Retards in the Government 223

It's your weekly compendium of foolishness and corruption in the Philippine government.

https://newsinfo.inquirer.net/1482505/lacson-bares-p1m-overprice-in-govt-purchase-of-ambulances

Ambulances purchased by the national government were “overpriced” by P1 million per unit, Senator Panfilo Lacson bared Thursday.

In an interview with INQside Look, Lacson said that under the Health Facilities Enhancement Program (HFEP) of the Department of Health, ambulances with equipment were procured at P2.5 million per unit.

However, upon checking with local government units (LGUs) that purchased the same unit of ambulance with the same equipment, the cost only amounted to P1.5 million.

Lacson said he is “personally upset” by the overpriced purchases especially when he was the one who realigned the 2021 budget to provide additional funding for HFEP.

More irregular purchases by the government. This time overpriced ambulances.

A village councilman from San Carlos City and a driver from Antipolo City were arrested on Saturday morning for facilitating the illegal entry of persons from Metro Manila to Pangasinan.

In an interview, Pangasinan Police information officer, Maj. Arturo Melchor Jr. identified the suspects as Jayrald Gutierrez, 32, of Barangay Balococ, San Carlos City and Ernanie Rasalan, 38, a driver of a transport network vehicle service (TNVS) firm. They were apprehended at about 8:30 a.m.

“Personnel of (the) Rosales Police Station chance(d) upon the suspects’ vehicles during their patrolling. The suspects were transporting five unauthorized persons outside of residence (UPOR) in a van and another six UPOR in a Toyota Innova,” Melchor said.

Upon verification, the police found out that the passengers do not have the necessary documents for them to be allowed entry into the province as travel restrictions remain in place, he added.

A village councilman has been arrested for helping facilitate the entry of people into travel restricted zones.

Government troops here intercepted live ammunition, grenades, and food supplies belonging to the New People’s Army (NPA) on Friday night.

In a statement on Saturday, Brig. Gen. Romeo Caramat Jr., Director of the Police Regional Office-13 (Caraga), said they arrested the couriers who were transporting the contrabands in Purok 1B, Barangay Pianing, Butuan City.

Caramat identified the couriers as Ferdinand Dagium, 27, and his brother Rolando, 34; and Marvin Pepito Merencillo, 26.

Ferdinand is a councilor of Barangay Magsaysay in Sibagat, Agusan del Sur, while Merencillo, is a resident of Purok 1, Barangay Mount Ararat, Bayugan City.

They belong to the Regional Sentro de Grabidad of the North Eastern Mindanao Regional Committee of the NPA.

A courier for the NPA is also a barangay councilor.

A tarpaulin that was a supposed greeting for the Feast of the Nativity of the Blessed Virgin Mary displayed glaring images of some local politicians in Malabon City.

Priest and TikTok creator Fr. Fiel Pareja posted a photo of it and called it out online.

“I am speechless!” Pareja wrote with a zipped-up emoji.

The photo showed the tarpaulin with the greeting: “The Feast of the Nativity of the Blessed Virgin Mary.”

It also has a message printed in smaller font that reads: “Ipagdasal po natin ang patuloy na pag-asenso ng bawat pamilyang Malabonian.”

However, images of the Blessed Virgin Mary, whose birthday is being celebrated only became the backdrop of the material.

Instead, larger photos and names of government officials were given the spotlight on the tarpaulin.

LGU officials hung a tarp celebrating the nativity of the Virgin Mary but their faces "were given the spotlight."

https://cebudailynews.inquirer.net/398889/love-interest-personal-grudge-eyed-in-killing-of-brgy-councilor-in-danao-city

Love interest and personal grudge are being eyed by authorities as possible motives behind the killing of a barangay councilor in Danao City past 10 a.m. on Tuesday, September 7.

Police Lieutenant Colonel Maria Theresa Macatangay, Danao City Police Station commander, said that they already have two persons of interest who can help them in finding the killer of Pedrito Manco, 64, the first councilor of Barangay Cahumayan.

These were based on the information they gathered from the relatives and neighbors of the victim.

(Accordingly, the councilor has a lover who is said to be married and whose husband works as a firearm manufacturer, He is one of our Person of Interest (POI). The other POI is somebody whom the councilor had a conflict before about a contested boundary of a lot in their barangay.)

Initial police investigation revealed that while Manco and his wife Rosita were sitting on a bench inside their house on Tuesday morning, the suspect suddenly appeared and asked if Manco was the first councilor of the barangay.

When Manco reportedly affirmed that he was, the suspect immediately drew his firearm and shoot the victim several times resulting in his untimely death.

Police said the wife, who was not hurt, failed to recognize the suspect who was wearing a mask and who immediately fled onboard his getaway motorcycle after the attack.

A councilor who was having an affair with a lady married to a firearm manufacturer who is now a person of interest in the assassination of the councilor.

Philippine National Police (PNP) chief Gen. Guillermo Eleazar on Thursday ordered the Internal Affairs Service (IAS) to expedite summary dismissal proceedings against a policeman who was arrested for gunrunning and illegal sale of motor vehicles.

In a statement, Eleazar identified the erring cop as Staff Sgt. Michael Salinas, assigned at the Manila Police District, who was among the eight people arrested in separate operations on Sept. 3 and 4.

“I have already directed the Internal Affairs Service to initiate summary dismissal proceedings against him,” Eleazar said.

National Capital Region Police Office (NCRPO) director Maj. Gen. Vicente Danao Jr. earlier said Salinas could be the leader of the group.

On Sept. 3, authorities recovered a Mitsubishi Expander without a plate number and fake documents from suspects Arman Estanol and Jon Marvin Toledo in an operation in Bacoor City, Cavite at around 5 p.m.

A few hours later, Salinas and suspects Edwin Justo, Bern Bryan Pingol, and Arnold Aron Miranda were arrested in an operation at a gasoline station in ParaƱaque City. Recovered from them were various firearms such as a sub machinegun, a Glock 19 9-mm pistol, a Glock 17 9-mm pistol, and various ammunition.

A cop was arrested for gunrunning and illegal sale of motor vehicles. They say he might be the leader of the group.

Coronavirus Lockdown: Jumping Rope, More Cops in Malls, and More!

More news about how the COVID-19 pandemic in the Philippines is being handled by the public and the government.

The clock is ticking and the government's year end goal to vaccinate 70 million people is fast approaching. Can they do it?

https://www.philstar.com/headlines/2021/09/01/2124154/128-filipinos-fully-vaccinated-4-months-left-meet-population-protection-goal

Officials are racing to fully vaccinate some 50 to 60 million people to achieve "population protection" — slightly lower target from the previous goal of inoculating some 70 million Filipinos to attain herd immunity — before the year ends.

A total of 399,940 shots were administered on Tuesday, well below the government's daily target of 500,000 doses.

To achieve the lower end of the already-adjusted target, officials must fully vaccinate at least 36.04 million more people — triple the number of those it has fully inoculated so far — in just three months.

To meet the goal three times the people vaccinated in the past 7 months have to be vaccinated in the next four months. Obviously it's not going to happen. For one their is the lack of supply and for another thing there is the lack of manpower.

https://www.gmanetwork.com/news/news/nation/801025/daily-covid-19-vaccinations-decreasing-due-to-lack-of-manpower-gov-t-adviser/story/

The number of daily COVID-19 vaccinations in the country has decreased due to limited manpower, a consultant of the National Task Force (NTF) Against COVID-19 said Friday.

Interviewed on Unang Balita, Dr. Ted Herbosa said supply is no longer the problem but the availability of manpower who will conduct the inoculation in vaccination centers.

(What we know is that the number of our output has declined. Previously, we could achieve 700,000 injections per day. It decreased to 300,000. Now, it has stabilized to around 400,00)

He added that the government is lacking manpower in vaccination centers because healthcare workers are needed more in hospitals amid the rising number of COVID-19 cases.

As of August 22, the NTF said a total of 30,389,160 doses have been administered in the country. At least 17,258,675 people have received their first dose, while 13,130,485 are already fully vaccinated.

There is no way 30 million people will be vaccinated in the next 4 months. It is not mathematically possible.

Along with the pandemic comes the Great Reset which means a restructuring of society. What will this look like in the Philippines? Quezon City might just have a picture of that future.

https://www.pna.gov.ph/articles/1152291

The Quezon City government will soon be implementing the No Contact Apprehension Program (NCAP) after the City Council approved on second reading the proposed policy on Wednesday.

(QC will use modern technology that includes enforcement cameras, software and tools in 15 main roads in the city that are expected to effectively implement traffic rules),” the QC post on its Facebook page on Wednesday read.

The NCAP will protect traffic enforcers as there will be contactless apprehension on all motorists violating traffic laws and ordinances in the city, mitigating the spread of the coronavirus disease (Covid-19).

Belmonte said with the program, a notice of violation will be sent directly to the residence of the traffic violator.

(There will also be less traffic enforcers on the road, and the funds to be saved may still be utilized for important social services program of the city),” she said.

Belmonte said the program is expected to encourage more motorists to follow rules and regulations even without traffic enforcers on the road.

She said the city government intends to hear and list to the sentiments of the drivers and other stakeholders before the full implementation of the program.

So, QC is going to start implementing red light cameras in order to prevent the spread of COVID-19. In the meantime motorists who unwittingly violate a rule will get a rude awakening when a ticket suddenly shows up in their mailbox. There are lots of problems with this that you can read here. And the Philippines actually needs MORE traffic enforcers not less! Traffic control is actually part of the PNP's mandate but they don't drive around pulling over speeders or unroadworthy vehicles or other violators.

While QC wants less traffic enforcers on the road to stop the spread of the virus more cops will be posted in malls to also stop the spread of the virus.

https://www.pna.gov.ph/articles/1152359

More police officers will be deployed in malls, shopping centers, and other establishments during the "ber" months to prevent superspreader events, Philippine National Police (PNP) chief Gen. Guillermo Eleazar said on Thursday.

This, as more Filipinos are expected to visit these areas with the start of the Christmas season in the country.

The PNP will still focus primarily on the implementation of public health safety protocols because amid the challenges we are facing, it is still important that every Filipino family is safe and together in their homes towards the celebration of Christmas,” Eleazar said in a statement.

Eleazar added that this also seeks to curb crime incidents which usually increase during the holiday season.

Just what we need. More cops in the malls to make sure you are wearing your face mask and less cops patrolling the roads. Makes sense in the new society that is being born.

During the lockdowns people have been restricted in working out. That's why jumping rope has seen a resurgence.

https://www.gmanetwork.com/news/lifestyle/healthandwellness/801911/jumping-rope-among-popular-workouts-amid-pandemic/story/

The jumping rope is one of the many toys children enjoy, but did you know that it is now becoming more popular among adults?

According to Mariz Umali's report on "24 Oras," many people have picked up the jumping rope since the pandemic caused lockdowns in the country.

Among them is Anica Sirios, an athlete and coach, who uses the jumping rope as a means to battle boredom and loneliness in these trying times.

["Of course when you don't exercise you feel like you're gaining weight, when you look in the mirror you think you look unhealthy."]

Lovely Gervacio Tajan, jumping rope enthusiast, coach, and mom of two, said the jumping rope is an easy way to get the body moving amid the pandemic.

["It's a workout or sport that you can do any time and anywhere."]

She said people just need to watch tutorial videos online to learn the proper form to execute tricks and the proper measurement of the rope.

Jumping rope is indeed pretty easy. Not sure why anyone would need to watch a tutorial for something so easy.

The pandemic continues to hit OFWs rather hard.

https://www.gmanetwork.com/news/pinoyabroad/news/802038/baby-in-kuwait-waiting-for-trip-to-philippines-after-ofw-mom-dies-of-covid-19/story/

A baby born to an overseas Filipino worker in Kuwait lost her mother to the coronavirus disease 2019 (COVID-19), leaving her alone in the foreign country.

According to a Amielle OrdeƱez's report on Stand for Truth, single-mom Maricris gave birth to baby Cris in May 2020.  A year after Cris' birth, Maricris tested positive for the illness.

(I said, I could take her of her. She could stay with me because every time Maricris needs to go out, she would call me to take care of the child.)

Oliva said that though Cris may not be fully aware of his mother’s passing, he had searched for her presence

Though in good condition, Maricris’ mother wants her granddaughter to come home to the Philippines.

[I’m thinking that we are all here. My grandchildren are here together. A one-year-old child is not with us.]

Cris, however, does not have a birth certificate, which is one of the requirements to get home to the Philippines.

“The status of these children are undocumented. Meaning kapag hindi ka ipinanganak sa ospital, sa bahay ka ipinanganak, wala kang papeles sa Kuwait,” Adrian Baccay of the Philippine Embassy in Kuwait, said.

Through the cooperation of Oliva and the Philippine Embassy in Kuwait, Marivic said Cris will be able to return to the country in September.

A very sad story all around. A single-mom dies in a foreign land and her baby is left alone. No doubt the father is someone from Kuwait.

A vaccination center in Bataan came to notice when a picture of them screening zombie film World War Z went viral.

https://twitter.com/Exo_Lnoona/status/1431787927911034882

According to officials this was all an accident because it just came up in the Netflix queue.

The Provincial Health Office (PHO) clarified on Friday that the showing of the zombie-themed movie, World War Z, at the Bataan People's Center which serves as a major coronavirus disease 2019 (Covid-19) vaccination center in the province was unintentional.

“Part ng Netflix. Sunod-sunod pinapalabas. So, nahagip yung movie but not intentional (That was part of Netflix shows. The showing was done in series. So, it was shown but not intentional),” PHO chief Dr. Rosanna Buccahan said in a text message.

This came as netizens described as "questionable" and "hilarious" the showing of the movie, which stars Brad Pitt who portrayed the role of a former United Nations employee who is fighting a zombie virus pandemic.

https://www.pna.gov.ph/articles/1152505

They may not have intended to show World War Z but having shown zombie movie Alive the fact they they were hosing zombie movies was very intentional. Not to mention publicly broadcasting your Netflix account is illegal.

In Cebu City, as elsewhere, the cops have had their hands full trying to enforce health protocols like wearing face masks. This has allowed real crimes to grow exponentially.

https://cebudailynews.inquirer.net/398386/proliferation-of-rugby-sniffing-kids-still-a-concern-in-cebu-city-this-pandemic

Rugby-sniffing kids continue to proliferate especially the vicinity of the bridge in General Maxilom Avenue despite the implementation of “Oplan Puyo” by the police.

And they are starting to get involve in snatching and robberies.

However, Police Major Armando Labora, chief of the Abellana Police Station, admitted that they are no longer able to focus on the rescue of these kids since they also have their hands full with other concerns including their anti-criminality campaigns and the implementation of health protocols.

Labora is asking the assistance of barangay officials to make sure that these kids are taken off the streets.

He said barangay tanods should be deployed to monitor areas where these kids would converge including the area located under the bridge in General Maxilom Avenue.

It's a wonder there has not been more crime as the people are being forced to wear masks out in public.

The issue of health workers not receiving their pay has hit a head this week. Some doctors have refused to show up to work because they have not received their pay.

https://newsinfo.inquirer.net/1484272/docs-skip-hospital-duty-due-to-unpaid-benefits

The delayed release of benefits and the strain of being at the front line of the fight against COVID-19 amid a record-breaking surge in cases due to the Delta variant are affecting not just nurses, but doctors as well.

Dr. Maricar Limpin, president of the Philippine College of Physicians (PCP), said in a television interview on Monday that “almost all” resident doctors in a major private hospital in Metro Manila recently refused to come to work for two days over the nonpayment of their benefits.

“That is an area of concern to us — why they did not report for work. They said [it was because of unpaid] benefits,” Limpin said.

She declined to identify the hospital and said that in another facility in the National Capital Region (NCR), at least five doctors were infected by the coronavirus and had to undergo quarantine.

According to her, other healthcare workers were not reporting for duty because “they are scared of the [COVID] situation going on right now.”

“That depletes the number of health-care workers in the hospitals, not to mention those who had resigned [for various reasons] … Five [doctors off duty] is a lot and in a hospital, that could disable [its operation],” Limpin said.

The Healthcare Professionals Alliance Against COVID-19 said that hospitals were no longer just full but “overflowing” with COVID-19 patients, pointing out that the data coming from the Department of Health (DOH) did not reflect the real situation in emergency rooms.

Not only are some doctors not reporting to work over unpaid benefits but apparently the DOH is lying as their data does not "reflect the real situation in emergency rooms." And no wonder since COVID has an over 90% recovery rate. But the facts do not allow for the fear mongering of the DOH and the Palace.

Hi, My Name Is...16

I don't know why I stopped this series but a reader asked if I could do them again so here goes. Remember, this series was supposed to be about the misadventures of foreigners in the Philippines but it is also sort of a crime blotter.

Hi, my name is Cromwell Cabansay. On the same day that Manny Pacquiao got defeated in the ring by Yordenis Ugas I defeated my brother with on punch to the head.

https://translate.google.com/translate?hl=en&sl=tl&u=https://www.sunstar.com.ph/article/1904994/Superbalita-Cebu/Balita/Maguwang-gisumbag-patay-sa-manghod%3Fref%3Drss%26format%3Dsimple%26link%3Dlink&prev=search&pto=aue

Cebu City has been peaceful for the past few years when Manny Pacquiao has a fight after everyone is focused on television.

But it was different on Sunday, August 22, during Pacquiao’s welterweight championship fight against Cuban Yordenis Ugas in Las Vegas, Nevada, USA. Two crimes took place. One of them was a 50 -year -old man who had killed his younger brother with whom he was consulting. The brother's head was hit on the cement in Barangay Quiot, at 12:30 p.m. Meanwhile, theft also occurred in Barangay Carreta.

The deceased was identified as Michael Cabansay, 52, a resident of Upper Greenbelt, Quiot. His younger brother was Cromwell, 50.

According to eyewitnesses, Cromwell beat his younger brother for no apparent reason and Michael was hit in the jaw causing him to fall, thus hitting his head on the cement.

They quickly called the Emergency Medical Services of the barangay to be taken to the hospital but the medical personnel declared it dead.

Cromwell was immediately arrested and lodged in the detention cell at the Labangon Police Station.

Hi, my name is Raymon Eusebio.  I too killed my bother but the circumstances were very different. We were having a drinking session with friends when I got into an argument withy wife. My brother tried to clam me down but I stabbed him in the chest.

https://newsinfo.inquirer.net/1477426/man-allegedly-stabbed-to-death-by-brother-in-ilocos-sur

A man quarreling with his wife allegedly stabbed and killed his younger brother, who tried to intervene, police in Lidlidda town in Ilocos Sur said on Sunday, Aug. 22.

Investigators identified the victim as Archie Tudayan Eusebio, 30, and the suspect as Raymund Eusebio, 33, both residents of Barangay Suysuyan.

The police said the brothers and some other men were having a drinking spree, when Raymund left to accompany his wife to a nearby river around 6 p.m.

Raymund and his wife later argued, prompting Archie to pacify the couple. But Raymund reportedly took a knife and stabbed his younger brother in the chest, investigators said.

Hi, my name is Anonymous Chinese National. I was having a bad day at the MRT so I took off my clothes and ran naked down the tracks. I was caught and charged but at least now I have a home. Even if it jail.

https://philippineslifestyle.com/chinese-man-runs-naked-on-mrt-tracks/

Mandaluyong City Police is already in the custody of a Chinese man who was arrested after running naked on the MRT-3 tracks early Thursday morning.

The 10-second video shot by the commuter who identified himself as Panda Preecs Pogi trended online.

The naked Chinese man seemingly jogging on the northbound tracks of MRT-3 Boni Station to Shaw station around 5:37 a.m.

A station staff chased him.

He first saw the man at the baggage inspection before descending the platform.

Preecs said there was tension between the Chinese and the MRT security guard when he opened the pink suitcase he was carrying.

The Chinese did not say a word, but, according to Preecs, the man threw the contents of another bag he was carrying.

According to a statement by MRT-3 officer-in-charge general manager Eymard Eje, the Chinese suddenly took off his clothes, ran down the platform, and jumped on the rails.

The man was caught by 4 station security personnel 5 minutes later. He was released with his back on the stretcher.

The 27-year-old Chinese was found homeless. He also could not understand English.

The foreigner is set to be charged with alarm and scandal and indecent acts or exposure for allegedly harassing the public.

Hi, my name is Rubillo Distor. I was at a birthday party with my neighbors when we got into a heated argument. I shot them, only wounding them and not killing them. Then I fled in my jeepney and died after I wrecked.
https://newsinfo.inquirer.net/1480990/jeepney-driver-killed-in-road-mishap-after-shooting-three-men-in-baguio

A man who was fleeing from lawmen after shooting three people died when he figured in a road accident in the city, police said Monday.

Investigators said Rubillo Distor, 47, a jeepney driver and a resident of Barangay MRR-Queen of Peace here, came from a birthday party when he shot and wounded three people after a heated argument.

Distor was killed in an accident along the Naguilian road and died on the spot while being chased by responding authorities, police said. It was not immediately known what caused the road mishap.

Hi, my name is Janet Lato. I was sound asleep in my house when all of a sudden a boulder came rolling down the hill, crashing into my house and crushing me to death. My boyfriend was lucky to get away with only being injured.

https://cebudailynews.inquirer.net/398159/sleeping-woman-killed-when-boulder-smashes-into-house-in-danao-city

A sound sleep turned tragic after a large boulder crashed into a house, killing a woman and injuring her live-in partner around 3 a.m. on Friday, September 3 in Sitio Coacohon, Barangay Dungo-an in Danao City, northern Cebu.

Police Staff Sergeant Wilson Roanida, desk officer of the Danao City Police Station, identified the fatality as Janet Lato, 36, while the man was identified as Nino Tulod, 32. Both are residents of the said barangay.

Tulod is still recuperating at a hospital in Danao City after he sustained multiple injuries.

Roanida said that the live-in partners’ house was located in a sloped area.

Quoting the initial information they got, it was past 3 a.m. when a large boulder came crashing from the slopes into the couple’s room hitting the partners who were sound asleep.

He added that it was only around 8:00 this morning when the incident was reported to the Danao City Police Station.

Hi, my name is anonymous doctor who works at the Chinese General Hospital. A dog was blocking my SUV and I waited for it to move. As I drove forward a train came out of nowhere and smashed my SUV. Luckily I survived. For some reason there were no warning lights or automatic barriers to indicate a train was coming. That spells big lawsuit. Watch the video for yourself.

https://www.gmanetwork.com/news/news/nation/802034/doctor-survives-after-train-hits-drags-her-suv-in-manila/story/

A doctor managed to survive after her SUV got hit then dragged by a train of the Philippine National Railways (PNR) in Sampaloc, Manila.

In a "24 Oras" report by Corinne Catibayan on Friday, a CCTV footage showed an SUV traversing P. Margal Street, Barangay 474 on Thursday night.

The vehicle waited for a dog to cross the street before proceeding.

But as the SUV moved foward, a train of the PNR passed through, hitting and dragging the vehicle.

The SUV's left side and the window from the driver's side were destroyed.

The doctor, who is working at the Chinese General Hospital, said she came from duty and was supposed to collect payments for her house for rent.

According to the doctor, she did not see the PNR personnel waving signs because the place was dark. She also did not hear the sirens of the train.

Barangay officials immediately responded on the matter.

The doctor did not sustain any injury.

Hi, our names are Jellyboy Bulay and Christian Solis. We were both stabbed to death during separate drinking sessions. I, that's me Jellyboy, got in a heated argument with my co-worker. I saw him pull out a knife and was able to conk him on the head with a piece of wood but he was still able to stab me to death.
https://cebudailynews.inquirer.net/398501/personal-grudge-seen-as-reason-behind-stabbing-incident-in-argao

Police said personal grudge is likely the reason behind the stabbing of a man in barangay Alambijud, Argao town, Cebu on Sunday evening, September 5, 2021.

Police identified the victim as  Jellyboy Bulay, 37, who was stabbed by his neighbor, Jaime Algones, 57, while having a drinking session outside their houses on Sunday evening.

According to Police Staff Sergeant Clifford Butron, the investigator of the case, Bulay and Algones were both construction workers in a construction site in Mandaue City. This is where he believes the problem began.

Butron added that the suspect tends to have a different attitude when intoxicated, which led to the stabbing.

Quoting initial investigation, Butron said that the victim was stabbed with a 13-inch long knife.

Fortunately, the victim saw the suspect before he could stab him. Bulay saw a piece of wood, which he used to strike the suspect first. The suspect managed to still stab the victim in the left portion of his body during the scuffle.

But I, that's me Christian Solis, was not so "fortunate" to see my attacker and strike first.
https://newsinfo.inquirer.net/1483899/man-stabbed-dead-by-drinking-buddy-in-batangas

A drinking session Sunday between two friends turned bloody after one of them stabbed and killed the other in Calatagan town in Batangas province, the police said Monday.

The Calatagan police said in a report that Christian Solis, 33, and Rido Feliciano, 39, were having a drink around 7 p.m. in Barangay Poblacion 2.

A heated argument ensued, leading to a physical confrontation until Feliciano stabbed Solis on his chest and back using a bladed weapon.

Insurgency: Honor Victims

From new roads to new surrenders the insurgency continues to weaken this week. In N. Samar 282 NPA rebels and allied decided to avail of the government's bribery program.

https://www.pna.gov.ph/articles/1152360

The surrender of 282 New People’s Army (NPA) fighters and die-hard supporters in Silvino Lubos, Northern Samar has further weakened the communist terrorist group in the province, a Philippine Army official said on Thursday.

Lt. Col. Ferdinand Engcot, commander of the Army’s 19th Infantry Battalion, said in a phone interview the mass surrender is a big blow to the NPA since majority of the surrenderers have been their source of strength, logistics, supplies, and information.

Those who formally withdrew support include 65 members of the NPA Yunit Militia, 65 members of Batakang Organisasyon ng Pampartido, and 152 Legal na Organisadong Masa.

“These underground mass organization and mass base supporters of the communist terrorist bandits pledge allegiance to the Philippine government and withdraw their support to the Communist Party of the Philippines (CPP)-NPA-National Democratic Front (NDF),” Engcot said.

Empty promises, rebel’s extortion activities, and challenges brought by the health crisis prompted the NPA members and supporters to abandon the communist ideology.

The 282 NPA members and supporters signed a pledge of allegiance on Aug. 27 at the town auditorium and joined a peace rally held around the town center. They also burned the CPP-NPA-NDF flags.

It appears that only 65 of these people are actual NPA fighters with the rest being their supporters. Their surrender process included signing a pledge of allegiance but to what we are not told. Who in their right mind would pledge allegiance to the corrupt incompetent government of the Philippines? Maybe they pledged allegiance to the flag and to the republic, the Philippines is a republic, for which it stands. At any rate the then engaged in a bit of political theater by joining a peace rally and burned CPP-NPA-NDA flags which were likely provided by the AFP.

Last week a group of farmers and villagers also gathered for a bit of political theater.

https://www.pna.gov.ph/articles/1151982

A group of farmworkers and other villagers in Barangay E. Lopez, Silay City, Negros Occidental burned the communist-terrorist flags and pledged allegiance to the government in a ceremony held at the village covered court on Aug. 28.

Villagers also denounced the atrocities and lies of the Communist Party of the Philippines-New People’s Army (CPP-NPA), in the presence of Mayor Mark Golez and officials of the Philippine Army and the Philippine National Police.

In a statement on Sunday, Lt. Col. J-jay Javines, commanding officer of the Army’s 79th Infantry Battalion, commended the move of residents in condemning the acts of communist-terrorist groups (CTGs) and their allied organizations.

“This clearly shows that the peace-loving residents of E. Lopez can no longer endure the suffering. Their pledge to withdraw their support from the armed group is a bold step towards ending insurgency,” he said.

About 250 individuals, most of them members of Hacienda Culahao-C Farmer Workers Association (HACUFWA) and Hacienda Nenita Farmer Workers Association (HANFAWA), took their oath of allegiance to the Philippine government before village chief Meriam Gallego.

During the activity initiated by the 32nd Civil-Military Operations Battalion and the 1st Negros Occidental Provincial Mobile Force Company (NOCPMFC), the participants signed the resolution of the Barangay Task Force to End Local Communist Armed Conflict (BTF-ELCAC) condemning and declaring as persona non grata groups aiding communist-terrorists in committing terroristic and criminal acts that violate the people’s rights.

Of course this activity was INITIATED by the AFP. All these activities are. It's a psy-op. What they want is the appearance that an overwhelming number of villagers have denounced the NPA in a wholly organic manner. Then the rebels surrender and get a sizable livelihood package.

The Northern Luzon Command Chief says he sees the NPA in his region weakening due to continuing surrendering.

The Northern Luzon Command (Nolcom) on Sunday said the end is in sight for communist insurgency in Northern and Central Luzon following the continuous surrender of rebels.

For the first five days of this month alone, seven members of the New People’s Army (NPA) returned to the fold of the law and yielded eight firearms.

There were also 595 former rebels who surrendered from Jan. 1 to Aug. 31 this year and turned over 235 firearms.

“It’s only a matter of time before the NPA will be totally eradicated in this part of the country,” Lt. Gen. Arnulfo Marcelo Burgos Jr., Nolcom commander, said in a statement.

Burgos renewed his call to the remnants of the communist terrorists and their supporters to give up armed struggle and avail of the various programs of the government that could help them start new and peaceful lives with their loved ones.

“The government has heard your pleas and has implemented several programs to address your concerns. Now is the time for you to heed the call of the government. Lay down your arms and abandon your armed struggle. Think of your families, think of their future. Christmas is fast approaching, they will be happier and more fulfilled this season of joy with you by their side,” he added.

It is very bold of him to say that the NPA will be "totally eradicated" after they all surrender. They won't be eradicated it all. They will be bribed into rejoining the community. It won't be much different from when the Americans integrated Nazi scientists into NASA.

But why bribe these rebels to surrender when the AFP admits they are brutal killers?

Fifteen years after the discovery of the remains of the victims of the Inopacan massacre perpetrated by the New People’s Army (NPA) in the 1980s, more groups are joining the cause to end the atrocities of communist terrorist groups.

Thousands of bikers will join a ride for justice event on Saturday in Leyte and Samar Island and other parts outside Eastern Visayas to raise awareness on NPA purging activities, the Philippine Army said in a press briefing on Friday.

“The dead cannot cry out for justice. It is the duty of the living to do so for them,” Brig. Gen. Zosimo Oliveros, commander of the Army’s 802nd Brigade, said.

He said the Department of the Interior and Local Government issued a memorandum directing field officials to facilitate the cycling event.

“The Regional Task Force on Ending Local Communist Armed Conflict together with bikers and civic groups are working hand in hand to create awareness to the public about the heinous and inhumane crimes by the NPA,” Oliveros added.

On Aug. 28, 2006, the skeletons of 67 individuals were unearthed from shallow graves in Caulisihan village through the help of residents.

The mass purging, tagged by the NPA as Oplan Venereal Disease, claimed the lives of about 300 residents in Leyte province, based on estimates of former rebels and the victims’ relatives.

According to accounts of the military and witnesses, most of the victims bore brutal marks of crushed skulls still wrapped with blindfolding cloth.

They suffered severe flesh wounds and broken bones even before they were shot several times.

After the mass grave discovery, the Armed Forces of the Philippines, under then Chief of Staff and now National Security Adviser Hermogenes Esperon, filed 15 counts of murder before the Manila Regional Trial Court against Communist Party of the Philippines (CPP) founder Jose Maria Sison and 37 others for their alleged involvement in the massacre.

Surely a bike ride will bring justice to the dead. In the meantime the taxpayers should dig deep so they can provide a nice livelihood package for the ideological brothers of those killers when they choose to surrender.

On the other hand the NPA is also said to be weakening because of the death of a top official which means inexperienced members will now have to run the show.

Following the death of two New People’s Army (NPA) rebels this week, including a high-ranked official, the Eastern Mindanao Command (EastMinCom) said it will be a big blow to the communist terrorist group as its fate is now left in the hands of inexperienced members.

EastMinCom chief, Lt. Gen. Greg Almerol, in a statement on Friday, said the death of one alias Asyong will weaken the SYP Platoon 16C1, Guerrilla Front 16, North Eastern Mindanao Regional Committee (NEMRC) of the NPA.

Asyong, the vice commander and political officer of the NEMRC faction, was killed by troops of the 30th Infantry Battalion (IB) in a 15-minute encounter with a group of 10 rebels led by Roel Neniel alias Jacob in Barangay Cagdianao, Claver, Surigao del Norte on Sept. 2.

Two AK-47 rifles and an M14 rifle with magazines and bandolier were recovered.

“We abhor the idea of bloodshed and we do not want to see another rebel dying for the sake of the communist terrorist group. Therefore, I ask the remaining NPA members to surrender peacefully instead of wasting their lives on a senseless ideology,” Almerol said.

But it always comes back to bribing the remaining NPA to surrender.

In Mindanao 12 BIFF fighters surrendered this week.

Twelve Bangsamoro Islamic Freedom Fighters (BIFF) who said they were deceived into joining the terror group surrendered to the military on Monday afternoon.

The surrendering batch, all members of the BIFF-Bungos faction, turned in an M16 rifle, two M14 rifles, two homemade .50 caliber sniper rifles, two .30 caliber sniper rifles, three rocket-propelled grenade launchers, two improvised explosive devices, explosives, and ammunition.

An alias Sudan, one of the surrenderers, said they are tired of fighting, and most of the time, running from pursuing military forces in the mountains of Maguindanao.

“We were further disappointed upon learning that we were duped as they promised to pay us a huge amount monthly (but) it never happened,” Sudan said in a phone patch interview.

He said the BIFF batch is currently undergoing custodial debriefing, while their livelihood assistance packages are being processed by the Shariff Saydona Mustapha town government.

It's odd how in order to get the full picture you have to read every news paper in the country. This article tells us that they were deceived into doing the group. The Manila Times tells that one of the people was a Commander while Philstar tells us that at least three admitted to being bomb makers while all 12 were followers of a notorious and wanted terrorist.

Twelve more followers of wanted terrorist Kagui Karialan surrendered to the military Monday and pledged allegiance to the government in the presence of local officials.

The group yielded through the efforts of the 6th Infantry Battalion and the 1st Mechanized Brigade that had jointly secured the surrender of more than 30 other members of the outlawed Bangsamoro Islamic Freedom Fighters in the past eight weeks.

The 12 belonged to a BIFF faction led by the religious extremist Karialan, who is facing more than 30 criminal cases in different courts and known for fomenting animosity towards non-Muslims.

The 12 BIFF members, three of them confessed bomb-makers, turned in 10 assorted firearms, 40 millimeter grenade launchers, B40 anti-tank rocket launchers and improvised explosive devices during a simple rite at the headquarters of the 1st Mechanized Brigade in Ampatuan town.

Knowing all that how could anyone fall for the lie that these men were "deceived into joining" the BIFF? It's more likely that they were upset that they did not receive the money they were promised. Now the government will cough up, or excuse me, the taxpayers will cough up and provide a nice livelihood package for three bomb makers, one commander, and 8 other terrorists. Between them how many people have they killed?

In Butuan City a new farm-to-market road is helping to fight the insurgency.

The 402nd Infantry “Stingers” Brigade (402Bde) participated in the groundbreaking ceremony of the new Farm-to-Market Road (FMR) in Barangay Camayahan, Butuan City on Tuesday, August 31, 2021.

The groundbreaking activity was led by the Assistant Secretary for Public Safety and Security Alexander L. Macario of the Department of Interior and Local Government (DILG); Mayor Ronnie Vicente C. Lagnada of Butuan City; and Regional Director Lilibeth Famacion, DILG Caraga.

“The FMR will provide the residents of Barangay Camayahan a direct link to the market and trading centers in Butuan City and to the other towns in Agusan del Norte. The road is vital to the farmers in the area,” Col. Orio said.

Barangay Camayahan is among the farming communities in Butuan City where farmers are engaged in production of palay, corn, vegetables, and varieties of high-value crops. Around 350 families from Barangay Camayahan will directly benefit from the road project.

“Far-flung communities have suffered enough from the activities of the NPAs for years. The conflicts caused by these insurgents also hindered government development initiatives such as roads and other important infrastructures,” Col. Orio said.

How did these farmers transport their crops for decades without having a road? An issue like this is not about the insurgency but about an incompetent government that does not care about its constituents. And now they are tooting their own horns about building this road to provide for the community.
