Martial Law: Delusional

Like last year, the AFP has gone and set an ambitious agenda it hopes to accomplish.

The goal for 2017 was to eradicate Abu Sayyaf and the Maute Group by mid-year. (Please hold all laughter until the end of this article.)

https://www.rappler.com/nation/157825-philippines-military-crush-abu-sayyaf-maute
The goal for 2018 is to reduce the number of NPA commie rebels by half.

http://cnnphilippines.com/news/2018/01/09/AFP-aims-to-reduce-number-of-communist-rebels-by-half-in-2018.html
Armed Forces of the Philippines chief Lt. Gen. Rey Guerrero estimates there are currently about 3,700 communist rebels.
"We intend to reduce that number by half for 2018," Guerrero said during the annual New Year's Call on Tuesday.
The AFP intends to eliminate 1,850 rebels by the end of the year. That is 5 rebels a day whether arrested or killed. Can they do it? The NPA does not think so.

https://newsinfo.inquirer.net/959688/afp-delusional-in-finishing-off-reds-in-a-year-cpp-afp-cpp-npa-rebels-communism-military
The communist party said the AFP chief’s promise was also contrary to Defense Secretary Delfin Lorenzana’s statement that finishing off the rebels in a year is “far-fetched.”
Secretary Lorenzna thinks such a plan is far-fetched? Does he not have faith in the AFP? Why would he think such a thing?

http://news.abs-cbn.com/news/01/09/18/far-fetched-to-finish-off-reds-in-1-year-defense-chief-concedes
“To finish the communist terrorists in one year is far-fetched. It’s a tall order and we may not be able to do it,” Lorenzana told reporters.
He said the goal was to instead “degrade their capability to conduct large-scale attacks.”
Lorenzana said he could not say for now if this could mean yet another recommendation from the military to extend martial law.
“Maybe towards the end of 2018, we will know if there’s (still) a need for martial law or not. But as of now, hindi pa natin masasabi yan (we can't say yet),” he said.
Lorenzana has not give any specifics at all why such a mission would be far-fetched. He does not discuss AFP capability (or incapability) or the fact the the NPA is dispersed all over the country and not limited to Mindanao which would increase the difficulty of eradicating them. But he does throw out a hint that martial law could be extended once more at the end of 2018 if the NPA is still around.  This is the martial law in perpetuum via extensions that some have warned about. January is barely halfway over and already there are whispers of perhaps more martial law in 2019. Lorenzana has made no secret of his love affair with martial law but someone is putting the cart before the horse. The Supreme Court has not even heard arguments from the various challenges against the new year-long extension.

The Supreme Court has set the oral arguments on the petitions against the one-year extension of martial law in Mindanao on January 16 and 17.
I predict the AFP will make no major moves before the issue is fully decided. There will be no large scale offensive or all out war. The generals will bide their time, make plans for whatever the outcome, and in the meantime the AFP will maintain a defensive posture thereby keeping the nation safe and secure.

http://www.gmanetwork.com/news/news/nation/639350/afp-not-discounting-possibility-that-foreign-terrorists-are-in-phl/story/
“We cannot discount the possibility of foreign fighters surreptitiously able to enter the country given our vast and porous borders,” AFP spokesperson Colonel Edgard Arevalo said in a press statement.
The AFP has verifying the presence of foreign fighters for months now. Months. They still don't know one way or the other.  And it's such an overwhelming task that they need the people's help.

http://www.manilatimes.net/report-new-faces-neighborhood-deterrent-terrorism-military/373810/
The public is encouraged to report “new faces in the neighborhood” as a deterrent against foreign terrorists who may take advantage of “our vast and porous borders” to enter the country, the Armed Forces of the Philippines (AFP) said on Friday.
Seeing as how all the terrorism is taking place in the ARMM that means the AFP is hoping the Muslims who inhabit this area will turn into snitches.  Not likely!

All this sounds good but let's not get carried away. It is too easy to fall into the trap of believing and propagating the narrative here.  Frankly none of these dogs hunt.

The AFP, Calida, and Lorenzana eager to smash the terrorists and prevent another Marawi? Hardly!

https://www.rappler.com/nation/193155-lorenzana-warning-marawi-martial-law
How can martial law prevent another Marawi when without martial law the AFP KNEW about the Marawi attack a full month in advance and yet did NOTHING to prevent it from happening?

https://www.rappler.com/nation/172777-isis-military-marawi-crisis-martial-law-calida
Martial law is not needed to prevent another Marawi. What is needed is a proactive DND and military. Verifying intel reports to assess the exact nature and timing of the threat and all that.  How about preventative measures like stopping the flow of weapons into the area which Duterte himself said was allowed to happen because of the government's soft attitude to terrorists because of the peace process?

http://beta.philstar.com/headlines/2017/06/17/1711130/no-failure-intelligence-marawi
Duterte said the government was aware that firearms were being stockpiled in Mindanao but took it for granted because of the peace talks with the Moro Islamic Liberation Front (MILF) and the Moro National Liberation Front (MNLF).
We have adopted a very soft policy towards the rebels and this came about because they were bringing firearms. Since we are thinking of getting peace with the MNLF and MILF. The game there involves firearms. We took it for granted. We just allowed it to happen because we never knew until that time who was really the enemy,” Duterte told the troops in Butuan City.
Never, ever, ever, ever forget these words of Duterte. How does the government not know who the enemy is? They are ALL enemies! MNLF, MILF, Maute, Abu Sayyaf, NPA, etc., etc. All of these armed groups are enemies of the state and the people. Every time you read about martial law and how it will keep everyone safe by preventing terrorism and another Marawi and how the AFP and PNP are bravely protecting the country from terrorists never forget that they all KNEW about the Marawi attack in advance, did nothing to stop it, and in fact all their policies ALLOWED this horrible event to occur. Never forget that.

Look at some more of this mess:
http://beta.philstar.com/headlines/2018/01/11/1776728/afp-lifting-martial-law-will-affect-mindanao-security
Even with martial law the ARMM and the rest of Mindanao remain areas of violence. The AFP already has a mandate to fight rebels and terrorists without martial law. Protecting the country is literally their job. Are we really to believe that the military is so inefficient that they cannot do their job without the writ of habeas corpus being suspended? How does that help a soldier get a bead on some terrorist's head and pull the trigger? Again without martial law the AFP KNEW about the Marawi attack a month in advance which means their intelligence capabilities are not impeded without martial law. The problem is that the AFP failed to act on the information they had.

How about the antics of SolGen Calida?

https://www.rappler.com/nation/193288-calida-sc-martial-law-extension
http://beta.philstar.com/headlines/2018/01/08/1775823/solgen-calida-congress-holds-power-martial-law-extension
https://news.mb.com.ph/2018/01/08/solgen-wants-petition-vs-martial-law-extension-dismissed-on-technicality/

http://newsinfo.inquirer.net/959999/jose-calida-supreme-court-mindanao-martial-law

These are the acts of a desperate man. Calida is grasping at any straw he can to defend the year-long extension of martial law.  The powers that be do not want martial law to go gentle into that good night and so they are raging against the dying of the light. Calida is telling the Supreme Court to sod off because they have already ruled that rebellion exists in Mindanao and Congress alone has the power to extend martial law and he wants the SC to dismiss the suit on a mere technicality for not being attached to the right paperwork.  It would be funny if so much were not at stake.

Why should anyone believe the Duterte administration is sincerely committed to defending the safety and security of the Philippines when those in charge knew about the Marawi attack in advance and did nothing to stop it?  What nonsense for any of these people to say martial law is needed to prevent another Marawi when without martial law they had the power to prevent the first!

In other martial law in Mindanao news the Department of Energy has donated 200 E-trikes to Marawi City.

http://news.abs-cbn.com/news/01/13/18/roque-charging-stations-for-e-trikes-to-rise-in-marawi
"Marawi residents will soon experience e-trikes for transport and livelihood opportunities. To ensure sustainable operations, Marawi City shall establish charging stations on the road," Roque said in a press conference in Cebu.
Each e-trike can fit up to 6 passengers and can be charged through common electrical outlets, Energy Secretary Alfonso Cusi said in a statement.
"More than having an energy-efficient mode of transportation, the DOE E-Trikes for Marawi will provide livelihood to its beneficiaries and jumpstart economic activities in the area," Cusi said.
Wow!  It's just what the citizens of the war torn pile of rubble formerly known as Marawi need to rise up from the ashes!

Sto. Niño's Culo

It's time for Sinulog once more.  The festival where Filipinos worship the wooden statue of the child Jesus aka Sto. Niño.

We have all seen this statue before. But have you seen it from behind? Have you ever seen Sto. Niño's culo?  I have.  It was sticking right out at me as I was pondering which overpriced wilted vegetables to buy from a roadside vendor. (I didn't buy any.)

Sto. Niño's culo
There it is.

I guess it is mostly covered and all you get is a peek at one cheek but any sight of Sto. Niño's culo whether in part or full is sure to bring a blessing into your life. Don't forget Moses was only able to get a sight of God's backside and he was thoroughly blessed so much that his face shone for having seen the glory of the Lord. How much more blessings then from a glance at the backside of God's  only Son?

Overloaded Sugarcane Trucks 2

Three days ago was the one year anniversary of this blog. I would like all readers to know that despite the Philippines being officially not a "shithole" it is still polluted, governed incompetently, and the inhabitants are prone to being very, very silly which means this blog will be continuing unless something unexpectedly bad or comically tragic were to happen like if I were riding along in a car and an overloaded sugarcane truck spilled its contents all over said car thereby sweetly crushing me to death.

Don't think it can't happen to me. Or you.

http://www.gmanetwork.com/news/news/regions/635051/4-family-members-killed-as-cane-truck-falls-on-car/story/
And now for a selection of photographs of overloaded sugarcane trucks.

Infanticipating

They say Filipinos can speak English very well. So well in fact that the whole world has taken notice.
http://www.bbc.com/news/business-20066890

That is from 2012 and I can attest that the market for Filipino English teachers has grown and continues to grow considerably.

But though they may be able to speak English well it really drives me nuts to see things like the following:
http://newsinfo.inquirer.net/959813/faeldon-gets-furlough-to-be-with-infanticipating-wife
Infanticipiating? Why not just write "expectant?" Why try to get cutesy but combing two words to make a third word that is not a word.  These nonsensical portmanteaus are what I have dubbed "Filipino shorthand" and are to be found most especially in the newspapers.

Filipinos may be good English speakers (actually they are just the cheapest English teachers) but with these kind of word combos it will be a wonder if they don't start speaking in their own version of Nadsat* before long.

*Nadasat is the slang spoken throughout "A Clockwork Orange." Read the book and forgo the film.

The Philippines is Officially Not A "Shithole"

By now you have probably heard about President Donald Trump lamenting the fact that so many immigrants to the USA come from "shithole" countries. Whether he actually said this or not please be comforted by the fact that the Philippines did not make the cut.  This country is not on the list and is officially not a "shithole."

Retards in the Government 31

It's only the second week of the year but the plate is already full!

2018 is starting off with a bang.  The current administration wants a shift to federalism now. Or maybe not now.  How about draw it out a whole decade?
http://newsinfo.inquirer.net/957628/lp-admin-proposed-10-year-transition-period
His remains came after both Pimentel and Speaker Pantaleon Alvarez raised on Wednesday the possibility of extending the terms of Mr. Duterte or lawmakers if Congress succeeded in pushing for Charter change (Cha-cha) this year that would pave the way for a shift to federalism.
Pangilinan said what people wanted were jobs, affordable food and additional income, not Cha-cha.
Cha-cha? CHA-CHA???  Why the baby talk?  Why not just write Charter change and leave it at that.  Will there be baby talk in the new Constitution? If you are wondering about the awkward sentence "His remains..." just replace "remains" with the word "comments."
http://newsinfo.inquirer.net/957632/con-ass-to-become-virtual-rubber-stamp-of-president-says-lawmaker
The Constitution identifies three ways by which it may be changed or revised: by Congress acting as a Con-ass, by constitutional convention (Con-con) of elected delegates, or by a people’s initiative through a petition by 12 percent of the electorate.
A Con-con? For sure any new Philippine Constitution will be a Con.

 http://globalnation.inquirer.net/163281/dfa-warns-filipinos-us-east-coast-explosive-snowstorm-dfa-us-bomb-cyclone-snowstorm-cayetano-filipinos-abroad
Thank goodness the DFA giving weather alerts to Filipinos living in the USA. Otherwise they might now know about the snowstorm about to descend upon them.

The Philippine Senate, led by Grace Poe, is tackling the big issues which affect the well-being of the people, the security of the nation, and the integrity of the people's Facebook profiles.

http://newsinfo.inquirer.net/957639/sara-threatens-senate-run
“I do not have plans of running [for] a national post in the 2019 elections. But I have plans of running in the first congressional district of Davao City,” she told reporters on the sidelines of the launching of Tapang at Malasakit Alliance for the Philippines in Manila last October.
This lady is kind of dumb. She does not think a seat in the House of Representatives is a national post. She would fit right at home in the Senate.

https://www.rappler.com/nation/192883-pnp-chief-dela-rosa-elated-senate-2019-election-surveys
Bato and Duterte had better not get too excited about the 2019 elections just yet. After all it was just announced that there might not be any elections in 2019 if the shift to federalism is made this year.
I told you we have not heard the last of this scandal. What will the outcome be? If one of them dies in horrible car wreck because an unlicensed driver failed to turn on his lights at night that would be a most unexpected turn of events.
The local lawmaking body here will practically stop to function for more than a month as 13 of its 15 members, including the vice mayor, start serving their suspension for simple misconduct.
http://www.sunstar.com.ph/cagayan-de-oro/local-news/2018/01/07/iligan-city-now-under-state-political-calamity-582747
“It is very unfortunate to hear about the suspension of my colleagues in the august body. This is precisely the very thing I have warned them during the second regular session last year that we have to be careful with our actions because as councilors we are bound by the rule of law,” Belmonte said.
It can be recalled that on the second regular session of city council in 2016, Belmonte warned her fellow councilors in giving authority to Mayor Regencia, who is legally incapacitated at that time being in jail.
Fire fighters, who didn’t have gas masks, had difficulty going inside the place where the fire originated because of the thick smoke.
Two days to put to a fire? No gas masks? Sounds like Cebu City should invest in proper firefighter training and equipment.  If one of the largest cities in the Philippines has this problem I would wager every city in the Philippines has unprepared and under-equipped firefighters.
https://newsinfo.inquirer.net/958100/cebu-city-mall-fire-rekindles-24-hours-after-breaking-out
Only in the Philippines!  What would they do if they had to battle a blaze way up in a high rise condo or hotel?
“We can see from the body language and the words of the President, literally, that number one, he had not wanted to be President of the country,” Andanar said on Saturday in his new program over government-owned Radyo ng Bayan.
Martin Andanar is now a body language expert. If Duterte had literally not wanted to be President then he literally would not have run for the office.
http://www.gmanetwork.com/news/news/nation/638811/house-amenable-to-voting-separately-in-conass-solon-says/story/
What a headline!  It means that during the ConAss the House and Senate will be spread apart to make it easier to fit in their votes.
http://newsinfo.inquirer.net/958541/67-erring-police-officers-face-dismissal-harsher-punishment-set
“We have been harsh already. We will be harsher this time around. Harsh to the harshest level. We will not be forgiving. There will be no mercy for erring policemen,” PNP Director General Ronald “Bato” dela Rosa told reporters.
I wonder what his definition of "harsh" is.

http://newsinfo.inquirer.net/958528/jinggoy-estrada-pork-scam-wont-affect-senate-comeback
Shameless politicians + ignorant voters = Philippines government.

“When we say we are relying on China’s good faith, it is because China has committed not to embark on new reclamations,” Roque said in a press briefing.
http://www.sunstar.com.ph/manila/local-news/2018/01/09/china-air-base-kagitingan-reef-security-threat-says-palace-583063
"From the very beginning, China -- we knew -- was militarizing the area by reclaiming these areas and by using them as military bases. So the fact that they are actually using it now as military bases, as far as I am concerned, is not new. It's not news because we've always been against the militarization of the area," Roque said in a press conference Tuesday, January 9.
"Kagitingan is one of the islands that it (China) had already reclaimed and this is also one of the islands subject to the arbitral tribunal decision that it is within the Philippine economic zone. It's certainly not okay because of course, it constitutes a further threat to peace and security in the area," he added.
This is all more than a little confusing.  China is militarising these islands and the Palace know this.  Everyone knows this. And everyone knows this militarisation is a threat to the peace and security of the Philippines and the region. But they say there is no breach of good faith because China has not reclaimed any more islands. Theoretically China could move in a few nuclear bombs and there would still be no breach of good faith as long as they have not reclaimed any new islands. This is what is known as Fil-logic.
It's official!  Con-ass is official!  Con-ass is on!  By the end of the year Con-ass will have spoken! A new country will be born and Filipinos will be more prosperous and freer than ever!
http://newsinfo.inquirer.net/959057/neri-colmenares-draft-charter-constitution-income-tax-exempt-con-ass-cha-cha
Or will they?  Has a draft of a whole new Constitution already been submitted for consideration to both houses? Who wrote it? When did they submit it? How did this guy who is not a Congressman get a copy? The answer is right here in this pdf: http://lpp.gov.ph/wp-content/uploads/2017/08/RBH0008-Resolution-of-Both-Houses-8_FEDERALISM.pdf

That is an 83 page document!  79 pages of which contain the proposed new Constitution!  79 PAGES!!!  In contrast the United States Constitution fits on one page!  One page!

http://beta.philstar.com/headlines/2018/01/10/1776429/claiming-vp-victory-marcos-nixes-2019-senate-run
Bong Bong Marcos lost the election in 2016. Now a recount is slowly making it's way through a lengthy process which will not see an actual tallying of the votes until next month. It's more than a little premature and arrogant to declare himself the winner of an election he already lost.

http://beta.philstar.com/the-freeman/cebu-news/bottom-article-list/2018/01/10/1776394/rats-roaches-pester-city-hall
In a regular session yesterday, the council approved the resolution of Councilor Eugenio Gabuya Jr., which states that the “presence of rats, cockroaches, and other pests poses threats to transmission of diseases, including salmonellosis, leptospirosis, Lyme disease, and damage to the entire legislative building and fixtures.”
Meanwhile, the council also asked the Office of the Building Official to check if the sprinklers system installed at different offices inside the City Hall are working to prevent fires.
Cebu City Hall is infested with vermin and insects and they aren't sure if the building is up to code! This is what a functioning government does not look like.
President Duterte has fulfilled four of his five campaign promises, with federalism the only commitment that has yet to be realized, Malacañang said.
Last August Duterte admitted that his biggest promise, ridding the nation of drugs, is not doable. Martin Anadanar is straight up lying which means another of Duterte's promises, ending corruption, has also not been fulfilled because what is more corrupt than a lying bureaucrat?
