Thirty-one Eastern Police District (EPD) personnel were relieved from their posts after alleged anomalies during the arrest of two Chinese individuals.

This was according to National Capital Region Police Office (NCRPO) Chief Maj. Gen. Anthony Aberin in a phone interview with reporters in Camp Crame on Friday.

The personnel were from the EPD District Special Operations Unit (DSOU).

“All the personnel of the DSOU of the Eastern Police District, 31 personnel of the DSOU were relieved… I included the senior officers in the administrative investigation by virtue of command responsibility,” Aberin said

Of the 31 relieved, eight were placed under restrictive custody, according to a special order from the EPD District Personnel Records and Management Division obtained by INQUIRER.net on Friday.

Four of the officers placed under custody were staff sergeants, two were corporals, and two were patrolmen.

The report alleged that EPD District Special Operations Unit (DSOU) operatives stole cash and valuables from a certain Jie Li and a certain Wang Feng Tao during their arrest in Las Piñas City on Wednesday and claimed the items were a bribe from the foreigners.

“[The Philippine National Police (PNP) chief of the directorial staff] advised [the EPD district director] to return the money and gadgets to the victims. However, operatives refused to return the money and will file [a] bribery case as their leverage,” it further detailed.

The report said the EPD DSOU operatives brought one of the arrested Chinese to the Las Piñas City Police Station for inquest proceedings for bribery on Thursday.

However, the report added, “[The chief of police of] Las Piñas is baffled. The inquest for bribery should have been made [on Wednesday] and directly endorsed to his station after [the] arrest if there was bribery.”

The report further said the operatives were previously involved in a series of robbery-extortion activities in Mandaluyong City and were consequently relieved from the city police station, being reassigned to the EPD district headquarters.

However, the relieved operatives regrouped in the EPD DSOU and allegedly continued their illegal activities, the report added.

For its part, National Capital Region Police Office (NCRPO) Director Maj. Gen. Anthony Aberin ordered an investigation into the incident, adding in a statement on Thursday that the operatives’ firearms were immediately recovered.

“After the investigation and if evidence will warrant, I will make sure that they will be dismissed from the service and they will rot in jail for their criminal conduct. NCRPO is no place for police scalawags,” Aberin added.

According to the report, the EPD DSOU served the arrest warrants against Jie and Wang in Portofino Heights, Barangay Almanza Dos in Las Piñas City on Wednesday.

The warrants were supposedly for violation of the Firearms and Ammunitions Regulation Act.

However, during the arrest, the DSOU operatives opened the residence’s vault and carted out P27 million, US$430,000 (roughly P24 million) and 110,000 Malaysian ringgit (roughly P1.4 million) in cash; luxury bags, watches, jewelry, gold bars and smartphones, the report said.

Further, according to the police investigation report, the Chinese individuals alleged that the residence’s closed circuit television (CCTV) cameras were turned off when DSOU personnel entered the premises.

Moreover, the report said personnel did not wear body-worn cameras, were not led by a police commissioned officer, and failed to provide a sketch or spot report as of Thursday morning.

It added that the DSOU operatives did not coordinate with the Las Piñas City Police Station nor did they inform or have the approval of the EPD district director.

The operatives also allegedly left a cellphone number to the wife of the one of the arrested Chinese, instructing her to call them if they want to negotiate for the subject’s release.

The report did not specify the number of DSOU personnel involved but did state that most of them had the rank of patrolman.

Cash worth P12 million was recovered from the operatives at an unspecified time, the report said.

“[The] operatives’ alibi was that the 12 million recovered from them was a bribe given by the Chinese they arrested. They only declared it when [chief of the directorial staff] followed up [with the EPD district director] about the incident,” the report detailed.

It added that the rest of the items retrieved from the residence have yet to be recovered.

The Commission on Elections (Comelec) en banc upheld the perpetual disqualification of former senator Sergio "Serge" Osmeña III from seeking public office due to non-submission of his Statements of Contributions and Expenditures (SOCEs) for the 2010 and 2016 polls.

In a 16-page decision dated April 3 and made public Friday, the seven-member en banc denied Osmeña's motion for reconsideration for lack of merit and affirmed the Jan. 24, 2020 decision of the poll body's Second Division which imposed an administrative fine and perpetual disqualification from holding public office.

“Prudence and fairness dictate that Respondent cannot evade liability for his own delay and/or inaction. Compliance with SOCE requirements is mandated for all candidates regardless of the magnitude of their expenditure. Respondent cannot be exempted from this duty,” it said.

It noted that the respondent failed to present more evidence that would warrant the reversal of the earlier ruling.

The Comelec en banc added that it has given multiple opportunities for Osmeña to file to his SOCEs for the two polls.

The poll body, meanwhile, noted that the SOCE submission requirement for candidates aims to "protect the sanctity of the electoral process and ultimately the will of the electorate.”

Philippine National Police chief Gen. Rommel Marbil on Saturday relieved Eastern Police District (EPD) chief Gen. Villamor Tuliao and his entire District Special Operations Unit (DSOU) following allegations of extortion and gross misconduct.

“This is no longer just about rogue officers,” Marbil said. “It is a failure of leadership. When discipline collapses, it begins at the top. Leaders will be held to the highest standards of accountability.”

According to the PNP chief, “there will be no second chances” and if Tuliao is found liable under the principle of command responsibility, “he will never be trusted with any position of leadership again.”

“Those involved must be summarily dismissed from the service and permanently disqualified from holding any position in government,” he said.

Suspended Porac Mayor Jaime Capil faced being thrown out of the mayoral race on May 12 after Ombudsman Samuel Martires found him guilty of gross neglect of duty in connection with the illegal operations and criminal activities of the Philippine Offshore Gaming Operator Lucky South 99 since 2019 in that Pampanga town.

The prospect loomed as the Ombudsman imposed a penalty of dismissal from the service, including the cancellation of eligibility, forfeiture of retirement benefits, and perpetual disqualification for re-employment in the government service.

The Ombudsman’s April 3 decision, signed by officer-in-charge Dante Vargas, approved the recommendation of a special panel of investigators to probe the complaint filed by the Department of the Interior and Local government.

The decision dismissed the administrative charges against several former and current officials and department heads including Vice Mayor Francis Laurence Tamayo who might assumed as mayor in place of OIC Myla Clarete.

A police officer was arrested in a buy-bust operation in Barangay Mambaling, Cebu City on Sunday morning, April 6.

The suspect was identified only as Mr. Nice.

The 33-year-old policeman with a rank of staff sergeant is a resident of Barangay San Vicente, Liloan town, Cebu province. He was assigned to the Mandaue City Police Office (MCPO).

Seized from the suspect were two medium-sized packs of suspected shabu with an estimated value of P400,000.

Police said the operation was launched after informants reported the suspect’s illegal drug activities.

The MCPO and the Police Regional Office-Central Visayas have yet to issue statements on the arrest of the law enforcer.

A cop has been busted for drugs.

A policeman was arrested for allegedly mauling a 23-year-old man in Barangay Sapangdaku here before dawn on Monday, April 7.

The suspect, Police Corporal Ivan Gabutan Labra, 31, assigned to Station 3 in Mandaue City, is facing charges for grave threat and physical injuries.

Police said Labra was drunk when the incident happened around 4 a.m.

Investigation showed that the policeman was walking on a road when he chanced upon the complainant, Nerson Rosaceña Almario, 32.

Labra approached Almario and asked for the whereabouts of a person he was looking for.

Almario said he was busy with something at the time and did not notice the policeman. The suspect got irked and thought Almario ignored him.

Labra confronted the complainant and repeatedly punched him. The policeman was also accused of drawing and pointing a gun at Almario.

Almario reported the incident to the Guadalupe Police Station and Labra was arrested.

Labra’s service firearm, a 9mm pistol, was confiscated.

A policeman was arrested for allegedly mauling a 23-year-old man.

A barangay captain and a municipal councilor candidate were killed in a shooting incident during a campaign rally in Barangay Nagtupacan, Lagangilang town in Abra on Monday evening, April 7, police said.

The victims were identified as Barangay Chairperson Lou Claro, 57, and municipal councilor candidate Manzano Agdalpen Jr., 58.

The Abra Provincial Police Office said the violence erupted during the campaign event organized by the local political party “Team Asenso.”

During the activity, Agdalpen allegedly punched a man who was standing nearby. The man then rushed toward Claro, a retired police officer and member of rival political group Team Progreso, who attempted to mediate.

Agdalpen pursued the man and struck him again, prompting the latter to retaliate. Agdalpen then reportedly shoved Claro, drew a firearm, and shot him multiple times. In the chaos, an unidentified gunman also fired at Agdalpen.

Responders brought the two victims to separate hospitals but both were declared dead on arrival.

A barangay captain and a municipal councilor candidate were killed in a shooting incident during a campaign rally in Barangay Nagtupacan, Lagangilang town in Abra on Monday evening, April 7, police said.

A public school teacher was arrested and suspected shabu valued at P1.2 million was seized during a search warrant operation conducted by the police in Barangay Pantal here on April 8.

Police said the suspect, 51, was considered a high-value individual in the illegal drugs trade.

Recovered from him were 159 heat-sealed transparent sachets of shabu weighing 187.02 grams kept in a closet and on top of shelves.

The suspect also yielded a self-sealing plastic sachet of dried marijuana leaves weighing 2.90 grams and worth P348 and drug paraphernalia.

He is in the custody of the Dagupan City Police Station and faces drug-related charges.

Police Regional Office-1 chief Police Gen. Lou Evangelista cited operating units for their achievement.

"Today’s operation highlights the dedication of our officers in working tirelessly to remove illegal drugs from our communities. Ito ay mahalagang hakbang upang masiguro ang katahimikan at kaayusan sa pamayanan (This is an important step to ensure peace and order in the community)," said Evangelista.

The Commission on Election (Comelec) on Tuesday confirmed that a vote buying complaint was filed against reelectionist mayor of San Fernando City, the provincial capital of Pampanga.

Comelec chairman George Erwin Garcia said the criminal case was filed by the poll body’s law department at the city’s Regional Trial Court against the local chief executive, her husband, and another official.

Vilma Caluag is running for another term as mayor of San Fernando City, while Melchor Caluag is her husband.

Garcia said the complaint stemmed from the alleged vote buying incident in 2022.

“That’s what we’ve been saying,” Garcia said in an ambush interview. “Even if an official has been elected, we could still go after them in actions which occurred during their election bid.”

The mayor said she has yet to receive the copy of the Comelec complaint, according to a video of regional TV network CLTV.

Comelec proclaimed Caluag as the winning mayoral candidate after garnering 57,486 votes.

The Commission on Election on Tuesday confirmed that a vote buying complaint was filed against reelectionist mayor of San Fernando City, the provincial capital of Pampanga.

Authorities have launched a manhunt after assailants ambushed and injured a municipal council aspirant and two of his supporters in Pitogo, Zamboanga del Sur province, police said Wednesday.

Col. Bonifacio Arañas, Zamboanga del Sur police director, said he has alerted police forces in neighboring towns to conduct a dragnet operation.

The victims were identified as Falconeri Buton, 53, incumbent barangay chairperson of Upper Panikian and a candidate for municipal councilor; Jerry Birano, 30; and Janise Bayawa, 50.

Two other supporters of Buton, identified as Joe Honey Cabante, 28, a job order employee, and Rey Cañete, 32, were unharmed.

Investigation revealed that Buton was driving a vehicle issued by his barangay, accompanied by his four supporters, when they were ambushed by gunmen in Barangay Upper Panikian, Pitogo, according to Arañas.

Responding police officers rushed the victims to the Pitogo Rural Health Unit for initial treatment before they were transferred to the Zamboanga del Sur Provincial Medical Center in the provincial capital Pagadian City.

Police recovered nine empty shells from an M-14 rifle and 20 empty shells from an M-16 rifle at the ambush site.

Buton is running under the party of Zamboanga del Sur Governor Victor Yu, who is a candidate for mayor in Pagadian City.

Police in Sultan Kudarat and Maguindanao del Sur launched a joint manhunt for gunmen who abducted and killed a local political coordinator for the Partido Federal ng Pilipinas (PFP), authorities said Wednesday. 

Modesto Tamayo, 57, a resident of Barangay Romualdez, Pres. Quirino town in Sultan Kudarat, was found dead with multiple stab wounds in a farm lot in Barangay Malangit, Pandag town in Maguindanao del Sur on Wednesday noon, according to Lt. Col. Jopy Ventura, spokesperson of the Police Regional Office-Bangsamoro Autonomous Region in Muslim Mindanao.

Tamayo was the municipal coordinator for the PFP, according to Marlon Villa, a candidate of the party for vice mayor of President Quirino town.

Villa said Tamayo attended a political rally in Barangay Poblacion hours before being abducted from his home.

The Pandag municipal police office reported that unidentified gunmen in a white Hi-Ace van arrived at Tamayo’s home past 6 p.m. Tuesday, spoke briefly with him, and then dragged him into the van.

Tamayo’s body was discovered the following day in a vacant lot in Pandag town, Maguindanao del Sur.

Ventura said police personnel from Pandag and Pres. Quirino are conducting a joint investigation and pursuit operation.

PFP is a national political party in the Philippines chaired by President Ferdinand R. Marcos Jr.

Police in Sultan Kudarat and Maguindanao del Sur launched a joint manhunt for gunmen who abducted and killed a local political coordinator for the Partido Federal ng Pilipinas.

Unidentified gunmen killed a village chairperson in Lanao del Sur and wounded his companion in an ambush in Barangay Montay here Wednesday morning, police said.

Lt. Col. Jopy Ventura, spokesperson of the Police Regional Office in the Bangsamoro Autonomous Region (PRO-BAR), identified the victim as Binhar Jalambre Alon Jawad, 25, chairperson of Barangay Baraas, Picong, Lanao del Sur.

He said Jawad’s companion, Norhan Comilao Sarip, 20, was injured and is recovering at a district hospital in Malabang.

Responding police found the victims inside a black Toyota Fortuner and transported them to the Montaner district hospital in Barangay Mable, where Jawad was declared dead on arrival, Ventura said.

The Malabang police reported that the victims were en route to Barangay Bacyawan, Malabang to attend a graduation ceremony when they were ambushed at about 10 a.m.

As their vehicle passed through the diversion road in Barangay Montay, five unidentified suspects opened fire, hitting Jawad, who was driving, in multiple parts of his body.

Empty shells from an M16 rifle were recovered at the crime scene.

Police said Jawad’s body has been claimed by his family.

The motive for the attack remains unknown.

Unidentified gunmen killed a village chairperson in Lanao del Sur and wounded his companion in an ambush in Barangay Montay.

Finance Secretary Ralph Recto on Wednesday defended the transfer of idle and unused Philippine Health Insurance Corp. (PhilHealth) funds, as well as those from other government-owned and -controlled corporations (GOCC) into the national coffers.

Appearing before the Supreme Court, Recto said the decision to secure funds was a “common-sense approach” to allow the government to forgo borrowing funds abroad to fund key projects.

“First, we are still recovering from the pandemic that gave us the hardest economic blow -- a contraction of 9.5 percent in 2020 -- the lowest since post-World War II. To address both health and economic needs during that crisis, the government had to borrow more money -- utang na minana ng kasalukuyang administrasyon (debt inherited by the current administration),” he said.

He noted that by 2022, when President Ferdinand R. Marcos Jr. took office, the national debt had soared by PHP7.47 trillion – surpassing the combined debt of all previous administrations and bringing the debt-to-GDP ratio from its lowest level of 39.6 percent in 2019 to a high of 60.9 percent in 2022.

“And now, it is our responsibility to repay these large borrowings. We inherited this debt but we do not intend to simply pass this burden onto the next administration. We intend to try our best to reduce it,” Recto explained.

He said that against a backdrop of geopolitical tensions, as well as supply chain disruptions from the pandemic, Congress mandated in the 2024 General Appropriations Act to sweep the unused, idle, and excess funds of GOCCs “to raise more resources to support the President’s priority programs and enhance economic recovery efforts.”

“As the Solicitor General has accurately pointed out early in this oral argument, this move is a temporary and common-sense approach within legal bounds to fund critical government programs for Filipinos,” Recto said.

“We are the government’s chief fundraiser. We are called to steward the nation’s fiscal stability. It is our duty to put every peso to work for the people. Sleeping funds serve no one. Every idle peso is a disservice to every Filipino.”

He pointed out that based on the 2024 GAA, the country had an appropriation of PHP5.76 trillion, of which only PHP4.27 trillion was supportable by revenues.

He said that reckoned on a daily basis last year, expenditures amounted to PHP15.8 billion a day in cash, of which PHP11.71 billion in cash was funded by revenue collections and the rest, PHP4.10 billion in cash, by loans.

Recto added that the move to sweep the unused, excess, idle funds of GOCCs, including PhilHealth, is in line with the principles of the Medium-Term Fiscal Framework to ensure the country’s macro-fiscal stability.

“This framework ensures that we reduce our fiscal deficit from a high of 8.6 percent to GDP in 2021 to only 3.7 percent in 2028. Last year, we already hit our target of reducing this to 5.7 percent. This will allow us to sustainably reduce our national government debt from a high of 60.9 percent of GDP in 2022 down to 56.3 percent in 2028.”

And just as in the pandemic that brought the Bayanihan 1 and 2 laws, Recto said the measure may be seen as a Bayanihan 3, which is “not funded by new taxes but one funded by the funds already in our possession and mobilizes all our available resources -- all idle, excess, and sleeping public funds -- to help the economy recover faster, create more jobs, increase incomes, and reduce poverty in the process.”

“We wouldn’t be doing our job, Your Honors, if we willfully neglected our duty to exercise fiscal prudence in this matter just because it is unusual. We wouldn’t be doing our job if we clung to convention over common sense,” he said.

The SC is hearing oral arguments challenging the Department of Finance-mandated transfer of PhilHealth’s PHP89.9 billion excess funds to the national treasury.

Of the excess funds, PHP60 billion has been transferred since 2024 while the remaining tranche worth PHP29.9 billion remains on hold after the SC issued a temporary restraining order.

But this transfer has been objected to which is why some funds remain on hold and the issue is before the Supreme Court.

Inflation is at its lowest since the pandemic began.

The government will continue to implement strategies to safeguard the purchasing power of Filipinos as the country’s inflation rate continued to decline in March 2025, according to the National Economic and Development Authority (NEDA).

The Philippine Statistics Authority (PSA) reported today (April 4) that the country’s headline inflation rate eased further to 1.8 percent in March, from 2.1 percent in February. This marks the lowest headline inflation rate since the height of the COVID-19 pandemic in May 2020 when inflation was recorded at 1.6 percent.

This decline was driven by slower inflation in both food (2.3% from 2.6%) and non-food (1.4% from 1.6%) items.

The easing of food inflation was primarily due to the faster year-on-year decline in rice, which decelerated to -7.7 percent in March 2025 from -4.9 percent in February 2025, as well as in meat and other parts of slaughtered land animals (from 8.8 percent to 8.2 percent) and vegetables, tubers, plantains, cooking bananas, and pulses (from 7.1 percent to 6.9 percent).

“The continued decline in inflation indicates the effectiveness of the government’s proactive measures to stabilize prices and protect the purchasing power of Filipino households. While the inflation rate continues to ease and remain within the target range, we commit to monitoring risks and shocks, particularly on anticipated electricity rate hikes and higher prices of fish and meat, and addressing them through timely and targeted interventions,” NEDA Secretary Arsenio M. Balisacan said.

Furthermore, the government will be vigilant regarding the potential implications of the recently issued Executive Order by United States President Donald Trump on tariff increases.

“With or without the trade policy changes in the US, maintaining sound macroeconomic fundamentals, improving the ease of doing business, maximizing existing trade agreements, and forging new partnerships are still the most important strategies we can pursue to ensure that we protect the purchasing power of Filipinos and promote rapid, sustained, and inclusive growth,” Balisacan said.

In light of the Philippine Atmospheric, Geophysical, and Astronomical Services Administration reporting a weakening of La Niña conditions, the government remains proactive in addressing the impact of climate change on vulnerable sectors. The Insurance Commission and the Philippine Crop Insurance Corporation have signed a memorandum of understanding to enhance insurance services for the agricultural sector against crop losses resulting from natural calamities, pests, and diseases.

To stabilize pork prices in Metro Manila, Food Terminals Inc., a state-owned corporation under the Department of Agriculture (DA), has signed a memorandum of agreement with the local branch of Thailand’s Charoen Pokphand Foods PLC (CP Foods). Concurrently, the Department of Science and Technology is monitoring a project by the Industrial Technology Development Institute under the Virology and Vaccine Research Program that aims to develop a real-time polymerase chain reaction protocol for fast, affordable, and onsite detection of the African Swine Fever virus to enhance biosecurity measures and disease control.

In addition, the DA and the National Housing Authority (NHA) signed a memorandum of understanding to establish Kadiwa Stores in NHA housing projects. The DA will provide logistical and technical support to facilitate the program’s implementation.

“Banking on the positive results of our short- and long-term initiatives to address inflationary pressures, the government will continue focusing on implementing policies to ensure that every Filipino benefits from a stable and resilient economy,” Balisacan emphasized.

The government continues to implement strategies to safeguard the purchasing power of Filipinos.

However they can't stop the global trade war Trump has launched with his tarrifs. The stock market has hit its worst low since the pandemic.

The local stock barometer on Monday fell to its worst closing value in 30 months as investors cowered in fear of recession following global trade war escalation, which sent Asian stocks to a bloody start of the week.

The peso also depreciated by 60.9 centavos or 1.1 percent to finish the first trading day of the week at 57.43 versus the US dollar.

The PSEi went as low as 5,804.56 within the day before trimming its losses to settle at 5,822.52, representing a tumble of 4.3 percent, or 261.34 points.

Although better than its regional peers, this is still the steepest single-day drop of the benchmark index since June 2020, a COVID-19 pandemic year.

It is also the market’s lowest closing value since October 2022.

The latest move in the global trade war happened last Friday, when China retaliated with a 34-percent duty on goods coming from America.

This sent the PSEi into chaos early on Monday, opening 3 percent lower.

Luis Limlingan, head of sales at stock brokerage house Regina Capital Development Corp., also noted that investors were now “looking as to whether other countries will continue to retaliate in a back-and-forth increase.”

In the Philippines’ case, it has not made a move against the 17-percent tariff imposed by the US.

Still, Cruz said the PSEi’s fall was “largely sentiment-driven,” and there may be room for a rally.

“In our view, as long as the underlying value of businesses and economies remains intact and undamaged by a war, the market will eventually stabilize, and stocks will bounce back,” she added.

And just as the Philippines is attempting to fully recover from the pandemic. 

The World Bank has loaned the Philippines $800 million to shift to renewable energy sources as it grapples with post-pandemic growth.

The World Bank has approved an $800-million loan to support reforms promoting the shift to clean energy and climate resilience in the Philippines.

In a statement yesterday, the multilateral lender said its board of directors approved the loan to support the Philippine government’s policy reform efforts aimed at scaling up the adoption of clean energy technologies, increasing the security and competition of electricity markets, as well as improving water management.

The First Energy Transition and Climate Resilience Development Policy Loan is expected to increase the share of renewable energy in installed generation capacity to 42 percent by 2027 from 30 percent in 2023.

It will also finance the procurement of 1,000 megawatts of new offshore wind capacity and the implementation of energy efficiency measures.

In addition, it will support the use of electric vehicles in the public sector fleet.

The program will likewise help improve water resources management and water supply and sanitation through reforms that will promote better coordination between national and local governments.

While the Philippines has bounced back from the disruptions of the COVID-19 pandemic, it faces risks and challenges to long-term growth including rising dependence on imported energy, high power costs and natural disasters.

“Focusing on renewable energy sources and using energy more efficiently can help the country reduce electricity costs, improve energy security and cut down on pollution,” World Bank division director for the Philippines, Malaysia and Brunei Zafer Mustafao?lu said.

“Using more affordable renewable energy in the energy and transport sectors is crucial for the Philippines to build a strong economy,” he said.

To accelerate energy transition and make electricity affordable, World Bank senior energy specialist and task team leader Feng Liu said reforms are needed to  ensure the Philippine government achieves its renewable energy and energy efficiency targets, while improving grid capacity and promoting competition in electricity markets.

“These reforms can help lower power supply cost and improve the reliability and resilience of the power system, thereby making electricity more affordable and reliable for Filipino households and businesses,” Liu said.

Interesting that the World Bank says "the Philippines has bounced back from the disruptions of the COVID-19 pandemic" while Finance Secretary Ralph Recto says "we are still recovering from the pandemic." Which statement is correct?

Justice is very slow in the Philippines. A recent case which was dismissed originally began  in 2018. A case was finally filed in 2024.

The dismissal of the graft and malversation of public funds charges against dismissed Mexico, Pampanga Mayor Teddy C. Tumang and a private individual was affirmed by the Supreme Court for violation of their right to speedy disposition of their cases.

The SC affirmed the 10 June 2024 ruling of the Sandiganbayan that dismissed the charges filed by the Office of the Ombudsman (OMB) against Tumang and businessman William B. Colis.

It was challenged by the OMB before the SC through its Office of the Special Prosecutor.

The SC decision, written by Associate Justice Samuel H. Gaerlan dated 17 February 2025 and made public on 4 April, dismissed the petition filed by the OMB.

In 2022, Tumang was reelected mayor while the cases against him were pending, but he was ordered dismissed by the OMB, whose ruling was affirmed by the Court of Appeals (CA).

He challenged the CA’s decision before the SC and pleaded for his reinstatement. His plea, contained in his appeal, is still pending resolution by the SC.

Records showed that Tumang and Colis were charged for the purchases of base coarse and other construction materials for Mexico town from 2006 to 2007. Tumang, as mayor, “illegally and invalidly” approved the disbursement vouchers in favor of Colis, the proprietor of Buyu Trading and Construction.

On 7 February 2018, Tumang and Colis were asked by the OMB to file their counter-affidavits, which they did on 28 February 2018.

The OMB’s graft investigator, on 20 November 2018, found probable cause to charge them before the Sandiganbayan. The resolution to file the case in court was approved by Ombudsman Samuel R. Martires on 28 March 2019.

Motions for reconsideration were filed by the two on 2 May 2019 and 6 May 2019, respectively.

Tumang and Colis’ motions were denied by the OMB on 23 April 2024, and the corresponding criminal charge sheets were filed before the Sandiganbayan on 25 April 2024.

Before their arraignment on 30 May 2024, Tumang and Colis filed their motions to quash information and/or dismiss the cases. Their motions were granted by the Sandiganbayan.

The Sandiganbayan, in dismissing the charges, agreed with Tumang and Colis that their right to the speedy disposition of cases was violated by the OMB, which conducted the investigation for more than six years from the filing of the complaints before the cases were filed before the anti-graft court.

It did not give credence to the justification of the OMB that the delay was caused by the then Covid-19 pandemic.

The Sandiganbayan said the pandemic was lifted on 23 July 2023, and yet the OMB resolved Tumang and Colis’ motions for reconsideration only on 23 April 2024, or nine months after the lifting.

Thus, the Sandiganbayan ruled that the delay in the preliminary investigation “impaired and prejudiced” Tumang and Colis’ ability to defend themselves.

The SC, in its decision, stated, “Undoubtedly, the long period of time while they were waiting for the resolution of the preliminary investigation proceedings constitute actual prejudice suffered by Tumang and Colis.”

Also, the SC said: “At this juncture, it must be underscored that the dismissal of the criminal charges against Tumang and Colis is tantamount to an acquittal, and therefore, they can no longer be re-litigated because double jeopardy has already attached.

“Significantly, the proscription against placing an accused in double jeopardy is enshrined in Article III, Section 21, of the 1987 Constitution.

“Accordingly, the petition for certiorari dated 8 Aug. 2024 is dismissed, and the Sandiganbayan First Division’s Resolution dated 10 June 2024 is affirmed.

The Ombudsman claimed the pandemic delayed them from filing the case but the Sandiganbayan did not believe their excuse. Who knows but these men are guilty and got off only because the slow wheels of justice in the Philippines.

Classes Suspended in Iloilo City to Give Way to Local Campaigning

Education is not much valued in the Philippines. The system is very poor leaving students victim to incompetent DepEd officials. Here is another story demonstrating that fact.

In-person classes in all private and public schools in the City Proper District here were canceled starting at noon today, March 28.

Iloilo City Mayor Jerry Treñas said this would allow candidates to use the streets for their rallies to open the start of the local campaign period.

The mayor advised schools to shift to alternative instruction modes or online learning.

In Iloilo City, Team Uswag’s kick-off rally will take place today at the Iloilo Freedom Grandstand at 4 p.m. Friday.

The rally will be led by Treñas, whose daughter Raisa is the mayoralty candidate alongside incumbent Vice Mayor Jeffrey Ganzon, who is running for reelection.

Raisa is running against independent candidate Roland Magahin, former president of the Iloilo Terminal Market Vendors Association.

On the other hand, the start of the campaign rally of Team Sulong Gugma will start with a Mass at the Arevalo Church.

Former Iloilo City Mayor Jed Patrick Mabilog will be present at the kickoff event before the candidates visit barangays in Iloilo City.

Team Sulong Gugma does not have a candidate for mayor.

Iloilo City Mayor Jerry Treñas has cancelled all classes in the City Proper starting at noon on March 28th so candidates can use the streets for their rallies to open the start of the local campaign period. Mayor Treñas is leading one of the rallies which begins at 4.p.m.

What sense does this make? Children are being kicked out of schools in Ilolio so the mayor and his cronies can "use the streets for their rallies to open the start of the local campaign period." How exactly will they be using the streets that necessitates schools shutting down? Will stores be closing as well?

ILOILO City Mayor Jerry P. Treñas has ordered the suspension of face-to-face classes at all levels in public and private schools within the City Proper District of Iloilo City, starting at 12 p.m. on March 28, 2025, due to anticipated large gatherings and road closures.

“Upon the recommendation of the Public Order and Safety Management Office (POSMO), considering the expected volume of participants for certain events and the closure of major routes, and in the interest of public safety and the well-being of our students, face-to-face classes at all levels in all public and private schools within the City Proper District of Iloilo City are hereby suspended on March 28, 2025, from 12:00 noon onwards,” Treñas stated in the order.

The order directs affected schools to transition to modular or online learning for the day.

The suspension was implemented to ensure public order and minimize disruptions caused by increased foot and vehicular traffic during the anticipated events.

The executive order also includes provisions for amendments, if necessary, based on reports from the Iloilo City Police Office (ICPO) and POSMO. It further states that other executive orders, rules, and regulations that are not inconsistent with this order shall remain in effect.

The suspension took effect immediately upon issuance of the order on March 27, 2025.

Treñas' Team Uswag will hold a grand campaign rally at the Iloilo Freedom Grandstand to launch local candidates in the upcoming midterm elections.

Over 30,000 supporters are expected to attend the event, which is likely to cause significant traffic congestion in the City Proper district.

Perhaps they could move their rallies to a later time rather than needlessly disrupt classes. That is what one commenter said on Facebook.

Disappointed but not surprised that classes were canceled for political purposes, yet they didn't bat an eye during the EDSA holiday.

When it rains and hot temperatures classes are suspended. Now in addition, because of rally another suspension of classes is declared. This administration is not concern of the effect to students who are always out of school. No wonder our graduates are not competitive compared to other Asian countries. Many graduates will end up working abroad as domestic helpers.

Mayor hoping you can consider to schedule all the rally on weekends.. Than to sacrifice the classes of many students.

The city government here ordered the suspension of face-to-face classes in all levels on Monday in anticipation of the huge crowd joining the Iglesia ni Cristo’s (INC) National Rally for Peace that will be held at the Iloilo Freedom Grandstand.

Mayor Jerry Treñas on Sunday instructed concerned offices to hold a coordination meeting with the organizers of the peace rally to “ensure a seamless operation.”

“Upon their recommendation, I am declaring the whole day suspension of face-to-face classes in all levels in Iloilo City tomorrow. Schools and universities are advised to shift to modular learning,” he said in a statement.

Executive Order (EO) No. 005-A, amending EO 005, which earlier ordered the suspension of face-to-face classes in select schools, “strongly advised” heads of offices and operations of national government agencies and offices and private companies and offices to suspend their operations.

“In the interest of the exigency of service, respective heads of offices and heads of operations are highly encouraged to operate on a skeletal force,” the EO said.

 More or less 30,000 members of the INC, with around 1,000 vehicles, are expected to converge in the city from 6 a.m. until 6 p.m.

It seems the INC recommended classes be closed and Jerry followed through. How ridiculous for the INC to be able to shut down classes because they want to gather for a rally. 

No comment should be needed on this situation. Shutting down schools because of a political rally is obviously counterproductive and harms students. Of course Filipino politicians look out for themselves and not the children or anyone else.
