Have you ever seen a police sketch like this? How ridiculous. Surely with this sketch and that specific description the PNP will catch this killer soon. This is what every motorcycle assassin looks like. Funny that on the sketch the "nature of case" is listed as "shooting incident." What a way to refer to a murder!
Newly assigned Manila Police District director Senior Superintendent Vicente Danao Jr. has declared “martial law” at the MPD after two police officers “fled” minutes after a random drug test was announced on Monday. 
All police officers, regardless of rank, “will now have to toe the line and strictly follow orders,” Danao said. 
“No police official will be happy if they know that there men are into drugs. Imagine, you’re a policeman, how can you serve and protect if you are considered a problem of society?” he said. 
During Monday’s flag ceremony, some officials noticed that the two rookie police officers left the MPD compound after Danao ordered drug testing for all personnel.

Sen. Aquilino “Koko” Pimentel III on Saturday asked “rogue elements” claiming to be from the Partido Demokratiko Pilipino-Lakas ng Bayan (PDP-Laban) to stop claiming to be legitimate members of the ruling party after the Commission on Elections (Comelec) recognized Pimentel’s group as the real PDP-Laban.
PDP-Laban is still having trouble with groups pretending to be them.

What a ridiculous excuse. If it was necessary for him to handle all the cases he filed then they should not have transferred him. It's obvious he is being sent back to wipe out the rest of the Parojinog's as Duterte said he would do.

A VILLAGE chief was shot dead by four unidentified assailants on two motorcycles in front of his store in Barangay 16, Bacolod City Saturday night, December 1. 
The victim was identified as Barangay 16 chief Nelson Ligaya Jr., 48. 
Chief Inspector Sherlock Gabana, public information officer of Bacolod City Police Office (BCPO), said Ligaya was having a drinking session with his four friends at 9:30 p.m. when he was shot at close range by one of the assailants. His companions were unharmed.
Politicians are quite often gunned down during drinking sessions. Another one bites the dust.

The Commission on Audit (COA) has ordered the municipal government of Guiguinto, Bulacan, to return to the government the P747,478.81 it spent in July 2012 to buy 37 iPad 2 tablets supposedly to be given to deserving students despite its financial constraints.
This happened in 2012 and now final judgement has been given. But what happened to the iPads? Did they get to the students? Where are they now?

In a Nov. 28 resolution, the court’s Fifth Division granted Marcos’ “motion for leave to avail [herself] of postconviction remedies” and allowed her to post “double the amount of her original bond” on Nov. 16, making her bail P300,000. 
The clerk of court said Marcos was given 15 days to avail herself of postconviction remedies under the rules of court.
Does this mean that by the middle of December this lady will be hauled off to prison? Don't hold your breath!

Ocampo—president of Bayan Muna party-list and a former member of Congress—and Castro were in Talaingod town on a humanitarian mission when they were arrested, a member of the ACT party-list said. 
According to a statement posted on Facebook by Rep. Antonio Tinio (ACT party-list) on Thursday, the mission was stopped at a roadblock. "The solidarity mission convoy was attacked by men believed to be members of the paramilitary group known as Alamara," Tinio said. 
Alamara is a paramilitary group that human rights groups have linked to attacks on indigenous peoples' communities in the province. 
The Save Our Schools Network said Ocampo and Castro were on a mission to rescue school children and teachers evacuating from a militarized community.
Just on the surface these charges sound bogus. But who knows? DFA Sec. Teddy Locsin also thinks these charges are bogus and his public say-so has earned a rebuke from the Palace.

MalacaƱang on Monday distanced itself from the remarks of Foreign Affairs Secretary Teodoro Locsin slamming the arrest of former lawmaker Satur Ocampo on kidnapping and human trafficking charges. 
“We wish to state that his personal position on the matter does not reflect the official view of the Administration on the issue,” Presidential Spokesperson Salvador Panelo said in a statement.
Panelo goes on to give lip service to the principles of presumed innocence and letting justice take its course but he contradicts himself by saying there is an "official view of the Administration on the issue" as if these people are already guilty. How long will Locsin stay as DFA Sec. when he keeps contradicting the Palace? Duterte is clear he wants not just his men but even the House and Senate to toe the line and accept his policies.

A former barangay captain was gunned down by still unidentified assailants in Barangay Cabugao here Monday morning. 
Former barangay captain Frederick Valin, 58, of the said barangay died on the spot due to mulitple ginshot wounds. 
Initial investigation showed that the victim was on his way home on a motorcycle when he was attacked.
Another (former) politician killed by motorcycle assassins.

“The alliance that we form recognizes our intention to cooperate and unite on behalf of our parties for the benefit of all,” Estrada said during his speech. 
He also said that the alliance went beyond self-interest to fully serve the public.
The president's daughter has teamed up with an ex-president who plundered the nation and they dare say this is to fully served he public and is for the benefit of all.

No logic plus laughter equals a joke? The Speaker's comments are void of logic and they are far from being a joke. The problem with Duterte is that he is ALWAYS joking.  Or he claims to be after the fact.  Whether it is about selling out the country to China or rape, everything is a joke to him and no one can trust the words coming out of his mouth.

Last week, Finance Secretary Carlos Dominguez III, Budget Secretary Benjamin Diokno and Socioeconomic Panning Secretary Ernesto Pernia recommended the continuation of the next round of taxes. 
They cited the recent decrease in crude prices as the reason for withdrawing their previous recommendation to suspend the next round of fuel tax increase.
Do these economists not understand that the price of oil fluctuates and will certainly increase again? 55:1 here we come!

The Supreme Court’s controversial August 2015 decision — penned by now Chief Justice Lucas Bersamin — allowed Enrile to walk out of detention while awaiting trial for the nonbailable case of plunder, due to “special, humanitarian and compelling circumstances.” 
The high court cited “the fragile health and advanced age of Enrile,” who was then 91. Now 94, Enrile is running for senator while his P172.8-million plunder case has yet to reach the trial stage.
The doctrine in Enrile vs. Sandiganbayan should be applied universally right? The precedent here is that old people don't deserve to languish in jail. But what about this guy who's story I included last week?

In a resolution promulgated on Nov. 19, the anti-graft court’s Fifth Division found as “unmeritorious” the “urgent petition” of retired Sr. Supt. Salvador Duran Sr. that he be placed under house or hospital arrest and that his jail sentence be reduced from 10 years to just six months to six years, citing old age and deteriorating health condition. 
“Significantly, there exists no law or rule which authorizes the service of sentence of imprisonment of a convict by final judgement by hospital/house confinement, more popularly referred to as ‘hospital arrest’ or ‘house arrest,’” the ruling penned by division chairman Associate Justice Rafael Lagos read.
It would seem this guy should be able to successfully appeal to "the doctrine in Enrile vs. Sandiganbayan." But who cares about this guy because he is not rich and powerful. It therefore does not apply to him.
While the official campaign period for next year’s midterm elections does not start until Feb. 12 for national posts, a number of candidates have already placed television ads or set up billboards with their faces. 
The Comelec, however, cannot do anything about this since the Supreme Court ruled in 2009 that premature campaigning was not an election offense. 
The high court said that this was because one could only be considered a candidate once the campaign period had started. 
Jimenez noted that he also did not see the need for an erring candidate to be charged just to serve as an example for the others.
If the Supreme Court has ruled that early campaigning is not an offence and the Comelec does not even wish to charge candidates who campaign early if it were an offence then what can be done? Nothing. Not a thing. The Supreme Court's ruling makes no sense either. One has to file a certificate of candidacy before the election. So is everyone who filed one of those back in October not a candidate until February?

(Free discourse is important to me and proper language should be used. When it comes to the President, he is accepted by the people. He was elected as he was, let us let him be, but he's not someone I should imitate as a spokesperson.)
Sadly Pinoys accept whatever is thrown their way.  Whether it's a President who curses like a sailor or Presidents who plunder the nation, Pinoys love it when they are abused and the nation made to look foolish. They voted the plunderers back into office (Arroyo and Estrada) and if Duterte had more time to live and the will to run they would put him in the Congress like they did with Arroyo.

Presidential Spokesperson Salvador Panelo said this after Defense Secretary Delfin Lorenzana admitted the government may never confirm if China has indeed built weather stations in contested islands in the West Philippine Sea. 
“You need to go inside the territory that this particular country claims that it’s theirs. So you may have some problems there. It may even provoke something that we don’t want,” Panelo told reporters in a Palace briefing. 
“They claim that it’s theirs but the arbitral ruling says it’s ours. Meanwhile, nobody seems to want to enforce it. That’s precisely why we are using the mechanism of diplomacy and negotiation,” he added.
What diplomacy? What negotiation? The Philippines could use this ruling as leverage but they refuse to even do that. China wants to invest so much in this country and even "share" in drilling for natural resources and instead of using this ruling as leverage Duterte is saying he needs China and joking about how the Philippines is another province of China!

But don't expect the natives to riot or revolt over taxes like so many societies have done.  They will take this taxation without representation lying down and not say a word.

The economic managers of the Philippines can't even manage the domestic economy and he expects the people to believe they can faithfully manage huge foreign loans from China after admitting they messed up before! Yeah, right!

Are Public Urinals the Solution to Public Urination?

Are public urinals the solution to public urination?



Would you use this pink stall? How about this one:



This guy has no problem with it.

The answer of course is no. Public urinals such as the above are not the solution to stopping public urination. These public urinals are only good for those who live and work in the area, especially taxi, tricycle, and pedicab drivers. In fact the pink urinal is right next to where pedicabs line up and the second urinal is right next to where taxis line up. Good for those guys and whoever happens to reside in the area but that's it. Maybe it would work if there were more coverage like a public urinal in every barangay. But then it would require knowing of their existence, their location, and having the wherewithal to use them.

And what if something other than the bladder must be emptied? The functionality is limited.

Alas such a problem and solution is very male centred. Does anyone stop to think that women might have to go? Where are their public toilets?

Perhaps if all the politicians put their heads together they might be able to concoct a solution to this seemingly insurmountable problem.

Merry Christmas and Happy New Year from Al Espino

Merry Christmas and Happy New Year from Al Espino. Who the heck is Al Espino you ask?  He is an ex-City Councilman running for his seat again in next year's election. Take a look at all these signs plastered around town wishing everyone a Merry Christmas and Happy New Year from ex-City Councilman Al Espino. 






Take note here how the relatively small holiday greeting banner of Vice Mayor El Cid is latching on to the larger banner of Al Espino. Just like a parasite! Look at the disparity in size between these banners. The Vice Mayor's banner is tiny compared to Al Espino's banner and he does not even hold a political office! It is a visible testament to the invisible egos of these men.

Further down the road we come upon a very special arrangement of these banners.  Can you guess what is so unique about the following five banners?


Wow look at this. It's like an omen for the future. Mascara Festival has been over for a more than a month now and yet this banner wishing the city a Happy Masskara Festival is still up. How long past the holidays will Al Espino's holiday greeting banners stay up?



More tiny parasitic El Cid banners latching on to the big dog Al Espino like ticks.


Ok now did you figure it out? What is so unique about the previous five banners? They are all  plastered at an intersection.  All four corners plus an extra one to boot! Merry Christmas and Happy New Year from Al Espino is coming out at you from every angle. You can not escape his holiday greeting. It's like the incessant warble of Christmas songs at the mall only its really just the desperation of a man hungry to regain his political office.





That is 19 banners in the space of 1.8 miles! He is not even an elected official or else it would be writ large on his banners just like those of Vice Mayor El Cid. Filipino politicians love to remind you they are politicians as if their offices were titles of nobility and not certificates of public trust and responsibility. What else are political dynasties but a modern form of nobility?



Despite the arrogance of the average politician look at the Vice Mayor here. In the same stretch of road he only has five banners up! A far cry from the 19 of Al Espino who is, I repeat, not an elected official though if you read the comments on his Facebook page he is still referred to as "councillor." And that is only along this one road. There are other locations where Al's Christmas banner is strung up on successions of electric poles because one is never enough.

Over all the effect is garish and unsightly. Do we really need this many banners wishing us a Merry Christmas and Happy New Year?  Let's be real.  He is not wishing anyone a Merry Christmas. No, no, no. Al Espino is reminding people of his existence and begging for votes in the 2019 general election. It's akin to psychological warfare. He is implanting himself in your mind.  Take a look at his Facebook page and you will see he is going from barangay to barangay whipping up support for himself. Hashtag Al Espino 2019.

To be fair to Al I messaged him and asked:
Why have you placed about 15 of these posters up and down Lacson street from Robinsons to the hospital? Why did you put 5 in front of the San Miguel brewery in Santa Fe? How many more of these are scattered around town? Please respond as I am writing a blog post about it and would sincerely like your side of the story. Thanks.
He responded:
Posters were put up without my knowledge... it was done by a group of friends voluntarily...
Does that sound legit? These posters were put up without his knowledge and by a group of friends voluntarily? So a group of his friends paid to make these banners, paid for the bamboo (or cut it themselves) and wire, sacrificed a huge chunk of their time to put these banners up around town.....why? Just because they love their friend Al Espino and want to get out his Merry Christmas and Happy Holiday message around town? That makes no sense. That dog does not hunt.

But what if it's true. What if a group of his friends, without his knowledge, spent their own money and time to place these banners around town? That would mean Al Espino has lost control of his image and stands aloof to the goings on of his very own election campaign. Make no mistake this is pre-electoral season early campaigning. Al Espino has commercialised the Christmas holiday in the worst way possible by prostituting himself to you as a candidate to vote for in the upcoming election. Did he forget he lost the last election?  Who does he think he is?  Hilary Clinton?

Each holiday season politicians love to litter the electric poles around town with their Merry Christmas banners. It's a deplorable tradition.  It would be less of a problem if these eyesores were taken down a few days after the new year begins but they never are.  Here is a Christmas banner still hanging in June.


I messaged Al a follow up question.
You did not pay for the posters to be made or ask anyone to put them up? Will you be making sure they are removed in a timely manner after the holiday season?
He did not respond.

Frankly I don't care if Al gets elected or not though I would note that Comelec spokesman James Jimenez  advises voters to junk early campaigners like Al Espino.
Since the Comelec cannot penalize candidates who engage in premature campaigns, the poll body’s spokesperson, James Jimenez, said that the “real nonlegislative solution” to this election problem that had long plagued Philippine politics was for the public not to vote for erring candidates.

I am more interested in the fate of these many holiday greeting banners. It would be a shame if they were to still be in place after the first week of January. But it would also be typical epal from any self-serving  Filipino politician.

Martial Law: Death Squads

Last week the PNP Chief Supt. Edward Carranza made an offhand remark about expanding the PNP's Community Mobilisation Project (CMP) nationwide and likened it to Alsa Masa which was an anti-communist vigilante group in Davao accused of numerous human rights abuses in the 1980s. Naturally the CHR and other organisations were not pleased about such a suggestion prompting the PNP to finally issued a statement that there would be no Alsa Masa revival

This week however Duterte raised the same spectre of creating a civilian anti-communist vigilante group to counter the NPA's Sparrow units.

President Duterte will create an armed civilian group that he hopes will counter the New People’s Army (NPA)’s Sparrow unit, a group of urban assassins blamed for the deaths of several security forces and former rebels.

I will create my own Sparrow. Walang hanapin kundi mga istambay na mga tao, prospective NPAs at bibirahin sila (They will look mainly for idlers, prospective NPAs and kill them),” the President said yesterday during the turnover of military and police housing units in Bohol.  
“I will match their talent in assassinating people. They have firearms, for sure. That’s my plan,” he added. 
Duterte said he would be satisfied if each member of the armed unit would identify one or two NPA rebels for liquidation. 
The President said he had tried to talk peace with the communists but the rebels continued to kill soldiers and policemen. 
What I lack is a sparrow unit. That’s their advantage... So I will create a sparrow – Duterte Death Squad against the sparrow. There’s no problem. They are the enemies,” he said.
Immediately there was an uproar from the usual suspects, the CHR, the political opposition, concerned citizens, etc. calling such a proposal illegal. From Duterte's corner no-one questioned the legality or sanity of his proposal. They did attempt to justify or downplay Duterte's suggestion to form death squads.

Members of a “hit squad” mulled by President Rodrigo Duterte would have to undergo processing by the Philippine National Police, said Director General Oscar Albayalde on Wednesday. 
“Hindi naman ‘yung sinabi niya na aarmasan niya basta-basta ‘yung mga [sibilyan]. Those that are qualified to handle firearms and to be owners of licensed firearms [will only be allowed],” Albayalde said.
Albayalde is under the impression that Duterte wants his death squads to be composed of citizens. And why not? Who would suspect them? With no military demeanour they would easily blend in and be able to get the job done.  DND Sec. Lorenzana had a different notion in mind about how to form these death squads.

Lorenzana, however, conceded that such Duterte Death Squad unit will be hard to put in check. 
“The danger of abuse here and committing a mistake...napakalaki kung walang kontrol,” Lorenzana said. 
Still, Lorenzana maintained that such anti-Sparrow unit is necessary especially after they reportedly killed a soldier aboard a motorcycle recently.
It seems that Lorenzana's idea of a death squad would be that it is composed of soldiers with no oversight. But if there is a chain of command then how would they get out of control? Why even form a death squad in the first place when the AFP has special forces who engage in the kind of operations that  would take down an assassination squad? The PNP has the SAF. Just send those units in to do the job. Or pick the best of the best from the AFP special forces and the PNP SAF and then send them in to crush the Sparrow. And don't call them a death squad. Call them Duterte's 11.

Both Lorenzana and Duterte justify the formation of a death squad based on the activities of the NPA's Sparrow group which is the communists own elite assignation team. Only one problem. Sparrow has not been active for three years now.

(We have not seen any incidents of Sparrow Units anymore. Although, there are incidents in the past three years, if I am not mistaken, there were almost 136 killings recorded accordingly. But we monitor them and they no longer exist.)
No Sparrow Units for the past three years. "They no longer exist." Or do they? Just a few months ago the PNP was telling a different story.

The country's top cop said that the NPA stepped up the operation of its Sparu unit to prove that they are a "force to reckon with." 
The unit, according to Dela Rosa, mostly operates in Mindanao particularly in Region X (Northern Mindanao), Region XI (Davao Region), Region XII (Soccsksargen) and Region XIII (Caraga). Its primary task is to "liquidate" its enemies, which include policemen and soldiers.

In response to this rising threat the PNP has directed retired officers to train active duty officers to hunt down the SPARU.

PNP chief Ronald dela Rosa said that the primary lesson that the group of former police officials will impart to the younger set of police personnel is how to protect and defend themselves against the SPARU or the NPA’s special partisan armed regional unit. 
At a press briefing on Thursday, Dela Rosa said that the PNP has an ongoing reorientation of policemen on the field as part of, “anti-SPARU operations so we would not end up victims of SPARU operations.”

What is going on here? Earlier this year the PNP claimed the Sparrow Unit existed and were even ramping up attacks. Now the PNP says they haven't existed for three years! DND Sec. Lorenzana says anti-sparrow units are needed because of the attacks they have recently made. Does Lorenzana know that the Sparrow unit has not been active for three years?

What is the truth? Who is lying and why are they lying? And what about DDS?  What about the death squads?  As they say, there is nothing new under the sun! From the same martial law update mentioned previously:

Journalist Jun Ledesma has claimed that Duterte is right and wrong about the DDS. They were formed to fight the NPA SPARU units but they did not actually exist.
Four days after, Jun Pala showed up at the coffee shop of Maguindanao Hotel, a watering hole of media men in Davao. In whisper, he told me that Colonel Tan-Gatue requested him to announce that a “Davao Death Squad” had been organized to counter the vicious NPA liquidation squads called Sparrows. 
I was curious what it was all about so I again accompanied Pala to the INP headquarters. It was there where I learned that DDS was nothing but a phantom force. DDS were ghosts as well as other phantom forces conceptualized by Tan-Gatue to match the many front organizations of the NPAs. It was to scare the NPA sparrows and their mass base as well, he explained. A week later, I heard Pala announcing in is program about another group called “Christian Soldiers for Democracy”. 
The third phalanx was the more visible “Contra Force”, this time with Pala himself as the head. His headquarters was located in one of the abandoned stalls at Maderazo Fruit stand. In this venue, Pala received cash donations from various quarters, mostly grateful Chinese businessmen. In retrospect, DDS was actually a successful ghost force. Since its inception, the NPA hit squads had slowed down.
Allegedly the original DDS never existed but were only a form of psychological warfare against the NPA. But now Duterte wants a real death squad because the SPARU unit has been revived.  He said as much back in March.

If Albayalde says the Sparrow Unit has been nonexistent for three years and Duterte says otherwise who is telling the truth?  If Albayalde says the Sparrow Unit has been nonexistent for three years and his predecessor, Bato, says otherwise who is telling the truth?

If there is no Sparrow unit then who has been ambushing the PNP and AFP forces? Who is running operations? Regular NPA rebels? Rogue AFP or PNP elements? Private armies? The AFP says the killers are still the NPA's own assassination squad.
In an interview aired over radio station dzRH, AFP spokesperson Brig. General Edgard Arevalo said that while the Special Partisan Unit (SPARU or more commonly termed as Sparrow Unit) is no longer called by that name, the New People’s Army (NPA) still has a squad that carries out liquidations. 
He clarified that the creation of a Duterte death squad “remains to be an idea of the President. We have not received clear instruction about that.” 
“But what we see is there is indeed a need for us to counter this liquidation squad of the NPA,” Arevalo said.

National police chief Director General Oscar Albayalde clarified on Monday that the New People’s Army (NPA) still maintains a group of hitmen. 
“These hit squads are now popularly referred to as the Sparrows. But they are not based in urban areas like the former Sparrow Unit, but only gets out from the red area (normally rural area) to do special partisan operations like liquidation, murder or assassination, as directed by the Regional Party Committee,” said Albayalde.
A rose by any other name would still smell as sweet and an assassination team by another name would still be a group of assassins. If the PNP says there is no more Sparrow and both the PNP and the AFP say there is still a liquidation squad what is the difference?

The only thing that can be known for certain is that the President, the PNP, and the DND are lying to the public. But why? It is a tangled web that could be unravelled by a Senate investigation or an obstinate investigative journalist. Too bad the Senate concentrates on insignificant things like hazings and fake news. Too bad there are no investigative journalists in the Philippines worthy of the name!
