Retards in the Government Part 34

Part 34 of Retards takes from the shores of the EU to the halls of Bilibid Prison. Enjoy the ride. No refunds. Even if your seat catches on fire!

Who is really to blame for the tragedy of the Mamasapano clash which resulted in the deaths of 44 members of the Philippine National Police Special Action Force? It is the government who has been mollycoddling the MILF and MNLF terrorists with hopes of passing the BBL.

He said the regulator board suffered an electrical failure caused by worn out spare parts.
All the time and money being dumped into developing a subway for Metro Manila is going to go up in smoke just like the MRT!

It's real simple. TRAIN raises excise taxes. Businesses will pass this cost on to the consumer. Case closed. Congress was warned this would happen but passed the bill anyway. They made their bed, now they can lie in it.

http://newsinfo.inquirer.net/963923/doj-revives-p6-4-b-shabu-smuggling-case
Aside from Taguba, the DOJ indicted Philippine Hongfei Logistics Group of Companies Inc. chair Chen Ju Long (alias Richard Tan), Manny Li, Kenneth Dong, EMT Trading owner Eirene Mae Tatad, Customs broker Teejay Marcellana, Taiwanese nationals Chen I-Min and Jhu Ming Jyun, Chen Rong Huan and three John Does.
This is great news right? Wrong! Notice how there are no Bureau of Customs officers in that list of indictees? The buck stops with them but they have all been exonerated and the DOJ is instead going after very small fry.

Now for some news about the EU.
http://globalnation.inquirer.net/163659/eu-aid-assistance-european-union-lopez-trade-philippines-sovereignty
http://www.philstar.com/headlines/2018/01/27/1781930/duterte-eu-never-ceased-be-imperialists
Rejecting grants and monetary aid from the EU over issues of sovereignty is bollocks and so is Duterte's understanding of European imperialism and the EU. The line from Duterte is that the Philippines will never accept "conditional aid" from anyone. Utter nonsense! Look at this:
http://news.abs-cbn.com/business/01/24/18/why-eu-kept-philippines-trade-privileges
The Philippines' failure to immediately pass laws that will reimpose the death penalty and lower the age of criminal liability helped the country retain its trade privileges from the European Union, the bloc's envoy to Manila said on Wednesday.
The Philippines is among 9 countries that qualify for the EU's Generalized Scheme of Preferences Plus scheme, which removes tariffs on 66 percent of products as long as they commit to international agreements on human and labor rights, environmental protection and good governance.
There are conditions which must be met in order for the Philippines to continue to retain its trade perks with the EU. Why hasn't Duterte raised a fuss about this matter?  Having 66% of exports to the EU tariff free, while not being direct financial assistance, is indirect financial assistance which the Philippines greatly benefits from. But to participate in the program conditions on human rights and governance must be complied with. This means the EU is imposing its standards on the Philippines which is a violation of the Philippines' sovereignty. If Duterte was not such a hypocrite he would order the Philippines to withdraw from this program.

https://www.rappler.com/nation/194612-duterte-socialists-reason-reject-eu-aid
He said there were American socialists whose funds they send to the Philippines go nowhere but in the pockets of the leaders of the Filipino communists.
A hallmark of lying is constantly changing the story. Is it issues of sovereignty or is it socialists supporting the CPP-NPA? Doesn't EU development money go directly into the coffers of the government to be distributed to private businesses? And what do Americans have to do with money from the EU? If groups are using public money to destabilise the country why won't he out them publicly and put an end to it?

Who knew Harry Roque was a past master in Chinese philosophy? Here he is applying the yin and yang principle to current events. Without darkness there is no light.  Without evil there is no good. I would urge him to go even deeper though.  To borrow a phrase from Lao Tsu: "The news that can be named is not the true news."

http://www.philstar.com/headlines/2018/01/29/1782519/deputy-ombudsman-suspended-grave-misconduct
Sen. Trillanes says this is intimidation because this man was looking into Duterte's accounts and Roque says this justifies Duterte but the bottom line is another Philippine politician has been charged with misconduct.

http://www.philstar.com/headlines/2018/01/29/1782508/bato-i-cant-give-you-100-bloodless-anti-drug-operations
Bato has been writing checks he can't cash by promising the public a nicer, friendly war on drugs which will only be in effect from 8am - 5pm.  How will the public react when the bodies start hitting the floor once again?

http://newsinfo.inquirer.net/964251/charter-change-federalism-romulo-macalintal
Under the proposed constitutional amendment, Macalintal said, the country’s regions would be transformed into states, each with its own “exclusive legislative powers” to enact laws on state and local elections, marriage, population management, labor and trade relations, and its justice system, among others.
Everyone advocating for federalism as the answer to the Philippines' problems ought to listen to this guy. Federalism necessarily entails more corruption by creating more government and splitting the nation into separate states.

The Pacman needs a license to box and he thinks I need a license to blog!

http://newsinfo.inquirer.net/964741/senate-sends-faeldon-to-city-jail-faeldon-pasay-city-jail-transfer-senate
Faeldon remains in contempt of the Senate for refusing to cooperate in the shabu smuggling case. He was the head of customs and surely knows more than he is refusing to tell. He also still retains the post he was appointed to by Duterte but he will not be receiving any pay while in jail.

http://newsinfo.inquirer.net/964757/breaking-poe-asks-is-it-time-to-shut-down-mocha-uson-blog
Sen. Grace Poe is asking the big questions that really matter. A blog on Facebook is more of a threat to the security of the Philippines than whatever security flaws which allowed Marawi to happen and which remain in place since no one wants to investigate the situation in order to correct them.

http://newsinfo.inquirer.net/964895/carlos-zarate-protest-vs-donald-trumps
The complaint was filed by PO1 Ariel Miranda Ortega, alleging that Zarate and his co-respondents incited protesters to “attack” police officers during the protest along Taft Avenue last Nov. 13, 2017.
An interesting case. At least it's not fraud or graft!

http://newsinfo.inquirer.net/964880/dfa-warns-public-vs-passport-appointment-fixers-scams
Remember when DFA Sec. Cayetano said there were no syndicates selling passport slots and then admitted there might be scammers with DFA connections?  Let me refresh your memory:
“We removed the allotment to remove the opportunity for a syndicate. Let’s say I have 50 slots and I will sell it for 2000 per slot. I will earn 100,000. We already removed that,” he said.
(We’re not saying it’s impossible that there are cheaters and fixers. We’re saying it’s impossible for us to take advantage of the OFWs.)
What a mess!

http://newsinfo.inquirer.net/964972/palace-dares-trillanes-to-file-impeachment-raps-vs-duterte
More childish political bickering between rivals. Why even respond to Trillanes' threats and statements?

http://www.gmanetwork.com/news/news/nation/641660/bato-fund-received-by-pnp-from-stl-not-bribe-money-used-in-anti-gambling-drive/story/
What a scandal!  Even if this money is not bribe money why is the PNP receiving funds directly from gambling operations?  Why not give that money to the government and then they can distribute it to the PNP? How much of this money is accounted part of their budget? What a conflict of interest! Remember Duterte said he would not tolerate even  whiff of corruption from his men.

http://news.abs-cbn.com/news/01/31/18/instead-of-body-cams-pnp-bought-48-bomb-sniffing-dogs-worth-over-p500k-each-recto
Senate President Pro Tempore Ralph Recto on Tuesday said the PNP could have acquired the body cameras last year but instead opted to purchase 48 bomb-sniffing dogs worth P511,672 each.
Bato is really serious about those body cameras and transparency in PNO operations. The AFP could use those dogs in Mindanao. Why does the PNP need 48 bomb sniffing dogs?  Bato's response is classic Bato.

http://newsinfo.inquirer.net/965324/pnp-bato-dela-rosa-body-camera-k9-bomb-sniffing-dogs-budget-purchase

THE Davao City Police Office (DCPO) is now investigating two policemen caught on CCTV camera punishing three Children in Conflict with the Law (CICLs) on January 21 as ordered by Davao City Mayor Sara Duterte-Carpio.
Based on the police report of San Pedro Police Station, these three minors, aged 17, were gang members involved in riots in the area. They were rescued by barangay officials at around 1:15 a.m. after violating the curfew hour for minors.
A strange story. The headline says teens were mauled by cops. The article does not tell us what the cops did. The article also refers to these teens as "Children in Conflict with the Law" but then goes on to explain they ere involved in rioting and that these "children" are actually 17 years old! "Children in Conflict with the Law" has to be the most roundabout way to saying juvenile delinquents or criminals. Are adult criminals referred to as "Adults in Conflict with the Law?" This phrase is remarkably overly legally specific, stupid, and unnecessary.

http://news.abs-cbn.com/news/01/31/18/chinese-narcos-are-new-bilibid-drug-kings-pdea
Although manufacturing of narcotics is not done inside the state penitentiary, transactions are handled by inmates using mobile phones, Montallana clarified.
Mobile phones continue to proliferate inside the national penitentiary despite security measures implemented by the PNP Special Action Force, Police Chief Supt. Dennis Basngi said.
Basngi, deputy director of the SAF, said a total of 3,666 cellphones have been confiscated. since October 2016.
Signal jammers in the New Bilibid Prison are also unreliable since most of these are broken, said NBP Supt. Roberto Rabo.
HAHAHAHAHAHA!!!!  Oh those Filipinos and their crazy broken prison system where inmates live like kings and still control the drug trade throughout the country!

http://www.gmanetwork.com/news/news/nation/641848/lawmakers-slept-on-job-to-fully-implement-charter-constitutionalist/story/
“If there is anger, it was not when we were writing the Constitution, the anger is today when we see that the promise of a new social order is not being kept and there are people even blaming the Constitution which has all the provisions to fulfill that vision,” he said.
“The problem is not the Constitution but our legislators who slept on the job for 30 years to fully implement it. Or when reform legislation was passed, made sure that it was watered down and underfunded. This is the legislature that wants to rewrite the Constitution,” he added.
To argue with this guy would be like a liberal arguing with James Madison about the second amendment. This is one of the men who wrote the current Constitution and he is calling out every politician of the past 30 years for being corrupt and sleeping on the job as evidenced by the Constitution not being fully implemented and utilised. And they say I'm negative!
