Overloaded Sugar Cane Trucks 4

What is up with these overladed sugar cane trucks I will never understand. You see the thing is oftentimes the trucks can be packed nice and neat like so:

Sure there is a bit of sugar cane hanging out the back but it's not stacked high and there is a net covering the product. It looks nice and neat and, more importantly, safe. Quite unlike the following trucks.

Why there is no uniformity amongst the way these trucks are stacked I have no idea. Why would anyone think stacking the sugar cane in such a haphazard manner is safe? Maybe they don't think it's safe.  Maybe they aren't thinking at all!
