Martial Law: A Bangsamoro Country

The peace talks with the communists and the passage of the BBL are the biggest stories of the week. Let's take a look at the peace talks with the reds first.

She also said that "[a] ceasefire alone will not resolve the centuries-old problems from which the Filipino masses have struggled to break free."
That bolded portion is very important. A cease fire won't resolve these problems. But not because the Philippines needs some kind of agrarian reform or industrial development. Is there no industry in the Philippines? When she says "the rights of the working people" what people are she talking about? How many farmers are pretesting for again reform by joining the NPA? Is the NPA extorting revolutionary taxes and assassinating public officials because they are desperate for land reform? I dare say the communists and their NPA henchmen are simply killing in the name of with no real connection to those who's names they purport to be helping. At no time has any communist revolution ever been about the people. Communist revolution always has been one group seizing power and exploiting the group they are pretending to be helping. 

The renewed attempt at peace talks are being held outside the country but some think these talks should be held in the Philippines.

The AFP chief said that holding the formal talks locally would allow the communist rebels to get in touch with what has really been going on the ground. 
"It's still better here ... How can we have the peace talks that Joma [Sison] knows about, they do not know the local here, they are far from what they have been in Europe for almost many years, "Galvez said. 
"What really is happening here, what is the situation, the conditions they know, they should see the conditions," he added.
Makes perfect sense. Like the blogger Benign0, owner of GetRealPhilippines, Joma Sisson absconded to a foreign land many years ago. And just like Benny how can Joma even pretend to know what's going on in this country when he has divorced himself from the Philippines and gets all his information secondhand via the MSM?

With peace on the horizon the reds are getting a bit uppity and bold in their demands which they say will assure them of the government's sincerity. First they want 520 prisoners released! 520! Some of them are in the clink for murder no doubt!

Communist rebels have agreed to stand down ahead of the resumption of formal peace talks with the Philippine government, but want more than 520 political prisoners freed. 
An amnesty proclamation will be part of an interim peace agreement scheduled for signing on June 28, said Fidel Agcaoili, chairman of the National Democratic Front of the Philippines’ peace panel. 
Agcaoili said the government panel had "committed" to the proclamation to be signed by President Rodrigo Duterte, but it would require the concurrence of Congress. 
"The amnesty proclamation is basically tapos na (It's finished)," Agcaoili told ANC’s Early Edition on Friday, saying the president’s endorsement of the proclamation to the legislature would "signal that he is sincere" in freeing political prisoners. 

Sison said he was willing to end his self-exile on Utrecht if a deal on CASER was reached. 
But he said Duterte should also request the United States to remove the communist leader’s name from its list of terrorists, noting he could be arrested on his way to the Philippines because of the label. 
Agcaoili said such a move would show the president was "earnest" in seeking Sison’s return. 
Duterte earlier guaranteed Sison would not be assassinated like opposition leader Benigno Aquino Jr. in 1983 should he decide to fly home. 
Agcaoili replied: "I would like to believe him but you know, President Duterte should also understand that he has made many promises, which he has broken. He knows that."
Thank goodness it has to approved by CongressBut on second thought with Congress being nothing more than Duterte's rubber stamp this will probably pass. 

Secondly the NPA wants to not be held accountable for engaging in  terrorist activities. As if all that can be swept under the rug and forgotten about.

Communist rebels are eyeing “integration” in the Philippine military as among “creative” ways to deal with their combatants should peace talks with the government succeed, their chief negotiator said Friday. 
Fidel Agcaoili, chairman of the National Democratic Front’s peace panel, said he was expecting longer negotiations on the final item in the agenda covering the “end of hostilities and disposition of forces.” 
The New People’s Army, the armed wing of the Communist Party of the Philippines, has an estimated force of close to 4,000 combatants often responsible for attacks on state troops in the countryside. 
“The (government panel) has to exercise a certain flexibility there,” Agcaoili told ANC’s Early Edition. 
“Kasi if what they have in mind is simply decommissioning (of rebel forces), eh walang mangyayari.” 
Agcaoili said integrating NPA rebels in the armed forces could be a “form of disposition of forces,” citing the case of former members of the Moro National Liberation Front following its final peace agreement in 1996. 
We should be creative. There are many forms,” he said, suggesting that some rebels could also serve as forest guards or work in certain industries.
The nerve of these people. It's not enough to have a peace agreement with amnesty for all the rebels but the rebels must also be given jobs or integrated into the AFP. There are other things which could be done with NPA rebels. More CREATIVE things if that's what they wish for. The appeal to the MNLF doesn't make this proposal any more worth consideration. What final peace agreement in 1996? The MNLF is STILL at war with the Philippine government. The current peace agreement rests on the shaky promises of the BBL being fulfilled.

Thankfully the AFP is not having any of this nonsense. And by nonsense I mean treachery. NPA rebels absorbed into the AFP? Heaven forbid! The only thing absorbing the NPA rebels should be the ground absorbing their blood.

“Indeed, we can go after high-ranking personalities of the NPA and accomplish our tasks easily if we continue to put our acts together,” Lt. Gen. Benjamin Madrigal Jr., the Eastmincom commander, said of the joint efforts that led to de Castro’s arrest. 
Madrigal also said De Castro’s arrest was “a big blow” to the NPA’s operation. 
“We expect further that de Castro will be revealing information, especially about those who are contributing to the NPA,” he said.
The AFP can wipe out the NPA "easily if we continue to put out acts together." All they need is little coordination. No peace talks. No capitulation. No surrender. No mercy.

Peace talks and the prospect of NPA rebels being absorbed into the AFP cannot be good for morale. Neither can the BBL which is a de facto Islamic state. Duterte said this in 2017.

Now Duterte is beginning to make good on his promise as both the House and the Senate approved their versions of the BBL. Notice that Duterte qualifies the promise of a Bangasmoro country as being "within the context of the Republic of the Philippines." That is a very important qualification because it shows that he is not pushing for an independent sovereign Bangsomoro state but a more or less sovereign region which would still be a part of the Philippines.

The House and Senate both passed their versions of the BBL but the bills passed in either chamber are not the same. There are fundamental differences about the nature of the sovereignty of a Bangsomoro region. Some have voiced their opinion that the BBL would be unconstitutional as it would basically establish a separate state and that the sovereignty of such a region would need to be severely curtailed.

 “Most [of the original BBL provisions] were contentious,” said Sen. Ralph Recto who, along with Senate Minority Leader Franklin Drilon, introduced most of the amendments. 
“[Its] framework to begin with is forming a state, which is unconstitutional, until we adopt a federal form of government,” Recto said. 
Drilon successfully moved for the inclusion of a provision reiterating “that the Bangsamoro people are citizens of the Republic of the Philippines.” Majority Leader Juan Miguel Zubiri, the bill sponsor, said this was opposed by the Bangsamoro Transition Commission.
Do you understand now? All those Muslims and traitors pushing hard for the BBL are pushing for a sovereign Islamic state. Anything less is unacceptable. They do not want to be citizens of the Philippines. That means these solons in the House from Mindanao are either lying or are misinformed about the intent of the BTC which crafted the original BBL bill.

"Philippine law and jurisprudence, including agreements by the government of the Philippines with the MNL and MILF, recognize the indigenous Muslim communities of Mindanao, Basilan, and Tawi-Tawi as the Bangsamoro people. 
"Their culture, religion, history, and civilization appears distinctly unique from the rest of the country colonized and homogenized by Spain, and later by America; however, this uniqueness does not make them separate from us Filipinos. 
"This distinction does not make them separate from or protagonists of the rest of all other Filipinos or the Philippine state, but as 'equal historic communities' that must co-exist and work together to strengthen a common sovereign state."
Read between the lines.  Correcting historic injustices, the Bangsamoro homeland, a place alongside (not amongst) all of you, the gist is they want their own sovereign state. The last bit about strengthening a common sovereign state is taqiyya of the highest caliber. That means the speaker is lying. 

Despite the differences in the House and Senate versions of the BBL don't worry. The unified version of the BBL will be passed and ready for Duterte to sign on the very day of the next State of the Nation Address.

If the BBL ever does become a reality it won't solve anything.
“It is a step forward towards that goal of peace and development in the region, but definitely it cannot solve the host of problems in the region,” she said Wednesday night in an interview with The Chiefs aired on One News, the news channel of Cignal TV. 
“(The region) suffered from years of neglect. It suffered from years of criminality born by the absence of government at some point in history, patronage politics at some point in history. All of these things will not be solved by the enactment of one law,” she added. 
In the same program, Akbayan party-list Rep. Tom Villarin, a member of the technical working group that crafted the House version, agreed that the BBL should not be seen as a “cure all” for all the problems or concerns of the Bangsamoro people. 
He recommended the crafting of a separate law that would address the historical injustices committed against the Muslims in Mindanao
“While there is a provision on transitional justice, I think we also need a comprehensive law to address all (of these injustices),” he said.
You know what would solve all or maybe most of the problems in Mindanao? If the Muslims put down their guns and lived in peace with EACH OTHER. The cessation of clan rivalries and rido killings. It's a real mess down there and they want to talk about "historical injustices" rather than look in the mirror and make that change. "Historical injustices?" Better send a delegation of Moros to Spain and ask for reparations. Funny how they never enumerate what these injustices are.

Duterte is really banking on the BBL to happen. He has staked a large part of his presidency on bring peace to Mindanao via the BBL. But he does not seem so optimistic about the talks with the CPP-NPA.

If things don't work out and tensions flare and the NPA the MILF or MNLF or some other armed group goes into a rage do not fear.  The AFP will take care of them.  They are they best military in the entire universe!
