A lone assailant shot dead the assistant schools division superintendent of Sulu province while she was inside her office in Jolo town on Friday afternoon.

An initial report from Jolo municipal police station, identified the victim as Sonatria Dandun Gaspar assistant schools division for Sulu of the Ministry of Basic, Higher and Technical Education (MBHTE) in the Bangsamoro Autonomous Region in Muslim Mindanao (MBHTE-BARMM).

The gunman barged into the office of Gaspar in downtown Jolo shortly before 5 p.m. and shot her in the head.

The suspect then quickly fled the vicinity.

A police manhunt had been launched since Friday.

Mohagher Iqbal, BARMM education minister, strongly condemned the shooting of Gaspar.

“This senseless act of violence has left an indelible mark on the community and the education sector,” Iqbal said in a statement.

“We call for justice and an end to violence, urging authorities to ensure that those responsible for this crime are held accountable,” Iqbal added.

For padlocking a disputed property, several officials and personnel of the Mandaue City government are facing graft charges after the Office of the Ombudsman found probable cause to indict them for violating the Anti-Graft and Corrupt Practices Act. 

In a July 9, 2024 resolution, Graft Investigation and Prosecution Officer II Carl Vincent D. Sasuman ruled that the 27 named respondents and 24 unidentified individuals should be charged in court for violating Section 3(e) of Republic Act No. 3019.

The Ombudsman decision stemmed from the complaint filed by Maria Priscilla "Happy" Melendres and Maritoni Melendres who accused the respondents of illegal demolition and padlocking a property that they supposedly own in Barangay Paknaan.

The separate cases of arbitrary detention that the Melendreses filed were dismissed by the Ombudsman for lack of probable cause.

The complainants alleged that on May 3, 2023, city officials and personnel fenced their property on the basis of an undated Notice to Demolish.

The respondents allegedly padlocked two gates and restricted access to the property, preventing the complainants from freely entering or leaving.

Priscilla said the city officials had no legal authority to forcibly enter and secure the property without a court order.

The respondents, led by lawyer Julius Caesar Entise, the city’s assistant assessor, have filed a motion for reconsideration, asking the Ombudsman to reverse its decision. Entice said they were just doing their jobs when they implemented the demolition order.

The respondents added that the property was public land and that the Melendres family lacked fencing and building permits.

"We refute forcefully the allegations of Atty. Julius Caesar S. Entise in their Motion for Reconsideration," the complainants said in a statement.

The complainants pointed out that the Notice to Demolish did not come from the Mayor's Office but from the City Legal Office.

"The Ombudsman is correct in saying that respondents were not authorized to demolish, and that respondents took the law into their own hands. Now they should suffer the consequences of their own acts and face possible jail time," the complainants added.

The Sandiganbayan has sentenced a former official of the defunct Autonomous Region of Muslim Mindanao (ARMM) to up to 112 years imprisonment for 16 counts of corruption filed against him for irregularities in the procurement of office supplies in 2010.

In its 50-page decision dated Feb. 6, the anti-graft court's Sixth Division found former ARMM Department of Environment and Natural Resources (DENR) regional secretary Sultan Usman Tantao Sarangani guilty of conspiring with then regional accountant Nanayon Dibaratun in procuring office supplies and equipment from two firms, Iftizah Ayezah Enterprises and Ashley Ventures, both registered in the latter's name.

The procurement of the office supplies and equipment was split into 16 separate transactions with the two suppliers from March to May 2010, with repeated purchases of various equipment, furniture, computers, office supplies, photocopying machines and printers.

The court noted that in one of the transactions alone, the computers cost PHP596,985, which exceeds the maximum threshold for "shopping" as a mode of procurement under the law.

"The fact that the purchases of various office supplies and equipment were split into 16 separate transactions within three months -- a relatively short period -- shows the intent to circumvent the requirement of competitive bidding to favor Iftizah Ayezah Enterprises and Ashley Ventures. Had competitive bidding been conducted, other suppliers would have been given a chance to participate in the said procurements, and there was no guarantee that the contracts would be awarded to Iftizah Ayezah Enterprises and Ashley Ventures," the court said.

The court noted the situation showed the Sarangani’s and Dibaratun's manifest partiality, or the clear, notorious or plain inclination or predilection to favor Iftizah Ayezah Enterprises and Ashley Ventures,"

The court found Sarangani guilty beyond reasonable doubt of violation of Sec. 3 of Republic Act 3019 (Anti-Graft and Corrupt Practices Act) and sentenced him to up to seven years for each of the 16 counts in the cases.

He was also sentenced to perpetual disqualification from public office.

The court noted that had the cases not been dismissed as to Dibaratun by reason of her death, "she would have (also) been convicted of the said offenses."

Gunmen killed on Friday, February 7, an official of the Moro Islamic Liberation Front employed as a municipal chief of the Bangsamoro Land Transportation Office.

Johnson Endil was washing his sports utility vehicle parked outside of their residential yard in Sitio Amanah in Barangay Inug-ug in Pikit, Cotabato when two men approached him from behind, opened fire and immediately scampered away.

Investigators in the Pikit Municipal Police Station and officials of the Cotabato Provincial Police Office told reporters on Saturday, February 8, that Endil was declared dead on arrival in a hospital where he was brought by emergency responders for treatment.

Endil was the MILF’s secretary for the Ligawasan Area, covering Moro communities around Central Mindanao's 220,000-hectare Ligasawan Delta,

He was also the municipal chief for Pikit of the Bangsamoro Land Transportation Office, an agency under the Ministry of Transportation and Communications-Bangsamoro Autonomous Region in Muslim Mindanao.

Pikit is in Cotabato province in Region 12, but has more than 20 barangays that are part of BARMM's core territory.

BARMM Transportation and Communications Minister Paisalin Pangandaman Tago and directors of different agencies under him have condemned the atrocity and urged witnesses to help the police identify the people behind it.

“We are saddened by the death of a co-worker in the Bangsamoro government. We are wishing for an immediate resolution of the incident,” Tago said in a text message to reporters on Saturday afternoon.

Senior MILF officials occupying high positions in different BARMM ministries told reporters that Endil was partly instrumental in resolving in recent years many deadly clan wars in Pikit and in nearby towns where the front has enclaves now recognized as peace zones by the national government.

The Philippine National Police-Highway Patrol Group (PNP-HPG) on Monday relieved three HPG personnel for unauthorized use of the EDSA busway and allegedly ordered the traffic enforcers to stop the operations.

PNP-HPG spokesperson Lt. Nadame Malang confirmed this in a media phone interview but withheld the HPG personnel’s identity and ranks pending the results of the ongoing investigation and the possible filing of administrative charges.

In an earlier media interview at Camp Crame, Malang said HPG director Brig. Gen. Eleazar Matta had ordered a thorough investigation on the incident.

“The HPG leadership under director Brig. Gen. Eleazar Mata that he will not tolerate this kind of incident,” he said.

In a separate statement, the PNP-HPG clarified that PNP Chief Gen. Rommel Francisco Marbil had nothing to do with the incident.

“It is imperative to clarify that the name of PNP Chief Gen. Rommel Francisco D. Marbil has been unjustly associated with this matter,” the PNP-HPG statement read.

In a viral video, a PNP-HPG personnel was heard claiming that the PNP chief requested that the operations be suspended because it started to create traffic.

The PNP-HPG said the police has no intention of undermining the Department of Transportation’s Special Action and Intelligence Committee for Transportation’s (SAICT) mandate or dictating its operatives' actions.

“The PNP-HPG remains firmly committed to upholding the highest standards in the performance of its duties and responsibilities. This incident is both unfortunate and isolated, and we are implementing stringent measures to ensure that such occurrences do not happen again in the future,” it said.

“The PNP-HPG will not tolerate any actions that compromise the integrity of our institution or its leadership.”

The incident happened at around 7:45 a.m. on Feb. 7 along the Ortigas Northbound Flyover, EDSA Busway, according to the SAICT report.

The SAICT report said two vehicles and two police escorts riding in two HPG motorcycles have been flagged down for violating the rule on the use of EDSA busway.

It added a police officer “reacted aggressively and verbally confronted” the SAICT enforcer during the issuance of the ticket.

Two active police officers in Toledo City, Cebu are now facing murder charges over the death of a mendicant or locally known as libud-suroy.

The Central Visayas office of the National Bureau of Investigation (NBI-7) on Feb. 5 filed criminal and administrative cases against Patrolman Raymond Manipis and Police Master Sergeant Sepjanrey Roda.

Manipis and Roda were accused of beating to death a 59-year-old mendicant identified as Eliseo Rosento.

Rosento died last August 2024, with the cause of death initially reported as ‘fell on the pavement.’

However, the victim’s sister, Cristita Mahinay, doubted the report after discovering suspicious bruises on his body and wounds on his head, said lawyer Renan Oliva, NBI-7 director, during a press conference on Feb. 11.

This prompted Mahinay to file a complaint, which led the agency to conduct deeper investigation into Rosento’s death.

Both Manipis and Roda denied the accusations hurled against them, Oliva added.

Last November, agents managed to exhume the body and do an autopsy, with the coroner indicating that Rosento died due to traumatic head injury.

Further investigations revealed that on August 26, 2024, several witnesses spotted Manipis and Roda assaulting Rosento multiple times in Toledo City Catholic Cemetery.

Another set of witnesses also told investigators that they saw the same two police officers beating the victim another time near a gasoline station in Brgy. Poblacion on that same day.

As to the motive behind the attack, however, NBI-7 continue to conduct investigation into the case.

“We already coordinated with the (accused) policemen but they denied all the evidence presented against them,” said Oliva.

In the meantime, the NBI-7 official said they had already coordinated with the Police Regional Office here (PRO-7) to assure that the relationship between the two government bureaus remain intact despite this development.

“We believe this is just an isolated case — isolated acts,” said Oliva in a mix of Cebuano and English.

Nine members of the Taguig Police were relieved from their duties after a viral video showed cops entering a home, shoving a woman, and trying to arrest a young man. 

The post originally made by a certain Cloe Amore on Facebook that became viral. 

In one CCTV footage dated Feb. 9, the Taguig cops entered the home in Barangay Napindan and tried to apprehend a young man. One police officer is seen showing the mother a document. He then got her cell phone and shoved her. He also got the cell phone of a young woman. 

The Southern Police District (SPD), which supervises the Taguig Police, issued a statement on Feb. 11. 

“The Taguig City Police Station is conducting a thorough and impartial investigation following serious allegations raised in a viral Facebook post by Cloe Amore,” the SPD said. 

Col. Joey Goforth is the chief of Taguig Police. 

It added, “The post contains video footage and accusations of unauthorized searches, damage to property, and mistreatment of residents during a police operation in Brgy. Napindan, Taguig City.” 

According to the SPD, Brig. Gen. Manuel Abrugena “condemns any form of misconduct and swiftly acted to ensure a fair investigation.” 

“Nine police officers assigned to Sub-Station 5, including their commander, have been immediately relieved from their duties and reassigned to the Admin Holding Section of Taguig CPS while the investigation is underway,” it said. 

The SPD added, “Additionally, the officers involved will undergo a pre-charge investigation. We urge witnesses or anyone with relevant information to step forward and cooperate with the investigation.  The Southern Police District assures the public that due process will be strictly followed, and if warranted, appropriate disciplinary actions will be instituted.”

The National Capital Region Police Office (NCRPO) also issued a statement, saying, “The NCRPO will be merciless against erring police personnel who will be proven to have committed human rights abuses and other irregularities in the recent incident in Taguig City, going viral in social media.” 

“We reiterate: NCRPO does not and will not tolerate any misconduct or abuse of power by any member of the police force. Strict adherence to the police procedures and observance of the rule of law are non-negotiable and any transgression will be dealt with severely,” it said. 

It added. “A comprehensive but swift investigation is ongoing to determine the facts and circumstances surrounding the case, identify police personnel who abused their authority, police procedures violated and to institute more effective measures to avoid these kind of incidents in the future.”

“Those who abused their authority and committed violations of the Police Operational Procedures will be dismissed from the service, demoted or suspended, depending on the result of the investigation, strictly observing due process of law for all parties involved,” it said. 

The NCRPO said criminal cases will be filed.  

“The firearms of the personnel involved in the operations were also deposited to their unit assignments. There is no room for abuses in NCRPO and we will ensure that justice will be served. NCRPO assures the public of our strong and uncompromising adherence to the rule of law, transparency and professionalism,” the NCRPO said.

Graft and other criminal complaints were filed against House Speaker Martin Romualdez and other lawmakers before the Office of the Ombudsman on Monday for the alleged P241 billion worth of “insertions” in the 2025 national budget.

Former House Speaker Pantaleon Alvarez, lawyers Ferdinand Topacio and Virgilio Garcia, along with PDP-Laban senatorial candidate Atty. Jimmy Bondoc — allies of former President Rodrigo Duterte — led the filing of 12 counts of falsification of legislative documents and 12 counts of graft against Romualdez, and the following lawmakers:

  • House Majority Leader Manuel Jose Dalipe
  • Former House appropriations committee chairperson and Ako Bicol Party-list Representative Zaldy Co
  • Acting appropriations committee chair Marikina 2nd District Rep. Stella Quimbo

Two others were referred to as “John Doe” and “Jane Doe” in the complaint sheet. They also face the same complaints for alleged violation of Article 170 of the Revised Penal Code and Section 3(e) of Republic Act No. 3019 or the Anti-Graft and Corrupt Practices Act.

In explaining the grounds of the complaints, Topacio said the alleged “insertions” in the national budget reportedly occurred 12 times based on the bicameral report.

He further said that they based the complaints on the bicameral report.

“Well, that’s why it’s 12 counts because they filled in the blanks 12 times. The one that was approved by bicam has zero on it. It should be zero when it comes to the president, it can’t be changed unless there’s a typographical error, mistake in spelling, formatting or wrong grammar,” he said in Filipino.

“You can’t put zero and make it P90 billion or P80 billion, even P10,000 or P1. It’s just zero. So we counted 12 times of such insertion,” he added.

In response, Dalipe reiterated that the approval of the 2025 General Appropriations Bill (GAB) “is not an act of wrongdoing but a constitutional duty of Congress.” 

“The national budget is the lifeblood of government operations, ensuring the delivery of essential services and the implementation of vital projects for the Filipino people. It is important to emphasize that the passage of the General Appropriations Act (GAA) is not solely the action of the House of Representatives,” he said in a statement.

“It undergoes thorough deliberations and scrutiny by Congress before it is transmitted to the President for final approval. This process adheres to the checks and balances enshrined in our Constitution, ensuring transparency, accountability, and fiscal responsibility,” he added. 

Dalipe likewise questioned the timing of the complaints, which he said raises suspicions that “they are merely retaliatory tactics aimed at deflecting attention from the real issue: the proper and lawful use of taxpayer money.”

“More telling is the involvement of former Speaker Pantaleon Alvarez as one of the complainants. As a sitting member of the House during the deliberations of the 2025 General Appropriations Bill, he had every opportunity to raise objections, question allocations, and point out any supposed infirmities during plenary discussions,” he pointed out. 

“Yet, he did not. His silence during the legislative process, and his sudden emergence as a complainant, only reinforces the fact that these accusations are not grounded on actual violations but are politically motivated attacks meant to discredit the House leadership,” he added. 

Two weeks ago, Quimbo reiterated that the 2025 General Appropriations Act (GAA) is legal, as the allocations on the then-proposed budget were already decided by the bicameral conference committee members before the House of Representatives and the Senate ratified the report.

She said technical staffers of the House and Senate can make changes as long as they are ministerial, noting that these are merely “calculator activity.”

On January 27, former Executive Secretary Victor Rodriguez and Davao City Rep. Isidro Ungab filed a petition for certiorari and prohibition, asking the Supreme Court to declare Republic Act No. 12116, or the GAA of 2025, as “unconstitutional.”

The issue started after Duterte and Ungab, who was a former appropriations panel head, raised concerns about blank items in the 2025 budget.

Graft and other criminal complaints were filed against House Speaker Martin Romualdez and other lawmakers before the Office of the Ombudsman on Monday for the alleged P241 billion worth of “insertions” in the 2025 national budget.

The National Bureau of Investigation (NBI) on Wednesday filed grave threats and inciting to sedition charges against Vice President Sara Duterte before the Department of Justice (DOJ).

In a press briefing, NBI Director Jaime Santiago said the cases were filed in connection with Duterte’s previous remarks that she hired someone to kill President Ferdinand Marcos Jr., First Lady Liza Araneta-Marcos, and House Speaker Martin Romualdez if the supposed assassination plot against her were to succeed.

Santiago said the recommendation for the filing of the case came after a thorough evaluation, even as Duterte skipped two invitations from the NBI to attend the investigation in November and December last year.

He said it will be up to the vice president to opt to answer the charges before the prosecutors who will decide whether to file cases before the courts.

Depende po sa prosecutor’s office, kung gusto niya magpunta, kung hindi, nasa kanya po yun (It depends on the proceedings at the prosecutor’s office, whether she wants to go or not will be up to her),” Santiago said.

“All cases filed by law enforcement officers shall be filed before the prosecutor’s office, and the prosecutor’s office shall conduct a preliminary investigation whether to file or not. They may decide to summon VP Sara or witnesses."

The NBI chief said this is in line with a recent directive requiring prosecutors to pursue only charges that have a reasonable degree of likelihood to result in conviction.

Santiago also admitted that they have yet to identify the supposed assassin.

Meanwhile, Chief State Prosecutor Richard Anthony Fadullon said the National Prosecution Service would be evaluating the complaint.

“Pending the results of the evaluation, we cannot say anything more for now in order not to preempt the results and prejudice the rights of any party,” he said.

Meanwhile, the Department of Justice (DOJ) said under Department Circular No. 20, the investigating prosecutors must determine whether based on the evidence, there is a prima facie case with reasonable certainty of conviction.

“A prima facie case is established by such evidence which if left uncontroverted, shall be sufficient to establish all the elements of the crime. The process will undergo case build up as needed to assure that there is sufficient evidence and that the respondent is not unduly haled to court,” the DOJ said in a statement.

It said the process involves requiring the respondent to submit a counter-affidavit, reviewing the evidence from both parties, and assessing whether the case meets the higher threshold of evidence for filing in court, or whether the case should be dismissed for lack of evidence.

“The crime of Grave Threats penalizes statements that create real and imminent danger to specific persons, regardless of whether actual harm occurs. The Supreme Court has ruled that what matters is the intent behind the words -- whether they were meant to convey a serious threat or instill fear. It is not necessary that the recipient actually feels intimidated or takes the words seriously; what is crucial is that the statement was made with the purpose of creating intimidation or fear. This is what the prosecutors will evaluate based on the evidence presented,” the DOJ explained.

On the other hand, the DOJ said the crime of inciting to sedition penalizes statements that pose a real and imminent threat to public order, regardless of whether actual unrest occurs.

“While freedom of speech is protected, the Supreme Court has consistently ruled that it does not extend to speech that incites violence, rebellion, or disorder. The law does not require that an unlawful act be carried out -- only that the statement was made with the intent to stir public unrest or disrupt stability. This is what the prosecutors will evaluate based on the evidence presented.”

The DOJ assured that it remains committed to upholding the rule of law and ensuring that due process is strictly followed in all legal proceedings.

The National Bureau of Investigation on Wednesday filed grave threats and inciting to sedition charges against Vice President Sara Duterte before the Department of Justice.

A gubernatorial candidate in the province of Guimaras was arrested for allegedly name-dropping First Lady Liza Araneta-Marcos when she demanded a huge sum of money from a local businessman in exchange for fast approval of an application for the opening of an emission testing center.

Police Brig. Gen. Nicolas Torre III, director of the Criminal Investigation and Detection Group (CIDG), said the arrested suspect, whom he only identified as Maggie, even claimed to be a first cousin of the First Lady to the victim.  

Torre said the entrapment operation conducted at around 4 p.m. on Tuesday, Feb. 11, Barangay Sabang in Sibunag town also resulted in the arrest of two members of the Philippine Coast Guard (PCG) who were found to be acting as security escort of the gubernatorial candidate. 

Based on the investigation, Maggie claimed to the victim that she could secure fast approval of applications for government projects due to her connection to the First lady.

When the victim said that he is interested in opening a Private Motor Vehicle Inspection Center (PMVIC) emission testing, Maggie said she could secure fast approval at the Department of Transportation if he would pay her P800,000.

On Sept. 26, Torre said the complainant paid P400,000 to the suspect  to secure the  emission testing project. 

“However, after delivering the money, the respondent failed to fulfill her promise and despite repeated personal requests through mutual friends, the respondent failed and refused to return the money or show proof of payments,” said Torre. 

Last week, Torre said Maggie contacted the complainant again and told him that he should pay her the balance of P400,000 to secure the approval. 

The victim then sought the assistance of the CIDG after verification from the DOTr. 

During the entrapment, Torre said Maggie and another companion were arrested after receiving the marked money. The two PCG personnel were also collared and yielded two handguns.

Torre said all the four arrested suspects were already charged at the Provincial Prosecutor’s Office of Guimaras.

A gubernatorial candidate and her two Philippine Coast Guard security escorts have been arrested for swindling.

President Ferdinand “Bongbong” Marcos Jr. expressed his gratitude towards the outgoing Thai Ambassador to the Philippines Tull Traisorat enhancing bilateral ties between the Philippines and Thailand.

In Trasorat’s farewell call to the President, Marcos noted the cooperation between Manila and Bangkok especially the post-pandemic recovery as well as the significant progress in exchanging economic policies, and diplomatic engagements.

“I’d like to take this opportunity to thank you for everything you have done to bring our countries closer. Thailand and the Philippines have forged many new agreements and many new alliances in the past years,” Marcos said.

For his part, the Thai diplomat said he appreciated a “very fruitful and rewarding” time in the country.

The two neighboring countries have signed 54 bilateral agreements covering various sectors, including air services, agriculture, the abolition of entry visas, tourism and technical, scientific and cultural cooperation. 

In addition, both countries also agreed on illicit trafficking prevention, trade and industry, and defense logistics.

In 2023, Thailand was one of the Philippines’ key trade partners, ranking as the seventh-largest trading partner, eighth-largest export market, and sixth-largest import supplier.

Total trade between the two nations in 2023 amounted to $10.81 billion, with $2.93 billion in Philippine exports and $7.87 billion in imports. That same year, remittances from overseas Filipino workers in Thailand reached $64.72 million. As of October 2023, there were 32,950 Filipinos living and working in Thailand.

In 2025, the Philippines and Thailand will celebrate 76 years of diplomatic ties. The two countries established diplomatic relations on 14 June 1949.

Trade is certianly a big factor in the recovery but likely so is tourism.

The Philippines remains as a key tourism market for Hong Kong as it attracts some 1.2 million Filipino travelers in 2024, the highest among its visitors from Southeast Asia.

The Hong Kong Tourism Board (HKTB) said this number makes up nearly half of the 2.4 million arrivals it received from the region.

“This is a record-breaking achievement and we are thrilled to know that Hong Kong last year is the top travel destination for the Filipinos,” HKTB executive director Dane Cheng said during a reception in Taguig City on Wednesday night.

“As we look forward to 2025, we have no intention of slowing down —we remain committed to staying one step ahead and providing visitors with a million reasons to explore Hong Kong,” he added.

The HKTB said Southeast Asia is Hong Kong’s fastest-recovering visitor source market, which has shown robust growth since the city fully reopened to international travelers. In 2024, visitor numbers from the region rebounded to around 95 percent of pre-pandemic levels.

Last November, Hong Kong welcomed its one millionth visitor from the Philippines, Miguel Linao, along with his wife Ana and their three children.

Also present at the reception, Miguel shared that his family had been a repeat visitor of the city even prior to the pandemic, describing it as a destination that “has something for everyone”.

“My wife and I, we love the food and the modern vibe of Hong Kong. And then for our kids, of course, there's the theme parks. So, we just walk around the city endlessly, get lost in the city, but then it's also easy to find your way back,” he said.

“We also find Hong Kong to be home of one of the best culinary experiences in the world. There are so many restaurants to choose from —So, there's something for everyone. And I think we have barely scratched the surface."

But as has been previously noted not many Chinese are making their way to the Philippines. 

Business groups are opposing a proposed 200 peso daily wage hike. One reason they cite is econmic hardships due to the pademic!

More business groups have come forward to oppose plans to legislate a P200 wage hike, signaling a growing disapproval from a wide range of industries in the country.

A joint letter signed by ten major trade organizations dated Feb. 4 was sent to House of Representatives labor committee Chair Juan Fidel Felipe Nograles voicing their “strong opposition” to the proposed law on an across-the-board wage hike that was recently approved.

“While we acknowledge and respect the desire to improve the welfare of workers, we believe that the sweeping nature of this proposal will have devastating effects on business owners, particularly small and micro enterprises, and the Philippine economy in its entirety,” the letter read.

The business groups which signed the letter include the Employers Confederation of the Philippines, Philippine Chamber of Commerce and Industry, Philippine Exporters Confederation, Philippine Hotel Owners Association, Philippine Association of Legitimate Service Contractors, Philippine Retailers Association, Federation of Filipino-Chinese Chambers of Commerce and Industry, Philippine Constructors Association, People Management Association of the Philippines, and the Semiconductor and Electronics Industries in the Philippines.

Micro, small and medium enterprises (MSMEs) “are already struggling with rising operational costs, limited access to credit, and the ongoing challenges posed by economic instability, including the aftermath of the COVID-19 pandemic and inflation,” the letter read.

“Mandating a blanket wage increase of P200 a day will disproportionately burden these businesses, many of which are operating with slim margins and lack the financial flexibility to absorb such a significant increase in labor costs,” it added.

How ironic seeing as the wage hike is needed because of "the aftermath of the COVID-19 pandemic and inflation!"

The COVID-19 pandemic has been over for years yet PhilHealth is still paying billions in COVID claims.

Despite pandemic restrictions being lifted in July 2023, total reimbursements for COVID-19-related claims reached P6.79 billion last year, according to the Philippine Health Insurance Corp. (PhilHealth).

About 517,977 COVID-19 patients were covered, based on PhilHealth data.

Of the amount, P5.691 billion (29,566 claims) was paid for inpatient care.

About P2.10 billion was paid for critical pneumonia – adult and pediatric; severe pneumonia – adult and pediatric, P1.57 billion; moderate pneumonia, P1.61 billion, and mild pneumonia – elderly or with comorbidities, P322.8 million.

Full financial risk protection for health workers is also included under inpatient care, amounting to P62.6 million, while intermediate package – severe and critical pneumonia –  totaled P2 million and intermediate package – moderate pneumonia – P1.1 million.

For COVID-19 testing of 482,909 PhilHealth members, the state health insurer paid P988 million.

As to isolation measures, PhilHealth paid P118 million representing 5,502 claims.

Members can still avail themselves of COVID-19 benefit packages in accredited health facilities, PhilHealth said.

In November last year, PhilHealth implemented an increase in COVID-19 benefit packages.

President Marcos lifted the state of public health emergency in July 2023.

Note that none of these claims are for COVID alone. They are all for pneumonia which has been exacerbated by COVID.

No Kidding!

There is a lot of work to be done in the Philippines to make it a functional nation. Many of these things are very obvious. Hence the title of this article, "No Kidding!"

First a rather astute observation from the Office of Civil Defense. Undersecretary Ariel Nepomuceno says the building code must be strictly implemented.

Office of Civil Defense (OCD) administrator Undersecretary Ariel Nepomuceno reiterated his call for a more stringent enforcement of the National Building Code and the cessation of construction in prohibited areas of the country, to greatly enhance the Philippines' earthquake preparedness.

In a statement Wednesday, Nepomuceno said these steps are crucial in mitigating the impact of the "Big One" or the anticipated 7.2 magnitude that could devastate Metro Manila and surrounding provinces, potentially resulting in 30,000 to 50,000 fatalities.

“We have sufficient laws in place regarding the Building Code, but the challenge lies in their implementation,” Nepomuceno said.

He also stressed the importance of avoiding construction works in prohibited or restricted areas which have been identified as vulnerable to hazards based on scientific assessments.

The OCD chief also highlighted that while safety tips and earthquake drills are vital for promoting disaster resilience, its effectiveness diminishes if the structures in which people reside are inadequately built.

“The ‘duck, cover, and hold’ exercise is important, but we must also adopt proactive measures,” he said, noting that this approach is reactive. "We need to ensure that our buildings and facilities can withstand significant earthquakes.”

The OCD chief earlier expressed concern that the Philippines is currently not adequately prepared for the "Big One."

He pointed out that the West Valley Fault, which has not experienced a major earthquake since 1658 -- 366 years ago -- is due for movement.

“The West Valley Fault system is just one of six active fault systems in the country,” he warned.

Buildings need to be able to withstand earthquakes? No kidding! But we all know structures in the Philippines are plagued with substandard materials. He says the challenge lies in implementing the building code but really the challenge is making anyone care enough to implement the code. Without a will there is no way. 

The second moment of clarity is from the DepEd and National Electrification Administration who both say it is imperative schools are hooked up to the electric grid.

The Department of Education (DepEd) on Wednesday partnered with the National Electrification Administration (NEA) to electrify last mile schools in the country.

In a speech, DepEd Secretary Sonny Angara underscored the urgency to secure the partnership to ensure the learner’s welfare amid the Marcos administration’s electrification programs for off-grid schools.

“Now power is a basic (need), if we don’t have power, we are nothing. That’s why what we are granting today is not just electricity, not just light, but we are giving hope to our fellow countrymen,” he said ahead of the signing of memorandum of agreement (MOA) with NEA.

Angara earlier said there are around 1,500 public schools that still need access to electricity.

Most of these schools are in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), and the provinces of North Cotabato, Palawan, Cebu, Zamboanga del Sur, and Negros Oriental.

Under the MOA, the DepEd will release funds from its electrification of off-grid schools project, while NEA will design solar power systems to be procured considering parameters and specifications needed for last mile schools.

The DepEd has around PHP1.295 billion in funds for the electrification project, particularly for the purchase and installation of solar power systems.

For his part, NEA Administrator Antonio Mariano Almeda said electrifying off-grid public schools is a “minimum” requirement to ensure modernized quality education.

“The digital age has introduced modern ways of learning and teaching which are heavily reliant on access to electricity. Our schools ideally must have electricity for access to modern teaching tools like the internet,” he said in a separate speech.

“It is, however, obvious that not all public schools, particularly our last mile schools, have the same access to electricity. This is a disservice to our learners and hardworking teachers,” he added.

Energy Secretary Rafael Popo Lotilla, who witnessed the MOA signing, expressed full support for the administration’s interagency partnerships.

“The signing of this agreement is the very demonstration of our shared resolve to illuminate every classroom, help every teacher, and unlock the full potential of our learners,” he said.

Lotilla, however, said the country needs around PHP85 billion to PHP100 billion funds to achieve the administration’s electrification targets by 2028, benefitting not only the household levels but also schools.

“But as of this, the average budget has only been PHP2 (billion) to PHP3 billion a year, and therefore, we have a long way to go. So we are looking at ways and means to achieve the total electrification goal,” he said.

Power is a basic need in the Year of Our Lord 2025? No kidding! It is rather sad that there are communities which are not connected to the grid at this late date. Even so children have been learning for millennia without relying on electricity. There is a bigger problem at hand if lack of electricity is holding back Filipino students.

Insurgency: Closer to Communist-Free Status

According to the AFP the Western and Central Visayas are inching closer to communist-free status. The problem is dealing with isolated groups of remnants.

Brig. Gen. Michael Samson, the new chief of the 3rd Infantry Division of the Philippine Army, said Western and Central Visayas are inching closer to becoming free from the New People’s Army (NPA).

“But before we could finally declare Western Visayas and Central Visayas as communist insurgency-free, we have to first deal with the remnants of a group of isolated armed rebels who survive by hiding and evading out pursuing government troops,” said Samson after taking command of the 3rd ID after the retirement of Major Gen. Marion Sison.

Samson, during his tenure as commander of the 301st Infantry Brigade in Panay Island, dismantled the 

Southern Front Committee in Panay Island operating in the southern portion of Iloilo province and Antique.

His leadership at the 301st IB also toppled the NPA Central Front Committee in Capiz, Aklan, and Iloilo.

With a bigger scope as 3rd ID commander, Samson said it is crucial to continue the gains against the NPA in other parts of the two regions such as Negros Island, Cebu, and Bohol.

Samson said  that their combat operations against the NPA is not to kill.

“We want to pressure them to give up the armed struggle and make them realize that fighting the government is useless and futile. We want them to go back to mainstream society as productive citizens of this country,” Samson said. 

This is an incredible admission. The AFP says "their combat operations against the NPA is not to kill." What is the point of combat if not to kill? "Pressuring them to give up the armed struggle" is part of psychological operations, NOT combat operations. The NPA sure doesn't have any trouble killing AFP soldiers.

Matuguinao, Samar Mayor Aran Boller condemned the death of a soldier in an encounter with the New People’s Army in the hinterlands of Barangay San Roque, Matuguinao recently.

Killed-in-action was Corporal Bobby Barocaboc.

He was deployed as part of the Alpha Company of the 19th Infantry Battalion securing Barangay San Roque to facilitate the delivery of social and basic services in the community considered a Geographically Isolated and Disadvantaged Area. Troops engaged about 10 communist rebels.

"I challenge you, if you really are for the people and genuine to your goal, then you should support the government in its pursuit for just and lasting peace," Boller said.

Major Gen. Adonis Ariel Orio, head of the 8th Infantry Division, condoled with the family of Barocaboc.

"Corporal Barocaboc has paid an ultimate sacrifice for the people of Eastern Visayas. His death fuels us to continue what we have started."

Orio  assured that they will never cease in pursuing the remaining insurgents to achieve lasting peace and progress in the community.

But even though the AFP's combat operations are not meant to be deadly they can end in death.

Two New People’s Army rebels were killed and an arms cache was seized in an encounter with the military in Barangay Santo Niño, Paranas, Samar, on Wednesday, Feb. 5.

Troops launched an operation after residents reported a group of armed men conducting extortion activities in the area.

The first clash erupted at around 5 a.m. when the 33rd Special Forces Company engaged members of the Yakal Platoon of the  Eastern Visayas Regional Party Committee.

The communist rebels fled but three hours later at around 8 a.m., troops from the 87th Infantry Battalion encountered them, triggering a three-minute gun battle where two guerillas were killed and an M16 rifle, a caliber .45 pistol, two anti-personnel mines, a rifle grenade, assorted magazines, and ammunition were recovered.

Brig. Gen.  Lenart Lelina, commander of the 801st Infantry Brigade, condoled with the families of the slain rebels.

He urged their comrades  to surrender and embrace the government's reintegration programs for a more peaceful and progressive future. 

Major Gen. Adonis Ariel Orio of the 8th Infantry Division attributed the success of the operation to the community's concern and eagerness to assist the government in eradicating the NPA  in Samar.

"This is our strong response to the wishes of our people to be free from the continuous threats of the remaining terrorists. We will continue to scour every mountain of Eastern Visayas until we get rid of the last CTG member,” Orio said. 

The AFP was so sad they killed these rebels they sent a Brigadier General to condole with their families. How touching. Maybe the families received some benefits? 

The 232 ex-rebels who surrendered in Davao de Orio are going to receive many benefits from the Philippine taxpayer.

The Philippine Army’s 10th Infantry Division presented 232 former New People’s Army (NPA) members during a public event at their headquarters here Thursday, marking a significant step towards peace in the region.

The group included 189 regular NPA members and 43 members of the Milisya ng Bayan (People’s Militia). They also surrendered 31 high-powered and 43 low-powered firearms.

Special Assistant to the President Antonio Ernesto Lagdameo Jr., the event’s guest of honor, praised the former rebels, now referred to as "friends rescued," for choosing peace.

“It is a great honor to meet you all today as we celebrate an important step toward peace and harmony. We are not just celebrating success but also valuing the change in each of your lives and our community,” Lagdameo said.

He conveyed President Ferdinand R. Marcos Jr.’s gratitude to all those involved in the achievement, emphasizing that true peace is built on unity, understanding, and cooperation.

“This reminds us that success is not just for the few but for everyone. True peace is not just the absence of chaos but the presence of unity,” he added.

The former rebels will be enrolled in the government’s Enhanced Comprehensive Local Integration Program (E-CLIP), which supports their reintegration into society and provides opportunities to rebuild their lives.

Lagdameo highlighted that the mass surrender demonstrates the effectiveness of the government’s peace programs and the strong collaboration between national and local agencies, the military, and communities.

One of the former rebels, alias "Dinesa," shared her experiences, recalling the hardships she faced while in the NPA. She said her husband joined the armed struggle first and persuaded her to follow.

“I realized it was all wrong. When our children were sick, we couldn’t even bring them to the hospital,” she said in the vernacular.

Dinesa vowed never to return to the armed struggle, acknowledging that it offered no future for her family.

If only 189 were actually NPA members then how many NPA rebels are left? At last count approximately 1,500 remained.

The AFP has warned voters against electing insurgents. It turns out that one party-list nominee is not only a former NPA commander but is also wanted for a murder committed in 1992. At least the warrant of arrest is dated 1992.

Magsasaka party-list member Lejun dela Cruz was arrested in Pasig City on Sunday because of a murder case as the Philippine National Police (PNP) refuted allegations of abduction and assassination tries.

In a press briefing at Camp Crame in Quezon City on Monday, PNP spokesperson Brig. Gen. Jean Fajardo said officers arrested dela Cruz armed with an arrest warrant for murder issued by a Las Piñas court in 1992.

The police attempted to arrest the former commander of the Alex Boncayao Brigade, which is the urban assassination unit of the communist New People’s Army, but he attempted to escape. The chase ended in Pasig.

Dela Cruz’s camp said he was forced to flee after the police officers, who were not in proper uniform, tried to accost him and even fired shots at him.

Fajardo said it should be dela Cruz who needs to explain as his escape attempt damaged four vehicles and a motorcycle.

"There is no truth to the assassination attempt against the life of Mr. dela Cruz. On the contrary it was him who poked a gun at and bumped one of our police officers who is now confined. The officer has a fracture in the pelvis after he was bumped by the accused,” she said.

The police officers were in civilian clothing because it was a discreet operation, Fajardo said.

“Remember this is a service of warrant. If our personnel are in uniform, the operation can be botched. What’s important is our police officers introduced themselves and they have officers in uniform as backup,” she added.

Dela Cruz is now under the custody of the Eastern Police District, specifically in a detention facility in Marikina City.

Fajardo said the service of the arrest warrant would have been hassle-free had dela Cruz cooperated with the arresting officers.

She said the PNP is filing additional charges against dela Cruz, including violation of the election gun ban, malicious mischief and illegal possession of firearms.

After an attempted escape the fugitive was finally captured. But of course he is still on the ballot.

The Coordinating Council of Private Educational Associations has quit the NTF-ELCAC. The reason? Red-tagging.

Barely three months after it joined the government’s anticommunist task force, the Coordinating Council of Private Educational Associations (Cocopea), which has a membership of 1,500 private schools nationwide, announced its withdrawal from the National Task Force to End Local Communist Armed Conflict (NTF-Elcac) to “preserve the essentiality of academic freedom and the vital role it plays in a democratic society.”

“It was an internal decision which was driven primarily by our setting of priorities in terms of our core advocacy which is education; and secondly, we wanted to preserve the independence of Cocopea as an NGO (nongovernmental organization) in engaging government on many issues, including academic freedom of our institutions,” Cocopea legal counsel Joseph Noel Estrada told the Inquirer in a text message on Monday.

The NTF-Elcac itself had tapped the Cocopea to be one of its members, which was approved in November last year by President Marcos as task force chair.

The task force said then that it was planning to conduct an “information awareness campaign” in private schools as a way to counter the “terror grooming of organizations like the [Communist Party of the Philippines, New People’s Army and National Democratic Front].”

Cocopea’s inclusion in NTF-Elcac was widely criticized because of the task force’s propensity for Red-tagging, or linking activists and rights groups to the communist movement, prompting calls for its abolition.

Before the formation of the task force, retired military Gen. Antonio Parlade Jr. launched a massive anticommunist campaign in 2018 as he accused 20 private universities and colleges of being “breeding grounds for communists” but without presenting evidence to back his claim.

This particular incident was among those considered by Cocopea in its decision to formally withdraw its membership from NTF-Elcac, according to Estrada.

“No attribution specifically to the task force, but certainly that time in 2018 when around 20 private universities and colleges were tagged as breeding grounds for communists without proper validation and this endangered the security of students and undermined the integrity of these educational institutions …; [this] was considered in our decision,” he told the Inquirer.

“Although there was still no NTF-Elcac then, we do not want to be placed in that situation again and not be able to speak out independently,” he added.

In a statement on Sunday night, the Cocopea said it formally asked the President on Jan. 30 to withdraw its membership from the anticommunist task force.

“After further consultation among its member associations, and upon review of its core advocacies, Cocopea has opted to strengthen its education initiatives by preserving its collaborative role outside of a formal membership in the NTF-Elcac,” the group added.

But it stressed that it “remains one” with the task force, particularly in its “mission to achieve unity, peace, security and socioeconomic development.”

The task force, for its part, said it respected the group’s decision, calling it an “internal matter.”

And the AFP says there is no such thing as read-tagging. Note that the COCOPEA still remains united with the stated mission of the NTF-ELCAC. They simply want to retain their academic freedom to speak out.

Bringing Philippine Toilets Up To ASEAN Standards

Baguio wants to improve all public toilets and bring them up to international standards. But what does that mean exactly?

The city government is eyeing the improvement of all public toilets in parks, markets and other places of convergence to make them comply with international standards and safeguard public health.

Mayor Benjamin Magalong in a media interview on Tuesday said the upgrading of the toilets actually started in 2020 but they plan to step up the efforts to cover all public areas to make them conform to the ASEAN (Association of Southeast Asian Nations) Public Toilet Standards (APTS).

Among the measures being done are the provision of amenities, ventilation, and proper lighting.

Magalong recalled the city already has two model toilets located at the Botanical Garden and Wright Park, which won the ASEAN Tourism Standards Awards’ “ASEAN Public Toilet Award" in 2023 and 2024.

"We hope to apply this successful transformation to all our public comfort rooms in the city to realize our commitment to provide clean, accessible and well-maintained toilets for all," the mayor said.

Rhenan Diwas, head of the City Environment and Parks Management Office (CEPMO), said they are working alongside the local finance committee on the funding requirements to realize the project.

"We want to replicate the success across all public comfort rooms in the city. Priority is being given to facilities in Burnham Park and Harrison Road which are critical due to high foot traffic and the bustling night market," Diwas said.

He called on the public to support the initiative to elevate the city’s public amenities to world-class standards by doing their share in keeping these facilities clean.

Diwas, who received the latest ASEAN recognition during the awards program last Jan. 20, said it is an affirmation of the doability of the vision, highlighting the importance of clean, well-maintained public facilities that reflect the values and cleanliness standards of the people of Baguio.

Aileen Refuerzo, chief information officer of the city government, said the ASEAN standards award requires public toilets to have proper design and environmental management systems.

She said the guidelines include having good waste water management system and standardized water treatment system, pleasant landscape and design, clear public toilet signboards, disabled and elderly facilities.

Cubicles must have appropriate space, amenities such as coat hangers and ledges in cubicles, good ventilation and pleasant smell. For safety, considerations are lighting, location, construction, materials used and use of environmental cleaning agent.

Two things to note here. One, the upgrade has been ongoing for five years. Two, there is nothing in the guidelines about toilet paper.

Thankfully there is a 105 page book detailing ASEAN toilet standards. Toilet paper is mentioned in the standards.

There are various types of toilets within the ASEAN region with different norms and designs. Also, the ASEAN region hosts countries with tropical weathers and high humidity levels and is home to various religions (i.e. Muslim toilet etiquette) and cultural habits influencing how the toilet is used (both squatting and seating habits, both washing and paper wiping habits). This handbook has been compiled with the purpose of establishing a standard applicable to all Public Toilet premises in the ASEAN region, as a guideline to assist in the auditing of Public Toilets according to the ASEAN Public Toilet Standard (APTS) (as issued on June 25 2012), in short as a tool to improve the quality of Public Toilets and therefore of the tourism experience.

There is quite a lot about toilet paper and washing facilities in this very long and detailed handbook. Maybe Baugio will include paper but probably not. Paper, along with proper washing facilities, is listed under amenities. Filipinos love to use the tabo which is a bucket a ladle but that is not listed in this guidebook. A public tabo is also extremely unhygienic. 

However, here is a checklist for toilets that hope to meet ASEAN Standards.

4.2 says WC has a toilet seat and lid. 4.6 says Manual/Auto flush is clean and functioning. How many toilets in the Philippines DO NOT HAVE a lid and DO NOT flush? Quite a lot. Many public toilets I have seen are simply not fit for use. Toilets at the mall do not even have paper which means SM, Robinson, and Ayala mall toilets are not up to ASEAN standards. A huge roll of paper outside the stalls does not count. If those malls cannot meet ASEAN standards can Baguio really do it?

However, as we progress into profundity, Mindoro befits concisely the national local name for the Philippines in tracing “Pilipinas” or “Pilipina.” However, that word ties to this entire narrative in the most bizarre way when one assesses the Hebrew.

The Land of Creation is the miraculous cornerstone of all life on Earth. This word pinnah is the same word used in describing “He is our Chief Pinnah or Cornerstone” in Psalm 118:22. Pili means wonderful such as in “He shall be called pili, counselor, the mighty God...” from Isaiah 9:6-7. The Spanish named the Philippines after it’s King and it appears very wise Filipinos tricked them into allowing them to use a local name which originates in the Hebrew language. Many of our viewers have also pointed out that in Tagalog this bares a very similar meaning “Chosen Land” also very similar to the Hebrew definition and this is a pattern we observe often in the Philippines.

At least Tim acknowledges the Spanish named the Philippines after King Philip II. It was Ruy Lopez de Villalobos who gave the Philippines its name. He tells us this in a relation of his journey in these islands.

He writes:


And the people gathered the galley and in Sarragan a ship sailed, and the others were in a condition to get closer; and when we arrived, a remedy was taken, and it was agreed to send a ship to New Spain. And because all the ships arrived so poorly equipped when they arrived, the smallest was sent, because we had nothing to do with the others. And because there were few provisions with which to go, it was agreed that the galley should go to some islands where it had sailed, which we call Felipinas, from the name of our blessed Prince, which they said were very well preserved, and there they should buy provisions: and so it was done. On August 1, 1543, the ship left Sarragan to go to New Spain and the galley to bring some provisions.

So, where does Tim get the idea

"wise Filipinos tricked them into allowing them to use a local name which originates in the Hebrew language?"

Are we really to believe that some "wise natives" discussed the naming of these islands with the Spanish explorers? It's total nonsense. Nobody tricked the Spanish into naming these islands after "our blessed Prince." Philippines is not two Hebrew words Pili and Pinnah meaning miraculous cornerstone. It's named after King Philip II and Philip means horse lover.


The notion that "wise Filipinos tricked" the Spanish into naming these islands the Philippines is totally absurd. It is simply one more lie about the Philippines taught by Timothy Jay Schwab who is The God Culture.
