Ten Criminal Investigation and Detection Group (CIDG) personnel were relieved from their posts and put under police custody for allegedly extorting P18 million from individuals they arrested in a raid at a warehouse in Tondo, Manila last February.

Police investigation alleged that the CIDG Southern Metro Manila District Field Unit officers brought the raided warehouse’s workers to their office in Taguig City, the law enforcement unit said in a statement on Thursday.

“Allegedly afterwards, the accused personnel demanded monetary consideration in exchange for their release,” it added.

In a press briefing on Thursday, Philippine National Police (PNP) spokesperson Brig. Gen. Jean Fajardo detailed that the officers allegedly demanded P18 million.

Fajardo said, based on the victims’ statements, they were able to give the amount demanded by the CIDG officers.

The CIDG said the personnel were relieved, had their issued firearms and badges turned over, and taken to the PNP custodial facility after the unit received the police investigation report last Monday.

The Integrity Monitoring and Enforcement Group (IMEG) recommended administrative cases against the accused officers for grave misconduct, conduct unbecoming of a police officer, and neglect of duty, according to the CIDG.

The cases were recommended in relation to kidnapping and serious illegal detention, planting of evidence, and unlawful arrest, the CIDG added.

According to Fajardo, the police officers involved included four sergeants, three patrolmen, one colonel, one corporal, and one major.

Incumbent Benguet Vice Governor and now congressional candidate Ericson Felipe is facing a disqualification complaint for allegedly using government resources to aid his campaign.

In a petition filed on May 2, private citizen Ralph Robin Tan, accused Felipe for violation of Section 68 of the Omnibus Election Code (OEC), particularly on the use of government vehicle during his campaign.

Tan claimed Felipe used a white vehicle bearing the marking “FOR OFFICIAL USE ONLY,” which was reportedly seen regularly parked in front of his Baguio City property.

According to Tan, the label was intentionally concealed by a magnetic sign reading “Good Governance Benguet” -- matching Felipe’s campaign branding -- suggesting deliberate misuse of government resources.

The vehicle is allegedly registered to the Benguet provincial government, based on certification from the Provincial General Services Office.

The petition further alleged that the license plate of the vehicle was switched at times.

Tan urged the Commission on Elections to cancel Felipe’s certificate of candidacy and declare votes cast for him as stray ballots.

The Anti-Red Tape Authority (ARTA) will file cases this week against 131 local government units (LGUs) for failing to streamline and digitize government services, as mandated by the Ease of Doing Business (EODB) Law.

In a press conference in MalacaƱang Tuesday, ARTA Director General Secretary Ernesto Perez said the LGUs had ignored legal obligations to implement an electronic Business One-Stop Shop (e-BOSS) and failed to respond to government directives within the legally mandated period.

“Did you know that as early as the Salonga Law, under the Code of Ethical Standards, if we fail to respond to a question, concern, or complaint within 15 working days, officials are already liable,” Perez said.

“That will be our basis—not just the requirement under the law, but the responsibility of agency heads and mayors. We are not afraid to file charges because we have legal grounds,” he added.

Perez said 431 LGUs were earlier issued notices to explain, with 131 now set to face legal action before the Office of the Ombudsman.

“As the President said, there are no exemptions,” he said.

He added that streamlining and digitalizing government services remains a top priority of the Marcos administration, adding that data shows this approach reduces red tape and corruption.

In connection with this push, the President recently declared May as “Ease of Doing Business Month” under Proclamation 818.

Activities under the theme “Red Tape to Red Carpet: Better Business Movement in a Bagong Pilipinas” have since begun nationwide, Perez said.

Former Bacolod Mayor Luzviminda Valdez said she would file a motion for reconsideration after the Sandiganbayan found her and a former staff member guilty on seven counts of falsifying private documents related to altered cash slips for reimbursement.

If the motion is denied, Valdez said she planned to elevate the case to the Supreme Court, insisting on her innocence.

“We believe the decision is inconsistent and confusing, and we are confident that a just outcome awaits at the Supreme Court where we intend to pursue our legal remedies,” she said in a May 2 interview.

The anti-graft court’s Sixth Division, in a 114-page decision promulgated April 29, found Valdez and Brendo Eligio, her former secretary, guilty of falsification in seven cases but acquitted them in two others.

Each conviction carries a penalty of two years and four months to six years in prison, plus a P5,000 fine.

The court acquitted Management and Audit Service Office chief Ricardo Dahildahil Jr., former city accountant Eduardo Ravena, and clerk Lalaine Villalva, citing the prosecution’s failure to prove guilt beyond a reasonable doubt.

All the accused were also acquitted of malversation of public funds under Article 217 of the Revised Penal Code due to insufficient evidence.

Associate Justice Sarah Jane Fernandez, who penned the decision, said no civil liability was imposed, as the prosecution failed to prove that the Bacolod City government suffered damages.

Valdez noted the original charges were for malversation through falsification of public documents — a serious offense punishable by eight to 20 years in prison — but the charge was downgraded.

“The court’s decision clearly states that no civil liability is imposed, as no damage to the Bacolod City government was proven,” she said.

Valdez questioned the court’s reliance on the testimony of state auditor Sheila Portal, who initiated the case. She pointed out that Portal never issued a notice of disallowance — a key due process requirement.

“I stepped down as mayor in July 2004, and she came from another city and began her audit in Bacolod in August 2004,” Valdez said. “This raises questions about the depth and fairness of the investigation.”

Valdez said the court gave her two options: serve the minimum 24-month sentence under probation or file an appeal.

“We reject the first option outright. Accepting probation would be tantamount to admitting guilt for a crime we were already acquitted of in substance. The court acknowledged that the documents in question caused no harm to the government or public interest,” she said.

A disqualification case was filed against Tuguegarao City Mayor reelectionist Maila Ting-Que over alleged abuse of state resources.

This was confirmed by Commission on Elections (Comelec) chair George Erwin Garcia on Wednesday night.

In a petition filed May 5, Monday, Ting-Que was accused of using government vehicles and employees in transporting campaign paraphernalia to and from campaign rally venues; using government resources in campaign activities; and using government-owned portable stage in campaign rallies, among other accusations.

“WHEREFORE, premises considered, it is most respectfully prayed for unto this Honorable Commission to DISQUALIFY Respondent Maila Rosario S. Ting-Que as candidate for the position of City Mayor of Tuguegarao and therefore CONSIDER as stray all votes that she will garner in the 2025 National and Local Elections,” the petition stated.

Ting-Que, in a Facebook post on Wednesday, noted that the petition was filed by Ronald Brillantes, who is the former City administrator of Jefferson Soriano, who is her mayoral opponent.

She also said she has yet to receive the copy of the petition against her.

“We will answer whatever allegations are thrown against us and will not be distracted in our goal to win this election,” she said in a statement.

A disqualification case was filed against Tuguegarao City Mayor reelectionist Maila Ting-Que over alleged abuse of state resources.

Two police officers allegedly moonlighting as security escorts for Davao City Rep. Paolo Duterte have been ordered dismissed by Philippine National Police (PNP) chief Gen. Rommel Marbil.

Authorities probed police Executive M/Sgt. Rexter Millano and S/Sgt. Leonard Pamat for acting as Duterte’s bodyguards without proper authority.

Millano and Pamat should be kicked out of the PNP for dishonesty, Marbil said yesterday.

“That’s perpetual disqualification from any government post. This is our warning to the police force: make sure to take your job religiously,” he told reporters at Camp Crame.

Davao City police chief Col. Hansel Marantan said Millano and Pamat were assigned with the Marilog and Paquibato stations.

Their immediate commanders should also be sanctioned, Marbil stressed.

Eleven officers and personnel of the Special Action Force (SAF) were dismissed in November last year for providing illegal security escort services to a Chinese national in Muntinlupa, he recalled.

Duterte is embroiled in controversy after an altercation with a businessman at a Davao bar last Feb. 24, an incident caught on closed-circuit television.

Apart from Millano and Pamat, two Philippine Air Force personnel were also part of Duterte’s security detail, based on the footage.

Moonlighting is a serious offense in the PNP, Marbil maintained.

Two police officers allegedly moonlighting as security escorts for Davao City Rep. Paolo Duterte have been ordered dismissed by Philippine National Police chief Gen. Rommel Marbil.

Charges were filed against members of the municipal council in Dalaguete town, southern Cebu province.

Charged before the Office of the Ombudsman for the Visayas on Wednesday, May 7, were Vice Mayor William Lagahid and Councilors Ernesto Tangpos, Kevin Belandres, Felix Villacorta, Royce Nikko Cesante, and Hilario BelciƱa; Association of Barangay Council President Elmer Licaros, and Sangguniang Kabataan President Danilo Sombilon Jr.

They were charged for alleged violation of Republic Act No. 3019 or the Anti-Graft and Corrupt Practices Act, gross negligence, serious misconduct, and serious dishonesty.

Jose Rene Moran and Braulio Moran, heirs of a lot owned by Maria Zambrano, filed the complaints.

Joey Borinaga, counsel of the complainants, said his clients decided to file the charges after the municipal government built a warehouse on the nearly 4,000-square meter lot owned by Zambrano.

The complainants accused the municipal government of failing to coordinate or inform them about the implementation of the project.

Borinaga said the town constructed a warehouse on the lot even if the complainants had already written a letter to the mayor that they would not sell the property.

The complainants said they were shocked when the warehouse was built in July 2024 for P8.1 million.

The complainants filed a separate complaint before the Ombudsman against Dalaguete Mayor Ronald Allan Cesante.

Borinaga said that on March 10, 2025, the Sangguniang Bayan included in their order of business the release of funds for the purchase of the lot.

The complainants said they immediately wrote a letter to the Sangguniang Bayan stating that they have no intention to sell their lot.

On April 28, 2025, the council approved the release of the fund but an ordinance did not mention the amount that would be released for the purchase of the lot.

“They still approved it if they had received a letter from the heirs of Maria Zambrano that they would not sell the property,” Borinaga said.

Borinaga asserted that it was irregular for the council to order the release of funds without first identifying its amount.

Respondents have yet to comment on the issue.

Cesante has described these complaints as political noise.

"However, all those are still evaluated at the Ombudsman. We submitted replies and I understand all agencies were able to comply," Cesante said.

A complaint has been filed against a local candidate in Batangas province over alleged abuse of state resources (ASR) before the Commission on Elections (Comelec).

In his complaint, Raneo Abu alleged that Batangas Rep. Jinky Bitrics Luistro, who is seeking re-election, was present during the distributions of Assistance to Individuals in Crisis Situation (AICS) in several campaign activities in the province.

"On two separate occasions during the official campaign period and in the course of scheduled campaign activities, Jinky Bitrics Luistro, a candidate for public office, made public appearances during the distribution of the government financial assistance, AICS," Abu said.

Abu said Luistro's campaign events "were designed to coincide with these pay-outs, where she not only delivered speeches to convince people to vote for her, but also attributed the said distribution to herself."

Abu said such acts fall under ASR as Luistro "unduly influences public perception by making it appear that beneficiaries of the government program owe their receipt of aid to her."

"Luistro directly used her position and official power to induce, influence, and manipulate the voters and ultimately undermines the electoral system, which is detrimental to democratic governance," the complainant said.

In a video posted on her Facebook page, Luistro dismissed the accusations against her as "part of the massive demolition job ng ating mga kalaban (of our opponents)."

A complaint has been filed against Rep. Jinky Bitric in Batangas province over alleged abuse of state resources before the Commission on Elections.

Mayor Janice Degamo of Pamplona, Negros Oriental is facing a disqualification complaint before the Commission on Elections (Comelec) regarding her residency in Siaton town as she seeks the 3rd congressional district seat in the My 12 polls.

Her legal counsel, Andrei Bon Tagum, told the media in an online interview on Wednesday that the disqualification case was lodged before the Comelec at the end of April and is meant to discredit the mayor.

“It is just political propaganda to frustrate the people in the 3rd district,” given the timing of the complaint filing, Tagum said.

The mayor, who is the widow of the late Governor Roel Degamo, has completed the residency requirement of one year for her to qualify as a congressional candidate in the 3rd district, he added.

He noted that the Degamo couple has a house in Barangay Bonawon, Siaton, where the late governor was buried, while also running their fishing business from the said town.

On May 8, 2024, the mayor transferred her registration as a voter in Siaton town.

Tagum said they have not yet received an official copy of the complaint from the Comelec but were informed through email about it.

He said they also do not know the identity of the complainant.

Meanwhile, the Commission on Elections (Comelec) here said it has not received a copy of the complaint.

Comelec-Negros Island Region director Lionel Marco Castillano said disqualification cases are directly filed with their central office.

In the event a candidate wins in the elections but has a pending disqualification case, the usual procedure is for the Comelec to order a suspension of proclamation until the case has been resolved with finality, he added.

Almost 19 million Filipino students who completed junior and senior high school last year cannot read and comprehend a simple story, according to the Philippine Statistics Authority (PSA).

This was revealed during a Senate hearing on Wednesday, where Senator Sherwin Gatchalian expressed his concern about the education situation in the Philippines.

The lawmaker said the PSA determined that these graduates from 2019 were "not functionally literate."

Gatchalian stressed the gravity of the education crisis.

"That's non-negotiable that a student who will graduate from our basic education system should be functionally literate—that's not the case now. That’s quite concerning — that means one 1 out of 5 of our graduates cannot comprehend a single story. That’s something that we need to address", he said.

According to government data, the following provinces have the highest number of illiterates:

Davao Occidental (53 percent)

Zamboanga del Sur (49 percent)

Northern Samar (48 percent)

Basilan (48 percent)

Sarangani (48 percent)

Western Samar (46 percent)

For years, several groups and experts have been urging the government to implement reforms in the education system amid a deepening crisis worsened by the COVID-19 pandemic.

The global health emergency forced governments worldwide to embrace distance learning. In the Philippines, this shift coincided with strict lockdowns that further disrupted students' learning.

Truly the pandemic only exacerbated and continues to exacerbate the effects of the awful Philippine education system.

The Metro Rail Transit line 3 says they saw their highest ridership day since the pandemic.

The Metro Rail Transit line 3 (MRT-3) on Wednesday saw its highest ridership since the pandemic. 

In a statement, the Department of Transportation said the railway ferried 481,156 passengers on Wednesday. This is higher than the previous post-pandemic high of 459,936 seen on December 20, 2024.

The government is offering free train rides from April 30 to May 3.

The DOTr said the ridership numbers show the MRT's improved ability to serve a higher volume of passengers

The previous post-pandemic high was last year so that's not much of a metric by which to judge.

During the COVID-19 pandemic, Filipino publishers saw a sharp decline in their sales. In 2020, the industry in the Philippines lost more than half its revenue as physical bookstores closed and people lost their jobs and disposable income. E-books are not common in the country; a 2024 survey found that 74 percent of readers prefer printed books over other types of reading including magazines, newspapers, and e-books.

OMF Literature, one of the largest Christian publishers in the country, also felt the impact of the pandemic on its sales, said Myrna Reyes, former head of publication and current publishing consultant at OMF Lit. As a result, they have licensed fewer books from the US.

Yet one bright spot Reyes sees is Hiyas (Gem), OMF Lit’s children’s book imprint, as more Filipino Christians are writing and illustrating original books. Before the pandemic, children’s books contributed about 15 percent to total company sales, according to OMF Lit. This fiscal year, its contribution is estimated to be slightly over 70 percent. While not all the children’s books are explicitly Christian, “our priority is sharing Christian values through our stories,” Reyes said.

Christianity Today spoke with five Filipino children’s book authors about the challenges and blessings of writing for the next generation.

With colorful drawings and emotive characters, most of Luis Gatmaitan’s books explore the human body, drawing from his expertise as a pediatrician.

For instance, the 2021 book Covidoom! follows the battle inside a boy named Jonas between  the evil coronavirus and his antibodies, which are anthropomorphized as soldiers on a battlefield. Written in both English and Filipino, the book is aimed at five-to-seven-year-olds.

“I want children to see that the God who made us is amazing,” he said.

Before the pandemic children's book sales were about 15% and now they are at 70% of OMF Literature's business. Hopeful the children reading those books won't grow up to be illiterate. 

ONE Championship, the MMA tournament, has seemingly abandoned the Philippines as a venue. This is a result of the pandemic shutdown.

Last year, SportsPro reported that ONE Championship received $50 million from investors, including the Qatar Investment Authority sovereign wealth fund, giving Group One a valuation of at least US$1.35 billion. This shows how ONE Championship continues to remain popular as it expands across the globe. 

However, one country where it isn’t visiting anymore is the Philippines. ONE Championship once considered the Philippines one of its most important battlegrounds. Manila’s passionate fight fans, combined with a roster full of proud Filipino champions, made it a natural destination for some of the promotion’s biggest events. Mall of Asia Arena would regularly fill with thousands of screaming fans, and local heroes like Brandon Vera, Eduard Folayang, and Joshua Pacio carried national pride into every bout.

However, over the past few years, that once-strong connection has noticeably weakened. Despite a brief return to Manila in December 2022 — complete with exciting new sponsorships — there’s no denying that the Philippines is no longer a priority for ONE Championship.

ONE’s 2022 Tournament and New Partnerships

In late 2022, ONE Championship announced a major comeback event in the Philippines, scheduled for December 3 at the Mall of Asia Arena. After a long absence due to the pandemic, the announcement generated significant buzz among local fight fans. To fuel this comeback, ONE secured three key sponsorship partnerships:

• Foodpanda is the leading food delivery platform across Southeast Asia.

• 1xBet is a well-known international sports betting company.

• Solaire Resort Entertainment City (Solaire) is one of Manila’s premier luxury resorts and entertainment complexes.

These deals provided the financial and promotional muscle necessary to bring ONE back to Manila in a big way. Both 1xBet and Solaire show how the intersection between combat sports and the entertainment industry has remained a foundation for MMA fights across the world. Solaire Casino and Hotel Resort hosted the pre-fight press conference for the 2022 event. The casino is one of the top gaming companies in the Philippines, having launched its online gaming platform, Solaire Online, in April 2021. As part of its online platform, Solaire live slots lets gamers play like they are in a real-life casino by blending the thrill of traditional slots with the sophistication of a VIP room. This, along with their 2024 Solaire North Casino expansion, has made the casino chain one of the most successful in the Philippines. If ONE is to return with another big event in the future, then the backing of Solaire again would make it possible. 

But looking deeper, the 2022 event felt more like a one-off celebration than a true return to form. Despite the excitement surrounding the partnerships, the structural issues that caused ONE to deprioritize the Philippines remained firmly in place.

Why the Philippines is No Longer a Priority

In recent years, ONE Championship has increasingly shifted its focus toward new, higher-value markets. Notably, the promotion made a major move into the United States by securing a broadcast deal with Amazon Prime Video, giving it access to a lucrative American audience.

ONE also expanded its presence in Japan and Thailand, recognizing these countries as stronger opportunities for growth, sponsorship revenue, and global media coverage. Meanwhile, the Philippines, while passionate, was seen as a mature market with limited new revenue potential compared to emerging opportunities elsewhere.

The pandemic only accelerated this shift. With increased costs for live events and stricter health regulations, ONE had to prioritize markets that could offer higher returns. Unfortunately for Filipino fans, the Philippines did not make the cut.

The pandemic exposed the rotten healthcare infrastructure in the Philippines and the medical industry is still learning the lessons.

"The pandemic showed us the power of collaboration. We’ve seen what’s possible when sectors unite, and we must build on that momentum.”  What a sad observation. Why weren't these sectors cooperating beforehand? 

Three Oroquieta City officials have been cleared of any liability concerning rices purchases during the pandemic.

The Commission on Audit (COA) has cleared three Oroquieta City officials of liability in the purchases of P241,653.60 worth of rice that was distributed to policemen, persons deprived of liberty (PDLs), and affected families and individuals during the Covid-19 pandemic.

Cleared were City Accountant Kane Alfonso P. Iyog, Assistant City Accountant Jehmar A. Quicoy, and Senior Bookkeeper Babylaine E. Rivera.

The COA decision was signed by Chairperson Gamaliel A. Cordoba and Commissioners Roland Cafe Pondoc and Mario G. Lipana.

The purchases of rice during the Covid-19 pandemic were audited by a COA team which found conflict of interest on the part of the three Oroquieta City officials.

The team found that one of the suppliers, By Grains Dealer, is registered under the name of Cecilia Amboang, who is the sister-in-law of Quicoy. Another supplier, Amboang Store is registered under the name of Emerson R. Quicoy, husband of Quicoy, while Bblaine Tata Store is registered under the name of Jiffrey E. Manon-og, son of Rivera.

Iyog, on the other hand, was held liable for certifying the propriety of the supporting documents in the disbursement vouchers.

The three filed their appeal, arguing that there was no conflict of interest as the business entities involved sole proprietorships. They added that they did not take advantage of their close relation to the suppliers, nor did they receive anything from them in return.

The COA found their appeal meritorious. It said: "At the outset, it can be said that there is no conflict of interest since the petitioners have no substantial interest in the business of the suppliers. Petitioners Iyog and Rivera are not the owners or co-owners of the stores, neither do they have any position or role in the administration and/or operation thereof."

"While petitioner Quicoy is the wife of the owner of Amboang Store, and is presumed to have financial or substantial interest therein as the spouse, there is nothing on the records of the case to show that she had any significant influence in the awarding and approval of rice from Amboang," it added.

The COA further pointed out that there was no showing that the procurement of rice from By Grains, Amboang, and Bblaine Tata Stores were made by reason of the relationship of the petitioners (city officials) to the respective owners.

They were found to have a conflict of interest and were convicted. On appeal they admitted they had an interest in the businesses which were awarded the job but said they did not profit from the transaction. That does not change he fact that family members of these city officials were awarded the contract. It's very bad optics at the least.

Some Recent Traffic Accidents

Here are some recent traffic accidents which are pretty stupid. They’re also tragic symptoms of a broken system where preventable deaths keep happening because regulation is weak, enforcement is inconsistent, and justice can be bought.

Two persons died while 16 others were injured in a road accident along Commonwealth Avenue in Quezon City Sunday morning, April 13.

One public utility jeepney, one modernized jeepney, and a transport network vehicle service car were involved in the incident.

Police said based on CCTV footage, the PUJ was speeding when it hit the rear of the modernized jeepney, causing it to turn turtle

"Based on his statement when he was first brought to our office, he lost control of the jeepney after it crashed into the rear of the modernized jeep," said P/Lt. Allan Erick Bacalzo, officer-in-charge of QCPD Traffic Section 5.

The two fatalities, including the 16 injured victims, were passengers of the traditional jeepney.

"Right now, the investigation is still ongoing, but as part of our SOP, we will subject the suspect to an alcoholic breath analyzer test and then a drug test," Bacalzo said.

A witness recalled how the accident occurred.

"I just saw a jeep overturn here, it was so strong. I saw the jeep turn over. There were passengers underneath. I was scared when I looked over there and there were two people overturned," said Jeremias Hernandez, owner of a shoe shop in front of the accident's site.

The driver of the jeepney will face complaints of reckless imprudence resulting in multiple homicide, multiple physical injuries and damage to property.

The Land Transportation Office has also summoned the registered owner and the driver of the passenger jeepney.  

The registered owner was also asked to bring the passenger jeepney to the LTO Central Office in Quezon City for inspection and evaluation, along with its franchise documents.

"We want to have a clear picture of what happened so that appropriate sanctions would be imposed. We will also ask the drivers of the other motor vehicles involved for a statement as well as coordinate with the local police which is conducting a separate probe," said LTO Chief, Assistant Secretary Atty. Vigor D. Mendoza II.

In the Show Cause Order signed by LTO Intelligence and Investigation Division chief Renante Melitante, the jeepney driver was asked to explain why he should not be penalized for charges of Reckless Driving (Sec. 48 of RA 4136), being improper Person to Operate a Motor Vehicle pursuant to Sec. 27(a) of RA 4136.  

"Failure to appear and submit written comment/explanation as required shall be construed by this office as a waiver of your right to be heard, and the case shall be decided based on the evidence at hand," the SCO read.

Uh-oh! A speeding jeepney hit another jeepney and CAUSED IT TO TURN TURTLE!!!  HAHAHAHA LOL!! How hilarious. What is wrong with the editor at ABS-CBN News? Turn turtle? How about something a little less flippant like "flipped over" or "overturned?"  

At least the driver is facing charges. Unless he settles with the victims of course.

A wayward dump truck hit 11  vehicles in a multi-vehicle collision in Barangay San Jose Gusu here on Monday night, April 14.

Investigation said the yellow dump truck with license plates APA-3128 driven by Japinan Roselie  Vergara, 46, reportedly suffered mechanical trouble, lost its brakes, and crashed into a vehicle in front.

The impact resulted to a chain collision involving 11 other vehicles – a  Nissan Terra, a white Ford Ranger, a tricycle, a public utility jeepney, a Bajaj tricycle,  motorcycle, Toyota Innova, a Toyota Avanza, a Bajare tricycle,  Mitsubishi Expander, and a Ford Ranger.

All vehicles incurred damages but there were no casualties.

Drivers and owners of the vehicles were invited to the Zamboanga City Police Station 11 for further investigation.

It's another case of failed brakes. No word on charges being filed. Once again if he settles with the victims no one will bat an eye and the driver will be back on the road in no time.

A truck crashed into an electric post along Ortigas Avenue Extension in Taytay, Rizal, on Monday, April 14, causing the pole to topple and the cables attached to it to dangle.

The Taytay Municipal Disaster Risk Reduction and Management Office (MDRRMO) reported that clearing operations were carried out Monday afternoon as the post and its cables were damaged by the strong impact.

The truck was brought to the impounding area at around 6:32 p.m.

The Taytay MDRRMO said the driver jumped out of the truck before it hit the post. 

No one was seriously injured in the accident.

However, it caused heavy traffic from Rotonda to Cainta, Rizal.

The Taytay municipal government deployed additional enforcers to manage the traffic situation.

Meanwhile, the driver was brought to the police station for questioning.

No word on what caused this accident. Good thing the driver jumped out of the truck rather than use his adroit driving skills to either prevent or mitigate the damage from the accident. Maybe it was another failed brakes issue.

A sports utility vehicle (SUV) driven by a security guard plowed into pedestrians, killing a woman and injuring five others in Barangay Guadalupe Nuevo, Makati City on Monday, April 14.

Based on the police report, a 60-year-old security guard was trying to move the SUV to another parking slot when it accelerated towards the crossing civilians.

The owner of the SUV said the security guard suddenly entered his vehicle and drove it without his permission, even ignoring his mother's plea to wait for him to move the vehicle himself.

According to the suspect, he tried to move the car because he was ordered by his management to transfer any vehicle blocking the establishment where he is working.

Upon releasing the handbrake, the suspect said the vehicle accelerated violently and plowed into the pedestrians, first hitting the 40-year-old woman who died on the spot, and then the five other individuals. 

Capt. Milfred Kamir Kayat, Makati Police Traffic Investigation officer in charge, said the suspect expressed remorse over the incident.

The security guard thought he could operate the automatic vehicle properly.

He is now under the custody of the Makati City Police and is facing charges of reckless imprudence resulting in homicide, multiple physical injuries, and damage to property.

This is a pretty dumb accident. A security guard was told by his boss that a vehicle needed to be moved. But instead of confronting the owner of the car and asking him to move it, the security guard jumped in the vehicle, released the handbrake, and then the SUV accelerated violently which resulted in the death of a woman. Let's all thank the Manila Bulletin for including an unblurred picture of the dead woman on the hood of the SUV. I am going to guess that the security guard had his foot on the accelerator rather than the brake pedal when he popped the handbrake. It could happen to anyone. Right?

Twelve people, including six minors, were killed and 27 others were injured when a speeding passenger bus crashed through a column of vehicles at the Subic-Clark-Tarlac Expressway (SCTEX) toll plaza in Tarlac City at past noon yesterday.

Tarlac police chief Lt. Col. Romel Santos said a Toyota Veluz sport utility vehicle, a tractor head truck, a Nissan Urvan and a Kia Sonet SUV were queuing at an SCTEX toll plaza in Barangay Bantug when a speeding Solid North bus emerged from behind and hit them.

The Philippine Red Cross (PRC) said the road crash occurred at 12:18 p.m., with the police receiving a report of the incident at 12:30 p.m.

Santos said the bus driver, whom he did not identify, told police investigators he fell asleep while behind the wheel.

“Dozing off while behind the wheel and in full speed, he did not notice he was already approaching the SCTEX toll plaza,” Santos said in an interview over dzBB.

Ten of the fatalities, including the six minors, were passengers of the Nissan Urvan while the other two were in the Kia Sonet. The two vehicles lay crushed between the bus and the truck. Police have yet to disclose the names of the fatalities.

Santos said 27 people, including the bus driver, were brought to the Tarlac Provincial Hospital for medical treatment.

Marvin Guiang, who heads the Tarlac Provincial Disaster Risk Reduction and Management Office, said one of the survivors is a child from the Kia Sonet. He said bus passengers sustained minor injuries.

The PRC mobilized its rescuers and an ambulance in transporting patients to the hospital.

Police are preparing criminal cases against the bus driver for reckless imprudence resulting in multiple homicide, multiple physical injuries and damage to property.

On Labor Day a tragic accident occurred on the Subic-Clark-Tarlac Expressway which resulted in the death of 12 people while 27 others were injured. The accident was caused by a bus driver who was not only speeding but had fallen asleep at the wheel. The PNP are preparing a case against him but did they not ask if the victims want to settle? Why rush to prosecute this man when he and his company pay good blood money to brush this incident away?

Insurgency: Clash In NegOr Ahead Of Polls

A series of firefights between the AFP and the NPA has resulted in the deaths of 7 rebels. The AFP says this should be a wake up call to the remnants.

Military officials urged remnants of the New People’s Army in Negros Island to surrender as the communist-terrorist group suffered a major blow following the death of seven cadres in a clash with government troops in Negros Occidental on Sunday.

“This operation should serve as a wake-up call to those who still choose to support or join the Communist Party of the Philippines-New People’s Army (CPP-NPA). We will relentlessly pursue and neutralize all armed rebels. The door to peace remains open, surrender while you still have the chance,” Maj. Gen. Michael Samson, commander of the Philippine Army’s 3rd Infantry Division (ID), said in a statement.

The series of firefights, which took place between 5:30 a.m. and 6:50 a.m. in the hinterlands of Barangay Tapi, Kabankalan City, claimed the lives of Reniel Locsin Cellon, Mary Jane Maguilat, Jhon Isidor Supelanas, and a certain “Pitong,” all from the NPA Southwest Front, as well as Jhunrey Mejares, Glendel Tinio Mejares, and Charity Amacan, from the Southeast Front.

Both rebel fronts have been previously declared as dismantled by the Philippine Army.

According to a report of the 3ID, troops from the 11th, 15th, and 47th Infantry Battalions (IBs) clashed with the NPA remnants after learning of their presence from the locals.

After the gunbattle, they recovered six M16 rifles, one of these equipped with an M203 grenade launcher, and a KG9 submachine gun.

Brig. Gen. Joey Escanillas, commander of the 302nd Infantry Brigade based in Tanjay City, Negros Oriental, lauded the troops for carrying out the successful counter-terrorism operation without casualties on the government side.

“This operation is vital in safeguarding the local populace, and its success exemplifies their dedication and skill,” he added.

Escanillas said the cooperation and support of the community was also instrumental to the victory.

“We urge the public to remain vigilant and continue cooperating with our forces to bring an end to the local communist armed conflict,” he said.

In a separate statement, Lt. Gen. Fernando Reyeg, commander of the Armed Forces of the Philippines Visayas Command, said the troops delivered another major blow to the CPP-NPA, further weakening its forces and bringing the Visayas closer to achieving stability and security.

“We will continue to press on the fight to end the local communist armed conflict in the Visayas. As such, we call on the few remaining members of the terrorist group to lay down their arms and return to the fold of the law,” he added.

Incredibly enough the AFP engaged in clashes with a dismantled front. Clearly dismantled does not necessarily mean dismantled. 

Two of the slain NPA rebels were actually top leaders.

Two top cadres of the Communist Party of the Philippines-New People's Army (CPP-NPA) killed in a recent encounter with Philippine Army troops in Kabankalan City were wanted for several counts of murder, the Negros Occidental Police Provincial Office (NOCPPO) confirmed on Wednesday.

Reniel Locsin Cellon, former commander of Southwest Front, had four outstanding arrest warrants for murder and direct assault while Charity Amacan, former secretary of Southeast Front, faced 11 arrest warrants for murder.

Cellon and Amacan died with five of their comrades in a clash with soldiers from the 11th, 15th, and 47th Infantry Battalions in the hinterlands of Barangay Tapi last Sunday.

“The cases against them are now classified as solved, bringing long-awaited justice to their victims through their identification and neutralization,” the NOCPPO said in a statement.

Another fatality, Mary Jane Maguilat, had an outstanding warrant for violation of the Commission on Elections gun ban for the May 2013 elections.

The NOCPPO is also conducting a validation process to determine existing criminal records of the other neutralized personalities identified as Jhon Isidor Supelanas, Jhunrey Mejares, Glendel Tinio Mejares, and an individual identified only as “Pitong".

“The NOCPPO remains committed to supporting the Armed Forces of the Philippines in the campaign against insurgency and to maintaining peace, order, and security throughout the province.”

Army soldiers of the 79th Infantry Battalion brought home the remains of Amacan, 61, to her next of kin in Barangay Malasibog, Escalante City on Monday.

“Our duty as soldiers extends beyond the battlefield. We hope that this simple act of compassion brings a measure of comfort to the family during this painful time,” 79IB commander Lt. Col. Arnel Calaoagan said in a statement.

Meanwhile, the 3rd Infantry Division reported that Marcel Camangyan Anguit, the civilian wounded during the clash, is recovering at the Corazon Locsin Montelibano Memorial Regional Hospital here.

“We regret that a civilian was injured during the encounter and we are ensuring that he receives the best possible medical care. We also extend our deepest condolences to the families of those killed regardless of their affiliations,” 3ID commander Maj. Gen. Michael Samson said in a separate statement. 

So much for the leaderless NPA. It is too bad a civilian was wounded but why was he there? Where was this battlefield.

This clash happened just weeks before the coming election.

Government troops of the 62nd Infantry Battalion of the Philippine Army clashed with suspected members of the New People’s Army (NPA) in three separate incidents in Guihulngan City, Negros Oriental on Thursday.

Lt. Col. Evelio Ilanga, commanding officer of the 62IB, told the Philippine News Agency that the initial clash occurred around 6 a.m. in Barangay Humay-humay, where soldiers encountered about nine remnants of the dismantled Central Negros 1 (CN1) guerrilla front.

A brief three-minute firefight ensued before the insurgents retreated.

The soldiers recovered one high-powered firearm, some live rounds of ammunition, magazines, and personal belongings that were left behind by the suspected NPA rebels.

Ilanga said that pursuit operations led to two more brief skirmishes with the same group later that day at separate locations. He refused to give further details.

He assured the public that the military is working to prevent any disruption by the NPA during the upcoming elections, particularly in Guihulngan City.

Based on the Commission on Elections’ (Comelec) classification of election hotspots, Guihulngan City and La Libertad are currently under the red category—the highest level—due to the presence of armed groups.

Basay has been placed under the orange category, while the remaining 22 towns and cities in Negros Oriental are classified under the yellow category.

The AFP says they are "working to prevent any disruption by the NPA during the upcoming elections." Meanwhile the Comelec says the NPA poses no threat to Negros elections.

Despite recent armed clashes, the Commission on Elections (Comelec) in Negros Island Region (NIR) has assured the public that there are no indications that the New People's Army (NPA) has the capability to disrupt the May 12 elections in Negros.

Comelec-NIR Director Lionel Marco Castillano made the assurance on Monday following an encounter between government troops and suspected NPA members in Kabankalan City, Negros Occidental over the weekend, where seven suspected ranking NPA members were killed by forces from the 11th, 15th, and 47th Infantry Battalions of the Philippine Army.

“We have received assurances from both the Philippine National Police and the Philippine Army that, as of now, there is no evidence suggesting the NPA intends to disrupt the elections,” Castillano said.

He also relayed that communication with the provincial election supervisor of Negros Occidental confirmed that, based on reports from the Kabankalan City election officer, “no voting centers were affected by the recent encounter.”

Castillano noted that while the clashes were primarily part of the government’s ongoing counter-insurgency efforts and not directly related to the elections, they serve as a testament to the Philippine Army’s continued vigilance.

“This proactive stance also provides us with added assurance that we can expect a peaceful and orderly election day, free from any untoward incidents,” he said.

During the NIR Regional Joint Security Control Center (RJSCC) meeting held on Friday afternoon in Sibulan, Negros Oriental, high-ranking officials from the Philippine Army and the Philippine National Police assured that sufficient personnel will be deployed to ensure election security and to respond to potential disaster scenarios, particularly in the event of an Alert Level 4 eruption of Mt. Kanlaon on or before election day.

The NPA might not intend to disrupt the elections but there is a possibility they could. In any case they still remain a threat. Dismantled or not. 

Despite past statements that the NPA is leaderless and unable to recruit the AFP is still combating NPA recruitment. The motive being that one of the 7 killed in the Negros clash was a former UP-Cebu student leader.

The top official of the Philippine Army’s 302nd Infantry Brigade (IB) in Negros Island enjoined parents and those engaging the youth to support the campaign against the recruitment of students to join the armed struggle.

302IB commander Brig. Gen. Joey Escanillas issued the call on Friday in the wake of the April 27 encounter between government troops and remnants of the New People’s Army (NPA) in Kabankalan City, Negros Occidental, which claimed the lives of seven rebels, among them Jhon Isidor “Dee” Supelanas, 26, a former student leader at University of the Philippines-Cebu.

In a statement, Escanillas said parents need to monitor their children’s activities in schools as they may have already been deceived by communist-terrorists.

“Let us stand and unite to stop the recruitment of the youth in the urban centers. Our lines are open to help you earn justice by filing cases against the recruiters. We need your help because we cannot do this alone,” he said.

Escanillas noted that there are still young people who join the NPA in the countryside after being deceived by twisted ideology.

“Dee’s death is a result of the communist-terrorist group’s deceitful and manipulative tactics. We must unequivocally condemn the brutality and cruelty of this terrorist organization and hold them accountable for their actions. Their callous disregard for human life is abhorrent,” he said.

Despite this, the 302IB commander said the people should stand with the Supelanas family and respect the solemnity of the passing of the former student leader, whom he described as “a victim whose family deserves compassion during this difficult time.”

In the past years, several student leaders from Cebu also died in various encounters with government troops in Negros Island.

They included Rachelle Mae Palang, 22, nursing graduate at Velez College killed in a clash in Negros Oriental on Sept. 18, 2008; Nikka De la Cruz, 26, journalism graduate at University of San Jose-Recoletos, killed in a clash in Binalbagan, Negros Occidental on July 6, 2022; and Cheene Dacalos, 30, former student at UP Cebu, killed in a clash in Ilog, Negros Occidental on Sept. 14, 2021.

“Futile cause claimed many lives. They were deceived by communist-terrorist group organizers and sectoral front organizations operating in urban centers,” the Army official said.

Escanillas urged the young people enticed to join the armed struggle to reevaluate their choices.

“The problems of the society cannot be resolved by armed struggle or by violent means. Rather, positive advocacy is one of the many solutions to address the social ills in the country. Lay down your weapons and embrace the future of harmony and progress,” he said.

If people are still joining then the AFP should not say they NPA cannot conduct recruitment activities due to lack of leadership. 

For the moment amnesty is still a path former rebels can still tread. In Samar 30 ex-rebels have been approved for amnesty.

At least 30 applications for amnesty have been endorsed by the Local Amnesty Board (LAB) in Catbalogan City, Samar for resolution by the national government.

It was the result of the continuing case conferences of LAB Catbalogan members from different agencies since last year.

Endorsed LAB resolutions will be forwarded to the National Amnesty Commission (NAC) executive committee before the final resolution by the en banc.

“Resolutions will then be submitted to the Office of the President. Only the President of the Republic of the Philippines has the authority to grant or deny amnesty,” LAB Catbalogan said in a statement Friday.

Since the government started accepting amnesty applications in December 2024, at least 378 former members of the New People’s Army from the three Samar provinces submitted their applications to LAB Catbalogan.

Members of LAB Catblogan include Samar provincial police office director Col. Eric Antonieto Mendoza, Golda Meir Tabao representing LAB Chairperson Governor Sharee Ann Tan, Regional Prosecutor Irwin Maraya, Provincial Prosecutor Luz Lampasa representing the Department of Justice-National Prosecution Service, Army 801st Brigade Deputy Brigade commander Col. Carmelito Pangatungan, and lawyers from the Public Attorney’s Office.

Through amnesty, the government is giving the former rebels opportunity to make their lives better, NAC said.

Crimes classified as acts of rebellion fall under amnesty coverage, while private offenses such as rape are excluded.

Under President Ferdinand R. Marcos Jr.'s Proclamation 404, also known as the Amnesty Program, former members and current members of the communist insurgents have until March 14, 2026 to submit their applications.

The program is not limited to NPA rebels but extends to members of the Communist Party of the Philippines and the National Democratic Front.

These people will never be held accountable for their crimes.
