A soldier, who went awol or absent without official leave, will soon have a new home — jail.

This was after the former Philippine Army soldier was caught with a kilo of suspected shabu during a buy-bust operation in Realty Road, Barangay Mantuyong, Mandaue City at past 2 p.m. on Thursday, August 10.

Leia Alcantara, spokesperson of the Philippine Drug Enforcement Agency in Central Visayas (PDEA-7) identified the former soldier as Stanley Coca, 32, of Barangay Adlaon, Cebu City.

Alcantara said that a joint team of lawmen arrested Coca Coca after the buy-bust went down at 2:40 p.m.

They also confiscated from the suspect 21 plastic packs of suspected shabu, which weighed a kilo and had a market value of P6,800,000.

Alcantara said that Coca was believed to be a member of a newly identified drug group operating in Metro Cebu.

She also said that they did a 3-week case buildup against the suspect and conducted the buy-bust after they confirmed Coca engaging in the illegal drug business.

Aside from that, Alcantara said that despite Coca being new to the business, he had become a drug dealer who could dispose from 500 grams to a kilo of suspected shabu in a week.

She also said that Coca was a soldier five years ago and went awol.

Coca was detained at the detention facility of the PDEA-7 pending the filing of charges.

The Commission on Audit (COA) has called the attention of the Dangerous Drugs Board (DDB) over the P315.7 million disbursed to various government agencies and local government units (LGUs) but remained unliquidated as of Dec. 31, 2022.

The funds were disbursed as financial assistance in the operation and maintenance of drug rehabilitation centers and other projects in line with Section 75 of Republic Act No. 9165, the Comprehensive Dangerous Drugs Act of 2002.

Also, COA pointed out DDB’s P2,709,886.33 dormant or non-moving accounts.

In its 2022 annual audit report, COA said that of the P315.73 million unliquidated funds, P121,391,330.05 was disbursed to national government agencies, while P194,342,339.32 was given to LGUs.

"The unliquidated balances of P315,733,669.37 arose because the submission of the Report of Checks Issued (RCI) and Report of Disbursement (RD) by the implementing agencies (IAs) were not monitored by the Accounting Division (AD) in 2022. Only two IAs were monitored," the COA said.

It pointed out that DDB’s failure to properly monitor the unliquidated balances was due to lack of established internal procedures on the manner and frequency of conducting the prescribed monitoring and reconciliation of activities.

It said there was also no proper coordination between and among the DDB personnel on the turn-over of inspection reports and the IAs' liquidation reports that are submitted to the chairman or secretariat of the DDB.

Without proper monitoring and reconciliation, COA said that DDB failed in validating whether all IAs complied with the completion of the projects so they can timely demand for the liquidation and refund of excess funds.

Some liquidation documents submitted by the IAs were beyond the 60-day period after the full utilization of the financial assistance, it said.

COA recommended that the DDB management direct its AD to conduct regular and periodic verification of fund transfers and include specific instructions to IAs on the date and manner of submission of the notice to proceed, bank deposit slips, and liquidation documents, among other things.

The COA has flagged the DBB for unliquidated cash transfers to various agencies.

Southern Police District chief Brig. Gen. Roderick Mariano warned the public on the proliferation of counterfeit money following the arrest of a dismissed member of the Philippine Army.

Kevin Jhon Soncio, 30, security guard, was arrested on Aug. 11 for using a fake P1,000 bill to buy cigarettes at a “sari-sari” (variety) store in Barangay Fort Bonifacio, Taguig. 

A minor was manning the sari-sari store when Soncio handed a P1,000 bill as payment for the cigarettes.

When the witness examined the bill, he discovered the money was fake as it had the same serial number as the one he received on July 30.

He immediately sought the assistance of the Barangay Security Force of Barangay Fort Bonifacio that resulted in the arrest of the suspect. 

Recovered from the suspect were nine P1,000 counterfeit  bills and 10 different identification cards. 

During the arrest, the suspect introduced himself as a member of the Philippine Army. However, upon validation, it was found that he was already dismissed from the service and the government identification cards he possessed were also falsified.

He will be charged with illegal possession of illegal possession and use of false treasury or bank notes and other instruments of credit), usurpation of authority and falsification of public documents under the Revised Penal Code. 

A former soldier has been arrested for attempting to pass counterfeit money.

A policeman was gunned down by still unidentified assailants in Barangay Rawis, Calbayog City, Samar at past 11 p.m. on Friday, Aug. 11.

Staff Sergeant Ray Alcazar, 46, and a resident of Cebu City succumbed to gunshot wounds in his body and head.

Policemen are conducting a thorough investigation to identify the perpetrators and the motive behind the killing of Alcazar who was assigned at the Calbayog City Police Station.

Initial investigation showed that the policeman had just come from a drinking session with friends when the gunmen peppered the Mitsubishi Strada he was driving with bullets.

A hot pursuit operation was conducted by the police but the perpetrators managed to escape.

A cop has been assassinated.

Around 100 personnel of the Bureau of Corrections (BuCor) have been relieved from their posts while they are being investigated over contrabands retrieved from the New Bilibid Prison (NBP), Corrections Director General Gregorio Catapang Jr. said Monday.

In an ambush interview, Catapang said around 20 were officers.

(They are being investigated. They have been relieved. They are just required to stay in their barracks so they will be available for investigation in case they need to be called.)

He said those relieved from their posts still receive their salaries.

(It’s just that way. You can’t remove their pay because they might escape.)

Asked what kind of contrabands are being smuggled, Catapang said the PDLs are smuggling whatever may pass inspection.

(As long as it can enter. Remember that we have banned alcohol. Now, they are using yeast, the material to make bread, to create lambanog.)

“Pinagbawal ang drugs, ngayon naman panay kalapati naman yung pinag aalaga nila doon. Tapos sinasanay yung kalapati nandoon sa hawla,” he added.

100 BuCor personnel have been relieved of duty and are being investigated for contraband being smuggled into the prison.

At least 39 of the 53 government workers, who tested positive for the use of illegal drugs in this city, have surrendered for rehabilitation.

Colonel. Noel Aliño, Bacolod police director, said the 14 employees who did not surrender would be included in their illegal drugs watchlist for surveillance and may face charges if evidence warrants.

“Don’t dare me. I warned you, I will arrest all of you,” he said.

Aliño said he would gather evidence against the 14 employees who didn’t surrender and find out where they are getting their supply of illegal drugs.

Those who did not surrender, he said, had been given a second chance to do so next week before any police action is taken.

Of those who surrendered, Aliño said 17 were assigned at the Public Order and Safety Office and 22 from the Bacolod Traffic Authority Office.

General Primitivo Tabujara, Bacolod anti-drug program coordinator, said on Friday, August 11, that the 39 who surrendered were subjected to profiling after their mugshots and fingerprints were taken on Thursday.

Of the 39 employees who tested positive for narcotics use, two were regular employees, while the rest were job order and casual  workers.

Gallego said the two regular employees had resigned, while the four who were waiting for the confirmatory tests results, were still reporting for work.

A Bohol-based organization has filed a complaint against Bohol 1st District Rep. Edgar Chatto before the House Committee on ethics and privileges for allegedly meddling in the water source dispute between two towns in the province.

In their complaint dated August 10, Bohol Clean Water Alliance (BCWA) officials Emmanuel Ramasola and Erastus Leopando claimed that not only did Chatto got himself involved in the dispute between the towns of Sevilla and Balilihan regarding the use of Bugwak Spring, but that he also influenced Environment Secretary Maria Antonia Yulo-Loyzaga.

The complainants alleged that Chatto intervened during the then-proposed 2023 budget deliberations of the Department of Environment and Natural Resources (DENR) last September 2022, where the lawmaker supposedly influenced a ruling towards Balilihan town, which is headed by his wife, Mayor Pureza Chatto.

They cited the transcript of the budget hearing to note that Chatto “subtly recommended to the DENR Secretary to give preference to LGUs over private entities.”

“By his manifestation where he subtly recommended to the DENR Secretary to give preference to LGUs (local government units) over private entities, he unduly influenced the outcome of the pending motion for reconsideration filed by LGU Balilihan represented by his wife, Mayor Puresa Veloso in a pending water dispute with Richli Corporation,” the complainants said in a 21-page complaint.

“By so doing, Representative Chatto violated the spirit if not the letter of the provisions of the Code of Conduct, specifically letters (f) and (g) of Section 142 of the Rules of the House of Representatives,” they added.

Richli Corporation is a local company that sought a water permit from the National Water Resources Board (NWRB), which filed a petition to cancel their permit against Balilihan as the Bugwak Spring was reportedly located in Sevilla town.

Complainants claimed that Chatto’s support for the DENR and NWRB budget — an agency that is attached under the said department — led to the granting of Balilihan’s motion for reconsideration.

“Due to Representative Chatto’s undue intervention in its proceedings, despite the obvious invalidity of the LGU Balilihan’s CWP (certificate of water permit), the NWRB rendered a Resolution on January 20, 2023 granting LGU Balilihan’s Motion for Reconsideration,” the complainants claimed.

Bohol 1st District Rep. Edgar Chatto is facing an ethics complaint for interfering in a water dispute.

The Supreme Court has convicted a cop for child abuse for pointing a gun at a minor who refused to vacate a basketball court, in a decision that clarified the scope of the law protecting children.

Senior Police Officer 2 (now Police Senior Master Sergeant) Marvin San Juan was sentenced to a prison term of between 4 years, 9 months and 11 days to 7 years and 4 months and was ordered to pay P40,000 in damages to the boy, who was only 15 years old at the time of the incident.

San Juan was allegedly drunk in the morning of March 26, 2014 when he cursed at the boy and his two friends who were hanging out in a basketball court.

One of the friends, who was only 11 at that time, testified that the cop pulled out his gun and pointed it at the back of his friend, warning them not to hang out in the area.

In his defense, San Juan denied pointing a gun at the boy, insisting that he used a stone to chase the boys out of the basketball court. He said he felt insulted that the boys laughed at him when he asked them not to play basketball.

He also denied he was drunk.

The regional trial court (RTC) convicted the policeman of violating section 10(a) of Republic Act 7610 or the Special Protection of Children Against Abuse, Exploitation and Discrimination Act and sentenced him up to 6 years in prison.

On appeal, the Court of Appeals modified the crime to grave threats in relation to the same section of RA 7610 but increased the penalty to up to 7 years and 4 months behind bars.

The Supreme Court, in a 13-2 vote, adopted the RTC’s ruling that San Juan was guilty of child abuse under RA 7610 and not grave threats, although it maintained the penalty imposed by the appellate court.

Speaking through Associate Justice Jhosep Lopez, the majority said what the cop did to the boy was “intrinsically cruel” and can be considered psychological abuse under RA 7610.

A cop is going to prison for pointing a gun at a 15 year old boy.

The Philippine National Police has named Aparri, Cagayan Mayor Bryan Dale Chan as a person of interest in the killing in February of Vice Mayor Rommel Alameda.

At a Senate inquiry, Police Lieutenant Colonel Arbel Mercullo said Chan and several others associated with him were being looked at as POIs in the slaying.

Sen. Raffy Tulfo indicated that Chan was named a POI because of a possible political angle, to which Mercullo said, "Yes sir."

Tulfo and Sen. Ronald "Bato" dela Rosa proceeded to ask how the others on the list became POIs.

Mercullo said one is a bodyguard of the mayor's while the others were associated with the local chief executive.

He said Darren Cruz Abordo is said to be the owner of the get-away vehicle.

Dela Rosa, the chairman of the Senate Committee on Public Order and Dangerous Drugs, said Abordo could no longer be found.

He turned to Chan and asked where the other POIs were.

Chan said some of them were with him at the Senate. He said he didn't know two of the POIs Mercullo mentioned.

GMA News Online is still trying to get Chan's comment as regards his being considered a person of interest in the killing.

During the hearing, Alameda’s widow Elizabeth Alameda claimed that Chan allegedly threatened people who filed cases against him, including her husband.

She also recalled that in one of Chan’s meetings, the Aparri mayor told his employees that if he was removed or suspended from his post, he would get back at the person who filed the case against him.

Chan denied the allegations and said that he did not receive any complaint filed against him with the Office of the Ombudsman.

The Mayor of Apirri is a person of interest in the slaying of the former Vice Mayor.

There were 25,163 corn farmers who received fuel discount cards from the Department of Budget and Management (DBM), but were unqualified to do so since they are not included in the master list of the Bureau of Agricultural and Fisheries Engineering (BAFE).

In its 2022 audit report on the Department of Agriculture (DA), COA said the names of the unqualified farmers were not included in the Agricultural and Biosystems Engineering Management Information System (ABEMIS) maintained by BAFE.

It pointed out that under DA Memorandum Circular No. 29 issued in 2022, farmer organizations including farmers with farm machinery in the corn clustered areas should be enrolled as program beneficiaries for fuel discount cards, and they should be included in the ABEMIS master list.

It said the coverage of the fuel discount has been expanded to include all agricultural commodities, and it covers all farm machinery with attached engines that are being used for crop production as well as motorized banca.

DA’s regional field offices (RFOs) are responsible for submitting the master list of recipients and their corresponding machinery to BAFE, which will then update the ABEMIS, COA said.

But since there were thousands of corn farmer-beneficiaries who were not included in the master list of ABEMIS, COA questioned the credibility of the list.

"The inclusion of the 25,163 corn farmers in the master list submitted to DBM for the issuance of fuel discount cards but not found in the ABEMIS file maintained by the BAFE casts doubt on the accuracy of the master list and whether said farmer-beneficiaries own farm machinery with attached engine that is being used for crop production," it said.

Thus, COA asked DA’s RFOs to strictly enforce the provisions of their circular to avoid the inclusion of unqualified beneficiaries.

It said that DA’s central office asserted that some of the names in the master list from the RFOs were included even without the corresponding ABEMIS number in order to expedite the process of providing fuel assistance to corn farmers.

But COA said that while fuel assistance should be acted upon with dispatch “to relieve farmers from surging fuel prices, compliance with the rules and regulations should be followed."

The DBM has been called out for giving unqualified farmers full discount cards.

The chief of the city’s General Services Office (GSO) escaped death Tuesday morning following an ambush carried out by still unidentified gunmen onboard two motorbikes along Sebastian Street here.

Almedras Renabor, city public safety officer, said GSO head Pedro Tato Jr. was onboard his pickup truck together with driver Dandy Anonat when fired upon by the perpetrators who were earlier seen tailing their vehicle.

“Two motorbikes with about three men were seen tailing Tato’s service vehicle from San Pablo Village and opened fire near the gate of Cotabato Regional and Medical Center,” Renabor said of the 8:30 a.m. incident.

Tato emerged with minor injuries but Anonat was critically wounded and is now confined in said hospital.

Police recovered empty shells for a .45-caliber pistol at the crime scene.

The motive of the attack remained unknown as of posting

A radio reporter on Tuesday filed a complaint against the vice mayor of the municipality of Donsol, Sorsogon after he was allegedly punched by the official twice while covering the launch of Brigada Eskwela.

Wow Smile radio reporter Mario Romero reported the incident to the Donsol Police Station on the same day, detailing the actions of Advincula, who "approached and subsequently attacked and him with a (sic) fist blows on his face,” according to a copy of the police blotter signed by Donsol Police Captain Rey John Renoria.

The 59-year-old news correspondent was covering the launch of Brigada Eskwela when the alleged attack took place.

Romero sustained minor injuries in his upper lip from the incident, according to a copy of the medical certificate from the Donsol District Hospital shared by Wow Smile Radio.

Charges have been field against a vice mayor for punching a radio reporter.

Officials and employees of the Mandaue City government were charged before the Office of the Ombudsman-Visayas for allegedly illegally entering a property and padlocking the complainant inside.

Maria Priscilla Melendres filed complaints for arbitrary detention, violation of the Republic Act (RA) 3019 or Anti-Graft and Corrupt Practices Act, RA 6713 or the Code of Conduct and Ethical Standards of Public Officials and Employees, Administrative Code of the Philippines specifically oppression, grave misconduct, and conduct prejudicial to the best interest of the service, and Bill of Rights of the Constitution.

Charged were lawyers Julius Caesar Entice and John Bee Biton, assistant city assessor and officer-in-charge of the Housing and Urban Development Office, respectively; Teodorico Montejo II, head of Janitorial and Security Services Unit (JASU), and at least 30 other personnel of JASU.

Melendres said she filed the criminal and administrative complaints after the respondents broke into her property in Barangay Paknaan on May 3.

The respondents presented a notice of demolition when they arrived, Melendres said.

Once inside, the respondents padlocked the two gates of the property that prevented her from going out.

Melendres said the respondents were not authorized to enter his property and tear down structures inside.

She said a tax declaration that she possesses is proof that she is the rightful owner of the property.

Melendres, who filed the complaint on July 24, also asked the anti-graft court to suspend the respondents for 90 days.

Sought for comment, Entice belittled the charges filed against them.

Entice said they were just following orders from the city government to clear the property.

Several officials of the Mandaue City Government have been charged with graft and arbitrary detention.

A powerful improvised bomb went off Wednesday morning in Shariff Saydona town, Maguindanao del Sur, leaving a village chairman dead, while a village councilman and a civilian were seriously injured.

Brig. Gen. Oriel Pangcog, the Army’s 601st Infantry Brigade commander, identified the slain official as Jun Manot Silongan of Barangay Penditen, Datu Salibo.

Silongan is the younger brother of Datu Salibo Councilor Desmon Silongan, who was killed on April 17 this year while alighting from his car in front of the town Sangguniang Bayan session hall.

Also injured in the 8:45 a.m. blast were Penditen village councilor Salik Datua and a still unidentified civilian, who were both with Silongan.

They were brought to a hospital in Midsayap, North Cotabato for treatment.

Rico Torino, Datu Salibo municipal information officer, said Silongan and his party visited the barangay hall of Ganta on Wednesday morning.

They were leaving the barangay hall premises when a bomb exploded, killing Silongan instantly due to shrapnel injuries in the head and body.

The Sandiganbayan has sentenced a former governor of Sarangani province and his co-accused to up to 20 years in prison for charges of graft and falsification arising from a ghost financial assistance for fisherfolk project in the province in 2002.

In a 43-page decision promulgated on Aug. 15 penned by Associate Justice Kevin Vivero, the anti-graft court also ordered former governor Miguel Escobar and management analyst Alexis dela Cruz to pay a PHP5,000 fine and PHP450,000 in civil liability.

The court found Escobar liable when he approved the fictitious request for financial assistance and for certifying that the fictitious expense was necessary even as “neither was there a request for financial assistance nor was there financial assistance received” by the Malapatan Fishermen’s Group of Poblacion in Malapatan, Sarangani.

The group was among the groups and cooperatives identified by the Ombudsman in 2004 as having been used to funnel government funds for ghost projects in the province.

“Accused’s Escobar’s silence or inaction despite the knowledge of the anomalous transaction by other officials of the province was tantamount to his approval. Moreover, his conduct of approving the disbursement voucher despite the lack of supporting documents which resulted in the encashment of P450,000 by the person who posed as accused Banzon speaks most eloquently of his participation in the conspiracy,” the court said.

A former governor has been sentenced to 20 years for a ghost project.

The House of Representatives on Wednesday voted to expel Rep. Arnolfo Teves (Negros Oriental) over his continued absence from Congress and his recent designation as a terrorist by the Anti-Terrorism Council.

The House has given Teves the harshest disciplinary action possible after suspending him twice for his failure to face his colleagues in the lower chamber and for seeking political asylum outside the country.

The House ethics panel’s recommendation to expel Teves, which received 265 favorable votes, 0 negative votes and three abstentions, was based on a number of reasons related to his refusal to resume duties as a lawmaker.

Compared to the panel’s reasons for recommending Teves’ suspension – first on March 20 and then again on May 31 — the committee this time took into consideration Teves’ designation as a terrorist by the Anti-Terrorism Council in its decision. This “reflects the discredit on the House,” the panel stated in its committee report.

In particular, the House ethics panel said it arrived at its decision after it took “painstaking time and effort to inquire with several concerned national government agencies” that could detail recent developments with regard to Teves’ actions.

“And the main basis for this recommendation is his continuous absence without leave in the House of Representatives by his persistent pursuit of political asylum in Timor-Leste. This constitutes abandonment of Public Office and violation of his Oath of Office as House Member,” the committee report read.

Rep. Teves has been expelled from the House of Representatives.

A grenade explosion rocked the home of former Commission on Elections (Comelec) chairperson Sheriff Abas in Cotabato City.

No one was hurt in the incident but shrapnels hit a vehicle parked in the area, according to Bam Alegre's report on GMA Integrated News’ Unang Balita on Thursday.

Abas was not home when the blast occurred.

The family of Abas is clueless about the possible motive and the identity of the person who threw the grenade inside their home.

Authorities have already obtained the CCTV footage which captured the front of the house to help in the investigation.

The Cotabato City government and the brother of the ex-Comelec official, Bangsamoro deputy minister of health Zul Qarneyn Abas, offered P300,000 each for information that could lead to the arrest of perpetrators.

The chief of the Navotas City police has been sacked from his post after the Internal Affairs Services of the Philippine National Police found that he gave orders to conceal the involvement of 11 police officers over the fatal shooting of a minor.

The PNP-IAS said in a memorandum on Wednesday that Navotas police chief Allan Umipig "instructed the team leader of the operatives to exclude from their reports 11 police officers who were also involved in the fatal shooting of the 17-year-old Jerhode Jemboy Baltazar."

Umipig will be facing charges of dishonesty and command responsibility, while the 11 policemen who were “initially concealed” will be charged for “abandoning the victim and other possible violations of police operational procedures," according to the PNP.

This development comes two weeks after police shot Baltazar dead on August 2 in what they describe as a case of mistaken identity. 

The Navotas police chief has been sacked and will be charged with dishonesty for covering up the shooting of a 17 year old.

Journalists based in Bicol have condemned the chief of police of Iriga City in Camarines Sur for arresting and detaining a radio reporter, who allegedly accessed the police blotter without his permission.

The Bicol Press Club, BPC-Camarines Sur Chapter, Kapisanan ng mga Broadkaster sa Pilipinas-Camarines Sur Chapter and the National Union of Journalists of the Philippines-Albay Chapter criticized Iriga City police chief L.t Col. Ralph Jason Oida for arresting and detaining Jose Rizal  Pajarez of the Radyo Natin and dzRH-Bicol.

The incident happened on Aug. 2 at the city police station, and was made public only on Aug. 9.

Oida was relieved from his post on Aug. 10 as a result of the incident.

The BPC said Oida’s action not only undermined the integrity of law enforcement, but also jeopardized the public’s trust in the guardians of the people’s safety and security.

A cop has been relieved of duty after arresting a journalist for accessing the police blotter without his permission.

Cagayan Governor Manuel Mamba is facing detention in the House of Representatives for failing to attend its hearing on his alleged public spending violation during the election campaign period.

Antipolo 2nd District Representative Romeo Acop made the motion for Mamba’s detention order during Thursday’s joint hearing of the House committee on public accounts, and committee on suffrage and electoral reforms.

“Mr. Chair, may we respectfully move that Governor Mamba be detained pursuant to our rules and be meted out the penalty that is supposed to be meted out pursuant to our rules?” Acop asked the joint panel.

His request was approved.

Before this move, Acop made the motion to cite Mamba in contempt for his failure to attend the hearing for the past three months.

“Since the governor of Cagayan was not able to obey the processes of these two committees, in the spirit of the equitable provisions of the law, I move that we cite the governor of Cagayan for contempt,” said Acop.

The Governor of Cagayan is facing detention by the House for refusing to attend its hearing.

Coronavirus Lockdown: Return to Mass, Declining Public Interest, and More!

More news about how the COVID-19 pandemic in the Philippines is being handled by the public and the government.

The DOH has finally lifted the vaccination requirement for all international travelers. 


The Department of Health (DOH) on Wednesday lifted the COVID-19 vaccination certificate requirement for arriving international travelers.

According to the DOH through the Bureau of Quarantine (BOQ) in an advisory, all arriving international travelers are now accepted regardless of their vaccination status.

Meanwhile, the vaccination requirements of international travelers leaving the Philippines depend on the country of destination.

“It is highly recommended that the travelers should check on the requirements of the country that he or she is going,” the DOH reminded the public.

The BI has also revised their guidelines for international travelers and done away with all health protocols. 


The Bureau of Immigration (BI) has issued guidelines for international travelers' entry and exit in the light of the Malacañang decision to lift the nationwide Covid-19 health emergency.

In a statement, BI said Inbound foreign tourists and temporary visitors must present passports valid for at least six months and/or a valid visa, unless they are re entitled to visa-free entry.

Additionally, they should have a valid return ticket, unless they are foreign spouses, children of returning Filipinos, or former citizens with Balikbayan privileges.

Foreign immigrants and non-immigrants are required to present their ACR I-Card, except for holders of 9A visa (business) during both arrival and departure inspection.

Arriving Filipino and foreign passengers, as well as plane crew members, along with departing Filipinos, are mandated to register through the eTravel System (eTravel.gov.ph).

However, foreign dignitaries and their dependents, as well as 9E (foreign government officials), are exempt from electronic registration requirement.

This means the process for international travelers has returned to normal.

Apparently many Catholics have not yet decided to return to Mass. The Church is urging them to attend.

Manila Archbishop Jose Cardinal Advincula is encouraging the faithful to attend Mass and observe updated protocols for liturgical celebrations following the lifting of the COVID-19 public health emergency.

    In Circular No. 2023-61, Advincula urged Catholics "to return to the Sunday Eucharist with a purified heart, with renewed amazement, with an increased desire to meet the Lord, to be with him, to receive him and bring him to our brothers and sisters with the witness of a life full of faith, love, and hope."

    "For the vibrant faith of Filipino Catholics, it was unimaginable for us that we were not able to gather in our churches for the Eucharist because of restrictions. We were prevented from having the usual exuberant celebration of fiestas, Christmas and Holy Week because of the rise of COVID cases," he said. 

    Advincula reiterated the following protocols—optional wearing of face masks in churches, sanitation of hands for every church activity, the solemn giving of the sign of peace through a bow, handshake, kiss or embrace, and the acceptance of the holy communion. 

    The Circular also reminded priests who are principal celebrants of the Mass to wear proper vestments, and for parishes to open their adoration chapels.

It is unimaginable that people were prevented from going to Church at all during the pandemic but it happened.

COVID-19 jabs are being wasted due to declining public interest.

Wastage in the Philippines' COVID-19 vaccine supply is slowly rising due to the declining public interest, according to an expert.

This, after the Department of Health (DOH) recently announced that the bivalent vaccine, primarily targeted at healthcare workers and senior citizens, will be made available to the public due to its slow utilization and approaching expiration date.

Public health expert Dr. Tony Leachon said the continuous decline of public interest in getting inoculated has contributed to the alarming amount of vaccine wastage, citing misinformation, disinformation, problem with logistics, and not fast enough deployment from those handling them.

"The positivity rate has gone down as well, less than 5 percent, so ang cases ngayon mas mababa talaga siya. Since mababa 'yung positivity rate, tapos wala tayong supply rin, syempre tatabangan ka nang magpabakuna," he said.

The declining interest in getting vaccinated can be seen from some members of the general public as some express their reluctance in getting the bivalent jab or getting inoculated at all.

While the decline in public interest is "alarming," Leachon also emphasized the lack of a sense of urgency during the previous administration, which led to a large amount of vaccines expiring.

Meanwhile, DOH Secretary Ted Herbosa confirmed that the earlier mentioned bivalent vaccines' expiration dates were "extended."

"The vaccines are expiring sa September pa... so wala naman pong problem... July ang nasa manufacturing pero na-extend siya until September," Herbosa said.

In December 2022, the DOH revealed that the Philippines has already wasted 44 million doses, equivalent to 17.5% of the total supply.

It is also a waste of money. 

The DOF has admitted to over-borrowing to buy COVID-19 vaccines.

The Department of Finance (DOF) has confirmed that the government's borrowing for Covid-19 vaccine procurement surpassed the actual requirements, leading to the need to return some unutilized funds.

During the Senate briefing on the Proposed 2024 National Expenditure Program with the Development Budget Coordination Committee, Finance Secretary Benjamin E. Diokno said the government has ceased its borrowing activities for Covid-19 vaccines.

Diokno further revealed that it appears the previous administration had overestimated the vaccine needs of the country.

“Yun sa bakuna [for the vaccines], we stopped borrowing money for that. In fact, mag magsusuli pa tayo [we are returning funds],” Diokno said told the Senate briefing on Tuesday, Aug. 15.

“Meron po tayong mga unutilized loans sa Covid [we have unutilized loans in Covid], we are going to return them to ADB [Asian Development Bank] and to World Bank,” he added.

In a text message to Manila Bulletin, Diokno said the DOF is currently requesting the Department of Health (DOH) for the exact figure of unutilized vaccine loans.

In 2021, the Philippines was granted a cumulative loan amount of $2 billion by the World Bank, ADB, and the Asian Infrastructure Investment Bank to facilitate the country’s procurement of Covid-19 vaccines.

They have unused loans which will be returned so it's not a total strain on the debt.

President Marcos has admitted that  the government dispensed fake news during the pandemic. 


The dangers of fake news were exposed during the COVID-19 pandemic, President Ferdinand “Bongbong” Marcos Jr. saidduring the signing of the Memorandum of Understanding (MOU) of the government’s Media Information Literacy campaign on Monday.

Marcos said that fake news has infiltrated many facets of life and poses dangers. 

“It goes into every part of our lives. It becomes dangerous, it became dangerous during the pandemic because people were giving some very outrageous advice, and this was hurting other people,” said Marcos in his speech in Pasay City. 

While Marcos did not specify a specific scenario, his predecessor, Rodrigo Duterte, had said gasoline could be used as a disinfectant.

The Department of Health had to clarify that Duterte could have just made a joke.

“You would look, these people will say, ‘This is a thing that you can do.’ What they are saying can be ‘We’re pro-vax, anti-vax, wear your masks, don’t wear a mask. It’s a political statement.’ We were all confused, and there was very little that you could do to find out except to find out who these people were,” said Marcos. 

Marcos hoped that with the signing of the MOU, citizens, especially the youth, could be equipped with the tools to identify fake news. 

Some would say the entire pandemic was fake news as death rates were actually quite low and face masks never prevented infection.

Those who wish to take the 2023 Bar exam will no longer have to provide a negative COVID-19 result. 


The Supreme Court announced on Tuesday that 2023 Bar examinees are no longer required to present negative COVID-19 test results.

"Examinees are not required to present negative RT-PCR or antigen test results as a prerequisite for entry into their LTC," the Office of the 2023 Bar Chair said in the latest guidelines.

"While also not required, examinees are highly encouraged to be fully vaccinated against COVID-19," it added.

Meanwhile, examinees who exhibit symptoms during the security process or during the examinations will be assessed by the medical staff.

The examinees may be placed in isolated testing rooms, where they will be allowed to continue taking the test.

Though they are encouraged to be vaccinated. 

The DOT's budget has been reduced and some Congressmen say that is a bad thing since the government is trying to increase the number of tourists to pre-pandemic levels. 

Tourism Secretary Christina Frasco led DOT officials Tuesday, Aug. 15 in the briefing of the proposed P2.6-billion budget of the agency for next year before the House Committee on Appropriations. 

The figure is a significant drop from its budget of P3.4 billion under the 2023 General Appropriations Act (GAA). 

"I'm concerned with the decrease of the budget of the DOT, especially since as mentioned, P3.5 million visitors---while, of course it's higher than last year--but it's still far away from, our 2019 and pre-pandemic levels of 8.6 million tourists," Bagong Henerasyon (BH) Partyl-ist Rep. Bernadette Herrera said during the budget briefing. 

Herrera said that such budgetary decrease was "unwarranted" especially since DOT is still "chasing after" pre-pandemic levels in terms of tourism revenue. 

Bohol 1st district Rep. Edgar Chatto, a former chairman of the Committee on Tourism, expressed similar worries in light of the gains made by Frasco following the Covid-19 pandemic. 
It will take time to reach pre-pandemic levels and none of that has anything to do with the DOT's budget. There are many factors at hand such as people not having as much money and global inflation.

The God Culture: The Holy Spirit Challenge

In part 12 of The God Culture's Restoring Creation series Timothy Jay Schwab issued a challenge to show him a single verse saying that the Holy Spirit is a creator.

37:36 So, in the beginning Elohim created the heavens and the Earth. That Elohim is two, the father and the Son. Again, Holy Spirit's there but there's no scripture that ever attributes the Holy Spirit as a Creator. It's just not there. You can try to add it. You can try to say, you know, it's equated in some context somewhere. That's fine go ahead and do that but we don't, uh, we just don't placate those kinds of thinkings. We, we go with what the Bible says. Uh, so that's not his role. It just isn't, uh, in scripture. Uh, if it was His role then show us the scripture. Well you won't because it's not there.

Challenge met and accepted. Here is one verse that tells us God created the host of the Heavens by his Spirit.


The word translated breath is Ruach. That means this is the Holy Spirit.

End of story. But likely not because Tim is a hard hearted heretic who has evasions for everything even going so far as to say that the Holy Spirt is not actually eternal meaning without beginning.

Restoring Creation: Part 9: Is Darkness Evil? Or Good?

6:48 When you see the word eternal that does not mean they don't have a beginning understand that as well our spirits are eternal, right? But most certainly have a beginning. We were created, right? Angels are eternal but they have a creation point we're actually gonna cover that very clearly on the first day. Uh, it's just not there uh, you know so trying to take, again, a word, uh, out of its own definition, eternal doesn't mean they've lived forever it means they will live forever, umm it does not mean they don't have a beginning. So, they see that word eternal, uh, used in terms of the Ruach and then they assume Oh that means the Holy Spirt is also from before creation, right? Well actually no. No, it doesn't mean that and it doesn't say that.    

Can you hear what Tim is saying? He is saying the Holy Spirit, the Ruach Elohim, is a CREATION! He had a beginning. He is not eternal God. This is a direct response to a video I made contrasting Tim's doctrine that the Holy Spirt is not without beginning to what the Bible says in Hebrews 9:14.  

Contrary to this blasphemous teaching which denies the Holy Spirit is without beginning the Greek word translated eternal means exactly that!

Insurgency: No End in Sight

The AFP says the insurgency is practically over. The CPP-NPA says that is wrong. That bring me to this interview of Teddy Casiño of Bayan Muna.

Decades after the over 20-year regime of Ferdinand Marcos Sr. ended, Ferdinand Marcos Jr. was elected president and is now seeking an end to a communist insurgency that started in the first years of his father’s rule.

Looking back, it was in 1968, 1969 and 1973 when the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) was established as a breakaway group from the Partido Komunista ng Pilipinas.

Existing for over 50 years already, the communist insurgency in the Philippines is still far from over despite the declarations of the government, especially by the military, that the end to the world’s longest armed rebellion is already in sight.

Interesting. What is this analysis based on? 

However, activist Teodoro Casiño, who served as representative of Bayan Muna, said “if [Marcos Jr.] is really serious in forging a just and lasting peace, he should be ready to engage with peace advocates and see things from a different perspective.”

Casiño told INQUIRER.net via Viber that “the Marcos [Jr.] administration’s approach to the armed conflict follows the same hardline [and] fascist approach as [Rodrigo] Duterte’s.”

Casiño said the framework, patterned after the US Armed Forces’ counterinsurgency model, “expands the target of […] operations to include civilian communities, groups, and individuals working within the legal, parliamentary arena.”

“It also expands the scope of such operations to include the delivery or denial of government projects and services,” he said, stressing that “in a sense, it reduces governance to a counterinsurgency program.”

“Such an approach shuns peace negotiations as a means of resolving the armed conflict; denies the legitimacy of progressive causes, organizations and movements, most of which end up being vilified and red-tagged,” he said.

Casiño, chairperson of the Bagong Alyansang Makabayan, pointed out that the framework also leads to systematic and widespread violations of human rights and international humanitarian law.

Bayan Muna has been tagged as a communist front and far be it from me to support Teddy Casiño but he is saying what I have been saying for a while now. With the NTF-ELCAC program governance has  been reduced "to a counterinsurgency program." Taxpayers deserve government services like roads and electricity and using the NPA as an excuse to deny them is simply no good.

But let's continue. 

The all-out war waged by Duterte to seek an end to the communist insurgency, the government said, has led to the surrender of over 20,000 rebels. Most, however, were eventually questioned as supposedly forced or fake surrenders.

But the military insisted that the NPA is already dwindling, saying that as of July this year, out of 42,046 barangays in the Philippines, the NPA is only present in 200, down from 400.

The Armed Forces of the Philippines (AFP) also pointed out that the number of existing NPA guerrilla fronts, which should have at least three platoons and 100 armed combatants, already fell to 22, with only one considered “active.”

It said the NPA is now down to 1,800 armed combatants from 2,112 in 2022 and 25,000 in the 1980s. Last April, Jonathan Malaya, assistant director of the National Security Council, told One News that the insurgency will finally end in the next two years.

Despite these declarations, however, the CPP said the NPA currently has 110 guerrilla fronts all over the Philippines, saying that “we must continue to accumulate strength […] to bring the people’s war […] to the next higher level.”

The CPP stressed that “the NPA has adapted to the particular conditions of the country, achieving ‘great successes in carrying out guerrilla warfare, building guerrilla zones and base areas, and establishing Red political power covering vast areas in the countryside’.”

It said they remain completely “determined to carry forward” its protracted people’s war, which involves the gradual encirclement of cities from the countryside, carried out primarily by workers as its leading class and peasants as its main force.

Now it's she-said he-said between the NPA and the AFP. The AFP says there are only 22 active fronts while the NPA says they have 110 active fronts. Who to believe? Well, the NPA says they are accumulating strength "to bring the people's war to the next higher level" but what does that mean? 

How about killing cops?

Joint police and military forces are pursuing members of the New People’s Army (NPA) involved in the encounter that killed a police officer and wounded two others in a remote village of Calatrava, Negros Occidental on Wednesday.

Col. Leo Pamittan, provincial director of Negros Occidental Police Provincial Office (NOCPPO), said Thursday the operation is being conducted by personnel of the Philippine National Police Special Action Force and Regional Mobile Force Battalion and soldiers of the Philippine Army.

“Our hot pursuit operation is ongoing. They’re still there,” he added.

The NOCPPO has yet to release photos of the incident as of posting time.

Killed in action was Cpl. Jaime Nuñez while those wounded were deputy station chief, Capt. Jesus Alba, and Cpl. Dennis Nasis, all of the Calatrava Municipal Police Station.

The incident took place at Sitio Icogan, Barangay Minapasuk while the troops were on their way to serve arrest warrants against rebels identified as Darry Dayawan, who is facing a murder case, and Charity Amacan, who is charged with unlawful possession of an explosive.

Pamittan said the troops were passing through a secluded area when they encountered the rebels.

One PNP officer killed and two wounded. Did those cops have the impression that the NPA was weakening and hardly dangerous? 

Recently Sara Duterte has defended the DepEd's Confidential Intelligence Funds because of recruitment in schools.

“Education is intertwined with national security,” Vice President and Education Secretary Sara Duterte told reporters on Monday who asked her about the Department of Education’s (DepEd) request for the second year in a row for P150 million in confidential funds under its proposed 2024 budget of P758.59 billion.

“It’s very important that we mold children who are patriotic; children who will love our country and who will defend our country,” Duterte said on the sidelines of Brigada Eskwela’s national kickoff held in Tarlac province.

According to her, “very good surveillance and intelligence” were necessary to come up with solutions and ensure the success of the department’s projects and programs.

More recently, DepEd spokesperson Michael Poa said that confidential funds would be used to collect information on illegal recruitment in schools and stop such activities.

It sure would be nice to have real proof of the NPA recruiting in DepEd schools. If the NPA is weak with no leadership as the AFP claims how can they engage in recruitment? Likewise how can they recruit online?

Armed Forces of the Philippines (AFP) chief Gen. Romeo Brawner Jr. on Monday urged military personnel to be more vigilant in cyberspace to protect the youth from any radicalization attempts by communist insurgents.

He said this is in line with Republic Act 11188 or the Special Protection of Children in Situations of Armed Conflict in calling for enhanced capabilities and operations in cyberspace.

“With our focused military operations, we are confident that the continuous eradication of the communist terrorist groups will soon result in total victory and peace in our land. However, the enemies no longer stay in the highlands but are now emerging through cyberspace – radicalizing our youth,” Brawner said in a statement.

The AFP chief also urged pertinent military units to beef up their cyberspace capabilities to defend against this threat.

One such unit is the AFP Cyber Group also known as AFPCyG which celebrated its fifth founding anniversary last June.

The AFPCyG is also responsible for providing situational awareness and actionable intelligence for military and decision-makers aside and cyberspace operations.

“I encourage you to stay vigilant, strengthen our cyberspace capabilities, and further synchronize our operations within cyberspace realms,” Brawner said.

The insurgency is not ending anytime soon which means we could see the AFP fighting a two front war. The NPA on the Homefront and China in the WPS.

Armed Forces of the Philippines chief Gen. Romeo Brawner made this clear yesterday as the military prepares to resume deploying AFP ships to escort vessels carrying provisions for a Marine outpost in Ayungin (Second Thomas) Shoal.

A resupply mission on Aug. 5 was cut short after the CCG hosed down one of the civilian supply ships.

One of the vessels managed to slip past the Chinese blockade to unload provisions for the Filipino troops stationed on the grounded BRP Sierra Madre. Philippine Coast Guard (PCG) vessels were also involved in the aborted resupply mission.

Brawner said the Chinese apparently were careful about triggering open hostilities, hence their use of their coast guard – instead of their navy – in harassing Filipino civilian vessels. The CCG, however, is under China’s Central Military Commission and is not a civilian agency.

“So in fact, during that resupply mission, we had Navy ships behind the Coast Guard ships who were also behind the smaller boats that we used,” Brawner said on CNN Philippines on Wednesday.

He said an attack – even with water cannon – on a navy ship would be tantamount to “aggressive actions against a military ship and that could be interpreted as an act of war already.”

“The reason why we believe they used their Chinese Coast Guard ships is because of that, they want to act short of declaring war,” he explained.

“So all of these actions are considered actions in the gray zone. Meaning they are not really overt acts of war but lower than that,” Brawner said.

It's rather clear that China wants war. It's only a matter of time.

Shock! Senator Zubiri Now Believes It's Not Ok For China to Spy on the Philippine Military

In 2019 the Armed Forces of the Philippines entered a deal with a Chines-owned telcommunications firm Mislatel to install cell towers on their bases. The AFP was warned that his was a risky move which would compromise the security of the nation. Of course those in charge did not listen and the plan went through. Now Senator Zubiri wants those towers dismantled.

Senate President Juan Miguel Zubiri is planning to ask Armed Forces of the Philippines (AFP) Chief of Staff Gen. Romeo Brawner Jr. to remove cell towers built by Chinese companies within Philippine military bases.

In an interview over Radyo 630 on Friday, Zubiri pointed out that the cell towers may have an impact on the national security.

"You know there are [telecommunication company] telco towers by state-owned company of China that is located inside our military compound, in a military base, this happened during the last administration," Zubiri said.

"That's why I will meet Gen. Brawner, our AFP Chief of Staff to ask him to remove that because it might have CCTV where they can see if troops are coming out of the camp, we're doomed, right?" he added.

The AFP and the Mindanao Islamic Telephone Company (Mislatel) signed on September 2019 a memorandum of agreement allowing the new telco player to build its communications facilities in military camps and installations.

In the agreement, Mislatel “guarantees that the devices, equipment, and/or structures installed at the site provided by the AFP shall not be used to obtain classified information” as a measure to prevent electronic espionage.

The AFP will determine specific locations with its rental value for use of Mislatel in the installation and management of its communications sites without undermining the operations of affected military units.

Mislatel is also required to “furnish all equipment, labor, and materials necessary to effect the co-location of its facilities and shoulders all expenses in connection with or incidental to the co-location” and payment of all taxes, permits, licenses, and other charges.

The Mislatel consortium, which adopted the name Dito Telecommunity, is composed of Chelsea Logistics and Infrastructure Holdings Corp., Udenna Corp, and China Telecom.

China might have CCTV installed in these towers and pose a threat to the nation? What a turn from Zubiri who defended this deal back in 2019. He even said "it would be unfair to imply that China Telecom’s presence in Mislatel would be a national security concern."

Senate Majority Leader Juan Miguel Zubiri on Thursday downplayed concerns of potential security risks over the presence of a Chinese state-owned company in the consortium selected as the provisional new major telecommunications player in the country.

Appearing at the regular Kapihan sa Senado media forum, Zubiri said he sees no national security issues with China Telecom in play in the country’s telecommunications sector, citing the presence of other state-owned Chinese companies in other major sectors.

“National security concern, probably not because the National Grid Corporation of the Philippines (NGCP) is 40 percent owned by a state-owned Chinese company. They are doing their part in helping develop our energy sector,” he said.

The NGCP is majority-controlled by Henry Sy Jr. ,along with Robert Coyiuto Jr. of Prudential Guarantee and Assurance, with the State Grid Corporation of China (SGCC) as technical partner. It holds a 25-year concession to operate and manage the country's power transmission facilities.

The Mislatel consortium -- composed of Dennis Uy's Davao-based Udenna Corporation and its logistics arm, Chelsea Logistics Holdings, together with state-owned China Telecommunications, and the Mindanao Islamic Telephone Corporation, Inc. (Mislatel) -- was selected Wednesday as the country's provisional third major telco that would go against PLDT Inc. and Globe Telecom.

Zubiri said it would be unfair to imply that China Telecom’s presence in Mislatel would be a national security concern.

“I believe China Telecom is a publicly listed firm in mainland China. The books are open, they are transparent,” Zubiri said.

He stressed that what is important is that Mislatel lives up to its promises of better services, lower rates and faster Internet connectivity.

And now he wants to pull down these towers over security concerns? 

If Zubiri was a patriot and not a Duterte lapdog, Dennis Uy who backs Mislatel is a good friend of Duterte's, then Zubiri would have been against this deal from the beginning. It's not as if everyone wasn't warned.

The Philippine military is opening up its bases and camps to Chinese government presence by way of a telecommunication company’s cell sites – and it says that’s all right, despite warnings that it would leave itself vulnerable to spying.

On September 11, the Armed Forces of the Philippines (AFP) signed a memorandum of agreement with the Mindanao Islamic Telephone Company (Mislatel), allowing the company to “build facilities in military camps and installations,” on communication towers within AFP properties.

Mislatel, which has rebranded as “Dito Telecommunity (Dito),” is a consortium of Filipino businessman Dennis Uy’s holdings firm Udenna Corporation with a 35% stake, his listed company Chelsea Logistics with 25%, and the Chinese government-owned and -controlled China Telecom with 40%.

Why should this matter? This means the Chinese government, through China Telecom, has a 40% equity in Mislatel/Dito.

More than just a shareholder, China Telecom will be in charge of building Dito’s nationwide telecommunication infrastructure, as Uy admitted his companies have no such expertise or experience.

China Telecom, by its country’s law, is mandated to spy for its government. Chapter 1, Article 7 of China’s National Intelligence Law states, “Any organization or citizen shall support, assist, and cooperate with the state intelligence work in accordance with the law…”

Under President Rodrigo Duterte, the Philippines has moved closer to China. Duterte has downplayed his country’s international law-backed claim to sovereign rights in the West Philippine Sea in exchange for loans and pledges of financial cooperation. 

He agreed to joint exploration of the West Philippine Sea’s oil and gas reserves. He’s kept mum about China’s encroachment on Philippine waters, its abuses – even aggression – against Filipinos, especially fishermen. He has also allowed the entry of Chinese nationals working in the offshore gaming industry and Chinese-financed construction projects.

All this while Chinese coast guard and naval ships criss-cross and even patrol the West Philippine Sea nearly unchallenged. Besides a perfunctory, unimplementable order to drive these vessels out, Duterte has largely tolerated this, too.

Given this context, shouldn’t the deal with a China-backed telco raise concerns within the military itself? No, the AFP said, because they have “safeguards in place” and the telco’s equipment would be “separate” from the military’s. Exactly how they would see to this, the AFP’s top brass would not elaborate.

China Telecom is legally mandated to spy for China. That is not a secret. It is well known. And yet Zubiri, because he did not want to upset Duterte, said it was no big deal. The man is either ignorant or he willingly ignored that part about China Telecom being required to spy for China. Whatever the case Zubiri has shown his incompetence in this matter and his unfitness for office by supporting Mislatel.  

What changed his mind all of a sudden? China's increasing aggression in the WPS culminating recently in the blasting of a water canon at a ship sent to supply the Sierra Madre at Ayungin Shoal. That's the reason he gave for recommending China be shunned in all public infrastructure projects.

Senate President Juan Miguel Zubiri has urged the government not to award big-ticket infrastructure projects funded with Filipino taxpayers’ money to Chinese contractors and state-owned companies as their income would only be used to fund China’s bullying tactics in the West Philippine Sea (WPS).

“Why would we use Filipino taxpayers’ money to pay these state-owned companies? Then their income would go to China which uses them to pay their Navy and Coast Guard to harass us here. That is not right,” Zubiri said in a radio interview on Thursday night.

He said infrastructure projects should be given instead to “friendly” countries like Japan and Korea which have been providing development aid to the Philippines under the Korea International Cooperation Agency (KOICA) and the Japan International Cooperation Agency (JICA), respectively.

“We might as well give these projects to our neighbors who love us, to our friends who are helping us. South Korea and Japan are providing us with big foreign development aid” Zubiri said.

He also called on the Philippine government to build strong trade partnerships with other countries in view of his earlier suggestion to boycott Chinese products and companies in the Philippines as a sign of protest against China’s continued harassment in Philippine waters.

He pointed out that like Vietnam, the Philippines can execute trade agreements with other countries or enhance existing ones to compensate for Chinese products coming into the country.

He also urged Filipinos “to patronize locally produced agricultural products” - like onions and garlic from Ilocos Norte and other provinces, and vegetables from Cordillera, Bukidnon and the Visayas.

Zubiri however admitted that China has become our number one trade partner, but nevertheless remains optimistic that this can be overcome with the establishment of partnership with other neighboring countries and our entry to the Regional Comprehensive Economic Partnership (RCEP) Agreement.

According to available data, the value of Philippine exports to China stands at USD15.1 billion or PHP830.5 billion, comprising 16 percent of the country’s total exports.

The value of imports, meanwhile, is pegged at USD48.9 billion or PHP2.7 trillion, or 33.8 percent of the total imports. This means that the Philippines has a trade imbalance of USD33.8 billion in favor of China.

The Senate President has been very vocal in condemning China’s continued intrusion into Philippine territory, particularly the recent incident where Chinese Coast Guard vessels trailed, blocked and then trained water cannons at the Philippine Coast Guard on a supply run to BRP Sierra Madre in Ayungin Shoal.

It's a welcome change but that has come too late. Where was Zubiri during Duterte's presidency when he practically gave the country away to China? Where was Zubiri when Duterte called The Hague ruling a "piece of paper?" At this point it's too little too late. We heard all through the Duterte presidency that the Philippines cannot afford to go to war which was to miss the point entirely. The point is that the Philippines should be disengaging from China rather than treating them as a friend. If that had happened back in 2016 we might be in a different place but it did not and we are not. Zubiri's change of heart is too little too late.
