Illegal Dog Pound and Eating Rabid Dog Meat

More horrible news about dogs from the Philippines which once again confirms this 300 year old observation of Filipino culture by Gaspar de San Augustin:

A Trece Martires City-Cavite resident claimed that the local barangay dog pound, where her pet "Bolt" was being held as she came up with the money to get him out, had killed her dog and set fire to his corpse. 
Dog-owner Xena Marie told GMA 7 news program "24 Oras" on Tuesday that she had found Bolt's decaying body beside other rotting dog corpses at the Barangay Lapidario pound. She also claimed that her dog's head was scorched. 
Barangay officials denied they had destroyed Bolt, and instead claimed that the dog was run over and  killed by a tricycle after escaping from the pound. 
Meanwhile, Trece Martires' City Veterinary Office told GMA News that they had no knowledge of the pound, and that some barangays were running such facilities without informing them. "Kung na-inform po kami, maaari ho naman sana siyang ikutan," said Veterinary Office staffer Janeth Cabalag. 
Xena said that barangay dog catchers took Bolt away after the dog broke free from his leash. Unfortunately, she did not have the money to free him in time. 
Still emotional after seeing her pet's carcass, she urged the public not to be cruel to animals. "Sana po, 'wag na po maulit 'yung ganu'ng case, kasi kawawa naman po ng 'yung mga aso."
Everyone in this story is awful and wrong and now an innocent dog is dead.

First the owner.

The owner tells us her dog was caught after he broke free from his leash. That means he was either tied up in an unenclosed area or the fence he was behind has gaps. Would the dog catchers get him immediately as soon as he broke free? How much time elapsed between his escape and his capture? There are a lot of answered questions here about this lady's handling of her dog and it is funny that she is urging the public to not be cruel to animals. How about she be more responsible? If she had been a bit more responsible the animal would not have broken free or she would have retrieved it immediately.

Their claim that the dog escaped and was run over by a tricycle does not absolve them of any blame.  It's only an admission that they do not care and their "dog pound" is not secure and the dogs are not safe. Watch the video at the link and you will see that this "dog pound" is outside in the middle of the woods, the dogs are being housed in small cages or chained up to trees with a lean-to for shelter. The city vet says the barnagay had not informed them of this "dog pound" which means for sure that it is an unhealthy cesspool of dog faeces and dog viruses. It means they are not concerned at all about the health or safety of these dogs. It could be that they are rounding up dogs as a means to extort money from owners or that they are supplying the illegal dog meat industry.

The City Vet claims they had no knowledge of this "dog pound" but admits that some barangays are running these facilities without informing them. What have they done to prevent these facilities from operating? Do they send out teams to inspect and investigate these "dog pounds" once they get wind of them?  What are they doing with this "dog pound" now that they know of its existence? 

What a terrible and preventable tragedy. But not every dog story is a complete tragedy. Sometimes even a dog gets his revenge from beyond the grave.

Twenty-two individuals in Cuartero, Capiz were administered with anti-rabies vaccine after they ate dog meat. 
The individuals – residents of Sitio Capul-an, Barangay Agdahon – were injected with the vaccine at the Provincial Health Office. 
The injection had two batches – one on Sept. 26 and the other, on Sept. 28. 
According to Cuartero Municipal Disaster Risk Reduction Management Office head Ronald Guillermo, the individuals were binge drinking sometime in August when they ate dog meat. 
They were alarmed after Roberto Caballero – one of those who ate dog meat – was rushed to the Roxas Memorial Provincial Hospital for possible rabies infection on Sept. 24. 
Caballero died the following day.
Once again so many unanswered questions. Supposedly they ate the infected meat in August but it was not until September 24th that any rabies symptoms showed up. Seems like they would have become sicker quicker but the timeframe for symptoms to appear is between 10 and 90 days.

Most perplexing is that these 22 people were all binge drinking when they ate the dog meat. Plenty of details are being left out. How did they go from a round of drinks to a round of dog meat? Did someone relate a story about eating dog meat and then there was a dare? Was dog meat readily available and they were just hungry? Did someone have to catch a stray and slaughter him right then and there? Maybe it was a pet? Imagine 22 drunks slaughtering a dog so they can eat it! How did they cook it? On the grill with little bamboo sticks? Or maybe they boiled it? Did they eat it with rice? Have they done this before?

Did not a single one of these 22 people think, "Maybe we should not be doing this? Maybe we should not be eating dog meat?"

Absolutely sickening.
