The Office of the Ombudsman has ordered the dismissal of Borbon Vice Mayor Noel Dotillos.

The state’s anti-graft investigating body found Dotillos guilty of grave misconduct over the unauthorized release of a P570,000 anniversary bonus and the illegal hiring of his wife under a contract of service.

The Ombudsman imposed the penalty of dismissal from service with forfeiture of retirement benefits, perpetual disqualification from holding public office, and cancellation of civil service eligibility. 

A copy of the 22-page decision, promulgated on July 18, 2025, was furnished to members of the media.

The case stemmed from a complaint filed by Borbon resident Emar Bascon Cuico, who accused official of releasing public funds without proper authorization and of employing his wife despite legal prohibitions.

Records showed that in March 2019, Dotillos, then mayor, approved the disbursement of P570,000 as “anniversary bonuses” for municipal employees, granting P10,000 each. 

However, the payment was made before the municipal council approved a supplemental appropriation ordinance covering the expense, the document stated.

In turn, the Ombudsman ruled that Dotillos violated Sections 305(a), 321, and 344 of the Local Government Code, which govern the use and disbursement of public funds. 

It added that a municipal resolution cannot substitute for a legally required appropriation ordinance.

“The disbursement of public funds must have the corresponding legal basis and prior authorization through an ordinance, not merely a resolution,” portions of the Ombudsman decision read. 

The anti-graft body also found Dotillos liable for illegally hiring his wife, Corazon Dotillos, as a job order worker in April 2024, even though she had already reached the compulsory retirement age in October 2021.

The Ombudsman noted that while the municipality’s 2024 budget contained a line item for “general services,” it was too broad to specifically cover her hiring. 

Moreover, Dotillos failed to secure prior authorization from the Sangguniang Bayan, in violation of Section 22(e) of the Local Government Code.

A municipal resolution passed months later ratifying the contract did not cure the procedural defect, the Ombudsman added.

Meanwhile, five other municipal officials included in the complaint were cleared of liability for lack of evidence. The complaint against former budget officer Teresita Mangulat Cabarug was dismissed for lack of jurisdiction.

Dotillos, in response, sought to overturn the Ombudsman’s decision.

In an interview with reporters, the vice mayor said his camp has already filed a motion for reconsideration. 

At the same time, he defended their decision to provide financial incentives to municipal workers, adding that the disbursement of public funds underwent all necessary procedures.

“Dili mana corruption oy kay ang mga tao may nakadawat ana. Naa may payroll ana … Grabe ilang decision, bug-at kaayo,” explained Dotillos.

Borbon is a 2nd class municipality located approximately 75 kilometers north of Cebu City.

Police are investigating an alleged shooting incident that occurred shortly after midnight on October 16 at the ranch of Bukidnon 3rd District Board Member Jose Miguel Fortich in Purok 12, Barangay San Jose, Quezon town.

The municipal government of Quezon has condemned in the strongest terms the incident that occurred around 12:15 a.m.

According to initial reports, unidentified suspects fired multiple gunshots at Fortich and his family while they were attending a private gathering.

Fortich immediately reported the incident to the Quezon Municipal Police Station, prompting Police Lt. Col. Erwin Nelga, the town police’s officer in charge, to lead an investigation and launch pursuit operations to identify and apprehend the suspects.

Authorities said no one was hurt in the attack.

In a statement, the local government denounced the act of violence, emphasizing that it goes against the values of peace and safety that the town upholds.

“The Municipal Government of Quezon condemns in the strongest terms the alleged shooting incident involving Board Member Jomic Fortich and his family. Violence and crime have no place in our municipality. These contradict the values we uphold and our vision of a peaceful town where everyone can thrive,” the statement reads in part.

Municipal officials said they are working closely with the Philippine National Police (PNP) to ensure a thorough and impartial investigation.

“Our Municipal Public Safety Office also continues to take measures to prevent further untoward incidents,” the local government said.

Authorities urged the public to remain calm and cooperative as investigations continue.

Police have yet to identify the suspects and determine the motive behind the shooting.

Police are investigating an alleged shooting incident that occurred shortly after midnight on October 16 at the ranch of Bukidnon 3rd District Board Member Jose Miguel Fortich in Purok 12, Barangay San Jose, Quezon town.

A barangay councilor and his live-in partner were gunned down in Barangay 21, San Nicolas, Ilocos Norte, on Sunday. 
Police identified the victims as barangay councilor Joshua Madamba, 26, and live-in partner, Eloisa Jane Pagaduan, 30, an online accounting staff. 
Investigation disclosed that the victims were eating at the porch of their house when two men onboard a motorcycle arrived. 
The gunman alighted from the motorcycle and shot the victims several times then fled. 
Madamba died on the spot due to multiple bullet wounds. Pagaduan was declared dead in a hospital. 
One person was wounded by stray bullet and taken to a hospital. 
One of the suspects, who turned out to be a police corporal, was arrested during the hot pursuit operation and is now under police custody. 
Recovered from the crime scene were eight empty shells and two slugs for a caliber .45. 
The Ilocos Norte Police Provincial Office headed by Police Colonel Joemar Labiano said no special treatment will be accorded to the police officer who faces double murder and frustrated murder charges in court. 
Love triangle could be a motive in the incident, police said.

Authorities are searching a for barangay chairman who allegedly shot dead a construction worker following a dispute over their respective videoke sprees in DasmariƱas City, Cavite.

According to Jonathan Andal’s report on “24 Oras” on Monday, the suspect shot the victim at the height of their argument in Barangay San Jose on Friday night.

The victim was then videoing the dispute on his smartphone and caught the suspect in the act of pulling out a firearm and shooting him.

Police said the suspect was having a drink and enjoying videoke when the victim – who was also having a few drinks and singing songs on videoke – confronted him for still unknown reasons.

This led to an argument, after which the barangay chairman shot the construction worker in the chest. The victim was declared dead on arrival at a nearby hospital.

CCTV footage also showed the suspect escaping after the incident.

Police have filed charges against the suspect, who remains at large. Meanwhile, the victim’s wife urged the barangay chairman to face accountability for his crime.

Authorities arrested two of the three suspects behind the murder of a village official in Basilan province on Tuesday, police said.

Basilan police director Col. Cerrazid Umabong identified the two arrested suspects as Toh Lalung Acalul, 41, and Delpi Suratan, 32, both residents of Ungkaya Pukan, Basilan.

The arrests were made just minutes after the suspects allegedly shot and killed Nadzri Tarahin, 41, in a bus terminal in Barangay Malinis, Lamitan City at about 10:32 a.m.

Investigation showed Tarahin, an Islamic teacher and village councilor of Barangay Baguindan, Tipo-Tipo, was waiting for his daughter, who was transacting in a nearby automated teller machine, when the suspects appeared and repeatedly shot him.

Tarahin was rushed to the hospital but was declared dead by the attending physician.

The gunman, wearing a hooded jacket, fled aboard a pickup truck, while the other two fled on a motorcycle with no registered plate number.

Responding police launched a manhunt, leading to the arrest of Acalul and Suratan.

Recovered from the arrested suspects were the getaway motorcycle, two .45 caliber pistols with ammunition, and 28 heat-sealed plastic sachets of suspected shabu.

Umabong said the third suspect, Nas, an alleged member of the military's intelligence security unit, remains at large.

He said that the shooting was allegedly a revenge killing.

Criminal charges are set to be filed against the arrested suspects.

Former Ilocos Sur Gov. Luis “Chavit” Singson faces a plunder complaint before the Office of the Ombudsman for allegedly approving the purchase of a property in Narvacan town that was overpriced by P100 million in 2019 when Singson was its mayor.

The Warriors Ti Narvacan, Inc. (The Warriors of Narvacan Inc.) — an organization advocating good governance and public accountability — on Monday lodged the complaint against Singson and 13 others, including a mayor, a former vice mayor, and former councilors of Narvacan.

Singson, who served as Narvacan mayor from 2019 to 2022 and who has become more vocal in his criticism of President Ferdinand Marcos Jr.’s administration, called it “a desperate diversionary tactic and a renewed smear campaign orchestrated by political detractors.”

The Warriors alleged that Singson and the others conspired to defraud the local government of Narvacan by approving the purchase of a 99,974-square-meter property from Western Textile Mills Inc. at P149.96 million.

The group, represented by lawyer Estelita Cordero, claimed that the property’s actual value was only around P49.98 million based on zonal valuation, making the nearly P100-million difference a violation of Republic Act No. 7080, or the Anti-Plunder Act.

Also named as respondents were former Narvacan Vice Mayor Pablito Sanidad Sr., former Councilors Edna Sanidad, Joseph Tejada, Jovenniano Ampo Jr., Charito Viloria, Bernadette Lim, Loreto Caballes, Emiliano Clarin, Reina Alexa Antolin, Romulo Rea, Joemar Grey Cabico, former municipal assessor Arlene Debina, and Raymond Ang of Western Textile Mills Inc.

Edna Sanidad is Narvacan’s incumbent mayor.

Singson claimed that the 100,000 sq-m property was valued at P800 million, or P8,000 per sq m, during the transaction, but he arranged its sale to the local government for P120 million.

“This transaction resulted in a personal loss of approximately P680 million on my part, demonstrating a substantial act of assistance, not an attempt to profit or plunder,” he said. It is now currently valued at P2 billion.

The Philippine National Police (PNP) began dismissal proceedings against a corporal — whom it did not name — for his alleged involvement in the killing of an Ilocos Norte barangay councilor and his partner.

The attack on kagawad Joshua Bernardo, 26, and his partner Eloisa Bonilla, 30, took place last Sunday afternoon. The corporal was identified as one of the suspects and arrested by police later that evening, according to the PNP.

“[Acting PNP Chief Lt. Gen. Jose Melencio Nartatez Jr.] has ordered the start of the summary dismissal proceedings against a police corporal tagged in the killing of a barangay kagawad and his partner in San Nicolas, Ilocos Norte,” the agency said in a statement on Tuesday.

“Appropriate criminal and administrative charges will be filed against a police corporal assigned to the Tourist Police Unit of the Ilocos Norte Provincial Police Office,” it added.

The PNP further said its watchdog Internal Affairs Service will coordinate with the local police for an administrative investigation against the police corporal tagged in the case.

Bernardo and Bonilla were eating with a certain Mark John Bernardo, 25, at the porch of their home when two men on a motorcycle without a license plate opened fire on them and fled the scene.

The village councilor died on the spot, while his partner was declared dead on arrival at a nearby hospital. The third victim was brought to the hospital for treatment.

The PNP did not mention how the pair was related to the third victim.

Former Cebu City Mayor Michael Rama has been found guilty by the Office of the Ombudsman of oppression or grave abuse of authority for what the anti-graft court described as “cruel and excessive” reassignment of four city employees. 
Also found guilty of the same offense was City Assessor Maria Theresa Rosell. 
The Ombudsman’s Special Panel of Investigators ruled that Rama and Rosell went beyond their powers when they transferred regular employees from the City Assessor’s Office to other posts “without valid grounds.” 
City Assessor’s Office employees Filomena Atuel, Maria Almicar Diongzon, Sybil Ann YbaƱez, and Chito dela Cerna filed the case against Rama and other city officials on Feb. 23, 2024. 
They accused Rama and Rosell of grave misconduct, oppression, and abuse of authority for their reassignment in mid-2023, which the Civil Service Commission (CSC) Regional Office VII declared “invalid and without legal effect.” 
According to the Ombudsman, the employees were “removed from payroll, denied salaries and benefits, and subjected to surveillance” while being given no definite duties. 
“The circumstances of being dropped from the list of employees for payroll, withholding of salaries and other benefits, and being made to sit at the office without work are indicia of an invalid reassignment — a far cry from being regular and made in the exigency of public service,” the Ombudsman said. 
In a 28-page decision dated Sept. 1, 2025 decision, Rama and Rosell were each meted a one-year suspension — the maximum penalty for the offense. 
Since he is no longer in office after he was previously dismissed over another case and failing in his mayoral bid last elections, Rama’s penalty will instead be converted into a fine equivalent to six months’ salary, payable to the Ombudsman. 
Six other officials, including former City Administrator Collin Rosell, Assistant Department Heads Francis May Jacaban and Angelique Cabugao, Administrative Division Head Jay-Ar Pescante, Records Head Lester Joey Beniga, and Computer Division Head Nelyn Sanrojo, were cleared for lack of substantial evidence.

Former Sen. Antonio Trillanes IV has filed plunder complaints against Sen. Bong Go, members of his family, and detained former president Rodrigo Duterte over their alleged involvement in the diversion of billions of pesos in infrastructure projects in Davao.

Trillanes filed the complaint before the Office of the Ombudsman on Tuesday, October 21, accusing the respondents of violating the Plunder Law, the Anti-Graft and Corrupt Practices Act, and the Code of Conduct and Ethical Standards for Public Officials and Employees.

Also implicated were Go’s father and half-brother, who allegedly own the construction firms CLTG Builders and Alfrego Builders.

Trillanes alleged that the Go family’s construction firms were awarded nearly P7 billion worth of government infrastructure contracts from 2016 to the present, mostly in Davao City and other areas in the Davao Region, where members of the Duterte family have served as mayors and in various other positions.

He said that of the total amount, P816 million came from joint ventures between CLTG and Alfrego Builders and St. Gerrard Construction, owned by contractor couple Curlee and Sarah Discaya.

Trillanes alleged that these contracts were funneled through political connections and government influence, describing the pattern as a clear case of plunder.

This is not the first time Trillanes has filed similar charges. In July 2024, he lodged plunder and graft complaints against Duterte and Go over the continuous awarding of P6.6 billion worth of government contracts to firms linked to Go’s family from 2007 to 2018.

The former senator said the earlier complaint was buried by a former prosecutor general, who allegedly defied the justice secretary’s directive by forwarding the case to the Ombudsman without investigation.

The former senator claimed the former prosecutor general's move led to his dismissal, but publicly, the prosecutor resigned from his post "to pursue other endeavors."

“Ang ginawa nung dating prosecutor general, against the order nung SOJ (Secretary of Justice), sinubmit niya dito and that eventually led to his dismissal or relief doon sa position niya,” Trillanes said.  (What the former Prosecutor General did was, against the order of the SOJ, he submitted it here, and that eventually led to his dismissal or relief from his position.)

“So what they did here was, they didn't even investigate it. Not even a day or an hour was devoted to investigating it. They really just buried it, but that was without prejudice, so we still had the opportunity to add to what we initially filed."

The City Health Services Office (CHSO) here on Tuesday urged residents to revisit the basic health and safety protocols observed during the Covid-19 pandemic as a precaution against flu amid the colder weather.

"We urge the public to reactivate previous practices such as masking up if a person is exhibiting symptoms like coughing or having colds, especially while indoors," Dr. Celia Flor Brillantes, city health officer, told the Philippine News Agency.

Residents were also advised to stay home when sick, wash their hands often, observe coughing and sneezing etiquette, and disinfect frequently touched objects like doorknobs, tables and toys, among others.

Brillantes also said it is advisable for residents, as well as tourists visiting the city, to wear warm clothing, especially in the evening and early morning to avoid getting colds that may develop into flu.

Boosting the immune system by avoiding alcoholic drinks and smoking, and making oneself healthy through balanced diet will also help prevent being infected with the flu virus, she added.

The CHSO issued the advisory following the reported increase in influenza-like illnesses (ILI) and laboratory-confirmed influenza among children in various regions that, according to Brillantes, may be linked to colder temperatures.

“As the Pediatric Infectious Disease Society of the Philippines (PIDSP) reported, the pattern aligns with the expected seasonal rise in influenza activity during the latter months of the year,” she said.

The weather bureau last week announced the termination of the southwest monsoon (habagat) season, signaling the transition to the northeast monsoon (amihan) season, which is marked by colder temperature.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) earlier said Baguio could experience a single-digit lowest temperature during the cold season.

Amid heightened public concern over rising flu-like infections, the Department of Health (DOH) clarified on Friday, Oct. 17, that there is no lockdown being planned, describing the situation as part of the usual influenza-like illness (ILI) surge during the rainy months. 
“There is no planned lockdown. That is fake news. What we have is the seasonal respiratory illnesses,” DOH Secretary Ted Herbosa said during a press conference at the Independent Commission for Infrastructure (ICI). 
Herbosa dismissed rumors circulating online about a supposed government-imposed lockdown due to a “flu outbreak,” saying that no such outbreak exists. 
“So it’s not a flu outbreak, we do not have a flu outbreak. It’s our ILI season. What is ILI? Influenza-Like Illnesses,” he explained. 
He noted that ILI includes a range of common respiratory infections that typically surge during the wet season. 
“It includes illnesses such as cough, colds, flu, and others similar to these that spread quickly during the rainy season,” he said. 
Herbosa underscored that the health department is closely monitoring the situation. 
“The DOH is monitoring that. We know many people are getting sick,” he added. 
Earlier, the DOH reported that ILI cases in the country are eight percent lower this year compared to the same period in 2024. 
Assistant Secretary Albert Domingo, the spokesperson of the DOH, said a total of 121,716 ILI cases were logged nationwide from Jan. 1 to Sept. 27, which is lower than the 132,538 cases registered during the same period in 2024.

Senator Bam Aquino on Thursday welcomed the Department of Trade and Industry’s (DTI) decision to postpone the implementation of the mandatory Trustmark requirement for online businesses, calling it a welcome relief for micro, small and medium enterprises (MSMEs).

He said the DTI’s move would ease the compliance burden on small online sellers and give them more time to prepare for future digital trade regulations.

The DTI earlier announced that the Trustmark requirement would remain voluntary until the end of the year while it conducts further consultations with industry stakeholders before issuing a final policy.

Aquino, who earlier urged the agency to review the measure, said the mandatory Trustmark would have added to the challenges faced by small entrepreneurs trying to recover from the pandemic.

The Trustmark is a digital badge that serves as government recognition for online merchants and platforms that comply with standards of trustworthiness, safety, and fair e-commerce practices.

Aquino also called on the DTI to step up its campaign against online scams, especially during the Christmas season.

“We are urging the DTI to intensify its campaign against scams on online selling platforms, which are expected to increase this holiday season,” he said.

He reminded consumers to remain vigilant and verify the legitimacy of online sellers before making purchases.

A review on the registration for the E-Commerce Philippine Trustmark (Trustmark) has been set for early 2026 after the call for businesses to apply voluntarily for the online badge has received criticisms.

The Department of Trade and Industry (DTI), in a press release on Thursday, reiterated that registration for the Trustmark remains voluntary until the end of 2025.

“The agency also reminds the public that, while it remains voluntary, all existing laws related to e-commerce continue to be strictly enforced,” it said.

Trade and Industry Secretary Cristina Roque said they decided to extend the voluntary registration, from an earlier deadline of Sept. 30, after learning the side of stakeholders during a meeting.

“We used this discussion to hear straight from our stakeholders and learn about their daily concerns. Taking their feedback into account means we can improve the Trustmark system to be more useful, fair, and helpful for both businesses and consumers. After all, our shared goal is to make e-commerce in the Philippines safer and more trustworthy for everyone,” she said.

When the pandemic halted his diving career, Nicolas Astarie, a 39-year-old Frenchman living in Valencia town, Negros Oriental, surfaced into a different kind of adventure — one that began not in the sea, but in the soil.

In his Valencia-based chocolate brand Nico’s Cacao, Astarie turns locally harvested beans into artisanal creations that marry French craftsmanship and Filipino soul.

“I’ve always loved dark chocolate,” he told Brigada News FM Philippines on Friday, October 17. “But I never really thought about how it was made — until the pandemic gave me time to slow down and discover it.”

Astarie arrived in the Philippines in 2018, but when the global lockdown stopped the scuba industry, he began searching for meaning beyond the waves. 

He said that his wife’s aunt handed him several cacao pods from her backyard. Curious, he cracked them open, roasted the beans, and made his first batch of chocolate.

“That small moment was the beginning of everything,” he said.

He studied chocolate-making online, practiced in his kitchen, and learned through countless failures. 

But soon, he realized that true chocolate craftsmanship begins on the farm. “I wanted to understand cacao at its roots,” he said. “That meant visiting farmers, learning their process, and seeing how it connects to flavor.”

Across Negros, Astarie met farmers who sold wet beans cheaply, often skipping fermentation just to survive. He saw potential instead of problems. “Instead of walking away, I worked with them,” he said. 

“We built fermentation boxes using local materials, improved post-harvest quality, and paid fair prices for good beans.”

“We built trust, and that trust made better chocolate,” he added.

Astarie treats chocolate-making like fine French winemaking. “I approach it the same way as a Grand Cru wine from Saint-Ɖmilion — respecting the terroir, understanding how fermentation shapes flavor, and guiding each step with patience and intention,” he said.

His chocolate bars feature local ingredients like calamansi, chili, and crafted sea salt, showcasing bold Filipino flavors. 

Even the packaging tells a story. He worked with a local artist to design wrappers that highlight tourist landmarks in Valencia and Negros Oriental.

“We wanted each bar to be not just a taste of the Philippines, but a visual journey through its landscapes and culture,” he said. “It’s our way of honoring local artistry and promoting regional pride.”

Each bar of Nico’s Cacao captures the essence of Negros — earthy, fruity, and vibrant. “When people taste it, they taste Negros,” he said. “They taste resilience, warmth, and generosity.”

Astarie said that he partners directly with to farmers to ensure fair pay and consistent buying. He promotes regenerative farming, where cacao grows alongside bananas, coconuts, and native hardwoods — a system that restores soil health and strengthens communities. 

“Healthy soil grows better cacao,” he said. “When the land thrives, people thrive too.”

“I’d rather grow slowly and stay true to my values than take shortcuts,” he said. “Negros teaches patience. Everything good takes time,” he added.

When asked about future plans, Astarie doesn’t talk about awards or exports. He talks about pride — in craft, in people, and in place. 

“For the people of Negros, I want our chocolate to prove that world-class craftsmanship can grow here,” he said. “Young people don’t have to leave the island to create something extraordinary.”

He dreams of rewriting the story of Filipino cacao, long treated as a raw export rather than a refined ingredient. “Our cacao deserves recognition,” he said. “It has its own identity — tropical, bold, and deeply human.”

“I want people to taste honesty,” he said. “To feel the farmers’ dedication, the spirit of the land, and the soul of the Philippines.”

As the scent of roasted cacao filled his small working area, Astarie looked over rows of chocolate bars. “In the end,” he said, “my legacy isn’t about how much chocolate I make. It’s about how many lives it touches — and how every bite reminds the world that beauty can grow even in the quietest places,” he said.

No More Hell Run By Filipinos 12: Political Dynasties

It cannot be overstated how messed up the Philippines is. People might claim that is racism or a stereotype or even deflect and say what about (name of country.) Sure, government around the world is corrupt with notably the USA being run by a cabal of pedophiles and Satan worshippers who sacrifice their cares to a Great Owl every summer amongst the Redwoods of California at Bohemian Grove. But we aren't talking about the USA, we are talking about the Philippines. Don't deflect.

One of the reasons the Philippines remains in a rut is political dynasties. Everyone with a lick of sense recognizes political dynasties are a massive problem that consolidates power and wealth in the hands of a few. The Romualdez family from Tingog is representative of this problem.

Yedda Romualdez is set to join her husband and son in the 20th Congress through automatic party-list succession after a series of resignations cleared her path to become Tingog's third nominee.

The Commission on Elections (Comelec) certified her succession on July 16, creating a Romualdez family trio in the House of Representatives. Martin Romualdez, the presumed next House speaker, represents Leyte's first district, while their 24-year-old son, Andrew Julian, is Tingog's first nominee.

Tingog won three seats in the May elections, finishing third in the party-list race.

Comelec Chairperson George Garcia informed House Secretary General Reginald Velasco in a letter on July 16 that the poll body was greenlighting the proclamation of Yedda as Tingog's third representative in the House.

"As a Certificate of Proclamation has already been issued to TINGOG Party-list on May 19, 2025, kindly consider this letter as the equivalent certification which may be used to effect the necessary steps in relation to the appropriate representation of said Party-List in the House of Representatives," Garcia said in the letter to Velasco.

Yedda's return to the House follows the resignation of the third nominee Marie Josephine Diana K. Calatrava, who stepped down for "personal circumstances," according to the resolution of the Comelec law department, which reviewed the party-list nominee changes and recommended its adoption.

Two other Tingog nominees had earlier resigned after winning party leadership positions. Initially, the party-list's fourth and fifth nominees, Alexis V. Yu and Paul S. Muncada, stepped down on June 18 following their election as party leaders under Tingog's bylaws, clearing the path for Yedda's succession.

Yedda ran as Tingog's sixth nominee during the May midterm elections. She was initially fielded as the first nominee before her son Andrew replaced her as the party's top pick in February.

After all these resignations, the Comelec law department recommended on July 15 that Tingog's nominee list be updated with Yedda considered as "Nominee No. 3," citing Republic Act No. 7941's automatic succession provision for party-list vacancies. The COMELEC en banc adopted these recommendations on July 16.

Yedda and her husband Martin Romualdez previously served in the 19th Congress as a powerful duo that virtually controlled all key levers of House operations. Martin, the president's cousin, wielded a supermajority as House speaker while Yedda chaired the accounts committee that managed the House's internal budget. 

Besides the husband, wife and son Romualdezes, Sandro Marcos — Martin's nephew and Marcos' eldest son — is also part of the 20th Congress. He previously held a senior leadership position as senior deputy majority leader despite being a first-time lawmaker.  

This family is not just a bunch of randos. They are related to President Marcos as Martin Romuladez is his cousin. Martin was first elected to the House in 2007 and he was elected for a second term. Next, he followed the path of all Filipino career politicians and ran for the Senate when his time in the House was up but he lost. He then bided his time and ran for the House again in 2019 where he is now employed. 

His wife and son have joined him in the House but his wife is no stranger to politics as she worked hand-in-hand with her husband in the 19th Congress controlling all House operations. No family should wield such power. That is why politicians perennially preen before the cameras announcing plans to end political dynasties.

Two senators aligned with major political parties have filed bills seeking to end the grip of political dynasties on power.

Francis Pangilinan of the Liberal Party and Robinhood Padilla of the Partido Demokratiko Pilipino-Lakas ng Bayan have separately filed bills aiming to enforce the constitutional ban on political dynasties.

“Political power and public service must never be treated as a birthright. But for decades, without an enabling law, our democracy has been hijacked. This bill is long overdue. Leadership should be earned, not inherited. Every Filipino deserves a fair and equal shot at serving the nation,” Pangilinan said in a statement yesterday.

“This is not just a legal fight – it’s a democratic one. We must make room for new voices, new leaders, and genuine public servants. Because democracy dies when power is passed around like property,” he added.

In Pangilinan’s bill, a “political dynasty relationship” is defined as one “when the spouse or any relative within the second degree of consanguinity or affinity of an incumbent elective official, runs for public office to succeed or replace the incumbent.”

A political dynasty also happens when “one runs for or holds any elective local office simultaneously with the incumbent within the same province, legislative district, city, or municipality and within the same barangay or barangays within the same legislative district,” added Pangilinan’s bill.

A dynasty relationship exists “where two or more persons who are spouses, or are related to one another within the second degree of consanguinity or affinity run simultaneously for elective public office at the national level, or at the local level within the same province, legislative district, city, or municipality, and within the same barangay or barangays within the same legislative district, even if neither is so related to an incumbent elective official,” read the bill.

According to Pangilinan’s proposed measure, a candidate with political dynasty ties can be disqualified by the Commission on Elections (Comelec), or the House of Representatives, Senate, and Presidential Electoral Tribunals.

Pangilinan cited the Philippine Center for Investigative Journalism (PCIJ), which estimates that 71 of 82 provincial governors, and eight out of 10 district representatives, are members of political dynasties.

Even the Senate where he belongs “remains heavily influenced by dynastic figures, with several family tandems retaining or gaining seats,” Pangilinan said.

Pangilinan expressed alarm at the PCIJ’s report of 18 “obese dynasties” or those with five or more elected relatives.

“Political dynasties, deeply rooted in the country’s history of wealth concentration, remain a defining and intensifying feature of the Philippine political landscape. Securing public office increasingly requires substantial personal wealth, effectively limiting viable candidates to those from established political and elite families. This trend has significantly strengthened over the past two decades,” Pangilinan said.

In Padilla’s bill, a political dynasty relationship is also defined as existing “where two or more persons who are spouses or related to one another within the fourth civil degree of consanguinity or affinity run simultaneously for elective public office within the same city and/or province, or as nominees to any party-list, even if neither is so related to the incumbent elective official.”

The Comelec may also motu proprio disqualify a candidate who has political dynasty ties, according to Padilla’s bill.

The problem is a bill is not required to ban political dynasties. The constitution already prohibits them.

Article 2 SECTION 26. The State shall guarantee equal access to opportunities for public service, and prohibit political dynasties as may be defined by law.

But there is a caveat. "Prohibit political dynasties as may be defined by law." That means there needs to be implementing law which defines what what a political dynasty is. 

And that caveat demonstrates what is wrong with the 1987 constitution. It sets up broad social programs which requires laws to be passed which implement those programs. While that is problematic in itself since a Constitution should be limited to setting up the framework of a government, it is even more troubling that in 38 years the government has not passed a law to enact this constitutional provision. Perhaps defining a dynasty is not only difficult but limiting someone from serving in the government because of who they are related to would be a violation of their rights. Perhaps, in their zeal, the authors of the 1987 constitution overstepped their bounds. 

Ultimately the decision of who occupies high office is the responsibility of the voters. Sadly many of them  either don't care or are uninformed. And that ignorance and listlessness is exactly what the politicians who run the hell that is the Philippines are counting on.

Insurgency: Truth-Telling

The Army 901st Infantry “Fight Em” Brigade announced on Tuesday that the last remaining Communist Party of the Philippines-New People’s Army unit, the Sub-Region de Gravidad (SRSDG) Westland, operating in its area of responsibility in Northeastern Mindanao or Caraga region has been dismantled. 
“The brigade achieved a major victory in our campaign against communist insurgency after we successfully dismantled SRSDG,” Col. Manuel Darius M. Resuello, commanding officer of the 901st Infantry “Fight Em” Brigade, said. 
Platun Uno of SRSDG Westland was completely dismantled following multiple encounters in Surigao del Norte and Butuan City. Eighteen members, among them key leaders, were neutralized. 
The surrender of its last two members to the military on Oct. 2, along with seven high-powered firearms, signaled the total collapse of the platoon, Resuello said.  
Platun Dos was crippled after a June 25 clash in Lanuza, Surigao del Sur, where two members were wounded and later surrendered. Its leader, Ka Renren, capitulated on Aug. 22 and persuaded five more comrades to surrender, leaving only seven members active, the 901st Brigade said. 
A total of 26 members of the SRSDG Westland have been neutralized since June. 
“Only three weakened squads remain, now cornered in the boundaries of Sibagat, Agusan del Sur, and San Miguel, Surigao del Sur, under sustained pursuit by 901st Brigade forces,” said Resuello, who vowed to sustain relentless operations against remaining communist rebels.

The last two members have surrendered but there are three weaker squads remaining!?  That doesn't sound like the last of anything has been dismantled. There are hostile elements remaining and the AFP is already declaring victory. Premature victory. 

Valencia City has declared the NPA persona non grata and also been declared insurgency free.

All 31 villages in Valencia City, Bukidnon passed resolutions declaring communist rebels and their political wings as persona non grata, an official said Monday.

In a statement, Mayor Amie Galario said it was a unified stand against the communist New People’s Army, including the Communist Party of the Philippines, and the National Democratic Front, for infiltrating communities.

She said that with the support of the Philippine Army’s 89th Infantry Battalion under the 1003rd Infantry Brigade, the local government will spearhead efforts to transform communities into self-sufficient units.

"The declaration is not merely a document but a reflection of our people’s unity and determination,” Galario said.

Valencia City is the first in the Northern Mindanao Region to be declared insurgency-free through Resolution No. 153-2025.

Maj. Gen. Hambala, commander of the Army’s 10th Infantry Division, also lauded the troops for contributing to the accomplishment.

“This achievement is the result of the strong collaboration among our soldiers, local officials and the people of Valencia City,” he said.

The Philippine Army (PA) has thwarted a potential threat to local communities following an armed encounter with remnants of the New People’s Army in the mountains of Javier, Leyte.

The brief firefight erupted during a focused military operation targeting remnants of the dismantled members of the NPA Island Committee Levox of the Eastern Visayas Regional Party Committee (EVRPC).

In a statement late Thursday, the PA said it recovered a Garand rifle, several rounds of ammunition, and various personal belongings left behind by the fleeing rebels.

According to Lt. Col. Esmeraldo Sumalinog, commander of the PA’s 14th Infantry Battalion, the operation was launched on Wednesday to prevent possible harassment and threats to residents in the area.

“Our mission is to protect the people from violence and fear. This encounter is part of our effort to ensure that communities are safe from NPA influence and intimidation,” Sumalinog said.

Government forces launched the combat operations in response to reports from local residents about the presence of armed communist insurgents in the area. The soldiers immediately engaged the rebels, who eventually retreated toward the nearby forest after a brief exchange of gunfire.

Military officials emphasized that such operations are critical in preventing the resurgence of communist activities, especially in areas where former rebel units have been dismantled.

“We stand firm in our mission to put an end to the remaining threats of the CTG (communist terrorist group),” Maj. Gen. Adonis Ariel Orio, commander of the 8th Infantry Division, said.

“Our operations will continue hand in hand with local governments and the people of Eastern Visayas until peace, stability, and genuine progress are fully achieved.”

Col. Rico Amaro, acting commander of the 802nd Infantry Brigade, reinforced the PA’s determination to pursue the remaining insurgents.

“Our troops will continue to pursue them relentlessly to ensure that communities can live free from fear and violence,” he said.

Army officials reiterated their call to the remaining NPA members to surrender and avail themselves of the government’s enhanced comprehensive local integration program, which provides livelihood and reintegration support for former rebels.

The new commander of the Philippine Army’s 802nd Infantry Brigade has vowed to sustain the anti-insurgency gains in Leyte Island and parts of Samar.

The new commander of the Philippine Army’s 802nd Infantry Brigade (IB) has vowed to build further momentum in the campaign against insurgency in Leyte Island and some parts of Samar provinces.

During the turnover rites on Thursday, acting 802nd IB commander Col. Rico Amaro urged government and private sectors to join the fight against insurgents from the town centers to the remotest geographically isolated and disadvantaged areas.

He emphasized that all actions under his leadership would be carried out with deep regard for the welfare and morale of the soldiers.

“Our fight against insurgency will be relentless but compassionate. We will address this problem with due consideration to human rights, the well-being of our troops, and the communities we serve,” Amaro, who was the brigade’s deputy commander, said.

The official also affirmed his commitment to ongoing government programs aimed at encouraging communist rebels to surrender and reintegrate into society, urging continued support from all stakeholders.

Amaro took over the post from Brig. Gen. Noel Vestuir, who stepped down after reaching the mandatory retirement age of 57.

Under Vestuir’s leadership, the 802nd IB dismantled multiple armed groups, including the Apoy and Bugsok Platoons in Southern Samar and Platoon 2 of Island Committee Levox in Leyte. The number of active rebel combatants in the area was reduced from 65 to just 13.

“The peace that now reigns in Leyte, Southern Leyte, Biliran, Samar, and Eastern Samar is not just the result of military action — it is the embodiment of teamwork, perseverance, and dedication,” Vestuir said in his farewell address.

The brigade’s area of responsibility includes the provinces of Leyte, Biliran, and the southern parts of Samar and Eastern Samar.

THE Philippine government has rejected red-tagging accusations at the RP–EU 5th Sub-Committee Meeting on Good Governance, Rule of Law and Human Rights held in Brussels, saying that past disclosures about individuals and groups linked to the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) were rooted in evidence, not political vilification.

National Task Force to End Local Communist Armed Conflict (NTF-Elcac) Executive Director Ernesto Torres Jr. stressed at the conference that what left-leaning groups claim as a policy of red-tagging is in fact “truth-telling” — an obligation of government to protect communities, especially the youth, from deceptive recruitment and terrorist propaganda.

“Our security-vetted disclosures are a national security imperative, not vilification. When groups openly support armed insurgency, romanticize violence, and hypocritically condemn government missteps while ignoring their own atrocities against Filipinos, we have the moral and legal duty to expose them,” the official said.

Torres reminded the assembly that the CPP-NPA-NDF is a terrorist organization under Philippine and international law. Government disclosures linking individuals and front organizations to these groups are based on validated intelligence, sworn testimonies of former rebels, and years of security operations.

He also cited the Supreme Court’s clarification that unmasking proven terrorist ties is lawful and distinct from baseless labeling, affirming that the government’s actions are consistent with both constitutional rights and the rule of law.

“Labeling harmful substances is a public duty; so is warning society about terrorist recruiters. If we are 101-percent certain that an individual or group is a purveyor of violence, are we not morally obliged to inform our family, our friends, and the community so they may protect themselves?” Torres said.

He emphasized that terrorist fronts thrive by exploiting democratic space and infiltrate schools, workplaces, and communities under the guise of activism, only to radicalize and recruit vulnerable citizens, particularly the youth.

“Calling this ‘red-tagging’ is a deliberately misleading attempt to discredit our security-vetted disclosures. We are not silencing dissent — we are protecting democracy from those who exploit it to fund and fuel armed violence,” he said.

“Truth-telling, not red-tagging, will empower people to reject violence and choose peace. This is not just a duty to our nation — it is a responsibility to the global community,” he added.

Torres called on both Philippine and European stakeholders to stand together against deceptive propaganda and support peacebuilding rooted in development and the rule of law.

Truth-telling and red-tagging can be a fine line. For instance the AFP says the Makabyan bloc is part of the CPP-NPA. Yet for the past few decades they have offered only circumstantial evidence. If they are in fact truth-telling then they should have been able to provide substantial evidence by now.

Sara Duterte Is Her Father's Worst Enemy

There are many victims of President Duterte's drug war whose families have been crying out for justice for many years. Finally, in 2025, Duterte was imprisoned at the ICC where he currently awaits trial for crimes against humanity. His daughter Sara, who is the current Vice President, has been his most vocal supporter going so far as to call his arrest a kidnapping. 

Not only does she want to break him out of prison but she believes his prosecution will be "not useful" because it will be taking place in the Netherlands and not the Philippines.

The latest Social Weather Stations (SWS) survey showing that most Filipinos want former President Rodrigo Duterte to be held accountable in drug war killings under his administration is currently "not useful" to the Philippines, Vice President Sara Duterte said on Tuesday. 

Based on the commissioned SWS poll released on Monday, out of 1,500 adult Filipinos surveyed late last month, half or 50 percent agreed that Duterte should face accountability for the drug war deaths. 

Meanwhile, 32 percent disagreed and 15 percent were undecided.

But in an interview in Zamboanga City, the vice president said this would not be useful for the country since her father's trial would be held at The Hague in The Netherlands. 

"It is not useful here in our country because the case is not happening here so I guess that is for the ICC court to think about if at all that is what they are basing it on," the Vice President said. 
"So, it's not useful for the Philippines since President Duterte's trial is not happening here," she said.

Duterte refused to answer questions related to her father's rejected interim release, saying she would rather wait for the ICC's decision on their appeal before making any comments. 

"Whatever it is – sorry, I don't comment on the ICC," she noted.

The ICC last week rejected the request from Duterte's defense team for his interim release on medical grounds. 

The former president has been charged with crimes against humanity by the ICC for his alleged involvement in at least 76 murders as part of his "war on drugs."

Duterte was arrested in Manila on March 11, flown to the Netherlands that same night and has been held at the ICC's detention unit at Scheveningen Prison in The Hague since.

What exactly does she mean by useful? If Duterte is convicted that is justice served for the victims. If he is exonerated that is justice served for himself by proving he did nothing wrong. The fact is even the Philippine Supreme Court ruled that the Philippines has a debt to pay to the ICC for the years it was a member. This is the price of signing an international treaty. Her statement is legally and morally empty. 

Given that the Philippine justice system had plenty of time to bring charges against Duterte for mass murder and did not holding a trial at the ICC will be the opposite of useless. It will be the only forum in which victims can find justice. But perhaps Sara means a conviction will be useless because it won't bring back the dead? How will imprisoning one man equal justice?

Vague and objectless anxiety in the present, and in the future a continual sacrifice leading to nothing—that was all that lay before him. And what comfort was it to him that at the end of eight years he would only be thirty-two and able to begin a new life! What had he to live for? What had he to look forward to? Why should he strive? To live in order to exist?

Any prisoner could say the same. But with Duterte, he will likely not survive a prison sentence seeing as he is 80 years old and in bad health. 

I noted earlier that Sara Duterte has referred to her father's arrest as a kidnapping and how she wishes to break him out of prison. That has not set well with the court and, as a result, they have decided to keep him detained.

Remarks by Vice President Sara Duterte and the political role of her brother, Davao City Vice Mayor Sebastian Duterte, were among the reasons cited by the International Criminal Court (ICC) in denying former president Rodrigo Duterte’s request for temporary release from detention.

In a 23-page ruling made public Friday, October 11, the ICC Pre-Trial Chamber I said Duterte remains a flight risk, a potential threat to witnesses, and at risk of committing the same crimes for which he is charged if freed.

While those are some the main reasons cited, the court also found that his children’s public statements and positions of authority reinforced those risks, explaining that his continued detention is required to ensure his appearance at proceedings.

The ICC ruling cited public remarks by Sara, who told supporters in July that she would break her father of detention and accused the ICC of relying on fake witnesses.

The court said these statements, as well as her later claim that her father wished to return to Davao City if released, contradicted the defense’s assertion that Duterte would remain in the host country designated by the court.

“The foregoing illustrates Mr. Duterte's rejection of the proceedings against him before the Court, and the will of his close family to help him elude detention and prosecution,” the judges wrote.

The ruling also pointed to Duterte’s enduring political influence, which remains strong through his family’s high-ranking positions. The court noted Baste's current role as acting mayor of Davao City, one of the sites of alleged extrajudicial killings. His influence amplifies the risk that the elder Duterte could use local networks to evade justice, the court said.

"Considering Mr. Duterte’s son’s position of power in the Philippines at one of the locations of the crimes alleged," the chamber said, "this risk continues to exist even if Mr. Duterte would be released to a location outside the geographic scope of the alleged crimes."

Heath arguments rebuffed. The decision, dated September 26, rebuffed defense arguments that Duterte’s age and medical condition justified interim release.

His lawyers submitted medical reports claiming cognitive decline and frailty, but the ICC said the documents failed to show that his health eliminates the risks of flight or obstruction.

The chamber also rejected 16 proposed conditions for release — including electronic monitoring, restricted movement and communication limits — finding them insufficient given the risks cited.

Judges noted that the unnamed country offering to host Duterte lacked the infrastructure to enforce electronic tracking, which even the defense described as "essential."

Next in the case. The denial marks a significant setback for the Duterte family’s efforts to bring the former president home as he awaits trial for alleged crimes against humanity related to thousands of drug war killings.

Victims' families and their lawyers had opposed his release, saying he still commands the political machinery to intimidate witnesses and influence proceedings.

The confirmation of charges hearing, originally scheduled for September 23, has been postponed as independent medical experts assess Duterte’s fitness to stand trial — a separate matter from his eligibility for release.

For now, the court ruled, detention remains necessary.

Vice President Sara Duterte should stop making public comments about the case of her father, former President Rodrigo Duterte, before the International Criminal Court (ICC) and leave it to their lawyers instead, a lawyer accredited by the court said on Sunday.

The younger Duterte over the weekend questioned the widely reported figure of 30,000 drug war deaths during her father’s administration, saying the prosecution’s claims were far from the 181 pieces of evidence submitted to the ICC.

“It will do well for the Vice President to leave [it] to her father’s lawyers to do the talking on the merits of the ICC case instead of spouting foul words that only boomerang and apply to her,” ICC-accredited lawyer Joel Butuyan told the Inquirer.

“The ICC case is not about proving the murder of 30,000 Filipinos but about the decision by her father in ordering police forces to use extrajudicial killing as a solution to the illegal drugs problem,” he said.

“The ICC case is not a prosecution against ordinary police and their agents who pulled the trigger that resulted in 30,000 murders. Instead, it is a prosecution against the monster masterminds who ordered triggers to be pulled in order to implement the mass murder of suspected drug personalities,” he pointed out.

But she just couldn't hold her tongue. Truly she is her father's worst enemy.
