Filipino Transgender Gang Kidnapped People to Pay for Sex Change Surgeries

Trannies are everywhere in the Philippines. They function as household help, beauticians, masseuses, and other employments. There are tranny beauty pageants and Ru Paul's Drag Race Philippines recently began airing. But all is not so beautiful in the Philippine transexual subculture. There are many who, as Gandalf says, shall not pass. All they need is a little surgery to remove their god-given sexual organs and add new ones. But how to get the money? Why not kidnapping?

Members of the Criminal Investigation and Detection Group (CIDG) dismantled a kidnapping syndicate whose members are transgenders.

In a press briefing at Camp Crame, Quezon City on Tuesday, CIDG director Brig. Gen. Ronald Lee identified the suspects as Francis Villa, Lawrenza Lingo, Johnas Belonio, Bernard Torres and Mark Joseph Pelonio, all members of the "Warla" kidnapping group.

They were nabbed in a joint operation with the PNP Anti-Kidnapping Group, National Capital Region Police Office and military troops on Oct. 1.

Lee said the modus of the group is to lure victims from dating apps and sites to meet up with their good-looking members.

Once abducted, the victims are brought to their safehouse and the suspects demand money from them in exchange for their release.

After receiving the ransom, the suspects drop off the victims in random places around Metro Manila.

The group is said to be operating in the southern part of Metro Manila, specifically in ParaƱaque, Pasay, Taguig, and Makati and has victimized around 14 persons.

They were able to collect total ransom money amounting to PHP4.2 million which will be used for their sex reassignment surgery or “sex change”.

Lee said the group was made known to the police after Taiwanese victim Michael Lee was rescued on Sept. 7 in ParaƱaque City, after he was abducted on Sept. 3.

The kidnapping group demanded a sum of money from the victim’s friends in exchange for his freedom. The victim’s friends were able to send money to five different digital wallets reaching a total of PHP308,000.

“For the longest time that I have been in anti-kidnapping operations, this is the first time we have encountered this group of transgenders who have already victimized 14 people. We are still backtracking to find out who they are and fortunately, Michael Lee complained and sought the help of the Taiwan police so that was the breakthrough in this case,” Lee said in Filipino.

Take note here. The reason this gang was found out was because the Taiwanese victim they kidnapped complained to the police. That means NOBODY else complained to the police!

Lee said the kidnapping group is led by a certain Mikey Ebol, a.k.a Mike Collado Ebol, who is now hiding.

After trailing transactions of the group, the police located four other suspects who had already surrendered -- Dewie Shaine Collado Garcia, Charlemagne Olunan Vargas and Christian Paredes.

In their statements, they said the SIM (subscriber identity module) cards they owned were bought by Ebol.

During the investigation, Lee said the group was formed in 2018.

2018!!! For four years this group has operated undetected because no one complained until now and the complaint happened to be a foreigner! 

Col. Hansel Marantan, CIDG National Capital Region field unit director, said the name of the group was coined from the gay lingo “warlalu” which means “let's get it on, let's go to war”.

“They will post themselves as beautiful women on Facebook to lure their prey. And that's it, once the victims are kidnapped, they will start negotiations like asking for PHP500,000 and the span of negotiations is very short. It takes only about three to four days and they use GCash as an avenue for the collection of money which is very hard to trace," he added.

Further probe revealed that the group is involved in the illegal sale of firearms.

"Let's go to war?" Who are they warring against? The straights? There is no information in this article as to what kind of firearms these "baklas," that's Filipino for tranny, were dealing in. Thankfully GMA has more information.

“The kidnapping group composed of particularly transwomen and their partners or we call them as the Warla criminal group. They have gained notoriety for posing as beautiful women before kidnapping their targets as soon as they agreed to meet them on a date,” CIDG chief Police Brigadier General Ronald Lee said in a press conference.

Lee added the group had been victimizing foreign nationals, particularly Asian nationals, since 2018. Some of the victims were POGO employees, though some were businessmen.

Meanwhile, the five other suspects - Jun Francis Pavillar Villa, Lawrenz Descartin Lingo, Jhonas Grimpula Belonio, Bernard Ty Torres, and Mark Joseph Dagame Pelonio - were arrested in entrapment operations involving illegal weapons.

The Warla kidnapping group was formed in 2018. Nine of its identified members are transgender women, according to the CIDG. It was led by a certain Mikey Ebol or Mike Collado Ebol, the police said.

Warla operates in the southern part of Metro Manila.

So far, the CIDG said the group already victimized around 14 victims and was able to collect P4.2 million in ransom money.

The CIDG said the arrested suspects told them that they would use the money for their sex reassignment surgery in Thailand.

Still nothing about the weapons found but from the looks of it they are ghost guns.

Police here are hunting down motorcycle-riding assailants who shot down a village councilman and wounded two seniors in separate incidents the past two days, an official said Friday.

“We are looking at several persons (and are) digging deeper into this case,” said Major Amil Andungan, police station 2 commander, as he bared Thursday's murder of 43-year-old Alberto Tampos of Barangay Rosary Heights 9.

Tampos was driving along Governor Gutierrez Avenue on his motorbike at around 11 a.m. when two motorcycle riding assailants sped from behind and shot him.

“He sustained four gunshot wounds in the head,” Andungan said.  He told reporters that he managed to speak to the slain official’s family who said Tampos has no known enemies.

“The family could not explain why he was murdered,” Andungan said. Tampos has been serving as village councilman for the past five years.  

He was the second village official slain in a gun attack in this city since January.

Members of the anti-scalawag unit of the Philippine National Police (PNP) have arrested an active police officer in Bulacan for driving a confiscated motorcycle that has been declared as evidence.

In a statement Friday, Integrity Monitoring and Enforcement Group (IMEG) chief, Brig. Gen. Warren de Leon, said Patrolman Marvin Salim, 40, an intel operative of the Obando Municipal Police Station, was arrested Tuesday evening in front of a convenience store along Joaquin Street in Barangay Pag-asa, Obando, Bulacan by joint elements of the Southern Police District, National Capital Region Field Unit, and Team 3 of the Luzon Field Unit, along with other PNP units.

De Leon said Salim has been the subject of monitoring after being reported to be using a recovered blue Yamaha Sniper motorcycle, with MV File No. 1303-082277, which was declared as evidence, as indicated in the spot report of the Obando police on Oct. 2, 2020.

In addition, IMEG agents discovered that the suspect had been regularly using the motorcycle as if it was his own.

The arrested cop is currently detained at the IMEG Custodial Facility in Camp Crame, Quezon City, and will be subjected to inquest proceedings before the Department of Justice in Manila for the filing of appropriate charges for violation of Republic Act 11235 or the Motorcycle Crime Prevention Act.

A cop has been arrested for using a confiscated motorcycle as his personal vehicle.

Bureau of Corrections chief Gerald Bantag is suspended for 90 days to give way for a “fair, impartial investigation” on the death of a detainee at the New Bilibid Prison who is said to be one of two “middlemen” in the fatal ambush of radio commentator Percy Lapid.

Justice Secretary Jesus Crispin Remulla announced this at a press conference on Friday, saying that he was acting on orders from President Ferdinand Marcos Jr. to show that there are “no sacred cows in this administration.”

Remulla initially said that Bantag is suspended indefinitely, but the formal notice of his suspension said that he is suspended for 90 days effective immediately.

Department of Justice spokesperson Mico Clavano said the period of suspension may be extended either with the help of the Office of the President or the Office of the Executive Secretary or with the consent of Bantag.

Stepping in as officer-in-charge at the BuCor is former Armed Forces of the Philippines chief-of-staff Gregorio Catapang Jr., who Remulla said was Marcos' personal pick.

The BuCor Chief has been suspended after an inmate was killed.

A city councilor here on Thursday posted bail for cyberlibel charges filed against him by a congresswoman.

Councilor Plaridel Nava secured temporary liberty after he posted a bail of P576,000 for 12 counts of cyberlibel under Republic Act No. 10175 (Cybercrime Prevention Act of 2012) at the Regional Trial Court Branch 90 in Quezon City.

The charges stemmed from cases filed by Iloilo City Lone District Rep. Julienne Baronda, who was a subject of Nava’s ire since she returned to politics in 2019.

All of the cases were based on Facebook posts made by the city councilor who at the time was a private citizen after losing the vice mayoral race in 2019.

In his Facebook post on Thursday evening, Nava said he could not discuss the merits of the case but then proceeded to taunt Baronda.

“I cannot discuss the merits of the case by virtue of the sub judice rule. However, I can only say that Baronda filed the complaint because according to her she felt humiliated and embarrassed. In court, she has the burden to prove that these are all false and malicious without forgetting that truth is a valid and acceptable defense in libel,” Nava said.

An Iloilo City Councilor has been charged with cyberlibel by the local district representative over Facebook posts which disparaged her.

Police in Bayawan City, Negros Oriental continues pursuit operations against the suspects in the slaying of a village councilman on Friday noon.

Col. Jonathan Pineda, officer-in-charge provincial police director, told the Philippine News Agency that he has directed the Bayawan City police chief to “exhaust all means” in identifying the perpetrators and the motive behind the killing of Diosdado Gemina.

Gemina, 52, a barangay “kagawad” of San Miguel, Bayawan City, was shot dead around 12:20 p.m. at Sitio Cabcabon in Barangay Banga of that southern city.

He was declared dead on arrival at the hospital, Pineda said.

Initial investigation revealed that unidentified suspects wearing jackets and black ballcaps and riding tandem on a motorcycle shot the victim while he was driving his own motorcycle.

The motive for the shooting is still undetermined.

The Sandiganbayan has convicted former Bukidnon Rep. Candido Pancrudo Jr. and Mark Espinosa of Uswag Pilipinas Foundation, Inc. (UPFI) of graft and malversation of public funds for the illegal use of the former legislator’s P7.9 million in priority development assistance fund (PDAF) in 2009.

Pancrudo and Espinosa were convicted of two counts of violations of Section 3(e) of R.A. 3019, the Anti-Graft and Corrupt Practices Act, and one count each of malversation of public funds and malversation through falsification of public documents.

Pancrudo and Espinosa were sentenced to jail terms ranging from six to 10 years for each count of graft; two to six years for malversation; and 14 to 15 years for malversation through falsification of public documents.

The prosecution said that in 2009, Pancrudo selected the non-government organization UPFI to implement the P7.9 million livelihood projects in Bukidnon even if UPFI was not an accredited foundation.

At the same time, the prosecution said that UPFI was chosen without the benefit of public bidding, and the accused failed to verify UPFI’s existence or capacity to deliver.

The accused even facilitated the approval of vouchers and the release of the amounts of P1,193,100.00 and P6,760,900 despite inconsistencies in the supporting documents, the prosecution also said.

In its decision, the Sandiganbayan said the accused acted in conspiracy and executed a “devious scheme” to misappropriate the public funds.

The National Capital Region Police Office (NCRPO) announced the relief of its 11 Regional Headquarters Support Unit officers in connection with the case of four missing sabungero (cockfight enthusiasts).

In a statement on Sunday, NCRPO chief Brig. Gen. Jonnel Estomo said the sacked officials are placed under restrictive custody due to the gravity of offense filed against them by the National Bureau of Investigation-Task Force Against Illegal Drugs (NBI-TFAID) over the disappearance in Cavite.

Ordered relieved were former Regional Drug Enforcement Unit chief Lt. Col. Ryan Orapa; Lt. Jesus Menez; Staff Sergeants Ronald Lanaria, Ronald Montibon, Troy Paragas, Roy Pioquinito, and Robert Raz Jr.; and Corporals Christal Rosita, Denar Roda, Alric Natividad, and Ruscel Solomon.

They are charged with kidnapping and serious illegal detention as well as violation of the Anti-Enforced or Involuntary Disappearance Act.

The NBI-TFAID filed the complaint on October 19 over the disappearance of siblings Gio and Mico Mateo, Garry Matreo Jr., and Ronaldo Anonuevo in DasmariƱas City on April 13, 2021 during an anti-drug police operation.

A town councilor here was shot dead by still unidentified gunmen along the national highway in Barangay Pagagawan at noontime Monday.

Lt. Nurjhasier Sali, acting police chief of Datu Montawal town, told reporters that Councilor Mubarak Moby Abubakar had just alighted from his red Mitsubishi pick-up beside the highway to buy fish when attacked.

While Abubakar was talking to a fish vendor of the roadside stall, one of two men on board a motorbike arrived and one of them opened fire, hitting the town official at the back of his head and body.

Village watchmen and police rushed Abubakar to the Deseret Surgimed Hospital in Kabacan, Cotabato but he died along the way.

Operatives of the Philippine National Police's (PNP) anti-scalawag unit arrested two police officers and their cohorts for extorting money from a resident whom they accused of involvement in illegal drugs.

In a statement Tuesday, Integrity Monitoring and Enforcement Group (IMEG) chief Brig. Gen. Warren de Leon identified the police officers as Senior Master Sgt. Michael Familara, 47, a desk officer of Sub-Station 7, Station 2 (Pasig) of the Eastern Police District (EPD) and Cpl. Nathaniel San Buenaventura, 30, designated as beat patroller of the same station.

Also arrested were their two civilian cohorts Juan Carlo Fernandez Zapanta and Carl Gorgonio Anito.

The suspects were arrested by members of the Integrity Monitoring Action Team (IMEAT) around 9 p.m. Monday in Cainta, Rizal.

“A complainant went to our office to seek help. According to her alleged four men forcibly entered their house on Oct. 18 and took her money amounting to PHP10,000 and the coin bank of her daughter. The complainant was allegedly arrested for illegal drug use and was brought to the vicinity of Pasig City Police Station but was not detained,” de Leon said.

The suspects demanded PHP100,000 which was lowered to PHP10,000 to be paid via GCash in exchange for not filing a criminal case against her.

The complainant sent PHP6,000 via GCash on Oct. 19. On the afternoon of the same date, she was brought back to her residence.

The suspects kept on contacting her asking for the remaining balance.

Out of fear, the complainant went to the house of her siblings in Taguig City and told them about the incident on Oct. 23.

De Leon said the law enforcement operation was launched after one of the suspects texted the complainant that he will get the balance of PHP4,000 they agreed upon on Monday evening.

After a few minutes, the suspects arrived at the house of the complainant and asked for the balance.

During the arrest, confiscated from the suspects were four pieces of PHP1,000 bill genuine (dusted money); a small transparent plastic sachet containing a white crystalline substance suspected to be shabu; a Glock 9mm Pistol with serial number BYG606 and two magazines loaded with live ammunition (Not PNP issued firearm); a Taurus 9mm pistol with serial number TLT94397 and three magazines loaded with live ammunition (Issued PNP firearm); a caliber 45 (airsoft); a motorcycle and three cellular phones.

“Upon record check, the arrested suspects are in the Counter Intelligence Watchlist. San Buenaventura for his involvement in mauling incident and illegal discharge of firearm and Familara for estafa /swindling.” de Leon said.

The suspects will be charged with robbery (extortion), violation of RA 10591 or the Comprehensive Firearms and Ammunition Regulation Act, and violation of RA 9165 or the Comprehensive Dangerous Drugs Act of 2002.

A village chief was wounded in a stabbing incident Monday in San Jose town in Camarines Sur province.

Colonel Julius Caesar Domingo, Camarines Sur police chief, on Tuesday, Oct. 25, said the victim was Jeffrey Ortiz, 40, of Barangay Del Carmen.

Initial investigation said Carlos Masille, 68, caused a commotion at 8:35 p.m. outside the residence of Joy Sarmiento in the village.

After a few minutes, Ortiz approached Masille, who stabbed him twice on his left arm.

Police arrested Masille after a hot pursuit operation and took Ortiz to a hospital for treatment.

The police are still investigating the incident.

Retired Philippine Navy rear admiral Gilmer Batestil was found guilty of 20 counts of malversation and 16 counts of graft by the Sandiganbayan 3rd Division for anomalous medical procurements from 1990 to 1991.

In the 586-page decision of the anti-graft court promulgated on September 16, 2022, Batestil was sentenced to imprisonment of 6-10 years for each of the graft cases and 12-18 years for each of the malversation cases and was ordered to pay P17.093 million for the amount he malversed.

The court said Batestil allowed the taking of public funds by signing purchase orders and disbursement vouchers which resulted in the payment of items.

The court likewise sentenced private individual Edna Gianan, a representative of a private supplier, to imprisonment for graft and malversation cases and ordered to pay a fine of P7.699 million. 

The cases stemmed from the special audit conducted by Commission on Audit state auditors Jeremia Lagunda, Melba Acquabera and Mila Lopez. 

The court stressed that Batestil allowed Gianan to take government money by falsifying documents to make it appear that there were deliveries of alleged purchased items.

“The truth, however, is that there were no deliveries at all,” the court said.

A retired police officer in City of San Jose del Monte in this province was arrested after he allegedly shot dead his son following a heated argument while on a drinking spree on Monday, Oct. 24, authorities said.

Col. Relly Arnedo, Bulacan police director, identified the suspect as Enrique Galapate, 62, and the victim as Erickson Galapate, 26.

The two were in a drinking session at their house in Barangay Narra around 3: 3:30 a.m. when the suspect reportedly called his son a “thief.”

Irked, the victim argued with his father, which prompted the latter to get his firearm and shoot his son in the head, police said.

Investigators said the victim died instantly.

Police recovered two fired cartridges, deformed fired metal fragments, a loaded magazine, and a Pietro Beretta .9 mm-caliber from the crime scene.

The suspect was already charged with parricide before the San Jose del Monte Prosecutor’s Office.

A Tanjay City government utility worker, who is a son of an incumbent councilor, was arrested early Tuesday by anti-illegal drugs operatives at his house during the service of a search warrant.

A report from the Negros Oriental Provincial Police Office (NOPPO) identified the suspect as Neil June CafƩ Manso, 37, of Barangay 4.

City police chief Lt. Col. Ronoel Fungo said a team led by the Philippine Drug Enforcement Agency (PDEA) in the province arrested Manso following the recovery of eight plastic sachets containing suspected shabu from his home.

The suspected shabu weighed around 10 grams with an estimated street value of PHP68,000.

Fungo said Manso is considered a “high-value individual” on the police’s list of suspected drug personalities.

A government employee who is also the son of a councilor has been arrested on drug charges.

Six police officers who robbed and injured a sidewalk vendor in Caloocan City last April have been dismissed from the police service after being found guilty of administrative charges and grave misconduct, the National Capital Region Police Office (NCRPO) said.

The NCRPO on Thursday said the six officers, all police corporals, were removed after the Philippine National Police’s Internal Affairs Service (PNP-IAS) found them unfit and unworthy of the police service.

Ordered dismissed were Noel Espejo Sison, 33; Rommel Toribio, 29; Ryan Sammy Gomez Mateo, 32; Jake Barcenilla Rosima, 35; Mark Christian Abarca Cabanilla, 31; and Daryl Calija Sablay, 29.

“Recently, six police officers of Caloocan City Police Station who were found guilty of administrative charges for grave misconduct and conduct unbecoming of a police officer are now dismissed from the police service,” the NCRPO said.

“A few months back, news about six erring cops who allegedly took P14,000.00 cash from a vendor in Caloocan flooded the social media and other news platforms.  Consequently, the Internal Affairs Service resolved to recommend the dismissal of these former police officers for being unfit and unworthy of the trust and confidence of the people we ought to serve and protect,” the NCRPO added.

The six dismissed officers who were members of the Caloocan City Police Station’s Drug Enforcement Unit, were reported to have stopped the sidewalk vendor sometime in April while the latter was on the way to a fast food restaurant to buy food for his children.

Closed-circuit television (CCTV) cameras caught the six officers stopping the vendor. The vendor later said around P14,000 was taken from him.  A security camera footage also showed the officers as they were hitting the vendor’s head.

A police intelligence operative was gunned down in Barangay Salasa here on Thursday, October 27th.

Colonel Jeff Fanged, Pangasinan Police Provincial Office officer-in-charge, identified the victim as Staff Sergeant Jeffrey Ignacio, assigned to the local police.

Police said Ignacio was conducting surveillance in the area onboard his car when he was shot several times by a lone gunman.

Ignacio was taken to the Jesus Nazarene General Hospital in Lingayen, Pangasinan where he was declared dead.

Motive and identity of the gunman have yet to be determined.

A cop has been shot dead by an unknown man for unknown reasons.

The Commission on Audit (COA) has ordered Cebu City officials and employees to refund the P84.48 million in financial calamity assistance (FCA) they received in 2013 because the disbursement of the fund was “not compliant with laws, rules, and regulations.”

The order was issued as COA denied the petition for review filed by Cebu City Mayor Michael L. Rama and officer-in-charge City Budget Officer Marietta L. Gumia. COA affirmed the Notice of Disallowance (ND) Nos. 14-001-101(13) to 14-130-101(13) dated June 23, 2014.

“The payees are required to refund the amounts they each received and the approving and certifying officials remain to be solidary liable under the NDs,” the dispositive portion of the COA ruling said.

The COA also said that the grant of the FCA was not sourced from the Local Disaster Risk Reduction and Management Fund (LDRRMF) or Calamity Fund but was instead charged against the appropriation of the Office of the City Administrator and was recorded as donations.

The COA has ordered city officials to refund millions in disaster relief funds which were “not compliant with laws, rules, and regulations.”

The Philippines has recorded 81 coronavirus cases characterized by the “highly immune-evasive” XBB Omicron subvariant, the Department of Health (DOH) announced Tuesday.

(Based on the latest sequencing run, we already logged 81 XBB cases in two regions of the country.)

(70 were tagged as recovered already, eight are still under isolation, while the outcome of the three remaining cases are still being verified.)

The new XBB coronavirus subvariant is believed to be highly immune-evasive as people with antibodies against COVID-19 could still acquire it.

Additionally, Vergeire said the country likewise detected 193 coronavirus cases of XBC Omicron subvariant in 11 regions.

Of the 193 cases, the DOH official said 176 were tagged as recovered, three remains on isolation, five were reported to have died, while the status of the remaining cases are yet to be determined.

That's actually two subvariants of COVID-19. They are said to be immune-evasive but one health expert says the current vaccines could still protect against them.

COVID-19 vaccines that are currently administered in the country could still protect the population against serious diseases brought by infections of the Omicron XBB subvariant and XBC variant, an emergency medicine expert said Thursday.

Dr. Ted Herbosa, chairman of the University of the Philippines-Philippine General Hospital Department of Emergency Medicine, said vaccines remain effective in preventing severe and critical illnesses due to COVID-19, or even death, especially among the vulnerable sectors.

(It is still important that we get vaccinated because the findings show that all variants are still affected by the vaccines. Our primary vaccines and boosters are still useful to prevent XBB and XBC.)

According to the Department of Health (DOH), the XBB is a recombinant of two Omicron subvariants, while the XBC is a recombinant of the Omicron BA.2 and Delta (B.1.617.2) variants. Both the XBB and XBC have “potential immune-escape characteristics.”

Herbosa said this immune evasion ability is a concern for health professionals, thus the call for continuous vaccination and wearing of face masks in indoor spaces.

(One concern of the experts here is the fact that those who have already been infected with COVID-19 are getting reinfected. An immune-escape is happening. Even if you have antibodies, have been vaccinated, or were infected before, apparently, you could still have symptoms.)

He doesn't know for sure based on experimentation that the vaccines work and he even admits that vaccinated people are being infected. Why even bother getting injected with an experimental vaccine. 

The nation's vaccination program continues but in Negros Oriental the drive is performing poorly.

The provincial government of Negros Oriental continues to remain under Alert Level 2 status due to its poor accomplishment in the vaccination drive against Covid-19.

Assistant Provincial Health Officer Dr. Liland Estacion, in a press briefing Wednesday, said as of Oct. 18, the total number of individuals who received the full vaccination of Covid-19, including the one-shot Janssen vaccine, is 660,056.

This represents 57.47 percent of the province’s total target of 1,148,424 individuals to be vaccinated, she said.

Estacion appealed to the people to have themselves vaccinated even though the number of Covid-19 cases in Negros Oriental has significantly dropped.

She also encouraged those who are fully vaccinated to avail of the booster shots to strengthen their immunity against the coronavirus disease.

In Davao senior citizens who get vaccinated are being given 2,000 pesos each.

AS part of its effort to boost its vaccination rate, the Provincial Government of Davao del Norte gave out P2,000 to senior citizens who got vaccinated for Covid-19.

Governor Edwin Jubahib led the distribution of the financial incentives on Monday, October 17, 2022, to about 500 elderlies who received both doses and booster shots of Covid-19 vaccines.

In a press release, the funding for the incentives is sourced from the Department of Social Welfare and Development (DSWD), Jubahib implemented the vaccine incentive reward program to entice senior citizens to get vaccinated.

“I am happy that you responded to our call for you to get immunized,” the governor said.

The provincial government implemented the vaccine incentives reward program, as an effective way to encourage seniors to get vaccinated, as they are at highest risk of deaths due to Covid-19.

Jubahib had been campaigning for the vaccination as some remained hesitant to get vaccinated due to misinformation. Thus, he called on his people to get vaccinated.

“Do not believe fake news stories since the truth is unvaccinated individuals are high-risk. There is a great possibility that you cannot survive since unvaxxed people are more likely to die of Covid-19,” the governor said.

What a lie. The survival rate across the board is very high and vaccination is no guarantee of not getting infected or of even dying. 

It has previously been noted that the VaxCertPH system, the Philippines' national vaccine registration database, has been down and now there is a backlog that needs resolving.

Department of the Interior and Local Government (DILG) Secretary Benjamin C. Abalos Jr. on Thursday urged local government units (LGUs) to immediately address the 1.4 million backlog in the registration of vaccination records in the Vaccination Information Management System (VIMS) that is needed for the issuance of VaxCertPH.

VaxCertPH is the government’s official digital vaccination certificate program, which is based on the centralized data in the VIMS.

“This has long been an issue in our LGUs as we try to improve the inventory of Filipino citizens who have registered for VaxCertPH. We implore our LGUs to work double time in addressing their backlogs in the VIMS,” Abalos said in a statement.

He noted that the VIMS has a total backlog of 1,460,582 vaccination records as of September 22 – a total of 334,317 of which were due to missing records; 308,386 were not recorded for lack of manpower; 243,300 were due to late submission; 122,897 had incomplete data; 109,806 had missing data fields; 94,575 had operational and procedural issues; and 75,831 had issues with Internet connections, among others.

“Our vaccination program is a continuing campaign, that is why we need to register our people’s vaccine records to avoid backlogs,” Abalos said.

He underscored the importance for LGUs to ensure that the digital records of their vaccinated constituents are updated, especially because VaxCertPH is among the most widely recognized vaccination certificates globally, being accepted in 94 countries and territories.

What an inconvenience for Filipinos who have to travel for business especially. 

The DOH has heeded calls to scrap the One Pass System which some legislators said was a burden.

The Department of Health (DOH) on Thursday said it has replaced the One Health Pass to the electronic Arrival Card (eArrival Card) in cooperation with the Bureau of Quarantine (BOQ).

This, said DOH in a statement, would streamline arrival requirements for travels.

“Through the eArrival Card, we hope to reduce delays and eliminate inconvenience for our travelers. We likewise aim to support the tourism sector in the country while ensuring the health and safety of both foreign and Filipino travelers,” said DOH Officer-in-Charge Undersecretary Maria Rosario Singh-Vergeire.

A mandatory pre-registration to the said platform is then set starting November 1, 2022.

Inbound travelers to the Philippines, meanwhile, can now fill out the eArrival Card within 72 hours prior to departure.

Only travel details, profile, and health declarations will be requested, said DOH, then a QR code is then generated as a “scan and go” mechanism “to reduce processing time at points of entry.”

Health Regulation Team Officer-In-Charge Undersecretary Charade Mercado-Grande, for her part, said that through this effort, processing will become easier and faster “while maintaining health regulation and monitoring.”

It remains to be seen if the E-Arrival Card will be any less of an inconvenience for inbound travelers, especially tourists. 

It has been four months since Marcos took office and he has yet to appoint a DOH Secretary. Now we know why.

President Ferdinand R. Marcos said Thursday he would only appoint a Department of Health (DOH) Secretary after the country’s coronavirus disease 2019 (Covid-19) pandemic situation is “normalized.”

In an interview with reporters, Marcos maintained that the Philippines must first be lifted from its state of public health emergency and state of calamity before he could appoint a health chief.

“We have to get away from the emergency stance of the DOH because we have to open up businesses. We have to make the Philippines more hospitable to travelers – both business and tourists – and it does not help if we are still under a state of calamity, if we are the only country that still has mask protocol…We still need to fix that,” he told reporters at the Manila Hotel.

“We must treat the pandemic no longer, we must treat Covid no longer as an emergency but something that we will have to manage forever. It’s like flu, like pneumonia. It’s always there but we must be careful not to get sick, and that is (the) way we should be handling Covid.”

Marcos acknowledged that it would be difficult to immediately lift the state of public health emergency and state of calamity as it would directly affect the DOH’s current handling of the health crisis.

“We cannot remove ourselves yet from the way we are handling it. We cannot remove ourselves yet from the way we are handling it because if we lift the state of calamity, our health care workers won’t get the benefits due them, according to the law. We won’t be able to import vaccines, procurement would be slow,” he said.

He noted that deaths due to Covid-19 have been minimal, and mostly among those with co-morbidities.

“What we have to understand about Covid and the way that we are treating it is that the risk factor of getting Covid in 2022 is very, very different from the risk factor of getting Covid in 2020 or 2021 and that is indicated by the hospitalizations and the rate of the death,” he added.

Is Marcos really this stupid? He is citing the exact reason there needs to be an official DOH Secretary, to normalize and control the situation. That there is a state of emergency only underscores the need for a DOH Secretary. Since, as he claims, the emergency declaration will not be lifted anytime soon that means there will not be a DOH Secretary anytime soon. At least he notes COVID-19 deaths have been minimal and mostly among people who are already sick.

The next secretary of the Department of Health (DOH) that President Marcos will appoint should help Filipinos learn to live with COVID-19 to boost the country’s economic recovery from the pandemic, senators said yesterday.

Senate Minority Leader Aquilino Pimentel III and Sen. Sonny Angara spoke on the issue as Marcos has yet to appoint a permanent health secretary after more than 100 days in office.

Undersecretary Rosario Vergeire currently heads the DOH as officer-in-charge.

Pimentel said if the President really wants the country to move away from the health emergency and open up the economy, “then he should appoint his ‘alter ego’ as head of the DOH.”

“Someone who shares the same thinking he (Marcos) just explained. Get an outsider if necessary. But show and shower him or her with all the support for us to be able to ‘live with the virus’,” he added.

Isn't this what the DOH has been doing for the past two years?? This is as stupid as Senator Bong Go saying there is no rush to appoint a DOH Secretary because the current OIC is doing a great job. Why not just appoint her?

Despite Marcos saying he won't appoint a DOH Secretary until the situation is back to normal he has declared the Philippines is already back to normal.

President Ferdinand Marcos Jr. on Sunday attended the Masskara Festival here, saying the return of the festivities after a 2-year hiatus proves that the Philippines has is back to normal and is ready to receive tourists after the COVID-19 pandemic.

Marcos, who did not don a face mask through most of the day, visited a relief distribution center and toured Bacolod City’s soon-to-be business district before witnessing the culminating activity of the Masskara Festival.

"After two years, we have the opportunity to open our doors again to all visitors who come from everywhere, not only in the Philippines but also in other countries," he told attendees of the Masskara Festival.

"By celebrating the Masskara Festival... you showed the whole Philippines and the whole world that we here in the Philippines are back, ready to go back to work, we are back to school for our young people and we are going back to what we used to do to beautify and increase the economy of the Philippines so that the lives of every Filipino can be more convenient," he said.

Marcos said he would use Bacolod as an example to prove that the country is back on its feet after the pandemic.

“So it is a good thing to remind people that the pandemic may have been difficult. The pandemic really put us through the wringer, but we are back. The pandemic is fading away. We are learning to manage it,” he said during the welcome luncheon. 

The most symbolic action signifying a return to normalcy would be a lifting of the mask mandate in toto. Marcos is poised to do just that. Naysayers complain that if he does this COVID-19 cases will rise and people will neglect booster shots. Others say it will be a boon for the economy.

The chairman of the House Committee on Appropriations on Tuesday said President Ferdinand R. Marcos' decision to make the use of face mask in indoor settings voluntary combined with the economic impact of the 2022 and 2023 national budgets would result in more economic growth.

AKO BICOL Party-list Rep. Elizaldy Co said he is expecting the country's gross domestic product (GDP) to further improve in the last two quarters of 2022 with the calibrated lifting of coronavirus disease (Covid-19) restrictions and the continuing reopening of the economy.

He further noted that the swift implementation and high agency 2023 budget absorptive capacity would carry forward that GDP growth.

"The lifting of some mask mandates indoors I believe is quite justified. Further calibrated lifting of Covid restrictions plus the economic impact of the 2022 and 2023 national budgets will result in more economic growth," he said.

With the peso being so weakened it appears that it will take more than lifting the face mask mandate to increase the GDP.
