The 2025 Elections and the Filipino Conscience

On Election Day House Speaker Martin Romualdez reminded the Filipino electorate that their vote is a declaration of their conscience. The future of the Republic is in their hands.

As Filipinos troop to polling precincts, House Speaker Martin Romualdez reminded them about the sanctity of their vote and the importance of the electoral process.

“Today, each Filipino has the power to shape the future of the Republic. When you cast your vote, you are not merely fulfilling a civic duty but taking part in a solemn act of democracy,” Romualdez sad in statemnent Monday morning. May 12.

“With each vote, we renew our shared responsibility for the direction of our nation,” he noted.

Romualdez says that the act of voting goes beyond procedure, reflecting the voter’s conscience and commitment to national development. “Your ballot is a declaration of conscience, a quiet but resolute affirmation of your role in building our nation."

The Speaker called for a thoughtful and peaceful conduct of the polls, and urged Filipinos to recognize the importance of the moment.

“Let us vote not with indifference or haste but with reflection, integrity, and care. This day reminds us that democracy lives not in institutions alone but in the choices of ordinary citizens acting with extraordinary purpose,” stated the House leader.

He also underscored the meaning of each ballot cast in the ongoing effort to uphold democratic ideals.

(Every vote holds the power to shape the future, and it is our responsibility and commitment as Filipino citizens. Let us choose peace, order, and respect for the process. With every vote, we demonstrate our care for the nation and our desire to uphold a strong democracy.)

The Speaker encouraged voters to protect the electoral process and remember those who fought to preserve it.

“I urge every Filipino to protect the sanctity of this process. Let us honor those who came before us by exercising this right responsibly, with discipline and dignity,” Romualdez said.
The sanctity of the process? 

Now that the 2025 elections are now over what exactly does the conscience of Filipinos look like? How did was the process sanctified. Well, in Albuera Filipinos decided to elect a self-confessed drug lord to be mayor. 


Self-confessed drug lord Kerwin Espinosa has been proclaimed the mayor of Albuera, Leyte on Tuesday, May 13.

He bagged a total of 10,939 votes, based on 71.79% of election returns processed.

Espinosa clinched a decisive victory over his opponents, Vince Rama and incumbent mayor Sixto dela Victoria, who received 7,081 and 2,761 votes, respectively. He was officially proclaimed winner by the board of canvassers on Tuesday morning.

Meanwhile, his sister, RR Espinosa, has also been proclaimed vice-mayor of Albuera.

In an interview with GMA News, Kerwin said his top priorities as mayor will be ensuring peace and order and intensifying efforts against illegal drugs.

(What I will prioritize first is peace and order, and providing a solution to the drug problem here in Albuera. We will clean up drugs in our city. We will have zero tolerance for drugs.)

 It can be recalled that Kerwin was shot on April 10 during a campaign event in Barangay Tinag-an. He was rushed to a hospital and, fortunately, made a full recovery. 

In 2016, detained former President Rodrigo Duterte publicly accused Kerwin of involvement in the Eastern Visayas illegal drug trade, implicating both him and his father, then-mayor Rolando Espinosa Sr., after a police raid near their Albuera home yielded P11 million worth of shabu. 

Although Kerwin initially implicated former senator Leila de Lima in the New Bilibid Prison drug trade, he later recanted his testimony.

Self-confessed drug lord and now mayor Kerwin Espinosa says he will prioritize finding a solution to the drug problem. Is Albuera so devoid of able politicians that the citizens thought voting in a criminal would be the right thing to get the city back on track? 

In Negros Oriental a family of four now rules over the province and Dumaguete City.

For the first time in the modern history of Negros Oriental, a family of four has swept key elective positions in the province during Monday’s national and local elections.

They are incumbent Governor Manuel “Chaco” Sagarbarria, incumbent 2nd District Rep. Manuel “Chikiting” Sagarbarria, incumbent Dumaguete Vice Mayor Ma. Isabel “Maisa” Sagarbarria, and Chessa Sagarbarria.

Chaco was elected governor with 365,020 votes, beating close rival former governor Pryde Henry Teves, who came in second with 254,415 votes.

Four other candidates contested the province’s top elective position.

This is Chaco’s first election as governor, after he rose to the position by rule of succession following the demise of two governors ahead of him.

Chikiting, on his third and final term, is returning as mayor of this capital city, where he served for three terms before joining Congress.

Maisa, meanwhile, clinched the 2nd District spot, replacing her husband, and trumping incumbent Mayor Felipe Antonio Remollo, who is on his last term as mayor.

Chessa, on the other hand, made it to the city council here with Sagarbarria's lineup for councilors occupying the majority of the 10 seats.

One family member is governor. Another family member is now Mayor and his wife has taken his spot in the House of Representatives. The last family member is on the city council. The man who is now mayor has already served three previous terms before joining Congress. Now that he is once again eligible to serve as mayor he is back in the mayoralty and his wife is replacing him in Congress. In the Philippines politics is a never-ending revolving door. 


But this isn't the only town in the Philippines being ruled by a single family. 

Three local government units in Negros Occidental are now headed by couples who emerged victorious in the midterm elections.

In Kabankalan City, Mayor Benjie Miranda, a former soldier, was reelected for his second term, while his wife Divina, a teacher and political neophyte, won as vice mayor.

In Moises Padilla town, re-electionist Ella Celestina Garcia-Yulo and her husband Pimpoy Yulo were proclaimed winners in the mayoral and vice-mayoral races.

In Hinigaran town, Mayor Nadie Arceo and wife Vice Mayor Mary Grace Arceo swapped posts and won.

The family that rules together, stays together. 

The good citizens of Porac thought it a good idea to vote for the incumbent Mayor who has been dismissed from office and prevented from ever holding public office again. 

Despite being dismissed from office in April by the Office of the Ombudsman over his alleged involvement in a scam farm operation, Porac Mayor Jaime “Jing” Capil won re-election in the May 12 polls.

Municipal Commission on Elections (Comelec) officials proclaimed Capil, his daughter and running mate Trisha Anglie Capil, and the winning municipal councilors late Monday night.

A few days before the election, the Capils received the endorsement of the bloc-voting Iglesia Ni Cristo (INC).

On May 9, the Capils expressed their gratitude to INC Executive Minister Eduardo Manalo in a Facebook post.

“We sincerely thank you and the entire leadership of the Iglesia Ni Cristo for your trust in us as your chosen candidates for the upcoming May 12, 2025, elections,” Mayor Capil wrote. “This is a great honor and an inspiration for us to continue our honest, humane, and God-centered service to our town.”

On April 4, the Office of the Ombudsman ordered Capil’s dismissal and imposed a perpetual ban from holding public office, citing gross neglect of duty related to the operation of the “Lucky South 99” scam farm in Porac.

Comelec Region 3 earlier stated that Capil was no longer eligible to run. Regional Director Atty. Elmo Duque emphasized that the Ombudsman’s decision was “immediately executory.”

Capil’s legal team, however, maintains the dismissal is not yet final and remains under appeal.

In a separate Facebook post, Capil’s camp urged Duque to be cautious in making public statements.

“Atty. Elmo T. Duque of Comelec, with all due respect, please be cautious. What you’re saying isn’t accurate. There is no ‘final decision’ in our case yet. We are appealing. Mayor Jing Capil is eligible to run as a regular candidate, and the votes of trusting Poraqueños will not be wasted,” the statement read.

The Comelec says the Ombudsman's ruling is "immediately executory." The disgrace Mayor says they are appealing. Why would the Iglesia ni Cristo endorse someone who has been dismissed and banned from holding public office? Most certainly "the votes of trusting Poraqueños" were wasted on this guy. 

Finally former President of the Philippines Rodrigo Duterte has won the Davao race for Mayor in a landslide.

Detention at the International Criminal Court hasn't dampened Rodrigo Duterte's political clout in Davao City, where the former president appears to be handily defeating rival Karlo Nograles in the mayoralty race, partial election returns show.

The latest partial and unofficial results from the Davao City elections for mayor show the elder Duterte commanding a whopping 472,000-vote lead over Nograles, who had sought to challenge the family's over two-decade grip on Davao City's highest office. 

The former president — who faces crimes against humanity charges at the ICC for his controversial war on drugs — has reached over 530,000 votes, while Nograles trails behind with 64,000, based on the partial and unofficial results early morning on Tuesday, May 13.

Duterte's kin in position. Duterte's son, Sebastian "Baste" Duterte, also appears headed for victory in the vice mayoral race, with over 527,000 votes. His closest contender for vice mayor — independent candidate Bernie Al-ag — is trailing at around 63,000.

The former president's eldest son Paolo Duterte also appears poised to win the elections for Davao City first district representative. Paolo has reached about 199,000 votes — outpacing his closest challenger, Migs Nograles, who is Karlo's sister. She has tallied about 48,000 votes.

How can Duterte be proclaimed mayor, let alone govern, from a jail cell in Europe?

This is just a sampling of the results of the election. Despite Remulla's statements about the sanctity of the process and being a solemn part of democracy that shapes the future, what are the results? Criminals have been elected to office and political dynasties remain entrenched with power. What does that tell us about the Filipino conscience?

Insurgency: End Insurgency By 2028

The Philippine government has adopted a new plan to end the insurgency by the 2028.

Malacañang has adopted the National Action Plan for Unity, Peace, and Development (NAP-UPD) 2025–2028 as the government’s strategic blueprint for promoting sustainable peace and addressing insurgency in the country.

In issuing Memorandum Circular No. 83, signed by Executive Secretary Lucas Bersamin on May 2, President Marcos said the need to maintain peace and order; protect life, liberty, and property; and promote general welfare.

"The Constitution declares it a policy of the State to promote a just and dynamic social order that will ensure the prosperity and independence of the nation and free the people from poverty through policies that provide adequate social services, promote full employment, rising standard of living, and improved quality of life for all," the President said.

In his memorandum, which takes effect immediately, Marcos directed the implementation of the NAP-UPD as the nation’s strategic blueprint to end the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) insurgency and armed conflict, and attain inclusive and sustainable peace.

The blueprint outlines specific action plans and strategies to further operationalize the whole-of-nation approach in addressing the root causes of insurgency and local armed conflict and attaining inclusive and sustainable peace in the country.

It is also anchored on the National Security Policy 2023–2028 and the Philippine Development Plan 2023–2028, which underscore the Administration’s thrust to pursue an integrated, transparent, people-centered, and human rights-based peace and security policy.

Under the memorandum, the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) shall lead the implementation of the NAP-UPD 2025–2028.

The NTF-ELCAC is instructed to "monitor and evaluate the implementation of the programs, activities, and projects under the NAP-UPD 2025–2028, and submit annual reports to the Office of the President, through the Office of the Executive Secretary."

It shall also study and recommend, if necessary, measures that will further enable and support attaining the objectives of the NAP-UPD 2025–2028, including strengthening monitoring mechanisms and creating development offices at the national and local levels.

The task force may also establish an Overseas Coordinating Committee to oversee peace and development initiatives.

NTF-ELCAC is further directed to engage the private sector, civil society organizations, and other stakeholders for monitoring and feedback regarding the NAP's implementation.

Meanwhile, all departments, agencies, bureaus, and offices of the national government, including state universities and colleges and government-owned or -controlled corporations, are directed to support the implementation of the NAP-UPD 2025–2028. Local governments and the private sector are encouraged to do the same.

The funding requirements for the plan “shall be charged against the existing appropriations of concerned government agencies and LGUs, subject to applicable laws, rules, and regulations.”

Of course the insurgency has never ended whenever the government has set a timeline. Three years raises a lot of questions because the government claims the NPA is leaderless and there is only one front left. They have also declared a strategic victory.  Why would it take three years to defeat the already defeated insurgency? 

The NTF-ELCAC plays a big part in this plan which means they are not going away anytime soon.

The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) will continue to exist due to its effectiveness in combating insurgents and bringing development to formerly "geographically isolated and disadvantaged areas" (GIDAs), the country's top security adviser said.

“Let me also make it very clear: the NTF-ELCAC will not be abolished. The Task Force remains indispensable—not only as a counter-insurgency mechanism but also as a model of effective government convergence," National Security Adviser (NSA) Eduardo Año said in a statement Monday night.

He also noted that the body has been the strategic engine behind community empowerment, peacebuilding, and good governance.

Año, who is also an NTF-ELCAC vice chair, said the agency will continue to uphold these principles under President Ferdinand R. Marcos Jr.'s orders.

"Under the President's directive, the NTF-ELCAC will continue to exist, evolve, and strengthen—aligned with the vision of unity, peace, and sustainable development for our nation,” he added.

The Joint Regional Task Forces (JRTFs) and National Clusters of the NTF-ELCAC earlier presented the accomplishments of the whole-of-nation approach against the insurgents during the recently-concluded first quarter accomplishment report on April 24, 25, 30, and May 2.

Guided by the National Action Plan for Unity, Peace, and Development (NAP-UPD) approved by the NTF-ELCAC chairman, who incidentally is the Chief Executive, the JRTFs and National Clusters exhibited improved responsiveness to the current security environment in their existing programs and initiatives aiming to address the root causes of insurgency.

Some of the major efforts highlighted are the successful implementation of the Barangay Development Program and the establishment of Local Amnesty Boards across the country to encourage more members of the insurgents to return to the fold of the law.

Año commended the achievements of JRTFs and National Clusters which contributed to the state’s relentless campaign against terrorism. The NSA emphasized the need to sustain these efforts to address the threat posed by the insurgents and prevent the possibility of their resurgence.

“Recovery efforts by the CPP-NPA-NDF (Communist Party of the Philippines-New People's Army-National Democratic Front) are ongoing and one way of doing this is by exploiting political spaces and elections especially as the midterm polls (are) fast approaching. Let me emphasize: We cannot allow even the slightest room for resurgence," Año said.

Año says the NTF-ELCAC serves "not only as a counter-insurgency mechanism but also as a model of effective government convergence." However, I cannot help quoting Teddy Casiño:

“It also expands the scope of such operations to include the delivery or denial of government projects and services,” he said, stressing that “in a sense, it reduces governance to a counterinsurgency program.”

Commie or not Teddy is correct. Good governance should not be a counterinsurgency program. 

A cache of NPA weapons was found in Zamboanga del Sur.

AUTHORITIES recovered explosives cache of the New People’s Army (NPA) in Bayog, Zamboanga del Sur, the military said Tuesday, May 6, 2025.

The 53rd Infantry Battalion (53IB) said the recovery of the cache of explosives came after a former mass base supporter of the defunct Mobile Regional Guerrilla Unit (MRGU) volunteered information about the hidden war materials.

The MRGU operates under the NPA’s Western Mindanao Regional Party Committee (WMRPC).

The cache of explosives was recovered on Sunday, May 4, in Sigacad village, Bayog, Zamboanga del Sur. Recovered from the site were 10 rifle grenades and 11 ammunition for caliber 40-millimeter grenade launcher. 

The former mass base supporter of the MRGU took an Oath of Allegiance before Bayog Mayor Celso Matias, who chairs the Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC).

“During the custodial debriefing, the former mass supporter reveals the existence of an explosives cache buried near his residence,” the 53IB said in a statement. 

These explosives, he said, were left behind by remnants of the defunct MRGU-WMRPC when they sought refuge in the area during past military operations. 

The mass supporter had personally buried the explosives during the group’s active presence in the area. 

However, prompted by the intensified security operations and ongoing information campaigns of the 53IB on the dangers of loose firearms and explosives, he felt compelled to come forward and help prevent potential threats to community safety.

“The peaceful surrender of the former mass supporter and the successful recovery of deadly explosives are clear outcomes of effective collaboration among the Bayog MTF-ELCAC, 53IB, and the police of Bayog. His brave decision to turnover these weapons removes threats to public safety and serves as a strong message of hope and reconciliation for others still holding on to the past,” Lieutenant Colonel Rolando Vargas, Jr., 53IB commander said.

“We continue to call on remaining supporters and former members of the insurgency to follow this example, embrace peace, and help build a more secure and developed Zamboanga del Sur,” Vargas added.

He said the accomplishment reflects the sustained commitment of the 53IB and its partners in building resilient, peaceful, and progressive communities through trust-based engagements and proactive peace-building strategies.

The recovered explosives were placed under the custody of the 53IB for safekeeping.

The discovery of these weapons came after a single mass supporter surrendered and volunteered information. 

The AFP continues to plead for the remaining NPA members and supporters to surrender. 1,500 former rebels have heeded that call.

More than 1,500 former members of the New People’s Army (NPA), now referred to as Friends Rescued (FRs), gathered for a summit at the headquarters of the Philippine Army’s 60th Infantry Battalion (60IB) on Wednesday to voice their concerns and express gratitude for government support in their reintegration.

Arian Jane Ramos, or Ka Marikit during her time in the NPA and now president of the Kalinaw Southeastern Mindanao Region (SEMR), said the summit provided a platform to tackle pressing issues affecting FRs, including health, education, livelihood, security, and concerns over unwarranted arrests.

“These are legitimate concerns. If not addressed, there’s a risk the NPA could exploit them to re-recruit former members,” Ramos said in an exclusive interview.

She emphasized that Kalinaw SEMR serves as a bridge between FRs and the government, ensuring their grievances are heard.

“We believe the government is listening and doing what it can to support us,” she added.

However, Ramos also stressed the responsibility that comes with returning to mainstream society, particularly in helping prevent the resurgence of armed insurgency in their communities.

Brig. Gen. Felix Ronnie Babac, commander of the Army’s 1001st Infantry Brigade, praised the former rebels for choosing peace.

“Their return to the fold of the law is proof that peace is within reach – if we work together,” he said.

Meanwhile, Bartolome Arcala Jr., former political officer of the NPA’s Guerilla Front 55 and now president of Kalinaw Davao del Norte, thanked the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) and the 60IB.

“We thank you for giving us this space to voice our concerns. We have left the armed struggle behind and now work toward national reconciliation,” he said.

During the event, Kalinaw SEMR and Davao Light Power Co. signed a memorandum of agreement to provide FRs and affiliated people's organizations with computers and digital equipment. The initiative supports digital access and skills development among former rebels.

Again it's good governance being a counterinsurgency program.

The Army says the NPA is no longer extorting the polls in Leyte.

There is no more collection of “permit to campaign” and “permit to win” fees from the New People’s Army (NPA) in Leyte Island and some parts of Samar provinces ahead of the May 12, 2025 elections, the Philippine Army said on Monday.

One week before the national and local elections, there have been no single NPA violent activities monitored by the military, including extortion attempts of rebels from local candidates, Army’s 802nd Infantry Brigade commander Brig. Gen. Noel Vestuir said.

In the past elections, the NPA, the armed wing of the Communist Party of the Philippines, collected “permit to campaign” or “permit to win” fees in exchange for freely campaigning in hinterlands within their influence.

On the other hand, rebels demand the so-called “permit to win” in exchange for votes for a candidate in places under their influence.

“Even in the 2022 elections, we have not monitored extortion activities of rebels in Leyte and Biliran during the campaign period. They can still do that by writing to candidates, but they are less capable now after losing mass base support,” Vestuir said in a phone interview.

For decades, the 802nd Brigade has been covering the entire Leyte Island and Biliran province.

The brigade expanded its area of operations to the southern part of Samar Island in 2023.

“Despite the absence of these illegal activities, we remind all troops not to be complacent and to remain vigilant as we continue our internal security operations in our area of responsibility,” Vestuir added.

Meanwhile, the 802nd Infantry Brigade is stepping up its watch in 12 areas in Leyte and Samar provinces classified as election hotspots ahead of the 2025 national and local elections.

Vestuir said they have been constantly collaborating with the Philippine National Police to secure the conduct of the May 12 midterm elections.

He said a significant number of government troops have been deployed to secure areas declared under yellow and orange categories, or those with a history of election-related incidents in the past elections and possible employment of private armed groups, and those with serious armed threats, such as a presence of communist rebels, respectively.

Under the yellow category are the towns of Palompon, Villaba, Hilongos, Albuera, and Tabontabon in Leyte; and Basey and Pinabacdao in Samar.

The towns of Leyte, Calubian, San Isidro, Tabango, and Baybay City were placed under the orange category by the Commission on Elections.

However, the Comelec has placed one city in Negros Oriental under a red category

The Commission on Elections (Comelec) on Thursday, May 8, placed Guihulngan City and La Libertad town in Negros Oriental on its red category list due to security threats posed by communist rebels just days before election day.

The two areas fall within the 1st District of Negros Oriental, long dominated by the Limkaichong political clan and represented in Congress by Jocelyn “Josy” Limkaichong.

Guihulngan and La Libertad are the only two out of 63 cities and towns in the Negros Island Region (NIR) classified as “critical” under Comelec’s color-coded watchlist system, according to Comelec-NIR director Lionil Marco Castillano.

A red classification signals direct threats from armed groups like the New People’s Army (NPA), placing an area just below the most critical category – Comelec control – in terms of election security risk.

In response, the Philippine National Police (PNP) and the Army deployed more troops to these areas to beef up security measures in time for next week’s elections.

Castillano said the police and military would also step up intelligence-gathering and monitoring operations in Guihulngan and La Libertad.

Lieutenant Stephen Polinar, spokesperson for the Negros Oriental Police Provincial Office (NORPPO), said an augmentation force of 30 police officers each has been deployed to Guihulngan and La Libertad from the Bacolod City Police Office in Negros Occidental.

“NORPPO wants to ensure that all the polling precincts in Guihulngan and La Libertad will be secure on May 12,” Polinar said.

Aside from the two red-listed areas, Comelec also classified 23 areas in Negros Oriental and five in Negros Occidental as “areas of concern,” placing them under either the orange or yellow categories.

Orange indicates a serious threat from armed groups, while yellow flags areas with a history of election-related incidents.

Castillano cited two incidents that contributed to the red listing: the killing of a village councilor in Guihulngan and the burning of heavy equipment in La Libertad.

On December 23, 2024, Dennis Malabago Sadagnot, a village councilor from Barangay T-Hill, Guihulngan, was gunned down by still unidentified motorcycle-riding assailants. The incident was believed by authorities as politically motivated.

On February 8, several pieces of heavy equipment – including two backhoes, a payloader, and a dump truck – were set ablaze in Sitio Manghaya, Barangay Aya, La Libertad. The NPA’s Leonardo Panaligan Command claimed responsibility for the attack.

“[These] incidents are enough reasons to place both [areas] under the red category,” said Castillano.

Guihulngan and La Libertad are under a congressional district where the Limkaichongs are prominent figures in the May 12 elections. Term-limited Representative Limkaichong is running for mayor of Guihulngan, challenging reelectionist Filomeno “Mikoy” Reyes.

Meanwhile, La Libertad Mayor Emmanuel Limkaichong Iway, a nephew of town Vice Mayor Lawrence “Dodong” Limkaichong, is seeking to succeed her in Congress, facing Francisco Mijares III. Lawrence is the husband of the congresswoman.

Lawrence is also running for mayor in La Libertad, up against Woody Gallosa.

The remaining 27 cities and towns in Negros Occidental, including Bacolod City, and all six towns in Siquijor have been placed under the “green category,” indicating no current threats or history of election-related violence.

To secure the NIR – comprising Negros Occidental, Negros Oriental, and Siquijor – the military and police have mobilized 7,000 security personnel, said Brigadier General Thomas Arnold Ibay, the police director the region.

Brigadier General Michael Samson, commander of the Army’s 3rd Infantry Division and head of Joint Task Force Spear, said 3,922 soldiers and 91 mobility assets were deployed across the region.

Four days out from the election the Comelec has placed Guihulngan under red category due to two events that happened months ago. Why now? Why not make this declaration earlier? The world may never know.

Banning Illegal Activities

I've said it before, the Philippines is a nation with laws but not a nation where the rule of law prevails. People do what they want because the laws are selectively enforced. Here is another example.

Valenzuela City Mayor Weslie “Wes” Gatchalian has banned the dumping of garbage near the Gen. T. De Leon-Ugong Bridge, the city government announced on Tuesday, April 29.

According to the Public Information Office (PIO), Gatchalian personally inspected a private lot in the area on Monday, April 28, and discovered the improper disposal of waste.

Following the inspection, the mayor directed the Waste Management Office (WMO) to promptly remove the garbage and tasked the Engineering Office to install a high barrier at the site to prevent further dumping activities.

"This is a serious concern not only for the environment but also for public health," Gatchalian said.

"We are committed to maintaining cleanliness and order across Valenzuela,” he added.

He also reminded residents to strictly follow waste disposal regulations, particularly placing household waste outside only on designated collection days.

The mayor emphasized that these practices are mandated under City Ordinance No. 525, Series of 2018, or the Environment Code of Valenzuela City, and City Ordinance No. 557, Series of 2019, or the Health and Sanitation Code of Valenzuela City.

He urged residents to report any illegal dumping activities to help keep the city clean and safe.

Imagine banning an activity that is already illegal and thus, BANNED! It's ridiculous but that is the Philippines. If the law had been strictly enforced, such as monitoring this known dumpsite and apprehending illegal dumpers, there would be no problem. But as it is the Mayor has to ban an already illegal activity.

Fake Diapers in the Philippines

Is everything in the Philippines fake? Is nothing sacred? Fake books, fake IDs, fake honey, fake cigarettes, and now fake diapers? What?

Some P45.4 million worth of alleged voluminous unregistered diapers were confiscated by the Criminal Investigation and Detection Group (CIDG) from six arrested suspects, including a Chinese national, during simultaneous raids at five warehouses in Plaridel, Bulacan, the Philippine National Police (PNP) reported on Black Friday, April 18. 

The PNP-CIDG said that its Regional Field Unit 3 Special Operating Team together with the CIDG Bulacan Provincial  Field Unit and territorial police units implemented search warrants for alleged violation of Republic Act No. 9711 (Food and Drug Administration Act of 2009) at five warehouses of the Philippine Asia Realty Development Corporation in Barangay Bulihan last April 15. 

The CIDG identified the collared suspects as a certain “Allan”, a Chinese and the corporation’s general manager; “Marjorie”, the assistant manager; and employees Rachelle, Braian, Mark, and Joshua. 

“All of them were caught in flagrante delicto selling and trading unregistered adult and baby diapers that allegedly came from China,” Torre said.  

The operatives also confiscated from the suspects various receipts, laptop computers, printers, bubble wrap used for their operation, and a CCTV recorder. 

Torre emphasized that it is the policy of the State to protect and promote the right to health of the Filipino people, and help establish and maintain an effective health products regulatory system. 

“We have seized an overwhelming quantity of unregistered diapers that may cause health problems to the consuming public especially the elderlies and babies, who are  vulnerable. With this crackdown and arrest of suspects, we prevented  the trading, sale and movement of these illicit diapers, thereby, we also prevented the health risk these might pose,” he stressed. 

“These imported diapers are consumer products that need to be registered in the Food and Drug Administration (FDA),” he noted. 

The suspects were charged before the National Prosecution Service for violation of Sections 10 and 11 (a) of the Food and Drug Administration Act of 2009 for selling, offering for sale, trading, distribution, and transfer of unregistered health products.

A Chinese trader and his cohorts have been caught selling unregistered adult and baby diapers. 

How did these diapers enter the country? What health risk do they pose exactly? They don't say.

This is hilarious. It's also mind boggling. Again, how did these unregistered diapers enter the country? Bureau of Customs anyone? It's more fake in the Philippines.

The God Culture: Etymology of Ophir Part 2, Mouth of Light

In the first part of this series about Timothy Jay Schwab's etymology of Ophir I examined his claim that the Hebrew letter Aleph is always translated and pronounced as "A" and his rejection of Hebrew vowel points. In this article I will look at his claim Ophir means "Mouth of Light." Always keep in mind Tim admits he is not a linguist nor does he wish to be one.

Hebrew: Ôwphîyrאופיר: o-feer’: reducing to ashes, fine gold. of uncertain derivation; Ophir, the name of a son of Joktan, and of a gold region in the East: –Ophir.
Ancient Hebrew: (א)A, (ו)U, (פ)P, (י)Y, (ר)R.

The shroud of confusion regarding ancient Ophir begins with it’s name rendered from the Hebrew in all modern Bibles and Bible dictionaries, we have reviewed, improperly. It begins with an Hebrew “A” or Aleph (א) not an “O.” This letter is always “A” in sound and translation. It is never “O” nor “U.” In fact, the second letter is an Ancient Hebrew WAW or U (ו) though “W” is also correct as a “W” is simply “UU” or “Double U.” Thus, you are looking at the actual origin of the chemical symbol for gold in this word as it begins with “AU” not “OW.” It should be rendered in Ancient Hebrew to English as AUPYR, AUPIR, AUPHYR or similar. They certainly did attempt to reduce Ophir to ashes but this meaning is erroneous and appears spurious perhaps exposing their intent.

The origin of the chemical symbol for gold, AU, is said to be the Latin Aurum or Aurea which we will determine in the next chapter is the equivalent of Ophir. This is the kingdom of gold for the Greeks which carried over into Latin but AUPYR is the origin of that reference as you will find thus the true origin of the chemical symbol for gold – AU. It is used twelve times in the Bible and with brilliance. The Bible offers markers along the way which lead us to the isles of the East in the Philippines and nowhere else. Scholars have been confused about the origin of this word but when you truly look at the Ancient Hebrew, you find the word for light as used in Genesis when God said let there be light. We will prove this is the same land.

This verse even identifies the isles of the sea which we will later prove is Ophir even tying Ophir to this same word for light which is it’s true origin etymologically. AUR(אור) is “light” and insert PY(פי) for AUPYR and it renders “Mouth of Light.” This is a direct identification in Hebrew of the land where Yahuah God said “Let there be light.” This is because this word in Hebrew is really AUR not OWR nor UWR which  are truly ludicrous renderings especially when the first letter ALEPH (א) which is always “A,” could not be mistaken by a Hebrew scholar. As you can see, we have gone extremely deep into this topic even assessing the Hebrew word for word and letter for letter in this pursuit. We find Ophir to be the region of light known as the Land of Creation which you will find proves out completely as the Philippines.

First note that Latin and Hebrew are not related in anyway. Latin is an Indo-European Language while Hebrew is a Semitic language. The twain do not meet. When he says they originate in Hebrew Tim is making up a fake etymology for the Latin words Aurum and Aurea which he does not even attempt to prove. 

Secondly note that Tim has, for no apparent reason, transformed Ophir into a compound word. He claims Ophir is composed of the words AUR meaning light and PY meaning mouth. But that would make the word AURPY which is not the spelling for Ophir which he has rendered as AUPYR. Does Tim not realize that AURPY is not AUPYR?

As can be seen this word is not only translated mouth but also commandment, edge, according, word, hole, end, appointment, portion, tenor, and sentence. Why is Tim focusing only on mouth? Because he is merely picking and choosing what he thinks will fit his thesis about the Philippines being the land of creation and not what actually makes sense or is correct. 

The fact is nothing in this etymology makes sense. 

Tim says Ophir is actually AUPYR and means mouth of light. But mouth of light, according to his own interpretation, would be AURPY. Those are clearly not the same words. AU is not AUR and PY is not PYR. Most daring of all is Tim gives NO REASON that Ophir is a compound word. The explanation is forced and comes out of nowhere. He writes:
AUR(אור) is “light” and insert PY(פי) for AUPYR and it renders “Mouth of Light.”

Why has AU become AUR? Why take out PYR and insert PY? What Tim has done is create a new word, AURPY, rather than give a proper etymology for the original word AUPYR. Yet he claims AUPYR and AURPY are the same word.

He says Ophir in Hebrew is spelled A U P Y R and then starts breaking down A U R instead of A U! Then P Y is "added in." If it is added in that means it was not previously there. Where did P Y R go? 

Another problem with translating AURPY as mouth of light is that it is grammatically incorrect. In Hebrew mouth of light would be PY AUR.

Hence, a blockage on the Lights extends from the left line, as only the left line freezes the Lights. This is the meaning of “cast pur, that is, the lot,” meaning it interprets what it casts. It says “pur,”which concerns Pi Ohr (a Mouth of Light, pronounced Pi Ohr).

The first translation is from Google translate. The second translation is from a website about Kabbalah. Kabbalists know all about proper Hebrew linguistics so their rendering mouth of light as Pi Ohr should not be dismissed out of hand. There is not much more about the Hebrew rendering of Ophir as mouth of light to be found except for one man defending the ministry of William Branham.

A third problem with this etymology is Ophir is a proper name while mouth of light is a phrase. At no time in his discussion does Tim justify transforming Ophir from a proper name into a phrase. But that does not matter much anyway because Ophir is not AURPY or Pi Ohr. 

The ultimate problem with this etymology is that Tim has made up everything. With a sleight of hand he has turned AUPYR into AURPY and given an etymology for the new word rather than the original word, Ophir or AUPYR. 

In one of his videos Tim says Ophir means Land of Light.

On this slide Tim has Ophir as meaning, "The Beginning. First Man Exiled to Inhabit & Till the Ground & Worship Elohim At the Ends of the Earth." 

So, which is it? What does Ophir mean? Land of Light? Mouth of light? Or, "The Beginning. First Man Exiled to Inhabit & Till the Ground & Worship Elohim At the Ends of the Earth?" Tim is making it up as he goes.  

It just goes to show that being proud to not be an actual linguist and then attempting to do linguistics is foolish.
