Insurgency: End Communism By 2022

Let's start off with a word from the CPP concerning the AFP's alleged fake news.

There is a recent spate of fake news churned out by the Armed Forces of the Philippines (AFP) to cover up crimes and abuses committed by its units and hide embarrassing misencounters and battlefield losses. AFP fake news is sibling to AFP red-tagging. Waging psywar and promoting disinformation, the AFP has repeatedly proved itself to be a tainted source.

The AFP website “Kalinaw News” is a portal for false information that fall under the military’s department of psywar and disinformation. It routinely issues news stories claiming New People’s Army losses. They even provide photos of supposed materials left by the NPA from rifles to computers and cellphones to make it appear that the news is genuine.

The AFP has several objective in manufacturing fake news including:

a) to cover-up crimes of extrajudicial killings of peasant activists where victims are presented as NPA fighters killed in battle

b) to cover-up incidents of misencounters between AFP units or between AFP and PNP units

c) to claim successful combat operations for reporting to military higher headquarters

d) to demoralize, create confusion and cause anxiety among the the people and revolutionary forces by projecting false information about NPA losses in the battlefield.

They then go on to list several alleged fake news stories. Let's look at just one.

– 11th IB reports a 15-minute gun battle with Red fighters in Sitio Balaskan, Barangay Napacao, Siaton last February 14, 2021. Supposedly seized from the encounter are weapons, a laptop and other gadgets. NPA-Southeast Negros has reported that no encounter took place.

Military troopers of the 11th Infantry Battalion (IB) recovered firearms following a clash with suspected members of the New People’s Army (NPA) at Sitio Balaskan, Barangay Napacao, Siaton, Negros Oriental last Sunday.

The 11th IB launched relentless Focused Military Operations (FMOs) in response to reports from some concerned residents on the alleged armed group’s presence in the area.

However, they encountered six unidentified armed men believed to be remnants of the Southeast Front, Komiteng Rehiyon Negros, Cebu, Bohol, and Siquijor (SEF, KR – NCBS) that resulted to a 15-minute firefight.

According to the Army, no casualty was reported on the government side, while an undetermined number of casualties from the enemy side were reported due to the bloodstains seen in their withdrawal route.

Recovered from the encounter site were an M16 rifle, a .45 caliber pistol, laptop, five cellular phones, personal belongings, and subversive documents containing high intelligence value.

According to the Army the encountered six men and engaged with them in a 15-minute firefight. The Army says there were an undetermined number of NPA casualties based on "bloodstains seen in their withdrawal route." Then they say they recovered a laptop, five cellphones, and other items. The CPP says this never happened. 

While it is impossible to say whether or not this event happened there are questions that the report raises. How did the Army encounter these men? Was this a hideout or NPA lair? Were these men just hanging out in the bush? Why were no bodies recovered if the Army thought there were casualties? Did anyone follow the bloody trail? That there was so much stuff recovered makes it appear that this was a hideout or lair but the report does not tell us. It could be true it could be false. It certainly does not help the AFP that they have been caught faking pictures of surrenderees.

One thing that the AFP cannot fake is the clearing of NPA presence and influence from various barangays. The NPA is either there or not. The NTF-ELCAC says there are at least 822 barnagays cleared of NPA influence and presence which will be receiving P20 million each.

In a speech in Cagayan de Oro City on Friday, National Security Adviser Hermogenes Esperon, who is also vice-chairman of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), said that 822 barangays nationwide are set to receive P20 million as a “reward” for ridding their localities of NPA rebels.

“I pardon sir for sharing this, but you wanted to start the program immediately but COVID-19 came in kaya nagkaroon ng delay (that’s why it was delayed). But today, we have the funds for the barangay development program for 822 barangays,” Esperon said. 

 “We have 822 barangays under NPA influence cleared from 2016 to 2019. One hundred nineteen of these are in Region 10, iyong mga barangay captain, they are here to symbolically receive,” he added. 

The P20 million incentive will be form of farm to market roads, classrooms, electrification projects, health centers, water systems, communal irrigation projects, among others, Esperon said. 

While it is good that these barangays will be receiving money to develop necessary roads and classrooms it is horrendous that this move is being treated like a reward. The government has a duty to be continually developing the country. What are people paying taxes for if they see no return, no investment in their community? There is a massive need for proper roads, classrooms, and water purification systems throughout the far flung areas of the nation. People regularly die from diarrhea outbreaks. Money for development should not be withheld and only distributed as a reward for NPA influence being cleared. Besides, the destruction of the NPA is the job of the AFP. 

Duterte says kill them all.

“If there’s an encounter and you see them armed, kill, kill them, don’t mind human rights, I will be the one to go to prison, I don’t have qualms,” said the President, who ranted at rebels throughout his speech while dangling houses, jobs and food to those who would surrender.

“I have lots of houses built all over the Philippines,” the President said in a speech mostly delivered in Cebuano.

“I release money for those of you who understood that what you were doing—asking money from the poor was wrong,” he said, referring to the NPA’s collection of so-called revolutionary taxes.

Duterte repeated a claim he made that rebels made an impossible demand—a coalition government—which he said was not negotiable.

“The leadership of Sison submitted a document, which was not very clear but somehow could lead to a coalition government but it’s non-negotiable for me, so there’s no hope of ending this insurgency, I will try,” he said, referring to Jose Maria Sison, founder of CPP who is in exile in The Netherlands.

Out of one side of his mouth Duterte says kill them all and forget about human rights and out of the other side he says he will give houses and food to those who surrender. It's an interesting claim that he says Sison submitted a document to him which laid out the plan for a coalition government and that he says such a scenario is not going to happen and there is no hope of ending the insurgency. The CASER agreement which the CPP Is adamant about enacting is just as nonnegotiable yet the government had been in peace talks with the CPP for some time.

There is hope the insurgency will end but certainly not any time soon. Not with the NPA continuing to fight, not with front groups spread all around the country, not with the hundreds of thousands of reds the NICA claims has inflated the government. Nevertheless the government is confident they are on track to end communism by June 2022.

“The work continues and must be pursued with greater commitment and passion as the deadline set by the President, President Duterte, to ELCAC is by 2022. Less than 15 months na lang (We only have 15 months to do that). So to be exact, less than one year from now,” Andanar, who also led the NTF-ELCAC’s communications team, said.

Andanar’s assurance came, as acknowledged that the whole-of-nation approach to end local communism has become instrumental in the return of hundreds of communist insurgents in different parts of the region to the fold of the law.

He also stressed that the Convergence Areas for Peace and Development (CAPDev) has transformed the once conflict-affected areas into “peaceful and productive communities.”

“I want to highlight that the barangay development program is very strategic with our CAPDev program which is our way to revisit and reorient ourselves on who and where our enemies operate,” Andanar said.

The CAPDev is a program that aims to address the root causes of insurgencies, internal disturbances and tensions, and other armed conflicts and threats.

The CAPDev program also promotes the establishment of durable peace and development and empowers communities in priority areas through peace-building and reconciliation, good governance and institution building, and socio-economic transformation.

Barangay development is very important which is why the government should be continually engaged in development projects and not just as a "reward" for being cleared of NPA influence. Given the diffuse nature of the insurgency it is highly unlikely that it will end by 2022. Remember there are all the many alleged front groups perhaps including even members of the House. The picture the AFP paints, especially Parlade, is that the Reds have deep roots in academia, the government, the media, and elsewhere.  They are everywhere.

One thing that is crucial to end the insurgency is proper intel. That includes gathering, assessing, appreciating, and acting upon all intel collected by the PNP and AFP. They have a real problem handling intel.

Poor intelligence work and law enforcement operations should be blamed for the government’s failure to prevent terrorist attacks in the country and not the supposed weaknesses of the previous antiterrorism law, former Solicitor General Jose Anselmo Cadiz told the Supreme Court on Tuesday.

At the resumption of oral arguments on 37 petitions opposing the terror law, lawyers of the petitioners reiterated that the Filipinos’ basic rights as enshrined in the Constitution should be safeguarded from an “overbroad” law that threatens the Bill of Rights.

“In my very humble view, the HSA is enough to deter terrorism. What is really lacking is good police work and good intelligence work,” Cadiz said in response to a question from Zalameda.

“I think these are solely lacking in our jurisdiction,” the former primary state lawyer said. “[HSA] is enough to be able to combat terrorism. What should be encouraged [and] strengthened is good intelligence and police work.”

He said the old law was “better” than the new antiterror law since it listed predicate crimes, or criminal offenses committed in carrying out terror acts such as murder, piracy and rebellion.

"Good police work and good intelligence work." Both are crucial to ending the insurgency. Both are sorely lacking and not just in regards to the PNP and AFP. The NTF-ECLAC routinely makes overgeneralized or out right false claims about people and groups tagging them as communists or communist supporters.

A spokesperson of the controversial anti-communist task force created by President Rodrigo Duterte red-tagged yet another media outlet, this time over articles that corrected false claims on Lumads and an indigenous school that caters to them.

National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) spokesperson Lorraine Badoy labeled Rappler “a friend and ally” and “mouthpiece” of communist rebels in separate Facebook posts where she aired her grievances over two fact-check articles by the online news outlet.

Badoy also accused Rappler of lying and defending communist rebels for essentially debunking claims using verifiable facts.

In a statement posted on social media, Rappler said it is in no way defending the NPA through its fact checks.

This is not the first time that Badoy claimed communist influence at a news outlet that was just doing its job.

In November 2020, following the onslaught of back-to-back typhoons, Badoy red-tagged CNN Philippines for reposting a call for donations by the League of Filipino Students, which she baselessly called a “known communist front.”

The TV network pushed back against Badoy, saying that the storms should prompt Filipinos to unite in the spirit of “bayanihan,” rather than “foray into red-tagging that will only sow disunity.”

It simply is not helpful to go around calling everyone you disagree with a communist. Especially not the people in charge of the NTF-ELCAC such as Badoy and Parlade. It only breeds mistrust between the people and the government.

Coronavirus Questions: Why Is The Mail So Slow?

Ever since Duterte ordered Luzon to be locked down back in March 2020 the mail has been incredibly slow. Much slower than usual. Why is this the case? When no flights were allowed in or out of Manila that was understandable. But now there is simply no reason for the mail to lag months behind schedule. 

I ordered some books in August and again in October. The package I ordered in August entered the country on September 30th. It was not delivered to my local post office until December 3rd and to me until December 18th! 

Why did it sit in Manila for so long? Were they disinfecting it? 

The books I ordered in October arrived in the country in October which was pretty fast.

Other marks on the box indicate it arrived at my local post office on January 16th. It was then delivered to me on January 20th. Again, why? Why is PhilPost so slow? 

Another package I ordered in October arrived in Manila on the 14th of December, sat for I don't know how long until it was received at my local post office on the 25th of January, and finally delivered to me on March 2nd. 


Since the pandemic I have had several packages sent via UPS and they all arrived at my door within two weeks. So what is the problem? I asked the postman and he had no idea. There is no indication on these boxes that they were subjected to any tests and even if they were it shouldn't take several months for me to receive them once they arrive in the country.

Last year when Duterte shut down Luzon the mail stopped completely. That resulted in me not receiving a very important letter. I waited as long as I could but that letter was ultimately lost and I had to make a call and request it be resent via UPS. I got it two weeks later.

The mail being so slow is a real problem because the government is encouraging more online shopping. If the mail system is not properly working then online shopping is not going to work either. Without a smooth and quick process of placing an order and receiving it in a timely manner no one is going to want to shop online. But on the other hand it appears that many online sellers use couriers and not PhilPost. LBC, JRS, Ninja Van, and the like are all very efficient. PhilPost could learn a lot from those companies. If PhilPost were efficient they could bring in a lot of money.

Vice Mayor Restituto Calonge of Mabuhay town, Zamboanga Sibugay and another individual were shot dead by an unidentified gunman, local police said on Friday.

The incident happened around 3 p.m. near the municipal hall in the town's Barangay Poblacion. Police said another individual was shot and rushed to the hospital.

The vice mayor was near the Mabuhay Municipal Hall having a conversation with the two other victims when the assailant approached and fired at them.

The gunman later fled on a motorcycle described by witnesses as a black Honda XRM125. Hot pursuit operations are ongoing, and nearby police stations were directed to monitor checkpoints.

The PNP is eyeing a gun-for-hire group as being the perpetrators of this act.

A village head who protested the arrest of four of her constituents last year was shot dead by riding-in-tandem assailants in Iloilo province this morning, February 28.

Village chairperson Julie Catamin of barangay Roosevelt, Tapaz town in Capiz was headed home and was driving a motorcycle in barangay Malitbog, Calinog town in Iloilo province when she was attacked.

Earlier, her village mates reported that several men who identified themselves as members of the CIDG were looking for Catamin.

On February 25, Catamin was summoned to the military detachment in Haycon, Calinog by a certain Lt. Estrada who warned Catamin that her constituents should stop asking help from Bayan Muna and the church, or the same thing that happened last December 30 will happen to them.

Catamin had protested the arrest of her four village mates on December 30 last year, as she attested that they were innocent and that the weapons and ammunitions found in their houses were planted by the CIDG.

In a statement, Panay-based peasant group Pamanggas denounced the killing which they believed was government-perpetrated.

This lady complained that four people in her village were set up by the CIDG.  She is then assassinated by unknown gun men and some of the villagers claim that members of the CIDG were looking for her. It's no wonder that a peasant group thinks this is a government sponsored murder.

The Sandiganbayan anti-graft court has found a former Mountain Province mayor and other officials guilty of graft in connection with anomalous government contracts in 2009.

The anti-graft court's Third Division, in a decision penned by Associate Justice Ronald B. Moreno dated February 26 and recently made available online, sentenced the accused to up to eight years of imprisonment for each of the two charges.

Convicted were ex-Barlig mayor Magdalena Lupoyon and Albert Marafo, municipal treasurer.

Likewise found guilty for the second charge were Edmundo Challiis Sidchayao, then the vice mayor; former Sangguniang Bayan members Clark Chatongna Ngaya and Fernando Yacam-ma Cablog; and Danilo Lucas, municipal engineer.

The charges arose from two contracts awarded without public bidding for the repair of a pathway leading to Mount Amuyao worth PHP50,000 and for the construction of a gymnasium in the town that cost PHP2.5 million.

State auditors first sensed irregularities after a donation to the town was found to have been deposited to another bank account, seen as a deliberate attempt not to subject the money to government accounting and auditing rules.

Contracts awarded without public bidding and regular deposits have landed all these men a conviction likely with prison time.

The country's former ambassador to Brazil, who was caught on video maltreating her Filipino house helper, has been dismissed from service, President Rodrigo Duterte said Monday.

Marichu Mauro was recalled in late October of last year in the wake of the incident that had gone viral on social media. 

She was charged on November 9, but no news of whether she was out or staying in her post came until Duterte confirmed this in his weekly public address tonight.

The dismissal order, the president said, comes with penalties such as the cancellation of her retirement benefits and perpetual disqualification from ever holding public office.

Mauro will also no longer be allowed to take civil service examinations.

Now we know the fate of this lady. Hopefully she went through the proper process and the charges against her were verified.

A former police officer who has outstanding cases for car theft and highway robbery and has been in hiding since 2011 was arrested in an operation in Paco, Manila, Philippine National Police (PNP) Chief, Gen. Debold Sinas, said on Wednesday.

The suspect, identified as former Police Officer 2 Jhovani Chua, was arrested at the Peninsula Garden Midtown Homes in Paco on Tuesday afternoon.

Chua, accused of violating Republic Act 6539 (Anti-Carnapping Law) and Presidential Decree 532 (Anti-Highway Robbery Law), had a warrant of arrest issued by Judge Editha Miña-Aguba of the Quezon City Regional Trial Court Branch 100.

He was formerly assigned to the Regional Headquarters Support Unit of the National Capital Region Police Office and was dismissed from the service in 2011.

Police record shows that in March 2011, Chua and Amiel Arceo hijacked a cargo truck carrying PHP600,000 worth of canned juice in Dagat-Dagatan, Caloocan City, and killed its driver and helper.

In June that year, Chua was involved in another hijacking of a van loaded with bathroom products worth PHP380,000 in Barangay NS Amoranto, Quezon City.

A former cop who was dismissed in 2011 for criminal activities was arrested after being on the run for almost ten years.

A non-uniformed personnel of the Philippine National Police (PNP) is facing dismissal after testing positive for shabu during a random drug test, PNP Chief, Gen. Debold Sinas, said Wednesday.

Lawyer Efren Garcia II, chief of the Legal Affairs Division of Regional Internal Affairs Service 3, failed the drug test on February 24.

Garcia will undergo pre-charge investigation and summary dismissal proceedings for alleged grave misconduct after his urine specimen yielded a positive result for the presence of methamphetamine during screening and confirmatory drug testing.

PNP lawyer tests positive for shabu and has now been dismissed.

A village chairperson who was identified as a supporter of the New People's Army (NPA) was arrested for illegal possession of firearms and explosives in Dueñas, Iloilo on Tuesday.

The house of Barangay Calang chair Joewinny Giganto was searched by operatives of the Criminal Investigation and Detection Group Western Visayas (CIDG 6), Regional Mobile Force Battalion, and Dueñas Municipal Police Station in the presence of barangay council officers at around 5:30 a.m. by virtue of a search warrant issued by the Regional Trial Court Branch 69’s Judge Domingo L. Casiple, Jr.

Confiscated from his possession were one unit of fragmentation hand grenade, one .45-caliber pistol, a magazine, and seven pieces of live ammunition, CIDG 6 special operations group chief, Major Jess Baylon, said in a phone interview.

“The subject is under the custody of the CIDG and he is due for inquest proceedings,” he said.

The Police Regional Office-6, in a statement, said Giganto was identified as an NPA supporter and leader of a new armed group involved in the “proliferation of loose firearms and gun-running activities in the province of Iloilo and nearby provinces”.

Associate Provincial Prosecutor Flosemer Chris Gonzales, chair of legal cooperation cluster of the Regional Task Force to End Local Communist Armed Conflict (RTF ELCAC) confirmed that the suspect is the brother of Ismael “Ka Bob” Giganto, a leader of the New People’s Army (NPA) faction that led an ambush in Barangay Daan Sur, Tapaz, Iloilo on February 2003.

A village leader who is the brother of an NPA leader who lead an ambush on a town back in 2003 and who is also an NPA support as well as the leader of an armed group has been arrested.

Two village chiefs and a motorcycle-for-hire driver were killed when unidentified men shot them in Barangay Balugo, Tarangnan town, Samar province at 8:40 a.m. Wednesday.

Captain Constantino Jabonete, chief of the Tarangnan Police Office, said killed were Chairman Bonifacio Babon of Barangay Marabut; Chairwoman Amelita Helbularyo of Barangay Awang; and motorcycle driver Elpedio Babon.

Jabonete said in a telephone interview that the victims were on board a motorcycle coming from their barangays on their way to the town proper to attend the Liga ng mga Barangay and Municipal Development Planning Office meetings.

The perpetrators, he said, went near the body of chairman Babon and shot him several times.

Two village chairmen were assassinated by unknown gunmen for unknown reasons. Apparently some really wanted Bonifacio Babon dead!

The Senate Blue Ribbon Committee will recommend the filing of graft and corruption charges against Transportation officials involved in the delayed release of motorcycle plate numbers, the panel's head said Thursday.

Earlier this week, Senate Blue Ribbon Committee chair Richard Gordon scolded Land Transportation Office (LTO) officials for "swindling" motorcycle owners who applied but never received their license plates for nearly 8 years.

(You paid several times already but they still don't release your plate... This will really lead to graft and corruption.)

In 2013, the LTO opened a public bidding for the supplier of motorcycle plates, but the Commission on Audit (COA) flagged the process, saying it was illegal as there was no budgetary allocation for the production of license plates at that time.

The Supreme Court eventually allowed the production of the license plates to resume provided those involved in the questionable bidding would be held accountable, Gordon said.

    (What's happening is they are trying to address the 2-3 years of backlog even if they have plate factories inside the LTO.)

    (There are so many anomalies that we shrug off so less fortunate and helpless people have no choice but to try to get by.)

    Since 2013 the LTO has been taking people's money but not providing the required license plates. The Senate now wants to charge them with graft.

Coronavirus Lockdown: "Heroism", Vaccine Arrival, and More!

Is the Philippines desperate for vaccines? They had plenty of time to secure deals with companies. Vaccines are also on the way. So why is the Department of Labor resorting to bargaining?

The Philippines will let thousands of its health care workers, mostly nurses, take up jobs in Britain and Germany if the two countries agree to donate coronavirus vaccines, a senior official said on Tuesday. 

Britain's health ministry said it was not interested in such a deal and its priority was to use shots domestically, but added it would share surplus vaccine internationally in the future. 

Alice Visperas, director of the labor ministry's international affairs bureau, said the Philippines was open to lifting the cap in exchange for vaccines from Britain and Germany, which it would use to inoculate outbound workers and hundreds of thousands of Filipino repatriates. 

Nurses are among the millions of Filipinos who work overseas, providing in excess of $30 billion a year in remittances vital to the country's economy. 

"We are considering the request to lift the deployment cap, subject to agreement," Visperas told Reuters. 

Britain said there were 11,000 more nurses working in the National Health Service (NHS) than last year. It said that while it was grateful to the 30,000 Filipinos working for the NHS, Britain did not need to trade vaccines for more. 

"We have no plans for the UK to agree a vaccine deal with the Philippines linked to further recruitment of nurses," a health ministry spokeswoman said, citing Prime Minister Boris Johnson's pledge to share spare shots later in the year. 

"We have confirmed that we will share any surplus vaccines in the future -- for example through the COVAX international procurement pool."

The Philippines wants to secure 148 million doses of vaccines altogether, while Britain has ordered more than 400 million doses, six times its population.

Well the UK is not biting that's for sure. But why even make this bargain? It makes the Philippines look weak. And it is totally unnecessary.

The Philippine General Hospital (PGH) is ready to receive any brand of coronavirus vaccine, hospital director Dr. Gerardo Legaspi said Thursday ahead of the expected delivery of Sinovac jabs. 

"Whatever the first vaccine comes we will accept and our basis for receiving it is the EUA (emergency use authorization) which will be provided by our FDA (Food and Drug Administration)," he said in a virtual briefing. 

"We all know that if the FDA gives any vaccine the EUA, the safety and efficacy are assured," he added. 

The Sinovac vaccines donated by the Chinese government are expected to arrive on Sunday, Malacañang said.

But the FDA said healthcare workers cannot receive the Sinovac vaccine because of its low efficacy rate! Does the PGH not know this?? 

Whatever the consequence of taking the vaccine will be the AFP has no choice.

The Armed Forces of the Philippines on Thursday said vaccination of its personnel against COVID-19 will be mandatory. 

At a virtual press briefing, AFP spokesperson Major General Edgard Arevalo said soldiers may select their vaccine brand but cannot refuse to be inoculated.  

"To get inoculated or not is not an option to the members of the Armed Forces of the Philippines. It is a duty," Arevalo said, adding the mandatory vaccination for soldiers was ordered by AFP chief Lieutenant General Cirilito Sobejana. 

"At the most, the exercise of option will be the option as to what brand of vaccine they will be availing of but the cost of which will not be paid by the Armed Forces of the Philippines," he added.

They can choose which vaccine they will take but they cannot refuse to take the vaccine.

The Armed Forces of the Philippines on Friday dubbed as an act of "heroism" the use of unauthorized COVID-19 vaccine by President Rodrigo Duterte's security team, which has again gained attention as the country's vaccination drive lagged.  

The Food and Drug Administration this week said the Presidential Security Team has not yet responded to an inquiry on their use of a coronavirus vaccine from Chinese state firm Sinopharm last year, which lacked authorization then.  

(For the nth time, we will stress that the vaccination of the PSG is not a race against or deceit of anyone. That is actually an act of heroism because they did their mission to protect the President of the country and Commander in Chief.)

It's simply amazing how there is no accountability in the Philippines. This same scandal of receiving vaccines when they should not have been received has happened at least twice in other countries and it resulted in the guilty parties admitting guilt and stepping down from their positions.

The arrival of more than 1 million doses of COVID-19 vaccines starting Sunday officially kicks off the national vaccination program, National Task Force against COVID-19 chief implementer and vaccine czar Carlito Galvez Jr. said.

"With the arrival of vaccines from Sinovac and AstraZeneca on Sunday and Monday, respectively, the country’s vaccine rollout formally starts," Galvez said in a statement.

A total of 600,000 doses of COVID-19 vaccine from Sinovac — a donation from China — are expected to arrive at the Villamor Airbase on Sunday afternoon, of which 100,000 doses will be allocated to the Philippine military.

Many doctors and health workers have expressed concern with the Sinovac vaccine which has a 50.4% efficacy rate.

The Philippine College of Physicians (PCP) expressed relief on Sunday over the scheduled arrival of COVID-19 vaccines from AstraZeneca on Monday, which healthcare workers can use aside from the vaccines from Sinovac.

Interviewed on Dobol B TV, PCP President Dr. Mario Panaligan said they have fears about the Sinovac vaccine, which are expected to arrive on Sunday afternoon, because the details on its Phase 3 trials have not been published yet.

“First, it is fun to have a vaccine. But the second, which is also more important, is the fear because Sinovac came first. It is good that AstraZeneca followed, ”he said.

"It turns out that the one with AstraZeneca is coming because it is the one with the published data. Because that is what we are looking for, ”he added.

Healthcare workers will be the first recipients of COVID-19 vaccines according to the priority list of the government.
Sinovac has an efficacy rate of 50.4% while AstraZeneca has a rate of 63%. COVID-19 has a more than 90% recovery rate. AstraZeneca is now being delayed for about a week due to lack of supply.

Travel is going to be much easier in the Philippines now.

Malacañang announced on Saturday that the government’s Covid-19 task force has approved he uniform travel protocols for all local government units (LGUs), with Covid-19 testing and quarantine for travelers no longer mandatory. 

Presidential spokesman Harry Roque said that that under Resolution No. 101 issued by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF), Covid-19  testing for travelers is not mandatory, unless the LGU will make it a requirement. 

 “Ang testing ay limitado lang po sa RT-PCR test (Testing will be limited to RT-PCR test) ,” Roque said over state-run PTV.

The latest IATF resolution also states that travelers shall no longer undergo quarantine unless they exhibit symptoms upon arrival at their destination.

When it comes to documentary requirements, Roque said that the travel authority issued by the Joint Task Force Covid-19 Shield, as well as health certificates, is no longer required. 
With travel restrictions lifted perhaps the economy will pick up.

The much-awaited COVID-19 vaccination drive in the Philippines kicked off Monday in six government facilities, with the director of a state hospital receiving the very first of legal doses administered.

Philippine General Hospital Director Dr. Gerardo "Gap" Legaspi received Sinovac's CoronaVac, the first batch of vaccines that arrived in the country through a donation from China, from nurse Chareluck Santos.

"Hindi ko ma-describe ang [I can't describe the] feeling. It’s probably release from all the fears... The honor is there," Legaspi said. 

The vaccination of the decorated neurosurgeon and known pioneer of awake craniotomy surgery in the Philippines drew cheers and applause from other hospital staff and media personnel who were taking part in the historic event.

"Kayong dalawa ay nasa kasaysayan na ng COVID-19," the emcee of the program at PGH said of Legaspi and Santos.

[Translation: You two will now be in the history of COVID-19.]

But prior to the shots received by Legaspi and the others, several government officials and members of the Presidential Security Group jumped the priority line and used smuggled vaccines made by China state-owned Sinopharm as early as last year.

Yes it should be made clear that people receiving the vaccine now are not the first as the PSG and several others used illegally smuggled vaccines last year. 

Some people are still hesitant to take the vaccine. Could money change that?

The governor of Biliran is offering cash incentives to towns and villages in the province that can convince 70 percent of their respective population to have themselves vaccinated against COVID-19.

According to Gov. Rogelio Espina, villages will each get P100,000 while towns will each receive P1 million if they manage to comply with his directive.

Espina’s offer was the first from a governor and came amid the people’s reluctance to be inoculated, including those in the medical profession, particularly with vaccines manufactured in China.

In the City of San Jose Del Monte in Bulacan province, for example, only about 30 percent of the 1,700 employees of the city government were initially willing to be vaccinated against the coronavirus disease, according to local officials.

Many local governments across the country also face the same resistance to inoculation, just as they were moving forward to secure the life-saving shots and roll out their respective vaccination plan.

Espina’s move was seen to encourage more people to have themselves vaccinated in a bid to achieve herd immunity, where the population can be protected from the virus if a threshold of vaccination is reached.

The governor said the cash incentives would be taken from the savings of the provincial government and will be distributed in December 2021.

It's basically bribery. Seems rather unethical to bribe people t get injected with a drug.

Earlier in the week the OCTA said the rise in cases could be due to new variants. Now the DOH says they have detected the South African variant as well as more new cases of the UK variant in the country.

The Department of Health (DOH) on Tuesday recorded six cases of the South African variant of Covid-19 in the Philippines, as well as 30 new cases of the United Kingdom variant.

“Of the six South African variant cases, three are local cases, two are returning Overseas Filipinos (ROFs), and one case is still being verified as to location,” the DOH said in a statement.

The DOH added that the three local cases of the South African variant were reported as residents of Pasay City, and whose samples were collected on Jan. 27 and Feb. 13.

“Two of the local cases, a 61-year-old female and a 39-year-old male, are active cases being managed by Pasay City. The third local case, a 40-year-old male, has already recovered,” the DOH said.

“On the other hand, the two ROFs arrived in the country from UAE and Qatar; their statuses are currently being verified. Moreover, the DOH is currently verifying if the sixth case is a local case or an ROF,” the DOH added.

“While there is no evidence that this variant causes more severe disease, the pattern of mutations within this variant suggests higher transmissibility and may have an impact on vaccine efficacy,” the DOH said.

Aside from six cases of the South African variant, the DOH also reported 30 new cases of the B.1.1.7 variant that originated from the UK.

This brings the total cases of the UK variant to 87.

The vaccine program has begun rolling out but the FDA probe into the smuggled vaccines used by the PSG has hit a blank wall.

“If I tell you frankly, it’s a blank wall. We’re not getting information, the DOH [Department of Health] is not getting any information,” Domingo said in an interview over the ABS-CBN News Channel.

“People are still at it and I am not getting any info on that,” he added.

It was in December when PSG commander Brig. Gen. Jesus Durante III admitted that some members self-inoculated themselves with the Covid-19 vaccine as early as September, without seeking President Rodrigo Duterte’s permission.

Duterte later warned Congress against “tinkering” with the supposed self-vaccination of the PSG personnel. The chief executive also said that he was not aware of the vaccinations.

Asked what can the FDA do despite Duterte’s pronouncements, Domingo said: “Well, we just continue our investigation as it is and try to get more information from anywhere we can get.”

Duterete told everyone to shut-up so what does the FDA expect?  They will have to be more creative in their investigation. Start with Ramon Tulfo who admitted he got the vaccine and indicated it came from the Chinese embassy. 

One group of doctors says there is a silent epidemic among children. 

"We are concerned now about the children, the younger children who have been deprived of the socio-emotional learning because they learn primarily by touch. So can you imagine, hindi sila pwedeng humawak? And for me that's the primary thing: children learn by touching. That's why we're saying that there's a silent pandemic that is forthcoming," he stressed.

The doctor continued that it is important for adults to be "cognizant" of the situation so they could address it.

Children learn by touching? What does that even mean? Where I live the children are doing just fine. They run around and ride bikes. Just like normal.

There is a lot of mistrust about the vaccine amongst the public. The solution to this problem is to inoculate influencers.

It is still possible for “influencers” to be given priority in receiving coronavirus disease 2019 (Covid-19) jabs when the next batch of vaccine doses is delivered to the country, Malacañang said on Wednesday.

In an interview with Radio Mindanao Network, Roque said the proposal to inoculate around 50 influencers ahead of other Filipinos was rejected since the Philippines only has a limited supply of Covid-19 vaccines.

“Siguro kasi 600,000 pa lang ang dumarating eh hindi pa po pinayagan. Pero tingnan po natin. Baka naman kapag dumating na ang mas maraming supply, baka matuloy pa rin po ‘yung atingproposal (Perhaps, it was not allowed because we only have 600,000 doses of Covid-19 vaccine. But let’s see. Our proposal might be approved, once we receive more supply),” Roque said.

The Inter-Agency Task Force for the Management of Emerging Infectious Diseases earlier proposed to reserve vaccine shots for influencers to boost public confidence in vaccines.

The influencers, Roque said on Tuesday, included him and other government officials, media personalities, and movie personalities.

However, the interim National Immunization Technical Advisory Group (iNITAG) rejected the proposal, saying the vaccines must be given to frontline healthcare workers.

Priorities, right? God forbid the government and the vaccine companies should be totally forthcoming with the data about the vaccine. Much better to resort to using movie stars to persuade people to take the vaccine.
