Retards in the Government 178

It's your weekly compendium of foolishness and corruption in the Philippine government.

https://www.philstar.com/headlines/2020/10/23/2051735/pacc-exec-congressmen-involved-dpwh-graft

Some lawmakers are conspiring with public works personnel and project contractors to commit corruption, an official of President Duterte’s anti-corruption body said yesterday.

Commissioner Greco Belgica of the Presidential Anti-Corruption Commission (PACC) said some lawmakers wield influence over the implementation of local projects and the movement of district engineers.

“DPWH (Department of Public Works and Highways) district engineers are bullied by congressmen. They are involved in those projects,” Belgica told Radyo 5.

That’s the conspiracy there – Congress, DPWH, contractors, district engineers. District engineers are small employees. If you dismiss them, fire them or move them to another post, they can’t do anything. Powerful people like a congressman really can assert influence so they can be moved to another assignment,” he said.

Belgica did not identify the lawmakers supposedly benefiting from the anomalies in public works projects. He cited the need to centralize operations in state agencies to enhance the monitoring against irregularities.

“You know there are 250 districts, so each one talks to a congressman. It’s not centralized, so there are problems in monitoring,” Belgica said.

PACC Commissioner Grego Belgica alleges that there is a conspiracy occurring in the DPWH and congressmen are involved. But he declines to name anyone. In an unexpected twist Belgica issuing sued for allegedly whitewashing a corruption investigation.

https://www.philstar.com/headlines/2020/10/23/2051697/belgica-sued-alleged-whitewash-duty-free-probe

Presidential Anti-Corruption Commission (PACC) Commissioner Greco Belgica is facing administrative and criminal complaints before the Office of the Ombudsman for allegedly whitewashing an investigation on officials of Duty Free Philippines Corp. (DFPC) supposedly involved in allowing private firms to smuggle imported goods.

In their 16-page complaint filed yesterday, nine employees of DFPC urged the ombudsman to investigate Belgica for violation of several provisions of Republic Act 3019 or the Anti-Graft and Corrupt Practices Act.

The complainants said Belgica must also be investigated for administrative offenses of grave misconduct, conduct prejudicial to the service and gross inexcusable negligence.

“Malinaw na pinalitan na ni Comm. Greco Belgica ang kanyang report and recommendation at pinalabnaw ito sa pamamagitan ng pagtanggal sa mga pangalan ng mga taong involved sa mga anomalya sa Duty Free (It is clear that Comm. Greco Belgica changed his original report and recommendation and watered it down by removing the names of officials involved in the Duty Free anomaly),” the complaint written in Filipino read.

“It’s clear that the report and recommendation Comm. Greco Belgica submitted to Malacañang was a cover-up,” the complaint stated.

“Comm. Greco Belgica neglected our original complaint, his supposed anti-corruption stance is a fraud,” the complainants said.

Ironic that the anti-corruption commissioner is being accused of corruption.

https://www.gmanetwork.com/news/news/nation/761057/bi-security-guard-is-p14-m-man-on-p10k-a-month-says-nbi/story/

An Immigration security guard supposedly involved in the controversial pastillas scheme was found to have total assets amounting to P14 million despite only having a monthly salary of P10,000.

According to John Consulta’s report on “24 Oras,” the National Bureau of Investigation (NBI) Special Action unit found that the guard declared that his total assets reached P14,120,000 in his statements of assets, liabilities, and net worth in 2018.

He also declared that he bought a house worth P4.5 million and that he possesesed jewelries, and two cars, including an SUV.  The guard also traveled abroad eight times per year to countries such as Japan, United States, and Europe.

Meanwhile, an Immigration officer declared P227,000 networth in 2015.

His networth jumped to P1.4 million in 2016 until it climbed to more than P5 million in 2018, during the peak of the pastillas scheme.

The pastillas scheme continues to unfold. Turns out even a security guard was in on it as he amassed a small fortune in a short time.

A police officer and former soldier were killed in a mission to arrest the ex-military man for murder which turned bloody in a turn of events fit for the movies in the town of Arakan, Cotabato province on Thursday (Oct. 22).

Col. Henry Villar, Cotabato police chief, said Senior MSgt Rafel Manuel, of the Arakan police office, was part of a police team sent to the village of Liberted in the town to arrest Arnold Maligatong, 40, a former Army soldier who had found work as a security guard.

Maligatong is wanted for a case of murder.

Villar said that as the arresting team informed Maligatong about the arrest warrant against him, he resisted and fought the policemen.

The Sandiganbayan has convicted three former officials of the Local Water Utilities Administration (LWUA) of graft charges involving a PHP1.5-million sponsorship grant to a local chess club 10 years ago.

In a 31-page decision released on Friday, Associate Justice Maryann E. Corpus-Manalac sentenced former LWUA chairperson and incumbent Surigao del Sur 1st District Rep. Prospero Pichay Jr., Emmanuel Malicdem, and Wilfredo Feleo to up to eight years in jail for violation of the Anti-Graft and Corrupt Practices Act.

"Each is hereby sentenced to suffer imprisonment for six years and one month as minimum to eight years as maximum, and perpetual disqualification to hold public office," the court said.

Pichay, who was simultaneously National Chess Federation of the Philippines (NCFP) president at the time, had been charged for his actions when he was acting LWUA Board of Trustees chairman and when Malicdem and Feleo were LWUA acting administrator and acting deputy administrator, respectively.

Officials found guilty and facing prison time for illegal releasing funds from the LWUA to sponsor a chess club ten years ago.

Amid allegations that lawmakers connived with the Department of Public Works and Highways (DPWH) in projects with irregularities, the Commission on Audit (COA) said in a report that the agency lost some P1.331 billion in government funds because it failed to recover advance payments for completed, rescinded or terminated projects.

The COA said the DPWH failed to recover from contractors advance payments and penalties that amounted to P1,330,740,655.06 for 551 infrastructure projects in 2019 that were already completed, rescinded or terminated.

The COA audit showed that 530 were completed projects with advance payments worth P1.15 billion, while 21 were rescinded or terminated projects with advance payments worth P177.26 million.

More financial shenanigans from the DPWH.

A former municipal mayor in Cebu was meted a fine for failing to liquidate PHP2.597 million in public funds for his official travels, intelligence fund, and other activities from 2007 to 2010.

In a ruling dated Oct. 23, Associate Justice Ma. Theresa Mendoza-Arcega of the Sandiganbayan's Fifth Division ordered former Ronda, Cebu mayor Esteban Sia to pay a fine of PHP6,000 after the court noted "his willingness to pay the amount of unliquidated cash advances".

"In sum, the accused cannot admit nor deny that he was able to render a liquidation of cash advances in issue. The overwhelming documentary exhibits of the prosecution lead this Court to accept that, indeed, the accused failed to comply with his obligation as mandated by laws," the court said.

A former mayor neglected to liquidate millions in public funds during his tenure.

https://cebudailynews.inquirer.net/347286/3-cebu-city-hall-workers-face-sanctions-on-failure-to-pass-drug-test

Three employees of the Cebu City government are now facing sanctions after they failed to pass the mandatory drug test.

Ramil Ayuman, officer-in-charge of the City Disaster Risk Reduction and Management Office (CCDRRMO), confirmed that all three came from their department.

The City’s Office for Substance Abuse Prevention (COSAP), in an earlier message, said one of them works for the city’s Quick Response Team (QRT) while the two others were from the Emergency Medical Services (EMS) team.

Since all workers who failed to pass the drug test happened to be employed through job order (JO) arrangement, Ayuman said they were advised not to return to work.

(Most of them are job order employees and as ordered by Cebu City Mayor Edgardo Labella to achieve a drug-free workplace, the three who failed the drug test are advised not to return to work.)

Three city employees failed their drug tests. But they are only job order employees and not full time workers so it seems they will face no sanctions from the city.

A government employee and three others were arrested in an anti-drug operation in Isabela City, Basilan province, a police official said Friday.

Lt. Col. Homer Dumalag, Isabela City Police chief, identified the arrested government employee as Zoilo Cual Obinar, 40, who works for the Department of Environment and Natural Resources in the Bangsamoro Autonomous Region in Muslim Mindanao (DENR-BARMM) and is listed as a high-value target.

Dumalag said the other three were Yasher Manatad Antham, 35; Alex Soledad Gayacao, 38; and Rafael Bernabe Gayacao, 31.

The four were arrested in a buy-bust operation in Barangay Tabuk, Isabela City at 4:45 p.m. Thursday, following days of surveillance on their activities.

Dumalag said the suspects yielded some PHP6,800 worth of illegal drugs packed in seven heat-sealed plastic sachets and PHP300 in marked money.

https://news.abs-cbn.com/news/10/26/20/ph-envoy-to-brazil-recalled-after-caught-on-video-maltreating-filipino-helper

The Philippines recalled its ambassador to Brazil who was caught on video maltreating her household service worker, Foreign Affairs Secretary Teodoro Locsin Jr. said Monday.

"The Philippine ambassador to Brazil has been recalled effective immediately to explain the maltreatment of her service staff," Locsin wrote on Twitter.

Brazilian news channel GloboNews on Sunday released a report showing Philippine ambassador to Brazil Marichu Mauro assaulting her helper multiple times inside the diplomatic residence.

The report said the victim is a 51-year-old Filipina. The incidents were captured by a security camera and documented by employees who declined to be identified. The report said the victim “was physically assaulted many times, many days.”

In one of the videos, Mauro was seen slapping the victim, but stopped when another employee was getting into the house.

The ambassador was also seen pulling the helper’s ear in another video, and hitting the helper with an umbrella in a separate incident.

The Department of Foreign Affairs (DFA) is expected to issue a statement on the matter soon.

The ambassador to Brazil has been caught on video abusing her helper.

A village chief and four others in the municipality of Tabogon in northern Cebu were arrested on Tuesday morning, October 27, 2020.

This after a warrants of arrest were served against them for violation of Republic Act (R.A.) 3019, or the Anti-Graft and Corrupt Practices Act.

According to Police Staff Sergeant John Paul Armero of Tabogon police, the warrants  stemmed from complaints due to the alleged irregularities in the distribution of the Social Amelioration Program (SAP) during the quarantine period.

Arrested officials are Managase Barangay Captain Santiago Sollano, Barangay Councilor Ruthlene Ybañez, Chief Tanod Nolito Ybañez, and Barangay Health Workers Noemi Bontia and Jessa Ursal.

That is actually 4 people arrested not 5 as the headline implies and they are all LGU officials in one capacity or another.

Police Capatain Romeo Caacoy Jr., commander of the Barili Police Station, said that Barangay Capatain Aurelio Mabano together with councilors Mercy Camonas, Romulo Omalay, Baleriano Mabano, Roy Tangarorang, Loreto Ejambre, Arthur Aranda, and Carlo Emnacen, all voluntarily surrendered after Barili policemen served the warrant and are now detained at the Barili Police Station.

More officials arrested over SAP anomalies.

The Sandiganbayan has convicted a former municipal mayor in Leyte of graft charges for using municipal funds in renting an office space at a hotel owned by his brother in 2005.

Associate Justice Karl Miranda of the anti-graft court's Sixth Division, in a decision promulgated on Oct. 23 and released Monday, sentenced former Sta. Fe, Leyte mayor Melchor Quemado Sr. up to eight years imprisonment after finding him guilty of violating Republic Act 3019 or the Anti-Graft and Corrupt Practices Act.

The court said it "is convinced that Quemado acted with evident bad faith and manifest partiality" in the rental of office space at Hayward Travelodge without public bidding.

15 years ago a mayor rented office space in his brother's hotel.  Now he is facing up to eight years in prison.

https://newsinfo.inquirer.net/1352947/duterte-orders-government-wide-probe-of-corruption

President Rodrigo Duterte has ordered the Department of Justice (DOJ) to extend its probe on corruption beyond the Department of Public Works and Highways (DPWH) mess, to cover the entire government bureaucracy.

“I hope all government workers, officials are listening. This is a memorandum from me, the President, to Sec. Menardo Guevarra, Department of Justice. Ang subject is [to] investigate allegations of corruption in the entire government. Lahat,” Duterte said in a taped speech aired Tuesday.

“The DOJ shall have the authority to decide which allegation to investigate taking into consideration the gravity thereof and their impact on the delivery of government service,” he added.

The President also authorized the DOJ to create as many panels that it deems necessary and invite or direct other government agencies to be part of such panels.

“This directive shall remain in effect until June 30 of 2022, pag-alis ko, unless sooner lifted or revoked,” Duterte said.

The entire government? Does that mean LGUs too?

Ombudsman Samuel Martires issued on Tuesday a preventive suspension order on five officials of the Department of Health (DOH) for their alleged shortcomings that resulted in the late release of COVID-19 frontliners’ benefits.

According to Martires, they were suspended to prevent them from influencing of interfering in the probe on the issue — especially since they had been charged with gross neglect of duty and insufficiency and incompetence in the performance of official duties.

https://newsinfo.inquirer.net/1353875/how-to-stop-strong-waves-from-washing-out-manila-bay-white-sand-dpwh-eyes-building-a-breakwater

The Department of Public Works and Highways (DPWH) is planning to construct a breakwater to protect the crushed dolomite used as artificial white sand from being washed away by strong waves at the Manila Bay.

Department of Environment and Natural Resources (DENR) Undersecretary Jonas Leones said Thursday that they have been informed that the DPWH will build a breakwater in addition to geotubes, or the huge, durable plastic filled with sand that was already placed in the perimeter of the shore to ensure that the crushed dolomite will remain intact despite the current.

“In addition to the geotubes we placed, the DPWH as we have been informed, to ensure that the beach will be there and it will not be destroyed by the strong current, they plan to put a breakwater in that area, siguro malayo lang sa beach,” Leones told ABS-CBN News Channel.

What a wasteful project. The DENR ready assured the public that the dolomite would not wash away but now they want to build a breakwater so that the sand won't wash away! My money is on this fake sand washing away at some point.

Coronavirus Lockdown: Vaccine Czar, Black Nazarene, and More!

More news about how the COVID-19 pandemic in the Philippines is being handled by the public and the government.

The Philippine government has been patting itself on the back saying atta-boy in judging their response to the pandemic.  Outside observers have been less quick to heap on the praise.

https://business.inquirer.net/310165/ph-virus-response-fails-to-make-imf-cut

Although it imposed the longest and most stringent COVID-19 lockdown in the Asia-Pacific region, the delay in mass testing and dodgy contact tracing failed to contain the spread of the deadly coronavirus in the Philippines, the International Monetary Fund (IMF) said.

In its Asia and Pacific Regional Economic Outlook report released on Wednesday, the Washington-based multilateral lender lumped the Philippines with India and Indonesia as among countries that were “still striving to flatten the pandemic curve” while Pacific island-countries had already contained the disease.

The IMF earlier projected the Philippines’ gross domestic product (GDP) to shrink by a record 8.3 percent this year, no thanks to slow COVID-19 containment on top of the pandemic-induced tourism slump, as well as the global recession’s impact on overseas Filipino workers’ remittances—the country’s biggest dollar source that used to drive the economy by spurring spending.

The IMF noted that the Philippines, Malaysia and New Zealand imposed “near-complete lockdowns for more than a month” with the Philippines enforcing two and a half months of enhanced community quarantine that halted 75 percent of the economy.

The GDP thus fell by 16.5 percent year-on-year during the second quarter, shedding millions of jobs and likely sliding back millions of Filipinos to poverty, especially in urban areas.

“Limited health-care capacity, including in testing and tracing, may have also affected the effectiveness of lockdowns. Several countries ramped up testing and tracing capabilities, but some countries lagged behind,” the IMF added, specifically pointing to Indonesia and the Philippines, which currently lead Southeast Asia in the number of infections.

“Some countries reopened before infection rates fell significantly and experienced an increase in cases after opening. India started easing restrictions while virus cases were still rising, and Indonesia and the Philippines had seen a stabilization in cases but had not suppressed the virus,” the IMF noted.

A shrinking economy and a stabilization in cases but no suppression of the virus. That is the assessment of the IMF.

Christmas is cancelled for both the AFP and the PNP.

https://newsinfo.inquirer.net/1351018/no-christmas-parties-for-military

The Armed Forces of the Philippines (AFP) on Wednesday ordered all its service branches to forgo Christmas parties and instead set aside the funds for such celebrations for the military’s COVID-19 response and servicemen who have caught the novel coronavirus.

AFP chief Gen. Gilbert Gapay ordered the military to defer holiday parties “as an austerity measure,” AFP spokesperson Maj. Gen. Edgard Arevalo said in a statement.

“[The AFP shall] defer Christmas parties and similar celebrations as an austerity measure and as a gesture of sensitivity to our countrymen,” Gapay said in his order.

Quoting Gapay, Arevalo noted that the cancellation of any parties and the realignment of the budget for said parties is “the least that we can do.”

“Fellow Filipinos here and abroad have been suffering. And this is the least we can do to commiserate with the people we have sworn to secure and serve especially in this time of crisis,” Arevalo said.

No party for PNP, too?

In a separate interview also on Wednesday, Philippine National Police chief Gen. Camilo Cascolan said he was also considering whether to cancel Christmas parties for the police force as well.

“I am contemplating no Christmas party for the PNP. They will understand that. Instead of giving the funds for [the] Christmas party, we will give it out for COVID patients or maybe for the COVID fund,” Cascolan told reporters at the sidelines of the inauguration of the Civil Security Group’s satellite office in Manila on Wednesday.

It's the least they can do. Right.

The Black Nazarene procession has also been cancelled.

https://newsinfo.inquirer.net/1351547/no-black-nazarene-grand-procession-next-year-manila-govt

The image of the Black Nazarene will not be out for the grand procession, called the Traslacion, early next year to prevent the transmission of the coronavirus disease, the Manila government revealed on Friday.

“The grand procession of the image of the Black Nazarene will no longer push through on January 9, 2021 due to the COVID-19 pandemic,” Manila Public Information Office (PIO) said in a statement.

“This after the Manila City government and the Quiapo Church have agreed to cancel the procession for the first time to ensure that public health protocols will be implemented on the day of the annual ‘Traslacion,’” it added.

This event is not for two and half more months. So much for flattening the curve and winning the war against COVID-19.

The Bureau of Prisons was tasked with decongesting the jails because of the virus and so far 80,000 criminals have been released.

https://www.philstar.com/headlines/2020/10/23/2051761/chief-justice-peralta-more-80000-pdls-released-march

Chief Justice Diosdado Peralta on Friday said in a virtual press conference that 81,888 persons deprived of liberty (PDL) were released from March 17 to October 16.

Of the releases, 46,032 were done through videoconference, which the SC ramped up when strict health and safety protocol was enforced.

There are 19,173 PDLs who were released through bail/recognizance; 2,980 who have already served minimum imposable penalty recognizance and 8,669 released on probation or fine.

Peralta also said that 4,575 were released after their cases were dismissed; 1,556 were acquitted; 3,905 have already served minimum penalty and 5,175 served maximum penalty.

Even with the releases based on SC circulars, arrests in the time of pandemic have not stopped, with President Rodrigo Duterte, in July, even giving orders to arrest those not wearing masks to “give [them] a lesson for all time.”

Prisoners have been released for various reason including dismissal of cases but others are still being arrested just for not wearing a face mask!

Last week the IATF gave the go ahead for malls to have sales. Now the DTI is OKing raising temperatures and turning on the free Wi-Fi.

https://www.philstar.com/headlines/2020/10/23/2051734/cooler-shopping-dti-eases-control-measures-malls

Control measures enforced at malls and shopping centers were relaxed beginning yesterday to allow more patrons to enjoy their visit, encourage spending and spur economic activity, the Department of Trade and Industry (DTI) said.

Under Memorandum Circular 20-55, the DTI relaxed certain control measures and now allows malls and commercial centers to set air conditioning to cooler temperatures, provide free WiFi services for customers, and hold sales and promo events.

Specifically, air-conditioning temperature can now be set below 24 degrees Celsius while free WiFi service, which usually attracts more customers, can be switched on.

The DTI had been requiring malls to keep it a little hot to discourage customers from hanging out. But now they can lower the A/C. Why? What is the scientific basis for any of this? How did they monitor this rule anyway?

Vaccines are being developed and could be here soon. China says the Philippines must be ready.

https://www.gmanetwork.com/news/news/nation/761038/china-wants-philippines-ready-to-receive-covid-19-vaccines-says-envoy/story/

China has imposed no condition for prioritizing the Philippines in its distribution of COVID-19 vaccines once they are available, Ambassador to Beijing Chito Sta. Romana said on Thursday.

Romana, however, said that Chinese pharmaceutical firms involved in developing the vaccine asked that the Philippines be ready with adequate cold chain storage facilities.

“It’s not a condition. It’s just a reminder that if you get the vaccine and you don’t have cold chain storage, then it’s useless,” Sta. Romana said.

He said an effective cold chain was necessary because vaccines could lose their potency if exposed to temperatures that are either too high or too low.

“I think the health experts are very much aware of this, I just don’t know the condition of cold storage in the Philippines that’s why I want to reiterate this necessary condition for effective deployment and effective distribution of the vaccine," Sta. Romana said.

As far as cold storage goes the Philippines is not ready at all and the amount of time it would take to get ready by building the proper storage facilities is not clear. Even if there was proper storage facilities distribution might be a problem which is why one man is suggesting Duterte appoint a vaccine czar.

https://www.gmanetwork.com/news/news/nation/761243/recto-urges-palace-to-name-a-vaccine-czar-to-ensure-covid-19-vaccine-supply/story/

Senate President Pro Tempore Ralph Recto on Saturday suggested that Malacañang name a "vaccine czar" who can ensure 110 million Filipinos would have access to the COVID-19 vaccine once available.

Recto said the vaccine czar can solve the "importation to injection" challenges since rich countries who are financing the development of COVID-19 vaccines will get the supplies first.

The vaccine czar can also start setting up a "supply-to-syringe cold chain" to store the vaccines in freezing temperatures here, the senator added.

“Like any frozen delight, the vaccine needs to be refrigerated. Filling the cold chain gap ranks high in the vaccine czar’s many duties,” Recto said in a statement.

A "frozen delight" is a strange way to refer to a vaccine. Would a vaccine czar mean more bureaucracy?

With the loss of so many jobs and the need to invent new ones to replace the old a new economy is rising.

Residents in the agricultural town of San Luis have found a new source of income amid the challenges brought by the coronavirus disease (Covid-19) pandemic.

As some of them are struggling to survive due to the impact of the health crisis, the municipal government has offered a program that serves as saving grace in these trying times.

The program is a PHP1-million bounty to contain rat infestation that affects palay crops in the town.

Mayor Jayson Sagum, in a video post on his social media page last Monday, announced that the municipal government will pay PHP5 for each “rat tail” surrendered to the Municipal Agricultural Office.

“At PHP5 per tail, the PHP1-million bounty is equivalent to 200,000 dead rats. Multiply that to the 25 kilos of palay each rat destroys and then at the usual price of PHP15 per kilo and you will get PHP75 million cost of destruction,” Sagum said.

The program is seen by some residents as a perfect opportunity to earn extra income.

Rolando Ramirez, of Barangay Sto. Tomas, said he and his friends search the fields for rats as early as 6 a.m. to search.

Maaga palang talagang naghahanap na kami ng daga, sayang din ang kikitain namin para sa pang-araw-araw na gastusin (We are looking for rats early. What we are going to earn is for our daily expenses),” Mesa said in an interview.

He was among the early birds on Friday at a desk set up at the town hall’s ground floor to claim the payment for 418 rat tails, amounting to PHP2,405.

For Merly Bautista of Barangay Sta. Monica, the payment for dead rats that their family caught will be used to buy basic necessities.

Malaking bagay ito para sa amin. Bukod sa karagdagang kita at nakatutulong pa sa mga magsasaka (This is a big thing for us. Aside from additional income, this could also help the farmers),” said Bautista, who received PHP1,100 for 220 rat tails.

It's not a bad initiative but how where they controlling the rat infestation prior to this program?

We all know Metro Manila has the most COVID-19 cases but take a guess which region has the least number of cases.

https://www.pna.gov.ph/articles/1119586

The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) still has the lowest cases of the coronavirus disease (Covid-19) in the country even after registering 38 new cases as of Friday evening, an official said.

Dr. Ameril Usman, acting BARMM health minister, said in a virtual press conference Saturday that the region has 1,538 total Covid-19 cases as of Friday since the pandemic began in March.

Usman attributed the low number to the prompt reporting and timely action undertaken by local health workers, and “most importantly, the cooperation of every stakeholder.”

“Just sharing the statistics. We are not victorious with this; the battle continues,” he said, adding that trailing BARMM in terms of the least number of cases is Region 4-B (Mimaropa), which has recorded a total of 1,881 cases.

BARMM officials foresee that the region will remain at the bottom in the country’s list of Covid-19 cases.

Lawyer Naguib Sinarimbo, minister of the Interior and Local Government, said a total of PHP13 billion was allocated for BARMM Response and Recovery Action Plan for Covid-19 Pandemic (2020-2021), funded through the regional government's contingency plan.

How does a government literally run by terrorists have a better response to the pandemic than the national government?

Here is a piece of bizarre news coming out of the COVID-19 pandemic.

https://business.inquirer.net/310145/dpwh-asked-to-ease-right-of-way-rules-for-telco-towers

The Department of Public Works and Highways (DPWH) is being asked to ease regulations under a 2014 order that banned the construction of telco infrastructure along national roads amid surging demand for connectivity during the COVID-19 pandemic.

This was disclosed by the Department of Information and Communications Technology (DICT), which said it joined the National Telecommunications Commission in asking the DPWH to consider proposed amendments to Department Order No. 73, series of 2014.

The order was issued to address the problem of fallen electrical and utility poles on national roads during calamities.

The order said these “create imminent danger to lives and properties and hamper speedy relief operations.” Among others, the rules banned the construction of posts for power and telco companies along national roads.

But the DICT said these restrictions slowed down the roll out of crucial telecommunications infrastructure.

“The indispensable use not just of telecommunications, but also of the Internet and other information services in the new normal, highlights the urgent need for equitable access to affordable, quality and reliable ICT connectivity,” Information and Communications Technology Secretary Gregorio Honasan II said in the statement.

Is anyone so stupid to think that the DICT cares about the surging demand for ICT connectivity? They want to get rid of safety regulations so they can just throw up towers and poles with no regard to the community. All under the guise of the pandemic.

SM's Jungle Safari in the Mall is Actually Bizarre COVID-19 Propaganda

What will they think of next to get people used to the idea of wearing face masks and face shields while out and about in public? SM recently erected a display of jungle safari animals that doubles as COVID-19 propaganda.

Take a look at Mr. Baboon here.

The sign is a bit obscured by the light but it reads:
Mr. Baboon washes his hands regularly for 20 seconds to keep the virus away.
Where does he get the anti-viral soap? Does he wash his hands every time he scratches his big red baboon butt?

If Mr. Baboon doesn't want to catch the virus then why doesn't he stay home like Mrs. Monitor Lizard?

Mommy lizard is staying at home to watch her kids. Mom cooks delicious meals to make sure we don't go out.

I like the seamless shift from third person to first person. Monitor lizards eat bugs among other things and wouldn't you know it but the same people pushing the COVID-19 face masks scare are the same people who want everyone to eat bugs and much less red meat all in the name of going green and saving the environment.

You know who does not eat and never will eat bugs? A lioness.

I make sure I wear a mask when I need to get food.

Have you seen anything more stupid in your life? This is bad propaganda. Why would a lioness, who needs her large teeth to catch her food, wear a mask when she needs to get food? She wouldn't!! She and her cubs would starve.

Let's not forget social distancing propaganda. That task is left to the meerkat, one of the most social animals on the whole savanna. Talk about irony!

We make sure we keep a 1 meter distance between each other.

A 1 meter distance? How will the meerkats do that in the crowded burrows in which they live? They won't.

There are no other signs for the remaining animals. For instance we do not get to see the innermost thoughts of this elephant who has a face mask on his trunk.

Seeing as how elephants use their trunks to drink water maybe he is thinking:
Please help! With this face mask on my trunk I can't drink. I am going to die!

This zebra might be thinking the same thing.

Imagine being a wild zebra and going to the local watering hole with mask covering your snout and mouth so you cannot drink and you cannot smell any danger on the wind. You would be dead. All of these animals would be dead if they were wearing face masks.

Believe it or not there is one animal, besides the monitor lizard, which is not wearing a face mask. The monitor lizard is secluding herself at home so that is understandable. However this giraffe is without excuse!

Does Mr. Giraffe think being so tall precludes him from any chance at getting the virus? Actually none of these animals are at risk because the climate they live in is not favorable to the virus.

That's part of an article about why Africa has not been as hard hit by COVID-19 as everywhere else. If these animals could read I would direct them to https://cv19.fr/eng/english/ to learn more about the ineffectiveness of face masks at stopping the virus.

Now perhaps this jungle display is just harmless fun meant to get the message out all in the name of safety and perhaps not. What is certain is that this pandemic is being used as a means to further the economic and political agendas of those who run things.

The COVID-19 pandemic has provided a unique opportunity to think about the kind of future we want. TIME partnered with the World Economic Forum to ask leading thinkers to share ideas for how to transform the way we live and work.

"The future we want?" Who is this "we?" Do you attend annual Bilderberg meetings or prance about in the woods at Bohemian Grove every summer? I know I sure don't.

Don't think the Philippines is out of the purview of the World Economic Forum. It is not.
