This is meaningless legalese which purports to communicate something profound but really communicates nothing of importance. How would the court destabilise any government? What is the process that would take? What would be the nature of the destabilisation? Destabilisation comes up often enough as a way to silence critics but it is never defined or explained.
Last week he said, "Give me one more year to end drugs." Now he wants 4 more years? He already said in August that he can't control the drug problem.

“The President has also asked me to identify the commission he intends to abolish: the Presidential Commission for the Urban Poor (PCUP),” Presidential Spokesperson Harry Roque said in a Palace briefing.
“And the President stated two grounds behind his decision to abolish the commission. Number one, it is, according to him, a collegial body, and they have not met as a collegial body. Number two, the commissioners are notorious for junkets abroad. This kind of work performance has no place in the Duterte administration,” Roque added.

The mayor of Mainit, Surigao del Norte has been ordered suspended for issuing a special permit that allowed illegal cockfighting during a fiesta in a barangay.
According to the Office of the Ombudsman, Mainit Mayor Ramon Mondano issued a special permit to leaders of Purok Masaya for their cockfighting activities from June 20 to 22, 2016 to celebrate a fiesta in Barangay Matin-ao.
“However, it was found that no barangay clearance was issued for the cockfighting,” the Ombudsman said in a statement on Wednesday.
So the mayor needs a clearance for his own permit to be valid. I bet Duterte never had this problem when he was mayor of Davao!
