

Who does Jaeden want to be? A Filipino or a Canadian? He can't be both. No one can. Even if he does have dual citizenship he cannot be both a Filipino and a Canadian. Just imagine having a member of the Philippine government who is proud to be American. Would anybody stand for that?  Where will Jaeden's loyalties lie if he is elected to Parliament? He will be indebted to the immigrant and Filipino communities and not to Canada or Canadians.

For the moment Jaeden is surely just a pawn the NDP can use to shape their policies. As an 18 year old who thinks "Politics means making progress and change, and generally setting a positive vision for the country" it is obvious he is very naive and will do whatever his mentor Jagmeet and the party tell him.

Both Jaeden and Jagmeet represent the changing face of Canada and the West. As more people immigrate to Europe and North America from Africa and Asia those countries will inevitably change. There is no going back. The point of no return was passed long ago.

Martial Law: Rebellion Must be Stopped to Attain Peace

It's that time again. Time for a new AFP Chief.  Let's listen in on his plans for defending the nation.

https://www.scmp.com/week-asia/politics/article/3032547/new-philippines-military-chief-sees-no-shooting-war-south-china
The new head of the Armed Forces of the Philippines has said he does not expect a “shooting war” to occur in the South China Sea, despite Manila’s diplomatic protests against China's intrusions into its territorial waters.
I don’t think it’s going to the point that there is going to be an actual conflict, meaning a shooting war. I think there are enough mechanisms in place to prevent this from happening,” Lieutenant General Noel Clement said in a briefing with foreign correspondents on Thursday.
The new chief of staff also denied that the military was against purchasing weapons from China, amid tensions between the two nations over the contested South China Sea. “We have not determined what type of equipment we actually want to buy from them,” he told This Week in Asia.
“So, it’s not a matter of us preventing the procurement from China but rather … what our technical working group would recommend to be part of our modernisation programme.”
In contrast, the Philippines – which has a defence treaty with the US – recently signed a deal with Washington for a new Gulfstream G280 jet, estimated by some quarters to cost 2 billion pesos (US$38 million), to serve as the official presidential plane. Delivery is expected by next year.
However, as Clement will turn 56 in January – which is the retirement age for military chiefs – he could end up having only a four-month tour of duty unless Duterte extends his term of service.
The idea of a war between the Philippines and China is completely ridiculous and the only reason it keeps getting brought up is to scare people into accepting Duterte's turn to China. At this stage any possible war between China and the Philippines, let alone the USA, is remote and thus irrelevant. It is the war against the communists and the Muslims which is more important.

https://news.abs-cbn.com/news/09/20/19/duterte-orders-new-afp-chief-to-end-communist-insurgency
"One of the marching orders of the President is to continue the government’s goal to end the local communist armed conflict...," Presidential Spokesman Salvador Panelo said in a statement.
Duterte had sought to end the country’s insurgency problem via peace talks shortly after he assumed office in 2016. But the talks with National Democratic Front negotiators were called off for various reasons such as continuing armed attacks by the New People's Army.
To address the insurgency problem, Clement said he is looking at Eastern Mindanao and Samar as "areas of concern."
"We are looking at Eastern Mindanao and Samar area as areas of concern, yung Negros, we plan to end it by this year," he said.
"I am not here to change the way AFP does its programs, rather to improve it," he said.
"The Palace is confident that with General Clement at the helm of the AFP, he will continue to uphold the high degree of professionalism, the dedication and the integrity our soldiers have displayed to the flag and country," Panelo said.
The Palace is confident with Gen. Clement at the head of the AFP and Clement is confident they can end the insurgency in Eastern Mindanao and Samar by the end of the year.  But there is a problem.  Gen. Clement will have to retire in January which means he won't have a lot of time to do much of anything except to stay the course.

The changing of the guard takes place often in the AFP and PNP. Next month a new PNP Chief will have to be appointed. Here is a list of AFP Chiefs since 2002.
https://twitter.com/ZachAbuza/status/1182629928619204608

I am indebted to analyst Zachary Abuza for this list which he posted on Twitter. If you remember two weeks ago I wrote an analysis of an article he wrote and an interview he gave. Two tweets from the discussion where Zack posted this chart are very interesting.

The law referred to is the law mandating the retirement of AFP members at the age of 56. There is a bill seeking to raise that age to 60 but it seems no action has been taken on it. As it stand now all AFP personnel must retire at 56 which means Gen. Clement will only be eligible to serve for 4 months. Four months to end the insurgency? Doubtful. More like four months to continue the same policies that have allowed the insurgency to remain active.

Secretary Carlito Galvez Jr., Presidential Adviser on Peace, Reconciliation, and Unity, cited on Wednesday the need to stop rebellion for the country to achieve long-lasting peace.
Brilliant! The rebellion must be stopped in order to achieve peace. Who'd have thought!? But since the new AFP Chief has embraced the whole-of-nation approach that means less fighting and more social programs.

https://www.pna.gov.ph/articles/1080987
Incoming Armed Forces of the Philippines (AFP) Chief-of-Staff, Lt. Gen. Noel Clement, on Friday vowed to use the whole-of-nation approach so that the security threats posed by the communist insurgency can be defeated once and for all.
"I think the most critical factor now is how to bring in everybody on board against this fight because it is not possible if the Armed Forces (of the Philippines) does it alone or if the local government units are the ones battling this problem. It has to be the whole country, the whole nation. This is a national problem so we have to address this as a people, collectively, so that our country would achieve lasting peace," he told reporters when asked how he planned to expedite the defeat of the Communist Party of the Philippines - New People's Army (CPP-NPA).
Clement also vowed to create a bigger dent on the CPP-NPA's ranks and its capability to create terror and atrocities with the whole-of-nation approach.
"We have to address this as a people, collectively" says Gen. Clement. That means firstly the government doing what it can to alleviate poverty like opening up training centres so poor people can learn marketable skills.

https://pia.gov.ph/news/articles/1028462
Keen to address poverty incidence in Bukidnon, Director General of Technical Education and Skills Development Authority (TESDA) Secretary Isidro S. Lapeña and Senator Juan Miguel Zubiri led the turn-over of Skills Training Centers to the Local Government Units of Impasugong, Cabanglasan, Maramag and Lantapan, October 7.
In 2015, the poverty incidence in Bukidnon is recorded to be 53.6 percent the country's fourth-highest, but 2018 showed a huge cut and declined to 32.1 percent. The optimistic result is attributed to the rise in income particularly in the poorest Bukidnon area.  Thus, the newly constructed training centers will not only develop the skills of local constituents but more so to capacitate and improve the livelihood of indigenous people who frequently suffer the clutches of poverty in the province, Sen. Zubiri said.
Likewise, Lapeña, chairman on Livelihood Cluster of the National Task Force to End Local Communist Armed Conflict (NTF ELCAC), who has been compassionate in ending the communist insurgency, said the newly constructed training centers and other incoming programs of the agency will focus on education and skills development of priority sectors, improvement of the livelihood of indigenous people and also capacitating the former rebels as they go back to the mainstream society
Secondly that means the youth.

https://www.pna.gov.ph/articles/1082513
“The support of the youth sector is very important to counter the recruitments being done by the CPP-NPA and the manipulation they spread to communities,” Garello said in a phone interview with the Philippine News Agency on Monday (October 7).
Garello said the Army, in coordination with the local government units (LGUs) in the region, has forged various partnerships to empower the youth sector in the area.
“We have started some major activity on this partnership such as the holding of Leadership Development Training (LDT) for our Sangguniang Kabataan (SK) leaders,” the Army official said.
He said the first LDT training was held Friday last week in Jamboree Site, Barangay Alubihid, Buenavista, Agusan del Norte that was participated by SK presidents from different barangays of Butuan City.
In an earlier statement sent to the media, Garello said the training aims “to empower the youth, enhance the leadership and community organizing skills, and instill awareness on the nature of the CPP-NPA-NDF and its deceptive infiltration strategy to the youth sector.”
That all sounds good to someoneThe dreamers working for the OPAPP perhaps? They swear it's working. Bribing surrendering rebels with money, housing, training, we are told, is working at bringing about the end of the insurgency and the beginning of lasting peace. Meanwhile politicians continue to pay big money to the NPA to ensure their election.

https://www.panaynews.net/32-local-execs-support-npa-rebels-helped-them-win-in-midterm-polls-pro-6/
Thirty-two elected local officials in Western Visayas enjoyed the support of the New People’s Army (NPA) in the May midterm elections, according to the Police Regional Office 6 (PRO-6). Are these officials now paying the rebels back with support, too?
The rebels campaigned for them, said PRO-6 spokesperson Police Lieutenant Joem Malong, citing intelligence reports.
Of these 32 officials, 11 were elected mayor and six were elected vice mayor, she added.
In Iloilo province, the rebels supported five mayors, two vice mayors and nine municipal councilors while in Capiz, they campaigned for four mayors, two vice mayors and three town councilors, said Malong.
“We are monitoring them,” she said.
In Negros Occidental, two elected mayors, two vice mayors, two municipal councilors, and a provincial board member enjoyed the backing of the NPA, said Malong.
“We have identified them,” according to the PRO-6 spokesperson but she declined to name them.
Malong acknowledged it would be difficult to prove that these local officials are now paying the insurgents back with monetary or logistical support unless witnesses surface.
“We need physical evidence to pin them down,” said Malong.
Local officials proven to be supportive of rebels face criminal and administrative charges.
“We are warning these local officials to stop supporting rebels,” said Malong.
The figures of the PRO-6 were not far from those of the Philippine Army.
The 61st Infantry Battalion (61IB) monitored 37 candidates who financially supported the NPA, according to Lieutenant Colonel Joel Benedict Batara, battalion commander.
So they know who these politicians are, they are monitoring them, BUT they have no evidence! That is the ridiculous PNP we all love and know so much. Notice that the figures of the AFP and PNP are close but do not match. A difference of five!

As long as there are rebels there will be politicians who covertly support them in order to keep their hold on power. Better to stop with the social programs and kill all the rebels.

https://www.pna.gov.ph/articles/1082970
The government's fight against terrorism in the Philippines will be strengthened after the recent groundbreaking of the first-ever counter-terrorism training center in Southeast Asia here.
The PHP350 million, state-of-the-art Regional Counter-Terrorism Training Center (RCTTC) that would rise at Camp General Mariano A. Castañeda will be jointly operated by the United States (US) and Philippine governments.
The RCTTC, which forms part of the PHP520-million US investment, aims to train Filipino law enforcement personnel on counter-terrorism operations and further strengthen the regional security relationship and cooperation between the Philippines and East Asia Pacific partners nations-- Indonesia, Thailand, and Malaysia.
The project, built on decades of US' close counter-terrorism cooperation with the Philippine National Police, "is a major step in the deepening of our counter-terrorism partnership," said US Ambassador Sung Kim, who led on Friday the groundbreaking rite along with PNP chief, Gen. Oscar Albayalde.
"This reflects the enduring US commitment to support the Philippines' counter-terrorism efforts and to work together to address threats to peace and security in the whole region," Kim added.
Meanwhile, Albayalde said as terrorism continues to pose a serious threat to the Philippines and across Asia, the RCTTC will empower the Philippine law enforcement personnel in the pursuance of their mission.
"With the RCTTC in place, we hope to be able to keep in step with the latest training methods and technology in fighting terrorism," he said.
The PNP led the signing of a memorandum of understanding (MOU) with the US government, through the support of the US Department of State Anti-Terrorism Assistance (ATA) Program for the construction and operation of a multi-purpose RCTTC last Aug. 15 this year.
The RCTTC will provide a venue for the ATA counter-terrorism training for PNP units, particularly the Special Action Force (SAF), EOD/K-9 Group, Anti-Cybercrime Group (ACG), Anti-Kidnapping Group (AKG), Aviation Security Group (ASG), Intelligence Group (IG), and Police Security and Protection Group (PSPG).
Other Philippine law enforcement group that will also benefit from the project are the National Bureau of Investigation, Bureau of Immigration, Office for Transport Security, among others.
The first counter-terrorism training centre in the country and in SEA? That is an amazing fact. It's not that the USA has not been training the AFP in counter-terrorism but rather strange this centre was not built years ago. Hopefully the instruction given will assist the AFP in destroying the NPA. Maybe with new training the AFP really can meet the new deadline of ending the insurgency by 2022.

https://newsinfo.inquirer.net/1177034/military-seeks-to-end-insurgency-by-2022
The government’s goal is to make the communist insurgency irrelevant by 2022, just before President Rodrigo Duterte bows out of office, the country’s top security official said.
We are tempted to set a self-imposed deadline to us, which would be naturally 2022 because that’s the end of the term of the President,” National Security Adviser Hermogenes Esperon told reporters.
In three years time, the communist rebels would have suffered massive military losses that they would no longer be able to launch attacks and cause trouble to the country, Esperon said.
“There may be a few stragglers left but by that time, they would just be doing banditry and the Philippines would have been able to fly economically,” Esperon added.
How convenient that the AFP is aiming to end the insurgency by the end of Duterte's term in office. This is nothing new. Same old plan. End the insurgency by the end of the current president's term. I have previously documented this phenomena. This is also not the first time 2022 has been floated around as the end date for the insurgency. In fact every year has been the year the insurgency is supposed to end. What a joke.

There are only two and a half months left in the year which means the decision to extend martial law or not will be coming up soon. It seems the idea to lift martial law in some areas and keep it in place in others is ganging traction.

https://newsinfo.inquirer.net/1177230/extended-martial-law-for-hot-spots-mulled
Martial law extension in Mindanao should be enforced but only in known trouble spots, the Western Mindanao military chief, Lt. Gen. Cirilito Sobejana, said on Sunday.
The Armed Forces of the Philippines Western Mindanao Command chief cited Davao, Cagayan de Oro, Dipolog and Tacurong cities as well as Sultan Kudarat as among the localities that no longer need to be placed under martial law, describing these areas as “relatively peaceful.”
A possible extended martial law period, Sobejana pointed out, would only be limited to the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), “but everything is dependent on our assessment of our effort.”
“Selective [coverage]. I don’t recommend [martial law extension] in the whole of Mindanao. [Only] in those areas where we still see problems in terms of security, delivery of services,” he said.
He said the BARMM still had problems in security, particularly from threats posed by the Abu Sayyaf group, the Bangsamoro Islamic Freedom Fighters and remnants of the Maute group.
How crazy is this guy Lt. Gen. Cirlito Sobjeana? Sultan Kudarat "relatively peaceful?" The city where several bombings have happened in the past year? Funny that he also says martial law should be limited to the BARMM. The BARMM is supposed to be a region where peace will now reign. Maybe it just needs more time?

https://www.voanews.com/east-asia-pacific/philippine-officials-consider-extending-martial-law-mindanao
But this time some people in Mindanao are pushing back. Martial law, they argue, keeps the island safer. But it may also keep business away.
Philippine President Rodrigo Duterte said in July he would consider extending martial law into 2020 if local officials want it, domestic media outlet Philstar.com reported. He said the island and outlying seas were still at risk.
“Ideally, it is obviously good to see Mindanao freed from security challenges by the end of 2019 and therefore martial law may not be expected to be implemented anymore,” said Henelito Sevilla, assistant international relations professor at University of the Philippines.
“However, Mindanao is Mindanao, and the region should not be compared to other parts of the Philippines where security challenges are less diverse in terms of nature, area and extent as compared to Mindanao islands,” Sevilla said. “The islands of Mindanao are very diverse in terms of tribal affinity, political cleavages and even armed groupings.”
Martial law lets troops and police work together without normal legal checks and balances. Authorities can also enforce curfews and randomly search vehicles.
But in much of Mindanao, martial law is hardly noticeable. Around the port city Cagayan de Oro, for example, cars stop only between the domestic airport and downtown for routine checks. Police do not enforce curfews in the downtown mega-malls, upscale restaurants and major high-rise hotel.
Road checkpoints turn up more often on highways around the Bangsamoro region, home to some 3.8 million mostly Muslim Filipinos.
In Davao, the Philippine archipelago’s second largest city after Manila, people broadly support the extension of martial law, said a scholar who just visited. Davao is on Mindanao’s east coast, removed from most rebel attacks.
“I asked people, they like the army because they feel considerably safe, and it’s actually not hindering the daily life of the people,” said the visitor Enrico Cau, Southeast Asia-specialized associate researcher at the Taiwan Strategy Research Association.
“Just the idea that martial law hinders investment, deters people from going, stops tourists -- even not so much,” he said. “Because when I got to Davao on August 17 and when I left in September, for example, hotels didn’t have one single room.”
Davao’s mayor and city council expressed formal opposition to continued martial law after ambassadors visited the city in mid-2019 and said the law raises costs of doing business, domestic media say. Much of Mindanao’s 25 million population lives in poverty, largely for lack of investment.
Protest from the mayor may roll back martial law next year to cover only parts of Mindanao where rebels are likely to strike, Cau said. The mayor is also Duterte’s daughter.
Yes Davao's Mayor, Presidential Daughter Sara Dutere is behind the call for a limited marital law which exempts Davao.

https://news.abs-cbn.com/news/10/14/19/mayor-sara-duterte-wants-davao-city-exempted-from-martial-law
Mayor Sara Duterte plans to seek the help of the House of Representatives to exempt Davao City from martial law in Mindanao.
According to Duterte, she sent a letter to the Office of the President last August 7 and attached documents to support her request.
She added she will also be sending copies of the documents to the House of Representatives and the Department of National Defense.
Martial law should ideally be an all or nothing matter. All of Mindanao and not just part. If martial law is not being enforced stringently across the island then what is the point of having martial law? The AFP knows where the commies and ISIS are hanging out. Perhaps instead of renewing martial law they simply get in there and get the job done by blasting them away.

SM Bonus Pork Head

You've been to the market, right?  Of course you have!  Hanging strips of meat covered with flies is a common sight at the market. But what about a supermarket?  In the Philippines there is not much difference.  The meat is not covered so it is swarmed with flies with the only difference being none of it is hanging and no one is shooing the flies away by constantly waving a wand with strips of shredded paper at the end.

Imagine you are walking around your local SM Supermarket and you see this:

None of that meat is covered!  Maybe you can't tell from the pic but in real life the meat was looking less than fresh. The colour was a dull red indicative of exposure to air. And what about that pork head?  Whew!  Only 92 pesos per kilo. Want a close up? Of course you do.

Can you see his eyelashes? His teeth? His booger? Look closer!

Only 92 pesos per kilo!! Oink, oink baby!

The pictures above were all taken on a Friday. Guess how Zuckerman's Famous Pig looked by Sunday.

That is Some Pig!  Looking rather Terrific and Radiant! The split snout gives the face a most Humble demeanour.

In all honesty though what is different between the way meat is displayed at SM and the way it is displayed at any market around town?

Retards in the Government 123

It's your weekly compendium of foolishness and corruption and murder in Philippine politics.

He then justified the drug war, saying that his administration only “seek[s] to protect our republic [from] those who wish to tear it apart.”
“We only seek to curb criminality that corrodes the very structure of government,” he said.
Well that's funny because it is the very government itself that is criminal with the PNP selling drugs and taking bribes to let drug dealers go free.

https://globalnation.inquirer.net/180724/pols-actors-comedian-on-presidents-entourage
Although Malacañang was tight-lipped about members of the presidential entourage, official or otherwise, some information still leaked through social media.
A number of congressmen, political figures and show biz celebrities were also enjoying  autumn in Moscow.
Speaker Alan Peter Cayetano took part in the expanded bilateral meeting with Russian Prime Minister Dmitry Medvedev in the Kremlin in Moscow on Wednesday and was also expected to be part of the bilateral meeting with Russian President Vladimir Putin on Thursday in Sochi.
He reportedly brought with him his wife and fellow Taguig representative, Lani Cayetano.
Camarines Sur Rep. Luis Raymund Villafuerte was also traveling with the President
A group photo posted on Facebook on Thursday from Moscow showed that the next Speaker, Marinduque Rep. Lord Allan Velasco, was also in the Russian capital.
The photo also included sacked tourism official Cesar Montano, actor Philip Salvador, controversial lawyer Larry Gadon and comedian Moymoy Palaboy, with a few others.
When asked, presidential spokesperson Salvador Panelo, who is also in Russia, said he did not know whether the congressmen were part of the official delegation.
He said the show biz celebrities as well as Gadon were not part of the official delegation and paid for their way and living expenses in Russia.
He also denied that the show biz celebrities would be paid a talent fee for entertaining the Filipino community when the President meets them on Saturday, his last official activity.
“As for the congressmen who are here, it’s the protocol [office] who can tell you whether they are part of the official delegation or they are here on their own,” Panelo said.
“With regard to the show biz [celebrities] who are here, as far as I know, when they entertain the Filipino community while waiting for the arrival of the President, they are not paid. They have been doing that during the presidential campaign. They just happen to be genuine and rabid fans of the President,” he said.
It should be easy enough to find out who paid for what but otherwise it sounds like another junket trip. Why is Larry Gadon tagging along? Does the mean if I pay my way I too can come along on one of Duterte's trips abroad?

Police are pursuing several leads in the strafing on Wednesday night of the house of a village councilor in Polomolok town, South Cotabato province, that left two persons dead and another wounded.
Lt. Col. Lino Capellan, public information officer of the Police Regional Office-12, said Thursday the incident happened while the family of Koronadal Proper barangay councilor Aliman Macabangin Jr. was having dinner around 8 p.m. at their house in Purok 3 of the same village.
Citing a report from the Polomolok municipal police station, he said the victims were gathered at their terrace when an undetermined number of suspects suddenly opened fire using high powered firearms.
Capellan said the village councilor managed to duck and took cover but three of his relatives were hit. The official said one of them, Razil Macabangin, reportedly died on-the-spot due to multiple gunshot wounds.
Lt. Col. Marvin Duadua, Polomolok police chief, said among the angles they are pursuing is personal grudge related to a land conflict in the area.
Lucky for the councillor but not for his relatives. Will they try again?
https://cebudailynews.inquirer.net/262052/9-police-officers-from-pro-7-test-positive-for-illegal-drugs-dismissed-from-service
Police Regional Office in Central Visayas (PRO-7) dismissed nine police officers from service after testing positive for illegal drugs.
In a report given by PRO-7 Director Police Brigadier General Debold Sinas on Friday, October 4, 2019, the officers who were dismissed had ranks from Patrolman to Police Master Sergeant.
These officers were identified as Patrolman Merlo Daclan Laborte, Patrolman Frances Maucesa, Patrolman Greggy Gica, Patrolman Jayrome Solano, Patrolman Joseph Tabo-tabo, Police Corporal Jose Marie Garcia, Police Corporal Gilfredo Carungay, Police Staff Sergeant Joffrey Mulat and Police Master Sergeant Darwin Gonzales.
They tested positive in drug tests held in 2018 and 2019 and have been relieved from their post since then.  Now, they have been officially dismissed from police service.
Aside from being dismissed from service, these ex-cops will also be facing administrative charges and a case for violating Republic Act 9165 section 11 or the possession of dangerous drugs.
According to Sinas, these officers were among those called “ninja cops,” or those who have been recycling illegal drugs they confiscated from anti-drugs operations of the police.
Sinas already assured the public that there are no longer active “ninja cops” syndicates in the region.
However, Sinas revealed that he is not 100 percent sure if there are no longer individual cops involved in drugs in Central Visayas. But the PRO-7 chief said their internal cleansing program is still ongoing.
If any of these cops are really ninja cops then they need to face criminal cases not administrative cases. They also need to be in jail. But this guy sounds like he doesn't even know what's going on. First he says there are no more active ninja cops then he says he is not sure if that is true or not!

https://www.philstar.com/headlines/2019/10/05/1957546/bucor-chief-relieves-300-bilibid-jail-guards
Newly installed Bureau of Corrections (BuCor) director general Gerald Bantag yesterday relieved more than 300 jail guards at the maximum security compound of the New Bilibid Prison (NBP).
“We have a directive coming from the President for a total revamp and to clean up the BuCor. There are allegations of irregularities, so we relieved them,” BuCor spokesperson Wena Fe Dalagan said.
Relief orders were sent to the personnel who have been put on floating status as the reports of anomalies are reviewed, Dalagan added.
In the meantime, officials of the Bureau of Jail Management and Penology (BJMP) and Philippine National Police (PNP) will take over NBP custodial functions.
In an interview with reporters, NCRPO chief Maj. Gen. Guillermo Eleazar said at least 552 NCRPO policemen will be deployed at the BuCor as augmentation
Eleazar added that the deployment of police personnel at BuCor is temporary, as Bantag requested for an augmentation force to maintain peace and order in the area while reforms take place.
But how temporary? A few days? Weeks? Months? 552 cops off the beat and into the jail means the community is less safe. Of course it's not as if the PNP actually keeps the people safe anyway.

https://newsinfo.inquirer.net/1173706/whistleblowers-in-philhealth-scam-arrested
The two whistleblowers who exposed the “ghost dialysis” scam that had defrauded Philippine Health Insurance Corp. (PhilHealth) were arrested Thursday night, shortly after losing immunity from suit under the government’s Witness Protection Program (WPP), according to their lawyer.
Lawyer Harry Roque on Friday said his clients—Liezel Santos de Leon and Edwin Roberto—were arrested and detained in connection with the estafa charges earlier filed against them and Bryan Christopher Sy, their former employer at the Quezon City-based WellMed Dialysis Center.
“What’s happening is meant to silence them,” Roque said, adding he was not informed that his clients had been released from the WPP.
This is how it goes in the Philippines. You expose corruption and instead of going after the corrupt they go after you. It happens with journalists and lawyers and now it is happening with these guys.

A member of the Philippine Marine Corps with a standing arrest warrant was nabbed by joint police operatives in Fort Bonifacio, Taguig City on Friday.
The suspect was identified as Corporal Erickson Obias, a member of the Philippine Marine Corps assigned at the Marine Security Group.
Obias’ arrest stemmed from the complaint of Maria Theresa Obias who sought police assistance for his arrest.
No details on what the charges are but it seems like it is domestic.

(When I get back to the Philippines, I will really beat those [expletive] police. Oh, those that they call ninja. Those [expletive] are the ones really doing drugs.)
“Before my term ends, I have two years and so many months left, ubusin ko talaga itong mga p*tang *na na ‘to. Tignan mo (I will finish these [expletive]. Watch me),” he added.
Yeah sure. Whatever. Ninja cops aren't new. And Duterte won't be finishing them.

A former police officer was shot dead inside a restaurant-bar in Pasay City, police said Monday.
Joselito Lopez, 46, was inside the establishment with his son and a friend when a gunman wearing a cap and a face mask suddenly appeared, pulled out an unidentified caliber of gun, and shot the victim to the head, according to a report from the Pasay City police.

Police also said the gunman escaped towards Protacio Street onboard a get-away motorcycle driven by a cohort.
Another ex-cop assassinated. This happens often. Maybe he knew too much?

“The challenge is on its leadership. How will they respond given the evidence? That’s what we are waiting for,” Robredo, speaking in Filipino, said in an interview with reporters in Naga. “I hope they rise up to the challenge to save the institution’s reputation, not that of the few who tarnish the reputation of the entire ranks.”
Robredo also lamented how the case would affect police officers properly doing their duties.
I’ve always said this: I know a lot of police officers who are decent and honorable. It’s saddening that when issues like this arise — when those are decent are affected,” she said.
Yeah ok. Let's give her the benefit of the doubt. Maybe she knows some PNP officers who are decent and honourable. That does not change the fact the the PNP is historically a very corrupt institution. Read here.
The San Juan City government on Tuesday said it is currently launching an investigation into the alleged waste of government funds by some erring city government officials.
San Juan City Mayor Francis Zamora disclosed that the city had purchased a “spider excavator backhoe” worth P40 million that was never used.
He explained that the backhoe was bought to clean rivers and creeks but was later found that it could not fit into the waterways.
[The backhoe cannot fit the waterways which was why it was not used. It was bought to be used for cleaning creeks at San Juan.]
Zamora also noted that they discovered falsified receipts from the San Juan Medical Center wherein a big amount of cash has not been returned to government funds.
Zamora said they will collect pieces of evidence hold accountable those who are behind the alleged corruption in the city government.
Falsified receipts. Expensive equipment that was never used and was never appropriate for the job to begin with. Just your typical government corruption in the Philippines.

Elections Commissioner Ma. Rowena Guanzon on Tuesday claimed that some party-list group seats are for sale.
Guanzon made this revelation during the hearing of the Senate Committee on Electoral Reforms headed by Senator Imee Marcos on various bills, including a proposal strengthening the party-list system in the country.
“I’m personally against the gaming of the party-list rules because I’m sorry to say that in truth, a lot of party-list or some of them, sell their seats,” she said.
“After they win, they change their representatives or nominees,” Guanzon added.
Selling party-list seats is nothing new. Seems the Comelec can't fix these problems. Or maybe they don't want to.

Six years after he reportedly blocked the sacking of these so-called "ninja cops," Albayalde announced that they could now be facing summary dismissal.
"I have directed the Directorate for Investigation and Detective Management to take the lead in reviewing the administrative cases involving the so-called ninja cops in coordination with the PNP-Internal Affairs Service to initiate possible summary dismissal proceedings against these errant personnel," the top cop said in a media briefing.
First he blocked the dismissal of the cops and now he is being forced to dismiss them himself.

“He (Duterte) will decide on the basis of competence and honesty,” Panelo said in a Palace briefing.
“If you are honest, di ibig sabihin wala kang kaso (that means you have no cases) relative to any irregularity. Pag competent ka, di ibig sabihin magaling ka sa trabaho mo (If you’re competent, that means you’re good at your job),” he added.
A hard job to be sure. Basically impossible.

The vice mayor of Batuan town in Masbate died while two other companions were hurt after unidentified gunmen shot them in Manila on Wednesday morning.
Sampaloc police identified the victims as Batuan, Masbate Vice Mayor Charlie Yuson III; Wilfredo Pineda, 44; and Alberto Alforte, 23.
Police said victims were having breakfast in front of a house along V.G. Cruz Street in Sampaloc when suspects alighted from a van and shot them at 8:45 a.m.
Another LGU shot dead. This time it's the Vice Mayor and not just a barangay captain or city councilman.

https://newsinfo.inquirer.net/1175759/albayalde-endorsed-award-promotion-for-self-and-13-pampanga-cops
Philippine National Police (PNP) chief Oscar Albayalde had recommended the one-rank promotion and recognition for himself and 13 of his subordinates for their “outstanding performance” during the controversial 2013 drug raid in Pampanga.
At Wednesday’s resumption of the Senate justice committee investigation into the “ninja cops” controversy, panel chair Senator Richard Gordon presented a copy of the recommendation supposedly signed by Albayalde himself when he was still Pampanga police director.
Gordon, reading the document, said the 13 police officers were recommended to the next higher rank and given recognition for “having demonstrated outstanding performance… of duty for the successful buy-bust operation in… Mexico, Pampanga as manifested by the courage, professionalism, and devotion of duty.”
Albayalde was to receive a distinguished conduct medal, Gordon said citing the document.
“You’re giving yourself an award?” Gordon asked Albayalde.
In response, Albayalde said: “Yes, Sir.”
Albayalde is one shameless man.

https://newsinfo.inquirer.net/1176133/sandiganbayan-convicts-surigao-del-sur-town-mayor-village-chief-of-graft
The mayor of Tago town in Surigao del Sur and a barangay (village) chairperson were found guilty of graft and malversation by the Sandiganbayan for misuse of government resources in 2014.
In its decision dated October 4, the anti-graft court’s Fourth Division said the prosecution was able to prove that Mayor Rogelio Pimentel and Barangay Unaban chairperson Herminigildo Reyes conspired in disadvantaging government, and that there was evident bad faith and manifest partiality demonstrated.
The graft and malversation of public property cases stemmed from Reyes’s decision to allow Pimentel use of 280 bags of cement and 286 round steel bars for the construction of the latter’s private resort. The construction materials were intended for a barangay solar dryer project.
“Accused Reyes, who had custody and control over the said construction materials, knowingly consented or permitted accused Pimentel to take the same from the Multi-Purpose Hall of Unaban, Tago, Surigao del Sur, to the private property of accused Pimentel in Soccoro, Surigao del Norte, and to use them in the construction of his private resort,” Sandiganbayan said.
The mayor used construction materials intended for a barangay project to build his private resort!

Prohibited drugs, sex toys and cell phones were among the items seized as shelters or kubol inside the maximum security compound of the New Bilibid Prison (NBP) were demolished by authorities yesterday.
Elements of the National Capital Region Police Office (NCRPO,) Bureau of Corrections (BuCor), Department of Public Works and Highways and Bureau of Jail Management and Penology (BJMP) conducted the demolition.
BuCor Director General Gerald Bantag said the inmates “abused their privileges” by erecting the illegal structures to hide their use of contraband.
All four quadrants of the maximum security compound, which houses some 18,000 inmates, have illegal structures.
NCRPO chief Maj. Gen. Guillermo Eleazar said the demolition of the structures will help solve the illegal drug problem inside the prison.
“The problem is, these structures are set up like a dormitory and they were there like mushrooms,” Eleazar said.
He also said the national penitentiary “created monsters” which, in turn, made authorities afraid of them and not the other way around.
He said the demolition is a good start in turning things around.
Bantag said that he would really want to demolish illegal structures in all seven penal colonies of the BuCor, as long as he has the help and personnel from the government.
The demolition yielded illegal drugs, weapons, sex toys, disallowed appliances such as televisions and electric fans, machinery and cash.
The questions here for Faeldon and Bato are numerous. Both promised to clean up the prison but here we see the did not even do something as simple as demolishing illegal structures which were hiding drugs and money and other paraphernalia. We also learn that all seven prison in the system have these illegal structures! When where they built? Will any past BuCor officials be held responsible?

https://cebudailynews.inquirer.net/263319/rogue-cop-who-escaped-bloody-cordova-bust-still-at-large
Police in Central Visayas are pursuing a former police officer, who escaped after he and his cohorts engaged lawmen in a shootout during an anti-illegal drug operation in Cordova town on October 9.
Two were killed in that incident and two were arrested, but former Police Master Sergeant Lowell “Boyet” Pacolaga managed to escape pursuing police officers by swimming into a mangrove area where his pursuers lost him.
Police Brigadier General Debold Sinas said in a press briefing on October 11 that Pacolaga, who was once assigned in the City Intelligence Branch of the Lapu-Lapu City Police Office (LLCPO), went on absent without official leave (AWOL) in 2016 after he learned that his name was already in the watchlist of police officers allegedly involved in the illegal drug trade.
“Pacaloga is in the watchlist. This is the reason why he went AWOL,” said Sinas.
How did he find out his name was on the watchlist? Was it made public? Was it not made public but not classified? Did someone inform him? This situation makes a great case for keeping these lists private and classified.
